Die oranje kolle wat op sypaadjies in plaaslike strate en dreine geverf word, word nie deur bendelede aangebring om huise te merk nie, het Grant Twigg, voorsitter van die Bergdal-subraad, die gemeenskap gerusgestel. Volgens hom is die Stad Kaapstad tans besig om die stormwater-vangputte en -dreine van insekte en vullis in Kraaifontein, Brackenfell en omliggende areas skoon te maak en sodoende oorstromings te verhoed. “Nadat dié vangputte of dreine deur die kontrakteur skoongemaak is, word dit gemerk met ’n oranje kol sodat die kontrakteur weet daardie gedeelte is reeds skoongemaak.” In onlangse BBM’s het lede van die gemeenskap op hol geraak oor dié oranje kolle. “Verskeie boodskappe het berig dat die kolle deur bendes geverf word om die huis te merk as hul volgende teiken vir ’n inbraak,” sê Twigg. “Hierdie bewerings is totaal en al ongegrond en stel die veiligheid van onskuldige munisipale werkers in die gedrang.” Vir navrae oor die ongewone merke, kontak die paaie en stormwater-afdeling by 021 980 6221.

Filling sky with colourful kites Annually more than 20 000 spectators and kiters from around the world make their way to Muizenberg for this spectacular feast for the eyes, and this year a couple from Brackenfell are at the helm. Local kiting couple Ashley and Marie Ware-Lane are the brains behind this year’s Cape Town International Kite Festival, the biggest of its kind in Africa. Both devoted to the hobby, they are working tirelessly to make sure the skies are filled with incredible kites this coming weekend. “The best part of this magnificent festival is to see the excitement on the faces of the children and meeting a host of other kiting enthusiasts from around the world,” Ashley told TygerBurger on Monday as he prepared for the event. Thirteen such kiting teams are this week making their way to the Mother City for the event. They include teams from as far as Germany, Turkey, Singapore and India. Ashley, who never flew kites as a child, got hooked on the hobby when he bought his young son a kite in 2003. “He didn’t like it much, but the bug bit me hard,” he says. Shortly after, they attended their first annual kite festival and since then kiting has slowly become a

full-blown passion. Over the years the couple have built up a good kite collection including stunt kites, single lines, windsocks and inflatables, most of them handmade at their home in Brackenfell. Ashley had initially started making stunt kites but he soon fell in love with the “wow” factor of single line kites and soon learned to make his own. “You should see our house,” says Mari. “There are bits of fabric everywhere!” One of the biggest kites they have made is a 3,5m frog and a giant Nemo clown fish. “Our ultimate kiting experience is flying the kites at Blouberg on a lazy summer afternoon and seeing people taking photos of them with Table Mountain in the background,” he says. Some of these kites are as long as 40 metres and take about three men to launch; an exciting spectacle to watch, says Ashley. According to him the weather forecast predicts favourable winds for the weekend, The event takes place on the lawns of Zandvlei in Muizenberg and gates are open from 10:00 to 18:00 on Saturday and Sunday 3 and 4 November. A traffic officer too few in suburbs DESIREÉ RORKE
The northern areas of the city are still experiencing a critical shortage of traffic officers, an issue the Bergdal Subcouncil is now taking up. Only 11 officers work in an area of population supposed to be patrolled by 62 traffic officers according to ratios. This was revealed at a recent subcouncil meeting by Bellville traffic head Waldo Prinsloo, after being grilled by chairperson Grant Twigg, after perusing the quarterly report. According to Prinsloo there are only five or six traffic officers on duty on day shifts in the areas stretching from Bellville to Kraaifontein including the entire Durbanville and Brackenfell area. Furthermore, only about three officers are on duty on the graveyard shift between 22:00 and 03:00, Prinsloo said. “Although we have 11 officers, 90 % of the time there is never more than six on duty as a result of leave, sick leave and study
leave,” Prinsloo said, but added that another two officers will be appointed in the near future, a great help but not enough for an area covering four subcouncils and 18 schools. “We do the best we can with the manpower we have,” he told Twigg. Twigg said that he is very concerned about this state of affairs and that it needs to be addressed. “We definitely do not have enough traffic officers, and we need to take this up with the portfolio committee of safety and security,” he said. TygerBurger earlier this year reported on this issue, when only nine officers were deployed in the area at the time. (“Verkeerslui tekort groot krisis – TygerBurger 7 March). The City of Cape Town admitted to this shortage in April and made R23 million available to address the issue. Since then another five officers were appointed in the northern suburbs of which two were immediately deployed in the northern areas. The other three were stationed in Milnerton and Goodwood.

Chadley Theron was close by at another accident scene when Ruan Heynse (25) crashed his car, the Daily Voice reported. When Theron arrived on the scene Heynse was unconscious and the car was on fire. “I tried to open the driver’s side door, but nothing happened. “My face was hot from
the heat, but I ran to the passenger door and luckily I could get it open,” he said. He then grabbed Heynse by the shoulders and started to pull him to safety, but in the process his foot got stuck and seconds felt like hours. “I kept thinking the car could explode at any moment,” he said. Heynse gained consciousness just as the ambulance arrived. He sustained a broken leg and burn wounds

CandyLee Duarttee (Mej. Junior 4 tot 8 jaar) ontvang hier haar band van Sunette Nieu woudt van Brackenfell, ’n Mev. SAfinalis in 2012. CandyLee is ’n leerling van die Laerskool Fanie Theron.
“Mense is deesdae baie onverdraagsaam teenoor mekaar en moet weer leer om te leef en te laat leef,” sê Charmlyn Carelse, 22-jarige Matie-student, wat tans in Kraaifontein woon. Sy is op Springbok gebore en getoë, maar het later jare Kaapstad toe getrek waar sy by Hoërskool De Kuilen in Kuilsrivier gematrikuleer het. Sy is ’n voltydse student en tans besig met haar honneursgraad in rekeningkunde aan die Universiteit van Stellenbosch. Met haar betowerende blou oë en vonkelende glimlag, is Charmlyn nie ’n vreemdeling in die skoonheids- en modelbedryf nie. In 2006 was sy Mej. Namakwafees en later by haar hoërskool ook Mej. De Kuilen. “Wanneer ek volgende jaar afstudeer het, sal ek die arbeidsmark betree, maar nog voortgaan met deeltydse modelwerk,” sê sy. Nou is dit eers nog hard werk om graad te vang. Die gesinsfees wat vanjaar ’n nuwe baadjie aangetrek het, was ’n weghol-sukses wat almal se verwagtinge oortref het. Duisende plaaslike inwoners sowel as besoekers van so ver as Paarl, Worcester en Vredenburg, het die fees besoek vir die opwin-

Dié nie-winsgewende fees ondersteun verskeie plaaslike organisasies, soos Little Fighters for Cancer en Huis Thembiso wat Charmlyn ook in haar titeljaar sal besoek. Paws for thought on Guy Fawkes The Cape of Good Hope (CoGH) SPCA is calling on Capetonians to consider the terrifying effects which fireworks can have on animals ahead of Guy Fawkes (5 November) and Diwali celebrations. Cats and dogs can hear sounds at least two octaves higher than humans, which is why they are so scared by the sound of fireworks. The SPCA is opposed to the use of any fireworks, which emit a loud noise, due to the trauma and injuries they cause animals. Because animals are able to hear a wider range of sounds than humans can, the sound from fireworks is at least seven times louder to them. Their natural response is to try and escape the sound with sometimes tragic consequences, a media release from the CoGH SPCA reads. The Animal Protection Act clearly states that “it is illegal for any person to terrify any animal” yet despite the SPCA’s efforts to educate the public on the dangers and legalities of using fireworks and lobbying government for a total ban on the use of fireworks, injuries and trauma to animals occur each year during fireworks season. The Firearms and Explosives Ordinance Act also makes it illegal for any child under the age of 16 to use or buy fireworks. Harming an animal with fireworks will result in prosecution and concerned members of the public are to please report any acts of alleged cruelty to the CoGH SPCA 24hour control centre – 021 700 4140/59 or a/h to 083 326 1604. Members of the public can also contact the metro police 24-hour call centre to lodge complaints regarding firework activities on 021 596 1999. The CoGH SPCA’s Inspectorate will once again be on standby at its call centre (021 700 4158/59 or after hours 083 326 1604). The (still unconfirmed) designated areas where fireworks can be legally discharged: •Bishop Lavis Sportsfield, Bishop Lavis; Wesfleur Sportsfield, Atlantis; Macassar Beach parking area; Swartklip Sports Complex, Mitchells Plain; Maidens Cove parking area, Camps Bay; Athlone Stadium parking area; and Strandfontein Pavilion, Strandfontein.

AANSOEKE OM 2013/2014-HULPTOELAES: SUBRAAD 7 Belangstellendes word genooi om voorleggings om ‘n hulptoelae aan Subraad 7 te doen vir die finansiële jaar wat op 1 Julie 2013 ‘n aanvang neem. Subraad 7 bestaan uit wyke 21, 101, 102, 103 en 105 wat onder andere die volgende gebiede insluit: Richwood, Durbanville, Morningstar, Stellenberg, Sonstraalhoogte, Uitzicht, gedeeltes van Kraaifontein en Joostenbergvlakte insluitende die landelike gebied noord van Durbanville, d.i. Fisantekraal, Klipheuwel, Philadelphia en Bloekombos, gedeeltes van Wallacedene (Fase 5, 6, 7A, 7B & 8 tot en met Mphandlestraat) asook gedeeltes van Brackenfell, Vredekloof en Brackenfell Sentraal.

Kapenaars kan hulle regmaak vir grootskaalse verstedeliking, meen prof. Willie Esterhuizen, skrywer en afgetrede professor in filosofie. “Verstedeliking soos ons dit in die laaste tien jaar gesien het, is baie klein in vergelyking met wat nog gaan kom,” het hy gesê by ’n grondeienaarskonferensie, wat verlede week by die Heidekoppie-gemeente in Proteahoogte plaasgevind het. Hy verwys na dié verskynsel as ’n demografiese rewolusie, wat kan lei tot groot ekonomiese welvaart. In dié verband het Esterhuizen sy steun aan die burgermeester, Patricia de Lille, verleen met haar verstedelikingsbeleid om gelyke geleenthede te skep. Volgens hom fokus nuwe besprekings op swart ekonomiese bemagtigings op grootskaalse toegang tot die hoofstroom-markplek en is voorheen benadeelde verwagtinge baie hoog. “Wit sakelui sal moet soek na gedeelde belange met hul swart kollegas en saam hul burgerlike menings op ’n verantwoordbare manier lig,” het hy gesê. “Ons stede moet ekonomiese kragopwekkers word.” Volgens Esterhuizen gaan die toenemende druk op die voorsiening van dienste ook vererger, wat gaan lei tot baie meer opstande op plaaslike vlak. “Ons moet saamstaan om gemeenskaplike belange te verdedig en te bevorder,”sê hy. Hy het verwys na ’n ontmoeting met ’n hoog aangeskrewe Switserse bankier, wat ’n paar jaar terug ’n belangrike afspraak met hom gekanselleer het om ’n wyksraadverga-

Dit gaan nie net om politiek nie.” Marian Ni euwoudt, wyksraadslid, wat die konferensie gereël het, sê Brackenfell is vinnig besig om te groei van dorp tot stad, en dat sy haar gaan toespits daarop om stedelike verval te voorkom.

Baie geluk, WP, en doen so voort Ná elf lange jare het die WP se rugbyspan weer ’n beker in sy trofeekas! Hoog tyd ook. Hoeveel keer dié afgelope “droogtedekade” is die WP nie vóór die wenpaal deur teenstanders onder stof geloop nie? Trouens, die meeste WP-ondersteuners het nie meer vertroue in die vermoëns van hul span of die afrigtingskorps gehad nie. Keer op keer het die WP of Stormers dit reggekry om ’n neerlaag uit die kake van ’n oorwinning te pluk. Maar die afgelope Saterdag het die WP vergoed vir al dié vorige teleurstellings. Met ’n bloedjong en onervare span het min rugbykenners, ook nie baie WP-ondersteuners nie, die Kaapse span ’n wenkans gegun teen die Sharks... ’n span gelaai met hardebaard-Springbokke. Dawid teen Goliat. En ná die eerste twintig minute het die ou gevoel van die WP-verloor-weer-vandag soos ’n swaarmoedige kleed oor Kaapse ondersteuners neergedaal. Juan de Jongh het egter met sy skitterdrie die vonk verskaf om die WP-masjien volstoom tot by die eindfluitjie te laat brul. Met dié oorwinning het die WP gewys hy kán. En met soveel jong talent beskikbaar vir die komende klomp seisoene, kan die WP en Stormers ’n glorietyd tegemoet stap. Regarding your article (“Red Tape, Long Grass” 24 October), I wish to say the following. I have been trying for three days to speak to someone regarding the long grass in our area. I have lived in Stellenberg for almost nine years and live opposite a park in Mauritius Crescent. The grass is currently kneehigh and it makes it very difficult for the children to play in the park, forcing them to play in the road. On numerous occasions, after moving to the area, I saw the need for a dustbin in the park and asked Mr Africa, who is in charge of the park to place a dustbin in the park (I have even offered to empty it out myself). Needless to say, I am still waiting. Your comments regarding “tedious administrative work, no funds, the budget does not allow, it” – these are just the normal easy escape routes. City Council should take the time to ensure that the tenders for cutting the grass are given to companies/individuals who have
the necessary experience and equipment to do the job correctly. Is that not why we are paying rates and taxes? The number we have been given for Mr Africa – 021 914 0647 is never answered. Taalstelling neerhalend In antwoord op Vanessa Bagley se kommentaar in TygerBurger van 24 Oktober aangaande “A need for English”. Ek vind haar kommentaar baie neerhalend. Sy het geweet toe sy noordelike voorstede toe trek, dat dit oorwegend Afrikaanssprekend is. As sy so ’n groot behoefte het om haar kind in Engels te skool, trek suidelike voorstede toe! Ek vind dit uiters onaanvaarbaar om ’n stelling te maak dat Afrikaanssprekendes hul tyd verwyl om hieroor te kla. Dit is uiters onsensitief van Curro Holdings om ’n skool te bou in ’n oorwegende
Afrikaanssprekende gebied, en dan ’n sakebesluit te neem om net in Engels onderrig te gee. Die uiteinde sal wees dat kinders met busvragte ingery gaan word om die skool by te woon, terwyl daar oorgenoeg leerlinge is wat van die skool gebruik kan maak, sóú onderrig ook in Afrikaans aangebied word. Ons as Afrikaanssprekendes is trots op ons taal en ek glo dat Engelssprekendes ook trots op hul taal is, maar daar is geen rede om “afbrekend” te wees teenoor die Afrikaanssprekendes in Durbanville nie. Die volgende kan toegevoeg word tot die berig in TygerBurger van 24 Oktober (Red tape, long grass) oor groot probleme wat ondervind word met die skoonmaak van parke in die noordelike voorstede. Die probleem is egter nie net hier ter sprake nie, want dit gaan nie oor gebiede nie. Die probleem is die gebruik van kontrakteurs. Dit is die doring in die vlees en kan slegs reggestel word deur die kern van die saak reg te maak. Ons weet almal die doel van die inbring van die kontrakstelsel was swart bemagtiging. Die gepaardgaande onbevoegtheid was nie ’n faktor nie. Solank as wat dit so bly, sal swak diens ons voorland wees. Voorheen is die werkers permanent deur die onderskeie munisipaliteite in die skiereiland in diens geneem. Daar was die nodige toesig en ons omgewing was ’n plesier om in te woon. Valhelms skoonveld Ek’s so teleurgesteld. Die eerste dag toe die Stellenberg-mark oopmaak, was die weer lekker en ons het besluit om te gaan inloer, soos ons elke jaar doen, en dan op ’n ander dag teruggaan om te gaan koop. Op ons motorfiets is ons hier weg by die huis. By die fees het ons aangekom, die motorfiets parkeer en die valhelms gesluit. Daar is ’n spesiale plek aan die motorfiets waar jy dit stewig kan sluit. Toe ons ná ’n uur en ’n half terugkom, is dit gesteel. Hoe? Afgeknip en gesny met ’n mes. Die persoon wat dit gedoen het, sit nou met ’n valhelm, waarvan die belangrikste deel gesny is – die bande om dit onder jou ken vas te maak. Waarom is iemand so dom om dit te doen? Ons sit met een deel en jy, dief, het nou die ander deel waarmee jy niks kan doen nie. Die voordeel is dat ons nou nuwes kan kry van die versekering...en dan die R1 200-bybetaling moet doen. Animal shelter at critically low level of food, cash With Christmas around the corner, the adoption of homeless animals has quietened down and keeping up the care of all the animals in the care of shelters, is extremely difficult, said Alischa Cijter, project manager of Paws for a Cause. Paw for a Cause hopes to raise about R10 000 by the end of November to hand over to Uitsig Animal Rescue, she said. The next Adopt-a-Pet event by Paws for a Cause will be held on Saturday 3 November and Sunday 4 November at the Cape Garden Centre in Joostenberg Vlakte from 10:00 to 13:00. Adoption days are held throughout this year on the first Saturday and Sunday of every month. Paws for a Cause in Cape Town is an animal relocation programme, which is based in the northern suburbs. “This will help them greatly with their sterilisation programmes each month. They are at a critical stage with food supplies running extremely low,” said Cijter. The Uitsig Animal Rescue cares for more than 300 dogs, 200 cats, potbelly pigs, horses, goats and even reindeer, that were rescued over the years. “They are a organisation that does not believe in killing animals, so food and shelter is a huge priority for them. We want to take a load off their shoulders, so they will be able
to feed all their wonderful furries,” she said. Donations of blankets, cat litter, food, dewormer, deticking shampoo, collars and leads, toys and treats are also sought.
Cijter thanked Charmaine Janse van Rensburg, who with her bike club “Met Ys” presented a fundraising project for Paws for a Cause, Uitsig Animal Rescue and various other animal rescue organisations. “Thank you so much for making a change in these animals’ lives and also supporting Paws for a Cause in these hard times!” She also thanked all the volunteers each

Die “blou man met die hoed”, Grant Karpakis, stel binnekort sy eerste album bekend. Die album Tortleduif Orrel is by Southern Buzz Studios opgeneem saam met die vervaardiger, Gert Mostert Grant beskryf sy musiek as “koeremusiek”. Dit, sê hy, is ’n mengsel van boeremusiek en kommersiële musiek. Verrassende ligasege vir Oostelikes SAREL BURGER
Morne van Greuning who won bronze at the recent World Mas ters Championships in England will be in action at the Velodrome.
A sprint to the finish Several world class track cyclists have signed up to ride at the Maximum Velocity 5 track cycling event. The event is organised by the Trackcyclingsa club and takes place at the Bellville Velodrome on Friday 9 November. Racing starts at 19:00 and will see 60 of the top cyclists in South Africa on the track. These include Jeanné Nell who is the current men’s elite champion in three track cycling disciplines namely the 1 000 m time trial, keirin and the team sprint. He will ride in the sprint competition
at Maximum Velocity 5 as final preparation for the next round of the World Cup series that takes place in Glasgow, Scotland, a week later. His main rivals at Maximum Velocity will be Morne van Greuning and Jean Smith. Van Greuning won bronze at the recent World Masters Championship at Manchester, England, in the match sprint a few weeks ago. Smith is the current national elite champion in the match sprint and there should be a strong rivalry between him, Van Greuning and Nell on the night. Evan Carstens who has represented
South Africa internationally on the track and Theuns van der Bank who is a top road rider will participate together in the team competition against 11 other top-flight teams. Spectator entry is free. Doors open at 17:00 with a beer garden, an expo and food stalls. Performances by The Revolution dance crew will treat spectators to hiphop dancing throughout the night. Etienne Nagel (48) en Jan Frylinck (31*) was al kolwers wat die stang vasgebyt het. Vroeër was dit Wiaan Smit (4/35), wat die meeste welslae onder die Brackenfell-boulers behaal het. Oostelikes se boulers – met Charles Ceasar (5/21) en Lindsay Primo (3/22) aan die voorpunt – het skitterend vertoon deur die sterk span van Paarl-Oos vir net 102 lopies uit te haal. Die Kraaie (105/6) het ’n oorwinning met vier paaltjies beklink. Die komende naweek het Brackenfell (t Vredenburg/Saldanha) en Oostelikes (t Coronation) albei tuiswedstryde.
