T

he next book you take home from the Bellville Library may have more than its average story to tell. The public institution has had a year best left to science fiction novels. First, they dealt with loadshedding, vagrants and water shortages. Then, the library had to close doors due to the worldwide Covid-19 pandemic. Just as staff started looking forward to opening their doors to the public again, they were dealt a devastating blow when a fire broke out and destroyed two offices and an overflow facility, ravaging valuable items and leaving a thick trail of soot in its wake (and on hundreds of books). But, to borrow a term from Greek mythology (and the Harry Potter books), the library and its staff are like the phoenix rising from the ashes. Chief librarian, Veniwe Robo, says it’s been an emotional few weeks. She was the only staff member in the building when the fire broke out on 13 July. Contractors were fixing cables that week and the library had to be sanitised after their daily visits. She was sitting in her office, waiting for the cleaning company, when she noticed smoke in her building. She ran out and saw heavy smoke in the corridor, especially emanating from a specific office. She knew there was no-one in the office, but says it sounded like someone was there. “I started shouting (to the person in the office),” she says, the trauma of that day still palpable in her voice. It was empty.

A security guard then ran up to her and told her to leave the premises. She grabbed her things. The other office was empty. She called the fire brigade from the security desk, but they were already on their way. The fire brigade took around an hour to extinguish the fire. When they left, the devastation was clear: the office of a senior librarian, Marietjie Bessinger, was completely destroyed. Along with 30 years of her hard work and many, many documents pertaining to her work. Another office was partially destroyed, as well as the “stack room” which is an overflow facility which houses new books that are still unsorted as well as books that go to old age homes. “It was a nightmare,” says Robo. “It was so unexpected and very traumatic.” Yet, she says, she has recovered. “I had to be strong.” The exact cause of the fire is unknown, but it’s believed that electric cables caught fire when they were placed under a leaking roof. For weeks staff have been busy cleaning the hundreds of books damaged by the fire in a painstaking process which has involved cleaning every book individually. They finally finished last week, just in time for their first new customers since the start of lockdown. Only staff will be allowed inside the building as yet and patrons will have to make do with a drop-and-collect system. V To page 4

Duikmasker in hospitaal aangewend: Mediese werkers by die Tygerberg-hospitaal het met ’n innoverende idee vorendag gekom om hulself teen Covid-19-infeksie te beskerm. Dit bedek die hele gesig en seël dig om te verhoed dat water deurdring. Met die byvoeging van ’n asemhalingsfilter, waar die snorkel eintlik sou wees, word die dokters by die hospitaal volledig beskerm teen die inaseming van die virus terwyl hulle in hoogs aansteeklike omstandighede werk,” sê Pienaar. Dr. Lizelle van Wyk, ’n neonatoloog en pediater, duik gereeld en het die masker by ’n duik-kollege teëgekom. Waumbe founder among top 10 in SA ESMÉ ERASMUS @erasmusesme

T

he founder of Waumbe Youth Development in Fisantekraal has been awarded as one of the 2020 Top 10 JCI South Africa Young Persons of the Year. Mdu Menze (36) established Waumbe, which means “Build them” in Swahili, in 2014 to progressively develop purpose driven young African youth and equip them for the future. The awards ceremony will be held from 16 to 18 October in Durban. Menze will use this event to launch his book, The conquering spirit. The book documents his journey from where he came from to where he is today – “hoping to inspire people that it is possible to leave and serve your purpose in your own generation”, he says. “My motto in life is to do something about your life, you cannot just sit still. I am passionate about youth development. Success is not about crossing the finishing line, it’s about overcoming the obstacles on your journey to success,” he says. In 2015 Waumbe conducted a community study in collaboration with Won Life. The goal of the study was to have a clear understanding of community challenges and identify the causes of poor academic performance and the high numbers of high school learner drop-outs. From this study the results indicated lack of career guidance, poor academic performance, poor health and lack of education programmes, lack of role models in the community and social decay as the main factors, Menze says. “Based on the study, Waumbe’s current goal is to implement programmes to address the root causes of the identified challenges. “Waumbe has monitoring and evaluation systems in place to make sure that the implemented intervention’s impact is measured and the quality of our services improve through lessons learnt,” he says.

Five programmes are currently offered at Fisantekraal High School, Trevor Manuel Primary School and in the community of Fisantekraal as a whole. These programmes are focused on youth aged between 12 and 28. These programmes encourage and motivate the learners and youth to strive for excellence in their lives despite the challenges they might face. “Environments of broken relationships, alcoholism, substance abuse, domestic violence and poverty are a daily reality for most of these youths,” he says. “As per our database we have 13 013 that participated in the various programmes. Our aim is to reach 15 000 by the end of this year,” Menze says. Since April 2014 Waumbe facilitated an End User Computing Level 3 (IT) programme for more than 50 young people, of which 90% are disabled. This is an ongoing partnership with Investec Bank and Afrikatikkum since 2018. Waumbe received a bronze award for youth Mdu Menze excellence in 2017 from the provincial social development department in the category for building, education, training and skills development capacity. Waumbe has assisted Fisantekraal High School to improve its matric pass rate from 66.1% in 2018 to 76.2% in 2019 with tutoring and societal reform intervention, and introduced a new anti-bullying project to educate young people about bullying. Another highlight was when Waumbe obtained a property in Fisantekraal, which will be renovated

and developed into a multipurpose Waumbe Youth Centre. Waumbe has also assisted more than 400 learners to apply for bursaries and pay application fees. Out of these, 75 young people have been successfully enrolled in tertiary institutions. Waumbe has also assisted over 60 unemployed young people to find employment or business opportunities. Ruan Beneke, councillor for ward 105, which includes Fisantekraal, said this is a massive achievement and a proud moment for Durbanville as a whole. “With our current situation where there are so many evil distractions in poorer communities, we really need to cherish people like Mdu and his wife, who are true role models in Fisantekraal. They contribute to the local community in so many ways, and are instrumental in taking that community forward,” Beneke says. Menze was selected as one of the top 10 after Waumbe was selected by Stellenbosch University Business School for an MBA thesis and also by Delphino Machikicho, who is currently doing his masters degree in social entrepreneurship at the University of the Western Cape. He chose Waumbe as an organisation to profile for his thesis and nominated Menze for the Junior Chamber International (JCI), a non-profit international non-governmental organisation. Menze is married to Dr Ayanda Menze, a medical doctor, and they have three sons, Nkitha, Ezekiel and Emmanuel.

Blink toekoms wink vir ’n talentvolle jong kunstenaar in Bellville wat groot droom. Die sanger Simon Steyn, ’n 17-jarige leerder aan die Hoërskool D.F. Malan en ’n student van die Riana van Wyk-Musiekskool in Brackenfell, is verlede week aangewys as die algehele nasionale wenner van die Talent Africa-kompetisie vir uitvoerende kunste vir 2020. Hy het altesaam sewe goue medaljes gewen vir sy optredes in onder meer Broadway, Pop, Rock, R&B en Duet. As wenner het hy ’n reis na New York losgeslaan om Suid-Afrika by Talent America te verteenwoordig. “Ek is baie trots op Simon. Hy is een van ons musiekleerders wat baie hard gewerk het en sy harde werk het definitief vrugte afgewerp. Dit was die vyfde keer dat hy vir die kompetisie ingeskryf het en hy het al dikwels sukses hierin behaal,” sê Riana.

Talent Africa Uitvoerende Kunste is al meer as ’n dekade lank ’n massiewe platform vir talentvolle kunstenaars van alle ouderdomme om hul drome in die bedryf te verwesenlik. Vanjaar moes deelnemers hul inskrywings per video doen vir die nege streekrondes uit al nege provinsies en Namibië, verduidelik Riana. Sowat 3 000 kunstenaars het gekwalifiseer om aan die nasionale ronde deel te neem, waarna hulle deur plaaslike en internasionale professionele kunstenaars beoordeel is. Simon sê dit was ’n uitdaging om die video te maak, veral omdat daar nie ’n gehoor teenwoordig was nie. “Ek put genot uit ’n gehoor by my optredes, maar einde ten laaste het ek dit reggekry en was dit ook groot pret om die video te maak,” sê Simon. “Ek is só oorstelp met my prestasies. Ek kan nie wag vir inperking om te eindig vir internasionale reise om weer oop te maak nie,” sê Simon.

Hul inkomste beloop gewoonlik sowat R40 000 per maand, terwyl hul uitgawes bykans R50 000 beloop. Die verskil word gewoonlik met geldinsamelingsprojekte ingesamel, maar die Covid-19-pandemie het ook dié kwesbare inwoners geraak. “Almal sukkel maar om kop bo water te hou, wat natuurlik ook ons huis se maandelikse donasies in die wiele ry,” sê Pitt. Raynard Vermeulen, een van die inwoners, het in Mei verlede jaar reeds met die blink plan vorendag gekom om braaihout van die huis te verkoop. “Die verkope het baie goed begin en ons vra die gemeenskap om die huis te ondersteun deur ’n sakkie of twee braaihout te kom koop,” nooi Pitt. S

edert die uitbreking van die Covid-19pandemie is heelwat wetenskaplike navorsing wêreldwyd uitgevoer om ’n entstof te vind. Gesondheidsfasiliteite moes hulle ook haas om hulpbronne in plek te stel vir die stygende getal siekes. Plaaslik is ook gepoog om ’n entstof te vind, sowel as maniere om die toetsing te bespoedig. Die pandemie het ook wetenskaplike en mediese navorsers hier die geleentheid gegee om hul kennis oor die virus uit te brei. Een van dié navorsers is dr. Marisa Klopper, ’n wetenskaplike van die Suid-Afrikaanse Mediese Navorsingsraad (SAMNR) se Sentrum vir Tuberkulosenavorsing. Die sentrum is in die afdeling molekulêre biologie en mensgenetika by die Universiteit Stellenbosch se Tygerberg-kampus. Klopper en haar span se navorsing behels die ontwerp van ’n toep (app) vir slimfone wat moontlik sal kan help om mense wat met die virus besmet is deur middel van hul hoes te identifiseer. Sy sê elkeen wat hoes of ’n kuggie het, wonder soms of hulle nie dalk Covid-19 opgedoen het nie, wat ’n onnodige las op die gesondheidstelsel plaas. Verder kan laboratoriums eenvoudig nie byhou met die aanvraag (vir toetsing) nie, sê Klopper. “Ons wil ’n eenvoudige manier vind om ten minste die mense wat eintlik hoes as gevolg van ander oorsake uit te skakel sodat hulle nie ’n laboratoriumtoets hoef te laat doen nie.” Hul span se oplossing is om ’n toep te ontwikkel wat kunsmatige intelligensie sal gebruik om ’n hoes weens die virus te identifiseer.

“Verskeie studies het getoon dat rekenaar-klankanalises kan onderskei tussen ’n hoes wat veroorsaak word deur verskillende siektes. Ons span is reeds ’n paar jaar besig met sulke studies om ’n tuberkulosehoes te kan identifiseer.” Die span moet nou bepaal of ’n hoes weens die Covid-19-virus ook ’n kenmerkende klank het. “Die ideale resultaat sou wees dat Covid-19-hoesklanke uniek is in vergelyking met ander hoesklanke.” Klopper sê hul taak nou is om die rekenaar te leer hoe die Covid-19-hoes klink, en hoe dit nie klink nie. “As ons met redelike sekerheid ’n Covid19-hoes met ’n rekenaar kan identifiseer, sal ons ’n toep ontwikkel wat gebruikers sal lei om ’n laboratorium-toets te laat doen, of nie. “Die toep sal ook ander simptome in ag neem, aangesien nie almal wat Covid-19 het, hoes nie. Die toep sal gratis beskikbaar gestel word en kan deur enigiemand gebruik word wat vermoed dat hulle Covid-19 het – in die privaatheid van hul eie huis,” verduidelik Klopper. Die studie word deur die SAMNR gefinansier. In dié stadium word daar gesoek na kandidate wat die navorsers sal kan help. Klopper sê enigeen met ’n onlangse Covid-19-laboratorium-toetsuitslag kan aan die opname deelneem. “Die vraelys en klankopname word op die deelnemer se slimfoon of rekenaar voltooi,” sê Klopper. Sy beklemtoon dat deelname aan die opname anoniem is, en dat niemand opgespoor of geïdentifiseer kan word met die inligting wat hulle insamel nie. Ster-Kinekor cinemas reopen All Ster-Kinekor cinemas in the Western Cape, except the V&A Waterfront, will be reopening on Friday 28 August. We need to defend ourselves Sadly, not a week goes by without a story of violence against children and women in South Africa. Living in a township, I can see crime getting worse by the day and I cannot help but wonder what action our government is taking to stop the abuse of our mothers, sisters and all the young children. “At an emergency sitting of parliament, Mr Ramaphosa said the figures for violence against women and children were similar to those of a country at war,” reported BBC News! This statement clearly shows us that women and children are under siege in our own country, at the hands of our very own fathers, brothers, and boyfriends. Praise the Lord for men like Pieter van der Westhuizen, who stood in the gap and protected an untold number of women and children, by using lethal force against three armed men who were threatening the lives of innocent church goers – he not only protected his own life, but saved the lives of all those present (“Centurion church shooting: Joost’s brother shoots, kills 2 men during robbery”, News24, 27 July). Only God knows what could have happened if Mr Van der Westhuizen was not armed and willing to stand against the threat on the lives of the innocent. We, Christians, are not called to hand ourselves over to criminals. Avoiding self-defence only encourages criminals – when we create a risk-free environment for them. Author and missionary, Charl Van Wyk, wrote, “One may find this fact an inconvenient truth, but the only person who can stop a bad guy with a gun, is a good guy with a gun. Tellingly in today’s times, this is treated as a controversial statement. But it is self-evident that unarmed victims are pretty helpless. oeie handhigiëne was nog nooit só van kritieke belang soos nou nie, veral in supermarkte wat sedert die begin van die koronavirus-pandemie ’n noodsaaklike diens verklaar is. Trouens, op ’n skaal van 0 tot 10 van belangrikheid ken prof. Eugene Cloete, viserektor van navorsing in onder meer mikrobiologie by die Universiteit Stellenbosch, dit ’n 10 toe. Met dié wete was ’n vrou van Bellville onlangs uit die veld geslaan toe sy toegang tot haar plaaslike supermark belet is en ’n prokureursbrief ontvang het toe sy herhaaldelik daarop aangedring het dat dié supermark weggooilappies en handreiniger by hul trolliestaanplek beskikbaar stel. Weens vrees vir viktimisasie wil sy nie haar naam in die koerant genoem hê nie. “In die eerste week in grendeltyd het ek Old Oak Spar besoek en opgelet dat daar geen weggooilappies of handreiniger by die twee trolliepunte is om handvatsels mee af te vee nie. “Ek wou nie aan die trolliehandvatsel vat nie en het vir dié twee goed gaan vra. Die weggooilappies was egter agter ’n muur by die winkel se ingang, uit die publiek se sig. Ek sou nooit geweet het waar dit was as ek nie gaan vra het nie. Die handreiniger was ook teen die muur by die ingang in ’n toedientoestel wat ek met my plathand moes druk. Weens die vrees vir die oordrag van die Covid-19-virus was ek skepties oor dié soort apparaat. Ek wou nie onnodig aan nog ’n oppervlak vat nie,” het sy in ’n onderhoud met TygerBurger gesê. Sy verduidelik dat die trolliestaanplek ’n hele ent weg is van die winkel se ingang. “Jy vat jou trollie of mandjie en moet dan na die ingang stap om jou hande en trolliehandvatsel te reinig. Dit neem ’n rukkie en dis onveilig omdat ’n mens maklik in dié tyd aan jou gesig kan vat,” sê sy. In dié stadium was die dra van maskers nog nie verpligtend nie. “Dit het my juis gepla omdat daar so baie bejaarde mense in die gebied woon wat by die winkel kom inkopies doen. ’n Mens dink nie altyd aan die kleinighede nie, maar dis ongelukkig ’n werklikheid dat iets so nietig soos ’n trolliehandvatsel jou in gevaar kan stel. En dis veral oumense wat baie kwesbaar is vir die siekte.” Dit het haar ook opgeval dat die rye voor die kasregisters op besige dae só lank is dat dit fisieke distansiëring moeilik maak vir diegene wat nog inkopies doen tussen die

Shakeel Allie het my verseker dat hy self ’n besoek aan die winkel sal bring om aanbevelings oor sanitasie te maak.” Sy het sedertdien sowat 14 oproepe gemaak aan Spar se hoofkantoor en streekkantoor oor veiligheidsmaatreëls. “Allie het my verseker dat die winkel aan alle vereistes voldoen en dat ’n gesondheidsinspekteur van die Stad Kaapstad dit goedgekeur het. Op 30 Julie het ek weer by die winkel gekom en was verbaas om te sien dat die lappies en reiniger nog steeds nie by die trolliestaanplek beskikbaar is nie en weer vir Allie geskakel om dit aan te meld, nadat ek ’n gesprek met ’n bestuurder by die winkel gevoer het. “Op 4 Augustus het Johnny Forbes, die eienaar, my ingewag waar ek geld by die sentrum se OTM getrek het. Tot my stomme verbasing het hy aan my gesê dat ek ‘nie weer my voete in sy winkel moet sit nie’ en voortaan sy prokureur moet skakel. “Ek is al ses jaar lank ’n klant daar en is ’n redelike mens. Ek sal nie onnodig kla oor onbenullighede nie, maar dié kwessie was egter vir my in die openbare belang,” sê sy. Ander klante het ook op die winkel se Facebook-blad in Junie dieselfde versoek gerig nadat die winkel op 11 Junie ’n mediaverklaring daar geplaas het in verband met ’n werknemer wat Covid-19 opgedoen het. Volgens die verklaring was die werknemer ’n administratiewe personeellid wat minimale kontak met ander werknemers en klante het. Liz Kotze het geskryf: “Ek is ’n gereelde klant; dit sal gaaf wees indien julle iemand kan aanstel om die trollies te ontsmet ná elke gebruik, veral die handvatsels,” en “Die wet wipes is altyd op, en sit op die verkeerde plek; niemand draai links as jy instap nie.” Amanda Mouton het geskryf: “Daar moet wet wipes wees om die trollies self af te vee.” Jarné Botha het geskryf: “Daar is wet wipes reg om die draai soos

jy inkom ... maar ek sien nie dat trollies ná elke gebruik afgevee word deur iemand soos by ander winkels nie.” Stienie de Kock het geskryf: “Daar is sanitasie by die ingang na die winkel, waar met jou en duisende ander hande gedruk word.” ’n Week nadat die vrou TygerBurger oor die kwessie genader het, het sy op 18 Augustus ’n brief van Forbes se prokureur ontvang. “Ek is daarvan beskuldig dat ek lelik gepraat het met die personeel in die winkel en onwaar kommentaar gelewer het oor handsanitasiemetodes en sodoende Johnny Forbes se reputasie skade aangedoen het. Daar is vir my gesê dat my gedrag nie verder verdra sal word nie en dat Forbes nie sal huiwer om sy regte af te dwing om sy reputasie te beskerm nie,” het sy geskok gesê. Op ’n vergadering met Forbes verlede Woensdag het Forbes aan TygerBurger gesê dat die winkel aan alle voorgeskrewe vereistes rondom Covid-19-veiligheid voldoen. “Daar is weggooilappies en handreiniger by die ingang beskikbaar,” sê hy. Hy meen die lappies is toeganklik, maar gee toe dat dit moontlik vorentoe geskuif kan word om meer sigbaar te wees vir mense. Hy het ook aan TygerBurger gemeld dat hy nie seker is of ’n voettoediener moontlik veiliger kan wees nie. Volgens Forbes word net 100 mense op ’n keer in die winkel toegelaat. “My bestuurders kan nie heeldag by die deur staan en mense

Maar dit gebeur baie min dat die winkel so vol raak,” sê hy. Volgens hom het hy die vrou die winkel verbied omdat sy lelik praat met sy personeel. “My personeel wil nie meer met haar praat nie, juis omdat sy hulle met die koerant gedreig het,” sê Forbes. Met TygerBurger se besoek op dié dag was daar ’n personeellid by die winkel se ingang om klante se hande te bespuit, maar nie by ’n vorige besoek aan die winkel nie. In ’n ongedateerde brief van Forbes se prokureur aan TygerBurger meld Danell Wallace van Potgieter & Associates namens Forbes dat die vrou “’n bekende oorlas is” en dikwels “opportunistiese klagtes” oor produkte in die winkel het. Dit is duidelik dat die klant ’n vendetta teen Forbes het en dat haar weergawe aan TygerBurger vals is, sê Wallace. “Ons lê klem daarop dat ons kliënt (Forbes) ten volle aan al die gesondheids- en veiligheidsregulasies voldoen en dat dit by ’n aantal geleenthede deur die departement van gesondheid, met goedkeuring, geïnspekteer is.”

Responding to a media enquiry about safety concerns at Old Oak Spar in Bellville he says safety measures at all stores are in full compliance with government regulations and guidelines. “This includes sanitising stations and/or staff assisting in sanitising customers, social distancing protocol, customer control and limitations. We work closely with the national health and labour departments to ensure all measures and protocol are in place. We have also been swift in taking action to deep clean stores, track and trace, test, quarantine and even shut down in some cases”.

Allie says he visited the store on 11 and 15 June and again on 3 July to ensure safety measures are in place. “I informed the store (Old Oak) to ensure that the sanitiser station is not only accessible but also has a person stationed at the entrance to assist customers to sanitise their hands and trolley handles.” Allie says the group does not invoke right of admission policies lightly, but will do so in extreme cases when the interests of the store, staff, customers and reputation need to be protected. “It is never the group’s intention to refuse anyone entry. The legal step was taken by the independent owner to protect his store’s reputation, as is his right. While our stores are independently owned and the owner is responsible for how the store is managed, all stores must treat customers with dignity and respect.”

Vagrants’ ‘campground’ removed ESMÉ ERASMUS @erasmusesme

fter numerous complaints about street people who set up camp during lockdown in tents all over Durbanville, the group next to a school fence was finally removed by law enforcement officials on Wednesday 12 August. The number of street people in Durbanville almost tripled since lockdown. The problem was aggravated when well-meaning people handed out tents to the street people, who then set up a camp at the Telkom building adjacent to the police station, in the public open space next to a fence of Durbanville Primary School (on the corner of Church Street and Main Road) and on the pavement next to the fence around the church grounds in Church Street. Due to lockdown regulations that a person may not be evicted from his or her land or home during level three restrictions, or evicted from land they occupy unlawfully, the hands of the City of Cape Town’s law enforcement department were tied. However residents and business people became fed up with the anti-social behaviour of street people. Durbanville Business complained to the executive mayor of the City of Cape Town, Dan Plato, about the “considerable increase in activities of vagrants negatively impacting both the residential and business landscapes in Durbanville”. The principal of Durbanville Primary

School, Pierre du Toit, also wrote a letter to ward councillor Theresa Uys to complain about the street people staying next to the school’s fence (“ ‘Campgrounds’ popping up all over town”, 1 July). TygerBurger reported on vandalism by vagrants at the Durbanville cemetery (“Vagrants take over cemetery”, 17/06). Several role players, including ward 112 councillor Theresa Uys, the City’s law enforcement department, the Race Course Neighbourhood Watch and the Durbanville police,

as well as the new community organisation, Friends of Durbanville, combined forces to remove the street people. They were rehomed in a safe space for street people at Paint City in Bellville when there was no place at The Haven nightshelter. Uys told TygerBurger feedback on the issue of street people would have been discussed at the Subcouncil 7 meeting on Monday following an urgent motion submitted by her at the July meeting. Uys said she has been asked to restart the

Northern Street People Forum and a meeting will be held with all roleplayers in two week’s time. The organisation Mould Empower Serve (MES) will by then be in its new building in Queen Street, from where services will be delivered in collaboration with the City and other organisations, Uys said. “The City’s law enforcement department will then also have its own offices at the taxi rank and will have a larger presence in Durbanville, she said. Uys once again urged residents in Durbanville to give responsibly. “Just this past Saturday evening I have witnessed how well-meaning people handed out money and food to street people. With the MES building in Durbanville, it will give such people the alternative to rather give donations to MES,” she said. Zahid Badroodien, Mayco member for community service and health, earlier said to TygerBurger it is not illegal to be homeless and live on the street, “but anti-social behaviour in contravention of the City’s bylaws can be reported”. “There are approximately 6 000 people living in the street across the City. The reality is that street people often return to the place where they were staying due to numerous factors. “The City discourages its residents, businesses and visitors from giving handouts such as items of clothing, food, toiletries, money or any other items, directly to a person on the street. This may encourage them to remain on the street and to avoid social assistance available to them,” he said. According to Badroodien the highest concentration of street people are in Cape Town, Mitchells Plain and Bellville, according to the 2018 Enumeration Study. “In the study report the number of street people recorded in Durbanville was 33,” he said.

Politics won’t steer us, says local Can DESIRÉE RORKE The ugly face of politics is threatening to taint the character of an extraordinary people-led movement; an informal group that was organised on social media to swiftly react to the sudden food crisis in Cape Town when the pandemic struck. Within weeks after the lockdown was announced, thousands of working-class families were left without an income and access to food. For the majority, assistance from the state was not immediately forthcoming and citizens took it upon themselves to feed the hungry in their own neighbourhoods. Thus, 150 different Community Action Network (Can) groups sprung up in Cape under the banner Cape Town Together. In Brackenfell and Kraaifontein, 70 volunteers joined in April and 40 community kitchens were set up in the area that has since served 140 000 hot meals. ­However, emerging tensions between political affiliations and Can groups in other parts of the City is now casting shadows on the work of the local group. Lynn Hendricks, an administrator of Brackenfell/Kraaifontein Can and researcher at the faculty of medicine and health sciences as Stellenbosch University, last week expressed her sadness over the politi-

cal tensions involving the Bonteheuwel and Rondebosch Can groups. Hendricks is adamant to keep politics out of the workings of the Brackenfell/ Kraaifontein Can. Upheaval started two weeks ago, when the Bonteheuwel Joint-Peace Forum (BHJPF) and Rondebosch Can groups were accused by a City of Cape Town ward councillor of pushing alternative agendas by illegally “hijacking” a community hall to convert into a community care centre as a Covid-19 isolation facility. In a social media post, Bonteheuwel ward councillor Angus Mckenzie likened the groups to “sheep in wolves clothing”. On the other side of the spectrum, the BH-JPF held that there was a need for such a facility in Bonteheuwel and that the centre was standing empty and derelict. According to Nadia Mayman of BH-JPF Can, the group negotiated and signed a lease agreement with the facility manager in May already and over the next two months started with renovations to the value of R60 000. They were told by the national government-owned facility manager that the centre would not be used for gatherings during the lockdown and was therefore available for use as a community care centre. After getting wind of this, Mckenzie hal-

ted the plans, tabling legal documents that indicated that the sub-let lease agreement was contractually illegal, and that the hall was already in use by other local residents including the disabled. Mckenzie said the building belonged to the Department of Public Works, and that no renovation work was permitted at the centre without the explicit permission of the department.

Saddened by tension Hendricks is worried that this incident could reflect negatively on the good work they do locally. “We must be careful to not let this distract from the good work that continues to be done in Brackenfell and Kraaifontein,” she told TygerBurger on Friday. “We are mothers, fathers, daughters, sons, neighbours, aunts, uncles, cousins and also participating citizens. When we see a need arise, we respond. “Our volunteers have been sharing with neighbours from their own kitchen cupboards and pockets no matter how little we may have for ourselves; we are not doing this for a pat on the back, we do this because we care. “The spirit of ubuntu in the Kraaifontein and Brackenfell communities is ever present, and we are saddened by this political

tension.” Hendricks says all the Can groups are run differently, but the commonality that join them together is the desire to serve people. “To forget the thousands of warm meals that were served and the thousands of children and families that were cared for in the arms of Can throughout the pandemic would be remiss of government. “The reluctance of political systems to support unregistered community groups like ours which has hundreds of hands on the ground has been a challenge we faced throughout lockdown. We need to get to a point where there is open dialogue and for the power plays to come to an end. Our power is that of our families, or women and children. “We strive to remain apolitical and to focus only on service alongside other NGOs. Peter Syster, also from Brackenfell/ Kraaifontein Can, says the group now needs to stay focussed on “service with dignity and love”; and Adrian Cupido added, “The group will continue to do what they are doing, serving people. Jeanine Erasmus from a local NGO Dare to Dream that partners with Can, agrees. “Our objective is to serve irrespective of colour, faith or political affiliations,” she says.

ith much of South Africa already settled into level two lockdown regulations, many local sport fraternities are gearing up to return to action. While the Covid-19 pandemic continues to reshape the way we live our lives, the City of Cape Town says there are no plans to repurpose its sports facilities. Mayco member for community services and health, Zahid Badroodien, confirms that while no activity has been able to take place at facilities run under the auspices of the City, there are no plans to convert and transform its venues. “The department does not have a specific usage policy but acts in accordance with the national Covid-19 regulations and directions of what is allowed and what not. “Sporting organisations/federations/bodies apply to the minister and submit plans for the resumption of their specific codes,” says Badroodien. A few weeks ago, the City released a statement on its plans in preparing sports facilities for the potential resumption of sporting activity and once a sporting body has been

granted the certificate of compliance to return to activity by the national government, they are certainly welcome to return to Cityrun facilities. “A letter/memo has been sent to federations guiding what is required for sports activities to return at City facilities. There are no special requirements with regards to the resumption of the use of facilities that have not been in use for several months. It remains the responsibility of the club that uses the facility to adhere to the disaster regulations and implement safe practices,” Badroodien explains. TygerBurger also reported on the potential resumption of amateur soccer to the region (“Amateur soccer in the balance”, 12 August), where Safa Cape Town president Bennett Bailey touched on the prevalence of illegal matches taking place, which the City has also been made aware of, but added that their organisation still requires additional support from the City looking forward and after the Covid-19 pandemic has ended. “We have a position that lives matter more than a game. However, we need to get back to normal and for that to happen, the old normal will not be the new normal. Example, we need a serious relook at facilities. If you

look at some facilities, they were built during apartheid to serve a certain sector of the community. In this new democracy, all facilities had to be upgraded so that we can have equality. Sadly, some of them still resembled that of the apartheid era. “No additional work was done to it. For the new normal to be normal, the City needs to look at their facilities. Some time ago, there was an attempt to draft a facilities usage policy and its time that that work continues again,” says Bailey. He adds that Safa Cape Town still does not have a home following their eviction from Athlone Stadium last year. “Athlone Stadium, a facility built with the 2010 funds, has become a home for everything, but football. The City via their executive director issued a directive that Safa Cape Town, the controlling body for football, does not fit their business model. We are still homeless and squat at a local football association and they want their facility back. Lastly, we need the City to rethink the grant to organisations. In the past, they made grants available, but lately, nothing.” In response to the ongoing Athlone Stadium matter, the City’s Mayco member for economic opportunities and asset manage-

ment James Vos says no new plans have been announced. “In respect of Athlone Stadium, please be advised that the facility is currently utilised by the City in its Covid-19 response. As a consequence to the current use, the facility will be unavailable for any activities not related to the City’s Covid-19 response until further notice. Further communication regarding the Athlone Stadium will be issued in due course.” Meanwhile, Badroodien adds the City’s mandate is focused on the development and maintenance of facilities. “Any request for support will be dealt with in line with the City’s recreation and parks department mandate,” he says adding that outside of maintenance, the City has alternative plans in place for recreational facilities, more specifically, sports grounds where no activity is taking place. “The department has specific recreation developmental programmes throughout the city that seek to promote active lifestyles and healthy living.
