What a busy summer it has been for TYHA! Since I last communicated, we have played a large part at the World Marina Conference in Singapore, where we were able to support our overseas members thanks to YP Loke, and as you can imagine meet many more. I have to say that it has been an absolute privilege to build on my predecessors past, Sam Bourne, did a sterling amount of work as your Chairman for eleven years but due to Sam’s incredible modesty, very few of us realised the extent of his overseas work. TYHA is the most welcome marina trade association worldwide and our new Gold Anchor Award Scheme is now seen as the most desirable accreditation system worldwide. I am most grateful for all the help and support of our Vice Chairman Coastal, Simon Haigh, of Quay Marinas who kindly agreed to attend the opening of Nansha Marina, China and present them with their 5 Gold Anchor award. Moving on, the launch of the Gold Anchor Award Scheme at the Marina’s conference has also been a high point and a culmination of over 2 years work by both Gareth, our General Manager, Robin Walters, our chairman of our Gold Anchor Sub Committee, together with an incredible team of Steve Arber, Norman Cox, John Cervenka and Derek Newton. I owe this incredible group of marina professionals a huge debt of gratitude. I have also just returned from an amazing TYHA Summer Visit to Portland Marina and Weymouth. We are all so grateful to Libby, our TYHA administrator, for the tremendous amount of work that she has put into organising it. I know that for those of you who attended, like me, this was an exemplary way of showing the future of our industry. The long term message that we need to highlight; let us help to encourage and educate our young, through all circumstances to become involved in boating. This message is no more apparent from Portland than the message “Go Sailing for £5”. Much thanks to the RYA for their long-sighted initiative. After all, we need our future customers.

GENERAL MANAGER’S REPORT Dear reader‌ What an exciting 3 months for TYHA and its members! We have had been firmly pushed into the limelight to explain what Gold Anchors represent and what our members have done to deserve them. In May we launched the Which Marina website www.which-marina.com along with a new Gold Anchor Award Scheme at the World and the UK marina conferences and since then we have been busy working through the new assessments and enquiries. But with mystery shopping and the opportunity for marinas to improve their rating, the whole process takes much longer and lead times are in the region of 3 months from assessment through to issuing the award. We have seen a real hunger in the industry for a credible, robust and proactive rating scheme and we are proud to be able to offer this service to members all over the world. One of the most exciting progressions for the scheme is the immediate interest from the Chinese market and in fact we have assessed and awarded 5 Gold Anchors to the superb Nansha marina in the Guangdong Province, China. The market interest has predominantly been to establish a credible rating which offers the berth holder something different and we are seeing a rise in marinas which offer options for boaters who are more constrained by budget. To some people the most important thing is that the marina meets the basic industry standards and can provide a safe haven for their berth which is exactly what the 1 Gold Anchor rating is all about.

Dear reader… You are correct in assuming that the works will require licensing, however, under the recently introduced regulations (under Part 4 of the Marine and Coastal Access Act 2009) you will need to make a single application for a Marine Licence that will cover all three elements of work. These regulations apply to English inshore waters and are administered by the Marine Management Organisation (MMO). The new Marine Licence fee structure is split into three tiers depending on the nature and complexity of the project. Tier 1 (fast track) and Tier 2 (routine) provide a schedule of fixed fees in different bands, for more complicated works Tier 3 (bespoke) applies. Pontoon works would normally fall within Band A of Tier 2, however, because you are also undertaking capital dredging, it will be a Tier 3 project as all capital dredge campaigns fall into Tier 3. The fees for Tier 3 are determined by the level of input required to determine the application. The MMO provide up to 2 hours free advice for pre-application queries, beyond this the MMO charge £80 per hour (for voluntary requests for information VAT is applied but for compulsory requests as apart of the statutory determination process VAT is not applied). A nonrefundable deposit is required on application and is set at between 10-50% of the estimated cost. Further considerations include the potential requirement for environmental assessments to accompany the application and the need to undertake sediment sampling to test for potential contaminants. Cefas charge £86 per hour for advice on sediment sampling and there will be a charge per sample for the testing of chemicals. In addition there is a disposal charge of 1p per tonne for the deposit of material at sea. Yes - in 2008, the BMF, TYHA and Water Regulations Advisory Scheme (WRAS) agreed to a maintenance schedule for the provision, use and maintenance in marinas of quayside taps. This was in response to an number of requests from local water authorities who were asking marina facilities to install break tank systems with check valves and hoses for filling boats with water for domestic purposes. The maintenance schedule must be approved by the local water authority and all the conditions must be adhered to – failure will result in a break tank requirement. We regret to announce that Brian Savill Foley passed away peacefully on 15th May 2011. Brian was a well respected founding member of TYHA and successful Marina operator, Golfer and entrepreneur . A service of thanksgiving was held on Tuesday 21st June at Church of St Mary the Virgin,Oxon. Over the many years in our industry Brian had made an enormous contribution, he was very imaginative, well liked and passionate about the industry and the people who represented and worked within it. He cut his apprenticeship in the 1950’s at the River Thames based tug and barge operators ‘O’dells’ followed by Andrews Boatbiulders at Bourne End, (builders of the Greyhound launch) he had a love of classic river craft and the river, and being inspired by his parents buying the 13th century Harleyford estate on the Thames after world war II and the family ownership of ‘Leisure’, a Meakes slipper stern launch, he later obtained her sistership ‘Crescent Moon’ and restored her to her former glory. Both survive today thanks to his appreciation and love of their elegance and graceful classical designs . Brian also had an enthusiasm for entrepreneurial endeavours and in the early sixties he and his brother dug out and developed the first purpose built Marina on the Thames ‘Harleyford Marina’ at Marlow. He went on to buy Shepperton Marina in 1978 which has recently expanded to a 350 berths capacity and which he was able to open the recently developed basin ‘C’ despite failing health in March this year. Another achievement was developing the Golf Club at Harleyford in the late 1990’s which is today one of the finest clubs in the south of England.
Droitwich Canal Opening Will Be Music To Your Ears! A new era begins in Droitwich Spa, Worcestershire, this summer with the completion of a 35-year project to re-open the town’s canals. Originally the Droitwich barge canal was built by James Brindley and opened in 1771. It served the Droitwich salt industry, linking the town to the river Severn and the world beyond. The Droitwich junction canal was built by R Boddington and opened in 1854 and was one of the last canals to be completed. Both canals declined due to competition from the railways and were officially abandoned in 1939. In 2011, over 70 years on they are open for business once again, albeit of a very different kind! The dedication and determination of the Droitwich Canals Trust and more recently by the project partners were the catalyst to restoring the canals, which are now set to attract thousands more visitors to the area and bring a major long-term boost to the local economy, generating an additional £2.75m a year in the local community. As part of the canal restoration, a linear park has been created providing picnic sites, fishing pegs, and new stop off points for boaters, walkers and cyclists with new and improved access points and 26 new visitor moorings. Now these hidden gems and vibrant urban centres are yours to explore. Journey along this newly created 21-mile cruising ring on a voyage of discovery that will unlock the very best this stunning county has to offer.

Sealift2 comes to Haslar Marina, Gosport…
Sealift2 International Limited is pleased to announce that it has been granted planning permission to install its eco-friendly floating dry dock at Haslar Marina in Gosport.The Sealift2 dock lifts 65ft motor boats and yachts weighing up to 50 tons in less than 5 minutes, enabling hull cleaning, anode replacement and relaunch in under an hour. All potentially toxic wash off is collected and processed by an on board water treatment plant, which enables the waste water to be discharged back into the sea in strict accordance with EU environmental standards. “Haslar Marina is a perfect location for our dock as it has some 600 berths with first class facilities, but there is no space for lifting boats out onto hard standing” says Richard Bayley, Sealift2’s managing director. “Our dock will bring much needed marine services to berth holders at Haslar and it will also attract boats from neighbouring marinas”. New marina development to boost jobs and tourism

Mercia Marina has announced plans to develop a boutique retail and office complex as part of its ongoing drive to boost tourism and jobs at the South Derbyshire beauty spot. Plans for The Boardwalk have been submitted to South Derbyshire District Council for consideration. The £1.7m development announcement follows the approval last year of a £2m gastro pub, hotel and spa called The Lighthouse - as well as 18 luxury holiday lodges on the 74-acre marina site. It is estimated that The Lighthouse will create around 50 new jobs, while The Boardwalk offices and shops are expected to generate a further 50 jobs. any delegates arrived the evening before and stayed at The Venue, overlooking Portland Bill and beyond. An old Ministry of Defence building, it’s still elusive as SatNav does not register its postcode! Once all had found the hotel and checked in, drinks were served before taxis transported us to The Boat That Rocks at Portland Marina, where a sumptuous barbeque had been arranged. Pimms on arrival to start us off, before a short presentation by the event sponsors Dura Composites, then dinner was served. Wine was sponsored by Bob Watts from Groves, John & Westrup Ltd which flowed throughout the night. The following morning delegates set off for Portland House and a talk by Simon Williams, Head of Weymouth & Portland 2012 Operations. Splitting into groups we then visited, RYA, Portland Marina, Sunseeker International and Weymouth & Portland National Sailing Academy. Thanks to all staff for allowing us their precious time to give us a detailed and interesting insight into their businesses. After lunch, we viewed The Boat Building Academy’s fantastic glued clinker Whitehall skiff named ‘Nicky Nacky Noo’ and a foam composite rowing/sailing skiff. Thanks to Justin Adkin for his time in talking about his boat. We were also given an interesting talk from the makers of a covered Rib, the Chameleon. Although the Rib is currently out of the water, we were given an indepth presentation on its capabilities and viewed a scaled down model. And finally we took to the water on an old sailing boat – My Girl and MV Freedom – a charity catamaran, taking in the Olympic sailing waters and then

into Weymouth inner harbour and marina, viewing the beautiful architecture from the water. Docking at The Pavillion, we were treated to Dorset Apple Cake and tea, then had a final talk from Peter Mole, Weymouth Harbour Master. National waterways bodies to join forces
A
greement has been reached in principle for The Waterways Trust to merge its operations with the planned new waterways charity (NWC) when it is established in England & Wales next year. The merger will enable The Waterways Trust and NWC to pool their strengths and resources in creating a unique new national charity to engage with supporters, partners and funders. By joining forces the organisations will bring together over 2,000 miles of historic canals, rivers and docks, three important waterways museums, the national waterways collection and national waterway archives. The merger will ensure that NWC will be able to draw on an enormous pool of experience and expertise in disciplines ranging from engineering and conservation to marketing, fundraising, volunteering and education. In Scotland, where the waterways will remain in public ownership,The Waterways Trust will continue to grow its reach and influence focussing on the needs of Scotland’s waterways, working with BW Scotland and its many stakeholders. Tony Hales, chairman designate of the new waterways charity, said: “This is tremendous news and will ensure that a very large part of the country’s precious waterway heritage will be held in trust for the nation. The joining together of NWC and The Waterways Trust will give the new waterways charity an enormous boost, not just by combining the physical structures and artefacts that make the waterways so unique, but through the collective knowledge and passion that each organisation’s staff and volunteers bring with them.” Frances Done, chairman of The Waterways Trust, added: “We are delighted to be able support the new waterways charity in this way. Over the last 12 years we have learnt many lessons which will be important for the new charity. We have also seen success in a number of key areas including fundraising, building partnerships and attracting and working with volunteers, and look forward to building on these as part of the new waterways charity. We are delighted also that the work of the Trust will continue in Scotland building on our considerable achievements and focussing on the needs of Scotland’s waterways.”
The full detail of the merger will be developed over the coming months, with The Waterways Trust continuing with its programme of work. The NWC is expected to launch in April 2012, or soon afterwards, and The Waterways Trust's project-based fundraising and delivery work, and its role in building partnerships in England and Wales, will continue within the new charity. The Waterways Trust’s three museums, in Gloucester, Ellesmere Port and Stoke Bruerne, will be transferred as a group and continue to be managed together in the new charity building on their current excellent support from a wide range of stakeholders.

set for national roll-out…

crime-fighting scheme devised primarily to increase security for canal boat owners in South Derbyshire has been extended with a view to it going national. Canal Watch was originally launched in 2008 by Mercia Marina in conjunction with Derbyshire Police, British Waterways and South Derbyshire District Council. Originally designed to increase the security and peace of mind of Mercia Marina’s own moorers, the project has now been extended to cover all 18 miles of the Trent & Mersey Canal and river networks in South Derbyshire, including other marinas.

Operating in a similar way to Neighbourhood Watch, people are encouraged to share and report information about incidents on or around the canal network via a community message system called Ringmaster, which is managed by Derbyshire Police. The information provided both aids police response times to certain incidents as well as helping officers to determine where best to concentrate their regular patrols. The latest development follows a recent increase in thefts from canal boats in the area. It is hoped that other areas along the UK’s canal and river network will follow suit. Robert Neff, general manager of Mercia Marina, near Willington, said:
“Although this is a scheme which Mercia Marina originally helped to devise, Canal Watch is for all boaters and marinas in the area. “We’re delighted to volunteer our services to help the police extend this excellent scheme. It’s all about helping boaters to enjoy our beautiful waterways with the knowledge that they are being protected by the community.” He added: “Canal boat theft is not crime specific to South Derbyshire – there’s an upward trend across the UK. Effectively, we’re all in the same boat. We really hope therefore that other marinas and authorities will help to roll this idea out nationwide.”

The Waypoint sails ahead with 14 new marina sign ups in less than 10 weeks

011 is turning out to be a fine year for innovative online berth vacancy management website The Waypoint, who have just announced the news that in the last 10 weeks more than 14 marinas have signed up to the site, which will feature their latest berth vacancies and enable sailors to book them online. The Waypoint is a web-based berth vacancy management service which helps marinas to maximise revenue on empty berths by advertising them on a centralised database. It is also proving to be a great alternative to marina management software and the site can accept payments online 24 hours a day seven days a week. As of April 2011, sailors can log into The Waypoint and immediately search and book a berth at over 14 displayed marinas with just a click of a button. The Waypoint only takes commission on visitor revenue driven directly by the application, enabling marinas to effortlessly capitalise on the empty space, whilst also making booking a berth a breeze for sailors.

New Restaurant opens at Penarth Quay Marinas
Quay Marinas management, marina staff and berth holders at Penarth Quays Marina, Cardiff Bay, South Wales are all very excited about the opening of a new cafe/bar /restaurant on site at the marina in June 2011. The new facility called Pier 64 will be open throughout the day, serving breakfasts, coffee, lunches and then evening meals. Stuart Jones CMM, the Marina Manager at Penarth Quays believes that “the new facility will greatly enhance the customer experience and is something that we’ve been looking forward to for many years. With this facility on site we’re sure that all our berth holders, visitors and local residents will use it throughout the day and evening and that it will soon become a thriving social hub at the heart of the marina”. Local company Swanbridge Developments are the investor for this project and will own the building on completion. The restaurant will be located in area overlooking the inner basin of the marina. It has been constructed on piles and the building will also accommodate offices and a function room on the first floor. The development will include a mix of lounge bar, cafe and formal dining. The dining areas will overlook the marina where sliding doors will give an unimpeded access onto generous external terraces and a floating pontoon area. be direct access to the restaurant from the pontoons – a feature unlike any other marina in the country. The operators of Pier 64 previously ran an award winning restaurant in Cardiff along with two other establishments and having lived in a property alongside the marina previously they are very conversant with the local market requirements. As well as serving marina customers Pier 64 will serve the local community which has so far missed out on any “coffee shop culture”. Planning permission for the restaurant was only granted in January 2011 and piling commenced almost immediately. The construction has continued apace in an area that wasn’t previously used for berthing due the adjacent pontoon layout and configuration of the harbour wall. Construction techniques have been used that have minimised the effect on the environment and with much of the concrete arriving as pre-cast slabs the building has been erected very quickly.

aricer have recently completed the installation of a SMART Metering System at Priory Marina in Bedford operated by British Waterways Marinas Limited. The installation was completed utilising all the existing power cables at each berth. 115 No. existing pedestals were removed and returned to the client and the company installed
10 No. 1147mm Size 3 Pedestals at the head of each pontoon and a balance of 105 No. 847mm Size 3 pedestals at pairs of berths on each pontoon. Each pedestal incorporated the usual switchgear protecting either 16A or 32A socket outlets, along with product from Meter-MACS including SMART meters, data loggers and an iButton. An LCD customer interface was also installed in the 1147mm pedestals
giving customers up to date account information with the touch of the user iButton on the iButton Reader. From each pedestal a ‘daisy chain’ of CAT 5 data cable was installed linking the pedestals on each pontoon together to RF2 Repeaters which allowed two way wireless communication between the berths and the office where Meter-MACS software was installed.

TYHA Gold Anchor Award Scheme
or the first time, the recently re-launched TYHA Gold Anchor Scheme incorporates environmental criteria into its standards. It’s definitely good timing as in our experience of chatting to boaters, it’s clear that consumers are increasingly expecting to see marinas offering facilities that enable them to do their bit for the environment. And for the marine leisure sector it’s a great way of continuing to show a responsible approach to minimising our impact on the environment. Many of you will already be familiar with The Green Blue, but our involvement in helping to shape the environmental criteria in the Gold Anchor Scheme represents a very welcome step forward. However, we are also aware that for some managers this is unfamiliar territory so we thought we’d highlight some of the criteria and offer extra information on what the assessor will expect to see in practice over and above the definitions provided in the scheme booklet.

1 Gold Anchor includes the need for an ‘oil spill kit to be available’. This kit should comprise absorbent pads, booms, protective gloves, goggles, waste disposal bags and simple instructions stored in a clearly labelled waterproof container and in an easily accessible location, perhaps near the marina office, at the top of the pontoons and definitely near a refuelling berth if you have one. For a range of spill kits visit The Green Directory at www.sailingnetworks.com/green Under ‘Berth Construction and Services’ there is also a requirement for inland marinas to have a Waste Management Plan – a document detailing the types of waste you have on site and how you deal with them, particularly important for disposing of

2 Gold Anchors - you’ll need to have a waste recycling programme. To help you prepare for the assessment, we have a check list (free to download) to log what materials you recycle, how they are separated and stored, how the bins are labelled to ensure berth holders know what goes where, and which contractor you use. If you don’t have a waste recycling programme, this is a good opportunity to get one in place, recycling is cheaper than sending waste to landfill so you might be able to save some money – our Factsheets 11 & 12 take you through a step by step guide on how to do it and the importance of good signage in a successful scheme– alternatively, give us a call and we’ll be happy to help. http://www.thegreenblue.org.uk/leaflets__resources/f act_sheets.aspx
It’s a good idea to display it where your staff and berth holders can see it. Again, we have a template available to download and tailor to your needs. To meet the criteria ‘Customers advised on environmental best practice’, there are plenty of free resources available from The Green Blue – from posters to display in your office window or on noticeboards, quick guides to give out to your berth holders and information you could include in welcome packs and newsletters. And last but not least, the requirements for 4 Gold Anchors are a compulsory
environmental audit every 3 years which is an external assessment of your environmental performance by a competent third party; and for your staff to be trained in environmental best practice, as offered through the BMF’s Marina Managers Courses. I
n a bid to support marinas across the country develop activity programmes for berth holders, the RYA has developed a new Active Marina programme. The event based programme incorporates three aspects; training, cruising and social activities. The training element looks to support a programme of workshop style training opportunities for berth holders to increase confidence and competence out on the water. The cruising aspect looks to develop activities such as cruises in company to expand people’s horizons and build confidence, whilst the social element seeks to assist with the formation and growth of Berth Holder groups and social activity within the marina. The focus is to increase berth holder activity so that they use their boats more often. The key to doing this

is to ensure that technical hurdles that a berth holder may have, such as a boat handling or navigational skills, are initially supported with training to provide them with the knowledge. That knowledge is then put into practice by organising cruises or sailing events to expand their horizons and give confidence. To keep the momentum, social events will help to keep everyone motivated, keen and to help them meet like minded people. Guy Malpas, RYA Yachting Development Officer who is responsible for running the new programme explains more: “The Active Marina programme aims to encourage and support increased berth holder activity through partnering with Marinas, RYA Recognised Training Centres, Berth Holder groups and Yacht Clubs to provide a new or enhanced training, cruising and social programme. “The objective is to get berth holders using their boats more often by increasing confidence and competence through a number of practical and shore based workshops throughout the season, run by RYA Recognised Training Centres and instructors. There would also be some events including cruises in company and social events to enable berth holders to meet others and find like-minded families and crews in order develop an informal / ‘virtual club’ feel.”
So far there are some 16 marinas across the country looking to become engaged in the programme in 2011 including the likes of MDL, Dean & Reddyhoff, Castle, Premier and East Coast Marinas investigating ways to develop training, cruising and social aspects for their berth holders. The programme has been rolled out throughout the summer with a series of events running at marinas dotted along the coast from the East to the South West and many more in the pipeline. The participating marinas have already developed programmes in partnership with the RYA’s Active Marina programme featuring some of the ideas listed: • Manoeuvring practise in the marina Crew training and development days Partners day • Locking in and out practise • Anchoring • Local pilotage • Basic navigation • RIB challenges • Taster sails • Electronic navigation workshops
The Active day is often supported socially with a good sprinkling of marina staff and a hog roast or barbeque to create a social hub area and to encourage berth holders to talk to each other, the marina staff and training centres. They are also the launch pad for small regular events such as follow up training sessions or a regular social activity often linked to training or the organisation of a cruise. The Active marina programme also helps support the basic criteria for TYHA’s Gold Anchor Award Scheme especially in the two, three and four gold anchor awards in areas such as; new berth holder induction events, help and information exchange for berth holders, proactive support for RYA training and facilitate regular berth holder events.

uraflex have recently installed their new Hybrid decking at two locations in the UK, Glasson Basin Marina in Lancaster and the Parkstone Yacht Club in Poole, Dorset, the latter using local company Vinyl Solutions to complete the installation. The Hybrid decking range of products combines the very best in industry leading components, using virgin polymer and wood from sustainable sources make a revolutionary new decking product. Tests against the Health & Safety Executive’s grading system show excellent slip resistant properties, as well as resistance to organic growth matter making Hybrid an extremely resilient and low maintenance alternative to traditional timber decking. Glasson Basin has a berthing capacity of 220 boats, making it important for the marina to choose a decking product which could stand the test of time and which needed very little effort to maintain. Barnaby Hayward, manager of Glasson Basin,

comments “The Duraflex hybrid decking met all of our requirements in terms of colour choice and aesthetic appearance. The low slip resistance was of particular interest to us from a health and safety point of view, and the resistance to mould and mildew completed the list of compelling reasons to choose this product” Whilst the aesthetic appeal of the product was an important point to consider, the real test of the Hybrid decking was how quickly and easily it could be installed. The system has been designed for deckboards to be mounted on top of a bearer grid work system, and specially designed stainless steel clips eliminate visible fixings and create accurate deck spacings. The fixing system also allows individual deck boards to be removed for complete versatility. Alistair Cunliffe, yard foreman at the marina, adds “Installing the Hybrid decking was much easier than we anticipated, especially using the quick clip fixing, and we were
given a copy of both the technical guide and the installation guide which helped a lot. I would have no hesitation working with this product in the future” In the South of the UK, at Parkstone Marina in Poole, the Hybrid decking was used in a significant extension to the veranda area and was completed in conjunction with new stainless steel balustrades and a new level lawn with block paved edging. Dick Linford, Vice Commodore at Parkstone Yacht Club, remarks “the view from our new Hybrid deck balcony is fantastic, allowing members to enjoy a ‘sundowner’ or a quiet chat as they gaze over Poole harbour. We found the Duraflex Hybrid decking to be very resilient, presenting an attractive, uniform and low slip surface in trials on our marina pontoons. There is potential to roll the product out across our entire Marina over time”

record-breaking 113 historic narrowboats attended the recent Braunston Historic Narrowboat Rally, making this the largest attendance of such narrowboats at any rally since the end of the working days on the canals.They came from all parts of the English canals to this now well established ninth Braunston Historic Narrowboat Rally. Tim Coghlan, owner of Braunston Marina said, ‘We have finally broken my dream target of 100 historic narrwoboats – and smashed it well and truly.The previous year itself was a new

record, with 93 historic narrowboats in attendance – so we were up by over twenty per cent. And this was despite a number of other major canal events on the same weekend.The Braunston Historic Narrowboat Rally is now THE event of its type on the English inland waterways.We have come a long way since our first Rally in 2003 when 29 boats attended – which seemed a lot at the time.’ ‘The Braunston Historic Rally was an awesome sight to behold. To accommodate the historic narrowboats, 22 boats were moored as tightly as possible in the historic old Oxford Arm in the marina, with the remaining ninety plus on the canal outside the
marina, in places six abreast. It simply thrilled the 7,000 or so visitors, some coming from as far afield as Canada, the USA, South Africa and Australia especially for the event.The real thrill was when the boats paraded, which is what makes our rally unique and so special.’ ‘To manage the growth of the event we made a number of changes this year including having eleven volunteer harbour-masters to manage the moorings and parades. One of them, John Boswell, was a working boatman in his boyhood in the 1950s, and knew some of the boats on parade in their working days.The stewards much reduced the good-humoured chaos traditionally associated with those parades.We also had invaluable help from British Waterways, and also our neighbours Union Canal Carriers with the loan of part of their canalside moorings, which allowed us to moor another eight boats. ’ ‘Looking ahead, we have a database of some 150 historic narrowboats in working order, which collectively have attended this and past rallies – so who knows how many might come next year? We are already planning for another increase.’ The Rally was formally opened by Roger Helmer MEP for the East Midlands, and a great canal supporter. He did so by steering the last surviving historic steam narrowboat into the Marina to the
sound of the Bedford Salvation Army Band and the bells of Braunston Church. Onboard celebrity guests included Tony Hales, Chairman of British Waterways, Clive Henderson, Chairman of the Inland Waterways Association, canal crime author Leo McNeir, and Daventry Councillor David Griffin – who has been actively promoting the new canal link into Daventry. Special guest this year was the legendary 96 year old George Smith, former working boatman and first husband of Sonia Rolt, who later married the IWA co-founder Tom Rolt. Despite the offer of a wheelchair, he was still able to get round the site on crutches on his own and to climb aboard President for the opening ceremony, and offered advice on how to get President off the mud when it went aground at a notoriously shallow point in the parade course. Shore-side attractions including a trade marquee, and also a number of outside exhibitors including a record number of canal societies.There was also the now well established canal artists’ marquee. Entertainments included morris dancers, the famous beer tent, with music provided by a number of groups. Tim Coghlan of Braunston Marina said, ‘For me what was most pleasing was the number of boats that came which had never been before,
including this year the Kimberley and Admiral, both of which had undergone major restoration with a view to appearing at our Rally. Each year I hear the same gratifying story, which makes organizing the Rally so worthwhile’. All profits, which exceeded £6,000, were donated as usual, to canal causes.The main recipient was the Friends of President which received £2,000 for their important restoration maintenance of the last working steam narrobwoat on the canal. A number of other donations were made to canal societies attending the Rally including £1,000 to The Friends of The National Waterways Museum, Stoke Bruerne, whose narrowboat Sculptor is undergoing major restoration and was therefore unable to attend the Rally for the first time in several years. A donation of £500 was also made to Braunston church, which joined in the event including a Sunday morning service in the marina. And a £500 donation to the Salvation Army for their work in supporting canal down and outs. The Braunston Historic Narrowboat Rally is sponsored by Braunston Marina and Canals Rivers + Boats magazine, and is supported by British Waterways. First DualDocker system for sailing yacht alongside pier…

nstallation was finished in the early hours of June 23rd, 2011 leaving the owner of beautiful 'Molly-Q' very happy. "The DualDocker is attracting a lot of attantion. n the first conference of its kind, ICOMIA will report all aspects of hybrid marine propulsion systems in detail. The 1st ICOMIA International Hybrid Marine Propulsion Conference is to be held immediately prior to METS on Monday 14 November 2011.The conference will review the technical issues surrounding the design and implementation of marine hybrids and provide objective data on their advantages
and disadvantages. It will draw heavily on new information from the EU-funded HYMAR project. The marine industry still has much to learn about these technologies and the HYMAR team has tackled the challenge by taking a systems approach. From energy generation and storage, right through to propulsion motors, propellers and control systems, HYMAR has reviewed all of the critical elements.
Historically, one of the major issues has been integrating the broad array of technologies necessary to produce a complete system. To achieve this holistic view, HYMAR has brought together nine partners from across the EU with all of the skills necessary to develop, not just the specialist components, but also the underlying systems architecture and control system. The presentations will be of interest to anyone considering investing in hybrids including boat builders, equipment suppliers, systems integrators and naval architects. Natchez on the Waterfront… The Economic Impact of Marina/Waterfront Developments
S
top for a minute and ask yourself - What is the value of waterfront developments in just major cities across the world announced, started or completed over the last eight years? Many will guess between US$500,000,000,000 to US$1,000,000,000. But the actual number, based upon DSN&A’s tracking of waterfront developments and reporting services, is over US$10,000,000,000,000. That’s a lot of zeros! Putting this into perspective, the US Gross Domestic Product is roughly US$14.3 trillion dollars and the Global GDP is around US$70 Trillion. And in the world economic downturn one would expect new ventures to be scarce. But in many cases just the opposite seems to be true, with more and more communities continuing to plan for the redevelopment of their waterfronts. WHY? Just having a view of the water can add perceived value to a development, and adding passive and active waterfront access to the development normally increases the perceived value considerably. Looked at as stand alone units (i.e., one unit vs. another unit, such as an apartment or townhouse), it is believed that waterfront residential developments have been known to increase the real estate values as much as 5 to 20 times that of similar nonwaterfront properties. Adding boating and docking access for residential properties is believed to increase the value of the residential units by factors ranging from 25% to 200% for similar residential units without boating and docking access. It is no wonder why the "Harbor Village" concept, integrated

residential canal and fully integrated waterfront community development projects have spread throughout the world. In many areas of the world waterfront access and developments are, in large part, predicated upon providing boating access. The provision of boating access then allows the development to be placed upon reclaimed filled land (i.e., land previously under water which was filled to provide upland). Both Israel and Japan are prime examples where the amount of land available for waterfront development and the allowable density are, in part, based upon the number of boating slips and the amount/type of public access to the water that will be made available as part of the development. The greater the number of slips provided, the greater the development rights, allowing for proportional increases in density and/or the number of hectares/acres available for development. Such projects as Asakelon Marina,Asadod Marina, and Harzelia Marina in Israel and Wakamgama Marina City, Zushi Marina,Yokohama Bay Side Marina and Hakkei Island in Japan are examples where integrated recreational, housing, dining, retailing and commercial office uses were combined into the development plans for each respective coastal site. This type of mutually supportive incentive has proven to be highly effective in areas where the price tags associated with the access infrastructure and needed protection from the sea (normally in the form of a breakwater) are high. The increased density allows for these high front-end costs to be justified while the boating and waterfront access allow for the long term success of the project and benefit to the community overall. Similar activities in the Middle East
are plentiful and being pursued with a nearly unparalleled passion, with over US$20 billion being invested in developing sea fronts and new marinas over the next five years. Redevelopment of inner city waterfront areas can provide a major stimulus to the economy and economic recovery of the area. Such as Inner City Waterfront redevelopments as Fisherman's Wharf in San Francisco and South Street Seaport in New York City as well as throughout downtown Singapore have increased real estate values several hundred times. Old warehouses and vacated manufacturing plants have been rehabilitated into major tourist attractions, residential living, shopping and office complexes. Apartment rentals used to go for up to a few hundred dollars for large spacious lofts and brownstone apartments prior to the redevelopment of the waterfront areas. These same as well as new apartments and lofts are now renting from US$3,000 to over US$20,000 per month (a several thousand percent increase). The result has been the elimination of urban blight as well as a ripple effect in the upgrading and integration of the surrounding areas. Port Vell in Barcelona and Puerto del Carmen on Lanzarote in the Canary Islands have successfully undertaken the conversion of old fishing harbors to create marina/recreation/tourism centers, thereby revitalizing these harbors and the surrounding communities. Such downtown rehabilitation projects as well as recreational marinas, including "Port of Call" facilities, become a marketable tourist attraction both for the immediately surrounding population as well as for population centers from afar. The economic benefit ranges far beyond the
immediate Project area. There is not an urban planner on a coast, lake or major river who does not have some plan on his or her desk to revitalize, stimulate and grow the area through waterfront activities, usually including marinas that provide active access into the water, passive access to the water’s edge and that stimulate activities within the adjacent waterfront areas, extending far back from the shoreline interface. If one then thinks specifically about marinas – they are a major part of adding to both value and quality of life perspectives. In the US alone there are over 10,000 marinas, boat yards, yacht and/or boating clubs. Some would argue that there are 13,000 to 15,000 such facilities. And while there certainly are a lot of boats and boating facilities in the US, the two countries that appear to have the largest per capita ratio of boats to people are New Zealand and Sweden. So it does not matter what part of the world you are in to see that marinas are
a valuable economic aspect of waterfront development, improving quality of life and providing active as well as passive recreation. So how does one find the economic impact for a particular marina or development? The University of Michigan, working on behalf of the Association of Marina Industries, has developed a pretty useful economic model. This is an interactive computer program developed under the guidance of Dr. Edward Mahoney, and while it needs to be updated and tweaked, as a planning tool is can be very helpful and meaningful. It is available at www.marinaeconomics.com/index1 .html. Likewise, another computer modeling tool that has been developed for Florida (and which Dr. Mahoney also had a hand in) can be found at www.floridaboatingeconomics.com. This is a more updated computer model that provides the economic
impact associated with any existing or proposed marina, with the ability to vary the various conditions and scenarios. By utilizing these and/or other established economic models, one can develop the data that can help answer your questions, attract investors, and/or “support the case” for the project and help win over the local development agency or regulatory authorities. All too often marinas and waterfront developments are taken for granted and not fully appreciated for the many quality of life and economic benefits they can bring to a community. By providing the numbers, you can help demonstrate just how vital a marina can be in dollars and cents, and how your facility just plain makes sense.And I haven’t even gotten into the extra economic boost marinas and waterfront facilities can bring for themselves and their surroundings when you start talking waterfront festivals, boat shows and other special events!

Wind Farm Vessel Moorings

reakwater Pontoon specialist Marinetek UK Ltd is celebrating the completion of a £1 million project providing a new floating breakwater and sheltered berthing facilities for wind farm offshore support vessels in Ramsgate Royal Harbour. The company is based in Gosport, Hampshire and is part of the global Marinetek Group which has built a worldwide reputation in the marine industry as a leading designer and manufacturer of floating breakwaters and heavy duty concrete pontoons for commercial berths, super yacht moorings and marinas. The new facility at Ramsgate was commissioned by Thanet District Council and project managed by East Kent Engineering Partnership (EKEP) to provide a safe harbour for the maintenance craft of the Thanet Offshore Wind Farm and the new London Array Wind Farm now under construction located off the east Kent coast. The resulting 180metre long x 4.3 metre wide new breakwater pontoon forms part of the Council’s plan to encourage increased use of the harbour.The breakwater provides protection from the waves entering the open harbour entrance and creates calm conditions for the harbour fishing fleet and wind farm vessels. EKEP’s project engineers were looking for quick production with the minimum amount of fuss to deliver the project on a fixed budget and in time for summer use and
Marinetek UK provided a one stop solution. Following a competitive tender process, Marinetek UK were chosen by EKEP to design and install the new breakwater pontoon and worked closely with their engineers to recycle the existing damaged breakwater units and incorporate this into the design to increase the berthing capacity and provide an increase in revenue for the Council. In just five months the Marinetek team working as design and build contractor designed, delivered and constructed the facility completing it on schedule and within budget. The design necessitated the dredging of approximately 10,000m3 of the site through the technique of water injection dredging by Van Oord UK.The Environment Agency required environmental monitoring of dredging and construction activities and this was carried out by Ecospan Environmental, Plymouth. The new breakwater pontoons were manufactured at the Marinetek factory in Finland and delivered by ship to an anchorage 4 miles off Ramsgate where the units were unloaded at sea and brought into the harbour with the assistance of local towage contractors and a safety vessel. The construction phase was managed by Marinetek UK working in partnership with marine piling specialists Commercial Marine & Piling Ltd (CMP) based in Ringwood, Hampshire whom installed the pontoons and a new internal pile guide restraint system

designed by Black & Veatch Consulting Engineers.The installation required driving the 24 metre long piles to a high standard of precision and this was successfully achieved by CMP. Completed in May, the facility can accommodate 25 maintenance craft of up to 35 tonne displacement and has been finished to a very high standard with a 50 year design life. John Davison, Project Engineer for EKEP said “The new pontoon is
part of our plans to realise the full potential of Ramsgate Harbour. It has been well received by the harbour users and commercial operators. As a client, we appreciated Marinetek and CMP’s skills and the professional and co operative manner in which they approached the design and construction of our new facility. There were some high risk elements to the works and together they worked closely with other
contractors to ensure the safety of site and harbour operations

Balthazar Tim Coghlan concludes Balthazar’s story and its famous connections
D
urrell died in France aged 78 in 1990 having divorced the last of his quartet of wives in 1979. His death was caused by a stroke after suffering from emphysema for many years. It was a somewhat lonely and miserable end for a man who thrived on the cut and thrust of adulterous relationships, and bringing misery to those about him. Given his diminutive physique and taste in Burton suits, he could have easily passed for a VAT inspector - so in terms of his numerous conquests, he had in one respect done remarkably well. And the way he spelt it all out in his books made for great literature – if you like that sort of thing. In about 1992, Don and Edmund joined an overland expedition following the ancient silk of the Middle Ages, in this case all the way from London to Peking. Edmund decided that now he was 72, he would pass on the rougher bits through the Himalayas and the Gobi Desert. It was on this stretch that Don contracted the illness that made him terminally ill, which in the first instance forced the sale of the Clea. Don died in 1994 in that house in Islington which his parents bought in 1947, and in which he had lived for the last few years of his boyhood. It had been left to him following their deaths, and he and Edmund had then moved in so they no longer lived above the shop. It was quite remarkable that though Don had wandered far and wide - by land and water - the three places where he had lived all his life, together with the schools he had attended, and the only place where he had really worked, were all only a few hundred yards apart. Despite his great practical skills, Don, and for that matter, Edmund never learnt to drive nor owned a motor car. were placed behind the paneling in the boatman’s cabin he had so painstakingly built in Balthazar - so he could in a sense continue cruising the canals with Edmund. His remaining ashes were ceremoniously scattered above Lock 9 on the Aylesbury Arm, in open country where that canal is at its best. The ashes of Don in Lock 9 were joined in 2004 by those of one of Balthazar’s regular crew, an Anglophobe New York Jew living in Islington called Dick Fisher, who was also very much part of that literary scene. Dick had come to England in early 1940 to join RAF Bomber Command as a volunteer; long before the US came into the war. Being small of stature, he was not big or strong enough to be a pilot in the days before hydraulics, and so became a bombardier. Having seen ops with the RAF, he then transferred to the US Air Force once it had come into the war and established air bases in England. He flew two tours totalling 50 missions in B-17s from a base in Norfolk – volunteering for the second, from which he could have rightly been exempt. (The Memphis Belle flew only one tour of 25 missions – its fame resting on it being the first US bomber to complete a full tour, which was in May 1943.) From all his flying he luckily emerged unscratched – except when he slipped descending a boarding ladder after completing a mission and broke an ankle. For this accident he astonishingly received a Purple Heart – something only the Yanks could do. Dick returned to New York and married, but that marriage ended in divorce. Instead he came back to England and earned a living editing medical journals and writing a major biography of Joseph Lister, as well as compiling the then standard reference book on medical drugs. Don and Edmund introduced him to the English canals,
which he fell in love with, and he would join them and Edmund’s sister for long summer voyages. Edmund finally died in 2006 at the good age of 86, and not surprisingly his last wishes were to have his ashes also scattered at Lock 9. And there our story might have ended - except that whilst Balthazar was on sale in our marina, a tall American of Hawaiian roots, who had lived in England for twenty years, was looking around it with his partner Katrina. He was spotted by our moorer Debbs – who had introduced the boat to us – as she happened to walk past, and got chatting to them about its fascinating history. Chris was amazed. The Alexandria Quartet he declared was his favourite work of
literature. In fact whilst back-packing round the Middle East as a student, he had arrived in Alexandria where he was introduced to the work by another American who was also travelling in those parts – saying, ‘If you’re here, you’ve just got to read this!’ Chris bought a copy second hand there and then, and still has it to this day. In fact after completing the purchase he brought his battered edition with him and placed it in Don’s fine boatman’s cabin, only feet from his ashes. Chris had no worries about discovering what ghost might be sharing the boat with him. Indeed he is thinking of making a sentimental voyage to Lock 9 on the Aylesbury Arm to meet up with Edmund, and Don’s other half, and say ‘Hi!’ to Dick! S E P T E M B E R 2 0 1 1 FORE & AFT 49

Nansha Marina - Open for Business
M
arina development in China is mainly driven by property development. Public funding in what is seen as a facility for the wealthy cannot be justified. Per capita GDP is still low by world standards, and boating activity only serves to highlight the wealth gap. Most developers only want a marina to anchor the aesthetics of their development in order to improve its financial yield.This usually means they see a marina as a place to park boats, period.They want to minimise marina related land use, which fetches a lower yield than housing or commercial use. Given this business environment, 5 Gold Anchor Nansha Marina offers a refreshing change.The marina product has been thought through from the viewpoint of delivering the boating experience as it should be. Land has been set aside for a bonded warehouse (imported boats are taxed at a hefty 43%).This will encourage distributors to stock boats, allowing prospective boat owners to see and touch the product.This not only enables sea trails, but will give customers a first-
hand experience (however minimal it may be) of being on a boat. It changes the selling dynamics. There is a 75 tonne straddle carrier - one of the few in China catering to recreational craft. Maintenance and after-sales service is usually an afterthought in China. Getting knowledgeable personnel may still be difficult, but at least the infrastructure is there to lift boats when needed. Nansha has one of the few drystack facilities in China.The 150 boat stacker shed is serviced by a 6.5 tonne marina forklift. It will be a revelation in a new market of how space planning in marinas should be considered, with smaller boats stacked efficiently on land in a purpose built high density building, freeing space on the water for larger boats. More importantly, it will make boating more affordable at the lower end of the economic spectrum, where there are more likely to be genuine users, compared with many wealthy owners for whom the boat is merely a status symbol. The marina has a pump-out facility.Although this is probably meaningless in an environment
where no one else has pump-out and black water tanks are unheard of (the Pearl River Delta is a busy waterway full of work boats), it demonstrates what a flagship marina product should be capable of handling environmentally. The Marina plans to run a training academy. It has purchased a fleet of Optimists for sail training at the grass roots. It prompted Jacques Rogge, IOC chairman, in his opening speech, to say that he hoped a future Olympian will be bred in Nansha. Many developers will come from around China to see what is so special about Nansha Marina for it to be awarded the Five Gold Anchor Award.They will see not just a place to park boats, but a supply chain delivering the boating experience. Albert Khong is an experienced marina general manager, having come from another 5 Gold Anchor facility in Hong Kong (the Discovery Bay Marina), so the knowhow is also in place. Nansha is a mere 75 minutes from Hong Kong by ferry. China’s waters are not yet open for Hong Kongers to go boating.When that happens, some 5,000+ boats in Hong Kong will have access to new cruising waters. Nansha will be one of the few welcoming destinations they can come to for an enjoyable weekend.
