“T

he lack of lifeguards at most beaches is posing a danger to residents and more needs to be done.” These are the words of a concerned resident after the recent drowning of a 13-yearold boy at Lagoon Beach in Milnerton. According to the resident, who wishes to remain anonymous, there are no public swimming pools from the N1 to Sunningdale to use, only beaches. “Where must people go other than the beach?” she asks. “Pressure needs to be put on the City of Cape Town, explaining why there is a shortage of lifeguards on beaches. Lifeguards should be deployed to every beach, especially now with the holiday and

summer season. Last year lifeguards were employed in September already.” Zahid Badroodien, Mayco member for community services and health, says the City plans lifeguard deployment for the coastline annually in line with the school holiday dates. He said: “The City, therefore, is currently in the process of recruiting, vetting and training lifeguards and the intention is that they will be deployed from 23 October at certain beaches and tidal pools around the City, based on the drowning prevention plan. This coverage will be daily, from 10:00 until 18:00, until 12 April 2021.” However, residents in Sunset Beach and Bloubergstrand claim lifeguards are not visible at the beaches. “We can only visit beaches and have no ac-

cess to public swimming pools in our area,” Jacques de Villiers says. “Over the years, there have been countless drownings in the area with only the National Sea Rescue Institute assisting beachgoers and paddlers.” The City says it will invest approximately R48 million in lifeguard salaries and a further R300 000 on specialised PPE and Covid19 related training, as part of its drowning prevention project this year. “Lifeguards are also supported by a city drowning prevention team, which works very closely with safety and security, the NSRI and Lifesaving Cape Town,” Badroodien added. “Approximately 330 seasonal beach lifeguards and 290 municipal pool lifeguards have been appointed. Lifeguards will be stationed at 26 bathing areas between 10:00 and 18:00 daily, until 12 April 2021. The

City urges visitors to the beach to swim only where and when lifeguards are on duty, between their red and yellow flags designating safe bathing areas. The City will deploy lifeguards at the following beaches: . Silwerstroomstrand (bathing area and tidal pool to be covered by lifeguards). . Melkbosstrand Main Beach . Big Bay . he Rotary club of Century City met with the TB and HIV community health workers in Dunoon on Wednesday 21 October to present certificates of appreciation. This as the club wanted to show recognition and express gratitude for their ongoing support and commitment to the annual Rotary Family Health Day programmes that have been running nationwide since 2013. Deidre Crouser, club president, said this programme would not be possible without the partnership with the Department of Health and TB, HIV Care. “TB, HIV Care is a registered non-profit organisation. The community health workers are the link between clinics and the community. They bring health services to the people wherever they are. Rotary, along with the Department of Health and TB, HIV Care, partner to host Rotary Family Health Days to allow the community to access free basic health services. These health days are usually run in October of each year. Due to the Covid-19 pandemic these much-needed health days were not able to take place,” Crouser said. The City of Cape Town will move to no restriction and water-wise tariffs from 1 November. This, after ongoing assessments were done over the past few months and the situation has been actively and proactively monitored by the City. The decision to lift water restrictions and lower water tariffs is based on the following three key considerations: . The national Department of Water and Sanitation’s lifting of its restrictions applicable to the Western Cape Water Supply System (WCWSS) of shared dams, of which Cape Town is one of the users. Overall, the WCWSS dam levels reached 100%. . City projections indicating dams are unlikely to drop below 50% by next winter. The lifting of all restriction measures, except for existing water regulations permanently in place due to the proactive management of water resources, will allow for water-wise usage, in line with the lowest tariff, which is slightly lower than the current, second lowest tariff level. . City projections also indicating the latest anticipated water usage patterns for the coming summer will be sufficient to allow the lowering of water and sanitation tariffs from the second lowest tariff to the lowest, no restriction water-wise tariff

level. These tariffs are already part of the Council-approved budget for the 2020-’21 financial year, which followed due pro­cess including a public participation pro­cess. The City’s Executive Mayor, Dan Plato, says apart from the dams filling up to capacity and beyond in recent weeks, this is another moment to be celebrated. “In a few short years we have gone from the worst drought to face our city and a potential water ‘Day Zero’, to full dams and zero water restrictions,” he said. “The tariff has already been approved by Council as part of the set of ta­riffs for the City’s 2020-’21 budget. This lowest tariff will offer residents some financial relief while ensuring we can still provide reliable water services and invest in new water sources. Tariffs are set to cover the cost of providing water and sanitation. This includes the maintenance of infrastructure and ma­king sure Cape Town is resilient by investing in and adding new sources to its water supply.” Mayco Member for Water and Waste Xanthea Limberg says the City will continue to implement cost saving and waterwise plans and encourage Cape Town to continue being water-smart. “What our residents may not know is that City water costs on average 4c per li-

tre, in comparison to approximately R10 per litre for shop-bought bottled water,” she pointed out. “Thank you, Team Cape Town, for using water responsibly and also for paying your water and sanitation accounts. What residents need to know about water tariffs: . City water costs on average 4c per litre in comparison to R10 per litre for shopbought bottled water. . Based on the first 10 500 litres of water used +15 mm, the average bill will be R411,99 on the no-restriction, water-wise tariff. This is compared to R785,38 under the Level 6B tariff at the peak of the drought. . The City’s water tariff, like some other metros, has a usage and a fixed part and it forms the total water tariff that covers the cost of providing water. This includes the maintenance of infrastructure and making sure Cape Town is resilient by adding new sources to its water supply and becoming a water-sensitive city. What residents need to know about the no restriction, water-wise level: . The water restrictions are lifted under this level but permanent regulations as outlined in the Water By-law still apply, regardless of the restriction level as Cape Town is situated in a water-scarce region. Guidelines to report sexual offences KAILIN DANIELS @k10daniels

T

he Table View police is urging the community to follow the correct procedure when reporting sexual offences. According to Capt Adriana Chandler, police spokesperson for the Table View police, when a sexual offence is committed the victim suffers severe trauma. “It is difficult to conceive of any other offence of which the bodily and psychological integrity, privacy and dignity of a victim are simultaneously violated more severely than when a sexual offence is committed,” she said. “Furthermore, a sexual offence not only affects the victim alone, but also his or her family and personal life. Therefore, police members will assist victims in any way possible to lessen the trauma. The police endears a professional service to victims in the investigation of offences of this nature, and will assist victims in this regard.” Chandler explains the alleged committing of a sexual office may be reported by the victim of the offence or a family member, friend or colleague of the victim or a person who witnesses or received information about the committing of the offence. “Any person who has knowledge that a sexual offence has been committed against a child must report such knowledge to a police official,” she said. “Failure to do so constitutes an offence. Any person who has knowledge or a reasonable belief or suspicion that a sexual offence has been committed against a mentally disabled person must report such knowledge to a police official. Failure to do so constitutes an offence. “Sexual offences may be reported at a police station or be reported by phone. No victim may be turned away simply because the

Koeberg completes 24th outage The 24th outage of Unit 2 of the Koeberg Nuclear Power Station was completed on Wednesday, 21 October. In a statement, Eskom explained the unit is currently synchronised onto the grid and will load up to full capacity by this week. “This will give Eskom a reliable electricity output of approximately 900MW for close on 400 days, helping ease the supply constraints on the rest of the power station fleet. Unit 1 continues to operate as normal at full capacity, and is scheduled for a refuelling and maintenance outage starting in February 2021. The outage at Unit 2 – the 24th since it first started to generate electricity – was also a planned and regular refuelling outage, where the nuclear fuel in the reactor core was replaced with new fuel. During operations like these, all the nuclear fuel is removed from the core, the reactor cavity is drained and cleaned whereafter it is refilled before the fuel is placed into the core. Eskom further explained that during the outage, routine maintenance was performed on the plant to keep the station performing safely and optimally. “While many maintenance activities can be performed without switching off the station, there are some more intrusive activities that can only be performed when the unit is shut down.” Koeberg staff performed the refuelling and maintenance, with the assistance of 32 international specialists required to safely perform some specialist and very focused maintenance tasks. “These crews arrived in South Africa starting on 31 July, and followed all the Covid-19 protocols, including Covid-19 screening and testing, and quarantine. The outage began on 11 August.

Any details regarding the alleged offen­der(s) that may assist in identifying and finding them. Any details regarding possible witnesses that may assist in identifying and locating them.” Chandler says it is important the officer should determine whether the victim requires medical assistance and, if so, make arrangements for the victim to obtain medical assistance as soon as possible. He added: “The purpose of the medical examination of the victim is to establish whether there is any evidence relating to the alleged sexual offence. The victim must be taken for the medical examination as soon as possible. The victim of a sexual offence has had a traumatic experience, and most will need some form of counselling.”

Suspects arrested for abalone Two suspects were arrested for possession of shucked abalone worth R7 million in Milnerton on Wednesday 21 October. According to police spokesperson, Capt FC Van Wyk, the arrest came after an intelligence-driven operation on Wednesday. “An intelligence driven operation executed on Wednesday by members attached to the national intervention unit and crime intelligence, led to the arrest of two foreign nationals aged 29 and 45 for the possession of shucked abalone worth an estimated R7 million in Milnerton. On Wednesday 21 October at about 14:00, the members responded to information about abalone stored in a basement at an apartment complex in Century City, Milnerton,” Van Wyk said. On arrival, the officials found three vehicles loaded with abalone in plastic bags. Van Wyk added that the officials seized the three vehicles with 23 000 units of abalone.

Police confiscated R7 million worth of abalone in Milnerton last week. “The shucked abalone was handed over to the Department of Agriculture, Forestry and Fisheries. The suspects are due to appear in the Cape Town magistrate’s court once they have been charged,” he said.

ith an increase seen in cash robbe­ries, the police has urged residents to be more vigilant. According to the police, if people need to pay accounts they should consider options of lower risk, instead of withdrawing large sums of cash. Apply the following tips to avoid being a victim: . The police said in a statement that a small business that is cashbased and needs to deposit money on a regular basis at the bank should apply the following tips that will minimise the chances of robberies: . Alternate the days and times on which they deposit cash. . Never make their bank visits public, even to people close to you. . Do not openly display the money they are depositing while standing in the bank queue. . Avoid carrying money bags, briefcases

or openly displaying your deposit receipt book. . It’s advisable to identify another branch nearby that you can visit to ensure that your banking pattern is not easily recognisable or detected. . If the amount of cash you are regularly depositing is increasing as your business grows, consider using the services of a cash management company. . Refrain from giving wages to your contract or casual labourers in full view of the public. Rather make use of wage accounts that can be provided by your bank.

. Refrain from driving to the bank in your company branded vehicle on a typical “pay day”. . Consider arranging for electronic transfers of wages to your contract or casual labourers’ personal bank accounts. Members of cash savings clubs are advised of the following tips that will assist them from being victim to cash robberies: . Refrain from making cash deposits of club members’ contributions on high risk days (eg Monday after month end). . A stokvel, savings club or burial society can arrange for members to deposit cash directly into the club’s account instead of collecting cash contributions. . Arrange for the club’s pay-out to be electronically transferred into each club member’s personal account.

FROM PAGE 1 Upon further investigation, TygerBurger asked the City the plans in place to open public swimming pools in the Milnerton and Table View areas. The City says there is an Infrastructure Investment Plan which highlights the need to upgrade existing infrastructure, among other key interventions. “The infrastructure referred to is intended to accommodate all major sporting activities, including new Recreation and Parks facilities within approved sporting precincts. Spatially, these precincts are located across the entire metro. There are currently no new swimming pools in this plan, as there are already swimming pools within these sporting precincts. Additionally, the City unfortunately has a vast number of needs and backlogs. As a result the department has had to prioritise investments,” Badroodien says. The City says lifeguard recruitment and placement is only one element of a comprehensive drowning prevention project that the Recreation and Parks Department rolls out during the summer season.

“This is intended to raise awareness and educate the public about water safety. There is a Summer Safety Campaign that the department runs annually from 1 December. During the school holidays, the department runs educational programmes about water safety for children at the City’s recreation hubs. Learn-to-swim programmes are also offered at municipal pools by swimming clubs affiliated with Cape Town Metro Aquatics. It is anticipated that the programmes will resume once clubs start training at facilities in November,” Badroodien explains. Other educational programmes the City has in place includes its drowning prevention awareness officers and its Beach Buddies Programme. Badroodien adds, “The department is in the process of recruiting 70 employees as Beach Buddies working to promote awareness, vigilance, environmental education and aid in monitoring visitors to the City’s beaches from 1 December 2020 – 30 April 2021.”

City Traffic advises motorists to take extra caution. “Especially for those going away for the school break,” Bezuidenhout said. “Take regular stops, ensure tyres are properly inflated, children are kept busy so not too distract the driver. About the Koeberg Public Safety Information Forum

Section 26(4) of the NNR Act states that “The holder of a nuclear installation license must establish a public safety information forum as prescribed in order to inform the persons living in the municipal area in respect of which an emergency plan has been established on nuclear safety and radiation safety matters.” What is the Public Safety Information Forum (PSIF)? The PSIF is a meeting which takes place four times a year. It is used as a platform for residents within the municipal boundary of Koeberg Nuclear Power Station, to enquire about and receive nuclear safety related information from the facility. Which topics are discussed? The forum will address any topic that the members feel could impact their health, environment, and safety from a nuclear emergency preparedness point of view. ith the school holidays in full swing this week, many are rushing to beaches to enjoy the swimming sea-

son. The National Sea Rescue Institute (NSRI) is encouraging the public to adopt a water safety mindset around coastal and inland waters. Spokesperson Craig Lambinon says the institute’s number one rule for a safe experience at the beach is to choose one that has lifeguards on duty and swim between their flags. “If you do that, you don’t need to worry about rip currents, or suddenly getting out

of your depth,” he said. “Putting an arm in the air and waving for help will get a rapid response from the lifeguards on duty. “Unfortunately, for various reasons, people regularly swim where there are no lifeguards on duty. This may be on a beach before or after the lifeguard’s duty for the day or at a beach that does not have lifeguards. This is when things can go wrong.” The NSRI says the public should have a plan in place in the event of an emergency to prevent panic. “Make sure you have emergency numbers that you may need saved on your cellphone,” Lambinon said. “Dial 112 from any cellphone in any emergency. Or, simply Google Sea Rescue or NSRI for the closest sea rescue station’s tele-

ie Suidoosterfees word vanjaar in ’n splinternuwe baadjie geklee by kykNET Atlantic Studios. Van Woensdag 4 tot Sondag 15 November kan groter gehore vanuit die gemak en veiligheid van hul motors na feesaanbiedings op die silwerskerm kyk. Aansoekers moet daarvan kennis neem dat die departement ten doel het om sy opbrengs op investering (ROI) te maksimiseer deur ’n kollaboratiewe befondsingsmodel wat ’n vaardigheidsoordragkomponent en projekuitsette in pas met die GOP en sakedoelwittte insluit. Voorstelle vir hulptoelae moet skriftelik ingedien word op ’n amptelike aansoekvorm wat beskikbaar is by alle subraadskantore of aanlyn by www.capetown.gov.za/grants-in-aid. Projekvoorstelle moet tot munisipale verantwoordelikhede beperk wees en die strategiese doelwitte van die Stad, soos in die GOP, die strategie vir ekonomiese groei en die strategie vir maatskaplike ontwikkeling uiteengesit, bevorder, en moet ook die Stad se pogings om ’n geleentheidstad, ’n veilige stad, ’n omgeestad, ’n inklusiewe stad en ’n goed bestuurde stad te bou, ondersteun. By die opstel van hul begroting moet aansoekers kennis neem van die hulptoelaebeleid wat op versoek of op die Stad se webwerf beskikbaar is. ’n Bedrag van R14 108 865 is vir toewysing beskikbaar. Die minimum bedrag per aansoek per projek is R15 000. Aansoekers moet realisties wees wanneer voorstelle opgestel word aangesien fondse beperk is. Nie alle aansoekers sal befondsing ontvang nie en die Stad kan besluit om voorstelle gedeeltelik en nie in geheel nie, te befonds. Alle aansoeke moet vergesel wees van: • ’n Afskrif van die jongste, geouditeerde finansiële state of ouditsertifikaat indien daar in vorige boekjare toelaefinansiering van die Stad ontvang is. Pollution ‘show-n-tell’ The Blouberg International School’s Grade 2 classes have been learning about the different types of pollution and how human beings can contribute to lessening the impact of pollution. They have learnt about water, air and land pollution, and made posters to describe the different types of pollution with solutions they can help implement. They each got the opportunity to do a “show and tell” with their posters and discuss possible solutions to pollution.

Kwanda Dyakalashe portrayed the different types of pollution for her show-and-tell.

Entian Li focused on ocean pollution for his project.

Inperking vir Kersfees ons voorland Ek hoor onlangs iemand sê Kersfees moet ingeperk word. Dit is as ’n grap bedoel, maar soos ons almal weet drup menige grap van ’n bietjie waarheid. Die stelling het my aan die dink gesit. As iemand wat slaafs nuusgebeure volg, het ek gewoonlik darem ’n aanvoeling vir wat mag volg. Jy begin besef die gety is besig om te draai teen ’n spesifieke persoon in die nuus, of mense is besig om hul menings oor ’n sekere onderwerp te verander. Veral met sosiale media wat lopende kommentaar toelaat, kan ’n mens nogal redelik uitwerk waarheen dinge op pad is. Maar ek is al baie verras met hoe dinge uitspeel. Met die Amerikaanse presidentsverkiesing vier jaar gelede het ek gedog dis onmoontlik dat ’n vulgêre, taktlose werklikheidster sal seëvier teen ’n beroepspolitikus. Hier ter plaatse het ek ook nie gedink die ANC het die vermoë om van Nommer Een ontslae te raak nie. Vroeër vanjaar het ek ook my eie idee gehad van hoe 2020 sou uitspeel – planne vir kreatiewe projekte en reis was in die vooruitsig. Ja, ek het die tekens gesien van wat in lande soos Italië en Amerika aangaan, soos die koronavirus sy pad oor die aardbol gevind het. Maar het ek verwag dat ek sewe maande later in ’n hoekie van my voorkamer sal sit en werk? Dat ek sommige dae onderwyser moes wees? Dat ek oral waar ek gaan moet seker maak ek het my masker, en dat handreinigingsmiddel ’n permanente deel van die inkopies gaan word? Nee, ek het dit nie sien kom nie. Die tekens was daar, maar nooit het ek gedink dat Covid-19 ons lewens só drasties sal verander nie. Die laaste ruk lees ek gereeld waarskuwings oor die “tweede vlaag” van die virus wat op pad is. Dat dit gevaarliker as die “eerste vlaag” gaan wees. As jy vir TygerBurger werk, word daar van jou verwag om in die gemeenskappe te wees waaroor jy skryf – om ’n gevoel te kry van wat die hartklop van daardie gemeenskap is. Ek dek onder meer Eersterivier en Wesbank. As ek net kyk na wat ek om my sien, dan is ek bekommerd. Nie net oor myself en my gesin nie, maar vir die gemeenskap. Dit is amper soos om ’n ongeluk te sien gebeur, maar jy kan nie wegkyk of dit verhoed nie. Dis amper asof alles in stadige aksie afspeel: mense wat sonder maskers aan by winkels gehelp word; groot samekomste sonder enige gesonde afstand tussen die mense; die polisie wat kla dat daar meer dronk mense op straat is, ten spyte daarvan dat hulle nie oor naweke drank mag koop nie; skoolkinders sonder maskers wat in groot groepe saambeweeg; lang rye by winkels; taxi’s wat oorlaai is. Dit wil voorkom asof mense meen vlak een van inperking beteken die virus is ook op vlak een. Al wat vlak een beteken is dat sekere inperkings verslap is om die ekonomie van die land weer aan die gang te kry, nie dat die virus, om Donald Trump aan te haal, "wonderbaarlik gaan verdwyn” nie. Hoe meer onverantwoordelik ons gaan wees, hoe langer gaan ons nog moet maskers dra. En as voorspellings waar is, gaan dit ’n warm somer wees. Verbeel jou jy moet in 30 grade Celcius ’n masker dra? As ons nie versigtig is nie, gaan baie mense nog siek word en met ons gesondheidsdienste wat onder gewone omstandighede swak is, kan dit ’n tragedie wees. CROSSING BRIDGES: The designers of the V&A Waterfront’s swing bridge were recently awarded top honours at the prestigious Southern African Institute of Steel Construction’s Steel Awards 2020. The structures team for engineering company SMEC South Africa was awarded first place in the bridges category and was selected as the overall winner for the Steel Awards. Over 45 entries were received across nine categories. The virtual event took place on Thursday 15 October.

Kattekwaad lei tot erge buretwis Die artikel “Cats poisoned” (TygerBurger 14 Oktober) verwys. Die onlangse vergiftiging van katte is onrusbarend, wreed en onaanvaarbaar. Die vergiftiging van honde kan verstaan word, waar misdadigers ’n huis teiken en ’n hond in hul pad is. Die tergende vraag is waarom iemand katte sou vergiftig? Die debat rondom die vraag het verskeie uitgangspunte, maar verskeie nuut gepubliseerde wetenskaplike studies van huiskatte en hul gedrag bring ons by die werklikheid: As ons nie nou aandag aan die uitdaging gee nie, sal vergiftiging bly voorkom. As vertrekpunt sou dit wys wees om na die Stad Kaapstad se verordening (2010) te kyk wat die aanhou van diere reguleer. Dis duidelik dat die verantwoordelikheid en aanspreeklikheid by die aanhou van honde en katte verskil. In kort, ’n hondeienaar is wetlik verplig om sy hond binne sy erf te hou. Sodra hy openbare eiendom betree, moet dit onder die beheer van sy eienaar wees en aan ’n leiband wees. ’n Hondeienaar is verantwoordelik vir sy hond se gedrag en kan aanspreeklik gehou word vir die “skade” wat sy hond mag aanrig. ’n Kateienaar aan die ander kant het geen verantwoordelikheid om sy kat tot sy erf te beperk nie. ’n Kat hoef ook nie onder beheer van sy eienaar te wees as hy openbare eiendom betree nie en soos dit tans staan, is ’n kateienaar ook nie verantwoordelik vir die “skade” wat sy kat aanrig nie, mits binne ’n siviele regsgeding. Katte en honde is nie dieselfde nie, en daarom kan geredeneer word waarom daar ’n verskil is in eienaars se verantwoordelikheid. Katte vang muise en rotte en hou ’n pesbeheervoordeel in. Verkeerd. Die jongste navorsing wys katte sal ’n muis per

geleentheid vang, maar vir rotte is hulle maar skrikkerig, terwyl ander inheemse spesies deurloop en gevolglik is katte verantwoordelik vir grootskaalse omgewingskade. Die impak van huiskatte op verkleurmannetjies, akkedisse en tuinvoëls, is angswekkend. Die omgewingsimpak van katte bring ’n nuwe dimensie tot die debat, wat ons opnuut dwing om te kyk na verantwoordelike kateienaarskap binne die raamwerk van die wet. Het jy al blomme in jou beddings geplant en met katmis in aanraking gekom en die stank daarvan verduur? Het jy al op ’n warm somersnag wakker geword van ’n mannetjieskat wat deur jou venster gekom het en jou huis en gordyne besproei het en jy nie van die reuk ontslae kan raak nie? Het jy ’n voëlvoerder in jou tuin en telkemale sien jy hoe ’n kat jou tuinvoëls wat jy voer, vang. As die voorgenoemde vir jou bekend klink en jy nie eens die eienaar van ’n kat is nie, is dit hier waar kattekwaad kan lei tot buretwis. As ’n mens dan die kat kan identifiseer en weet wie die eienaar is, en die eienaar nader, is die reaksie gewoonlik een van die volgende: Jammer, maar dis nie moontlik om my kat net in die huis te hou nie; jy weet hulle loop rond, veral in die nag. Meneer, plaas jou voëlvoerder só dat my kat dit nie kan bereik nie. Die werklikheid is dat kateienaars verwag dat jy op jou erf op jou koste voorsiening moet maak om hul katte van jou erf te hou. Niemand se vryheid kan so ver strek dat dit ’n ander se vryheid oorskry of inperk nie. So dis hier waar mense uit radeloosheid hulle wend tot metodes wat onaanvaarbaar en wreed is, en dis nie die kat se skuld nie. Gekyk na gepubliseerde navorsing is ’n huiskat niks

anders as ’n miniatuur mak “leeu” nie. Die katte wat in navorsing gemonitor is, is goed versorg en gevoed, maar hul instinktiewe gedrag, spesifiek om te “jag”, het nou ’n omgewingsrisiko vir ander inheemse diere geword. Wetenskaplik, as gekyk word na ’n huiskat, is dit nie ’n inheemse spesie nie en kan katte werklik geklassifiseer word as ’n “wilde dier”, want dit is die gedrag wat hulle natuurlik openbaar en hulle ’n kat maak. In vergelyking met ander wilde diere kan ’n mens redeneer dat jy ’n permit moet hê om ’n kat te kan aanhou as gevolg van die “wilde” natuur. Die instink om te jag, het niks te doen met “honger” nie, maar is eie aan hul gedrag. As ’n gedeelte van die oplossing sou die eerste vertrekpunt wees om die munisipale verordening te wysig en meer verantwoordelike en aanspreeklike kateienaarskap te inkorporeer. Kateienaars, net soos hondeienaars, moet verplig word om hul katte te beperk tot hul eienaars se eiendom. As ’n kateienaar nou sou redeneer dat dit te veel sou kos om dit te doen en onprakties is, jammer. Hondeienaars moes nog altyd die verantwoordelikheid en gepaardgaande koste dra. So as jy dit nie kan bybring nie, kan jy ongelukkig nie ’n kat aanhou nie. Die tyd het gekom om kateienaarskap in heroorweging te bring. Birdlife SA is tans besig om sy beleid rondom huiskatte as gevolg van hul omgewingsimpak te hersien. Ek het ’n skrywe aan ons DA-verteenwoordiger, Marian Nieuwoudt, gerig in die verband, om te verneem wat die proses is wat gevolg moet word om die wysiging van ’n verordening te versoek, maar het nog geen antwoord gekry nie. This study investigates how the brains of people with OCD work in comparison to the brains of healthy individuals. It also looks at response to medication in a subset of people with OCD. We are inviting people with OCD, brothers and sisters of people with OCD, as well as healthy individuals, to take part in our research study. Baseball unions plan for a safe return EARL HAUPT @earlhaupt

s the Los Angeles Dodgers and Tampa Bay Rays continue their battle for the Commissioner’s Trophy across the Atlantic Ocean in Texas, plans are afoot locally to pave the way for a safe return to baseball activity. Following extensive meetings by the South African Baseball Union (Sabu) and its constituents last week, the Cape Town Baseball Federation (CTBF) held its annual general meeting (AGM) on Sunday 18 October in Claremont to discuss the way forward after studying Sabu’s recommendations. In a letter addressed to provincial and district federations, the South African Baseball Union outlined a three-phase approach to the resumption of activities under the national lockdown level one. They are: . The preparation of baseball facilities. This excludes any playing activity. . The start-up of baseball activities, which includes practising, but no matches or competition. . The return to full activity. “Provincial and district federations and clubs are hereby authorised to gain/request access to baseball facilities under SA Baseball phase one – preparation of baseball activities providing that any local regulations are complied with,” said Sabu president Marc Moreau. “The main objectives of South African Baseball Union under the three-phase approach is to comply with any national, provincial and local health and safety regulations and rules as well as any additional measures required to ensure the safety and well being of all baseball activities and stakeholders.” Moreau adds: “The South African Baseball Union will issue separate authorisation letters for phase two and phase three to

Further to that, a newly established CTBF task team will meet with Sabu to discuss the recommendations for the second phase of a return to action, according to CTBF public relations officer Deidré Marquard, who adds that CTBF has provided clubs with a 32-page document with guidelines for them to adhere to before moving onto the next phase. The guidelines include the establishment of a compliance officer by every club, the screening and testing of players and officials as well as the keeping of a health protocol register. Once clubs are given the go-ahead to return to training, clubs are advised to conduct staggered training sessions in order to limit the number of players on the field at any time and that a maximum of two teams can occupy a single field where a 100m² field can be divided into two training areas. All equipment, whether they share or privately owned, must be sanitised between uses and while no spectators are permitted

at any senior matches or training, parents of players in junior teams will have to abide by Covid-19 protocols when in attendance and players are encouraged not to use change rooms. All should adhere to physical distancing and adopt the principle: “Get in, train, get out”. A series of controls have also been put in place at baseball facilities. Players are to

prepare their own meals before arriving at a facility as no meals will be prepared or sold at facilities. They are also instructed not to share water bottles, with clubs required to have a dedicated isolation area available to any person who may be displaying Covid-19 symptoms. Meanwhile, the City of Cape Town has confirmed that their sports facilities are available for booking through the normal booking procedures, but that they are required to complete a Covid-19 declaration form. The City still reserves the right to terminate access and usage in the event of non-compliance by any sports body. “We, therefore, ask for your patience and understanding where facilities are not available at this initial stage of opening up. Sporting bodies must therefore consult and familiarise themselves with the content of the level one regulations and the directions to ensure compliance with all legislative, operational, health and safety protocols prescribed therein,” states the head of programmes, events and partnerships within the recreation and parks department, Franklin Anthony, in a letter addressed to all sporting bodies.

Power Series continues to thrill at Killarney Killarney International Raceway’s motorsport fans, globally watching the event via live stream, were treated to a glimpse of what international sports and GT class racing is like at Round 5 of the Power Series on Saturday 24 October, in the headline Ons Huisie 100, over 31 laps or 101.27km. To the surprise of many, what was expected to be something of a tactical contest with slick fuel stops and driver changes turned out to be a foot-flat 31 lap sprint. None of the cars made a pit stop and their lap times were only marginally slower, if at all than in a normal 10 lap sprint race. Steve Humble romped away to lightsto-flag win, setting the fastest lap of the race (and the day), a blistering 1 min 10.509sec, just short of the halfway point on lap 15. He came under a serious challenge in the early stages, however, from Josh Broome, who managed to stay in touch until the Radical went sick on lap 23. Nevertheless, Broome had done enough to be classified in the results and, as the only Class A entry, duly won his class. With Broome out, second overall went to Class B hotshot Gary Kieswetter, just one lap down on Humble after 37 minutes of superb action, with Martin Pugh’s Appleberry CanAm third overall and second in Class B. The biggest field of the day, however, rolled out for the two Mikes Place Clubmans races, with 31 cars on the grid. Race 1 was a classic as Danie van Niekerk, Brennon Green, Basie Burger and Cody Alberts battled it out for the lead. In the end, however, none of the three challengers could get quite close enough to make a move on Van Niekerk, who came home less than half a second ahead of Green, with Alberts a surprise third, 1.49sec further adrift, after Burger dropped back in the final two laps.

Van Niekerk made a poor start in Race 2, lying third after the opening lap behind Burger and Green. He moved up to second when Burger slowed on lap four and dropped out a lap later, but was unable to close in on Green, who finished just over a second ahead of Van Niekerk, with Alberts third, six seconds further back. Franco Donadio romped away to win the first Bejo Trustees Fine and Millstock Classic Cars race by more than eight seconds from fellow Class A competitor Eric van der Merwe after the latter moved up to pass Class S leader Trevor Momberg at half distance. Race 2 saw closer results all round, as Donadio slowed by about a second a lap, allowing Van der Merwe to close to within half a second at the flag. Momberg, Forbes and Honeywill took the next three places. Jurie Swart, Colin Meder and Jason Coetzee made the GTi challenge races their own with two exciting tussles at the sharp end. In the first, Swart led home Meder by three seconds with Coetzee less than half a second further adrift, followed by Dillon Joubert and Charl Visser. Race 2 was just as close, as Swart led home Coetzee and Meder, all three crossing the line within less than three seconds, followed by Visser, Joubert and Thompson. In Class C Dario Busi in the Automan Golf bounced back from a disappointing Race 1 to ace Class C in 12th overall. Fabio Tafani showed why his V8 Masters car carries the No.1 plate with a welljudged win in the first V8 Masters and Makita Formula Supercars race, ahead of arch-rival Marcel Angel and veteran Richard Schreuder. Late entry David McFadden delivered a master class in racecraft with two superb wins in the RST Suzuki South Superbike races, chased home in each case by Kewyn Snyman, who is improving with every outing.

urbanville-based golfer Kaylah Williams put the perfect exclamation mark on her final competitive appearance for the 2020 season with a victory in the prestigious Ackerman Championship. The 18-year-old fashioned a blistering closing loop of 31 strokes, featuring an eagle and four birdies in the final round at Clovelly Country Club on Sunday 18 October to win by seven shots from Ekurhuleni’s Nadia van der Westhuizen. Her six-under-par 210 triumph marked a welcome return to the winner’s circle for the GolfRSA Elite Squad member since her Pro Shop Gauteng Open victory in May last year. “It feels absolutely fantastic to lift a trophy again, especially in my last ranking event for the season,” said Williams. “With the matric finals just around the corner, this was my last event and I really, really wanted to finish the season on a high note. I am extremely proud to have done just that.” Williams, who is a learner at Fairmont High School, was only 14 when she lifted the sought-after Gus Ackerman Trophy for the first time, but she was just as thrilled the second time around to add her name to a win-

ner’s list that includes SA Golf Hall of Famers Wendy Warrington and Gilly Tebbutt, Ladies European Tour winner Ashleigh Buhai, Sunshine Ladies Tour champions Bertine Strauss, Nobuhle Dlamini and Carrie Park and former SA Women’s Match Play champion Cara Gorlei. “It’s a huge honour to put my name on this list twice, because the Ackerman Championship is one of the oldest and most esteemed events on the Western Province Golf calendar and one of those events that has gained huge national support,” Williams said. “We are so grateful to the Ackerman family and Pick n Pay for sponsoring the Ackerman Championship for the last 40 years and for their continued support of amateur golf in the Western Province. “I also owe a big debt of gratitude to Womens Golf Western Province for pulling me into their High Performance Squad, Womens Golf South Africa for all the opportunities they have given me through the GolfRSA Elite Squad and my family and coach for always having me back. “It’s a great feeling to pay back all the trust and energy that they have all invested in me.”
