A
State Senate Passes Unemployment Insurance Reform
s spring approaches, contractors will begin to expand their workforce in order to meet the demands of New England’s short construction season. We employ hard working people at good wages, but, from November to March, state agencies and most municipalities prevent contractors from working and they must shut down their jobs, forcing many companies to lay off workers who then file for unemployment benefits in order to support their families. This forced layoff, and the proposed increase in unemployment insurance for seasonal employers, increases the cost of doing business in Massachusetts and will ultimately raise the cost of every construction project. Construction and seasonal employment companies already pay up to ten times higher unemployment insurance rates than most other companies, and asking them to pay even higher rates is not justifiable or fair. With this in mind, the Massachusetts Senate recently passed legislation (SB 2003) with proposed “reforms” to the Unemployment Insurance Law (UI) whereby construction companies and seasonal employers will be required to pay more into the commonwealth’s unemployment fund. Currently, companies that place more employees in the UI system pay a premium rate. For example, companies with the highest negative rating (most construction companies) pay $1,718 per employee. After factoring in the proposed UI changes by the recently passed Senate legislation, companies with the highest negative rating would have to pay $2,337 per employee. This reflects a 36 percent increase to the cost of unemployment insurance for construction and other types of seasonal employers. We agree that it is fair for higher users of the UI system to pay more, which we already do, but a 36 percent increase in UI rates for employers that do not have the option of continuing working due to mandated stop work orders, is unjustified.

Accordingly, UCANE recently hosted a meeting with other construction organizations including Construction Industries of Massachusetts, Associated Subcontractors of Massachusetts, Associated General Contractors, and the Associated Builders and Contractors. By identifying our shared goals and objectives, we have agreed to work together to try and change this legislation before it becomes law. We believe that construction jobs are a large part of the “economic engine” that drives the Massachusetts economy by providing good wages and benefits. Steep increases in unemployment insurance rates will definitely discourage job creation and raise the cost of doing business in Massachusetts. The existing UI system is meant to build reserves in economic good times in order to survive bad times. Given the number of jobs created by our industry, the contributions and ancillary impacts made by the construction industry balance out over the long run. As written, Senate Bill 2003 will, no doubt, harm the men and women who work in the construction industry and other seasonal industries. Higher unemployment insurance costs will ultimately result in fewer projects being funded and will also negatively affect businesses supporting our industry.
All UCANE members must join together as an industry to address this issue. To that end, I ask that each of you remain vigilant. If you are called upon to contact your local legislator, be prepared to act. As we have shown, contractors can do amazing things even when our backs are against the wall. With your support, we can do it again. n

Unemployment Insurance Reform: Senate Passes Legislation Reforming UI System
he Massachusetts Senate passed Unemployment Insurance (UI) legislation (SB 2003) that will lower costs for certain businesses by introducing an updated experience rate calculation table, implementing a multi-year rate freeze and expanding the seasonal employer exemption, while increasing the cost for others. UCANE and other contractor groups have determined this legislation could increase unemployment insurance contribution rates by almost 36 percent for many construction companies. According to a summary provided by the Senate President’s Office, the Senate’s bill expands the experience rating table to allow stable employers to pay lower rates and require negatively rated employees to pay higher rates. The expanded rating table also increases the taxable wage base to $21,000 from the current $14,000. In addition to a one-year freeze at Schedule ‘E’ for 2014, the legislation also freezes rates for 2015, 2016 and 2017. Overall, the rate freeze for 2014 will save certain employers a projected $421 million alone. The bill also reduces unemployment insurance costs for employers by expanding the seasonal employer exemption to 20 weeks. Under current law, to qualify for certification, a seasonal business must be in operation for fewer than 16 weeks or employ workers in one or more functionally distinct job titles for fewer than 16 weeks. Business owners will be allowed to collect unemployment benefits if they leave their company, but will be required to pay back any money collected if they return to the same company within the same benefit year. Individuals will also be allowed to collect benefits if they quit a second job before they were laid off from their primary job. The bill also authorizes the Department of Unemployment Assistance to participate in a federal program that allows the interception of federal tax refunds to recover benefit overpayments. The bill also includes the following: adds whistleblower protections for employees who testify about their employers’ defrauding the system; requires the Department of Unemployment Assistance to hold at least one annual public hearing to receive input from employers; requires the Department of Unemployment Assistance to provide eligibility determination within 30 days; prohibits crewmembers on commer-

cial fishing vessels from being denied unemployment benefits if unemployment is the result of federal fisheries management restrictions; clarifies language to prevent a company from shedding its experience rating by reorganizing or renaming itself; and, requires all public contractors to certify that they do not owe back unemployment insurance payments. UCANE, which has met with other contractor organizations to discuss the potentially adverse impact of the legislation, has sent a letter to leadership in the Massachusetts House of Representatives outlining the association’s concerns. Without some form of amendment, the construction industry will ultimately bear the brunt of this legislation’s unemployment insurance premium increase – potentially causing companies to reduce hiring and decrease bids submitted, thereby limiting the competitiveness of the procurement system. continued on page 9

Tax Fairness Commission Issues Final Report
A
ccording to an article in the State House News Service, a 15-member special commission charged with looking at ways to make the state's tax code simpler and fairer is recommending a graduated income tax. The commission was charged with recommending ways to make the tax code simpler and fairer while promoting economic growth within the Commonwealth. It is unclear how much influence the commission will have with the Legislature. A graduated income tax—which imposes higher taxes rate on those who earn more and lower rates on those who earn less—was rejected several times by Massachusetts voters and lawmakers have shown little interest in the idea. Massachusetts taxes income at a flat rate of 5.2 percent. In finalizing their report, the Tax Fairness Commission offered five major recommendations, including instituting a graduated income tax through a state
Constitutional amendment, and a recommendation for the Legislature to prepare for an online sales tax, should it be enacted by Congress. A third recommendation suggested a set of proposals to address inequalities for low- and middle-income taxpayers, which includes expanding the property tax circuit breaker to make all low-income families and individuals eligible for the tax break now available only to senior citizens. Finally, the commission also recommended raising the current personal exemption on single tax filers, heads of household, and those who are married filing jointly. Due to the controversial nature of the report, participants on the commission agreed not to take a vote on the entire final report because consensus was often difficult to achieve. The commission was created as part of the transportation financing law approved last July. continued on page 11

MassDEP Announces Public Hearings on Proposed Changes to Regulated Gasoline Dispensing Facilities
he Massachusetts Department of Environmental Protection (MassDEP) recently announced it will hold public hearings on proposed amendments to 310 CMR 7.00, 310 CMR 7.03, 310 CMR 7.24, 310 CMR 30.000, 310 CMR 70.00, 310 CMR 80.0180.02, and on a proposed new regulation chapter, 310 CMR 80.00. In particular, MassDEP is proposing to amend 310 CMR 7.03(13), 310 CMR 7.24(3)-(6), 310 CMR 7.24(9), and specific definitions in 310 CMR 7.00 to require regulated gasoline dispensing facilities to decommission their “Stage II” vapor recovery systems as allowed by a May 2012 rule issued by the U.S. Environmental Protection Agency (EPA). These amendments will also require certain gasoline dispensing facilities to implement enhanced “Stage I” vapor controls. The amendments to 310 CMR 7.00, 310 CMR 7.03(13), 310 CMR 7.24(3)-(6) and 310 CMR 7.24(9), which relate to Stage I and II requirements, will be submitted to EPA for inclusion in the Massachusetts Ozone State Implementation Plan.
MassDEP is also proposing to establish a new regulation chapter (310 CMR 80.00) and to amend 310 CMR 30.000 (Hazardous Waste Management), 310 CMR 70.00 (Environmental Results Program) and 310 CMR 80.01-80.02 (UST Operator Training) to implement the underground storage tank (UST) program that was transferred from the Department of Fire Services (DFS) to MassDEP on July 1, 2009, pursuant to section 7 of chapter 4 of the Acts of 2009. MassDEP will hold six hearings to obtain public comment on these proposals, and will accept written comments submitted by 5 p.m. on March 31, 2014. The hearings will be held in accordance with the procedures of M.G.L. c. 30A. Governor Patrick Names New MassDEP and DPU Commissioners
nergy and Environmental Affairs (EEA) Secretary Rick Sullivan announced three leadership changes at the Massachusetts Department of Environmental Protection (MassDEP) and the Department of Public Utilities (DPU). DPU Commissioner David W. Cash has been appointed MassDEP Commissioner, replacing Commissioner Kenneth Kimmell, who is leaving MassDEP to become the new President of the Union of Concerned Scientists. DPU Chief of Staff Kate McKeever has been appointed as a new member of the DPU Commission. MassDEP Commissioner – David Cash Prior to this appointment, Cash has served as Commissioner at the Massachusetts Department of Public Utilities (DPU), where his primary agenda was to help create the best regulatory landscape for electric and gas utilities to dramatically expand the deployment of energy efficiency and renewable energy while reducing energy costs. Most recently, the DPU has been focusing on efforts to modernize the electric grid to enhance reliability and climate pre-
paredness while encouraging the development and integration of new technologies like electric vehicles, energy storage and distributed renewable energy. Cash has served in state government for a decade. Before his role as DPU Commissioner, he served as EEA Undersecretary for Policy. He was one of the architects of signature clean energy legislation, including the Green Communities Act, the Global Warming Solutions Act, the Green Jobs Act, and the Clean Energy Biofuels Act. DPU Commissioner – Kate McKeever An attorney and longtime employee of the Commonwealth, McKeever oversees the day-to-day operations of the DPU. She is the primary advisor to the three-member Commission on matters of policy, legislation, press, budget and personnel. Her prior service to the Commonwealth includes the positions of DPU hearing officer and Suffolk County Assistant District Attorney. McKeever received her bachelor’s degree from Temple University and her law degree from Suffolk University. n

O
ur first dinner meeting of the new year was billed as a “must attend,” as not only were UCANE’s 2014 Officers and Board of Directors installed but, DPU Officials Jorge Santi and Robert Hayden, Esq. gave an informative presentation to our contractors letting them know what evidence they will need to defend themselves if an accident occurs on a jobsite. Executive Director Anne Klayman kicked off the evening by introducing new members who were in attendance, Greg Pierce of NorthStar Insurance Services, Inc. of Needham, MA; Josh Olsen, Sharon Klopfenstein, and Doug Irvin from the Lockton Companies of Boston, MA; and prospective member Matt Wrobel of Foley Carrier Services, LLC of Hartford, CT. Anne then began the program by saying that she recently met with Jorge Santi and Bob Hayden to discuss Dig Safe issues that were brought to her attention by some of our members. Having been a major proponent of Massachusetts Dig Safe regulations for over 30 years, UCANE keeps this issue at the top of its priority list. In an effort to keep our members current and to highlight the absolute importance of following all Dig Safe regulations, UCANE’s first Dinner Meeting of the new year featured two keynote speakers from the Department Public Utilities (DPU) Pipeline Division. Jorge Santi, Pipeline Division Director and Bob Hayden, Esq., Dig Safe Compliance Officer provided a slide presentation on key aspects of the law and then answered questions from members specifically directed at identifying what steps are necessary to support a contractors position during agency hearings should a Dig Safe violation be filed. This meeting was important for many reasons, foremost because it provided our members with an opportunity

to listen to our speakers in a social setting, and to hear about the most common Dig Safe violations. In addressing these issues, the speakers primary goal was safety for everyone...contractors and the public at large. We believe our members would agree that they were even-handed in their critique of contractors, utilities, and mark-out companies, realizing that each could make a mistake. They shared with members that another goal is to educate everyone on the Dig Safe Law and have everyone understand that if you dig anywhere in Massachusetts, whether it is on public roads or on private property, whether a contractor or homeowner, there are rules that must be followed or the consequences could be catastrophic. Some of the major issues revolved around when to call Dig Safe; when to start excavating; responding to emergency situations; laying out the appropriate markings, and when to call when digging beyond the original site layout. Mr. Hayden spent considerable time explaining what type of documentation was needed to recreate the situation continued on page 17

when a contractor is cited, and to determine who is at fault. As he stated, many problems arise because the information provided is inadequate. In one example, he mentioned photographs of damaged utilities that had no dimensions (i.e., distance from a curb or other reference points) and/ or showing no original mark-outs, thus making the photographs unusable. On the other hand, photographs taken before excavation showing mark-outs, and a sketch of the site with dimensions from fixed reference points and the actual location of buried utilities was the type of data needed to assess blame. He asked contractors to take the time to document their activities and to always inform Dig Safe if a buried utility was damaged, or accidentally scratched, even if no discernible damage was identified at the time. If this meeting between Dig Safe officials and members of the Utility Construction Industry was not a model to be followed by other government agencies, then it should be. The question and answer period that followed the presentation was direct with no “punches pulled.” Contractors got to ask about the issues that they are concerned with, including utility companies oftentimes being no-shows at pre-construction meetings where specific issues on buried utilities can be openly discussed. Although understanding that cooperation is necessary to eliminate Dig Safe violations, Mr. Santi could only listen to contactors concerns as the DPU has no authority over utility companies in this regard. By noting that their office receives close to 1000 violation notices each year, Mr. Santi was informing our members of the gravity of the situation, essentially saying, while most contractors follow the law, it’s obvious for this amount of violations, that some do not. He reiterated that contractors have the responsibility to educate themselves and their employees about the Dig Safe Law and that not knowing the law is not a defense.

Our members’ comments following the meeting were truly positive in every respect. For those members who attended, the information they received was invaluable and a real eye-opener. To those members who were not able to attend, the essential points of this presentation can be found on page 19 or on the UCANE website. On behalf of all UCANE members, we want to thank Jorge Santi and Bob Hayden for taking the time out of their busy schedules to join us and for their service to public safety. Following the presentation Anne took to the stage and recognized our outgoing board members including: Mike Biszko, III, Biszko Contracting Corp.; Adam DeSanctis, DeSantis Insurance Agency, Inc.; Bill Keaveney of A. R. Belli, Inc.; Bob Lee, J. F. White Contracting Co.; Ryan McCourt, McCourt Construction Co.; and Louis Schoolcraft, Ti-SALES, Inc. She then introduced and installed UCANE’s 2014 Officers and Board of Directors. UCANE President Al Morteo then thanked everyone for his or her vote of confidence in electing him for 2014. He stated that he did not take this position lightly and truly felt it an honor to represent our members and UCANE. Al pointed out some of the issues that he sees as critical in the year ahead, which include: • Securing increased SRF funding to assure that a maximum number of projects are put out to bid. • Assisting cities and towns to obtain necessary funding for their much needed water and sewer projects. • Continuing to press for passage of our Interest on Retainage and Dig Safe bills, which we have refiled, now that Governor Patrick has signed our Cost Adjustment bill into law. • UCANE will continue to promote safety on the jobsite. • Increasing UCANE’s membership to strengthen our Association. He asked for everyone’s support in order to help him reach his goal of 25 new members this year.
Anne concluded the evening by thanking everyone for attending. As we begin UCANE’s 60th year as an association, we realize more than before that a strong association can make a positive contribution towards improving our region’s underground clean water and wastewater infrastructure. n

What is Dig Safe? • Each State has a one-call center • Dig Safe System, Inc. is the one-call center for Massachusetts • Dig Safe notifies all member utility companies of the intended excavation
The Dig Safe law applies to: • Anyone who excavates anywhere in Massachusetts, including persons excavating their own property • Utility companies with underground facilities
What’s an “Excavation?” The movement or removal of earth, rock or materials in the ground, including but not limited to digging, blasting, augering, backfilling, test boring, drilling, pile driving, grading, plowing in, hammering, pulling in, jacking in, trenching, tunneling, and demolition of structures.
What are the exemptions to having to call Dig Safe? • • • •
Using garden hand tools (small) for gardening Blasting for quarry Uncovering septic tank covers with a probe Note: There is no depth exemption or hand digging exemption

Suite 101 Quincy, MA 02169 Dear Mr. Morteo: On behalf of the Board of Directors and staff of the Massachusetts Water Resources Authority, I would like to extend our congratulations to UCANE on the occasion of its 60th anniversary. When that group of 10 contractors banded together amid the housing booms and highway expansions of the post-war 1950s, their goal was to ensure that water and sewer projects received their fair share of funding. At times it was an uphill fight, and as their membership grew their focus has never wavered. The effect of chronic underfunding of this “unseen” infrastructure has no better example than Boston Harbor. UCANE’s steadfast advocacy for the Clean Water Act underscored the need to create an agency like MWRA to reverse decades of neglect of the region’s treatment plants. And their role in the State Revolving Loan Fund Program helped provide low-interest funding for the new Deer Island plant. Once labeled the “dirtiest harbor in America,” today Boston Harbor is fishable and swimmable year-round and the Boston Harbor Clean-up is recognized as a national environmental success story, thanks in large part to UCANE and its members who worked on the project. And, of course, it goes far beyond Deer Island. Without the contractors who make up UCANE’s membership, it would be impossible for MWRA to build and rehabilitate hundreds of miles of pipeline, water and sewer pump stations, and treatment and storage facilities to carry out our mission to provide water and sewer services for the 2.5 million people in our service area. In some ways, we have now come full circle with UCANE once again at the forefront of new initiatives for water and sewer infrastructure financing. And we know that those efforts will again be successful because of UCANE. 2014 Scholarship Applications Now Available UCANE to Award Twelve $2,000 Scholarships WHO MAY APPLY? Any high school student who is the son or daughter of a UCANE member or an employee of a member who will be enrolling full time in an accredited four year academic institution for the year beginning in September 2014. IMPORTANT: In the event the applicant receives a full first year scholarship from the college of his/her choice, or from any organization, civic group, etc., the UCANE scholarship will be awarded to another applicant.
HOW WILL THE APPLICATION BE JUDGED? This year there will be twelve $2,000 scholarships awarded. Selections for the awards will be based upon: 1. scholastic achievement 2. interest and effort in preparing for your vocation 3. extra curricular activities at and away from school, including community service 4. personal recommendations 5. personal essay 6. financial need
HOW WILL THE CONFIDENTIALITY OF THE APPLICATION BE PROTECTED? Each applicant is assigned a number. When completed, page 1 of the application with the name of the applicant must be detached and sealed in the accompanying envelope. The applicant’s name must not appear on pages 2-4 of the application or attached transcripts and recommendations. After the winning applications have been selected, the envelopes with corresponding numbers will be opened to identify the award recipient.
WHAT MUST ACCOMPANY THE APPLICATION? 1. A transcript of high school grades through the latest period prior to April 15 must accompany application. 2. A letter of recommendation from the principal or faculty advisor. The letter should include the number of students in the class and the standing of the applicant or equivalent must accompany application. 3. Additional recommendations from people familiar with the applicant’s ability and character, and from responsible members of the community, (optional, but recommended). 4. A
n average coal plant in the United States emits approximately 1,700 pounds of carbon dioxide for every megawatt-hour of energy it produces. In June of 2013, to combat these numbers, President Obama announced a climate action plan and directed the Environmental Protection Agency (“EPA”) to quickly issue greenhouse gas performance standards. In January, the EPA published a new proposed rule, initially announced in September, aimed at limiting carbon emissions from new coal-fired power plants and new natural gas-fired plants. Under the new rule, all future coal plants must limit emissions to 1,100 pounds of carbon dioxide per megawatt-hour. Natural gas plants that are 100 megawatts or larger must limit emissions to 1,000 pounds of carbon dioxide per megawatt-hour, while smaller plants are limited to 1,100 pounds. Most modern natural gas plants are already able to meet these standards. However, in order to be in compliance, new coal-fired plants will essentially need to capture and store twenty to forty percent of the carbon they emit through carbon capture and storage technology. advocates have suggested that the regulation is designed to end new coal plant construction, while the EPA hopes that the regulation will spur developments in technology.
The currently proposed rule would have no effect on the approximately 6,500 existing power plants in the United States, which are responsible for approximately forty percent of carbon dioxide emissions. However, the EPA has been directed to promulgate similar rules aimed at reducing carbon emissions from existing power plants as well. It is likely that such a rule will be published this year. n

When your traditional IRA passes to a taxpaying beneficiary, you are leaving an income tax obligation as well as that IRA. A
• lthough some mutual funds are “no load,” meaning that there is no sales charge, others are load funds, with some type of sales charge. Many load funds have multiple share classes, with various compensation arrangements. If you’re buying a fund that has more than one share class, you should know which is best THE DRISCOLL DIFFERENCE: for your style of investing.
Upfront Fee In general, mutual fund “A” shares have a front-end load that’s deducted from your initial investment. Example 1: Wayne Vaughn invests $20,000 in Mutual Fund XYZ, which offers several share classes. This fund’s A shares have a 5% sales commission, which Wayne pays immediately. Therefore, the initial charge is $1,000 (5% of $20,000), and Wayne has $19,000 of XYZ shares in his account. Obviously, starting with a lower account value will hinder your returns. On the other hand, A shares usually have no charge when they’re sold, so shareholders have more flexibility in their investment strategy. In addition, 12b-1 fees, which are ongoing charges for distribution and other services, tend to be relatively low for A shares. In our example, Wayne intends to hold onto XYZ for many years. He is willing to pay an initial charge in order to have no further sales charges and reasonable recurring costs.
Redemption fee. B shares usually have a contingent deferred sales charge (CDSC), which investors pay if they sell within a certain period of time. Example 2: Terri Smith does not want to pay upfront fees, so she buys B shares of fund continued on page 55

At that point, when the CDSC no longer applies, Terri’s B shares will become A shares, with an annual 12b-1 fee of only 0.25% a year.
Short-Term Solution Yet another option is to buy C shares. Not only will you have all your money working for you at the start, you’ll soon be free of redemption fees. Example 3: Stan Roberts puts his money into the C shares of fund XYZ. He accepts a 1% CDSC that will disappear after one year. Stan realizes that C shares charge a maximum 1% 12b-1 fee, year after year, but he doesn’t expect to hold fund XYZ for very long. Stan believes that if he sells the fund after holding for a year or two, he will have paid less in fees than he would have paid with A or B shares. continued on page 59

That would total $60,000 in estimated tax—100% of her 2013 tax bill—and exempt Pam from a penalty. However, if Pam’s adjusted gross income (AGI) in 2013 exceeded $150,000, she must pay more estimated tax under the safe harbor. Above that threshold, the safe harbor requires paying 110% of the prior year’s taxable income, rather than 100%. Thus, Pam decides to pay estimated tax this year in four $16,500 installments. This will bring Pam’s estimated tax total to $66,000—110% of the $60,000 in tax that she owed for 2013—so she won’t owe a penalty. Note that this example assumes that Pam expects an increase in business this year, and a larger tax obligation. If there is some reason to expect a smaller tax obligation, Pam can reduce her obligation accordingly to meet the 90% safe harbor requirement.
Corporate Calculation The estimated tax rules for regular C corporations are similar but slightly different than those for individuals. Corporations must make installment payments on IRS Form 1120-W if the expected estimated tax for the
year is $500 or more. Equal payments are due on the 15th day of the company’s 4th, 6th, 9th, and 12th months of the corporation’s tax year. A corporation with a tax year ending June 30, for example, would make payments by October 15, December 15, March 15, and June 15. (As is the case with individual estimated tax payments, the deadline is postponed to the next business day if the 15th is on a weekend or a legal holiday.) The safe harbors for corporate estimated tax are both 100%. Thus, each installment should be at least 25% of the company’s current year income tax or 25% of the prior year’s income tax, whichever is smaller, in order to avoid an underpayment penalty. Some businesses are seasonal, and estimated installment payments may be revised in keeping with two alternate methods.
A Matter of Interest Some IRS penalties are fixed, such as the 10% penalty for early withdrawals from retirement accounts. That’s not the case with underpayments of estimated tax. For estimated tax infractions, the penalty is based on current interest rates, which are relatively low now. Still, the penalties can mount up, for large underpayments, and those penalties can be easily avoided by mooring in safe harbors. Reprinted from CPA Client Bulletin. n

He later earned an MBA in Finance from Suffolk University. In addition to serving as UCANE’s 2014 President, Al currently serves as President of the Board of Trustees of the Massachusetts Chapter of the Leukemia and Lymphoma Society. Having joined UCANE more than 24 years ago, Al became actively involved in our Association, first, as a member of our Board of Directors, and then ascending to UCANE Secretary and Treasurer before serving as our President. He is also a member of our Budget, Executive, Government Relations, Insurance, Membership, Safety, and Specifications Committees. Some of Al’s goals for the coming year include, securing increased SRF funding to assure that the maximum number of projects are put out to bid; assisting cities and towns to obtain the necessary funding to move forward with much needed water and sewer projects; and to continue to promote safety on the jobsite. Together with our Board, Al will continue to press for the passage of our Interest on Retainage and Dig Safe Bills. He is also committed to strengthening our Association by increasing membership and has requested our members support to reach his goal of enlisting 25 new members in 2014. Al is a highly respected role model in our industry, and is viewed as someone who is hardworking, dedicated, and has a wealth of construction knowledge. He exemplifies a member who brings enthusiasm and new ideas to our Association, attributes that are vital for UCANE’s continued growth and strength.
