Masks for all Sewers at Kwesu have been hard at work making masks for social care organisations across Cape Town. The organisation, which has offices in Parow and Langa, provides skills training to people from disadvantaged areas, while also offering them a chance to earn an income. The Greater Tygerberg Partnership (GTP) in Bellville has been supporting Kwesu during lockdown, paying them for every mask and also distributing them to others. engaging with the board of directors of these facilities, who perform such an invaluable service for our vulnerable older persons. We have also recommended preventative measures to all homes across the province so that we can be proactive in preventing further spread of the virus. “Part B provides recommendations on what to do if residents and, or staff members are exposed and, or diagnosed with Covid-19 in a residence. The health department will conduct targeted screening and testing in old age homes in hotpot areas,” Chigome says. The two departments have a referral protocol in place for any old age home that re-
ports an infection. “The provincial department of social development is acting as the first reference point to engage with old age homes and retirement villages, and the department of health provides the technical guidance and testing where potential cases of Covid-19 infection are identified.” Chigome says the department of social development has also provided additional personal protective equipment (PPE) to all funded old age homes. “To date, we have issued and distributed 5 000 face masks. We are expecting a further donation of 10 000 more face masks for old age homes.”

he Western Cape has reported a number of old age homes that have been impacted by the Covid-19 pandemic – the most recent one reportedly to have been Panorama Palms. The home is a private facility that falls under a countrywide network of retirement villages, says Joshua Chigome, spokesperson for the minister of social development, Sharna Fernandez. Chigome says the provincial departments of social development and health have updated and provided practical guidelines for the prevention and management of the coronavirus infections in residential facilities, such as old age homes. “These guidelines are currently being distributed to all facilities and are specifically designed for residents and staff, and provide guidance on all hygiene aspects within a residential facility, and on response protocols for any suspected or confirmed Covid-19 case among staff or residents. “They are intended to supplement the existing guidelines issued to these facilities at the onset of the lockdown,” Chigome says. He says the initial guidelines focused primarily on supporting department funded old age homes with implementing their infectious disease policy and disaster management plans, whereas the amended guidelines are divided into two main parts. “Part A of the guideline provides recommendations towards prevention strategies for Covid-19 in an old age home. Not all families use the family time during Covid-19 restrictions to spent time bonding and playing with their children. With the celebration of Child Protection Week since this past Sunday until Sunday 7 June, the spotlight is on the many cases of child abuse being reported during lockdown – 48 in April and a total of 30 cases up to 15 May, according to a media release by Red Cross War Memorial Children’s Hospital. The hospital has cautioned in a media release that it has seen a steady flow of children coming through the facility that have been victims of abuse, neglect and violence, even during the lockdown period. “It’s too early to tell if there has been an

ollowing a period of public comment on the draft budget tabled two months ago, the City of Cape Town council last week passed its final budget for 2020/21, to be implemented from 1 July. The budget was passed on Wednesday 27 May, by a full council sitting via a Skype meeting. A limited number of City councillors made use of two venues at the Cape Town Civic Centre and the remainder logged in from home. The changes made reflects the City’s response to the Covid-19 pandemic, which has impacted the budget with an estimated R2 billion. The City’s total 2020/21 budget now amounts to R54 billion, up from the R52,7 billion draft budget. The rates increase, the lowest of all South Africa’s metros, according to mayor Dan Plato, remains unchanged at a 3.9% increase in property rates, 3.5% for refuse, 4.5% for water and sanitation, and 4.8% for electricity. And in addition, a R3 billion social package was passed to support the indigent, disabled and pensioners. “We know that many have already lost their jobs or fallen on hard times. That’s why we are expanding indigent relief to persons earning R7 000 per month or less and increas-

Residents with a property value below R300 000, or household income below R4 500, will get a 100% property and refuse rebate, 10.5 kilolitres of free water, 7.35 kilolitres of sanitation, and up to 60 kilowatt hours of free electricity. Thus more people will now qualify for relief and special Covid-19 arrangements will allow for a quicker and easier process, according to a spokesperson at the City. According to Plato, it was good governance that enabled the City to absorb the R2 billion impact on the budget, without passing the burden onto residents. As such a range of interest-free payment options are also available for struggling residents who have fallen behind on their rates. The City also makes a saving by reducing staff costs by R450 million, according to Plato. This was done by a limit placed on filling vacancies, a 50% reduction in annual performance increases for management and a 50% portion of long service rewards being converted into leave. In addition, councillors will receive a 4% cost of living increase this year, compared to 6% in other metros. Staff increases of 6.25% are included in the budget as per bargaining council agreements.

stalwart in the struggle against apartheid and award-winning teacher from Silversands recently passed away and was buried under strict lockdown conditions. Noel Cleophas was a member of the United Democratic Front (UDF) in the 1980s, while still at school and continued his activism at the University of the Western Cape where he completed his BA degree in 1987 and a teachers diploma in 1988. Julian Cleophas, a family member, says Cleophas was a teacher who went beyond the classroom to safeguard the well-being of his students and to be a symbol of strength, encouragement and inspiration to his community and many more. “He was described by his peers as a born teacher. On so many levels he was absolutely dedicated to his job and had the unique ability to engage learners in all aspects. He made invaluable contributions to all spheres of the school environment, be it administration, teaching, extra-mural activi-

Noel kicked off his professional teaching career in Mitchell’s Plain at Aloe Senior Secondary School in 1989; spending 21 years of his professional teaching life there before departing in 2010. “After 21 years of dedication and loyalty to Aloe High School, Noel decided it was time to embark on a new journey and started at Houtbay High School as deputy principal in 2011. “He did not leave behind his activism days in the 80s and played an active role in advocating for better teaching conditions and facilities for students during his period there. “In search of new challenges Noel thought it was time for a new adventure and when the opportunity presented itself at Delft Technical High School (DTHS) in 2015 to be a part of building something new, he jumped at the opportunity to make a difference. During his period as principal at DTHS he introduced new strategies to improve the academic performance of learners, resulting in the school becoming the Most Improved School in the region. “The massive achievement of transforming the poor pass rate of 35% to 77,5%, did not go unnoticed and he was acknowledged by the Western Cape Education Department and celebrated at their annual awards presentation,” says Julian. According to Julian, Noel’s funeral was livestreamed online because of the coronavirus restrictions and has been viewed 12 000 times. Noel, who died of cancer is survived by his wife Maria and son Timothy Cleophas.

Cancer survivor ‘runs’ in aid of charity D
espite the reopening of schools this month, not all learners will be as fortunate to return to their desks and to see their friends again. This is the case for 19-year-old cancer survivor from Kraaifontein, Danielle Booysen. Daniele was diagnosed with cancer of the lymph nodes when she was only four years old and doctors told her mother that they do not think that she will survive the disease. But when she turned 12 she went into remission, says Fouzia Abrahams of the Childhood Cancer Foundation South Africa
(Choc). Due to the Covid-19 pandemic Danielle, who has a low immune system, are unable to return to school. She will however be kept busy in other ways, says Abrahams. “This month she will be taking part in the Choc Western Cape Cancer Survivors Day Run or Walk from her home during lockdown. “It is in aid of National Cancer Survivors Day on Sunday 7 June. Some survivors of this illness will be taking part in this event,” Abrahams says. The public are also encouraged to do the same between 06:00 and 09:00. Participants can do this between now until Sunday. “People must remember to adhere to social distancing and to wear their masks,” Abrahams says. Lynette Muthuray, Choc regional manager, says the aim of the campaign is to raise funds for Choc’s much-needed services rendered to children and teenagers battling cancer and life-threatening blood disorders. Danielle says that it was not easy living with cancer. “For as long as I can remember I was always in a hospital. “I am sad that I will not be able to go back to school because of my compromised immune system and that I am at high risk for infections due to Covid-19,” she says. Habana, who is also a brand ambassador of FoodForward SA, handed a cheque to FoodForward SA’s managing director, Andy du Plessis at the warehouse in Epping. “Over and above the R40 000 that our foundation together with Ozow donated, we also packed 200 food parcels to the value of R80 000. “This will be distributed by The Bryan Habana Foundation to charities of their choice.
“I’ve been a patron of FoodFoward SA for almost nine years. This is a great initiative especially with food insecurity being heightened at this stage. The communities in which we’ve been delivering food parcels for the past few weeks was an indication of this need,” the former Springbok wing told TygerBurger. “We respect and value the crucial work that FoodForward SA is during the Covid-19 lockdown, and for the past 11 years. “Ozow has partnered with The Bryan Habana Foundation by providing financial and corporate social responsibility support via its sponsorship of all financial processing for The Bryan Habana Foundation, and all other non-profit organisations, non-governmental organisations as well as small and medium-sized enterprises.”

Curro Durbanville excels with remote learning during lockdown
A
er schools closed amid COVID-19, there were concerns raised about the effec veness of educa onal ins tu ons’ online learning efforts during lockdown. This, however, was not the case for Curro Durbanville, where a structured remote learning approach meant learners could con nue to receive the highest standard of educa on. Siyabonga Nhlapo and Kiara De Gouveia, head boy and head girl of Curro Durbanville high school, believe the school’s matric group is s ll on track to successfully complete the IEB final exams - with thanks to the school’s successful remote and online learning classes.
Nhlapo men ons it was easy for him and his fellow learners to move to a remote learning pla orm because of the exposure to technology they have received at Curro Durbanville. That, coupled with the matric grade’s eager work ethic and posi ve a tude. That said, both De Gouveia and Nhlapo credit their teachers for a successful remote learning experience. “Our teachers have been brilliant and so accommoda ng. Lockdown has been an overwhelming me, but they have done an amazing job of making us feel that they will do everything they can to help us,” De Gouveia says.
When the lockdown came into effect, Curro Durbanville was quick to provide daily online class schedules, and a con ngency plan for an extended lockdown period. Learners knew what classes were scheduled for the day and the topics to be covered in each.
From the teachers’ perspec ve, the daily engagement and feedback from learners was vital in building the skills needed to teach effec vely online. There was also Curro Durbanville’s strong senior management team working relessly behind the scenes to drive these efforts during lockdown.
Nhlapo believes this structure helped learners to work at their own pace. They knew, for example, what would be presented in the next live online Maths class, while learners received pre-recorded videos or PowerPoint presenta ons to prepare beforehand, or to study to move ahead if they so wished.
While the remote learning experience has proved essen al in preparing Curro Durbanville learners for the year-end exams, Nhlapo and De Gouveia are excited to be back at school, catching up with their friends and teachers.

Some of the highlights for the club during its first year include hosting an u.7 rugby tournament which was successfully attended by six junior clubs, including Voorentoe Primary School who eventually beat NTK Youth Academy in the final. The final score was 15-10. The academy started off with 10 boys from De Tyger Primary School with one coach and grew to 22 boys by the end of the 2019 season. “As 2020 has kicked off, we have grown from 22 boys to now hosting almost 50 in three different age groups – u.8, u.10 and u.12 with three new coaches. Due to lockdown we have not finalised any potential celebrations, but would like to have a jersey handover to our new players, provided it is safe to do so, says Diedricks.
The NTK Youth Academy has grown a lot since it was started a year ago.

ie kinders van Kalkfontein is op Sondag 31 Mei bietjie bederf danksy ’n gemeenskaplike spanpoging. Leze Visser Langenhoven van die Kuils River Clean-up Volunteer Project (KRCVP) sê dit het begin by Hugo Stander wat graag wou vetkoeke bak vir seniors. Die tehuis in gedagte het egter weens die huidige veiligheidsmaatreëls die aanbod van die hand gewys. Daar is toe uitgereik na Alet Eland van die Perez Kalkfontein Community Project. Sy was voorheen al betrokke was by van die skoonmaakoperasies van KRCVP en haar groep dansers was meer as gewillig om te help. Hugo vertel hy het aktief begin uitreik na mense in nood nadat hy in 2009 in TygerBurger gelees het van ’n hawelose man wat op straat verkluim het. Hy het toe begin deur toebroodjies te maak en later ook by die Rockabye-babahuis betrokke geraak. Hy sê in plaas van “paying it forward” glo hy eerder aan “passing it forward”. “Almal kan iets doen vir ander, al is dit net om met iemand te gesels.” Hugo het laas week moue opgerol en uiteindelik 250 vetkoeke gebak. Leze en haar man, Francois Langenhoven, het sop gemaak met vleis en heerlike vars bestanddele. Verskeie mense het bygedra tot die bestanddele. Tien sakkies lemoene wat geskenk is, is ook uitgedeel. Vrywilligers het Sondag ook hand bygesit om te verseker dat die kinders ’n veilige afstand van mekaar handhaaf. Hugo het vooraf heelwat klere bymekaar gemaak en die kinders kon vir hulle daarvan uitsoek. Alet en haar helpers het Sondag die kos aan meer as 200 kinders in Kalkfontein uitgedeel. Executive Engineering het 200 gesigskerms vir kinders geskenk, wat Alet Maandag aan die plaaslike laerskool in Kalkfontein oorhandig het.

Relief fund feeds thousands on West Coast KAILIN DANIELS @k10daniels Each week the West Coast Covid relief fund is feeding thousands of people in the city as lockdown continues to leave many without an income. The fund has been established in direct response to the Covid-19 pandemic, supplying food to vulnerable and at-risk individuals in the broader West Coast area. These areas include the greater Table View, Melkbosstrand and Atlantis. According to Nora Grose, ward 23 councillor, the fund is in partnership with the other mayoral efforts to combat the effects of the coronavirus pandemic.
“The primary focus of the fund is to care for the most vulnerable and at risk, and those who have been directly affected by the lockdown instituted by president Cyril Ramaphosa and the national government. All finances given will go towards the purchase of food supplies that will then be distributed according to a controlled and audited management system,” Grose said. The fund is managed and overseen by Life Changers Church in Table View, in direct accountability to ward councillor Grose, ward 107 councillor Nicky Rheeder and Dr Joy Solomon of ward 113. As of Monday 1 June, a total of R340 100 has been raised to assist those in need with much-needed necessities.
Grose added, “At this stage, it is both dangerous and difficult to have too many people running around on the ground during lockdown. Key partners have been identified and released to support the logistics by making permits available for them to assist. That said, should the national lockdown be lifted or the terms of the lockdown be changed, we will communicate all the areas of opportunity to get involved. ir ’n ouerpaar van Durbanville het ’n vinnige wegbreek na Australië kort voor die Covid-19-pandemie hier só ontaard dat hulle agt weke lank van hul jong kinders geskei was. John Brandsen en sy vrou, Erna, van Durmonté in Durbanville het op 18 Maart vertrek vir noodsaaklike sake, ’n besoek aan vriende en ’n kort toer. Met ’n belofte aan hul twee dogtertjies van drie en sewe jaar oud dat hulle gou terug sal wees, was die kleingoed aanvanklik baie in hul skik, “want om by Oupa Bartlo en Ouma Esna Brandsen in Clanwilliam te kuier, is altyd baie lekker”, sê John. Volgens hom het hulle van die begin af verwag daar gaan dalk uitdagings wees met hul reis, want die lugrederye wou toe reeds nie hul vliegkaartjies verander of vir meer as 12 maande uitstel sonder groot onkoste nie. “Hulle kon ons ook nie waarborg dat vlugte na normaal sou terugkeer voor dan nie, en dan sou ons al ons geld verloor het,”

Hulle was twee dae later tuis by hul huis in Durbanville. “Vir ons kinders en ouers was dit beslis ook ’n groot uitdaging by tye, veral omdat ons kinders nooit vir langer as twee aande weg van ons was nie. Hulle het wel goeie tye saam deurgebring, soos oumas en oupas net van kan droom. “Ons is baie dankbaar teenoor my ouers en ook ons vriende se ondersteuning, wat ons deur ’n moeilike tyd gedra het,” sê John.
“Ek het nie ’n keuse nie as om op een of ander manier geld te probeer verdien,” sê sy. Gelukkig is dit iets wat haar ná aan die hart lê – kinders. “Ek is mal oor kinders; vir my het dit soos die logiese besluit gevoel. Ek het gedink omdat baie ouers nou terugkeer werk toe, is dit ’n goeie geleentheid vir my om geld te verdien en so ook daardie gaping te vul,” sê sy. Mense van Kaapstad, ek weet dit is ’n moeilike tyd. Ons sal hierdeur kom, as Een Stad Tesame. Die stadsraad het ons begroting vir 2020/21 goedgekeur, wat insluit ’n maatskaplike pakket van R3 miljard om deernisgevalle, gestremdes en pensioenarisse te ondersteun. Ons weet daar is inwoners wat onlangs hul werk verloor het of swaarkry. Dit is hoekom ons deerniskortings uitbrei om ook dié in te sluit wat R7 000 of minder per maand verdien, en die eiendomsbelastingkorting vir baie in hierdie kategorie verhoog. Baie mense kan nou kwalifiseer en deur ’n vinniger en makliker proses vir verligting aansoek doen.
Die impak van Covid-19 op ons begroting word op R2 miljard geraam. Dit het reeds talle bykomende uitgawes vir die Stad geskep terwyl die inperking tot ’n afname in inkomste gelei het, met meer mense wat nie hul betaalverpligtinge kan nakom nie. Goeie regeringsbestuur help die Stad om hierdie impak op ons begroting te absorbeer sonder om die las na inwoners oor te dra.

Motorists beware
Brand verwoes huis: ’n Brand het op Saterdag 30 Mei ’n huis in Wynneweg, Fairfield Estate in Parow vernietig. Die brand het glo kort ná 05:00 uitgebreek. Jermaine Carelse, woordvoerder van die Stad Kaapstad se brand- en reddingsdienste, sê brandweerdienste van Goodwood en Bellville is na die toneel ontplooi. “Een volwasse man het rookinaseming opgedoen terwyl nog een brandwonde aan sy linkerhand opgedoen het,” sê Carelse. Albei is op die toneel behandel deur die brandweerpersoneel en ambulansdienste. Die brand is om 07:10 geblus.

yre dealer Supa Quick in Kuils River has lately seen several customers who had a flat tyre after driving into a contraption consisting of a piece of hosepipe with a nail in it. Gwen Truter of the dealership says if someone drives through these traps a piece of hosepipe knocks against the inner body of the car. “You hear a terrible thumping noise. You stop to investigate and wham that is when you get attacked and robbed.” Truter says most of their clients have said it happened on the N1 turn-off onto the R300 and on Stellenbosch Arterial. In response to a warning Truter posted on Facebook, Cleo Mackie said it happened to her as she got on the R300 from Belhar. She said two men tried to stop her, but she drove on with the flat tyre to a fuel station.

Toe sy die twee onbekende mans in haar huis sien, het sy hard begin skree. Die verdagtes het gevlug deur dieselfde oop venster waardeur hulle vermoedelik ingeklim het. Hulle is vort met twee

Richard Fourie en Janothan Stuurman het die inbraaktoneel besoek en het gekyk na videomateriaal waarop hulle kon sien watter klere die verdagtes aangehad het. Hulle het die omgewing patrolleer en omstreeks 08:00 die twee verdagtes langs die pad in Fairtreesweg sien sit. Hul kleredrag het ooreengestem met dié van die inbrekers op die videomateriaal. Hulle het die gesteelde items by die mans gekry en hulle in hegtenis geneem. Die verdagtes het op ’n klagte van huisbraak en diefstal in die Bellville-landdroshof verskyn.

Taxi owner murdered ESMÉ ERASMUS @ersamusesme A taxi owner of Cape Amalgamated Taxi Association (Cata) in Fisantekraal was shot in his garage on Wednesday 27 May, presumably in taxi-related violence. According to Capt Marchell Rhode, spokesperson of the Durbanville police, the deceased, Gaby Yabo (54), was getting in his vehicle in his garage at his house in Shiraz Ebrahim Street at about 07:00. Rhode said he was on his way to a taxi meeting in Bellville, where he would have been leading as chair.
Two men entered through the open garage door and fired several shots at Yabo. He died on the scene due to several gunshot wounds to his head, Rhode said. According to information four suspects then fled in a white Toyota Avanza. Nobody has yet been arrested, but it is suspected that the incident is related to taxi conflict. In another Cata shooting incident on 19 November last year, the vice-chair of Cata in Bellville, taxi owner Tyhilile Elliot Mqhele, was shot in his car in front of a furniture store in Durban Road, Bellville. Mqhele was also the chair of the Bellville Taxi Association (Belta).

@k10daniels Two suspects were taken into custody after Table View police received information of cannabis being cultivated at a residence in Flamingo Vlei in Table View last week. According to Table View police spokesperson, Capt Adriana Chandler, when the officers arrived at the residence, they noticed the odour resembling cannabis and found the door to the property slightly open. “They introduced themselves before entering the house. Inside the house were a man and a woman and the officers again introduced themselves and presented the search warrant before starting their search. During the search, the officers found 73 cannabis plants, paraphernalia used in cultivating cannabis and a few paper bags with cannabis,” Chandler said. The duo, aged 35 and 24, were arrested and taken to Table View police station. Col Lindiwe Dyantyi, Table View police station commander, has welcomed the arrests, stating that when a community member suspects illegal activities in their neighbourhood, they should contact crime stop anonymously at 08600 10111.

2.1 WATER
GROOTMAAT-TARIEF
Vyf tariefvlakke is vir die boekjaar 2020/21 goedgekeur. Die goedgekeurde tariewe strook met geskatte stelle verbruiksvlakke. ’n Styging van 4,5% in vlak 1-tariewe (wat die vaste basiese tarief insluit) sal vanaf 1 Julie 2020 geïmplementeer word. (Die stygings vir die onbeperkte en noodvlakke is ook 4,5%. Die stygings vir vlak 2 en vlak 3 is 6,5%.) Tariefstygings hou hoofsaaklik verband met die wateraanvullingsplan om sekerheid van watervoorsiening te bied, watervraagbestuursinisiatiewe, die versekering van batebestuur op gepaste vlakke, die handhawing en versterking van instandhoudingsprogramme, en watervoorsiening op gepaste voldoenings-, kapasiteit-, vaardigheids-, dienslewerings- en responsiwiteitsvlakke. Alle ander residensiële kliënte sal die tuisgebruikerstarief betaal, tensy hulle voldoen aan die bykomende kriteria ingevolge die tariefbeleid om die hulptarief te ontvang. Daar is geen verandering in die toekenning van gratis basiese elektrisiteit nie, buiten vir kliënte wat dit sal verbeur wanneer hulle na die huishoudelike of tuisgebruikerstarief oorskuif. ’n Nuwe tarief vir klein kragverbruiker 3 word bekend gestel om voorsiening te maak vir klein organisasies waar energieverbruik baie laag of onderbroke is. Toegangsvereistes tot hierdie tarief kan in later jare gewysig word. Alle nuwe groot kragverbruikers sal hulle kragtoevoer teen die betrokke tydspesifieke tarief vir groot kragverbruikers ontvang (en nie teen die nietydspesifieke tarief vir groot kragverbruikers nie). Kliënte wat tans die tariewe vir groot kragverbruikers en mediumspanning tydspesifiek betaal, word aangemoedig om na die tersaaklike tydspesifieke tarief vir groot kragverbruikers oor te skakel. Hierdie verandering sal verpligtend wees met ingang van 1 September 2021. Alle tydspesifieke mediumspanningtariewe en die tydspesifieke hoëspanningtarief vir groot kragverbruikers sluit nou ’n tweeledige vraagheffing in. Vir mediumspanningkliënte word die nuwe netwerktoegangsheffingkomponent op R0,00 per kVA van aangegewe maksimum vraag vasgestel, en sal energievraag nog vir die boekjaar 2020/21 soos voorheen gehef word, met die oog op volle implementering in die boekjaar 2021/22. Deurvoertariewe vir stelselgebruik word tot ’n enkele tarief gerasionaliseer, ongeag die ligging van die opwekker. ’n Nuwe aansporingsbetaling word by alle invoertariewe vir kleinskaalse gekoppelde opwekking (“SSEG”) bygevoeg, wat vir hoogstens ’n jaar van toepassing sal wees op alle nuwe en bestaande residensiële SSEG-kliënte en alle nuwe kommersiële SSEG-kliënte. Die meeste verbruiksenergiekomponente sluit ’n ongereguleerde bedrag van 26,02c/kWh in, wat bestaan uit 6,30c/kWh om straatligte te finansier en ’n bydrae van 19,72c/kWh tot eiendomsbelasting. Waar ’n aansporing van toepassing is, sal slegs die straatliggedeelte geld.

Alle diverse tariewe, fooie en heffings sluit BTW in, buiten boetes, terugbetaalbare deposito’s, oordrag van huiseienaarskap, huurbestuur en gekontrakteerde openbare padvervoer, wat van BTW vrygestel is. BTW word bereken teen 15% ingevolge die Wet op Belasting op Toegevoegde Waarde, Wet 89 van 1991. Die Koebergkernnoodgereedheidstarief is herbereken as ’n kosteweerspieëlende tarief, soos wat wetgewing oor plaaslike regering vereis én soos die memorandum van verstandhouding tussen die Stad Kaapstad en Koebergkernkragstasie bepaal. Die gevolglike aansienlike styging sal oor drie jaar ingefaseer word, met ingang van 1 Julie 2020. Die infaseringsbedrag sal ’n derde wees van die verskil tussen die huidige tarief en die korrekte tarief, voor enige aanpassings weens veranderinge in rampbestuursbedrywighede, en sluit uit die jaarlikse vereiste styging om die tarief kosteweerspieëlend te hou.

Volgens een van die inwoners, SW Burger, het dié inwoners behoorlik uitgehang vir ’n Engelse middagtee wat op Vrydag 22 Mei by dié tehuis aangebied is. “Dit wil voorkom asof die inperking nou die uitwer-
king het dat die inwoners ’n uitlaatklep gevind en uithaal en wys tydens sulke geleenthede. “Veral die vroue was opgetof asof hulle die Durban July-wedren bygewoon het. Protect yourself against cybercrime A spike in cybercrime was noted in the Table View and Milnerton areas. According to Table View police spokesperson, Capt Adriana Chandler, more and more criminals are exploiting the speed, convenience and anonymity of the internet to commit a diverse range of criminal activities that know no borders, either physical or virtual. These crimes can be divided into the following three broad areas: . Attacks against computer hardware and software, for exam-
ple, botnets, malware and network intrusion. . Financial crimes and corruption, such as online fraud, penetration of online financial services and phishing. . Abuse in the form of grooming or sexploitation, especially crimes against children. Chandler has pointed out that using strong passwords can prevent cybercrime. “Use different user ID and password combinations for different accounts and avoid writing them down. “Make the passwords more complicated by combining letters,
numbers, special characters (a minimum of 10 characters in total) and change them regularly,” she said. Secure a computer by activating a firewall, which is the first line of cyber defence. Chandler said firewalls block connections to unknown or bogus sites and will keep out a number of types of viruses and hackers. “Use anti-virus or malware software to prevent viruses from infecting your computer by installing and regularly updating anti-virus software. Block spyware attacks to prevent spyware from infiltrating your computer by in-
stalling and updating anti-spyware software.” Chandler advised the following prevention tips: . Be social media savvy – make sure your social networking profiles, for example, Facebook, Twitter, YouTube and MSN, among other social networks, are set to private. Check your security settings. Be careful about what information you post online. Once it is on the internet, it is there forever. . Secure your mobile devices – be aware that your mobile device is vulnerable to viruses and hackers. Download applications from trusted sources.

Infection risk in ER lessened DESIRÉE RORKE @dezzierorke Many people are avoiding hospital emergency centres, for fear of catching Covid-19, according to Carol Defty, general manager of Mediclinic Cape Gate. The hospital on Monday 1 June confirmed the number of patients at the emergency centre initially decreased with the start of the lockdown, but has shown an increase in recent weeks. A significant increase is also expected as the wave of the epidemic spreads over the city, according to a spokesperson at the hospital. However, the hospital says it has taken extra precaution to reduce the risk of infection between Covid-19 and non-Covid-19 patients. “We have separate Covid and nonCovid related treatment areas to reduce this risk,” says Defty. We understand this and recognise the fact that we have all been told to stay home in order to reduce the risk during the lockdown period. We are also aware of the concern that individuals may have of catching the virus by coming to a hospital,” she says. “Mediclinic continuously implements measures to ensure the safety of our patients, staff and doctors. These measures are all aimed at lowering the risk of infection for all stakeholders,” says Defty. “It is important to note that going to hospital is no less safe than going to the shops to buy groceries, as long as you take the necessary precautions, and Mediclinic is striving to make our facilities as safe as possible for our community.” Defty says the hospital has implemented screening for patients, staff and other individuals coming to the hospital. “Our staff have all been equipped with the necessary personal protection equipment to ensure that we are able to care for all our patients, whatever their medical needs. Each patient is issued with a cloth mask for the period of admission, unless a surgical mask is appropriate to further reduce the risk of transmission.” Defty reminds residents that even as lockdown continues, Mediclinic Cape Gate’s emergency centre remains open for urgent medical care. “We also understand that by delaying chronic or urgent medical care, you may be placing your health at further risk. If you are ill or in pain, and if you would normally have visited one of our emergency centres because of these symptoms before the pandemic, then you should continue to seek medical care to ensure that your health is not placed further at risk. This especially applies if you have chest pain, signs of a stroke, other severe pain, problems with your diabetes, or any other medical condition that you are concerned about,” she says. “Your risk of infection with the coronavirus while at hospital is extremely low, while your risk of long-term health complications, if you delay seeking urgent medical care, is much higher.” For any Covid-19 related queries, the Mediclinic hotline can be reached at 0860 24 00 24.

Music competition cancelled The 2020 Samro Hubert van der Spuy Music Competition has been cancelled due to the Covid-19 pandemic. Hilda Boonzaaier, chair of the Tygerberg branch of the South African Society of Music Teachers, says that she firmly believes that the hard work and expectations of the participants in this matter has not been wasted and will stand them in
good stead in the future. Students who would have been in their last year of participation in 2020 will be accommodated by giving them an extension to participate in 2021 as the age limit will be increased to 14 years for next year’s competition. Library friends group celebrates 50 years NIELEN DE KLERK @nielendk The Friends of the Bellville Library celebrated their 50th birthday last week. This year there was no cake, but fans of the library have been sharing memories online. According to Ilze Swart, a current member of the group, the association was started by Bea Coetzee who was then the chief librarian. “The aim was to stimulate the civic, educational and cultural advancement of the community of Bellville.” Swart says three people are still alive who attended the launch: herself, Felicity du Plessis and Maria van Zyl. Van Zyl, a former journalist, is 91 and now lives in Helderberg. Du Plessis is 80 and lives in Durbanville.
Swart later took over the role as the chief librarian herself. She’s taken on the task of sharing a memory of the library on Facebook for 50 days, which she started on 25 May. The posts are accessible on the “Bellville memorabilia” page. It gives a fascinating insight into the glory days of the library in a time when many are missing their local book friends. Among these are the fundraising done by the friends group. They held many wine tastings and in the 60s and 70s (before the advent of television) showed movies at the library. For a total of 13 months, the friends group even published the Bellville Bulletin, a monthly booklet which was distributed to 9 000 households in Bellville. It showcased events in the library and in the surrounding community.
City ensures winter readiness Following last week’s cold fronts, the City of Cape Town’s winter readiness task team indicated that they are ready to ensure that the City minimises the risk of flooding and damage during winter storms. In a statement, Mayco member for safety and security JP Smith said the winter readiness plan gives effect to how the various City departments will follow an interdepartmental approach to deal with eventualities and possible flood damage during the wet winter season. “The Disaster Risk Management Centre (DRMC) plays an integral role in the planning, assessment and execution of measures to manage the risk of flooding and disasters and to react swiftly when needed. “Planning ahead for winter is important as we need to be ready and have the necessary services in place to serve and protect our communities during winter storms. The City provides tips to prevent possible flooding: ensuring the roof and outer walls of your home are rainproof, digging canals to direct water away from your home, building your dwelling higher than the average water level in your area. They also advised that residents should adhere to the following in the event of flooding: do not touch any electrical appliances, warn children not to play in floodwater, help family and friends and provide them with temporary shelter.

W
hen you are down on your luck and some well-meaning soul tells you to “stay positive”, the urge to clobber that person over the head is usually strong. Should you be tempted in this way in the next few months, rather follow the advice given here by John Manyike, head of financial education at Old Mutual. With job losses potentially reaching up to seven million as a result of the Covid-19 pandemic, according to projections by National Treasury released in April, many South Africans have either already been retrenched or will be within the next few months. “Even before Covid-19, we already had a lot of people, especially the working class, living from hand to mouth,” Manyike says. For those who already have or will lose their job, he advises taking these steps immediately:
Guard your thoughts You may not want to hear it right now, but, first off, it is important to focus on your state of mind. “Surround yourself with positive-minded people,” Manyike says. Depression can lead to many health problems. Check insurance Before you make any arrangements with credit providers, first inquire if you have credit life insurance. In case of retrenchment or loss of income, the policy covers instalments for up to 12 months or until the debt is repaid, whichever comes first. Manyike says it became mandatory from 2017 that credit life insurance be included in loan agreements. Many have this insurance but are not aware they are paying for it.
Apply for UIF If you were employed and registered with the Unemployment Insurance Fund (UIF), submit your application immediately. “The sooner you apply, the better. With so many people filing at the moment, you have to appreciate the government’s internal processes and its turnaround time,” he says. Get financial advice Manyike highly recommends speaking to a reputable financial advisor as soon as possible. “They can help you determine what is the best investment instrument for your money, depending on how much is available in your retrenchment package and retirement fund.” One option worth exploring, he says, is an instrument which allows a scheduled monthly disinvestment which you could use as a monthly income to cover your living expenses whilst you are trying to find your feet. Downscale Think about which things you can downscale, for example, your car or your house. “You might decide not to sell your house but rather to put it up for rental while you find cheaper accommodation or stay with family. That way, you still earn a rental income or money to continue paying your bond. Or you could sell your property to buy a cheaper one. If there is a profit, you could decide to use it to pay off debts or to explore other alternatives in generating an income.” Rebrand yourself Nothing is stopping you from starting your own business or be-
coming a consultant in your industry. “Consider how to rebrand yourself in other sectors or in your field of expertise, either by studying further or learning complementary skills. Ask yourself, what alternative streams of income can I generate if I leverage my expertise? Or explore if you have any hobbies you can monetize.” If you do decide to start a business, be prudent. “It should be something you have been working on for quite some time. Be thorough in your planning and research.”
Talk to your family If you know there is a financial expectation from family, either immediate or extended, now is the time to have a frank conversation with them. “Be clear on what you can and cannot continue to do. Sometimes when family hear you have received a lump sum, they ask for a loan, and if you agree, soon you will find that the money has run out.” To avoid becoming a victim of fraud, also ask them not to spread the word around that you have received a lump sum. “You will suddenly find you are being approached by all kinds of people with get-rich-quick, investment schemes. Be very cautious,” he advises. Change your mindset Overcome the barrier of thinking you have to maintain a certain lifestyle. “There is nothing wrong with taking two steps back while you build yourself back up again. If you try to maintain the lifestyle you were used to, the money will run out faster. Make peace with the new changes and don’t put too much pressure on yourself trying to maintain the same lifestyle,” he says.

he Covid-19 pandemic has meant a domino effect of problems in many different sectors. One of these is the effect it has on people’s retirement. Richus Nel, a financial adviser at PSG Wealth Old Oak, says retirement outcomes for most South Africans were not looking good, even before Covid-19. There are many reasons for this: people live longer, spend more, have recently received lower investment returns and raising tax trends. “When you add in the economic impact of the Covid-19, things only look worse,” he says. However, this crisis also provides the ideal opportunity to interrogate our lifestyle choices and make decisions now that will set us up for a healthier financial future.” Nel and Twané Wessels, a retirement inco-

Tips for the not-yet-retired . Look at ways to extend your skillset: “In the ‘new’ world it is already clear that certain careers and industries (tourism, hospitality/food, logistics, advertising, retail, property utility) will undergo a substantial makeover,” says Nel. “Individuals who focus on reinventing their skillset have a greater chance of staying relevant and employable.” . Reconsider your retirement: When looking at a successful retirement there are two things to keep in mind: the duration as well as the level of financial dependency on your accumulated retirement funds. “To fully retire at 60 or 65 is in steep contrast to new findings that suggest your most productive years could be after age 60,” says Nel. “Aspire to deal with many bucket list items during your economically active phase (within your financial means)”. . Reduce the chances for financial mistakes: Get in the experts. You’ll save in the long run. Or as Nel calls it: “prudent, independent and dependable financial advice.” . Maintain a healthy lifestyle: “Good health is one of your biggest assets, and conversely any health risks pose a significant threat to your ability to earn an income up to the point of financial independence” . Attack individual silos of debt: “Rank your debt in order of the highest interest rate to the lowest and start paying these off accordingly (e.g. credit card/retail accounts have the highest interest rates whereas your mortgage will generally have a lower rate). Globally, interest rates are at record lows, and South Africa’s recent interest rate cuts mean now is an ideal time to kick your debt busting plan into action.”

Tax optimisation is increasingly important: This is one of the reasons why experts are increasingly important. “Governments are taking on unprecedented levels of debt to stimulate economies and provide financial relief to those in need in this time of crisis. This debt will need to be repaid in time, and will place an additional burden on taxpayers,” says Nel. “Don’t underestimate the impact of large, once-off tax penalties on the future growth of your savings.” . Step up and adapt: Like exercising, diligent and continuous financial planning can help you get into better shape for when you retire. “Use the learnings from this lockdown experience to set yourself up for a healthier financial future; one where you will have the freedom to do the things that matter to you in your retirement,” Nel advises.
Tips for current retirees Many South African pensioners are increasing their withdrawals in living annuities to cover their current cash shortages, Wessels says, and it’s something she strongly advises against as this can mean their money may dry up sooner in the long run. “If there is one lesson that living under lockdown has taught us, it’s that we are able to survive on less,” says Wessels. There are four key areas where retirees can cut back on their spending: . Transport: The self-isolation advised for people over 60 means a likely reduction in vehicle and petrol costs. “(Retirees) can schedule home delivery of groceries and other essential items such as medicines, clothing and homeware.” Alternatively, ask a neighbour or friend to shop for two. As your car is sitting unused, re-evaluate your level of car insurance. . Food: “Even when lockdown restrictions are relaxed, it is likely that people over

Health, entertainment and communication: Wessels recommends online classes like bridge or group exercise sessions, which may bring down subscription costs. As retirees use more technology, the cost of this will increase, but Wessels predicts that corporate competition will increase as well which will give pensioners the opportunity “to shop around for the best price offerings in terms of Wi-Fi, data and smart technology.” . The two pots approach: Once you’ve established your essential spending, put your retirement income in two pots, Wessels advises, “one pot for essential expenses for life and another pot for rainy days, flexible spending and capital gifts.” Always ensure your essential expenses are covered (and keep in mind your targets for growth with inflation.)

ith the national lockdown lowered to level 3 earlier this week, a few karate organisations have embraced their new normals. Recently, TygerBurger reported the move from dojos to digital (“Solutions in trying times, TygerBurger, 1 April) and this trend has gained popularity. “We have had tremendous success with classes of up to 122 students training at one time. We are actually growing. We currently have classes every morning, evening and also have interactive classes where we correct students’ mistakes on a big flat-screen TV where we can monitor 49 students at the same time,” says Kyokushin South Africa’s Shihan Hennie Bosman. He says they also have karatekas from other parts of the world as far as Spain and America joining in. Bosman says parents of students say the training times gives struc-
ture to their children’s day. “We will now start to promote membership for new students who currently cannot do any sport. We already have some new members who find it a great way to stay in shape at home,” says Bosman. At Francois du Plessis’s karate school, classes are conducted on Zoom as well as Google Classroom. Du Plessis explains the Covid-19 pandemic has forced them to think differently. He says it has been a big adjustment for parents, but karate is a discipline of determination. “Of course, this is an unprecedented time for all of us and people are uncertain and terrified. The financial implication is very bad for most people and we do not know how to get through this challenging time. Our karate school’s vision, from the beginning of the pandemic, has been to provide a service to all our students regardless of their financial situation. Although parents cannot settle their accounts at this time, our school continues to pro-

vide our service to them.” Du Plessis adds that while this is a new way for everyone to adjust to, they are fortunate enough to be able to still carry out most of their work. From this week, they have begun offering free fitness and self-defence classes to the parents of their students. Du Plessis believes it is important for the entire family to stay active, with an emphasis on students training under the instruction of professionals. “We must try to maintain normalcy for our children in these uncertain times as they are also fearful and it is every parent’s duty to ensure that their child feels safe and secure,” says Du Plessis. He adds a virtual grading/medal day will be held via Zoom for their pre-school students while they can’t have physical classes. Du Plessis says his dojo is ready to open when legislation allows as it has already put contingencies in place such as testing their instructors every day, temperature screening of students before class, using of hand sanitiser before and after every exercise, special karate masks for students and social distancing markers placed 2m apart. At Brackenfell Shotokan Karate Academy, JP Müller says by conducting lessons three times a week, with competitions over weekends as well as self-defence classes meant they were busy, but suddenly everything came to a halt and new plans had to be forged to keep our students active; motivated and grading ready. “Karate is one of the few sports where you can train at home with the correct guidance and support structure. A few know that karate masters taught themselves and gained experience by learning from additional material like handbooks and scripts. With today’s technology it makes it much easier to teach karate students online,” says Müller. He says they still teach classes thrice a week, but via Zoom, along with additional classes on Tues-

days, Thursdays and Saturdays which focus more on their grading curriculum. “Brackenfell Shotokan Karate implemented their online karate academy more than a year ago for students to have direct access to our national grading curriculum with additional training videos to support our students to also train at home. With the national lockdown, students could no longer attend training at the dojo and had to rely on our online academy. To support our online academy, we started with weekly live Zoom classes. Die Durbies – wat skynbaar in die aanloop tot die Victoria-wedstryd ’n klomp terugslae in sy spelergeledere gehad het –
voer aan dat hulle bereid was om selfs met net 10 spelers hul teenstanders aan te durf. Dit is daarom ietwat van ’n ironiese situasie. Klubs is reeds besig met hul beplanning vir die komende 2020/2021-seisoen, maar intussen kleef daar steeds ’n groot aantal onduidelikhede aan die vorige seisoen se gebeure.

Tyger Run cancelled The annual Tyger Run, originally scheduled for March, has officially been postponed until 2021. “It is with heavy hearts that we announce the cancellation of this year’s Tyger Run following the initial decision to postpone the event from March until later this year,” stated organiser Top Events. Concerns over the spread of Covid-19 have led to the cancellation of events across the globe and organisers are committed to doing their part to help protect staff, participants, vendors, sponsors and communities. “We remind entrants of the no refund policy which considers the losses incurred and aims to safeguard the financial security of the event going forward.
