De Bron residents with their backyards bordering on Jip de Jager extention complain of severe noise pollution day and night – however, to no avail, it seems. For several residents in Meerendal en Roozeboom streets – with the backyards of their houses merely 10 to 30 metres away from the road between Tygervalley Road and Van Riebeeckshof Road – lockdown brought relief of the traffic noise caused by speeding traffic. However, as lockdown was eased, their nightmare continued. Residents are upset that no noise impact study was done before the road was built, and that the City of Cape Town had no plans in place for measures to reduce noise levels. The residents reached out to the City and local councillor Andrea Crous to have a noise barrier wall erected or the speeding eased with traffic calming – some even spending money on a report by a sound engineer to support their case. Until June last year they were still under the impression that their plight has caught the City’s attention. Now, however, even after talks of money available for a wall, it seems the City and Crous is giving them the cold shoulder. The house of Nico Jordaan, a resident in Meerendal Street, is one of the houses closest to the road – in his case a mere 10 metres away. He paid a sound engineer in April 2019 to compile a noise report. In the report it was found that the noise exceeds the maximum allowable noise limit of 57 dBA at day, and 47 dBA at night. According to Jordaan the noise levels increased considerably since then. Also, after an inspection late 2018, the Ci-
ty’s health department found the noise levels at his house a “nuisance”. The health department visited Jordaan’s house on request of councillor Crouse after a visit to his house, Jordaan said. “Our living area is at the back. Our morning breakfasts are forever gone in summer due to traffic noise. Traffic starts at 05:00 and what amazes me, is the amount of heavy trucks using the road from very early in the morning, as well as late at night. “The road has become a race track for some motor cycles, and even on a Sunday we don’t have peace. “I would like to see the suggestions implemented as per the sound engineer’s report. City told me that they cannot erect the sound barrier just for us, as this would cause them to do this on the whole Jip de Jager. I think they have a responsibility towards their taxpayers. “Should I have to do another sound check, I am sure the results will be much worse than two years ago,” he said. According to him Crous mentioned in June last year that there is money available in the budget for a wall to be erected. “She asked us to wait until August so that the matter can be discussed at a meeting. After that she never answered any of my calls or emails again,” he said. Louis Laubscher, who lives in Roozeboom Street, said in the past two years he and his wife have been in contact with Crous on several occasions. “Each time we were assured that a plan was in the works to resolve the noise pollution. This has never materialized and our recent communications have started to fall on deaf ears,” he said. V To page 2.

She also mentioned discussions with experts to bring suggestions to the table. “Lockdown had its drawbacks, but the lack of road noise was most welcome, reminiscent of the tranquility before the Jip de Jager extension,” Allison Banfield said to TygerBurger. According to her scrambler motorcycles are now also speeding along on the pavement from time to time. “What a nuisance they are! I am also worried that one of them might lose control and plough through our wall. Truck fumes are another problem. It is even waking us up at night and we are unable to breathe in our bedroom,” she said. Craig du Toit said they are also specifically bothered by speeding motorcycles. “When we sit outside on our patio, we often have to halt conversations until the motorbike has passed. “Sometimes when a car comes down the hill, it backfires. Often my children run inside, scared and thinking the world is ending. It sounds just like a gunshot. So, whenever I hear it, I have to get them inside just in case,” he said. In summer they are woken at 05:00 every morning by traffic. Amelia Linström, who lives in Roozeboom Street, said to TygerBurger a sound barrier is a must. “The ‘silence’ during lockdown was amazing. My family and I could actually hear each other speak in the back yard. Since level 3 the traffic has increased again and conference calls for work is constantly interrupted by the noise of trucks and bikes – even with all doors and windows closed, she said. “For the moment, while still on a level
of lockdown with a curfew, we’ve been spared the 03:00 motorbike ‘donuts’ in Jip de Jager, but we’re already right back at not being able to sit in the backyard and hear each other during the day. This is sad and unnecessary – due diligence was not done on the part of the City,” she said. “This has definitely negatively impacted our property values and the municipality needs to plant trees or erect a sound barrier to remedy,” Mark Homer said. “The impact study clearly shows that the noise levels are exceeding normal levels. Maybe legal action against the municipality needs to be initiated in order to get them to do something,” he said. Chris Steenkamp, a resident in Roozeboom Street, said the fact that no noise impact study was done, is unacceptable. “The developers are only interested in maximizing their profits. Not only does the noise impact on the environment, it has completely destroyed the wild life as well. We hope that the developers and the City of Cape Town will build a noise barrier or at least put speed bumps to slow down the speeding traffic and motor cycles,” he said. On equiry by TygerBurger, Felicity Purchase, Mayco member for transport, said no noise pollution impact study was done. “A normal class 2 or 3 road was planned at Jip de Jager Drive north of Van Riebeeckshof Road before the 1970s already. The road reserve for a dualled Jip de Jager Drive through Welgemoed was already registered in 1955 and is an indication of when this road planning was done. This section also reflects in the Conceptual Design report of the 1970s of the then Cape Metropolitan Council. “The residential development took place around this undeveloped road reserve with most residents, if not all, abutting this undeveloped road reserve, knowing
this is earmarked for a future road. “In 2016, before the road was built, we received regular requests from potential buyers, residents and estate agents in this regard. The construction of this road section in 2016 was done as a development approval condition for the adjacent commercial development. The commercial development and all the associated bulk infrastructure, including this road, were subjected to a comprehensive Environmental Impact Assessment (EIA) where the specialists in their field would have assessed relevant impacts. “This EIA did not make any recommendations in respect of noise control. “Jip de Jager Drive is a normal road constructed with standard materials according to national standards, and is not regarded as abnormal in respect of topography, road uses and vehicular volumes. “Thus, the vehicular noise would be regarded as normal vehicular noise experienced along similar roads nationally and internationally,” she said. “We informed Jordaan at a very early stage that the City had no intentions of erecting a noise barrier. We are committed to supporting him should he wish to do so. We appointed an independent engineer, not the same as was appointed by Jordaan, to advise on the impact of raising the erf boundary wall and reducing the speed limit on the road. The recommendations were handed to Jordaan. “In March this year we provided Mr Jordaan with details regarding the allowable heights for a raised wall for which he obtained quotations. Traffic calming such as speed bumps on a Class 2 or 3 road is not allowed,” she said. Andrea Crous did not respond to emails or WhatsApp messages by TygerBurger for comment on claims that she made certain promises regarding erecting a wall.

‘Oil spill’ may threaten Majik Forest ESMÉ ERASMUS
W
hat appears to be an oil spill may threaten Majik Forest; yet almost two weeks later the City of Cape Town is still waiting for test results before they can take action. According to Robert Bresler, who visits the Majik Forest with his family and friends almost daily to walk or find painted rocks, they noticed the “pollution” in the river at the top – on the west side near Van Riebeeckshof Mall – on Wednesday 9 September. “It seems to be a spill of a substance which appears to be a large amount of oil pollutant. “The source appears to be an outlet drain just below Van Riebeeckshof Mall – flowing into the side of the river through the grass,” he said. “The pollutant looks like orange or yellow sludge and balls of an oil-like substance,” he said. A neighbour has reported it to the City, but up until last Friday they have not had any feedback from the City, he said. “My wife, Tarynn, was there yesterday

Minor offence, major arrest Auxiliary law enforcement officers from the City of Cape Town, who pulled a vehicle over after the driver had ignored a stop sign in Annandale Road on Thursday 17 September discovered more irregularities which led to two men being arrested. Law enforcement spokesperson, Wayne Dyason, said the officers were on patrol in Kuils River around noon when they spotted a white sedan skipping a stop sign. The officers pulled the vehicle over with the intention of issuing a fine for the transgression. The driver could not produce a driver’s license on request and was issued a notice. Upon taking a closer look at the vehicle the officers noticed it had two different number plates and the licence disc was missing. When they ran a test on the vehicle identification (VIN) number it was linked to a highjacking case registered at Lentegeur police. The driver realised he was in trouble and tried to flee, but was quickly caught. A 357 Taurus revolver with six rounds of ammunition was also found inside the car. Two men, aged 31 and 27, were arrested for the possession of a highjacked vehicle and for possession of an unlicenced firearm and ammunition.

The grocery stores, restaurants and shops at Van Riebeeckshof Mall have oil traps to prevent pollution and spills of this nature,” Badroodien said. “There is also a possibility that this is natural iron-oxidizing bacteria, which forms similar orange plumes and layers in springs – occurring during spring around soils rich in iron content. “The bacteria also creates a sheen on the water that looks like floating petrol, and mixes easily with water when stirred. “An investigation by an effluent water inspector from the water and sanitation department is underway and more clarity on the substance and likely causes can only be determined once the investigation is finalised,” he said. The City did not reply to further enquiries about the outcome of the tests by the time of going to press.

Rare syndrome in kids related to Covid-19 DESIRÉE RORKE @dezzierorke
A
s of last week, multisystem inflammatory syndrome or MIS-C, a condition in children that is linked to Covid-19, is now a notifiable medical condition in South Africa. This syndrome, according to Dr Gerhard de Bruin, a pediatrician at Cape Gate Mediclinic, has internationally been described as relating to the novel coronavirus infection. “This illness is closely related to Kawasaki disease, which is a similar inflammatory condition occurring in the childhood population. Kawasaki disease has been effectively treated for many decades once the diagnosis has been established,” says De
Bruin. To make the diagnosis of coronavirus inflammatory syndrome or MIS-C requires a child to present with a fever lasting in excess of 24 hours, laboratory evidence of inflammation of more than one system, testing positive for the Covid-19 virus or antibodies proving a previous infection. Other symptoms to look out for include abdominal pain, vomiting, diarrhoea, neck pain, bloodshot eyes and feeling extra tired. De Bruin says severe illness will require hospitalisation. “This condition is actually quite rare, but the importance of identifying and correctly treating it is underscored by the inclusion in the notifiable register.” He advises that medical care be sought if your child presents with fever lasting longer than 24 hours and a suspicion exists of coro-
navirus infection. He says guidelines have been established to treat this inflammatory syndrome and the majority of children will show full recovery. “MIS-C is a condition where different body parts can become inflamed, including the heart, lungs, kidneys, brain, skin, eyes, or gastrointestinal organs. We do not yet know what causes MIS-C. However, we know that many children with MIS-C had the virus that causes Covid-19, or had been around someone with Covid-19. MIS-C can be serious, even deadly, but most children who were diagnosed with this condition have gotten better with medical care,” said Sinenhlanhla Jimoh, a spokesperson at the NICD, in a statement to the media on Tuesday (15 September). Notifiable medical conditions are
diseases that are of public health importance because they pose significant public health risks. “Although MIS-C is a rare syndrome, there are reports of MIS-C associated with Covid-19 globally, and more recently in South Africa. With the ongoing pandemic, we expect to see more MIS-C cases over the next few months throughout the country.” The healthcare worker responsible for the patient should notify authorities immediately of a probable or confirmed case through the Notifiable Medical Conditions Surveillance System (NMCSS).” A group of pediatricians and other experts have been established to collate and analyse data on MIS-C cases reported through the NMCSS.

Music project to be launched ESMÉ ERASMUS
A
music project, The Rainbow Exchange will be launched in the northern suburbs with an inaugural concert on Sunday 27 September from 16:00 in the auditorium of Curro Independent School in Durbanville. The Rainbow Exchange was founded in February by passionate and world-class musicians Liesl Stoltz from Welgemoed, Valentina Koleva-Vorster of Bulgarian descent, now from Vredenberg in Bellville, and Salome van Wyk from Durbanville. “Our objectives stem from an appreciation of the power that music has to grow us and enlarge our vision, to draw people together and to inspire action,” Koleva-Vorster says. The Rainbow Exchange projects are designed to reach previously marginalised communities, the youth and the elderly and others who traditionally don’t have easy access to concerts, she says. At the inaugural concert Koleva-Vorster (violin), Liesl Stoltz (flute) and the Portugese born José Dias (piano), now from Paarl, will perform. tured as up and coming young musicians at the concert. Works by Ibert, Fragoso, Vladigerov, Klatzow, Stephenson and Bonis will be performed. Koleva-Vorster is a former full-time orchestra player in two Bulgarian national orchestras, as well as former co-principal first violinist in the KwaZulu-Natal Philharmonic orchestra and a former full-time violin teacher and symphony and string orchestra coach at the Hugo Lambrechts Music Centre. She is currently a freelance musician, pursuing her orchestral, chamber music and solo career. She is also a very passionate violin teacher who has a private teaching studio and runs the newly formed student string orchestra Da Cape’O Strings at El Shaddai Christian School in Durbanville. At present Stoltz performs extensively as soloist and chamber musician and teaches flute at the University of Cape Town, University of Stellenbosch and Paarl Girls High School. Dias is a regular presence in all major concert halls and arts festivals in South Africa. He is in high demand as soloist, chamber musician and vocal accompanist and coach. “We are currently working on our first collaborative project together with the Marine Ecology and Fisheries Institute of The University of Cape Town,” Koleva-Vorster says. “This project is aimed at the fishing communities of the Southern Cape – specifically Melkhoutfontein, Vermaaklikheid, Stilbaai and surrounding areas. Music, community theatre and compositions specifically written for this project will be used to convey messages of climate change, sustainability and other social issues. Much research has been done on the power of music and theatre to act as a medium for ‘dialogue’,” she says.

Young man stabbed ESMÉ ERASMUS

Danté Kuter en sy pa, Terence, het sommer blitsig self ’n dief help aankeer.
Dief met toep aangekeer ESMÉ ERASMUS ’nVermeende dief het hom blitsig teen die gereg vasgeloop danksy ’n Tracker-toep wat pa en seun direk na hom gelei het. Danté Kuter (19), ’n oud-Durbie, het verlede Vrydagoggend omstreeks 05:30 wakker geskrik van ’n geluid van die blinding in sy kamer by hul huis in Kapokbergsingel in The Crest, Durbanville. Hy het opgespring en gesien sy kamervenster is oop en reg in die inbreker se gesig vasgekyk. Hy het onmiddellik gehardloop en sy pa, Terence, gaan roep. Kuter sr. het die sekerheidsfirma laat weet. Hulle het besef Danté se selfoon, wat langs hom op sy bed gelê het en ’n paar ander goed in sy kamer, was weg – onder meer ’n Nike-rugsak, selfoonlaaier, JBLluidspreker, flitsligte, skoene, jagmes, identiteitsdokument, sigarette en ’n aansteker.
Hulle het gesien die dief het sy skoene en sandale met sy ou sak net daar gelos. Kuter sr. het onmiddellik die iPhone se Tracker aangeskakel en hulle het gesien die dief is al ’n halwe kilometer weg van hul huis. “Ek en my pa het besluit om die Tracker te volg en het ook intussen Halt-sekuriteit laat weet waar ons is. Ons het ’n man kaalvoet sien loop in Wellingtonweg met presies die Nike-rugsak wat vermis is en dadelik aangeneem dit is die inbreker. “Ons het toe gewag tot Halt kom en toe die iPhone Tracker se ‘playsound’ aangesit en die foon in die rugsak hoor lui,” het Danté gesê. Halt-sekuriteit het die verdagte aangekeer en hom tydelik geboei. Die polisie is gekontak en die verdagte is deur die polisie deursoek. Al die gesteelde artikels is uitgeken en die verdagte is in hegtenis geneem.
young man (18) was stabbed three times in his leg and robbed of his cellphone and headphones on Sunday afternoon (6 September) while strolling along a foot path in the green area behind De Bron in Kenridge. Residents in De Bron have been trying ever since the extension of Jip de Jager Drive to get the fence at the top extended along the road to also protect the De Bron area. Benjamin Tredoux, who finished matric last year, is taking a gap year due to the Covid-19 pandemic. He was walking on a foot path at about 16:15 in the green area next to Jip de Jager Drive – at the bottom of Diemersdal Road behind the row of houses in Phesantekraal Street. He was listening to music on his cellphone with headphones when two men jumped out from behind a bush and accosted him with a knife. They demanded his headphones and cellphone.
“He is tall and strong and initially tried to resist, but he fell on the slippery ground and couldn’t get away,” his mother, Tiffany Tredoux, said. He was stabbed three times in the leg in the scuffle. “Thankfully he was wearing jeans and I think that prevented the wounds from going too deep. But he did need stitches for the three cuts,” she said. “People often walk there alone or with their dogs and I think people in our area were shocked when they heard about the incident. Our domestic workers also tell us that they won’t cross the bridge on their own because they sometimes get mugged there,” she said. According to her residents in De Bron have been trying ever since the extention of Jip de Jager Drive to get the fence extended along the road to also protect the De Bron area. “Residents in our area feel quite unsafe being so exposed along the river as it is a very bushy area and there are often issues with vagrants there,” she said.
Dief met rugsak vol goed betrap ’n Ou kalant het hom verlede week teen die lang arm van die gereg vasgeloop. Die vermeende inbreker is op heterdaad betrap met ’n rugsak vol gesteelde artikels nog voor die regmatige eienaar ontdek het daar is by sy huis in Kenridge ingebreek. Volgens kapt. Marchell Rhode, woordvoerder van die Durbanville-polisie, het polisiebeamptes, wat besig was met patrolliediens, die verdagte verlede Maandag omstreeks 11:30 in Renbaanweg opgemerk. Die man het in die rigting van die sakekern gestap. Hulle het die man herken as ’n ou kalant en gesien hy het ’n swart rugsak op sy rug, wat swaar gelaai lyk.
Die polisiebeamptes het die rugsak deursoek en ’n skootrekenaar, ’n eksterne hardeskyf en twee bottels wyn daarin ontdek. Toe die verdagte nie kon rekenskap gee van hoe hy die artikels bekom het nie, het hulle hom in hegtenis geneem vir die besit van vermoedelik gesteelde eiendom. Later die dag het ’n inwoner die polisiekantoor gekontak om ’n inbraak by sy huis in De Villierslaan in Kenridge aan te meld. Die artikels wat by die verdagte gekry is, het ooreengestem met dié wat in die inbraak uit die klaer se huis verdwyn het. Die verdagte het in die Bellville-landdroshof verskyn in verband met die voorval.

Opname om sake te red DESIRÉE RORKE @dezzierorke

Program om sake-ondernemings in Kaapstad te red, is verlede week deur die Stad Kaapstad van stapel gestuur en opnames by ondernemings in nywerheidsgebiede in Brackenfell, Bellville en Parow word tans gedoen. “In ’n poging om ondernemings te help om van die impak van inperking te herstel, werk ek onverpoos saam met my amptenare by die Stad se departement ondernemings en investering om te verseker dat plaaslike ondernemings nie sluit nie, maar eerder groei,” sê James Vos, burgemeesterskomiteelid vir ekonomiese geleenthede in die Stad Kaapstad. Die departement volg ’n tweeledige benadering om sake-behoud en -uitbreiding in Kaapstad te help verseker. Die eerste benadering behels opnames by ondernemings in elk van Kaapstad se 26 nywerheidsgebiede. “Dié program is ’n gemeenskapsgeborgde inisiatief en behels ’n plaaslike taakspan van gemeenskapsvrywilligers wat onderhoude by ondernemings gaan voer om onder meer vas te stel wat hul huidige behoeftes, kommer, voorstelle en persepsies is,” verduidelik hy. “Die idee is om na kwessies te kyk wat binne ons (Stad Kaapstad) beheer is, en wat die groei van ondernemings belemmer. “Die voordele hiervan is dat ons dringende sake in die kort termyn kan identifiseer wat sake in die wiele ry, en waaraan ons dan binne
ons mandaat kan aandag skenk.” Die opname sal dan in die langer termyn help om meer sistemiese kwessies te identifiseer wat aandag moet kry. Vos beoog om ná die opname aksieplanne in werking te stel om struikelblokke op te los en geleenthede te identifiseer. Die program sal aanvanklik, en weens personeeltekorte en begrotingsbeperkings, in drie gebiede bekend gestel word. “Ons moet aan die gang kom, al is dit net in drie gebiede; dit is beter as om niks te doen nie, en ons hoop om die program so gou as moontlik in nog baie ander gebiede in werking te stel,” sy hy. Die eerste opnames behoort teen die einde van September afgehandel te wees, waarna die ontleding aan die begin van Oktober gedoen sal word. “Ons verwag om teen die einde van Oktober al aksieplanne opgestel te hê.” “Die getal ondernemings wat ons sal kan help, sal bekend wees sodra ons die opname gedoen, dit ontleed en geïdentifiseer het waarmee die Stad binne sy magte kan help,” sê hy. Die tweede benadering behels die identifisering van en bystand aan sakeondernemings wat tans swaarkry. Die doelwit van die sakesteunprogram is om ondernemings te help om uitdagings soos afname in winste, verkope of kontantvloei aan te pak. “Hiermee wil ons help om moontlike likwidasie, sluiting of werksverliese te voorkom.”
Dié program, in samewerking met Produktiwiteit SA (PSA), gaan fokus op ondernemings wat swaarkry en sukkel om met hul munisipale diensterekeninge by te bly. “Die departement het reeds ’n lys aangevra van ondernemings wat al langer as drie maande agterstallig is, en sal hulle nooi om aansoek te doen. “Dit is egter nie eksklusief nie en ander ondernemings kan ook aansoek doen,” sê Vos. Indien die aansoek stawend is, sal die geval aan PSA oorhandig word vir die assessering van die onderneming wat betref finansies en sakebedrywighede. “’n Omvattende sake-ontleding en ’n werkplan sal daarna volg, en indien haalbaar, sal die werkplan met sake-ontwikkelingsagentskappe bespreek word om te sien hoe hulle die regruk van die onderneming kan ondersteun, of anders sal die Stad opsies vir toepaslike betaalreëlings oorweeg,” sê hy.
Sakekamer verheug Phillip van Zijl, bestuurslid van die Tygerberg-sakekamer, sê dis verblydend dat die Stad so ’n inisiatief van stapel stuur. “Die akkurate identifisering van ondernemings wat negatief deur die inperking geraak is, en wat die potensiaal het om te herstel en werksgeleenthede te behou, is noodsaaklik,” sê hy. “Werkskepping is natuurlik nou baie belangrik en dus behoort dit ’n belangrike deel van die strategie te wees om die ondernemings te identifiseer wat die potensiaal het om vinnig en doeltreffend nuwe
werksgeleenthede te skep.” Volgens Van Zijl was baie ondernemings reeds onder druk weens ’n swak ekonomie voor die Covid19-inperking. “Ons verstaan almal wat die impak van die inperking is, maar noudat ons dit die minste kan bekostig, sit ons weer met beurtkrag.” Van Zijl is van mening dat dié strategie ook die impak van onbetroubare elektrisiteitsvoorsiening, wetteloosheid en plundering, soos wat by die Tygerberg-renbaan gebeur het, sal moet takel. “Die betaling of nie-betaling van munisipale rekeninge is een van die gevolge van sukkelende ondernemings. “Water is ’n komponent hiervan, waaroor die eienaars van ondernemings vrae vra,” sê hy. “Die watertariewe het drasties tydens die droogte gestyg. Waarom sak dit nie nou ná ’n goeie reënseisoen nie?” Hy voeg by dat plaaslike ondernemings wat afhanklik is van internasionale toerisme seker dié sektor is wat die hardste getref is en die meeste hulp benodig om te oorleef tot daar weer ’n invloei van buitelandse toeriste is. “Ons het die potensiaal om in Suid-Afrika byna enigiets te vervaardig, maar ons voer ’n magdom goed in. Ons beroep is op verbruikers en ondernemings om plaaslike ondernemings te ondersteun, al betaal jy dalk bietjie meer.” V Ondernemings kan aansoekvorms bekom om aansoek te doen om deel te wees van hierdie program per e-pos na die Stad se sakehub (Business Hub) by business.support@capetown.gov.za.
Golf day held to aid centre With its annual golf day on Friday 13 November at Durbanville Golf Club, Andries Olivier Durbanville Quadriplegic Centre hopes to raise much-needed funds. The entry fee last year of R2 200 has been lowered to R2 000 to accommodate everyone who has been affected in various ways by the Covid-19 pandemic, says Rosabelle Riese, coordinator of the golf day. “We have all become anxious for the future, but we are exploring ways and means of overcoming our present situation,” she says. With their focus on their golf day now, Andries Olivier Durbanville Quadriplegic Centre is still pursuing this much-needed fundraiser. “We therefore humbly request that you consider supporting our golf day,” Riese says. The centre is managed by 12 residents, who have to raise the necessary funds to sustain it. The funds raised by the golf day will go towards the monthly shortfall. Charity locked down How you can help
Afrikaans ook deel van ons erfenis Daar staan dit toe verlede week lewensgroot in die koerant: Minnekoos (werkwoord). In hierdie dae waarin ons ’n fisieke afstand van mekaar moet handhaaf weens allerhande goggas in die lug, sal dit nogal lekker wees om iemand ’n slag te kan minnekoos. Of geminnekoos te word. Dit beteken om liefde te betoon deur aanraking soos streel, vashou of omhels. Dit het my laat dink aan die vele sogenaamde randwoorde in Afrikaans – woorde wat nie deel is van die kernwoordeskat van die taal nie. Vat nou maar woorde soos aapskeloeder, abbakaggel, beenbek of koekskoppie. ’n Mens hoor dit selde, maar dis deel van ons pragtige erfenis, ons Afrikaanse taal. Môre, Erfenisdag (24 September), kan ’n mens jou tereg afvra wat is mý erfenis. Ja, ek weet dis ook Braaidag, wat deel is van die grootste deel van Afrikaanssprekendes se erfenis. Ons pragtige Moedertaal klop dit egter verreweg. Tot vandag toe kon niemand nog vasstel presies hoeveel woorde daar in Afrikaans is nie. Niemand weet nie. Dis eintlik oneindig, want ons kan samestellings van samestellings maak, soos in “katkos”, “katkosfabriek”, “katkosfabriekswerkers” en “katkosfabriekswerkerlone”. Die moontlikhede is legio. Maar, die oulikheid van Afrikaans is dat ons kernwoordeskat, die woorde wat ons elke dag gebruik, uit tussen 5 000 en 10 000 woorde bestaan. Met 2 000 tot 4 000 woorde kan iemand wat Afrikaans as tweede taal aanleer al goed oor die weg kom. As dit jou Moedertaal is, ken en gebruik jy sowat 30 000 woorde. Maar terug na die voorbeelde hierbo genoem: Om te sê iemand is ’n aapskeloeder beteken hy is gemeen. Byvoorbeeld: Jy is ’n regte aapskeloeder om my honde met ’n kettie te skiet! ’n Abbakaggel is ’n skoorsteen wat buite teen die huis se muur gebou is. Beenbek is hoe ’n hoender in sommige streke genoem word en ’n koekskoppie is ’n cake lifter. Nog voorbeelde van randwoorde is “kriewelkop” vir ’n rustelose mens, “kykgraag” vir ’n nuuskierige mens, “muggiesifter” vir iemand wat op ’n kleingeestige manier hare kloof oor iets, “noktifobie”, vrees vir die nag, “pekelsonde”, ’n sonde waarvan ’n mens eers veel later die gevolge ondervind, of waarvoor iemand eers veel later gestraf word. Dit kan ook ’n slegte gewoonte wees. Afrikaans het uit sewentiende-eeuse Nederlands ontstaan, maar het ook talle leenwoorde uit ander tale opgeneem soos Frans, Engels en Maleis. Die Woordenboek der Nederlandsche Taal is blykbaar die grootste woordeboek in die wêreld met 400 000 trefwoorde. Dis oor ’n tydperk van 150 jaar opgeteken. Vandag reken die mense wat weet daar is baie naby aan 500 000 woorde in Afrikaans. Maar dan moet ’n mens natuurlik ook eers ’n definisie gee van wat ’n woord is. Tereg sing Amanda Strydom “Ek kan rock in my taal, ek maak amok in my taal en kan skok in my taal”. Dis wat die “nuwe” Afrikaners vandag doen – van Pofadder tot Perth. Ja, ek kan rock in my taal, die mooiste, mooiste taal, en dís my erfenis. – Werner van Tonder

Be part of the solution not the problem We have had wonderful rains recently. For some people living on the streets it was a real inconvenience because the rain wet their bedding. For those who had shelter, the rain was not such an inconvenience. For some it was a pleasure seeing the rain coming and watering the earth, then flowing into the stormwater system and into the sea. For some, the rain was harvested and used for lasting effect in irrigating, washing or other useful purposes. This is an example of something being part of a problem, not being such a problem, not being a particular solution, and being a distinct part of
the solution. We can also be part of the solution, or part of the problem. There are certain homeless people who come to my door. I remember one, in particular, to whom we gave some tins of food. He was clearly hungry, unlike some who have simply discarded what was given to them. This one went around the corner, sat down, and ate from the tins. Then I saw the following morning when taking a walk, that he had left the tins in the gutter. Suddenly I had become part of the problem because my tins were littering the neighbourhood. Why is it that beggars who constantly receive

Rare syndrome in kids related to Covid-19 DESIRÉE RORKE @dezzierorke As of last week, multisystem inflammatory syndrome or MIS-C, a condition in children that is linked to Covid-19, is now a notifiable medical condition in South Africa. This syndrome, according to Dr Gerhard de Bruin, a pediatrician at Cape Gate Mediclinic, has internationally been described as relating to the novel coronavirus infection. “This illness is closely related to Kawasaki disease, which is a similar inflammatory condition occurring in the childhood population. Kawasaki disease has been effectively treated for many dec-
ades once the diagnosis has been established,” says De Bruin. To make the diagnosis of coronavirus inflammatory syndrome or MIS-C requires a child to present with a fever lasting in excess of 24 hours, laboratory evidence of inflammation of more than one system, testing positive for the Covid-19 virus or antibodies proving a previous infection. Other symptoms to look out for include abdominal pain, vomiting, diarrhoea, neck pain, bloodshot eyes and feeling extra tired. De Bruin says severe illness will require hospitalisation. “This condition is actually quite rare, but the importance of identifying and correctly treating it is underscored
by the inclusion in the notifiable register.” He advises that medical care be sought if your child presents with fever lasting longer than 24 hours and a suspicion exists of coronavirus infection. He says guidelines have been established to treat this inflammatory syndrome and the majority of children will show full recovery. “MIS-C is a condition where different body parts can become inflamed, including the heart, lungs, kidneys, brain, skin, eyes, or gastrointestinal organs. We do not yet know what causes MIS-C. However, we know that many children with MIS-C had the virus that causes Covid-19, or had been

Universiteit help virus-entstof toets N
agenoeg 150 van ’n beoogde 200 vrywilligers het hulle reeds by die Tygerberg-proefterrein geregistreer vir ’n internasionale proefneming vir ’n entstof teen Covid-19. Die Universiteit Stellenbosch se fakulteit Geneeskunde en Gesondheidswetenskappe (FGGW) is deel van ’n groot internasionale navorsingsproefneming, wat een van die belowendste Covid-19-entstofkandidate toets wat tans beskikbaar is, volgens dr. Shaun Barnabas, hoof van die Tygerberg-proefterrein. Dié entstof is deur die Universiteit van Oxford in die Verenigde Koninkryk (VK) ontwikkel en word tans op sewe terreine in Suid-Afrika getoets, asook in die VK en Brasilië. Die studie word deur die Bill en Melinda Gates-stigting gefinansier en is in SuidAfrika onder die leiding van prof. Shabir Madhi van die Universiteit van die Witwatersrand. “Die fakulteit vaar goed met navorsing oor aansteeklike siektes en is daarom gemaklik met voorpunt-entstofstudies,” sê Barnabas, wat aan die FGGW se departement pediatrie en kindergesondheid verbonde is. “Ons sterkpunt is om entstofstudies veilig
en vinnig uit te voer. Die infrastruktuur, ons reputasie vir pionierswerk, veral oor MIV en tuberkulose, en die verhoudings wat ons gebou het, stel ons in staat om ook op ander terreine in Suid-Afrika mee te ding.” Hierdie geskiedenis het gelei tot die fakulteit se betrokkenheid by die ewekansige, plasebo-beheerde fase I/II-proef van ’n prominente Covid-19-entstofkandidaat. Die entstof is op ’n sjimpansee-adenovirus gebaseer. “Dít en die feit dat die virus homself nie kan repliseer nie, behoort die veiligheidsprofiel te verhoog.” Sowat 1 000 vrywilligers het reeds die toetsentstof in die VK ontvang en belowende aanvanklike resultate is in The Lancet gepubliseer. In Suid-Afrika sal sowat 2 000 vrywilligers landwyd aan die proefnemings deelneem. “Dis ’n mengsel van mense en werwing was eenvoudig. Ons soek mense wat die algemene bevolking verteenwoordig, gesond is en nie onderliggende siektes het nie,” sê Barnabas. “Ons werf mense uit die omliggende gemeenskap met die hulp van gemeenskapsadviesrade.
“Gesondheidswerkers het ook belangstelling getoon – hulle beskou dit as ’n 50:50-kans om een van die belowendste entstowwe wat tot dusver getoets is, te ontvang.” Deelnemers word vir teenliggaampies gesif en ’n nasale monster word ook geneem. Barnabas verduidelik dat ’n vorige Covid-19infeksie nie deelnemers uitsluit nie, omdat goeie data nog nie bestaan oor of ’n vorige infeksie werklik beskerming bied nie. “Ons weet nie of natuurlike siekte beskerming bied nie. Die inligting oor teenliggaampies is onduidelik. Ons weet nie watter vlak van beskerming nodig is nie of hoe spesifiek die teenliggaamtoetse moet wees nie. “Ons weet nie of daardie mense dieselfde risiko het as mense wat nog nooit die siekte gehad het, of ’n laer of hoër risiko nie. Hulle is dus geskik vir die studie.” Vrywilligers word ook vir onderliggende siektes getoets – veral hepatitis B, diabetes en MIV – en gevra om ander toestande soos hipertensie of asma te onthul. Die studie behels dat twee dosisse van die toetsentstof per maand uitmekaar toegedien word. Daar word gehoop dat registrasie teen middel Oktober afgehandel sal wees. Immunologie-toetsing sal ná die toediening van
die tweede dosis in die VK gedoen word. “Ons behoort in die eerste kwartaal van 2021 van die resultate te hê,” sê Barnabas. Weens die dringendheid om ’n entstof te vind, word die meeste studies teen ’n redelik vinnige tempo gedoen, maar dit beteken nie veiligheid kan in die gedrang gebring word nie. In die VK is die proewe onlangs onderbreek weens ’n ongunstige voorval by’n deelnemer. Dit is ondersoek en die studie is hervat. “Duisende mense registreer vir hierdie studies, derhalwe is die moontlikheid relatief hoog dat iemand iets heeltemal toevallig ontwikkel,” verduidelik Barnabas. “Enige ongunstige gebeurtenis lei tot ’n globale onderbreking. Daar is enorme klem op veiligheid en monitering vind op ’n baie hoë vlak plaas.” “Suid-Afrika is ’n navorsingsintensiewe land as dit by aansteeklike siektes en entstowwe kom,” sê Barnabas. “Ek dink ons betrokkenheid by hierdie proefnemings sal ons kanse verbeter om toegang tot ’n suksesvolle entstof te bekom wanneer dit beskikbaar word. “’n Entstof is die beste manier om die pandemie te bowe te kom en die hervatting van ’n normale lewe moontlik te maak,” sê hy.
Physiotherapy provided after Covid recovery After receiving hospital treatment for Covid-19, patients need physiotherapy to resume everyday activities. A physiotherapist at Brackengate Hospital of Hope, Helanie Pool, says her team ensures that the right therapy helps these patients to become physically functional again. “Therapy helps patients to be able to get dressed, eat and wash themselves by the time they go home,” she says. Some patients who’ve had the coronavirus need further care as they may have suffered from severe muscle weakness, joint stiffness and fatigue. “We have to address the individual needs and consequences of the illness that stem from recovery from long-term ventilation, supplemental oxygen requirements resulting in respiratory impairment and immobilisation, along with the consequences of pre-existing conditions and comorbidities,” says Pool. Physiotherapists have provided a range
of services to patients with each session being unique. It includes cardiovascular exercise training, breathing exercises, mobility activities and motion exercise. During September the team planned a fun walk and information sessions. Exercise helps to strengthen patients and benefits of regular exercise include immune regulation, reducing the risk of illness, reducing breathlessness, increasing muscle strength, improved balance, coordination, and concentration. She adds that they hope to provide patients with knowledge to manage their healthcare needs outside of the hospital. “The overall aim of physiotherapy is to improve physical function and their quality of life.” Brackengate is an inpatient intermediate care facility. Patients are referred from various hospitals within the Cape Metropole. These patients are then referred for physiotherapy by their physicians.

Airport ready for international travelers Getting ready to receive international travellers when our borders open on 1 October, new thermal screening camera devices at Cape Town International Airport (CTIA) are currently being tested as a contactless way of screening those entering the airport. “The relaxation of restrictions on international travel, and the certainty that borders will open on 1 October, is a welcome relief to the tourism and hospitality industry who have been hard-hit by restrictions,” said provincial finance minister David Maynier
during a visit to the airport on Friday 18 September. “This industry is dependent on international travellers who contribute significantly to these sectors in the Western Cape.” Since the recommencement of inter-provincial leisure travel in August 2020, domestic flights to and from Cape Town have seen a considerable increase with the three airlines currently serving the CTIA, Airlink, FlySafair and Mango, providing a combined frequency of 314 domestic flights a week,
which is an increase of 74% month-onmonth. CTIA general manager, Deon Cloete, said, “We see an average of 50 flights a day operate from the airport, with Friday being our busiest day. This is significantly stepped up since we first opened our doors in June under alert level 3 conditions where there were only six flights a day.” Maynier said the thermal cameras can potentially assist to track the temperature of high volumes of meeters and greeters walking through the airport terminals.
James Vos, mayco member for economic opportunities and asset management for the City of Cape Town, said the City’s tourism task team has devised and is now implementing the Tourism Bounce-Back-strategy to ensure Cape Town’s tourism and related sectors get back on its feet as soon as possible. “Our domestic campaigns will target locals and market Cape Town as a quality and affordable destination. I am confident that with the initiatives we have developed, we will recover from this crisis, and come back stronger than before.” Cloete added that CTIA has worked hard to ensure that the airport is able to safely facilitate passengers.
Partnership to develop fully qualified teachers Private higher education institution, Stadio Faculty of Education, that has a learner centre situated at Prestige Academy in Bellville, recently announced a partnership with non-governmental organisation Teach the Nation to develop qualified teachers. The partnership will see prospective student teachers with degrees or diplomas enrolling for a postgraduate certificate in education (PGCE) to fully qualify as classroom teachers. Teach the Nation’s mandate is to develop leaders to help transform inequality within the education system. Following an innovative two-year fellowship, Teach the Nation fellows become a talent pool from which underserviced schools can select to fill teacher vacancies.
Professor Patrick Bean, executive dean of Stadio Faculty of Education, says the collaboration with Teach the Nation points towards a larger priority for the tertiary education provider to align themselves with community-orientated partners. “We are committed to developing quality teachers from the community, for the community, which takes place in the community; and we are grateful that we’re able to provide the platform to do so. With the exceptional work done by Teach the Nation to not only provide quality educators to underprivileged schools, but to also train them to become leaders within the community, we believe we have found a partner who aligns with our vision,” says Bean. The PGCE qualification was introduced
by Stadio Faculty of Education at the beginning of 2020. It is aimed at students with an undergraduate degree or appropriate diploma wishing to develop the knowledge and skills to become fully qualified classroom teachers. The Teach the Nation fellows will be equally split between those who already have a teaching qualification and graduate professionals from diverse academic backgrounds, who want to become involved in social change through education. Recruited fellows will be able to enrol for the PGCE qualification at no cost to themselves, with classes starting in February 2021. Additional skills will be provided through the Teach the Nation leadership development programme. The learning model allows the student to
select the mode that best suits their situation. This can include live learning events at a campus or live streamed lectures at remote learning centres. Other modes of learning include live webinars on students’ laptops or smartphones, or recorded material loaded on YouTube. Bean says the flexible hybrid model offers people an opportunity to study towards a teaching qualification without having to undertake an expensive relocation to a city or metro. “At Teach the Nation, we come across a number of talented graduate professionals. M
ost people keep dogs, cats, hamsters and now and then a bunny as pets. In Monte Vista, however, one family has taken it upon themselves to care for a family of spotted eagle owls. The owls moved into the trees near the house belonging to Michéle Steyn’s mother. She told TygerBurger that the birds of prey had just moved in, and started breeding. “We noticed the adult owls about two and a half, three years ago. They were usually in the road or on the roof, but we did not realise that they were living in a tree overhanging my mother’s property. “It was only last year August or September when we noticed an owlet perched on the boundary wall. It just sat there for about five days. That is when we started to do some research and tried to find experts who could help us identify the owls, and who could give us infor-
mation on their behaviour, and if it was normal for an owlet to be exposed like that for days. We were quite concerned for its safety,” Michéle explains. The owls are indigenous to South Africa and quite common in the area. “Shortly thereafter, we found another owlet, and then discovered that they were living in the neighbouring tree. I found someone who could assist us with ensuring that the owls were safe and comfy. He is called ‘Mike the Owl Box Man’. “We asked him to install an owl box for the owls close to the tree, but they prefer the tree. They have not moved into the owl box. “We kept a close eye on the babies and parents, and watched them grow into adults, until they relocated. We are not sure if it was the parents or the younger two who moved, but according to Mike, this is normal behaviour. One pair will normally remain on a property, and the younger ones will move on.

The family were at that time already very aware that rat poison could become a problem, so they decided to that they would provide a few rats or mice per week to the animals. “We would buy the frozen rats from the pet-shop, and throw it on the roof near the owl box. The owls really appreciated the little snack.” August this year, they were pleasantly surprised when they saw another owlet perching on the boundary wall, in the exact same spot as his older sibling last year. “Upon investigating, we discovered that there was another owlet. Again, two new owls to bless us with their presence. “Unfortunately, the pet-shop had a shortage of frozen mice, so we were unable to provide the owls with their regular snack once in a while, and this was when tragedy struck.” Last week Michéle noticed that the female was perched on the bird bath in the garden. “This was quite unusual. They have ventured into the garden and sat in the plants, but not very often, and not for so long. I kept an eye on the owl, but at one point I realised that something was wrong and attempted to approach her. She had passed away.” Michéle again contacted the expert to assist. “He suggested that I wrap her up and freeze her, so that he can get her to the vets for an autopsy,” she explains. The family suspect rat poison to be the cause of death. “This poison acts dreadfully on the animal as it slowly dries them up from the inside, and they would then seek out any water source. My heart breaks every night as I lie in bed and I hear how the male is loo-

SEVENS: TRAINING TO INTENSIFY UNDER LEVEL 1
Blitzboks take stock AVRIL FILLIES Quality family time, catching up on assignments, experiencing the traffic during peak hour and not being able to have contact sessions were all part of the “new normal” for the South African Sevens team, the Blitzboks, in Stellenbosch the past six months. With the country moving to level 1 from Monday 21 September, the squad will slowly but surely be moving back into full competitive mode with all Covid-19 protocols in place. TygerBurger spoke to some of the players at the ceremony when the team received their HSBC Sevens silver medals for finishing second in the World Series after New Zealand, after six tournaments, with four tournaments being cancelled due to the pandemic. “We arrived home from the American leg of the series, were immediately quarantined for 14 days and we all thought it was only going to be for three weeks. To our dismay, the days were extended and the other four tournaments
were cancelled while we were at home,” says Branco du Preez. The team was on a high after winning the inaugural Los Angeles leg of the series, with Du Preez winning the title with less than two minutes to spare. “What I’ve learned the past six months are that you as a human being can adjust to any situation and prioritise what is important to you. In the past you saw very little of your family as you were focussed on the next tournament. In between breaks it was always a ‘hi and goodbye’ when you visit family as you were always on the road,” Du Preez says. Besides training on his own he also handed out food parcels and food to residents in the Kraaifontein area as one of the sporting ambassadors for the Be the Difference Foundation in Kraaifontein. Meanwhile, Ryan Oosthuizen hit the books and finished his assignments for his LLB degree. “What the lockdown taught me was that you must accept things that you cannot change and move on. The cancellation of the last four
tournaments of the (World) Series put a hold on our preparation to try to close the gap on New Zealand and our preparation for the Olympics in Tokyo that was supposed to be held in July. Now we have to refocus on our preparation for next year and not being able to compete competitively in competitions is also a blow. We have to accept this new situation as all the teams on the circuit are in the same situation. Borders of countries are closed and everyone has to put structures and/or programmes in place to tide over the situation,” Oosthuizen says. Chris Dry spent some of his time during the lockdown on a farm and was doing other chores in and around his home. “People passing on due to Covid-19 during the lockdown forced me to take stock of my life and how to keep myself and others safe. With us moving to level 1, I am sure the management will slowly but surely implement contact sessions as I cannot remember what a rugby ball looks like or if I know how to handle the oval ball,” Dry says.
