Bring on Spring...PLEASE!! Last month, I jokingly thanked Mother Nature for delivering somewhat of a Stimulus Package in late January to Massachusetts’ contractors via the “Blizzard of 2015”. Little did I know what she had in store for us in February! The winter of 2014-2015 is now in the record books statewide as the snowiest, and one of the coldest, in over 100 years.

lowing and snow removal is a necessary, but often undesirable part of the business for many contractors. In New England most of us are used to winter moratoriums (usually from December 1 to April 1) for most horizontal public works projects. So in order to pay for some of the winter overhead and maybe to keep a few key guys working, many of us count on doing some amount of snow operations.

Federal assistance due to our extreme weather conditions. We know he will give it his best shot, but I’m sure he will have to get in line behind other states that experienced an equally severe winter.

During a normal year (44-inch average in Boston) snow might bring in some needed revenue, but the work is never easy. Many refer to it as “Blood Money”. You get your equipment mechanically ready, fix the heaters, and invest in snowplows and cutting edges, and oftentimes get very little snow! Every year it gets harder to convince your guys how much fun it is to get out of a warm bed in the middle of the night and drive through terrible weather so they can work all night and then sleep during the day…or maybe get no sleep at all! If you are able to keep a crew or two working on construction through the winter, a snow alert becomes a major headache as you scramble to button up your worksite and try to figure out how you move the equipment and who is available to operate each piece. Did I forget to mention the part about trying, but rarely succeeding, to clean the salt and chemicals off your equipment and trucks after every storm so that maybe they won’t rot away two years earlier than expected?

The extreme cold and deep frost also raised havoc with aging water mains, water services, and even some not so old sewer systems all across the state. As the ground thaws out this month and next, many more breaks and resultant “band-aid” repairs of our underground infrastructure are expected. I am sure that Governor Baker will also consider the extraordinary costs for these repairs in his application for federal funding.

But the winter of 2015, with over 100 inches of snowfall recorded almost everywhere in Massachusetts, will certainly be a winter to remember for those contractors that chose to be in the snow plowing business. It will also be a winter to remember for those cities and towns, and state agencies that had to pay for Mother Nature’s wrath. Not even Cape Cod was spared! I venture to guess that most snow and ice budgets were exhausted early on. I’m sure by now that Governor Baker has applied for

We hope that state and local coffers will receive some funding assistance, as they all begin the important process of formulating their 2015 budgets, which typically impact UCANE members.

UCANE will continue to remind the Governor and the legislature that temporary repairs are not the solution to our infrastructure problems. They must think long term, and they must not forget that the $21 billion funding needs gap for statewide water and sewer infrastructure can only be narrowed by committing an increased investment into these systems that are so important to our daily lives and critical to support the economic growth of the Commonwealth.

What a winter. I for one have had enough! It has been reported that Punxsutawney Phil has a bounty on his head for putting us into this mess. Someday these mounds of snow will melt, the frost will leave the ground, and we can put people back to work on construction sites. Spring may be a little late arriving this year, but it will eventually arrive, and it can’t come soon enough for me. n

Committee Leadership Set for 2015-2016 Legislative Session

he Massachusetts House of Representatives recently announced its committee assignments and leadership for the 2015-2016 legislative session. For UCANE’s purposes, Senator Anne Gobi, Senate Chair of the Joint Committee on the Environment, will be joined by Representative Paul Schmid as House Chairman. In an interesting bit of trivia, Senator Gobi was the House Chair of the same committee during the 2013-2014 legislative session. The Joint Committee on the Environment often considers water infrastructure, water quality, and emissions issues. The Joint Committee on State Administration, which often considers contracting and procurement issues, will be chaired by Senator Joan Lovely and Representative Peter Kocot, who returns after chairing the committee for Speaker DeLeo last session. The Joint Committee on Telecommunications, Utilities and Energy, where Dig-Safe legislation is sometimes considered, will be chaired again by Senator Ben Downing and new Chairman, Representative Tom Golden. The Joint Committee on Transportation, which often considers CDL and driver issues, will continue to be led by Senator Tom McGee and Representative Bill Straus. The Joint Committee on Public Safety, which often considers hoisting and trench safety issues, will see the return of Representative Hank Naughton and Senator Jim Timilty as Chairmen. Finally, the Joint Committee on Labor and Workforce Development, which considers workplace and wage issues, will be chaired by Senator Dan Wolf and Representative John Scibak, who chaired the Joint Committee on Consumer Protection and Professional Licensure last session.

Local Businesses Suing to Enforce Citizens United Decision in the Commonwealth

A

s first reported by the State House News Service, an Arizona-based conservative group, the Goldwater Institute, plans to sue the Massachusetts Office for Campaigns and Political Finance (OCPF) on behalf of two local businesses, arguing that Massachusetts has banned businesses from making political donations while allowing unions to contribute up to $15,000. According to the lawsuit against OCPF, "businesses and unions are functionally equivalent organizations." Further, "there is no legitimate justification for allowing unions to contribute thousands of dollars to candidates, parties, and political committees, while completely banning any contributions from businesses". The Goldwater Institute is filing the lawsuit on behalf of two businesses: 1A Auto Inc., which sells auto parts in Pepperell, and 126 Self Storage Inc., which rents out self-storage units in Ashland. Rick Green is the president of 1A Auto Inc. and chairman of the Massachusetts Fiscal Alliance, a

right-of-center non-profit also known as MassFiscal. The owner of 126 Self Storage is Michael Kane, who is also clerk and director for MassFiscal. A spokesman for OCPF declined to comment on the proposed suit, which alleges violations of free speech and equal protection under the U.S. and state constitution. Current campaign finance law prohibits direct or indirect contributions by businesses to political candidates. Under the new campaign finance law passed last session, individuals are limited to a $1,000 contribution per calendar year. But unions, trade associations, and other organizations that do not have business money in their treasury are allowed to directly contribute up to $15,000. According to the Goldwater Institute, Massachusetts is one of seven states that ban businesses from contributions. The others are Iowa, Kentucky, Minnesota, Mississippi, Montana, and West Virginia. continued on page 13

Baker-Polito Administration to Analyze Workforce Training

ccording to a press release by the BakerPolito Administration, Governor Baker signed an executive order formally establishing a "Workforce Skills Cabinet" chaired by Labor and Workforce Development Secretary Ron Walker. Secretary Walker will be joined by Education Secretary Jim Peyser and Economic Development Secretary Jay Ash in developing a plan to address the disconnect between available jobs and skilled workers by the summer. The Workforce Skills Cabinet will develop goals, objectives, and metrics with the input of individuals, businesses, government agencies, communitybased organizations, and advocacy groups, identifying, recommending, and ultimately implementing by region, suggestions to improve alignment amongst state policies, programs, resources to improve workforce skills, job readiness and vocational and educational opportunities, reporting their progress back to the Governor.

Excessive Claims for Fuel Tax Credits Make the IRS “Dirty Dozen” List of Tax Scams for the 2015 Filing Season

E

ach year, the Internal Revenue Service (IRS) highlights the 12 areas where taxpayers attempt to receive improper credit or refunds on their individual or corporate tax filings. As part of that announcement, the IRS warned that taxpayers should watch for improper claims for fuel tax credits. Compiled annually, the “Dirty Dozen” lists a variety of common scams that taxpayers may encounter any time, but many of these schemes peak during filing season as people prepare their returns or hire people to help with their taxes. Fraud involving the fuel tax credit is considered a frivolous tax claim and can result in a penalty of $5,000. Furthermore, illegal scams can lead to significant penalties and interest, and possible criminal prosecution. IRS Criminal Investigation works closely with the Department of Justice to shutdown scams and prosecute the criminals behind them. The fuel tax credit is generally limited to offhighway business use or use in farming. Consequently, the credit is not available to most taxpayers. But yet, the IRS routinely finds unscrupulous preparers who have enticed sizable groups of taxpayers to erroneously claim the credit to inflate their refunds. The federal government taxes gasoline, diesel fuel, kerosene, alternative fuels, and certain other types of fuel. Certain commercial uses of these fuels are nontaxable. Individuals and businesses that purchase fuel for one of those purposes can claim a tax credit by filing Form 4136, Credit for Federal Tax Paid on Fuels. The tax is on fuels used to power vehicles and equipment on roads and highways. Taxes paid for fuel to power vehicles and equipment used off-road may qualify for the tax credit and may include farm equipment, certain boats, trains, and airplanes. Improper claims for the fuel tax credit generally come in two forms. An individual or business may make an erroneous claim on their otherwise legitimate tax return, or an identity thief may claim the credit in a broader fraudulent scheme. MARCH, 2015

The IRS has taken a number of steps to improve compliance processes involving fuel tax credits. IRS compliance filters are preventing a significant number of questionable fuel tax credit claims from being processed. For example, new identity theft screening filters have also improved the IRS’s ability to identify questionable fuel tax credit claims during return processing, including preventing the issuance of $33 million in questionable credit claims in 2013. Legal Update: The Coghlin v. Gilbane Appeal and its Impact on Construction Managers at Risk Under Chapter 149A On March 2, the highest court in Massachusetts heard arguments in the Coghlin v. Gilbane appeal, a case involving the rights and obligations of construction managers on Chapter 149A projects. The case garnered wide attention last summer when the Worcester Superior Court dismissed Gilbane’s pass-through claims against DCAM on grounds that the claims were barred by the construction management at-risk (“CMR”) contract procured under Chapter 149A. The Massachusetts Supreme Judicial Court (“SJC”) took direct appellate review of this first-of-its-kind decision, and is expected to issue a ruling this summer.

​T

he case involved the construction of a psychiatric facility in Worcester, Massachusetts, where Gilbane served as DCAM’s construction manager at-risk for the project. When Coghlin – Gilbane’s electrical subcontractor – brought suit against Gilbane seeking more than $5 million in damages, Gilbane did what every contractor in Massachusetts has done for decades: it filed a third-party complaint to pass Coghlin’s claims through to the project owner. ​But this case was different – at least according to the Worcester Superior Court. Acknowledging the traditional construction law principles that make public owners liable for (and protect contractors from) flawed designs, the Superior Court concluded that those bedrock legal rules do not apply to CMR contracts under Chapter 149A. The court differentiated CMR projects from the “traditional design-bid-build project delivery method,” stating that a construction manager working under a CMR contract “takes on additional duties and responsi-

bilities for the project,” including – in this case – “an ongoing duty to review the design documents for clarity, consistency, constructability, maintainability/operability, coordination among the trades, [and] coordination between the specifications and the drawings.” According to the court, this difference was significant, stating that when “something goes wrong,” the construction manager has a broad oblicontinued on page 21

Regional Water Quality Plan Moving Forward HYANNIS — More than 300 people converged on the Cape Cod Resort and Conference Center on Thursday, February 26, to participate in a daylong conference on addressing solutions for the peninsula’s wastewater management issues.

S

ponsored by the Cape Cod Commission, the second annual One Cape Summit attracted elected officials, business executives, community leaders and concerned citizens. But despite the turnout and pending deadlines for the regional water quality management plan that prompted the gathering, the document itself was still not available for the public to examine. The conference came one week before a courtmandated update of the region’s Section 208 water quality plan must be submitted to the Massachusetts Department of Environmental Protection for review. Section 208 of the United States Clean Water Act calls for the development of comprehensive wastewater management plans where water quality is at risk or already compromised. The Cape’s current 208 plan was developed and approved in 1978 and has not been updated since. In 2013, the commission was designated to update the plan as a result of a 2011 lawsuit filed by the Conservation Law Foundation. For nearly two years, the commission has encouraged local “stakeholders” to participate in planning meetings to focus on removing nitrogen and eliminating its sources from the Cape’s estuaries and 53 watersheds that run into bays and saltwater ponds. Regional cooperation in crafting the plan was necessary, as 32 of the watersheds are shared by more than one town. The DEP has until June 15 to approve and certify the 300-page updated plan and send it to the United States Environmental Protection Agency. The EPA, in turn, has until Sept. 15 to approve the plan. The plan was not available for public review on Thursday, according to commission officials.

Many of the day’s activities, including breakout sessions, were instead focused on implementation of the plan once it receives state and federal approval. Most notably, attendees focused on the creation of waste management agencies that must be designated by June 30 to manage the plan. There could be one agency or many, but towns would be the logical choice for the designation, said Paul Niedzwiecki, executive director of the commission. “I think the answer is obvious, since most of the towns are already moving forward with plans,” he said, noting that in many cases towns may want to partner and become one regional agency since they share waterways. The concept of a regional authority to manage the Cape’s wastewater infrastructure has been criticized by opponents as overreaching. Possible agency partnerships highlighted in Niedzwiecki’s presentation included: Sandwich, Falmouth, and Mashpee; Barnstable, Yarmouth, and Dennis; Orleans, Chatham, Harwich, and Brewster; and Eastham, Wellfleet, and Truro. The commission would provide the agencies with technical services and support, including geographic information systems, economic development, finance and legal services. Before the June 30 agency designations, Niedzwiecki said, there will be a meeting each month with prospective agencies to discuss nitrogen load allocations, development of watershed scenarios and organizational and legal structure. A preliminary recommended funding breakdown included 25 percent paid by the federal government, 25 percent by the state, and 50 percent by individual towns, he said. A seemingly unlikely guest speaker closed out the event. “I can’t believe I was invited, but we’re all in this together” said Christopher Killian, vice president of the Conservation Law Foundation’s Clean Water and Healthy Forests Program. The foundation intends to keep a close eye on the progress on the Cape plan, however, and if it appears to be breaking down, the foundation will seek an injunction to stop the flow of any funds going toward the cleanup effort, Killian said. “We don’t want an MWRA-type institution out here on the Cape, but we want action to clean these waters,” he said, referring to the Massachusetts Water Resources Authority in Boston. “We have between now and September to solve this problem.” Written by Geoff Spillane. Jack W. Milton Founder of Milton CAT

W

e are deeply saddened to announce the passing of Jack W. Milton, founder of Milton CAT. Jack passed away in Concord, MA on February 28, 2015. He is survived by his wife of 65 years, Laura; his sister, Jo Milton Williams; his daughter, Stacey Milton Leal; his son, Chris Milton; and four grandchildren. In 1960, Jack Milton and partner Bill Jordan founded Jordan-Milton Machinery and represented Caterpillar equipment and engines in New Hampshire and Vermont, expanding into Maine with the acquisition of Arnold Machinery Company in 1982. In 1991, Jordan-Milton acquired Southworth Machinery and the company name became Southworth-Milton. That name was changed to Milton CAT shortly after the company expanded its

territory into western New York, with the acquisition of the CAT dealership Syracuse Supply Company in 2004. As Jack grew older, he passed the reins of the company to his son Chris, but he still continued to be one of the first to arrive at work every day, right up until a few weeks ago. There’s no arguing that work was Jack Milton’s passion, but he never stopped learning how to love other things; a perfect example was how he was introduced to sailing while in his forties, and would go on to explore the coast of Maine or the islands of the Caribbean by boat well into his seventies. But nothing rivaled spending time with his family. The Officers, Board of Directors, Members, and Staff of UCANE extend their deepest sympathy and condolences to the Milton family. n

Preventing Trench Collapse It’s a simple matter of physics—trench walls want to collapse. When they do, it happens quickly and the results can be fatal. It doesn’t take much dirt to trap and crush a worker, which is why it is important that you take the proper precautions during excavations that require a trench deeper than 5 feet. Keep the Surface Clean

Reinforce Trench Walls

Trench collapse occurs when the trench walls can no longer contain the large amount of pressure put on them by the surrounding soil. While this can be a problem at any depth, it is made worse when excavated materials are piled at the edge of the trench. To reduce some of the pressure put on trench walls: • Pile all excavated materials at least 2 feet back from the edge of the trench. If there is not enough room to allow at least 2 feet, remove excavated materials from the immediate location. • Do not work around the edge of the trench when others are below. • Keep equipment away from the trench edge. Not only can it cause cave-ins, but there is also a chance that it could fall on those working below.

Once a trench has been dug, the walls should be braced in a way that will protect those working in the area if a cave-in does occur. • Construct a support system made with posts, beams, shores or planking, and hydraulic jacks. • Never excavate more than 2 feet past the bottom of the support system. • Make sure there is always a safe exit route within 25 feet of where you are working in the trench. continued on page 31

Slope for Stability Another way to reduce the pressure put on trench walls is to use a sloping or benching system. • Sloped Walls – A 34-degree slope should be used when digging to prevent a section near the top from giving out and burying the bottom of the trench. • Benching – When there is enough space available, benching allows a trench to be dug in a series of steps that slowly descend to the deepest point.

HOW WILL THE APPLICATION BE JUDGED? This year there will be twelve $2,000 scholarships awarded. When completed, page 1 of the application with the name of the applicant must be detached and sealed in the accompanying envelope. The applicant’s name must not appear on pages 2-4 of the application or attached transcripts and recommendations. After the winning applications have been selected, the envelopes with corresponding numbers will be opened to identify the award recipient.

WHAT MUST ACCOMPANY THE APPLICATION? 1. A transcript of high school grades through the latest period prior to April 15 must accompany application. 2. A letter of recommendation from the principal or faculty advisor. The letter should include the number of students in the class and the standing of the applicant or equivalent must accompany application. 3. Additional recommendations from people familiar with the applicant’s ability and character, and from responsible members of the community, (optional, but recommended). 4. Please indicate the UCANE company by which you or your parent is employed. Above-The-Line Tax Deductions

t this time of the year, chances are that you’re getting together information for preparing your 2014 income tax return or reviewing a return that’s already prepared. When you are doing so, it can pay to take a close look at the adjustments to income you can take on the bottom of page 1 of your Form 1040 or Form 1040A. These adjustments, which reduce the taxable income you’ll declare, are known as above-the-line deductions— you enter them just above the last line on the page, where you report your adjusted gross income (AGI). Above-the-line deductions offer two key advantages. First, you are allowed to take the page 1 deductions regardless of whether you itemize deductions on Schedule A of your tax return. Second, above-the-line deductions reduce your AGI and, in many situations, also reduce your modified adjusted gross income (MAGI). A lower AGI or MAGI, in turn, can provide tax savings on various tax return items. For instance, most taxpayers now can deduct medical expenses only to the extent they exceed 10% of AGI. With a lower AGI, you may qualify for a larger itemized medical deduction. MARCH, 2015

Looking at the Lineup There are more than a dozen categories of above-the-line deductions. They include: IRAs. You can make contributions for 2014 until April 15 of 2015. Although many taxpayers won’t be able to deduct IRA contributions because of income and participation in an employer plan, some people might qualify for deductions. Example: Alice Baker is a home-maker with no earned income in 2014; her husband, Carl, is employed and participates in his company’s retirement plan. The couple’s MAGI for 2014 is over $116,000, so Carl cannot make a deductible IRA contribution for that year. However, if the couple’s 2014 MAGI is less than $181,000, Alice can make a fully tax deductible contribution of up to $5,500 ($6,500 if she is 50 or older). Other retirement accounts. Thus, with a filing extension, the SEP deadline can be October 15, 2015. You generally can contribute nearly 20% of your self-employment income, with an SEP contribution cap of $52,000 for 2014. Health Savings Accounts (HSAs). With certain high deductible health insurance plans, you can make tax-deductible contributions to an HSA; you can tap these accounts for health care costs without owing income tax. Again, if you qualify for a 2014 HSA contribution, the deadline is April 15, 2015. Contribution limits go up to $7,550 for someone age 55 or older with family coverage. Self-employed health insurance. Selfemployed individuals can deduct the premiums paid for any medical insurance, dental and longterm care insurance. Policies also can cover the worker’s spouse, dependents, and non-dependent children who were under age 27 at the end of last year. What’s more, the IRS has said that Medicare premiums paid by self-employed individuals can be taken as an above-the-line adjustment to income. There are some conditions that must be met to claim this deduction.

Alimony. Amounts you paid to your spouse or a former spouse under a divorce or separation decree that qualify as alimony for tax purposes are deductible here. Other above-the-line deductions include jobrelated moving expenses and interest payments on student loans. continued on page 45

Dealing With Sequence Risk

equence risk, sometimes known as sequence of returns risk, is the peril that might be faced by retirees when they start drawing down their savings for living expenses. If you happen to retire at the wrong time— just before a severe bear market—you might run short of money in a relatively short time. Some financial advisors are especially concerned about sequence risk for retirees who are following a schedule of drawing down their savings. Such plans typically begin with a specific percentage withdrawal in year one of retirement, followed by inflationbased adjustments. Example 1: Molly Larson retires in 2015 with $1 million in savings. Molly’s plan calls for her to withdraw $40,000 (4% of $1 million) for living expenses this year. If inflation in 2015 is 5%, Molly would increase her 2016 withdrawal by 5%, to $42,000. If inflation in 2016 is 3%, Molly would increase her 2017 withdrawal by 3%, from $42,000 to $43,260. And so on.

Research indicates that such a plan has a very high likelihood of avoiding portfolio depletion over a 30-year retirement, assuming historic investment returns and inflation levels. Some advisors suggest another initial withdrawal rate, often in the 3%–5% range. Regardless, this strategy increases retirement withdrawals and decreases savings over time.

Enter Sequence Risk If a retiree’s portfolio earns 7% or 8% every year, it probably can pay out the projected cash flow for 30 years or longer. However, investment returns fluctuate, and the sequence of those returns can be vital. Example 2: Assume the same facts as in example 1. Molly’s portfolio grows by 15% in 2015, from $1 million to $1.15 million. Her $40,000 withdrawal reduces the balance to $1.11 million. If inflation is 5% this year, and Molly withdraws $42,000 in 2016, as planned, her withdrawal rate ($42,000 withdrawal from a $1.11 million portfolio) is around 3.8%. Molly’s withdrawal schedule seems to be on track. continued on page 47

Get suggestions and decide whether they’re likely to be effective. In general terms, sequence risk may be addressed by reducing portfolio volatility. The less chance you face a large portfolio loss, the less chance of seeing your savings depleted rapidly. Reducing portfolio risk usually means more asset diversification and less exposure to stocks, but this approach may reduce upside potential. Reduced portfolio risk might be combined with increased distribution flexibility. After a down year, you may decide to hold portfolio distributions steady, or even decrease them. Turn Relatives Into Employees to Reduce Taxes

igh-income business owners may be realizing the impact of new tax laws as they prepare their 2014 tax returns. Those laws can be especially painful if your company is structured as an S corporation or a limited liability company (LLC), with all income reported on your personal return. Besides the recently added 39.6% top income tax bracket, your income may be subject to the 3.8% Medicare surtax as well as the phaseout of itemized deductions and personal exemptions. Including state taxes, you might be in a marginal tax bracket in excess of 50%.

No matter what kind of work relatives perform, business owners should keep records showing their production. Compensation should be in line with the amounts paid to other employees.

Weighing the Tradeoff If your business is a partnership between spouses or a sole proprietorship or a certain type of LLC, you won’t be required to pay Social Security and Medicare taxes on the wages you pay to your children if they are under age 18. Similarly, with an unincorporated business, you won’t need to pay federal unemployment tax on wages paid to a son or daughter under age 21. Except for those situations, the wages you pay relatives will be subject to payroll taxes. Those payments may reduce the family’s tax savings. Beyond tax savings, hiring relatives can be rewarding. Your children may gain valuable life lessons, and your retired parents can continue to perform worthwhile tasks. Tax savings, while undoubtedly welcome, might turn out to be the icing on the cake. You may receive some tax relief by hiring relatives. The money you pay will reduce business profits, so you might have less taxable income to report. That compensation will be taxable to the relatives you hire—or it might not. The standard deduction is $6,300 in 2015, so your children can each receive up to that much, tax-free. Example: Jennifer Boyd has a mail order clothing business that makes enough money to put her into a high tax bracket. She hires her two children and pays them $3,500 and $5,000 this year. Jennifer reduces her reported income by $8,500, saving her thousands of dollars a year in tax, while her children owe no income tax. Jennifer also hires her widowed mother, who is in the 15% tax bracket. (That rate goes up to $37,450 of taxable income in 2015.) Again, Jennifer saves tax by reducing her income, while her mother owes relatively little in tax. ony is Director of Celco Construction Corp. of Pembroke, MA, where his responsibilities include estimating, project management, and running the company’s day-to-day operations. He is the son-in-law of former UCANE Secretary, Treasurer, and Board Member, Joe DiPietro, who founded the company in 1957. Tony joined the company in 1989 after earning a Bachelor of Science Degree and a Master’s Degree in Chemical Engineering from Villanova University. Tony has been involved with UCANE for many years and serves on our Budget, Executive, Government Relations, and Dig Safe Committees. He is carrying on the family tradition of involvement and support of our Association. Tony is a dedicated UCANE member who brings commitment, enthusiasm, and new ideas to our Association. Some of Tony’s goals for the coming year include, securing increased SRF funding to assure that the maximum number of projects are put out to bid; assisting cities and towns to obtain the necessary funding to move forward with much needed water and sewer projects; and to continue to promote safety on the jobsite. Together with our Board, Tony will continue to press for the passage of our Interest on Retainage and Dig Safe Bills. He is also committed to strengthening our Association by increasing membership and has requested our members support to reach his goal of enlisting 25 new members in 2015. Tony is highly respected in our industry, and is viewed as someone who is hardworking, dedicated, and has a wealth of construction knowledge. He exemplifies a member who brings enthusiasm and new ideas to our Association, attributes that are vital for UCANE’s continued growth and strength.

Richard graduated from Wentworth Institute of Technology with a degree in Construction Management. He currently serves as Foxborough, MA Water and Sewer Commissioner and Mansfield-Foxborough-Norton Regional Wastewater District Commissioner. He has also served on our Board of Directors, and currently serves on our Budget, Executive, and Government Relations Committees. Like so many other UCANE members before him, Richard intends to carry on the family tradition of involvement and support of our Association.
