LEARNING FORMATS Extension’s educational offerings are custom-designed to provide the most effective and appropriate learning environments for each of our courses and programs. Depending on your path of study, your courses may be delivered in any of the following formats: Online Learning Readings, interactive materials, assessments and assignments will all be accessed and completed via the Internet. Students require a computer with Internet access and a minimum of technical requirements (such as a modern operating system, supported browser, and word processor).
Asynchronous
A flexible online learning experience; you will move through the course material and activities at the same pace as the class. There are no real-time virtual sessions to attend.
Self-Paced Asynchronous
Another flexible online learning experience that is not cohort-based—there may be no other students in the course, and you will complete your work individually within the specified time frame. Check your course syllabus for information on deadlines. Please note: Self-paced learning requires a high level of intrinsic motivation and self-discipline.
Synchronous
These online courses contain an element of real-time instructor-student interaction. Students require a computer with audio input and output (such as a microphoneequipped headset). Synchronous courses feature a real-time, virtual classroom where students and instructors ‘attend’ the online sessions and interact at the same time.

Classroom Instruction
In-person classes may happen in downtown Edmonton at Enterprise Square or at other classroom locations across the province (check course schedule for details). Please note that all courses at the Faculty of Extension may be web-enhanced; we recommend all our students have regular Internet access for the duration of their study.
Blended Learning These courses combine face-to-face (i.e., in person) and online learning. Online activities and course requirements may occur before, during, and/or after the face-to-face time. All students will be required to complete parts of a blended course online. If your course is listed as “blended learning,” be sure to refer to the course schedule to learn more about when the class meets in-person and when you’ll be working online.

Applied Land Use Planning
This certificate program, based on a multi-disciplinary body of knowledge, supports the learning needs of professionals in the area of municipal government planning, development, and bylaw enforcement. Three integral themes of municipal planning (systems thinking, sustainability, and awareness and engagement) have been integrated into program. The courses have been designed to allow students to use the theories and models as a means to address complex problems and situations, apply critical thinking, a cooperative spirit, and innovative design to their day-to-day municipal planning activities. Our instructors bring a large pool of resources and experience from all facets of their respective industries. Courses are a mix of online and/or web-enhanced (face-to-face and online components).

ProSPEctive students It is recommended that students wishing to register to the ALUP Program should possess relevant experience in the planning and development field and/or municipal government.
Program Outcomes • Connect planning theory, concepts, functions, tools and processes to the planner’s role • Note the major planning issues addressed in the Alberta Land Use Framework, 2008 • Understand general planning law and relevant governmental acts, especially the Municipal Government Act of Alberta • Enforce municipal land use bylaws • Draft and prepare various municipal land use planning documents • Recognize various land use planning authorities and the hierarchies governing their behavior • Explain the significance of the physical landscape for the field of planning and its various agents • Work collaboratively and responsibly with municipalities and stakeholders to ensure the environmental review of all landscapes considered for development of any kind • View development documents, records, and proposals with a critical eye • Use innovative ideas to draft proposals and overcome the obstacles of environmental, economic and social planning issues • Communicate municipal planning information effectively and objectively to the public sector, the private sector, stakeholders, other planners and government • Engage and work with other planners to enhance the scope and dynamism of plans designs and initiatives • Negotiate a balance between the various parties affected by land use planning initiatives • Understand the theory and practice of sustainable development at the municipal level • Appreciate the environmental, economic, cultural and social dimensions of sustainability • Define “community capital” and understand how its various spheres affect the physical and human environment

Course Descriptions
Core Citizen Engagement and Consultation – EXLGP 8209 Please see page 31 for course description. Environmental Review of Subdivision Applications – EXLUP 4104 Fosters an understanding of the meaning of environment, and the critical importance of the environment to humanity. At the provincial scale, students learn about the environmental provisions of Alberta's Municipal Government Act and its Subdivision and Development Regulations. These provisions form the basis of the environmental review of subdivision and development by planners and development officers. Students also learn about various pertinent environmental information resources including the Environmental Reference Manual for the Review of Subdivisions in Alberta, and the DRAFT Environmental Guidelines for the Review of Subdivisions in Alberta. Other topics may include: development adjacent to steep valley slopes, river flooding and erosion, site contamination, groundwater, and identification and protection of aggregate resources. Municipal Planning I – EXLUP 8215 Provides an introduction to municipal planning, with a particular emphasis on concepts and competencies used by planners involved in land use and development. The Alberta Land Use Framework (2008) will be examined, and relevant planning issues will be discussed. While examples are based on the Alberta context, the theory can be applied to a broad range of situations and environments. Ethics and values will be explored in relation to planning that will have a significant impact on society. Planning Law – EXLUP 8217 Examines planning law with specific consideration of Alberta legislation and case law; particularly, land use bylaws, planning documents, and the roles of planning and development authorities. Legal aspects of the preparation of land use planning documents, issues of inter-municipal planning, subdivision and condominium approvals, effective and enforceable development agreements, environmental considerations in land use and planning, enforcement of land use bylaws, and development permits will also be explored. Valuable insights will be learned about subdivision and development appeals, and in making presentations before Councils and other planning and development authorities. Sustainable Communities – EXLGP 8212 Please see page 30 for course description.

Course Descriptions
Electives Environmental Impact Assessment – EXERM 4268 (offered through environmental resource management certificate program)
This course will present the purpose for an environmental impact assessment, the process from initiation to completion of the EIA, and its place in the application for a major project. Assessment requirements detailed within provincial and federal legislation and regulations will be reviewed. Requirements and processes for completing a cumulative environmental assessment within the EIA will be described. Differences and similarities between assessments for projects falling under Alberta's Environmental Protection and Enhancement Act and the Canadian Environmental Assessment Act will be illustrated. Linkages among these Acts and other legislation in Alberta (Water Act, Public Lands Act) and Canada (Fisheries Act, Navigable Waters Protection Act) will be discussed. Requirements for public and Aboriginal consultation, and the means to gather stakeholder input into the EIA process and outcomes will be outlined. Discussion of the components of the EIA that may lead to approval conditions and requirements, and how to address these in a way that sets the stage for future corporate action and government oversight. Use of the EIA as a tool in the overall environmental management of the project will also be discussed. Fundamentals of GIS – EXERM 4274 (offered through environmental resource management certificate program)
Enhance the performance of your measuring, mapping, modeling, and monitoring by tapping the power of Geographic Information Systems (GIS). Learn the concepts that drive GIS, the basics of cartography, and the differences between various GIS packages. Upon successful completion of this course, you will be able to: Determine what types of files can be loaded in a GIS. How GPS can be used within a GIS environment. Locate geographic files for specific purposes. Understand discrepancies between NAD 27 and NAD 83. Introduction of Municipal Economic Development – EXLUP 4107 Students will examine the municipal economic development process through an analysis of the objectives, key players, and program options. The objective will be to have an understanding of the relationship between community and economic development and to be able to recognize the key issues, while looking at various alternatives and current trends. Land Use and Subdivison Design – EXLUP 4103 Modern land use planning and subdivision design has evolved a sophisticated planning and development system, involving the public and private sectors. While the private sector has largely assumed the role of assembling, planning for, servicing and creating suburban communities, the local municipality has assumed a planning and regulatory function. This relationship is examined in this course in the context of plan-making linked eventually to subdivision design. Students will examine the basic ingredients and processes that go into creating neighbourhood plans and plans of subdivisions.

Local Government – EXLGP 8200 Please see page 29 for course description. Municipal Planning II – EXLUP 8216 Building on core material covered in Municipal Planning I, students will learn about contemporary topics in planning. A range of issues key to the modern urban planning context will be explored, including topics of new urbanism, challenging urban sprawl with smart growth concepts, analytical methods, basic urban design principles, business revitalization zones, and transportation planning. Students will have an opportunity to put theory into practice and make use of case studies and real-world development scenarios. prerequisite:

Municipal Planning Management – EXLUP 8218 Addresses common issues affecting individuals who transition into, or considering, roles which involve administering and coordinating municipal land use planning activities. It is intended to provide students with a practical understanding of planning administration function and its municipal context, how planning administration differs from land use planning, and the knowledge and skills needed to be effective in the planning administration role. Recommended to be completed near the end of the program, as it provides students with an opportunity to consolidate their learning. Regional Planning – EXLUP 8220 Develop an appreciation for regional plans built upon common interest and enduring political relationships. Examine the history, why regional planning has been introduced, the process for developing and implementing regional planning, theories and practices, and how it is defined in various contexts within North America. Other topics include varying structures and challenges that these approaches have between jurisdictional boundaries. Focus will be on Alberta and Canada through different legislation such as the Alberta Land Use Framework and Bill 36 The Alberta Land Stewardship. Rural Environments – EXLUP 8222 Examine the challenges and opportunities of rural land use planning in Canada with specific emphasis on rural Alberta. Student will explore and gain an understanding of the importance of healthy and vibrant rural communities in a local, regional and global context with respect to: the economy, environment, social and cultural capital; how planning policy, politics and participation approaches may differ in a rural context compared to an urban counterpart; and how regional and global policy frameworks will affect rural land use planning in the future.

Course Descriptions Special Issues in Contemporary Planning Issues – EXLUP 4109 Due to the nature of the issues, the topic of this course will change annually and will reflect themes discussed throughout the field of planning and the environment. Contemporary and current planning/environmental planning issues, either municipal or regional, will be covered. Urban Environments – EXLUP 8219 While many in the city-building professions often focus on the physical form of urban areas, the built environment can be seen as a physical manifestation of a variety of interconnected systems. These interconnections and ebbs and flows of influence will be investigated using a combination of theory, history and case study analysis, including natural, economic, political, and social factors. Students will also participate in a walking site tour in Edmonton, Alberta. Students will walk away with a new understanding of the interconnections of systems in Canadian cities today.

Join an Emerging Profession In a democracy, achieving a balance between privacy and transparency is crucial. Access and privacy legislation seeks to achieve this delicate balance. It is important as well as challenging to clearly understand how access and privacy principles are applied. Complex legislation, practices, and application in the public and private sectors will also be explored. Courses focus on the theories, concepts, principles, issues, and best practices involved in the appropriate administration of access and privacy legislation. All courses are delivered online.

French Student Instruction Available Students wishing to pursue their IAPP certificate in French will be able to do so on a limited basis. Course materials, instruction & online support, and assignments will be available in French. Please note that some supplementary course readings may not be available in French and that all online discussions with fellow students involving module questions and responses will be carried out in English (to allow for student interaction). Master of Arts in Communications and Technology (MACT) The Faculty of Extension’s Graduate Degree Program in Communications and Technology is developing three information rights elective courses for inclusion in their program. Students wishing to obtain a MACT graduate degree will be able to expand their access and privacy expertise by taking these three elective information rights courses. Northern Alberta Institute of Technology (NAIT) – Edmonton, Alberta NAIT is developing a Bachelor of Health Informatics Degree Program. NAIT will utilize IAPP course curriculum for this new degree program.

2011: Grace-Pépin Access to Information Award The Information Commissioner of Canada, collaborating with her provincial and territorial counterparts, created the Grace-Pépin Access to Information Award in 2011. The first award recipient was the Information Access and Protection of Privacy (IAPP) Program. The IAPP Program is recognized nationally and internationally as the leading post-secondary program supporting the understanding of Information Rights Legislation.
The University of Alberta's Faculty of Extension is excited to be offering the Information Access and Protection of Privacy courses in both official languages thanks in large part to our bilingual instructor. We are currently working on updating our online learning platform so that it can accommodate both languages as well. All course readings are offered in French whenever possible, and we aim to have the final course translated by the end of the 2015-2016 academic year. Associations CANADIAN ACCESS AND PRIVACY ASSOCIATION (CAPA) Incorporated in 1985, the Canadian Access and Privacy Association (CAPA) is the oldest and largest organization of access to information and privacy professionals in Canada. It is a national non-profit organization with goals to promote knowledge and understanding of access and privacy laws and experiences in Canada, not only as applied to the three levels of government (federal, provincial, municipal), but also to the private sector. CAPA is the only bilingual access and privacy member-funded organization in Canada. The association is composed of a crosssection of individuals in both the public and private sectors with concerns for the effective and responsive administration of Access to Information/Freedom of Information and Privacy laws. CAPA had its roots in the needs of federal officials involved in administering the Access to Information and Privacy legislations (ATIP). A majority of the Access and Privacy Coordinators of Federal government Ministries, Agencies and Crown Corporations are members of CAPA. CAPA holds an annual late-autumn conference on access to information and privacy issues, featuring nationally- and internationally-known speakers, panel discussions, and working sessions. It has produced a newsletter with news and views on access and privacy matters, as well as briefs of important federal and provincial court decisions. From time-totime, CAPA has sponsored luncheon speakers or training sessions on current access and privacy topics. CAPA has a website on access and privacy issues with links to major access to information and privacy websites around the

CANADIAN INSTITUTE OF ACCESS AND PRIVACY PROFESSIONALS (CIAPP) The University of Alberta has worked closely with CAPA members to design and teach the Information Access & Protection of Privacy (IAPP) Certificate Program. Each year, at the CAPA Annual Conference, one member of CAPA is awarded a full scholarship to complete the five courses required in the IAPP Certificate Program. In October 2011, CAPA and the Canadian Institute of Access and Privacy Professionals (CIAPP) launched their long-awaited professional certification program, the leading national standards and certification program for public and private sector access and privacy professionals in Canada. This program is the result of a project funded by CAPA, the Office of the Privacy Commissioner of Canada, the Office of the Information Commissioner of Canada, the Office of the Information and Privacy Commissioner of Alberta, and the University of Alberta's Information Access and Protection of Privacy Certificate Program. National Advanced Certif icate in Local Authority Administration/ Local Government Certif icate Program
This two-level program focuses on fundamental theories relating to the ideas, structure, and processes that define local government administration. Jointly developed with Dalhousie University, the program successfully responds to municipal and community issues in provinces across Canada. It is a unique municipal government program that offers a transferrable credential across provinces and within several government programs. Courses are delivered entirely online and taught by academics and experienced professionals familiar with the diverse needs of municipal government administrators. Following completion of the NACLAA Level I program requirements, students can advance to Level II.

NACLAA LEVEL I (Core) Local Government - EXLGP 8200 (suggested to begin this program) Students will learn to compare and contrast the features of the local government systems across Canada, examine internal governing structures along with some of the key responsibilities of local government, and assess future challenges and prospects. Local governments will be placed within Canada's federal system and will trace the foundations of the systems and their evolution through various reforms and restructuring. Local Government Finance – EXLGP 8204 Provides a basic understanding of public and local government finance. Topics include: the changing role and size of government, the budget process, issues relating to alternative service delivery, sources of revenue for local governments, fiscal relations among governments in Canada, and strategic financial thinking. Municipal Law I – EXLGP 8202 Provides an introduction to the provincial and federal laws that affect municipalities. Topics addressed include the election and operation of council; drafting, enacting and enforcing bylaws; reasons for bylaw validity, municipal contracts and tendering, and municipal liability. Organizational Behavior and Leadership – EXLGP 8203 Examines theories of individual behavior and leadership within local government organizations. In particular, the focus will be on management in the public sector, theories of leadership, council/ staff roles and relationships, the structures and culture of local government organizations, notions of motivation in the public sector, the empowerment of staff, and organizational change. Public Administration Professionalism – EXLGP 8201 (suggested to begin this program) Provides an introduction to the profession of public administration with the emphasis on the local level. NACLAA LEVEL I (ELECTIVES) Financial Management – EXLGP 8207 Introduces the financial, organizational, and political implications of public financial management practices. One of the major focuses is the budget process and understanding the elements of a budget in a public sector context. Other topics examined include costs of service delivery, elements of alternative service delivery, and how to monitor service delivery performance. Some techniques used for long-term decision-making are also introduced. Human Resource Management – EXLGP 8213 Explores challenges facing local governments in attracting, developing, and retaining the personnel needed to serve citizens. The focus is primarily on human resource functions, personnel relationships, and provides practical insight into how to be an "employer of choice." Information Access and Protection of Privacy Foundations – EXIAPP 8171 Please see page 20 for details. Local Government Accounting – EXLGP 8206 Provides basic knowledge of local government accounting practices, budget preparation, and importance of records for accounting, control and auditing of public records. The difference between local government accounting practices and general accounting are also examined. Municipal Planning I – EXLUP 8215 For students registered in the LGP program only. Please see page 13 for details. Property Taxation and Assessment – EXLGP 8208 Provides local government administrators with an understanding of the processes of assessment and property taxation. Students will also examine other topics such as the role and characteristics of the property tax, elements of assessment techniques, tax rate setting, property tax relief and reform, and the economic effects of property taxes. Sustainable Communities – EXLGP 8212 This is a brief introduction to land-use planning theory, law, and processes. Environmental, economic, and social dimensions of sustainability will be discussed using an integrated framework of various forms of community capital. Students will also examine governance and decision-making through the perspective of sustainability.

NACLAA LEVEL II Citizen Engagement and Consultation – EXLGP 8209 This course explores citizen engagement and consultation from a number of directions. Themes examined include: principles and theories of democracy, legislating public consultation, challenges associated with citizen engagement and effective strategies that support successful public consultation including the use of digital technologies. The course concludes by synthesizing the major concerns that arise in citizen engagement and consultation and result through the interactions between councils, administration, media, and the public. Municipal Law II – EXLGP 8210 Expands on some of the topics introduced in Municipal Law I, and deepens students' understanding of legal concepts, systems, and practices associated with local authority administration. Recommended that Municipal Law I be completed prior to this course. Organizational Design and Management – EXLGP 8205 Addresses systems management and the structure and design of organizations, with an emphasis on public sector organizations. Key concepts include management and managing (management fundamentals, culture, ethics, environment, decision making, conflict), planning (strategic management, systems thinking), organizing (theory, structure, design, technologies, and change), and controlling (performance management, measurement, and effectiveness). Policy Planning and Program Evaluation – EXLGP 8211 Covers the central role of planning in municipal decision-making, as well as the implementation of programs and evaluations of both policies and programs. Program evaluation is of increasing importance because a municipality must assess existing programs before it can reorient them to deliver new policies, long-term plans, or alternative objectives.

The Professional Society of Local Government Managers (SLGM) regulates the practices of local government managers and ensures its members act in the local government’s best possible interest. Under Alberta statute, the Society sets practice standards along with remedial actions. Completion of both the NACLAA Level I/LGP and the NACLAA Level II or the previously-offered Senior Executive Fellows program, fulfills the educational requirements for the provincial professional designation of a Certified Local Government Manager (CLGM), which is conferred by the SLGM. Other certification requirements for the designation of CLGM include at least five years experience in Local Government Management in Canada, belief in and practice of the SLGM’s Code of Ethics, and membership in the SLGM. These bursaries are intended to assist the further education and career development of students and practicing municipal administrators who demonstrate a commitment to pursuing a career in municipal government administration. Further education considered suitable for the bursaries could include studies in such fields as public administration, business administration, political science, economics, and planning.

These studies could be taken at the certificate, undergraduate, graduate or postgraduate level and should occur at a post-secondary institution, preferably in Alberta. Bursaries will be provided for payment of tuition and/or for travel stipends.
Please write a request letter to apply for these bursaries, along with supporting documentation. The deadline for bursary application is the last business day of August.

Applicants must be in the final year of study in a program of public administration or another program of study that will prepare a person to enter the municipal government service.
Applicants must be in municipal government administration and enrolled in (or prepared to enrol in) a program of advanced study that will improve their knowledge of public administration.

CHAIRMAN’S SCHOLARSHIP Endowed by the ACFA in recognition of outstanding service by two former chairmen, AF “Chip” Collins and FG Stewart, this scholarship assists the further education and career development of students enrolled in the NACLAA Level I/LGP certificate program. A minimum of $1000 is awarded annually to one student (who is an Alberta resident) on the basis of superior academic achievement. The student must have completed four courses and have a minimum of two courses remaining in the program. In the event of a tie, the ACFA will provide the additional funding of equal value. 50th ANNIVERSARY SCHOLARSHIP Endowed by the ACFA Board of Directors in celebration of 50 years of successful service to Albertans to students who are involved in the NACLAA Level I/LGP certificate program. A minimum of $1000 is awarded annually to one student (who is an Alberta resident) on the basis of superior academic achievement. The student must have completed the final four courses. In the event of a tie, the ACFA will provide the additional funding of equal value.

COMMUNITY ENGAGEMENT STUDIES Our world is becoming increasingly connected and increasingly complex. Effective collaboration among stakeholders is essential to successful problem-solving and community well-being. Every day, professionals and experts across all fields are being called upon to engage with other people and organizations to create benefit from diverse perspectives, knowledge and skills. The University of Alberta's unique Citation in Community Engagement is a program comprising one 39-hour course (EXCES 1501) and 70 hours of electives from the Management Programs, Government Studies Program, Social Media Program or the CBRE Workshop series. Participants explore principles of and approaches to community engagement, enhance awareness of diversity within and across communities, and develop essential skills for entering into professional collaborative relationships. Participants can pursue their specific interests through their selection of electives.
