I

t was such a pleasure to see so many of our members at the TYHA Reception on the “ Which Marina “ Stand at the Tullet Prebon London Boat Show, and to present some eight marinas with their Gold Anchor Awards on the evening. On the preceding day we were delighted to welcome HRH The Princess Royal onto our stand, to meet a number of our members, and she very Kindly presented Andy Osman with the Five Gold Anchor Award for Port Solent Marina. We were all very impressed by her depth of knowledge, and she particularly enjoyed talking to Tim Coghlan from Braunston Marina on matters concerning the Inland Waterway Marinas. This year we hosted our AGM at the new location of the Queen’s Club in West Kensington, London. This was a very impressive venue, and proved very easy to get to, both just off the end of the M4 or by train and tube. I was delighted to see so many members, and many new ones too. We used much of the afternoon to promote some very innovative ideas for our industry’s future. I hope you will join us again next year. Moving on with the year ahead, we have a substantial number of marinas joining our programme of Gold Anchor Assessments, and in support of this, it is important to highlight the availability of marina training, through the BMF.You will have read about the Advanced Marina Management Course to be held in Poole, towards the end of February, and the Intermediate Marina Managers Course to be held in Troon from the 17th to 20th April. I am keen to promote and develop these and other BMF courses which can help our members. I am looking forward to seeing many of you at the forthcoming Marina Conference, sponsored by Walcon, on Wednesday 25th April, and Thursday 26th, followed by the most interesting marina visit. This always a really informative conference, and up-dates us all for the season ahead! I would like to say a huge thank you to Libby for all the work she is doing in preparation for a magnificent Summer Networking Event, The Lakes 2012. These visits are always a high point in the TYHA Diary, and following

GENERAL MANAGER’S REPORT

T

his quarter has been another busy period for TYHA, our members are more active than ever and our international membership has grown by 13% and UK membership grew by 7%. Our Gold Anchor scheme has also become extremely popular with 28% growth and the Which Marina stand has increased by 60%.

These impressive statistics show us that marinas are taking every opportunity to promote their business. The Gold Anchor awards and Which Marina exhibition represents a very cost effective way of getting new berth holders and more importantly keeping existing ones, and with more than 900 enquiries generated on our stand at the London Boat Show it is difficult to justify not taking part. These are not the only membership services which have become popular, with our popular AMM and IMM training courses, as well as an increasing amount of requests for guidance on berthing contracts, insurance and subcontractors. I believe this demand stems from the fact that berth holders worldwide are increasingly willing to move or

alternatively sell their yachts if they aren’t using them. We have found that as part of the Gold Anchor scheme, members which are ‘RYA Active Marinas’ are helping their berth holders use their yachts more and therefore helping them justify the expense. Dredging investment boosts Conwy and Deganwy Marinas’ £6 million role in local economy

Charles Partridge It is with great sadness we convey the news of the death of Charles Partridge who passed away in hospital late on Friday night 2nd December 2011. As many of our members know, Charles was a wellknown, highly respected, larger than life character, who had worked for Lambert Smith Hampton and its predecessors since September 1970. During his 41 year career, Charles’ contribution to the marine industry has been significant with a recent project designed to help marinas throughout the UK get fair ratings assessments. Charles was a doyen of the rating world and his outstanding service to the surveying industry received formal recognition when he was awarded an MBE in the 2009 New Years Honours list. The loss of Charles is a devastating blow to everybody at TYHA and LSH who has had the pleasure of working with him. He will be greatly missed by his many friends and colleagues, and we offer his family our sincere condolences at this very sad time. Gareth Turnbull - TYHA General Manager

The Crown Estate and Quay Marinas recently launched the new ‘Little Orme’ dredging vessel at Conwy Quay Marina, which together with Deganwy Marina contributes £6 million a year to the north Wales economy. The joint investment in this state of the art maintenance dredging vessel will ensure that both marinas are able to continue to provide deep water berthing and compete effectively as the premier marinas in Wales.

‘Little Orme’ will spend most of its time at Conwy and Deganwy Marinas that together provide a total annual economic benefit locally of almost £6 million per year, and support around 100 jobs. The Marinas are owned by The Crown Estate, and let and operated by Quay Marinas. Roy Evans, Head of Development and Asset Management for The Crown Estate’s marine estate, said:“We are delighted to be making this coinvestment with Quay Marinas.

Llewellyns regain control of Ace Trolleys Last May, Roger and Anne Llewellyn announced a joint venture between Ace Equipment and Richard Allen Group, a group of engineering companies, that would allow Roger to retire and Anne to lead a ‘less hectic life’. The arrangement proved not to be a success. As a result the joint venture is being wound-up and production of marina courtesy trolleys has been moved back to the Staffordshire works and is once again solely with the Llewellyn family. Luckily the work force had been retained to work on other projects so none of the experience has been lost. Manufacturing starts on Monday and Anne Llewellyn is confident of producing the quality and service that made them the benchmark for marina trolleys. The Llewellyns have been joined in the business by their daughter Claire. They are looking forward to rebuilding their old relationships within the trade and to starting new ones.

Largs Yacht Haven is harnessing all the sun’s rays to generate its own power and reduce its consumption of electricity! The Yacht Haven is making maximum use of its south facing roof on the marina reception building and has installed a 10kwh PV system provided by on site tenants, Earth Fuel Scotland Ltd. Largs Yacht Haven is committed through its Environmental Policy to increasing its consumption of energy from sustainable sources and also to increasing the amount of waste which can be sent for recycling. The 700 berth Firth of Clyde Marina was recently awarded the RYA Green Blue Certificate for Environmental Best Practice at the 2011 Southampton Boat Show.

MDL Customer Service To ensure the most outstanding customer service experience is delivered, Marina Developments Ltd has appointed three Regional Directors to oversee marina activity. David Wilson CMM, Nicola Walsh CMM and Mike Glanville, all highly experienced Marina Managers at MDL will be tasked with leading the customer focused activity and implementing best practice across all of MDL's 18 UK Marinas. Jersey Boat Show goes from strength to strength Now the third largest boat show in the British Isles (after London and Southampton), the 2012 Barclays Wealth Jersey Boat Show (5-7 May) looks set to be even bigger than 2011, despite the recession and its impact on marine traders around the world. Over a dozen new exhibitors have applied for stand space, requiring Jersey Marinas to expand the shoreside arena – partly due to successful promotion of the Jersey show by CEO and Harbourmaster Capt Howard Le Cornu and Managing Director for Jersey

Marinas Myra Shacklady at the last Southampton Boat Show. ‘The Barclays Wealth Jersey Boat Show continues to go from strength to strength and I am delighted it has received such glowing accolades from the many industry partners we met,’ said Capt Le Cornu.‘It is particularly encouraging to see its reputation growing, especially on an international level. The full programme of activities is yet to be announced but details, as and when they become available, will be posted on the website jerseyboatshow.com, which also includes a dedicated area for sponsors and exhibitors.

Major upgrade for Jersey’s oldest marina £700,000 is being invested this year in major improvements at Jersey’s La Collette Marina. Following a tender process, Southamptonbased manufacturers Walcon Marine are supplying and installing the new pontoons, which

should all be in place by early April. The marina, which dates back to the 1970s, currently has 126 berths and the pontoons being replaced were installed in 1988 after the original marina was damaged in a severe storm. Although the work

has involved the temporary relocation of all the vessels to alternative berths, support for the refurbishment programme among the Island’s marine leisure community has been positive as La Collette Marina, which has 24-

hour access, is primarily used by local boat owners.

New Canal Centre for the Wey & Arun Canal Trust The Wey & Arun Canal Trust are delighted to announce that the new Canal Centre at Loxwood, West Sussex, will be officially opened at 12.30pm on Sunday 1st April 2012. Mr Mike Coleman, Chairman of West Sussex County Council, will be cutting the ribbon. The new centre has been designed and built by Fordingbridge plc of Fontwell, West Sussex. The building is all part of the Trust’s aim of “Getting Green” and follows on from the launch of the public trip boat “Wiggonholt”, which is electrically powered.

The centre will provide information about the canal restoration project as well as local information and will greatly improve facilities for the visitors to the canal and passengers on boat trips. The cost of building has been generously donated by a keen member of the Wey & Arun Canal Trust who wanted to play his part in the success of the restoration project. Loxwood High Street Canal Bridge

Dura Composites Sponsor Summer Visit

The Loxwood High Street Canal Bridge officially opened in may 2009, however local residents and many others in the neighbourhood found the functional metal parapets at the road level unattractive. The Canal Trust agreed to work in partnership with Loxwood Parish Council and the Loxwood Society to build new brick parapets. A small team from the Canal Trust and the Loxwood community have worked patiently towards the target, gaining planning permission from Chichester District Council,West Sussex County Council’s approval of the engineering design. Total project cost from contractors was placed at £60,000, far higher than hoped but major fundraising including The Old and New proposed Parapets ‘Buy a Brick’ and grants from NatWest Community Force and Chichester District Community have helped significantly.

The BMF Welcomes Canal & River Trust Funding Announcement The British Marine Federation welcomes today’s announcement regarding the funding of the Canal & River Trust. The BMF has worked hard to bring together the industry’s views on the new charity and ensured that the key issues of maintaining navigation, levels of service and the industry’s role in governance have been central to the debate. The BMF is comfortable that these issues have been fully considered in the negotiation with Government leading up to today’s announcement. Howard Pridding, BMF’s Executive Director comments: “The BMF has played a full and constructive part in discussions about the future sustainability of inland waterways in recent years and believes the new charity will be in a stronger position thanks to the hard work of the Minister, Richard Benyon MP, politicians

from all parties, government officials, British Waterways senior management, and the interim trustees. In very tough economic times it is a fair deal and the long-term commitment will enable the charity to plan for the future with some confidence. We look forward to working with the Canal & River Trust to promote and develop the inland waterways for businesses, boaters and all other waterway users.” The BMF’s Howard Pridding and Nigel Stevens, a Director of Shire Cruises, a BMF Member, have been chosen by industry to stand for election to the Canal & River Trust Council, to ensure the industry is represented at all levels. WALCON WIZARD Shows its versatility with Travel Hoist project

W

alcon Marine may be one of the world’s leading designers and builders of yacht marinas and harbours, but every so often a project comes up that reminds the marine industry that Walcon’s civil engineering heritage and mobile piling barge - the Walcon Wizard - together enable it to undertake a much wider range of marine-orientated installations. The latest project of this type is the replacement of the structure that supports the 40-tonne travel hoist at Lymington Yacht Haven, on the Solent (pictured right). This engineering exercise required the removal of the old piles and runway beams, followed by the driving of new piles and the installation of new, precast concrete beams along with additional reinforced concrete. Once the main structure was in place, the final stage was the fitting of the steel plating for the hoist itself to move along plus the addition of safety rails and ladders.

“Using a highly manoeuvrable, water-based piling rig and crane allows projects like these to move much faster compared to a land-based alternative”, said Walcon’s managing director James Walters,“and of course for the Walcon Wizard getting access to any waterside facility is rarely a problem.” In the case of the Lymington hoist, the entire project took just six weeks, and with the Christmas holiday used as curing time for the concrete the hoist was unavailable for the minimum time possible. Other recent projects undertaken by the Walcon Wizard include the replacement of the Bar Beacon off Chichester Harbour and the replacing of mooring piles at Darthaven Marina. “It’s a great resource for jobs both large and small,” concluded James Walters, “and one that continues to make a significant contribution to the maintenance of the UK’s leisure marine infrastructure.”

A New Era for Davis’s Boatyard

D

avis's is a family run business established by Lloyd Davis in 1964.The business was taken over by his two Daughters Sonjia Maidment and Lorraine Murdoch when he passed away in 1991.To this day the establishment still employs four family members out of a workforce of 8, the latest editions being Lloyd’s two Grandsons to the business in 2011, Lance and Dean Murdoch, thus remaining a family business.They strive to provide real value for money for storage and berthing in Poole Harbour, which is now arguably the most costly place in the UK to keep a vessel.Their customers return year after year because they provide a personal service and the yard provides a real community for sailors, pleasure cruisers, and boat enthusiasts from the local area and nationwide.

NEW DEVELOPMENT As part of their commitment to the local and national boating community they decided to make a massive investment for 2012 on a new marina pontoon.They have also extensively dredged our marina basin to improve depth and access in all tidal conditions.The previous pontoon, having been made by hand by the foreman Barry Murdoch over 30 years ago, was due to be upgraded so they decided to take on this new project. They sought to work with local family run businesses wherever they could so decided to use Jenkins Marine (a family run business based in poole), Walcon Marine (a south coast company based in Fareham), and Steve Barnes electrical (family run, based in Ferndown). The new pontoon will boast 82 luxury berths with extended finger lengths up to 8.5m, and wider berths with a beam of up to 3.7m. Each berth will have individual metered electricity sockets and free access to fresh water. Berth holders also have exclusive access to a luxury toilet/shower block and a range of other benefits. Their new

development fits in nicely with the introduction of the long term PHC port master plan, to develop business in the harbour for the future.This investment shows their ongoing commitment to take Davis's into the future and to continue to be a trusted and respected name in Poole Harbour.

ENVIRONMENTAL AWARENESS Davis's site is surrounded by protected marshland that provides a haven for rare wildlife and water foul, designated as a Site of Special Scientific Interest (SSSI). Because of this, when applying for dredging licencse they worked together closely with Natural England and The Marine Management Organistaion (MMO) to minimise disturbance to the winter migration of marine birds. Demonstrating this environmental awareness, they are proud to be the first marina in Poole Harbour to install a water purification system to their high pressure cleaning bay ensuring that they were not contaminating the water with the fouling that we blast from the underside of vessels.

JAMES WATT DOCK MARINA of which have now been occupied by winter and annual berth holders.The marina was a busy place in late summer and early autumn, welcoming many visitors, taking delivery of a 35 ton PPM crane, a Roodberg 20 ton cradle mover, new cradles and lifting equipment. By early November Tom Harkins and John Cole had the temporary boatyard prepared and in use and boats and caravans were being stored in the Sugar Warehouse. Meanwhile in the background the other member of the marina team were busy preparing the marketing for the forthcoming season. James Watt Dock Marina has now posted the first phase of its new website (including 2012 pricing) although, marina director, Craig Latimer is keen to point out that the site will be further developed and improved over the winter period. A new colour Marina Handbook will be available for interested parties early in the new year with an electronic version available for download from the JWDM website. The JWDM team are receiving a lot of enquiry for the 2012/2013 season. The racing scene is looking to be quite active with IRC/CYCA yachts and a number of SB3s moving to a new base to take advantage of the active East Patch Wednesday evening and weekend keelboat racing. When Yachting Life spoke to Craig Latimer he was, as ever, extremely enthusiastic and looking forward to a busy 2012 –

t has been a busy year for the new James Watt Dock Marina on Greenock’s rapidly developing waterfront.Whilst it was planned that work would start in February 2011 installing the pontoons by early April, various factors intervened and work was delayed until mid- May.With the Tall Ships Race due into port in early July and with work on a new Public Realm and other improvements having been contracted Blue Sea Marinas steamed full ahead and with some sterling work from pontoon suppliers Varis Engineering of Forres and a lot of cooperation from R J Mcleod who were busy digging the area up 50 linear berths, full services, toilets, showers, new office and a superb fuel pontoon were installed by the end of June (six weeks to install a working marina!) By the 7th July the first of 54 Tall Ships and 25 helpers vessels were heading toward the new marina and blessed by superb weather over 700,000 visitors in the four days of the event.Visitors got a glimpse of the new marina and a real close up of life aboard a Tall Ship. On the 14th July Varis were back on site installing 16 x 10m finger pontoons to take the marinas capacity to 65 berths, 58 1 8 FO RE & AF T M A R C H 2 0 1 2

“It’s been a challenging year getting the marina and yard up and running, welcoming the Tall Ships Races and welcoming all our new customers - the team have hardly had any time to stand still and take stock. We have a few charter companies looking at JWDM as a base for next season because of our easy train and airlinks. THE GREEN BLUE... S

o far this year The Green Blue team has continued to stay busy visiting marinas around the UK but I was recently invited to the Royal Cork Yacht Club (in Ireland) to look at their environmental operations and it was interesting to see the subtle differences in environmental laws. Essentially most of the environmental laws we have here in the UK are derived from EU legislation so many of the marinas in Europe have similar pressures when it comes to staying on top of, as well as complying

with, ever evolving legislation. I am happy to report that the marina staff at RCYC were fully committed to improving their marina’s environmental impact in every way they can, and I am sure we will hear more about them in due course. In late 2011 I had the opportunity to visit Overwater Marina and pleased to see that just a few weeks later they became the first marina in the BW network to achieve five Gold Anchors with TYHA’s Gold Anchor Award Scheme.To cap that they were then awarded the Boating

Business/Marine Trades Association Environmental Award at the 2012 Tullett Prebon London Boat Show. A great success story and perfect timing for The Green Blue as we are currently working on a Business Guide for Marinas for all things sustainable and green which will help marina managers identify where the greatest environmental gains can be made, aim for the highest Gold Anchor rating and hopefully save some money at the same time.To be available at the BMF’s Marina Managers conference in April,

the resource will be jam packed with first-hand experience from marina managers with their environmental initiatives that you could replicate. Janet Maughan, Co-Owner of Overwater Marina was kind enough to provide us with a case study for the Guide but we’re pleased to be able to provide a sneak preview of how and why they installed solar panels and a ground source heat pump.With an annual return on investment of 10% it’s no wonder these types of technologies are cropping up more often.

The Problem Overwater Marina was constructed on a Cheshire Dairy farm almost 2 years ago. The Maughan family were keen to ensure that the Marina layout and design enhanced and positively impacted upon the environment by providing new habitats and planting schemes. As part of this environmental ethos there was a strong desire to provide as much heat and power for the facilities building from renewable sources as possible.

The Solution Advantage Projects Ltd designed a combined solar and heat pump system for the Marina facilities building. There are 7.5 square metres of solar panels on the south facing roof of the building

providing 5kW peak of water heating. Combined with this is a 14kW heat pump which takes its heat energy from the ground behind the building. There are

1000 metres of horizontal collector pipe buried approximately 1.5 metres deep. Also installed is a multi-fuel stove which is currently used to provide ambient heat on particularly cold days and is burning wood which was used as shuttering for the concrete base of the building, low energy lighting, low volume toilet cisterns and rainwater collection.

The Results The building was constructed with as much insulation as possible and during one of the harshest winters in recent times, combined with the underfloor heating system maintained a pleasant ambient internal temperature. Running costs are minimal as the heat pump requires no particular maintenance, although there have been issues with a faulty valve on the thermal store which was easily replaced. The next step for the building will be to install solar photovoltaic panels to generate electricity to run the heat pump.

Rolec’s New Baliza Range for James Watt Dock Marina

ames Watt Dock Marina in Glasgow has been fitted with a range of complementary pedestals from Rolec’s new Baliza range. Marina Managers, Blue Seas Marinas, selected 42 Baliza electricity, water and lighting pedestals, six Baliza SOS emergency pedestals, the Rolec deck level LED lighting system and a mobile Fire Caddy.

WIRING REGULATIONS Review of 17TH Edition of the Wiring Regulations (BS 7671:2008) on Special Locations

A

mong the special locations introduced in the 17th edition were requirements for Marinas and similar locations contained in section 709 of BS 7671.

The risks specifically associated with craft supplied from marinas include: i. open circuit faults of the PEN conductor of PME supplies raising the potential to true earth of all metalwork (including that of the craft, if connected) to dangerous levels; ii. inability to establish an equipotential zone external to the craft; iii. possible loss of earthing due to long supply cable runs, connecting devices exposed to weather and flexible cord connections liable to mechanical damage. Particular requirements to reduce the above risks include: i. prohibition of a TN-C-S system (Protective multiple earthing PME) for the supply to a boat (Regulation 709.411.4); ii. additional protection by 30mA RCDs in both the craft and the marina installation (Regulation 709.531.2); iii. outlets to be installed at not less than 1m above the highest water level. (Regulation 709.553.1.13 does give certain exceptions.) The potential difference between true Earth and the PME earth terminal is of importance when: i. body contact resistance is low (little clothing, damp/ wet conditions), and/or ii. there is relatively good contact with true Earth.

Electrical equipment to be installed on or above jetties, wharves, piers or pontoons must be selected according to the external influences which may be present. In the marina environment, particularly at jetties, pontoons etc., consideration must also be given to the possible presence of corrosive or polluting substances. Equipment should be located to avoid any foreseeable impact, be provided with local or general mechanical protection and have a degree of protection for external mechanical impact. Regulation 709.531.2 requires that socket-outlets shall be protected individually by an RCD having the characteristics specified in Regulation 415.1.1 Devices selected shall disconnect all poles, including the neutral. Final circuits intended for fixed connection for the supply to houseboats shall be protected individually by an RCD having the characteristics specified in Regulation Regulation 709.533 has requirements for each socket-outlet shall to be protected by an individual over current protective device, in accordance with the requirements of Chapter 43.

Typical wiring arrangement from shore to pontoon Cables must be selected and installed so that mechanical damage due to tidal and other movement of floating structures is prevented.

Regulation 709.521.1.4 recognises that the following wiring systems are suitable for distribution circuits of marinas: i. Underground cables ii. Overhead cables or overhead insulated conductors iii. Cables with copper conductors and thermoplastic or elastomeric insulation and sheath installed within an appropriate cable management system taking into account external influences such as movement, impact, corrosion and ambient temperature. iv. Mineral-insulated cables with a PVC protective covering v. Cables with armouring and serving of thermoplastic or elastomeric material vi. Other cables and materials that are no less suitable than those listed above.

There have also been reports of increased rate of depletion of the sacrificial anodes of recreational craft which are connected on a longer-term basis to shore supplies, which is believed by some observers to be associated with the connection of the recreational crafts protective earth terminal (to which immersed components and sacrificial anodes are bonded) to the shore supply earth in a marina or similar location. In Annex A of the harmonised document 60364-7-709 are examples of methods of obtaining a supply in a marina and recognises the use of an isolating transformer to prevent galvanic currents circulating between the hull of the vessel and the metallic parts on the shore side. The current standard for isolating transformers is BS EN 61558. It is important to point out that all equipment must comply with the relevant standard.

Distribution boards, feeder pillars and socket outlets Socket outlets when mounted on floating installations or jetties should be fixed above the walkway and preferably not less than 1m above the highest water level. This height may be reduced to 300mm if appropriate additional measures are taken to protect against the effects of splashing (IPX4), but care should be taken to avoid creating a low-level obstacle which may cause risk of tripping on the walkway. When mounted on fixed jetties they should be mounted not less than 1m above the highest water level.

Equipment installed on board a small vessel or recreational craft does not come under the control of the wiring regulations (BS 7671) and would be required to comply with the appropriate standard. It is important to be aware that this article only gives a very brief overview of electrical installations in marinas and similar locations. For more information refer to section 709 of BS 7671:2008 incorporating Amendment 1.

The new LeeSan pumpout installation at Foxhangers Marina.

LeeSan PUMP OUT AND “ECO” WASTE SYSTEM FOR NEW FOXHANGERS MARINA

L

eeSan, the Warwickshire based Marine Sanitation Specialists, have just finished building and commissioning the pump out facilities and eco waste system at the new 248 berth Foxhangers marina on the Kennet and Avon canal at Rowde, nr Devizes,Wiltshire. Working with the marina builder, Land & Water Service, LeeSan have installed one of their LS200W pump out stations which is capable of emptying an average holding tank in about 3 minutes. This unit is yard operated with a keyswitch, but there are also card, token and even remote controlled versions available. Additionally, they have designed and installed a LeeSan FoulMaster waste water pumping station. This takes all of the black and grey water from the facilities (toilets and shower) building and pumps it to a treatment unit. This waste is then ecologically processed to enable clean water to be returned to the waterway.

Each FoulMaster system is individually designed to suit the location, volume of waste and topographical requirements. RAISING the bar T

he Indian summer of 2011 welcomed thirty berth holders boats as they extended their East Coast cruising ground, all part of the RYA Active Marina Programme. Shotley and Woolverstone Marinas on the River Orwell in Suffolk, joined forces with the RYA to arrange a cruise with pre-tuition from Harwich, around to the River Deben, with an planned overnight stop at Woodbridge Tidemill Marina. Sailor, author and journalist, Tom Cunliffe was on hand to provide guidance during the day and give an after dinner talk to the eighty strong participants. The purpose of the event and the RYA Active Marina Programme is to get people using their boats more often by helping to remove some of the barriers that may currently stop them. Often those barriers are knowledge, confidence or social events where they can meet and chat with like minded people and have some fun.

could only wish for, giving ideal conditions as the thirty odd boats from both marinas rendezvoused in Harwich Harbour, before setting off. The support boat was helmed by RYA Instructor, Martin Hubbard whilst Tom Cunliffe travelled by RIB and jumped from boat to boat, chatting to crews along the way. After the detailed planning and training, the Deben Bar was executed well with the support boat standing by ready to give advice, if necessary, to help guide them through the shifting channel. David Willing who sails a Hunter Horizon 23 said,“I usually sail on my own and this cruise in company is great for me, it has given me the confidence to go somewhere I haven't been before and a great chance to meet other boat owners from the marina" The picturesque Tidemill Yacht

Harbour at Woodbridge at the head of the Deben had a steady stream of the visiting yachts and motorboats arriving on the rising tide. John Pipe, the Waterside Manager from Shotley Marina commented,“The Woodbridge Cruising Club did a magnificent job providing a three course meal on the Saturday evening. This was rounded off by Tom Cunliffe with a mix of sage advice and wit creating an altogether great night”. Both Woolverstone and Shotley Marinas now have active training programmes for berth holders covering a variety of skills, from locking in and out practice to navigation skills. Woolverstone Manager Trevor Barnes said,“We are already planning future events”. The RYA has a team of local representatives around the country who would be pleased to chat about what is possible in your area.

The plan was to give guidance to skippers and crews on how to plan and conduct an intricate passage and then provide on water back-up by having an RYA Instructor along in a support boat. The social element was focussed on a slap up three course meal and a few drinks when they arrived in Woodbridge and a talk by Tom Cunliffe. Before the event, Martin Hubbard from Martin Hubbard Powerboating ran a passage planning evening in the Shipwreck Bar in Shotley Marina. They discussed, timings, hazards, tidal gates and how best to plan the passage. Whilst the Deben is just around the corner from Harwich, many sailors are put off because the route to Woodbridge passes over the ever shifting Deben Bar, poses some challenging pilotage at the head of the river and finishes in the Tide Mill which has a tidal cill, therefore creating quite a multi-level navigational challenge. Demon’s success with new Hurricane Combi Demon launched the new Hurricane Combi to Fore & Aft readers in Decembers issue and were delighted with the response to the new machine! Alistair Hand at MDL said ‘The Hurricane P4 Combi combines rotor washing and standard pressure washing in one making the process of cleaning pontoons fast

and efficient.The skirt helps keep over spray to a minimum.The Combi is a far superior looking machine which is light weight and manoeuvrable for its size.” The Combi was born from the success of two products, the Hurricane Pressure Washer and Rotowash Professional floor cleaner, already manufactured by Demon. The Combi comes complete with twin spinning arms which rotate at 2000rpm and a 50mm heavy duty skirt eliminates overspray to anything nearby which is essential when cleaning in urban areas. It is designed for cleaning flat surfaces, including car parks, walkways, roads, pontoons and sports grounds to name but a few. It is manufactured with an integral pressure washer, either a Hurricane P2 providing 2200psi at 13 litres per minute or has the option of a Hurricane P4 at 2900psi at 15 litres per minute.

The Combi glides effortlessly over any surface minimizing operator fatigue, with grey non marking rubber wheels which are ideal for most flat surfaces. Due to the power of the pressure washer and the spinning arms, operators benefit from cleaning surfaces in a fraction of the time. Previously customers would have had to purchase two pieces of equipment and now with the launch of this brand new machine, they only require one which is much easier to manoeuvre. Another huge benefit is the Combi will also work as a standalone pressure washer by attaching a lance, ensuring that the operator gets the best of both worlds. Easy access to River Dart ferries TMS Maritime installs a new ferry terminal access bridge and landing pontoon, within a hectic five day window

T

he Historic naval port of Dartmouth in Devon, supports an active year round tourism industry, a growing resident community and local industries. The busy town quay ferry terminal is one of the many landmarks in the town centre. Now, after twenty five years in service, the main access linkspan bridge and landing pontoon has been upgraded and replaced, with a new design by THYA member, TMS Maritime, the marine civil engineers and maritime services company, run by Peter Stenner (MD) and Bill Hook. To avoid disrupting ferry schedules, the time slot for the whole operation was just five days and it was not just a new bridge that had to be installed. The project included a new landing pontoon, passenger shelter, rerouted water and electrical systems and refurbished tubular piles. “Our first challenge was getting a barge small enough for the narrow water access, yet big enough for a large crane with capacity to lift the old 16 ton bridge”, says Giles Squirrel, Project Manager at TMS.“By cutting the bridge into two sections, we could downscale the capacity of the plant. But we also had to lift the landing pontoon into place in two sections, because of restricted space between the piles. It required some very skilled work from our crane driver and careful co-ordination from the ground crew. The operation certainly provided an interesting spectacle for the many onlookers standing on the nearby quay.”

The new bridge provides separated ‘on’ and ‘off’ quay access with lighting and shelter from the elements and has been designed, so that during essential future maintenance, only one side of the bridge needs to be taken out of service, whilst the other side remains operational. “One of the pleasures in a job like this, is the quality of the engineering”, says Peter Stenner, TMS Maritime’s MD.“It’s a team effort between the designers, steel fabricators, fitters and the installation team. It has all come together to produce a really good solution for Dartmouth Harbour”. NATCHEZ ON THE WATERFRONT ! HOW TO FIND GOOD CONSULTANTS AND CONTRACTORS very successful marina project depends on two things – good design and good execution – and good design and good execution more often than not means you’ve hired a good consultant and a good contractor, and that you’ve taken the time to really understand the project.

was shortsighted. Neither the designers nor the contractors were willing to tell the owners about the implications for fear of being fired. Now the lawsuits will continue for years, the expectations for the project have been diminished, the value of the project has been impaired and the perception of fulfilling a great vision has been more than tarnished.

Some might argue,“I hire the people – I want them to handle it – I don’t have the time.”Actually, I would suggest that you cannot afford not to spend the time. Finding good consultants and good contractors takes patience, and I’ve got a few suggestions you might want to consider when you go looking for them. The obvious ones are that you want those who are knowledgeable, have experience, and a proven track record. But most in business for any length of time have those credentials – so what else is there? Before looking to hire anyone, it’s important that you, the project owner/sponsor, have a clear vision of what you want out of the project, whether for a simple bulkhead replacement or grand resort development. Then, above all else, look for knowledgeable people with a track record who believe it is important to tell the client what the client needs to hear vs. what the client wants to hear. Some of the larger problems I’ve come across have been caused by a consultant and/or contactor not being willing or able to tactfully but plainly put options before the client, with pros and cons as well as a recommendation. A good consultant can set forth options for clients that can have meaningful implications both in terms of functionality and cost benefit as well as potential adverse consequences. A relatively recent major waterfront reclamation project provides a good example.The vision was to create what was virtually an entire new city by dredging the sea bottom and creating upland.The original studies suggested taking the materials from miles away. Due to costs it was decided to take the materials from nearby. No one dared tell the client that the cost-saving approach could have significant adverse long term implications.The land was reclaimed and buildings were built. Before the project was even finished the land started to sink and building walls and foundations were cracking.The concept was great but the execution

First is to ask around, talk to others and find people who have had experience in similar types of projects and fulfilling similar types of visions. Second is to interview them and see what you learn about their approach to understanding the project.

anticipated scope of work based on different understandings of what is perceived to be needed or desired. It is always easy to change or relax the specifications or even eliminate portions when there are sound suggestions, but at that time all are on the same footing and the owner can fully understand the cause and effect implications. The same interviewing approaches are reasonable to use in trying to evaluate a potential contractor’s previous projects: how did it work, what went wrong, what would you do differently? All in all, one is looking for someone to give you the benefit of their experience and work with you to help realize your vision, prioritize the issues and set forth meaningful approaches.Value engineering is also important, though, as noted above, not at the expense of the integrity of the outcome.

There are many design build companies and they have their place, but remember they have products to sell.Their design may or may not fully achieve the desired functionality or the most efficiency due to using products that may or may not be optimal for meeting your desires. All too often we have seen approaches that have been compromised due to a lack of familiarity/understanding with what has been proposed, and/or a lack of being comfortable with either the materials or site specific conditions.

There is a company whose slogan is, "an informed customer is our best customer.”That applies to marina projects as well. Laying out the business decisions allows for informed approaches and knowledge about what to expect, so that there are no unpleasant surprises at the completion. And no one likes unpleasant surprises – not consultants, contractors or, most of all, owners.

Get references and make calls. When talking with them there are few questions that I suggest you consider, including: • What was the worst problem? • If you had to do it over again, what would you have changed? • What was the biggest problem you had? • What do you think their biggest shortcoming was? • Would you hire them again?

Beware of the glitz People are always cost conscious, particularly in these challenging economic times, but you also have to look at the longer timeframe approach in terms of cost benefit. In addition, some of the best people I’ve come in contact with are those who think outside the box. It can make a major difference. Many times a good contractor can come up with some meaningful suggestions that also can have a cost benefit. Many will say the project is not large enough for a consultant, or that we have always used xyz contractor. In undertaking most any project, the biggest shortcut that ends up causing the most long-term problems is the lack of having an outline or specifications for the contractor to follow.Without that, if bidding the project, you never really know what you are getting and usually there will be some major differences in pricing or M A R C H 2 0 1 2 FORE & AFT 39

Marinas Group (IMG) Policy Sub-Committee The International Council of Marine Industry Associations (ICOMIA) has been addressing challenges facing the global marine industry since 1967, with working committees such as The ICOMIA Marinas Group (IMG) as the main vehicle for work and interaction with its members. IMG’s mission is“to promote and facilitate internationally the sharing and exchange of information in

respect to the development and best practice management of marinas, boat storage facilities, boating access and associated infrastructure throughout the world”. The group recently widened its membership base to include not only its traditional marinas association members, but also multiple marina operating companies; marina and shore side builders, developers, designers and individual marinas where there is no national marina association. IMG recently held the ICOMIA World Marinas Conference in Singapore. Under the direction of the group, the ICOMIA Marinas Group Policy SubCommittee has been formed; its objectives are to produce tools

and strategy in order to support the overall goals of IMG. Meeting for the first time on 24th January 2012 in Düsseldorf, the IMG Policy Sub-Committee clarified their terms of reference, and discussed the need for common Marina focused statistics.The meeting included presentations and reports on new and upcoming legislation and International Maritime Organisation (IMO) and possible technical issues for development as ISO Standards for Marinas. The Sub-Committee discussed the benefits of developing a statistical trend report showing the number of Marinas and berths available in geographical regions, rather than country by country, to show patterns of growth in

recognised boating areas such as the Mediterranean or the Caribbean. In response to a lack of common definitions and measures for the economic impact Marinas can bring to an area, the Sub-Committee agreed that it would be invaluable to have a common framework which could be used to measure a Marina’s financial benefit. As part of the Sub-Committee’s remit to support and develop IMG projects such as ICOMIA’s Clean Marinas Programme, (which is intended to encourage the development of national or regional clean marinas programmes), Albert Willemsen, ICOMIA’s Environmental Manager and member of the IMG Policy Sub-Committee, presented an update on new and forthcoming

New design gives the disabled and elderly easy access to open water Walcon Marine has completed the building and installation of the world’s first, deep water,‘Wheelchair Access Pontoon’, a specially designed and engineered marine pontoon created to give the disabled and elderly wheelchair access into deep water, whether at swimming pools or in oceans and lakes.This first pontoon was the result of an initiative from the Woollahra Municipal Authority for its facility on Sydney Harbour, Australia and the work was undertaken by Walcon Marine Australia Pty Ltd. The pontoon works by allowing an individual in a wheelchair to move down a series of internal ramps fitted within the pontoon which extends to below the current water level. At the end of the ramp system is a below water platform at one side of the pontoon ramp,

from where individuals are able to easily float off their submerged wheel chairs and move ahead into the water. The main pontoon was constructed using a standard Walcon System 2000 deck arrangement with some modifications and polyethylene floats, attached to purpose designed frames which create the central ramp structure and provide the rigidity needed for the whole 16m x 7m pontoon to withstand adverse weather conditions.The decking on the final ramp sections, leading down into the water, is a special non-slip material which provides excellent grip for the wheel-rims of the chair, and is a surface that is impervious to the elements, as are all materials used in the pontoon’s construction.

Mobi Deck Systems - A Solution to the lack of Space in Marinas ARNAVING (Naval Architecture and Engineering) develops a unique innovative mooring system, which increases the ability to host boats in existing marina by 30-40% as compared with conventional equipment. Mobi-Deck is a motorized floating pontoon system that increases the mooring space of pleasure boats (sail or motor and up to 20-50 feet in length).The principle is to have only one fairway for several rows of mooring pontoons.The moored boats move along with the mobile pontoons. The fast opening of a fairway (approx. 4 min.) gives the possibility of relocating one or more mooring pontoons simultaneously, and is not intrusive to the boats’ occupants or to the people travelling on the pontoons in motion. All opening orders are automated and secured, operated directly by the users with remote control or by the port authority. The mobile floating pontoons are equipped with the same port terminals (water, electricity, etc.) as conventional fixed floating pontoons.

The installation is swift, without lengthy administrative procedures, and without major infrastructure. The realization is compatible with the demand, up to 3 – 4 months to install, and commissioning. The pedestrian catwalks are linked by a tractor system at regular intervals and make users circulation fluid.They also reduce, in the event of a boat show, the use of additional equipment. No moving mechanism or command is immersed for obvious reasons of corrosion.

REMORA is a Service and Escort Boat Destinated Primarily for the Marina Staff

A pilot project of 158 berths (boats from 6 to 9 meters) was established from a partnership between ARNAVING France, technology developer and operator of patent systems Mobi-Deck; SODEAL, Society of Development of Cap d'Agde and Littoral.The project has been operational since summer 2007.

The advantages of Mobi-Deck: • A substantial gain of berths in existing infrastructures. • A important gain of civil engineering in new infrastructures. • A swift implementation without long and complicated administrative procedures. • No major infrastructure and environment-friendly. • Modular constructions adaptable to all types of existing floating pontoons. • An excellent return on investment.

Mobi-Deck news: For areas with low tide effect (up to 7 feet), Arnaving has developed a new patent of telescopic head piles. This innovation significantly simplifies the structure of the tractor pontoons and also facilitates the movement of users on the catways as the pile head is integrated inside the structure. The architecture of Mobi-Deck makes the proliferation of accidental pollution easier to control, because it is confined in small areas. Mobi-Deck are laureate of the 2011 award of French exemplary marinas (Saint-Jean Cap Ferrat)

With REMORA, E3H Electric Boats now focuses its attention on marinas and by creating this service boat it reponds to the demands expressed by Port Managers and the French federation of marinas. A boat which perfectly meets the requirements present in marina:

The cost of the REMORA electric boat: • With REMORA, the price for a complete recharge is €0,85. The fuel cost of a 25hp thermic engine is on average €15 per day. Our boat costs €28500 (ex.VAT) • The minimum budget for a classical service boat is on average €15 000 (ex. VAT). • A working boat in a marina is used about 200 days per year. • €3 000 with the thermic engine • €170 with REMORA After 5 years : • REMORA = 28 500 + (170 x5 ) = €29 350 • Thermic = 15 000 + ( 3 000 x 5) = €30 000

DieselBug Prevention

A

s marina operators we have a responsibility to advise boat owners who may not yet be fully aware of the potential problems associated with the changes in diesel fuel composition since January 2011. These include possible bacteria growth, higher water content and poorer combustion performance, following changes in legislation relating to sulphur content and increased use of bio-fuels. As stated in Patrick Keating’s article in the previous issue, the risk factor has increased by a factor of 15. Well putting it in perspective this means that over 130,000 diesel boat owners in the UK now have a decision to make, do I proactively prevent an expensive fuel clean and engine strip down or take a

gamble that the diesel supply chain, boat storage location, weather and ambient temperature is such that fuel bugs are not a risk. Boat owners don’t want a bill for an engine strip down, replacement fuel filters or pumps, fuel polishing or a complete refuel.This is particularly relevant for sea going vessels with potential for engine failure and the repercussions of this happening when off shore. One solution is fuel additives to prevent, maintain and eradicate problems that may arise.There is a wide range of products on the market and it is worth knowing that not all of them will be effective with the chemical composition of modern marine diesel. This year will be a good testing ground for the ‘real world’ performance of new fuel additives

which are coming on to the market and the advice to boaters is to research and implement a fuel maintenance programme to take preventative action.

Some key requirements of these additives are listed below which will ensure fuel is protected and ready for use: 1. Boosts cetane number – Improves power, performance and cleaner burn 2. Enhances lubricity Compensates for sulphur removal by lubricating internal parts 3. Preserves diesel – Increases storage capability due to increased bio-fuel content 4. Anti-bug properties – Biocide required as bio-fuels increase water content and hence propensity for bug growth in all weathers 5. Other areas for consideration include cold weather storage (Anti-Waxing properties) It is important that your berth holders are aware that when they refuel and run their engines that there is an increased risk of fuel problems and that they have a plan in place.
