Recent Storms Again Highlight Importance of Water Infrastructure As most are aware, Texas and other areas of the South experienced a devastating storm in midFebruary. There were countless reports on the news and social media of people left without power and struggling to remain warm and survive. We prayed for those who lost their lives and everyone affected. In the aftermath of the storm, most of the electricity has been restored to the region. However, hundreds of thousands of residents were left without access to clean water because of the storm’s impact on the region’s outdated water infrastructure. As of early March, weeks after the storm, this catastrophic crisis was still ongoing and underreported. As of March 1, approximately 390,000 Texans were still under a boil water order, affecting their health and safety.

n addition, thousands of residents in Jackson, Mississippi were still without water service two weeks after the storm hit. There were 96 water main breaks or leaks reported as a result of the storm. The National Guard is helping to distribute non-potable water that can be used to flush toilets. City officials attribute the breaks to the severe weather and aging pipes, some of which were over 100 years old. In Louisiana, close to one million residents remained without drinkable tap water as of this writing, including about 200,000 in Shreveport, the state's third largest city. It has become all too common to read about the lack of investment in water infrastructure combined with weather leading to dire consequences. Far too many times people weather the actual storm only to be put at risk after it because their water infrastructure fails. The issue, per usual, is funding. Municipalities are acutely aware of the issue, but in many cases just simply lack the resources to fix the problem before it’s too late. The economic impact of the COVID-19 pandemic may only exacerbate the problem. On a positive note, there is some optimism that a comprehensive infrastructure bill, including a large increase in water infrastructure funding, will be taken up this year. This would be welcome news because, despite the critical need to update our nation’s water infrastructure, the federal government’s share of investment has fallen from 31 percent in 1977 to only four percent as of 2017. There is also a recognition that increasing funding alone will MARCH, 2021

not be sufficient if it is only in the form of loans. In order to truly provide support for municipalities, additional incentives such as principal forgiveness, zero percent loans, and grants must be made available. Of course the federal government can’t be expected to bear the entire burden. State and local officials must also do their share. Massachusetts should increase its commitment to the Clean Water Trust, the main source of funding for water infrastructure in our state. It should also provide more opportunities through other programs that can help address water infrastructure, including the Municipal Vulnerability Preparedness Program run by the Executive Office of Energy and Affairs and the MassWorks Program run by the Executive Office of Housing and Economic Development. Municipalities need to also invest and take advantage of all the options provided to them by state and federal agencies.

The need to upgrade all of our infrastructure is a national problem. The difference is that we can see when our roads and bridges are crumbling and in dire need of repair, and take the necessary steps to repair and replace them before catastrophic failure. The same does not hold true for our water, wastewater, and underground utility infrastructure. While it remains out of sight, it must no longer remain out of mind! n

House and Senate Appoint Leadership for 2021-2022 Legislative Session

S

peaker of the House Ron Mariano and Senate President Karen Spilka unveiled their respective leadership teams in mid-February. While the upper Senate leadership team remains the same, Speaker Mariano, now in his first full term as Speaker, placed his imprimatur throughout the leadership designations. On the House side, Representative Claire Cronin, formerly the House Chair of the Joint Committee on the Judiciary, assumes the mantle of Majority Leader. Next in the leadership chain, Representative Kate Hogan, a former Division Chair and a vocal water infrastructure advocate for her district, moves to the third position as Speaker of the House Pro Tempore. Representative Mike Moran will take over as Assistant Majority Leader, while Representative Joe Wagner and Representative Sarah Peake assume the roles of 2nd Assistant Majority Leaders. Finally, the Speaker’s top leadership team is filled out with four new Division Chairs in Representative Tom Golden, Representative Jim O’Day, Representative Frank Moran, and Representative Ruth Balser. On the Senate side, Senator Cindy Creem remains the Majority Leader. Senator Will Brownsberger remains as the Senate President Pro Tempore, while Senator Harriet Chandler remains Senate President Emerita. Senator Joan Lovely, Senator Mike Barrett, and Senator Sal DiDomenico continue their watch as Assistant Majority Leaders. Revenue Collections Up; Has the PostPandemic Recovery Started?

he start of February saw the Massachusetts Department of Revenue (DOR) announce that preliminary revenue collections for January totaled $3.347 billion, which is $392 million or 13.3% more than the actual collections in January 2020, and $429 million or 14.7% more than benchmark. To date, FY21 year-to-date collections totaled approximately $17.653 billion, which is $764 million or 4.5% more than collections in the same period of FY20. According to the DOR, January is a significant month for revenues because many personal income taxpayers are required to make quarterly estimated payments. January generally produces about 10.2% of annual revenue, making it the fourth largest revenue month of the year. That said, the DOR did caution that because January revenues reflected the impact of filing and payment due date extensions for regular sales, meals, and room occupancy taxes for certain businesses, as well as the impact of COVID-19, historical comparisons of this January’s results to prior years may be inexact. As budget writers in the Massachusetts legislature look to put together the FY22 budget, they will be looking at the revenue collections from FY21 as well as keeping an eye on a potential federal stimulus package. Key facts about the January 2021 collections:

Income tax collections for January were $2.313 billion, $235 million or 11.3% above benchmark, and $312 million or 15.6% more than January 2020.

Withholding tax collections for January totaled $1.361 billion, $152 million or 12.5% above benchmark, and $101 million or 8.0% more than January 2020.

Income tax estimated payments totaled $903 million for January, $87 million or 10.7% more than benchmark, and $202 million or 28.8% more than January 2020. Income returns and bills totaled $64 million for January, $4 million or 6.3% less than benchmark, but $12 million or 22.2% more than January 2020.

Income cash refunds in January totaled $15 million in outflows, $1 million or 3.4% less than benchmark, but $2 million or 16.9% more than January 2020. • Sales and use tax collections for January totaled $693 million, $41 million or 6.4% above benchmark, and $20 million or 2.9% more than January 2020. • Meals tax collections, which is a sub-set of sales and use tax, totaled $64 million, $4 million or 6.6% above benchmark, but $38 million or 37.3% less than January 2020. • Corporate and business tax collections for the month totaled $59 million, $1 million or 1.6% above benchmark, but $7 million or 10.9% less than January 2020. • Other tax collections for January totaled $281 million, $151 million or 116.3% above benchmark, and $67 million or 31.2% more than January 2020. Again, Massachusetts budget writers will be keeping a close watch on the next months’ revenues as well as any federal stimulus package. The Massachusetts legislature will hold a series of FY22 budget hearings in the month of March. April will see the House unveil its proposal followed by the Senate’s proposal in May. From there, both branches will reconcile their versions and get an agreement to the Governor in anticipation of the July 1 start to the fiscal year. continued on page 11

Municipal Changes Afoot in 2021 as Variety of Mayors Not Seeking Reelection

ith elections for municipal offices set to occur later this year, a variety of Mayors have announced their intention not to seek reelection. The departures will lead to a changing political landscape for many regions as longtime incumbents seek work in other arenas or begin planning for higher elective office. Consider the following: City of Boston. Widespread media accounts have covered the fact that Mayor Marty Walsh will be heading to Washington to become President Joe Biden’s Labor Secretary. City Council President Kim Janey, who will become Mayor once Mayor Walsh is officially confirmed and resigns his elected position, has yet to declare if she will also seek the seat permanently. Already, City Councilors Andrea Campbell, Annissa Essabai George, Michelle Wu, as well as State Representative Jon Santiago have

declared their interest in replacing the Mayor. City of Somerville. At the beginning of March, Somerville Mayor Joe Curtatone announced that he will not run for a 10th two-year term. A frequent critic of the Baker-Polito Administration, his decision sets up speculation that Mayor Curtatone will seek higher office in 2022. There will likely be a number of candidates competing for this position due to its rarity in turnover. City of North Adams. At the end of February, iBerkshire reported that North Adams Mayor Thomas Bernard will not seek a third term. His absence will represent only the second time that an incumbent candidate will not appear on the November ballot. The 26th Mayor in the City’s history, Mayor Bernard has been credited with focusing on fiscal stability. continued on page 13

Legislative Update continued from page 11 City of Holyoke. After his run for Congress, Mayor Alex Morse announced that he was not running for Mayor in 2021. However, he will not be finishing out his current term as he recently accepted the position of Town Administrator for the Town of Provincetown. His departure means that City Council President Todd McGee will become Acting Mayor until the election to replace Mayor Morse is completed. City of Northampton. Northampton Mayor David Narkewicz is not running for re-election this fall, after 10 years in office. According to the Daily Hampshire Gazette, Mayor Narkewicz simply thought “it was time to let new leadership take over.” Narkewicz, 54, is a native of Shelburne Falls and previously worked as a congressional aide. City of Lawrence. In January, then Mayor Dan Rivera was appointed to lead MassDevelopment, the quasi-state agency for development initiatives. Ms. Kendrys Vasquez, who had been President of the Lawrence City Council, is now leading the city as its acting mayor, and a home-rule petition Governor Charlie Baker waived the requirement that the city hold a special election to fill Rivera's term before voters pick a new, full-term mayor in November. (Note:

most cities are now seeking to void special election requirements to reduce the costs and risks associated with a special election held during a pandemic.) City of Newburyport. Newburyport Mayor Donna Holaday told the Newburyport Daily News on January 6 that her third term would be her last, saying the timing felt right after accomplishing many of her desired projects. The combination of the pressures associated with managing the COVID-19 response, as well as the normal pressures associated with being an elected official during a 24/7 information and news cycle will be interesting to watch. Already, pressure is beginning to increase for statewide officials to make their intentions known for 2022. Until then, the local elections, which often serve as a bellwether for issues of interest, will lead to a new slate of leadership in many communities. According to the Massachusetts Municipal Association, elections are also set for November 2 in Agawam, Amesbury, Brockton, Chicopee, Easthampton, Everett, Fall River, Framingham, Gardner, Gloucester, Haverhill, Leominster, Marlborough, Medford, Methuen, Newton, North Adams, Peabody, Salem, West Springfield, Woburn, and Worcester. continued on page 15

Licensure Portability for Military Personnel and Their Families. At the end of February, the BakerPolito Administration issued an Executive Order directing the Division of Professional Licensure (DPL) to improve license portability for military personnel and their spouses so that they can continue their civilian careers and provide for their families without interruption. The new Executive Order directs DPL to investigate opportunities to participate in one or more interstate compacts, a preferred vehicle for simplifying and improving licensing for professionals moving between states, while also ensuring the public continues to be served by highly qualified practitioners. DPL will also ensure that each covered board has procedures to expedite and afford priority to the licensing of military personnel and spouses. Each board will be encouraged to process applications within 30 days, and track data on how long that process takes for military personnel and families. The Registry of Motor Vehicles (RMV) announced at the end of February that all Massachusetts commercial driver licenses (CDLs) and commercial learner's per-

mits (CLPs) with an expiration date between March 1, 2020 and May 30, 2021, have been extended until May 31, 2021. (Note: This does not apply to any commercial driver or permit holders whose privileges were suspended or revoked for traffic offenses, or to non-domiciled commercial driver or permit holders whose lawful presence has expired.) Whether you operate heavy equipment or use handheld tools, when you dig, you risk contacting natural gas pipelines. Use these tips to stay safe: • • • • • • •

Notify 811 well in advance of digging or moving earth in any way – even for small jobs. Respect the locate marks and follow them when digging. Dig with care in the vicinity of underground natural gas pipelines. If you find an unmarked or mismarked line, stop digging and notify 811. Report any suspicious activity near a natural gas pipeline marker. Don’t rely on your nose alone. Be alert for the many warning signs of a natural gas leak. Know what to do if your equipment contacts a natural gas pipeline.

with UCANE’s Officers and Board Members How did you get started in the underground construction industry and what was your first job? I got into the water and sewer industry when I was 14 years old. I worked four years during the summer for Paolini Corp., out of Newton. I was lucky enough to work with a young engineer named Bob Lewis who not only gave me opportunities to install water pipes and rake asphalt, he also taught me about line and grade and how to layout the job. The Paolini’s also gave me opportunities to operate about every piece of equipment they owned. When Bob Lewis went to work with Methuen Construction in 1983 I followed him there as a laborer. For the next three years I worked with Methuen and his top superintendent Joe Silva. I really got an education on deep sewer and heavy construction work. I knew then what I wanted to do. In 1985 I bought a Dynahoe backhoe and an International 10 wheeler and started doing water services and catch basins. I credit Angelo (Chickie) Paolini for helping guide me through the insurance and bonding aspects of the business and for giving my small company its first subcontract. What type of work does DeFelice Corp. focus on, and what is your current role in the company? DeFelice Corp. has grown steadily since we started as a subcontractor for Paolini Corp. We almost exclusively perform as a General Contractor now and our focus is mostly on water and sewer work in both Massachusetts and New Hampshire. We do pump stations and site-work and other heavy civil work, as well. As President of the company, I’m a hands-on type and you might find me at any one of the sites on a given day. MARCH, 2021

2021 Scholarship Applications Now Available UCANE to Award Twelve $2,000 Scholarships WHO IS ELIGIBLE TO APPLY? •

Any child or grandchild of a UCANE member OR an employee of a member in good standing.

The applicant should be a high school senior who will be enrolling full time in an accredited two- or four-year academic institution for the year beginning in September 2021 OR a current full-time college student who has not previously received a UCANE scholarship.

HOW WILL THE APPLICATION BE JUDGED? Twelve $2,000 scholarships will be awarded. Two of the 12 scholarships will be awarded to applicants pursuing a construction related degree. There will be a question on the application to indicate if you believe you are eligible for these scholarships. The other 10 scholarships are open to all other courses of study. Applications are judged and winners are selected by independent outside educators. Selection will be based on the overall worthiness of the applicant by considering: 1. Scholastic achievement; 2. Interest and effort in preparing for your vocation; 3. Extra-curricular activities at and away from school, including community and religious service; 4. Difficulty of course curriculum and career objectives; 5. Personal recommendations; 6. Thoroughness of the completed application, particularly the essay

HOW WILL THE CONFIDENTIALITY OF THE APPLICATION BE PROTECTED? Each application is assigned a number. When completed, page 1 of the application, with the name of the applicant, must be detached and sealed in the accompanying envelope. The applicant’s name must not appear on any part of the application or attached transcripts and recommendations. After the winning applications have been selected, the envelopes with those corresponding numbers will be opened to identify the award recipients.

So How’s it Going for Your Company? It has been about a year now since COVID forced us all to move to a virtual training platform. A question that is being asked in training circles is, "So how is it going for your company?" First, what is virtual training? Virtual training can be done in two ways, asynchronous and synchronous. Asynchronous training is when the training program can be completed at any time. It is pre-recorded, and the learner has control over when they attend the training. Synchronous training is live training. This is your webinars and video conference live meeting training. The learner must take it when the trainer is conducting it or miss the training session.

W

ith today's workforce, we may be facing the most technological gap that we have ever seen before. On one side of the spectrum, we have one group still getting comfortable with email and video meetings. On the other end of the spectrum, they are incredibly pleased using the latest technology and may even prefer that type of training over in person. The challenge we have as trainers is to ensure that the message is delivered and, more importantly, received no matter who takes the course. With in-person activities getting ready to get back to normal, the transition back to the traditional training environment has already begun. Does that mean we abandon the virtual platform? Not at all! I am a proponent for keeping both. The progress with acceptance of the virtual training platform cannot be left to rot. A good training program will have an offering that is suitable for every learning style. Asynchronous training programs for focused 15 minutes or so length refreshers that can be taken during a coffee or lunch break, provide the training program's reach to those out in the field. They can be taken just before that activity starts, as a weekly toolbox talk with the crew, or as a remedial action for a negative inspection observation. Synchronous MARCH, 2021

training can be used for short group training. These can be slightly longer since it is a scheduled event. This training should aim to stay around the one hour mark. If additional training is needed, then schedule a follow-up event for another time. For example, this would be a good fit as a standing monthly meeting/ training with supervisors. With synchronous activity, the group size should be manageable. Ideally, this training would involve some discussion with the audience. As we all have recently learned, this is often difficult over video platforms with a large group. continued on page 25

For example, rigging training has much traditional learning involved. It is also one of those topics where it is equally essential that the attendee passes a written examination and a practical one. It's not just the topic's why; it's the practical use that may be most important—a larger, mixed audience benefits from in-person training. Some members of your audience may be further along in their knowledge of a topic than someone else. In an in-person training environment, those individuals often and without direction become teaching assistants. As trainers, those are the people that we call on to aid in explaining topics or acting as group leaders when the class breaks up into smaller groups for an exercise.

Risk – What Do I Do With That? “Everyone has a plan until they get punched in the mouth,” this famous quote by Mike Tyson seems oddly fitting when leading into a discussion on risk management. For many, 2020 was that punch in the mouth. A year that redirected our focus, challenged the way we have always done things, and pushed us to reevaluate so many aspects of our lives and businesses. Now that 2020 is behind us, what did we learn? How do we take what we have learned and apply that knowledge going forward, so that we can be better prepared to face adversity and unknown risk? The better question is… Do you have a process to effectively assess and handle risk? Risk is something that we all face daily. In construction, you have to grow comfortable with risk because it lurks at every new bid, every project closeout, and nearly every decision made. So when the questions come up, the place to find the answers, is in the process. Some may say we have been doing this for X amount of years, we have seen pretty much everything. While that may be true, we cannot know what risk tomorrow may bring and what questions will be asked of us. The fact is, if we try to solve 2021 now, we are doomed to fail. However, if we rely on a process to deal with risk, we can apply it to whatever comes our way. At its core, the process of risk management is the forecasting and evaluation of financial risks together with the identification of procedures to avoid or minimize their impact. Ok, great. What does that actually mean, what does it look like, and how do I use this risk management process to help my business? Let’s take a look. This process is not proprietary, it is not riddled with new ideas. However, it has been around for ages in some form or another, is effective, and can be applied broadly. MARCH, 2021

The following are the most common five steps to an effective risk management strategy. 1. Identify (Discovery): The first step is to identify the risks that the business is exposed to. 2. Assess or Analyze (Impact): Once a risk is identified, it needs to be analyzed. The scope of the risk must be determined. It is also important to understand the severity and seriousness of the risk to your organization. 3. Evaluate (Strategy): Risks need to be ranked and prioritized. A risk that may cause some inconvenience may be acceptable. Risks that can result in catastrophic loss need to be acted upon. In construction, you have to operate and be comfortable with a certain amount of risk to function. However, it is important to rank risks as it allows the organization to gain a holistic view of the continued on page 29

There are different options here and may often be best handled by connecting with the experts in the field to which the risk belongs. Within these steps are both actions and tactics. a. Reduce – risk reduction deals with reducing the likelihood and severity of a possible loss. b. Avoid – risk avoidance deals with eliminating any exposure to risk that poses a potential loss. c. Transfer – risk transfer involves the contractual shifting of a pure risk from one party to another. One example is the purchase of an insurance policy, by which a specified risk of loss is passed from the policyholder to the insurer. d. Retain – risk retention is a technique in which a company facing any risk or risks decides to absorb or accept all potential loss rather than transfer that risk to an insurer or other party. In many cases, if you do nothing, by default you will be retaining the risk.

5. Monitor and Adjust (Review): Despite what many may think, the risk management process is one without any true endpoint. Reviewing the risk to determine how effective your action plan was is the last, but arguably one of the most critical steps to the risk management process. The organization, the environment, or the scope of work is constantly changing. Without a scorecard, the bad habits or incorrect procedures are bound to repeat themselves. More than ever, 2020 demonstrated that organizations can no longer afford a reactive approach to risk management. How you choose to implement the risk management process could be the difference between success and failure. continued on page 31

In the 1930s and 1940s, the Fore River Shipyard in Quincy was a booming operation. Employing over 30,000 at its peak, the renowned Shipyard was the nation’s leading producer of destroyers for World War II. It employed some of the finest welders, mechanics, pipefitters, and plumbers in the country, and Joseph C. Tedesco, Sr. was one of them. During the 1940s the Quincy facility (by then owned by Bethlehem Steel) was producing a complete “Liberty Ship” every 10 days. As a master plumber, Joe, Sr. supervised a staff of tradesmen that were tasked with final inspections of all plumbing work and armament operations prior to ship commissioning. Joe Tedesco started up his first business in 1931, called Tedesco Pump Service. Despite long hours at the shipyard, Joe worked nights and weekends servicing and sell-

ing sump pumps and would even pump out basements after heavy rainfalls. After WW II ended, Joe left the Shipyard to concentrate on his small business. Automobile sales were soon setting records and gas stations were being built on every corner. Joe turned his focus to gasoline pumps and nozzles, and had service contracts with many of the major oil companies. In the 1950s, gas station attendants would clean your windshield and check your oil during fill-ups. Joe noticed that they couldn’t do those tasks until after they filled your tank with gas, because all gas nozzles were manual and needed to be held during filling. Always thinking about efficiency, and loving to tinker and create, Joe developed the earliest model of the automatic shutoff nozzle, but unfortunately he passed away suddenly in 1960 before a patent was obtained.

When Joe Sr. passed away suddenly, his eldest son, Joe Tedesco Jr., was called back from military service at the age of 19 to provide for his mother Rose, his younger sister Lynda and his nine-year old brother Robert. He continued to provide petroleum services like his father, but expanded operations and secured more gas pump installations. Within a few years, the product line expanded to include other machines that the garage mechanics needed, like tire changers, lubrication equipment, pneumatic tools, and hydraulic jacks and lifts. Joe transformed the business from a “one man band” to a staff of employees, and moved the business out of the family basement to a fully equipped facility. Younger brother Robert (Bob), helped out his brother after school and joined the business full time in 1969 after graduating from Braintree High School. In the 1970s, Bob Tedesco was taking on more responsibilities, and Tedesco Pump Service began to shift away from automotive and petroleum-oriented business towards hydraulic systems and air tools in the construction, marine, and trucking industries. In 1979, Joe Jr. followed his passion into auctioneering, leaving the business to his younger brother Bob, who took on a partner, and changed the name to Tech Hydraulics Inc., to better align the company name with the core business. Gorilla Hammers continued from page 33 During the 1980s, the company built up a solid client base of contractors from inside Rte. 495 looking for repairs to hydraulic pumps and air tools. They were also being called on to add auxiliary hydraulic circuits to backhoes and excavators to power various attachments, which were gaining great popularity in the construction industry. One of those attachments was the hydraulic breaker, also known as a “demohammer” or “hoe-ram.” With the new heavy equipment and construction-oriented business brought in by the nearby Central Artery Construction Project in the 1990s – better known as the Big Dig – Bob moved the business to a larger facility nearby in Randolph, where it is headquartered today. The Big Dig put hydraulic hammers into the hands of many contractors in the Boston area, and although the company had been repairing them since the late 1970s, Bob saw them as a new growth opportunity in the late 1990s. According to Bob Tedesco, “Our reputation with both air driven equipment and hydraulic systems made us the ‘go-to’ shop for contractors installing this relatively new tool onto their excavators. The hammers quickly became a popular and effective tool for the concrete and bridge deck demolition necessitated by the Big Dig, as it had a no-blasting policy throughout its 15-year duration. This successful use of the hydraulic breaker attachment on such a large, high profile project dramatically expanded the hydraulic hammer market for all of New England.”

The Birth of a Gorilla In 2003, Bob reached out to his brother Joe’s son, Joe Tedesco III, proposing a new direction for

Joe saw the potential, bought out Bob’s partner, and began working with Bob to transition away from cylinders, pumps, and valves into hydraulic breakers. Joe analyzed the strengths and weaknesses of the various manufacturers worldwide. He took into account what they had learned from selling and repairing various makes of hydraulic hammers, carefully noting how well each manufacturer supported their product, their price points, and what it would take to enable Gorilla to break into the ultra-competitive northeast market. “In the end, we determined that directly importing hydraulic breakers and building our own brand was the only way we could offer our customers a price competitive, reliable product supported by same day parts availability,” recalls Joe. “This also gave us the control of the product that we needed, allowing us to make design improvements in the product based on customer feedback and field performance. We could strengthen weak points, improve raw materials, and add new features.” At that point, Bob and Joe totally committed to moving into the hydraulic hammer business, and Gorilla Hydraulic Breakers was born. In addition to stocking hydraulic breakers, they further invested in field service vehicles and state-of-the-art specialized equipment and tooling to not only support their new brand, but to build new customer relationships through a hydraulic hammer service center capable continued on page 37

He was passionate about sailing Boston Harbor and was active in the Wollaston, Squantum, and Hull Yacht Clubs. An Interview with Chris Bouchard DPW Director – Town of South Hadley Chris Bouchard graduated from Westfield High School and worked as a mechanic/fleet manager for several large area contractors. He started his public works career in the Town of Longmeadow in 1999, where he worked for four years. Chris then accepted a position with the Town of Otis and worked there for 10 years, where he became Highway Superintendent and also earned his grade 4 wastewater operator’s license. In 2013, he accepted the Highway Superintendent position with the Town of Becket and worked there for seven years. Most recently in April of 2020, he began his current job with the Town of South Hadley as Director of Public Works. Chris has found the Public Works field to be very rewarding and challenging, where someone can grow and advance their career through hard work and effort. He thanks his peers in Berkshire County Highway Association, Tri County Highway Association, MHA, BayState Roads Program, and the MADOT D-1 State Aid office for helping him to grow and advance professionally. Can you give us a brief description of South Hadley regarding the make-up of the DPW, population, and infrastructure statistics? South Hadley is a small town with a population of 17,300. As Public Works Director I oversee and coordinate six departments including Highway, Parks, Tree Department, Solid Waste, Administration, and the Water Pollution Control Division. We take care of about 85 miles of road and over 100 miles of sewer lines and storm drains. The water system below our streets is managed by South Hadley’s 2 Water Districts, but the sewer lines, that service about 95% of the properties in Town is the DPW’s responsibility. We also maintain and operate five pump stations and our 4.2MGD Treatment Facility, built in 1960 and expanded in 1980, which is located, through inter-municipal agreements, in Chicopee. Above ground our DPW team takes care of 18 sports fields, playgrounds, and parks in addition to all public properties and the Town Common. South Hadley continued on page 43

Under the Hard Hat continued from page 41 has a transfer station, recycle center, and a capped landfill under our care and the DPW oversees curbside collection for 6,500 residences. We take care of trees and landscaping on public property and if you want to remove a tree you probably have to see us too. All of these operations are run quite efficiently by a talented (and very busy) staff of 25 DPW employees. What do you currently see as the most pressing infrastructure needs for the Town in the next few years, and is there a 5-year Asset Management Plan in place to address those needs? The most visible needs are always to repair and rebuild the roads and sidewalks, but we cannot forget about the piping infrastructure that is below the roadway and we try to restore roadways from the bottom up whenever possible. Annual budgeting for maintenance of roads ie., crack seal/surface treatments is always a must to keep our roads ahead of the curve and extend their lives. Like most DPW’s there never seems to be enough funding to tackle all of our project needs, but through careful planning and using the right road treatments we can set a course for success in the long term.

We also have been busy working on the Mutual Aid program that will be rolled out this spring. We have had a few virtual events and given members a look at mutual aid and how it will work and also had some GIS workshops to show the different ways that it can help in Public Works. We are also continuing to plan events for 2021 and are hopeful we will get to go back to in-person events soon. I look forward to seeing my MHA members and meeting UCANE members as well. 2020 was a challenging year for all of us in public works as we strived to safely provide the vital daily services to the community that are sometimes taken for granted. We are Public Works Strong and will use 2020 as a building block/tool for the future. UCANE’s Annual Industry Directory is distributed to key officials like yourself in every City and Town in Massachusetts. Do you find the information useful when considering material purchases, equipment rentals, and emergency repairs? I find the directory helpful to research vendors and products that I may not know about or to find out who my contact is when I do reach out for goods and services. n

We have a five year plan that we are currently updating and trying to incorporate into a single GIS platform for tracking all of our infrastructure assets to better forecast and predict needs so that we may coordinate with non-town utilities and vice versa. How does your municipality normally fund infrastructure projects? Does the Town utilize the SRF Loan Program through MassDEP for water infrastructure projects? South Hadley normally covers capital projects through annual budgets or bonds and grants i.e., Chapter 90, Massworks, Complete Streets, MVP, and DER. I have not used SRF yet, but I am looking into the program as a potential funding source for a couple of sewer projects that are in the planning stages. Congratulations on your recent election as President of the Massachusetts Highway Association. Can you tell us what MHA will be focusing on in 2021? MHA has been busy continuing to push increasing Chapter 90 funds and a multi-year release.

Construction Software Trends in 2021 While COVID-19 continues to add uncertainty and challenges, the overall outlook for heavy construction in New England and North America remains relatively consistent moving through the first quarter of 2021. There is a lot of work to be done in most sectors and funding for much of it will remain tight. As a result, contractors will operate in the low-margin and highly competitive environment they have grown accustomed to.

S

oftware technology will play a growing role in creating opportunities for these companies to get more efficient and profitable. Aside from specific technologies and applications, these are six general software-related trends we expect to emerge or gain momentum in 2021.

1. More focus on strategy and integration As contractors deploy more and better software for construction, the challenge of unifying that technology is growing. Added efficiency or productivity can often be cancelled out by effort and cost needed to integrate various applications, devices, and data and to get them to communicate with each other both within and across workflows. Contractors that step back and take a more holistic view of how current and future technology investments fit together and support specific business processes will get stronger results, ROI, and competitive advantages. Mapping out a realistic plan and timeline for deploying technology is an important part of the strategy too. This is the best way to avoid some of the main reasons technology initiatives fail: siloed solutions, lack of company-wide buy in, incompatibility, and taking on too much at once.

2. An increase in Cloud hosting The Cloud is not new, but an increasing number MARCH, 2021

of companies will choose to host software there as opposed to on their own servers. Contractors are simply using more software for estimating, operations, and other areas of their business. As they do, some will find it more effective to leave the sourcing and maintenance of servers to outside specialists so they can focus on their core construction expertise. The Cloud can ensure peak software performance on the latest server technology, free them from maintaining in-house IT resources, and take away the responsibility for physical and technical security. Importantly, the field tracking software behind these logs can also turn this data into actionable intelligence. Daily reports and dashboards can be populated automatically in formats designed for the requirements teams in the field, not the requirements of accountants. The data shows them where the project stands versus the plan and helps them make more informed operational decisions while there is still time to protect profitability.

Real-time cost management in the field Rather than operating on instinct or waiting weeks for accounting reports, contractors will use software to get more immediate, agile, and data driven in how they assess performance in the field and adjust operations to keep projects on schedule and under budget.

4. Immediate alerts and notifications

As more and more information is captured within software applications, as opposed to on paper, a bonus benefit is emerging for contractors. That data can trigger immediate alert and notifications delivered by text message or e-mail to selected recipients. These software-driven messages are instant and organized and they leave a record of what was communicated and when. Look for them to gradually replace fragmented phone calls and messages that are often delayed or incomplete. On an electronic safety form, for example, checking a box to indicate that an accident resulted in an injury could prompt an instant, automatic alert to the safety director. Similarly, indicating on an equipment inspection form that repair work is urgent could prompt an alert to the maintenance director. This type of capability is especially beneficial in scheduling and dispatching. Software can alert users when actions like a new assignment, an update or change to an assignment, or the removal of an assignment may require attention. The system can then assist them in sending it in an automated manner to appropriate recipients such as employees, foremen, transport crews, or an outside trucking organization.

Software obviously cannot perform maintenance automatically, but it brings automation to the PM process. That is a big step in an industry where many companies remain reactive, addressing maintenance issues when something breaks. With maintenance software, meter readings from equipment – input manually or automatically via telematics – trigger alerts at the proper intervals. The system tells the maintenance team what should be done and when. PM work is far more likely to be done on schedule, cutting the cost of the work itself, and the unplanned downtime. Visibility into when PM intervals are approaching delivers the added benefit of scheduling the work at the most efficient and opportune times. Mechanics, for example, can get upcoming preventive work out of the way on a machine that is in the shop for another reason or they can service other equipment in advance while they are at a jobsite for a breakdown.

6. A stronger connection between estimating and production in the field The opportunity to earn a profit begins with the estimate, but estimating is not an isolated activity.

Unified software will play an increasing role in allowing contractors to communicate data and logic from the bid to the field. This eliminates the errors and extra work of redundant data entry and makes it easier for teams in the office and the field to collaborate, so jobs can be built the way they were bid. This can improve the processes for change orders, time and materials work, and increase the accuracy of future bids. n

You get bored. To save on essentials like housing, food, utilities and transportation, you move from a vibrant metro area to a cheaper city. They then have to spend tens of thousands of dollars on medical treatments. But even so, there's no promise things will work out as planned.

You can't afford to have kids. Most people don't realize that raising children requires a tremendous amount of time and money — until they do the math and discover that the hundreds of dollars saved doesn't come close to what they need to support a child. Even if you don't have the financial resources, but decide to become parents anyway, you can kiss early retirement goodbye. (My wife and I have two kids and pay $2,380 per month for a platinum healthcare, not to mention the monthly childcare and preschool expenses — which, depending on where you live, can easily cost up to $2,500 per child.)

The Smarter Early Retirement Strategy First and foremost, adopt an abundance mindset. Know that there is plenty of wealth to go around. Stop putting all your energy into "not spending money" and start seeking and taking advantage of bigger opportunities:

Prioritize your career. Your full-time job is your winning ticket to early retirement, so find something you enjoy doing and devote as much time to it as possible. Grow your skills, impress your boss and build a strong professional network. Become the best in your field so you can get that raise or, even better, land a higher-paying job at another company. Aim to max out your retirement savings accounts. This is one of the easiest ways

for Americans to build wealth, so focus on maxing out your 401(k), IRA, and Roth IRA. If your employer matches 401(k) contributions, at least contribute continued on page 57

CLF Sues Barnstable Over Pollution in Lewis Bay HYANNIS — The Conservation Law Foundation (CLF) filed suit recently in federal court in Boston against the town of Barnstable, saying the Barnstable Water Pollution Control Facility is in violation of the federal Clean Water Act and is polluting Lewis Bay.

I

n the suit, CLF contends the levels of nitrogen discharged into groundwater by the plant are too high, and that the nitrogen and other nutrients travel underground to nearby Lewis Bay, where the discharge has elevated nutrient levels that feed large algae blooms. The blooms degrade water quality, lower oxygen levels and harm plant and marine animal life. If the foundation wins the lawsuit, the town's wastewater plant would then be operated under a more rigorous federal permit under the Clean Water Act. Christopher Kilian, director of CLF’s Clean Water and Healthy Forests initiative, said the town’s Comprehensive Wastewater Management Plan proposal to upgrade the plant lacks specificity on two key points. It does not specify how the plant will be modernized and it does not identify where two proposed discharge areas will be located or how much they will add to the volume of wastewater treated at the plant and discharged. The plan should have already identified and permitted the two proposed additional discharge areas, he said, adding that the 30-year rollout of the wastewater plan is too slow. “You can’t have a plan dragged out for 30 years with no specificity or commitment to real action,” he said. “That’s what we’re looking for, getting past empty promises and loopholes.” One alleged loophole is the reliance on a state discharge permit that allows higher levels of nu-

trients on the assumption that nitrogen and other contaminants will be filtered out of the treated water on its trip to coastal water bodies. But Kilian said that is not happening and that groundwater is actually acting more like a pipe than a filter. That direct connection from wastewater discharge to the ocean via groundwater was recently affirmed in a Supreme Court decision concerning discharge in Maui. It was the basis for two other successful CLF lawsuits in recent years at two resorts in Harwich. The Wychmere Beach Club and the Wequassett Inn reached settlement agreements with CLF to reduce nitrogen levels flowing into marine water from their treatment plants as a result of the lawsuits. continued on page 61

Spotlight on Cape Cod continued from page 59 CLF is asking the court to rule that Barnstable is in violation of the Clean Water Act: This would trigger the requirement of a federal permit, which comes with stricter limits on nutrients and other contaminants. “Clearly, a connection exists between the input of nutrients into groundwater and the effects on marine water bodies,” Andrew Gottlieb, executive director of the Association to Preserve Cape Cod, said. “But the real question is how to get it effectively remediated.” He said he is worried that the implementation of the Barnstable wastewater cleanup plan could get tied up in court and delayed due to the CLF suit. The real intent of the suit may be to prod Cape towns into speeding up the implementation of their own wastewater plans by taking on the county’s largest municipality, he said. “I think they’re trying to get the attention of every town on Cape Cod, which isn’t a bad thing,” Gottlieb said.
