T

he City of Cape Town is planning to use CCTV camera technology to investigate the recurring sewage overflow problem in the upmarket Vygeboom neighbourhood. This sewage overflow at manholes in Tugela Road has been recurring since about eight years ago, a resident said. The problem started after the construction of Fig Tree Security Estate in Eversdal Heights next to Vygeboom, he claimed. Although the manholes are regularly unblocked, the source of the problem is never addressed, one resident said. “We often have to report it more than once and then wait days for someone to come out. In the meantime the sewage ends up in the stormwater system and finally run into the Sonstraal Dam,” he said. An estimated 6 000 litres of sewage per day, flows via the stormwater system to Sonstraal Dam, he said. “We want the City to come up with a permanent solution to solve the problem, not just fix the blockage every time,” he said. He said it seems the volume of sewage is too heavy for the pipeline, which has several bends, and that the drop from the blocked sewage pipe at the manhole at 7 Tugela Road

to the next connection in Vygeboom Crescent is not steep enough to encourage a proper flow. He said the City, a couple of years ago, diverted the stormwater drain at the same spot via an underground pipeline to an open stormwater canal passing through a servitude on 12 Tugela Road. “So, at times when the sewage overflows, it ends up in the stormwater system, which ends up in the Sonstraal Dam. We can actually smell the sewage. It also flows during high summer when there is no stormwater (due to no rain),” he said. Xanthea Limberg, Mayco member for water and waste, on enquiry by TygerBurger, said the sewage system in the area is appropriately designed to handle the volumes of sewage it is dealing with. Overflows are being caused by blockages, she said. “Recent blockages are currently thought to be due to a combination of root ingress and fats in the pipe. “Fat is a big problem for sewage systems as it hardens in the pipes, and acts like glue to detritus flowing past. Roots growing into the pipe will also affect the flow of sewage,” she said. According to Limberg a contractor was on site on 26 June to thoroughly clean the network in the area and remove roots. Third Covid-19 case at Bothasig police RICHARD ROBERTS @richardjohn_rj The Bothasig police says it had to close its doors temporarily after one of its members yet again tested positive for Covid-19. In a statement issued on Thursday 9 July Lt Col Patrick Jacobs, station commander, says upon receiving the information all protocols in place were followed and activated. “The community service centre (CSC) and administration offices were closed immediately and services suspended from these locations,” Jacobs says. This was the third Covid-19 related case at the police station. A case was reported at the police station on 29 June as well as 18 May. According to media reports 1 700 police members in the Western Cape have already tested positive for Covid-19 and 16 of these members passed away as a result. Brigadier Novella Potelwa, provincial police spokesperson, says in case a member of the police tests positive for Covid-19, the infected employee usually informs his or her commander. “The commander then informs the provincial office and along with supply chain management arranges for the decontamination of the affected facility,” Potelwa says. An external service provider is appointed to undertake the decontamination process. “Upon completion of the decontamination, a certificate is handed to the police declaring the facility safe for occupation.” Potelwa says alternative locations have been identified beforehand in anticipation of the outbreak of Covid-19 cases in the police service such as at police stations. In the case of Bothasig police, services rendered by the CSC were relocated to the Community Policing Forum’s container located at the entrance of the police station. “It is advised that only clients needing essential assistance make use of it,” Jacobs says. B

yna 11 jaar gelede het Roan Kitshoff in sy matriek-jaarblad geskryf hy wil eendag Mnr. Suid-Afrika wees. En vanjaar gaan daardie droom dalk bewaarheid word. Kitshoff (29), van Blomtuin in Bellville, is onlangs as een van 60 semi-finaliste van dié kompetisie aangekondig en is ook tans een van die topvyf deelnemers as dit by die publiek se stemme kom. Die top-20 sal in September gekies word, met die finale kompetisie wat in Oktober plaasvind. Vir hierdie sportfanatikus is die hele ervaring ’n sameloop van jare se harde werk. Hy is op skool as Mnr. Hoërskool Vredenburg gekroon en sê die gogga het hom daar gebyt. Hy het toe besef daar is jonger leerders wat na hom opkyk en wou aanhou om hulle te inspireer. “Toe ek sien hoe ek hulle motiveer, toe tree die droom in.” Daarna het hy elke jaar probeer om homself te verbeter – hetsy in sy voorkoms of persoonlikheid. “Ek was op skool hierdie skraal outjie en het 65 kg geweeg,” vertel hy. Intussen het hy amper 30 kg opgetel, meestal spiermassa. Hy was ook destyds baie skaam en het met harde werk dit reggekry om vlot voor ander te praat. “Vandat ek kan onthou, wou ek eendag deel wees van Mnr. Suid-Afrika. Dit gaan beslis nie oor die roem vir my nie, maar eerder die inspirasie en motivering om jou drome na te jaag. Wanneer jy regtig iets wil hê

en jy gee jou alles, sal jy dit maak gebeur,” sê Kitshoff. Sy voorkoms het egter vroeg al aandag getrek. Hy is op 17 deur ’n modelagentskap genader. “Modelwerk was nog altyd deel van my lewe en ek is absoluut passievol daaroor,” sê Kitshoff. “Ek is fanaties oor fiksheid en het in 2016 begin met bodybuilding as ’n sport. Ek het al aan vele plaaslike fiksheidskompetisies deelgeneem.” Hy het SuidAfrika ook in 2017 in Birmingham in Engeland verteenwoordig. Voordat die landswye inperking ’n demper op gimnasiums geplaas het, het hy elke dag minstens ’n uur lank daar geboer. Hy oefen nou maar tuis. Hy wil graag vir ander wys dit is belangrik om ’n ware gentleman te wees. “Ek maak nog deure oop vir ander en sê dankie.” Hy het by die destydse Non Destructive Academy of South Africa (Nasa) in Bellville gestudeer, maar sê sy groot liefde is tuinaanleg. Sy ouers, Charmaine en Hendrik, bly nog in Bellville. Hy het ook ’n broer, Jéan (28), en ’n suster, Elicha Theron (30). “Ek is baie geseënd met die ondersteuning wat ek tot dusver van my familie en vriende ontvang het; sonder hulle sou ek nie so ver gekom het nie. Ek is baie trots om die Wes-Kaap, meer spesifiek Kaapstad, te verteenwoordig en waardeer die ondersteuning van ons plaaslike mense opreg,” sê Kitshoff. Fire ruins stack room A fire broke out at Bellville Library on Monday afternoon. The stack room – where surplus books are kept for processing – as well as two offices were damaged. No-one was injured in the fire. The library isn’t open to the public as yet because of the Covid-19 pandemic.

Cape Point open for self-drives Before you jump in your car and head out to Cape Point for a self-drive day excursion, it’s best to take note of a few technicalities less you are turned away. Although self-drive excursions for day visitors in The Cape of Good Hope section of Table Mountain National Park (TMNP) were again permitted as of Wednesday 8 July, Sanparks chief executive officer (CEO) Fundisile Mketeni says visitors are requested to adhere to all alert level three regulations when inside the park, including wearing masks, keeping social distance and following transport capacity directives. “Everything as we knew it has been fundamentally changed by Covid-19. We are obligated to ensure that the opening of our national parks for self-drive excursions is done under the strictest health protocols to

safeguard both our staff and guests.” Here’s what you need to know: . The daily quota of a maximum of 250 vehicles per day will be allowed based on the seasonal average of 30%. However, no more than 75 vehicles will be allowed in at any given time. This daily quota could be revised at a later stage in terms of compliance with the lockdown regulations. . Daily operating hours are between 08:00 to 16:00. . Visitors will have to complete a Covid19 health-related questionnaire upon arrival at the gates. Mandatory temperature screenings will be done by Sanparks staff. Visitors with a temperature screening of 37.4°C and above will not be allowed access. . The wearing of face masks is compulso-

ry. No mask, no entry. . Permitted activities include self-drive vehicles limited to three persons per vehicle of the same household, and motorbikes limited to one person per bike only. . Prohibited activities such as surfing, cycling, fishing, hiking/walking, trail running, launching of vessels, braaing and picnicking are not permitted as per Covid-19 alert level three regulations. Olifantsbos- and Bordjiesrif roads; Buffelsfontein Visitor Centre; restaurant/ shops, the funicular and accommodation facilities within Cape of Good Hope section currently remain closed. “We encourage guests to adhere to the speed limits within the park and only stop to take pictures from their vehicle in designated areas provided,” Mketeni says.

Die pakkies, wat volgepak is met lekkernye en toiletware, is by die Pastorie en Huis Martina in Parowvallei, Parow Senior Sentrum in Parow, Ons Tuiste in Bellville, Ravenzicht in Kraaifontein, die Protea-tehuis in Goodwood, Huis Zonnekus in Milnerton en Ruyterwacht Senior Sorg se bejaardes af-

gelewer. “Bejaardes lê ons baie na aan die hart. Hoe moet hulle voel om geen besoekers te ontvang nie, geen pakkies nie? “Sommige van hulle het nie eens familie nie en daardie oom of tannie ontvang nie eens ’n oproep van ’n geliefde nie,” sê Wilinda Ford, projekbestuurder by Hoop. Fransie Wolstenholme van Parow Senior Sentrum sê die pakkies het gehelp om baie bejaardes se gemoed te lig. “Hulle is almal met ’n glimlag hier weg om vir hulle ’n lekker warm koppie koffie te gaan maak en die koekies saam met dit te geniet,” sê sy. Ford sê die projek het sedert die begin van die inperking ook honderde kospakkies en warm klere en komberse aan gesinne in nood uitgedeel. “Ons het soveel skenkings ontvang en die gemeenskap het ingespring en vir ons etes en sop begin kook. “Boere in Philippi bring reeds die afgelope drie maande elke liewe week vars groente. “Kerke en organisasies deel ook onder mekaar om sodoende in verskeie behoeftes te voorsien. Ford sê daar is tans ’n waglys van gesinne in nood, wat kospakkies benodig. “Mense kry swaar. Armoede is op ons voorstoep. Talle klein ondernemings trek baie swaar en bejaardes moet net op hul Sassa-pensioen oorleef.” Ford het haar dank uitgespreek aan almal wat hande vat met Hoop om hulle plaaslik te ondersteun. Load shedding ‘likely to continue’ KAILIN DANIELS @k10daniels With the country remaining under level 3 lockdown and braving the cold front, Eskom said load shedding will most likely continue through the coming weeks. Eskom said in a statement that despite their best efforts to return additional generation units to service after the breakdowns that occurred, they have not made sufficient progress to suspend load shedding. “Eskom wishes to assure the public that implementing load shedding is the last resort in order to protect the national grid. In order to limit the impact of load shedding on the morning traffic peak, Eskom will start implementing stage 2 load shedding,” the statement reads. On Sunday 12 July, Eskom teams suc-

cessfully returned one unit at the Kriel power station, adding 475MW to the grid. The return of a generation unit each at Tutuka and Kriel power stations has been delayed, contributing to the supply constraints. Five generating units were taken off the grid last week, significantly raising the possible need for load shedding. “Implementing load shedding tomorrow (Monday 13 July) is also necessary in order to replenish the emergency generation reserves to better prepare for the week. “We therefore urge the public to continue assisting us in managing consumption in order to reduce the impact of the supply constraints. With your help Eskom can recover from this much quicker,” the statement said.

Virtuele leer al lank die norm by Evers NIELEN DE KLERK @nielendk Wanneer dit by tegnologie en die klaskamer kom, is daar min skole wat so gereed vir die inperking was soos die Laerskool Eversdal. Die 1 300 leerders by die skool is al so tegnologies gevorder hulle sal menige volwassene soos ’n dinosourus laat voel. Volgens Henk Arangies, die skoolhoof, is hulle al jare lank op verskillende vlakke besig met virtuele onderrig. En omdat hulle almal redelik gekonfyt is met ’n e-leer-stelsel was dit vir die leerders basies geen aanpassing om net aanlyn met hul akademie voort te gaan nie. Hulle het nou selfs hul e-kurrikulum aan die Wes-Kaapse Onderwysdepartement geskenk.

Tegnologie oor die jare Arangies verduidelik hul pad met tegnologie het al in 2012 begin, toe die skool besluit het op ’n visie vir

“individuele leer”. “Individuele leer behels metodes en tegnieke om dit moontlik te maak vir ’n onderwyser om in ’n klas met 30+ leerders elke leerder so effektief moontlik op sy eie vlak en leerstyl te ondersteun. Wêreldwyd is bewys tegnologie is die beste instrument om dit in die klaskamer te bewerkstellig.” Arangies self is al na konferensies oor die wêreld heen waar hy meer oor tegnologie in die klaskamer uitgevind het. In 2013 het die skool iPads aangekoop en leerders daaraan blootgestel – eers net 32 tablette in elke graad. In 2016 het hulle die skool op Microsoft Office 365 geregistreer en daar is vir elke leerder ’n profiel geskep. Alle dokumentasie is op Sharepoint gelaai. In 2017 het die skool sy eie e-kurrikulum begin skryf (wat op die huidige Caps-kurrikulum gebaseer is). “Hierdie e-kurrikulum is op Microsoft OneNote gelaai en ons leerders kan dit op enige tablet of rekenaar laai. Die leerder en die onderwyser is direk met mekaar verbind deur dié platform.” Leerders werk al sedert 2017 op hierdie e-platform en het op ’n informele wyse hul eie tablette skool toe gebring. Sowat 85% van alle leerders in die gr. 4- tot gr. 7-groep het al hul eie tablette. En behoeftige leerders word met tablette gehelp. Buiten die On-

eNote gebruik die leerders ook Yammer, wat soos WhatsApp werk, maar geslote is en net tussen leerders en onderwysers vir gesprekke gebruik word. Die skool se personeel het besef een van die maklikste maniere om deur middel van Microsoft Teams klas te gee, is deur onderwysers se Apple iPads te gebruik. “Dit het ook die beste kameras, beter as webcams, en het geen kabels nie.” Arangies het toe self ’n staander gemaak waarop die iPads kan staan en die onderwysers opneem terwyl hulle praat en dan uitsaai na ander leerders tuis. Onderwysers gebruik ook ’n spesifieke toep met die naam “Explain Everything” waarmee hulle die kurrikulum lewer.

Uitdagings en geleenthede Arangies sê die grendeltyd tuis en toe leerders teruggekeer het skool toe het hulle tog baie lesse geleer. Dit bly in elke virtuele situasie ’n uitdaging om te verseker dat elke leerder toegang tot tegnologie en voldoende internettoegang het. Hulle probeer ook deurentyd ouers kry om leerders se skermtyd te bestuur (insluitend TV-tyd en rekenaarspeletjies). Tog het hulle in hierdie tyd gesien hoe leerders met sekere leergestremdhede in hierdie grendeltyd blom. “Hierdie soort aanslag het hulle gepas. Dit is asof ons hulle beter kon akkommodeer en bereik.” Onderwysers kon ook met die hulp van die tegnologie vinniger sien watter leerder sukkel en hulle help, waar hulle dit nie noodwendig in ’n groot klaskamer sou agterkom nie. Toe leerders tuis was, moes onderwysers ook baie deeglik weekliks deur leerders se elektroniese e-boeke gaan, wat hulle baie meer insig gegee het in die kinders se werk. “Die geleenthede is dus daar om te sien hoe ons die lesse in die toe-

koms kan oordra na die klas en die tegnologie meer effektief in die klaskamer kan benut om individuele leer meer doeltreffend toe te pas.”

Gesondheidsmaatreëls Wanneer dit by die gesondheid van leerders kom, het die skool heelwat maatreëls in plek gestel. Soos baie ander skole is die leerders in twee groep verdeel en kom op verskillende dae skool toe. Daar is dus sowat 650 in onderskeidelik die A- en B-skool. Voorts het die skool ook by vyf ingangsroetes siftings- en koorsmeetstasies. Leerders word op verskillende tye op- en afgelaai, sodat daar nie te veel op een slag by die skool is nie. Die skool het ook ’n fogger-masjien aangekoop waarmee hulle die skool gereeld ontsmet. Arangies sê elke klas het sowat 15 leerders en hulle het deur die dag minimale kontak met ander

volwassenes en geen kontak met ander leerders nie. “Ons benut ons nasorgpersoneel om ons in hierdie verband te ondersteun. Elke klas word individueel volgens sy eie rooster bestuur en daar is geen klaswisseling nie.” Met die gr. 7-leerders wat vroeg skool toe gekom het, het hulle gesien sowat 25% tot 30% van die leerders bly tuis. Party het komorbiditeite en ander se ouers is ongemaklik oor die siekte. “Ons persentasie tuisblyers is definitief meer as van ons buurskole,” sê Arangies. Hulle glo dis omdat leerders so effektief aanlyn skool kan gaan. Die belangrikste lesse word deur middel van Teams uitgesaai – na ander klasse, sodat daar minimale klaswisseling is, en ook na leerders by die huis. Hulle glo daar sal tot minstens die einde van die jaar nog leerders by die huis wees en daar sal met dié praktyk volgehou word totdat die bedreiging van Covid-19 verby is.

Vermeulen sê sy het besef hulle moes ander maniere kry om die belangrike inligting oor te dra, sonder dat die leerders voel die lewe draai nou net om die koronavirus. Silver lining for a stormy economy ESMÉ ERASMUS @erasmusesme

espite painting a dark picture of the “worst year ahead in the history of the South African economy”, economist Dawie Roodt offered a silver lining in a live webinar last Thursday. The webinar about the South African and global economy post lockdown, was presented by Fisantekraal Centre for Development (FCD) in Durbanville to raise funds. Roodt said the virus pandemic in itself is not impacting on the South African economy or world economy. “It is mostly the reaction to the virus that led to the impact on the world economy,” he said. “The SA economy was already in deep trouble and in a crisis before the virus. We now have a crisis on top of a crisis. “Before the virus we expected economic growth of less than 1%. This is going to be the worst year in the history of the SA economy. Our economy has never seen this kind of crisis. The economy is likely to contract

by approximately 10% this year.” Roodt said he expects a fall of 15% in the income of the average South African. “I expect unemployment to go up with more than 2 million. We already have unemployment of 10 million. “This will lead to more poverty and social and political tension. At least 100 000 businesses will close their doors,” he said. “The economy will take at least 10 years to recover to where it was last year, but the main reason for this has to do with the mismanagement of the economy by our government,” he said. “There is a huge increase in state spending with a decrease in revenue. Since 2007 we saw an increase in state spending, especially a huge increase in the wage bill, thus salaries of civil servants and massive transfers to Eskom and SAA and other state owned enterprises. “There is a huge difference in the budget revenue and expenditure. The state will suffer losses with Covid-19 in revenue in personal income tax, VAT – during lockdown people could not or did not want to buy so

much, as well as company taxes. “Only about 100 companies are paying most company taxes, but many of them are also in trouble now. “Then, with regard to the so-called ‘sin’ taxes – the tax on cigarettes and alcohol, the government is losing billions in tax income due to the current ban on cigarette and alcohol sales,” he said. It is expected that more than R300 billion less in tax revenue will be received, Roodt said. “State debt levels are very high. The level of private and public debt is the highest since World War II. “Currently nearly 22 cents of every Rand goes to interest on state debt. This will keep on going up in years to come and will consume a bigger and bigger cut of the revenue,” he said. But, despite the immense negative impact of Covid-19, the real value is not in what you own, Roodt said. “What is of value, is what you own in terms of skills and capacity. This will create wealth. you will be amazed how successful you can be and what your are capable of achieving,” he said. Roodt said one thing he is against is focussing only on creating jobs as such. “It is the wrongest thing one can do. What we can do, is to grow the economy and the jobs will follow. One can only get more jobs through economic growth”. Roodt said his advice is that people must make use of opportunities to make money, but must understand the risks regarding for instance cash flow and must make sure they can trust their business partners. “Make sure you are successful, then you can make a profit and make a difference. Be successful without breaking the law, pay as little tax legally possible and look for opportunities to grow. We need more opportunities in secondary sectors such as manufacturing.” On a question if he would encourage people to leave the country, Roodt said it is not a matter of stay or go. “What is important, is to make sure you have skills to participate in the global economy,” he said. Jane Gelderman, CEO of FCD, in a short presentation about FCD said that 72% of their students are placed in jobs after they have completed training. Training is offered at a highly subsidised cost.

ver wondered what it looks like on the forefront of the Covid-19 battle in Cape Town’s hospitals? Now, thanks to technology and accommodating hospital staff, you can get a glimpse into what happens in the Covid-19 intensive care unit at Bellville Melomed Hospital. A video made by Melomed’s in-house video production company, MeloTV, was released recently and trails specialist physician Dr Pieter Roelofse as he goes about his daily Covid duties. In it, he praises the nursing personnel and calls them the real heroes of the battle. The video starts in his rooms and shows him getting dressed in all the layers of protective clothing needed to go into the Covid ward. It takes him around five hours to do his rounds while wearing a specific protective suit, which he says is very hot. “Once you’ve got the suit on, you can’t eat, you can’t go to the bathroom . . . You go through a checklist the whole time to make sure you’ve got everything on.”

Nursing staff wear the suits for 12 hours. He says there are many sick patients in the ward and the number has increased substantially over the past month. “I admitted a family of three last night. I haven’t seen that before. They all stay together. All Covid positive. They’re quite ill. I’m concerned about them.” Roelofse says lockdown gave them time to prepare properly for the influx of patients. The majority need oxygen as they’re breathless when they arrive. The video shows him and staff intubating a person, which he says only happens to around 5% of patients. As the patients cannot see their family, doctors and nurses help them use WhatsApp video to connect with their loved ones. In a touching moment, Roelofse talks to a family member over WhatsApp and tells them they’re doing their best to look after the patient. Once he puts down the phone, he is visibly affected by the interaction. He talks about the emotional toll the virus is taking on staff members. “One of the most difficult things here is to decide when is enough,” he says. “When you’ve tried everything and not to lose hope. “You can’t even cry in this suit. Beloved teacher passes away CARINA ROUX

In the lead up to the Mandela Day on Saturday 18 July, The Health Foundation of South Africa has partnered with the Western Cape department of health to collect care packs for vulnerable residents. The foundation had partnered with the department previously for mask collections and is now calling on residents to donate warm items to be distributed to vulnerable residents across the province. As winter approaches, many patients will spend a number of days (or weeks) hospitalised due to Covid-19 infection and away from loved ones and support structures. Many arrive in facilities without the basic necessities often taken for granted. Patients admitted to the Hospital of Hope intermediate care facilities, CTICC and Brackengate, are especially in need of a warm touch. These temporary facilities are clinical in nature and patients could do with a warm embrace through a care package. Some of the highly sought-after items for a care package are: fleece blankets, socks, toiletries, warm clothing and cloth masks for patients to take home after their stay. Anything else is welcome to make the space more homely, and not increase infection risk or burden on already over-burdened staff. Also, include a home-made card or note, poem or drawing to inspire our fellow South Africans during their recovery. stalwart of Kuils River Rugby club and the beloved deputy principal of Portlands High School, Isaac ‘‘Sakkie” Geswind (59), passed away on Friday 10 July. His wife of 27 years, Cassandra, says he was admitted to Netcare Kuils River Hospital on 27 June as he was short of breath, off balance and had no energy. Geswind had pneumonia and was moved to the intensive care unit last Wednesday where he was ventilated. Cassandra says no proof could be found that his illness was Covid-19 related as he was tested four times for the virus, but all the tests were negative. She says the family, and especially herself, were continually in close contact with him. The Geswinds have been living in Kuils River for 25 years and have two daughters, Annique (25) and Alisha (23). Annique, who Cassandra says accompanied her dad from a young age to watch rugby, have represented the WP and Springbok women’s teams. Annique described her dad as ‘‘the most modest man’’ she’s ever seen. Cassandra says Geswind was only 20 when he became a teacher. He was at Westridge High School for 10 years and at Portlands High School for nearly 30 years – both in Mitchells Plain. Messages – many from former learners and colleagues – streamed in after the school shared the sad news on Facebook. Some of the attributes include: “A father to learners, a gentleman, a humble soul, the best accounting teacher, and a kindhearted spirit.” A collegue and friend, Gordon van Schalkwyk, says Geswind was a gentle soul. “Always calm. He was a well orga-

Sakkie has left deep footprints in the hearts of thousands of learners. I have great respect for him.” David Herbert says he lost a brother and friend. “A man of few words whose love for the community he served had no boundaries.” Geswind was about to go on pension as he would have turned 60 in November. He was the acting principal for four years at Portlands, but declined the position when it was offered to him, says Cassandra. She says his passion was to teach. He did not want to be in an office, but rather be actively involved at ground level where he could make a difference in learners’ lives. Donovan Isaacs, spokesperson of EltoTowers Kuils River Rugby Football Club, says Sakkie (as he was known at the club) was a loyal member for more than 15 years.

He joined the club’s executive team in 2005. “He was a very soft spoken gentleman, but what he did and said carried immense weight. Sakkie was instrumental in strategy and policy design at the club and played a huge role in managing the finance portfolio. His inputs over the years were greatly valued and appreciated.” Isaacs says Geswind was also an active playing member and he was part of the over 35 team (‘‘Old crocks’’) that toured all over the country. “He had a funny giggle which will surely be missed.’’ Isaacs says Geswind had an eye for talent identification. At the club’s presentation ceremonies the past eight years he awarded young players with trophies which he sponsored as part of his talent search. “He was a true gentleman, friend, club mate, teacher and ambassador for the club. His family will remain in our prayers, thoughts and hearts.”

In addition, a CCTV camera inspection has been requested to rule out possible structural defects in the pipe, which could be causing blockages to form more easily. “This will be done as soon as the CCTV camera technology is available. Technical teams are in contact with complainants and will provide further updates on work to investigate or remedy the sewer overflows as these become available,” Limberg said.

Geduld says she was very ill last year after she suffered a brain aneurysm. Her husband, Runay, a plumber by trade, had to stay home to look after her and financially things were tight. Now she says she wants to give something back. “I live in an area called Voëlvlei, better known as The Pan. It is seen as an affluent part, but believe me, there is a need here too.”.

ith the help of family, friends and the community, a resident of Voëlvlei in Kuils River recently got 46 food hampers together to distribute to others. “I was in a situation where I needed assistance too, then realised there are many more people in the same predicament,” says Estelle Geduld (50). She is not part of any organisation and says she is just doing her own thing. She started in April and tries to prepare cooked food or soup thrice weekly to give out. “I go to Happy Valley, Sarepta, Kalkfontein. IPID investigating police shooting RICHARD ROBERTS @richardjohn_rj

T

he Independent Police Investigative Directorate (IPID) confirmed it is investigating a case in which police officers shot at two men at Parow Centre, fatally wounding one. In a video clip that went viral and which was viewed by the newspaper’s reporter, people can be heard saying that the situation sounded like a “war zone”. At least three cash-in-transit vehicles are visible in the clip. Francois van der Merwe, operations manager of Parow Centre, however, told TygerBurger that the incident was not a cash-in-transit robbery. Instead, he said members of the national intervention unit (NIU) started shooting at a vehicle after the driver failed to stop. “The area was handed over to IPID,” Van der Merwe says. Ndileka Cola, IPID spokesperson, confirmed this saying that IPID is indeed investigating the death of a person as a result of police action. “It is alleged that the police’s NIU received information that the suspects are

going to rob a cash-in-transit vehicle at the Parow Centre. “When the police arrived at the shopping centre they saw the cash-in-transit vehicle and a suspicious white Toyota Corolla standing nearby. The police approached the vehicle, but the driver of the Toyota drove off, ignoring the police official’s call to stop, as alleged. Shots were fired and the driver of the vehicle was fatally wounded,” Cola says. She says an investigation into the incident continues. Capt Kevin Williams, Parow police spokesperson, also confirmed the incident. “I can confirm that shots were fired, and as a result one person was injured and another was fatally wounded. Our police cluster’s unit for serious and violent crimes is currently busy with the investigation,” Williams says. The shooting incident occurred on Friday 3 July. Earlier that day two suspects also robbed security guards of Fidelity Security at the Capitec Bank at the centre. Williams says the suspects are still on the run and that the investigation is still ongoing.

Northern suburbs see spike in crime RICHARD ROBERTS @richardjohn_rj A spike in crime has been recorded in the northern suburbs which include areas such as Bothasig, Edgemead, Monte Vista, Plattekloof Extension 1, 2 and 3, Plattekloof Glen, Panorama, Kleinbosch and Welgelegen. In Monte Vista alone, 13 crime related incidents have been reported in the past two weeks, says Pierre Gouws, owner of District Watch. Gouws’ security company conducts regular patrols in these areas. According to Gouws the crime spike basically started in April increasing right through May up until nowe. “Of all of the areas targeted in the northern suburbs that we know of, not one suburb stands out above the other,” he says. Crimes being committed include house break-ins, theft out of residential premises and out of motor vehicles. Other crimes include armed robbery at businesses, mostly 24-hour convenient stores like garages,

Student (26) in court for alleged assault RICHARD ROBERTS @richardjohn_rj A Stellenbosch University (SU) student appeared in the Bellville Magistrate’s Court last week on charges of sexual assault and common assault. Capt Frederick van Wyk, Western Cape police spokesperson, says a case against the 26-year-old was registered for investigation at the Parow police. This comes after the suspect allegedly assaulted a female student at the SU Tygerberg Campus’ Ubuntu House two weeks ago. The suspect was arrested on Thursday 9 July and appeared in court on Friday 10 July. In a letter sent to the newspaper by a friend of the victim, he indicated that the suspect is a final year medical student. Martin Viljoen, SU spokesperson, said the

university was made aware of a reported assault of a female student by a male student during an incident at Ubuntu House. The incident occurred in the early hours of the morning on Saturday 4 July. Bishop Lavis police spokesperson WO Joseph Swartbooi said a 35-year-old man was gunned down in Bosberg Road on Friday 3 July. “When police arrived at the scene, they noticed that the victim sustained multiple gunshot wounds to the upper body. The motive for the attack is possibly drug related.” Then in the early hours of Sunday 5 July, a 28-year-old man was stabbed to death in

@nielendk The majority of truck drivers aren’t protesting, they’re fearing for their lives, says the SA Long Distance Truckers (Salt) lobby group. Spokesperson Doreen van Rooyen says they have distanced themselves from protesters who violently attacked working drivers over the past few days. These truck drivers declared a national truck shutdown last Tuesday, in protest of foreign nationals getting jobs over them. On Wednesday evening at around 21:00, an SAB truck was set alight in Labelle Road in Stikland. According to Capt Jonathan Blankenberg a white bakkie allegedly pulled up in front

of the truck, forcing it to a halt. “Two unknown males approached the truck driver, pointed a firearm at him and took his cellphone. The truck was then set alight by the suspects and the driver managed to run away.” A case of robbery with a firearm as well as malicious damage to property is being investigated. This followed the setting alight of two trucks on the N1 earlier on Wednesday morning. Provincial traffic chief Kenny Africa said the incident happened around 01:45, on the N1 between Klapmuts and Klipheuwel, (in the) direction of Paarl. “The road was closed for traffic and motorists were urged to use alternative routes”, Africa said.

Two nabbed for rape in Goodwood Two men have been arrested in separate rape incidents in Goodwood. According to police spokesperson Capt Waynne Theunis, in the first incident its alleged that a 46-year-old man sexually assaulted an eight-year-old girl. Theunis noted that the man was a family friend. “During a time when the increase in gender based violence was highlighted, Goodwood police arrested two suspects for rape. Drugs, firearm confiscated in Elsies The Anti-Gang Unit arrested a 27-year-old man for possession of a firearm, ammunition and illegal possession of drugs in Elsies River. Provincial police spokesperson Capt FC van Wyk said, on Tuesday 7 July at about 11:30 the officers followed up on information regarding an illegal firearm and ammunition and drugs being stored at a residence in CL Adams Road, Avonwood.

Upon searching the suspect’s room, police found an unlicensed .22 pistol, 13 rounds of ammunition, an empty magazine, brown holster and 15 packets of tik and one silver scale. T

esting negative for Covid-19, whether a person has symptoms or not, doesn’t guarantee they are not infected by the virus. A false negative test result occurs when the virus is not detected in the swab test, due to being tested too early or too late. According to the National Health Laboratory Service (NHLS), the body responsible for Covid-19 testing in South Africa, there are several reasons for false negative Covid19 test results. Spokesperson Mzimasi Gcukumana explains the circumstances under which false negative tests occur. “The polymerise chain reaction (PCR) test detects viral RNA (the virus’ genetic information) in a respiratory sample. Usually the

virus is detectable for only a short time during the infection. “Virus levels are usually highest just before a person starts to feel ill and then starts to drop rapidly after this. If a person is tested too early, for example just after exposure or too late, once the virus levels have dropped, then the test can be negative even though they are infected,” he says. It is very important to collect the test sample at the right time, which is part of the screening process before samples are taken for testing. “Other reasons for a negative test could be if the sample was not properly taken or if there is a very long delay between sample collection and testing. Gcukumana says there is a lot of confusion around when testing should be done. “There is no point in testing a person just after they have been exposed because it

takes time for the virus to start multiplying in the respiratory tract. The incubation period is 3 to 14 days. If tested too soon, a person may be negative, only to become positive a few days later.” If tested too late, virus levels may not be detected either. “It is also imperative for samples to be collected from the patient properly and at the right time during the course of infection to ensure accurate diagnosis.” Gcukumana says it is not possible to determine the number of false negative tests. “The NHLS has a record of all positive and negative results on the laboratory information system. But it is not possible to tell which negative results are false negatives from the samples we receive. Health care workers who know patient history and exposure at the time of doing the test would be in a better position to determine this fact,”

he says. During a new study concluded at Johns Hopkins University last month, researchers found that PCR testing even eight days after infection shows 20 percent false negatives. The findings were published in the May 13 issue of Annals of Internal Medicine. The implication of false negative tests is that the virus is unknowingly spreading among the population. Gcukumana stresses that it is therefore important that everyone follows the protocols of social distancing, hand washing and sanitising at all times. Zahid Badroodien, Mayco member for community services and health, said if a person has symptoms of Covid-19 and the test comes back negative, the attending clinician should be on high alert that this could be a false negative. “They should advise the person to self isolate and treat as if they have Covid-19.”

USA donates 20 ventilators to Tygerberg and Groote Schuur Premier Alan Winde has accepted 20 ventilators as part of a generous donation by the United States of America (USA) consulate. USA consul general Virginia Blaser handed over the ventilators on Monday 15 June, as part of the larger donation of 50 ventilators which the USA has made available to South Africa. The ventilators were accepted by doctors from the Tygerberg and Groote Schuur hospitals. They will be used to treat seriously ill, and ICU patients. “The ventilators are smaller and more portable than many of the ventilators that we currently have in our healthcare system, allow for intubation and non-invasive ventilation and therefore will give doctors

ue to the current surge of the Covid-19 pandemic, and following suit six weeks after the provincial health department, Covid-19 testing in the private healthcare sector will now only be preserved for the most vulnerable patients. Pathcare Laboratories on Monday confirmed that the new testing protocol for all private laboratories have been valid since last Monday 6 July. “All private laboratories are following the same protocol as a result of the surge in demand for testing,” Roudene Fourie, marketing manager of Pathcare said in a statement to TygerBurger. The new protocol was explained in a letter to health care professionals and hospitals and can be perused on Pathcare’s website. “We unfortunately have to implement certain measures to ensure that we are able to use our available capacity for testing in

the most optimal way, to achieve the maximum positive impact for the clinical care of those patients most in need and at risk,” stated Dr John Douglass from Pathcare Laboratories. Only the following patients, in decreasing order of priority will be tested on referral by a health care professional: hospital in-patients admitted for Covid-19 related symptoms, or any other emergency surgical or medical cases; health care workers; patients older than 55 years with Covid-19 related symptoms; patients younger than 55 years with Covid-19 related symptoms and suffering from any of the following comorbidities: diabetes, hypertension or heart disease, cancer, immune-compromised patients, like HIV with poor compliance to ARV, active tuberculosis, chronic lung disease on treatment like asthma or chronic obstructive airway disease. Last on the list is preadmission of non-emergency surgical or medical cases. Asymptomatic out-patients, including

those exposed to positive cases, and those older than 55 years or those suffering from comorbidities, but without any symptoms, will not be able to get a test, Douglass added. A

t 20:30 on Sunday 12 July, South Africans let out a collective gasp. President Cyril Ramaphosa had shocked the nation during his national address. And it was not because of the spike in Covid-19 cases, the climbing death toll or the lack of adhering to restrictions – although it probably should have been. No, what left everyone stunned was the president’s reinstatement of the liquor ban – with immediate effect. While many had expected the ban to be reinstated or for the country to be moved to a higher lockdown alert level (which would mean a ban on liquor sales in any case) a week or two down the line, no one expected the ban to start right away. Drinkers weren’t given any time to stock up on their booze, leaving consumers shocked, confused and even angry. “We were told not to panic buy, not to stock up and look now. What a joke. This is ridiculous,” says William Jacobs. A liquor store owner who asked not to be named out of fear of victimisation says he only just started seeing the light at the end of the tunnel. “I am shocked. I am an independent seller and we do not have the reserves that the big liquor chains have. I did not have reserves planned for the sale to be cut again. We just started making money again and now it looks like we will have to close for good,” he says. “We just started buying in stock and lost so much because of the three months of lost trade. Expired stock is not being compensated and now we will have even bigger losses,” he adds. But the possible return to a ban had been hinted at following Ramaphosa’s previous address on Wednesday 17 June when he spoke at length about the effect of alcohol abuse on the gender-based violence “pandemic”. Health minister Dr Zweli Mkhize also confirmed that the department had submitted

concerns over alcohol sales to the National Coronavirus Command Council after the lifting of the ban had created an influx of trauma patients amid a rise in Covid-19 patients. In his address to the nation on Sunday 12 July, Ramaphosa said the new restrictions were necessary. After more than 100 days in lockdown, the projections of South Africa’s peak was rapidly becoming a reality. The president said 276 242 people had tested positive in the country, with more than 12 000 new cases being recorded every day. “Since the start of the outbreak in March, at least 4 079 people have died from Covid-

19,” he said. “What should concern us most is that a quarter of those who died passed away in the last week.” He said while the surge in infections was expected, “the force and the speed with which it has progressed has, quite understandably, caused great concern”. “The coronavirus storm is far fiercer and more destructive than any we have known before. It is stretching our resources and our resolve to their limits. The surge of infections that our experts and scientists predicted over three months ago has now arrived. It started in the Western Cape and is now under way in the Eastern Cape and Gauteng,” he said.

“Gauteng is fast approaching 100 000 confirmed cases. The Eastern Cape has passed 50 000 cases, and although the rate of transmission has slowed in the Western Cape, it will soon have 80 000 cases.” Ramaphosa added that, at the current projections, each province would reach the peak of infections at different times between the end of July and late September. “Yet, while infections rise exponentially, it is important to note that our case fatality rate of 1.5% is among the lowest in the world,” he said. Ramaphosa said many citizens were still not wearing masks or adhering to funeral number restrictions, organising and attending family gatherings and disregarding regulations. “It is concerning that many are downplaying the seriousness of the virus, despite all evidence to the contrary and what we have cautioned on numerous occasions,” he said. “This may be a disease that is caused by a virus, but it is spread by human conduct and behaviour ... As we confront the rapid rise in infections, as we ready ourselves for the difficult days, weeks and months that lie ahead, we need to remind ourselves of the absolute necessity of the measures we have taken.” He urged citizens to keep their social distance, to wear masks and to wash or sanitise hands frequently. For now, the country will remain on lockdown alert level three. Other announcements made on Sunday include: . Long-distance taxis will be required to carry only a 70% load. . Taxis doing local trips will be permitted to carry 100% load. The wearing of masks will also be strictly enforced. . A curfew of 21:00 to 04:00 has also been implemented. Only travel to and from work or seeking medical assistance will be allowed during this time. . Auctions will be permitted subject to protocols and parks will be open for exercise but not for any form of gathering. . Because of the risk, family visits and other social activities will not be allowed.

With the pandemic affecting more people daily, Dr Susan Louw, a pathologist at the National Health Laboratory Service and a spokesperson for Dettol, says good hygiene is now more important than ever. “There’s a very clear link between poor hygiene and communicable diseases – disease processes such as typhoid, gastro-enteritis and the common flu, let alone Covid-19. So if we can improve hygiene and hygiene routines in a community, we will definitely be able to impact on all communicable diseases,” she says. Wearing the mask incorrectly, she says, can defeat the purpose of wearing it at all – putting you at the same risk as you would have if you weren’t wearing one. Here are five tips to ensure you get maximum protection: . The fit is everything. The mask should

fit over the bridge of your nose and extend over your mouth and chin. Don’t leave your nose sticking out, as you will still be able to inhale (and exhale) infectious droplets. . Avoid contamination. Wash your hands before putting your mask on and again before taking it off. Use soap and wash your hands for at least 20 seconds. . Don’t touch your mask. When removing it, use the loops to take it off, rather than touching the fabric or the front of the mask. . Don’t take off your mask in public. Many people rest the mask on their chins while chatting – this will put you at risk. . Wash your mask frequently with hot water and detergent and allow it to dry completely. Don’t wear it when wet. Also, don’t wear the same mask for long periods or on repeat occasions without washing it thoroughly in between, and always store it in a clean, dry place. . Finally, remember that while wearing a mask correctly can help to prevent the spread of the coronavirus, it’s not a failsafe. It is still possible to become infected. To stay safe, avoid going out unnecessarily and try to keep a distance of at least 2m between yourself and others. And remember to get in the habit of washing your hands with soap regularly as well, as this is an important way to prevent the spread of disease.

T

he United Coalition for Sport and Community Based Organisations (UCSCBO) hosted the first part of its series of webinars on their efforts in response to the Covid-19 on Thursday 2 July. Convened and facilitated by South African Footbal Association (Safa) Cape Town president Bennett Bailey, the UCSCBO outlined its purpose as well as explained what the revised regulations set out by sports minister Nathi Mthethwa mean, while speakers also laid out proposed plans for the resumption of respective sporting codes which are either allowed to resume training (selected contact sports) or to resume training and matches (listed noncontact sports). “The broad objectives of the coalition is that we are a reference group. We assist the federations. We do not interfere in the core business of federations. “We play an instrumental role in facilitating dialogue between sporting federations, community-based organisations and sports organisations with the authorities to break deadlocks. “Our intention is also to work closely with our sports federations to assist where they find challenges with the daily problems they are experiencing within our sporting communities,” says UCSCBO coordinator Majedie Abrahams, adding they are dealing with several matters which include the Athlone Stadium and the Turfhall softball stadium debacle, but that the more pressing issue being dealt with is the Covid-19 pandemic. MP and former head of the justice department in the Western Cape Adv. Hishaam Mohamed provided clarity on the gazetted

regulations for sport under lockdown level 3. “If the matter is not listed into the regulation, then you can’t read any additional words into regulation or imply an interpretation, because that would be ultra vires and would be unlawful,” he said. Mohamed explained that the scope of the regulations still applies to all sporting bodies, federations, clubs and leagues - even those who are not formally affiliated. “Remember, we are dealing with regulations and not administrative rules of a club or an association, so it is the law. If you are not given the permission, like Sunday leagues, and you have not applied, you cannot get together and play because that would be regarded as a gathering and that would be illegal,” he says. While many noncontact sports have already resumed training and matches, the return to non-contact training for contact sports still requires sporting governing bodies to submit their safety plans to comply with government health protocols. “When the minister issued the regulations on 11 June, he invited federations and associations to apply for permission by submitting a plan. “This plan had to incorporate a register of all the particulars of players and officials. It had to also indicate how venues will be cleaned up. The deadline was 26 June and if you have not applied, the deadline has passed now. “The application for permission by the minister was not automatic, they had to

comply. The minister issued a compliance certificate of approval to resume training only or training and matches. Only non-contact professional sports bodies listed (athletics, baseball, cycling, golf, sailing, tennis, volleyball, cricket, softball, bowls, chess and squash) may resume matches, but only professional athletes in contact sports listed (basketball, football, hockey, rugby, netball, handball, and fencing) may return to non-contact training,” Mohamed confirmed. While football was given the green light to resume training, it is still unclear when exactly matches can resume at an amateur level, citing several physical compliances which have to be met before allowing any activity to take place at venues. Meanwhile, head of medicine at Victoria Hospital and chair of Safa Cape Town’s medical committee Dr Nasief van der Schyff updated the UCSCBO on the physical effects and symptoms of Covid-19, its effects on athletes and the medical reaction to athletes who may contract the virus as well as the implications for training and matches. He also put forward recommendations for the resumption of training from a medical perspective to limit the spread of the virus, while still being able to conduct training. Added to that, he said a major factor which needs to be looked at and changed is the behaviour of people at training and matches. Traditions such as shaking hands, hugging, spitting or celebrations

when a team scores or wins a match will no longer be allowed and social distancing needs to be practised in team huddles, frequent washing of hands needs to be in place in training and matches, while non-playing staff and coaches to wear masks during matches. Ilhaam Groenewald, director at Maties sport presented a checklist of protocols which needs to be followed, which include health and safety, greater awareness, financial assessment, crisis response plans, risk management, communication strategy, crisis management, safeguarding values and culture, envisioning opportunities and focusing on the long-term strategies. “We need to rethink our revenue generation. We know that our economy is going to take at least three to four years to gain a bit of stability. “Usually, we know that sport does not get a lot of money. We need to take action now, we cannot wait until post-lockdown. We need to understand the involvement of the human side of things, technology and understand our purpose post-lockdown,” she said. She urged organisations to revise their strategies and upskill themselves into understanding future generations, which hold the key to their respective organisations’ futures. “Our operations need to be resilient and need to embrace the future of how we are going to work and it needs to be sustainable. We need to accelerate digital adoption. We talk a lot about Millennials, but I think it is time we start reading about Generation Z. If we don’t do this, we are not going to have more supporters, more eyeballs, more membership income and fundraising initiatives are going to dwindle. Very important is that we need others during this time of crisis.”

Peloton to honour legacy The Laureus Sport for Good Foundation will, on the 102nd anniversary of his birthday, honour its first patron and the man instrumental in defining its ethos and values, Nelson Mandela, with two virtual 67-minute Sport for Good peloton rides. NTT Pro Cycling, collectively Laureus ambassadors, traditionally use 18 July to celebrate the life and values of Nelson Mandela. In the absence of the Tour de France taking place during its traditional window, the team will be uniting with Laureus to virtually engage with cycling fans, unite through the power of cycling and raise funds for Laureus Sport for Good. On Saturday 18 July, two rides will be hosted on the Zwift platform, firstly at 09:00, and then again at 18:00. Sports fans are invited to join cyclists from NTT Pro Cycling and a host of sporting legends and celebrities in raising awareness and much needed funds to support vulnerable young people around the world.
