erwyl die nuus die laaste ruk oorheers is deur die storie van die meisie wat ná 18 jaar deur haar ouers opgespoor is, het ’n man van Brackenfell sy ma ná 47 jaar in sy arms gehou. Hannes Binneman (55) en sy ma Sarie Arangies (84) het mekaar laas gesien toe hy nege jaar oud was, maar hulle het al daardie verlore jare uitgewis toe hulle mekaar twee weke gelede, op 24 Maart, by Sarie se huis in Ruyterwacht omhels het. Toe Sarie die vorige dag ’n bietjie gaan lê het, het sy nie te lekker gevoel nie. “Toe my foon lui, het ek gewonder wie dit kan wees. Die manstem aan die anderkant het gevra of ek ’n dogter met die naam Marie, ’n broer met die naam Piet en ’n seun met die naam Hannes het. Toe ek ‘ja’ antwoord, het hy gevra of ek sit of lê. Hy sê toe hy is Hannes,” vertel Sarie by haar huis in Princess Elizbeth-straat in Ruyterwacht.

Gehuil Sy sê sy het só gehuil dat sy skaars verder kon praat. “Ek en Hannes se pa is geskei toe hy nege was, maar ek was werkloos en kon nie vir hom sorg nie. Hy en sy suster het toe by sy pa gaan bly en ons het kontak verloor. “Oor die jare het ek probeer kontak maak met hom, maar familie het hom van my weggehou. Saans, wanneer ek alleen gelê het en nie kon slaap nie, het ek aan Hannes gedink. “Was hy oukei? Watter soort mens het hy geword?” Die dag ná die oproep het Hannes by sy ma kom kuier. “Ons het mekaar eers net vasgehou en het vir drie ure net gesels. Ek het ook al by hom en sy gesin gaan braai,”

vertel Sarie met trane van blydskap in haar oë. Hannes, ’n sakeman, sê hy het ná die egskeiding nie veel aandag gegee aan ’n soektog na sy ma nie. “My pa is weer getroud met ’n lieflike vrou. Sy was soos ’n maat vir my en soms het ek haar oor my skouer gedra. “Soos ek egter ouer geword het, het die verlange na my ma toegeneem. Ek het geweet my suster het my ma se nommer en adres, maar om een of ander rede wou sy dit nie vir my gee nie,” vertel hy.

In alle erns So twee jaar gelede het hy weer in alle erns na sy ma begin soek. “Haar nooiensvan was Van Greunen en ek het uitgevind my oom was die bestuurder van ’n Absa-bank in Uitenhage. Dit is weird aan die begin, want jy ‘jy’ en ‘jou’ nog – nog nie seker of jy moet ma sê nie. Die ontmoeting was vreemd, maar lekker. ’n Ou is mos nou ouer en bietjie ongemaklik met die vashouery, maar dit was vir my ’n wonderlike oomblik.” Hulle het oor baie dinge gepraat, maar een ding waaraan hulle nie wil peuter nie is die verlede. “Ek het vir haar gesê ons moet wat in die verlede gebeur het vergeet en vorentoe kyk. Sy is 84 en ’n mens weet nie hoe lank sy nog gaan lewe nie. So, ons moet die beste maak van die tyd wat ons nog oor het.”

fter various meetings between the Western Cape education department (WCED), the department of public works and the local councillor to address the issue of Valhalla High, the school has been added to the list for scheduled repairs in the 2015/2016 finacial year. The WCED provided this information in response to an article in TygerBurger last week about the vandalism at the school. The Ruyterwacht neighbourhood watch, which borders the school, complained that the vandalised classrooms are being used by unsavoury elements in the community. WCED spokesperson Millicent Merton said in order to protect schools in the province as far as possible from burglary and vandalism, the WCED’s Safe Schools directorate has increased security at some identified high risk schools. “Unfortunately, despite these meas-

ures, some of our schools still fall victim to vandalism and burglaries. It is important for communities to take ownership of the schools in their area and realise they have an important role to play in protecting their community’s assets. “The co-operation of the community is essential in order to combat vandalism and create a safe school environment that promotes teaching and learning. We urge community members to be extra vigilant throughout the year and to immediately report any suspicious behaviour or activities that occur within the vicinity of their schools to report this immediately,” says Merton. She added there were far too many incidents of vandalism at schools, which usually occur in poorer communities. “This of course comes at a cost to the department, and diverts money away from our learners. In 2015/16, R20 million will be allocated to the emergency maintenance fund which will assist in repairing schools affected by burglary and vandalism.”

ie buurtwag sê die mense wat in die bos woon is ’n probleem, maar die inwoners sê hulle pla niemand. Daar woon so vier gesinne op die veldjie agter die Elsiesrivier-polisiekantoor, wat as Mam-se-Bos bekend staan. Faizel Adams van die plaaslike buurtwag sê hulle vermoed daar word met dwelms gesmokkel en dat al wat ’n onwettigheid is daar plaasvind. “Kinders wat kortpad oor die veldjie wil neem, word aangeval en beroof en dit is nie eens net in die aand wat die voorvalle plaasvind nie,” sê Adams. ’n Ander probleem is dat die bos naby aan die ingang van die dorp is. “Weens die rommel wat daar gestrooi word, lyk dinge baie onooglik. Ons wil ons dorp so mooi as moontlik hou, maar as die ingang so lyk, reflekteer dit op die hele gemeenskap,” sê Adams. Michael Britz, raadslid vir die gebied, sê daar is ’n sterk vermoede dat mense wat in die bos woon, betrokke is by inbrake by die nabygeleë Hoërskool Valhalla en Apostoliese Geloofsendig-kerk. “Die grond is staatsgrond en ons het in die verlede gevra dat dit skoongemaak word en bome en gras gesny word. Ek dink daar moet versoek word dat die grond vir behuisingsdoeleindes gebruik word,” sê Britz.

She said the drive aims to supply information on the legal requirements and procedures for registration to all relevant centres. Met sy geoefende hande lig hy die mes bo sy kop en met een beweging kloof hy die vis by die naat oop. Die kop word met die terugtrek van die mes afgeswiep. Só werk Denzil Sagarius op ’n tafel langs Jakes Gerwel-weg. Mense wat onder die brug in Ruyterwacht woon is nie haweloses nie, maar dwelmhandelaars. Só sê die voorsitter van die buurtwag, Faizel Adams. Volgens Adams eet die sogenaamde haweloses duur wegneemetes. “As ons sien, dan eet hulle Kentucky Fried Chicken of Wimpy. Sê my watter hawelose kan daai kosse bekostig? Die mense kry nie swaar nie. Hulle wil nie trek nie, omdat hul mark hier is,” beweer hy. Hy sê die buurtwag monitor gedurig aktiwiteite wat onder die brug aangaan. “In die verlede is mense gevra om nie onder die

brug te bly nie en hulle is ook by geleentheid al weggeneem. “Nie lank gelede nie is klippe onder die brug gepak om te verhoed dat mense daar woon. Daardie klippe is net opsy geskuif om plek te maak vir hokkies,” sê Adams. Michael Britz, raadslid vir die gebied, sê plakkers is ’n stadswye probleem. “Ons is ’n geruime tyd reeds bewus van die probleem onder die brug en het ook al intervensies probeer. Baie keer woon die mense net daar, omdat hulle nêrens het om heen te gaan nie. Mense is al na blikkiesdorp of elders verskuif, maar binne weke is hulle weer terug,” sê Britz. Oor die beweringe van dwelmhandel, sê hy dit kan nog nie bevestig word nie.

Die Wes-Kaapse Onderwysdepartement (WKOD) het op 27 Maart die nuwe Abuse No Moreprotokol aan skole, welsynsorganisasies en ander staatsdepartmente by sy Metro-Noorddistrikskantoor in Parow bekendgestel. Hierdie protokol, wat al sedert 1999 gebruik word as riglyn om mishandeling en verwaarlosing van kinders aan te meld, is onlangs aangepas. “Hier het ons nou ’n dokument wat sê: ‘So moet daar opgetree word en dit is nie onderhandelbaar nie’,” het dr. Heinie Brand, voorsitter van die SuidAfrikaanse Onderwysersunie (Wes-Kaap), by die geleentheid aan die sowat 240 afgevaardigdes gesê. Brand het in ’n roerende toespraak gesê die protokol is deur ’n span kenners ontwikkel om die proses van aanmelding van mishandeling so doeltreffend moontlik te maak. “Die inhoud fokus op die belang van die kind en stel riglyne vir die ondersteuning wat ons moet bied. “Almal van ons moet saamstaan om die klein mensies te ondersteun. Om ’n kind te sien glimlag ten spyte van die don-

kerte in sy siel... ek kan amper emosioneel raak hieroor,” het hy gesê. Die protokol is op ’n sterk wetlike grondslag gegrond. Dié wetgewing beklemtoon die verantwoordelikheid van opvoeders wat vermoedens het oor, of te doen kry met onthullings oor kindermisbruik en seksuele oortredings teen kinders, asook die verpligting wat ’n opvoeder het om sulke voorvalle op die voorgeskrewe wyse te rapporteer. Die dokument beklemtoon ook die verantwoordelikheid van die skoolhoof om die protokol en prosedures te implementeer, bestuur en in stand te hou dat vertroulikheid en die beste belange van die kind te alle tye gehandhaaf word. Volgens Jessica Hoornfontein, een van die WKOD-MetroNoord se maatskaplike werkers, is nou op die departement se agenda om alle skole in dié omgewing te besoek en onderwysers, hoofde en ondersteunende personeel op te lei om die protokol te volg. Van die veranderinge wat aan die protokol aangebring is, is dat beheerliggame van skole nou ook verplig is om misbruik aan te meld en dat lyfstraf en seksuele grooming nou ook as mishandeling gereken word.

Plakprobleem vereis nou Stadsoptrede Skynbaar raak plakkers nou ’n groeiende probleem in die noordelike voorstede. Dit lei ’n mens af van die toename in die aantal stories wat week na week oor haweloses in TygerBurger verskyn. Die eerste algemene probleem is dat plakkers weer terugkeer na ’n gebied waar hulle kort vantevore nog deur wetstoepassers ontsetel is. Volgens inwoners help geen voorsorgmaatreël om dié mense uit só ’n gebied te hou nie. Die tweede probleem wat nou plek-plek kop uitsteek, en besonder ernstig is, is dat sommige van hulle glo met dwelms handel dryf. ’n Ander algemene klagte is dat plakkers die omgewing met rommel besoedel, ook openbare parke as slaapplekke en toilette gebruik. En op vullisdromdae ’n strook van gemors op sypaadjies agterlaat. Diefstal kom deesdae ook al hoe meer voor waar daar baie plakkers is. Mense se kinders en hul eiendom is in dié gebiede nie meer veilig nie, en hul teenwoordigheid het selfs ’n negatiewe impak op die waarde van eiendomme. Só kan dit tog nie voortgaan nie! ’n Mens het begrip daarvoor dat baie van dié haweloses geen ander plek het om te bly as in woonbuurtes nie. Daar is geen ander grondgebied beskikbaar nie. Daarom is die tyd nóú ryp vir die Stad Kaapstad om dringend aandag te gee daaraan, want die Stad se reaktiewe planne werk eenvoudig nie. Daar moet pro-aktief beplan word aan die plakkerprobleem, sodat haweloses op ’n menswaardige manier hervestig kan word.

Cats must be kept in their own yards In response to the cat saga. I live in Bothasig and have a neighbour who has about four cats (not counting other cats in the area).

We have also had endless issues with the cats. Just like people love their cats we love our birds, fish and dog. Never do they cause any issues in the neighbourhood. They live and stay on our premises. The cats have eaten birds and fish. When I complain to the neighbour he thinks I am the neighbour from hell. We are suppose to love our neighbours but now they ignore me like I am the plague. They have replaced fish but the new ones also got eaten. Oh, and our birds are just common birds you can get anywhere. It is not fair, the cats do this and also poo all over my garden and dig up our plants. I am just expected to put up with this and not say anything. If you want cats and love them so much keep them in your own garden and house. I don’t blame you for shooting them. Racial profiling seems to be modus operandi A young resident in Stellenberg was approached by one of the bicycle patrollers while walking home recently. Both he and I, and probably most residents in the area, welcome the investigation. However, the aggressive and demeaning manner in which the patroller addressed the resident is utterly unacceptable. He was verbally abusive to an innocent person. When challenged on his attitude and his rationale, the patroller said that he was tipped off by another resident. As it happens, this accosted resident is black and another pedestrian who is white was not suspected at all. This young man has walked the same route since last year, he is recognised by those along this route. Indeed it was only

when another bicycle patroller arrived and confirmed where this young man lives that the first patroller stopped his aggression. Is Stellenberg still a relic of the 1970s? Are we so backward that bona fide residents who happen to be black must be assumed to be guilty of some crime? Are Stellenberg residents so desperately narrow-minded that white pedestrians are assumed to be well-behaved while black pedestrians are assumed to be criminal? BRIAN COX Durbanville

Building owners must take charge The theory states that maintaining and monitoring urban environments to prevent small crimes such as vandalism, public drinking and so forth helps create an atmosphere of order and lawfulness, thereby preventing more serious crimes from occuring. I believe Parow SAPS are lacking, and crime is spiralling out of control. I previously wrote a letter to TygerBurger concerning the squatters on Occuvision’s stoep, and this week I noticed another letter in this regard. I was hoping the owners of the building would have done something about the squatters by now. Instead, the squatters now got “promoted” to moving into the building. What now? What’s next? Are we going to wait until they make a hole in the wall at Lifestyle Fabrics, set the building alight, use it for all sorts of illegal activities, etc? The owners of the building really need to be taken to task. Of course this is not the only building or incident where the police choose to look the other way although they “can clearly see” that the building is being occupied illegally. CHRIS PAINTER Parow

Car seat rule for children welcomed With the Easter road carnage starting last week, draft legislation compelling motorists to use car seats for children has been welcomed. ER24 emergency services applauded the new regulation in the National Road Traffic Act that aims to protect children. The regulation states children under the age of three will be compelled to be strapped in as of Friday 1 May. Non-compliant motorists face hefty fines. “Several motorists still refuse to take seriously the constant warnings and calls by emergency services and authorities to have children properly restrained in vehicles,” said ER24’s Chitra Bodasing. “The sad truth is ER24 and other emergency services attend to horrific collisions involving children on a weekly basis. “(The) majority of unrestrained children are flung out of vehicles and either sustain critical injuries or die in collisions. “For those parents who cannot afford new car seats, remember there are organisations that sell secondhand car seats or hand them out for an affordable donation.” They offered the following advice: VInfants should ride rear-facing at least until they are a year old. VOnce this is outgrown, they should use a forward-facing safety seat with a full harness. VChildren who have outgrown a convertible safety seat should use a booster seat. VChildren tall enough to wear an adult seat belt should still ride in the back seat until they are 13 years old. VAdjust the seat belt so the lap belt crosses the child’s upper thighs and the diagonal belt crosses the upper chest.

Pet theft on the rise, says Welfare group Pet theft is on the rise, warns Jennifer Davies of Fisantekraal Animal Welfare (FAW). Top breeds targeted are Boerboels, German Shepherds, Huskies, Malamutes, Wolf hybrids, Rottweilers, Pit Bull Terrier, Bullterriers, Staffordshire Bullterriers and Greyhounds. Yorkshire Terriers and other toy breeds are increasingly popular. Persian and Siamese cats are also sometimes taken, Davies says. “Many people still don’t realise pet theft is a very real problem. Stolen animals, usually purebred dogs, are taken mainly for breeding, guarding or dog fighting. “By not taking proper precautions, you are putting your animals at risk, especially if you’ve chosen to keep a high risk breed. It’s very sad because most stolen dog cases could be prevented,” Davies says. According to the National Animal Welfare Task Team, the main reason dogs are stolen is for breeding. Therefore, unneutered male dogs, lactating or pregnant females or those on heat, and puppies are at particular risk. “These ‘puppy mill’ dogs live in horrific conditions and usually meet an equally horrific end,” Davies says. Thieves even lure unneutered male dogs by walking an on-heat bitch through neighbourhoods. “By having your pet sterilised, you reduce the risk of their theft and save every animal your pet would otherwise have ended up giving birth to. “Responsible, caring pet owners who aren’t registered breeders should have their pets sterilised,” Davies says. Most dogs are stolen from their homes – many are opportunistic crimes, but often thieves have been watching for a while. “Never leave dogs – especially puppies or toy breeds – alone and visible, especially if you’re out all day. Consider ‘doggy daycare’ or leave them indoors. “Dogs have even been stolen when let out to ‘do their business’, so accompany them. If need be, separate front and back yards and hide your dogs at the back. Even if your dog avoids strangers, it could still be drugged or snagged with a catch pole,” she warns. “Be aware of strangers in the area, including children, especially if they are peering into yards, watching dog walkers or questioning you about your dog. “Never allow dogs to roam the street or leave them in your car or tied up in front of a shop,” she says. Davies suggested pet owners put a collar and tag on their pet and have them microchipped. The FAW, which works in the township of Fisantekraal near Durbanville, has many adorable animals up for adoption. If you can’t adopt, but would like to help, consider joining the sponsorship programme for only R200 per month. Participants will receive a certificate and information sheet on the dog they have chosen to sponsor. he second round of the South African main circuit championship due to take place in conjunction with the Extreme Festival sponsored by Wingfield Motors at Killarney on Saturday, is expected to be the biggest meeting of the year. Topping the bill, the national production cars are to be seen in a virtual one class format for the first time. This has come about after the class T entries received more muscle by being allowed additional turbo boost, larger tyres and unrestricted suspension modifications. The results of the three events during the first round at Zwartkops last month which saw Michael van Rooyen’s turbocharged Chev Cruze win the first race, with class A Audi S4’s in the hands of Hennie Groenew-

ald and Michael Stephan taking the next two, appear to justify the changes. However, the pit critics were claiming the tyre wear on the abrasive surface worked to the benefit of the all wheel drive Audis. Additionally, Killarney has longer straights that may be an advantage for the smaller turbocharged Chev and Ford Focus STs. It sounds like a close one.

Driver to watch Brennon Green (Golf 5 GTi) is the Cape’s only representative in a new production car category for privateers. His main opposition is likely to come from Freek Burger Jnr and Snr, who were outstanding at Zwartkops in a pair of Mazda 3 MPSs. Then there are some who claim the skrik vir niks tigers in the Engen Volkswagen Cup events are always responsible for some of

the best racing of the day. Of course the driver to watch here is teenager Sheldon van der Linde for whom big things are being predicted. Although Sheldon won the first round up north he was closely shadowed by Tasmin Pepper and Shaun la Reservee, with the Cape’s John Craig Jnr, not far behind. With a home track advantage, it is going to be interesting to see how local hotshots Nian du Toit and Jurie Swart Jnr fare in this hard fought one-make category. While the Midas Sport Duratec Formula Fords are the closest we’re likely to get to Formula 1 at Killarney, their racing at Zwartkops was more exciting than in the events at the Albert Park and in Kuala Lumpur. The sensation in the first race was the performance of rookie driver and former karter Julian van der Watt, who went on to beat Robert Wolk and Matthew Merton.

Unfortunately Van der Watt’s lack of experience showed when a typical Highveld thunderstorm at the start of the second race brought out the wet weather tyres and resulted in him dropping well down the order. Victory then went to Wolk who was followed by reigning champion Nicholas van Weeley and Dewald Brummer. Other events during the day are going to feature Crossley and Webb sports and GT cars, Midas Sport Clubman cars and Mike Hopkins superbikes. There are also going to be combined events for the V8 Masters and Makita Formula supercars. With the first race due off at 10:10, admission is R90 for adults and R40 for scholars under 16. There is no charge for kiddies under 12. Tickets are also available from Computicket.

Die wedloop bestaan nou uit ’n marathon (42,2 km), halfmarathon (21,2 km), ’n 10 km- en 5 km-pretloop. Hierdie marathon is die enigste in sy soort in Suid-Afrika, met 20 busse wat 1 200 atlete douvoordag vanaf Langebaan Country Estate (LCE) vervoer óm die Langebaan-strandmeer na die beginpunt by

Tsaarsbank teen die Atlantiese Oseaan. Die atlete hardloop deur die Weskus-Nasionale Park (WKNP), wat vir die duur van die wedloop vir verkeer gesluit is, terug na LCE, maar nie voordat hulle die uitmergelende Swartmamba-bult baasgeraak het nie. Die ander wedlope begin en eindig almal by LCE se gholfdryfbaan, waar daar ’n feestelike atmosfeer sal heers met musiek, ’n markiestent vir die prysuitdeling, speelarea vir die kinders en talle kos- en ander stalletjies. “Deelnemers aan die halfmarathon behoort die wegspring om 07:15 vanjaar makliker te vind, met dié dat hulle nie weer in die die dorp begin nie, maar langs die eindpunt en registrasiepunte op die

dryfbaan,” sê die organiseerders. Ook dié atlete sal ’n gedeelte van hul sirkelroete in die pragtige WKNP aflê, terug via die Swartmamba-bult tot by die eindpunt by LCE. Die nuwe 10 km-roete en die pretloop vind beide binne die grense van die gholflandgoed plaas en begin onderskeidelik om 07:30 en 08:15. Slegs voorafinskrywings, wat op 16 April sluit, is vir die marathon toelaatbaar. Deelnemers moet ’n Racetec-skyfie vir die 42 km- en 21 km-wedlope dra om ’n amptelike tyd te verkry. Registrasie vind op Vrydag 24 April vanaf 12:00 tot 18:00 by Sportsman’s Warehouse in Tygervallei plaas, asook van 16:00 tot 20:00 by die LCE-

klubhuis. Saterdag kan marathonatlete nog van 04:40 tot 05:30 by LCE registreer, met die laaste bus wat teen 05:45 na Tsaarsbank vertrek. Deelnemers aan die ander drie wedlope kan nog tot 30 minute voor hul onderskeie wegspringtye registreer. Die prysuitdeling is om 10:00 vir die 10 km, 11:00 vir die halfmarathon en 12:30 vir die marathon. Buiten prysgeld ter waarde van meer as R30 000, sal daar ook talle gelukkige prystrekkings wees, wat 12 pare Saucony-hardloopskoene insluit. Dit was ’n lang en harde pad tot in die eindronde,” het Jan Loubser, die afrigter van Durbanville-Bellville se rugbyspan Maandagaand gesê nadat sy span in Rustenburg as die nasionale kampioen in die Cell C-Gemeenskapsbekerkompetisie vir nie-universitêre klubspanne gekroon is. Die Durbies se oorwinning van 31-30 in die eindstryd oor die verdedigende kampioen, Rustenburg, was inderdaad ’n merkwaardige een, in ag genome dat daar soveel faktore was wat nié in die Tygerbergers se guns was nie. Behalwe dat Rustenburg op Impala Park voor ’n partydige tuisskare gespeel het, was Durbell erg ontwrig as gevolg van beserings, wat op hul beurt weer tot gevolg gehad het dat die tuisspan met sy geweldige gewigsvoorsprong voorlangs verreweg die meeste balbesit bekom het. Dit het meegebring dat Durbell behoorlik klippe gekou het om bo uit te kom. Vyf minute voor die einde was Rustenburg nog met

30-28 voor, maar ’n strafdoel in die doodsnikke deur Garth April (losskakel) het Durbell weer in staat gestel om die neus voor te kry. Dit was die Durbanvillers se meer afgeronde spel, doeltreffende inklimwerk by die losskrums en veel beter agterlynspel wat

Nog ’n besondere aspek van Durbell se triomf is dat hulle vroeër vanjaar eers ná ’n rits uitspeelwedstryde inderdaad tot die kompetisie toegelaat is. En nadat hulle as afdelingwenner die eindgroep van agt spanne gehaal het, het Durbell in die kwarteind- en halfeindronde van die uitklopkompetisie ook met twee vorige kampioenspanne, Durban se College Rovers (30-25) en Despatch (29-27), afgereken.
