wintig jaar gelede, op 15 September 2000, het die Themba-werksentrum vir gestremdes in Blackheath met agt mense begin. Deesdae werk gemiddeld 45 mense by die sentrum, wat kontrakwerk vir sakeondernemings en ook herwinning doen, sê die stigter, Joey Oerson. Sy het destyds as arbeidsterapie-assistent by die Karl Bremeren Tygerberg-hospitale gewerk saam met onderskeidelik Rina Hartzenberg en Alma van Hoogstraaten. Dié twee arbeidsterapeute was haar mentors, sê sy. Die rehabilitasie-eenheid sou uitreike in die gemeenskap doen. “Ons het agtergekom as ons nie daar is nie, gebeur daar niks. Die mense sit net.” Sy sê van die gestremdes is baie goedgelowig en word dikwels misbruik of afgeskeep. “Hulle kry nie die nodige aandag nie.” Dit het haar gemotiveer om die werksentrum te begin – ’n plek waar hulle bedags bymekaar kan kom met hul eie portuur en dinge kon doen om hulle besig te hou. Die werk wat hulle doen is meestal die sleurwerkies van ander maatskappye. Daar is dus twee afdelings – kontrakwerk en herwinning (meestal plastiek). Almal ontvang sakgeld vir die werk wat hulle doen, maar moet ook nog steeds hul gestremdheidstoelae eis. Die sentrum akkommodeer mense met verstandelike en fisieke gestremdhede van Blackheath en Kuilsrivier en omliggende gebiede soos Mfuleni, Eersterivier, Malibu Village, Delft en Belhar. Hul doel is om mense te help om vaardighede te ontwikkel en hulle ’n geleentheid te gee om deel te wees van die ope mark. Die werksdag duur van 08:00 tot 16:00 en Vrydae tot 15:00. Vir sommiges raak die werksdag lank en die produktiwiteit neem namiddag af. Oerson sê omdat baie mense hul werk weens die Covid-19-pandemie verloor het, is daar nou van dié mense wat hulle betrek het om met die herwinning te help. Die werksentrum kon in Junie weer heropen. “Toe hulle terugkom, kon ek sien die mense was nie op dieselfde peil waar hulle was voor ons toegemaak het nie,” sê Oerson. Man appears for cop’s murder A

39-year-old man, who allegedly gunned down a senior detective in the Western Cape’s anti-gang unit, Lt Col Charl Kinnear, appeared in the Bishop Lavis magistrate’s court on Friday 25 September. Hawks spokesperson, Brig Hangwani Mulaudzi, said Zane Killian was arrested in Springs, Gauteng, on Wednesday 23 September. He is expected back in court on Monday 5 October. Kinnear (52) was murdered in front of his Bishop Lavis home in Gearing Street on Friday 18 September. A memorial service was held for Kinnear on Thursday 24 September. After news of the murder broke, the Forensics for Justice non-profit organisation, led by forensic investigator Paul O’Sullivan, issued a R1 million reward for information (“Hawks investigating murder of top cop”, TygerBurger, 23 September 2020). O’Sullivan said in a statement: “Forensics for Justice cannot and will not stand idly by whilst the criminal underworld assassinates ethical, hardworking cops at will. “Having fought to rid the criminal justice system of the evil of corruption for so many years, we will not let the Western Cape become the province that will take South Africa on a slippery slope to lawlessness. “Charl Kinnear was a decent cop, the sort of cop that forms the back-bone of a good police service. We need cops like him in our country.”

Last week the Bishop Lavis Community Policing Forum (CPF) expressed shock after learning about Kinnear’s death. In November last year, Bishop Lavis police officer Lt Col Andre Kay was gunned down as he was reversing out of his driveway (“Cop murder ‘was a hit’ ”, TygerBurger, 20 November 2019). Kay was attached to the provincial

firearm, liquor and second hand goods unit. Reports suggest that Kinnear had been receiving death threats for years. His family was placed under police protection at their home as a result. “We want answers because Col Kinnear had a protection letter. Why was this family no longer protected?” asks Davids.

Desalination plants take a final bow The Monwabisi desalination plant is being decommissioned as the two-year pe­riod for which it was hired has come to an end. Decommissioning of its counterpart in Strandfontein already commenced in June this year, and is currently underway. The City commissioned both the Monwabisi and Strandfontein temporary desalination plants to provide emergency water supply in the event that it was needed, as we faced the prospect of Day Zero. “The Monwabisi temporary desalina­tion plant bids farewell at a very different time to when it was first commissioned during the worst drought in the Cape. Dam levels have recently reached 98,2% as of 21 September,” the City stated in a

media release on Monday 28 September. “The City has also made big strides towards implementation of larger schemes, as outlined in our water strategy. The first water from the Table Mountain Group Aquifer abstraction programme has al­ready come online, contributing around 15 million litres of groundwater per day to our water supply. Operation of these plants has provided valuable hands-on experience in producing desalinated water, which will help us as we work towards larger scale desalination projects. “The experience taught us a lot about the management of a desalina­tion plant, and built confidence that this is a viable way of reliably producing good quality drinking water,” said Xanthea Limberg,

Mayco member for water and sanitation in the City. “Once the plant has been shut down, the infrastructure will be removed in phases by the contractor. During this time, public access to sections of the area may be limited, at short notice, depending on the scope of the work. The area on which the plant was built will be restored to its former condition. “An environmental control officer will monitor the rehabilitation work,” she said. According to Limberg, local community members were given work opportunities throughout the duration of the project, from construction right through to the operation of the desalination plant.

Two receive gift of hearing A

senior citizen have recently been given the gift of hearing when he had his cochlear implanted activated at the Tygerberg Hospital. Frederick Sansom (73) says he is delighted by the procedure. He lost his hearing in one ear as a child and lost the hearing in the other ear following a motor vehicle accident as an adult. “His hearing became progressively worse until he could no longer benefit from hearing aids,” a hospital spokesperson say. He was recently referred to the Tygerberg Hospital’s Cochlear Implant Unit where the team found that he would benefit from intervention. Dr Gary Kroukamp, a private ear, nose

and throat surgeon, successfully implanted the device on 22 May this year and on 12 June the activation of the implant took place at the hospital. After about four weeks, Frederick was able to hear, his wife, Mariana, says. Two men were arrested in Delft on Sunday 27 September) for the possession of a stolen vehicle, a firearm without a license and the illegal possession of ammunition. According to police spokesperson Capt John Bartlett, officers from the Delft crime prevention unit arrested the men from Leiden at about 03:00 in Bottlebrush Street, Thubelitsha. “After searching the vehicle they found a silver Beretta pistol with the serial number filed off and one magazine consisting of fourteen rounds of ammunition. The men, aged 22 and 24, were arrested on charges relating to the possession of a stolen motor vehicle, possession of a firearm without a license and the illegal possession of ammunition,” says Bartlett.

R27million for businesses Provincial minister of finance David Maynier last week launched the Western Cape Covid-19 Business Relief Fund, which commits R27 million to supporting small businesses in both the formal and informal sectors who have been hard-hit by Covid-19 restrictions. “We know that times have been tough for businesses during the Covid-19 pandemic. “The fund will provide financial assistance in the form of a financial grant to businesses who can apply to either the formal or informal business category. The grant will be used exclusively to subsidise business expenses such as fixed costs, operational costs, supplier debt and other

pressure cost items,” he said in a statement to the media. “With the move to alert level 1 which allows more businesses to safely open, this fund is an important step in our economic recovery plan to help businesses to rebuild and save jobs in the Western Cape. nthony Francis, a social worker at Tygerberg Hospital, has been nominated as this week’s “Coronavirus hero amongst us”. The hero amongst us campaign seeks to highlight an official’s achievements, abilities or personal qualities during the Covid19 pandemic. Like many employees at the hospital, Covid-19 has affected Anthony’s work, which required adaptation. “It has changed my work in various ways. Conducting assessments and interviews required a different approach in order to protect myself in the workplace and to follow measures such as social distancing, wearing of protective clothing and regular handwashing,” says Anthony, who has worked at the hospital for the past five years. Public to apply for firework displays I

f you love firework displays, you will now need to apply for a permit. This is according to the City of Cape Town saying that in terms of the National Explosives Act and the community fire safety by-law, people wishing to host fireworks displays will be able to apply for a permit to do so. As was the case in 2019, fireworks displays will only be allowed where a permit has been applied for in terms of the relevant legislation. The City’s Mayco member for safety and security, JP Smith, said any event where 200-plus attendees are expected, or that requires any infrastructure build, will also require an events permit from the City. “The City wishes to reiterate that, while

it has, in years gone by, provided designated fireworks sites, there is no obligation to do so and since 2019 has no longer provided designated fireworks sites for Guy Fawkes, Diwali and New Year’s Eve. As we indicated last year, the public will need to apply for a permit for a fireworks display as we no longer provide designated sites. There is growing public sentiment opposing the use of fireworks, and we have also seen a decreased appetite from subcouncils to approve designated sites, Smith said. He added that with the cost of running the sites and making resources available to monitor activities and clean up the aftermath, a picture emerges of why the designated site allocation is not feasible. “Furthermore, the designated sites have

done little to deter the illegal discharge of fireworks in residential areas, which is an ongoing problem.Unfortunately this was misinterpreted as a ban on fireworks, when it was first implemented, but I would like to remind the public that only national government has the authority to ban fireworks. Firework displays can still be applied for, in terms of the relevant legislation.” People who would like to apply for a permit to host a firework display need to apply to the police via email at capetown.explosives.cmrd@saps.gov.za. Smith said the community should contact the head of the City’s fire and life safety section in their application via email at Ignatius.smart@capetown.gov.za. “If the application is given the go ahead

by the police, they then have to make contact with the fire and rescue services, the fire life safety section, in the area where they plan to hold the display so that a site inspection can be carried out to determine whether the site is safe for a fireworks display. Apart from ensuring that there are no fire hazards in the immediate surroundings, permission also needs to be sought from residents and businesses in the area, and strict conditions have to be adhered to before and during the fireworks display to mitigate any potential risk to safety,” Smith said. Furthermore, the import and sale of fireworks without the necessary permission outlined in the Explosives Act is illegal, as is the discharge of fireworks in an area not specifically designated for it.

Volgens hom is daar nie baie kinders by die skool nie, maar het hulle dié wat skool wel bywoon, aangemoedig om hul erfenis met hul kleredrag uit te beeld. “Die kinders en hul ouers het regtig moeite gedoen en hulle het baie pragtig gelyk. Ons leerders kom uit verskillende kulture en agtergronde en ons moedig ons kinders aan om trots te wees op hul herkoms en hul erfenis uit te leef,” sê Botha.

Officers and administration staff from the Delft police left their offices, stationary and other duties to adhere to the call of president Cyril Ramaphosa in performing the “Jerusalema” dance for Heritage Day. On Thursday, 24 September the police hosted their Heritage Day programme at the back of the station premises. According to police spokesperson Captain John Bartlett the station commander, Brig Luyanda Damoyi, urged the officers to treat the public with respect. “He said officers must abide by the code

of conduct and work hard to curb crime. The officers were also encouraged not to secondary traumatise victims of gender based violence, but to assist them and arrest the perpetrators promptly,” says Bartlett. The chair of the Community Policing Forum, Charles George, encouraged the personnel with a scripture reading and prayed for their safety. He sent a message of support to those who lost loved ones due to the coronavirus pandemic.

Paddling for cleaner rivers T

he Peninsula Paddle, in its 11th year of running, will take place on Sunday 4 October after having been postponed due to the rain prediction last Sunday (27 September). This year, UCT’s Future Water Institute, in partnership with Cape Town Environmental Education Trust (CTEET), Friends of the Liesbeek, Khayelitsha Canoe Club, Zandvlei Trust and the City of Cape Town, will continue to raise awareness for the plight of the waterways. They are calling on residents in Cape Town to take notice and change their habits. Founded in 2010, the Peninsula Paddle began as a challenge between four friends to see if they could paddle from Muizenberg to Milnerton through the city’s urban waterways. According to CTEET, this proved to be a

difficult task as they often found their way blocked by solid waste or overgrown weeds. Through this initial paddle, they coined the phrase “the health of the city is seen in its waterways”. “There is a disconnection between residents in Cape Town and their environment, that little thought is given to the consequences of litter and other waste. We hope that with raising awareness around the Peninsula Paddle and spreading the message, we can really show people what beautiful assets urban rivers can be and how they can benefit every single citizen of Cape Town and not just be a conduit for waste and pollution. The route for the Peninsula Paddle was specifically chosen to highlight the socio-economic disparity within the City of Cape Town, while showing that we are all connected to the city’s waterways. In connecting people

to waterways, the spatial and economic divisions in the city can be bridged by these blue and green corridors running through the city,” CTEET said in a statement. Dr Anthony Roberts, CTEET CEO, said at a time when unemployment is at an all-time high, particularly for youth, it is essential to be creative in how the green economy can be used to bolster employment for a semiskilled workforce. The theme for this year’s Peninsula Paddle is “The tragic journey of litter in our waterways”. A short video documenting the paddle will be produced showing that everything you throw away can potentially end up in the canals and river, eventually washing out to sea. CTEET said the message they are portraying is serious and encourage all to refuse single use plastic and buy responsibly.

Training provides positive outlet for pros Despite the lowering of the national lockdown level to level 1, amateur rugby action remains paused, but clubs are still active within their communities. “As you know rugby remains inactive as per government regulation with only professionals allowed to train, but our players are now at least able to do contact training and this has already made a tremendous positive difference both mentally and physically,” says WP Amateur Rugby manager, Danny Jones. He says they will wait on further announcements from SA Rugby on the return to competition, but is happy to have players being able to train again, with clubs continuing their respective outreach projects.

“Some examples include St. Georges reaching out to close on 500 people weekly, including a recent event for Women’s Day where their senior ladies and women staff received gifts, chocolates and a card. Eerste River did a Sunday lunch at Kleinvlei together with their women’s rugby team last week and Caledonian Roses have been reaching out to local schools with a focus on girls schools. Paarl Rangers and Vineyards have been busy with soup kitchens in the Paarl region and Collegians have also been busy with soup kitchens to help more than one thousand people weekly,” he says, adding that while these initiatives are hardly new, the clubs still need to be commended on their efforts. he 2020/2021 local softball season, run by the Cape Town Softball Association (CTSA), will not go ahead. The softball season usually runs from October to March every year. The previous season only managed to finish a matter of days before the lockdown was officially implemented. The pandemic had a major effect on the sport locally, which has five women and three men’s leagues with many youth teams. Nationally, events such as the National Provincial Championships, normally held in March, was also cancelled. However, the government stance regarding softball as a non-contact sport has baffled players and administrators alike – who have the collective thought, saying, “there’s nothing soft about it”. The dust will stand thick when players clash at a base. Contact between opposing

players is inevitable. The majority of clubs supported the Cape Town Softball Association’s (CTSA) executive committee in their proposal not to play the 2020/2021 season. The CTSA will, however, review the status of the pandemic at the end of November for a possible start in January 2021, albeit a shortened competition season. The cost to ensure that the playing venues are compliant in terms of regulatory requirements is exorbitant, but CTSA chairperson Hayley Carolus says health and safety is of paramount importance. “We are responsible and held accountable for their safety and their loved ones at home. It was by no means easy to propose the ‘no play’ (decision). We are all eager to return back to the field of play to continue enjoying this beautiful game we all love so dearly. “However, this is no normal season we are living in, and we are heading into an uncertain future. We are living in extraordinary

times and I hope times that we will never experience in our lifetime again,” she said. “By moving to alert level 1, we have to be extremely cautious and keep practising social distancing, washing of hands regularly, wearing a mask, as we are now more vulnerable than ever, with limited borders and airports opening up. I would rather want our softball fraternity to be safe, healthy and living than to return to the field of play too soon and be at risk of any danger,” Carolus added. Nazeem Dulvie, veteran coach of current Super League champions, Westridge Yankees Softball Club, echoed the sentiment, questioning the government’s view that the sport is a non-contact sport. “Surely the ones who are categorising the code as non-contact has not watched this beautiful game being played at an elite level. “Pick-off plays on bases are exciting and contact is inevitable. Not to mention those close plays at home plate when players collide as well as ‘run-downs’,” he says.

Dulvie adds that the pandemic has had a major impact on preparations, especially considering the closure of facilities for most of the lockdown period, while limited resources exacerbate the safe return to action. “Not all players can afford their own equipment, and this has added to the lack of proper preparations. We need to look at the holistic wellbeing of our athletes and the effects possible Covid-19 infections can have on them physically, emotionally and financially. Even though we might have younger ‘low risk’ athletes competing, these athletes go home where they might live with ‘highrisk individuals’. “Also considering that our more experienced technical staff are older and at a higher risk than the players. This sport has stood the test of time and will be there way after the Covid-19 pandemic has been surpassed. “It is time to take caution and protect our players, technical and their families,” Dulvie concluded.
