Dear Members and Partners, I proudly present to you the UCLG ASPAC Organization Profile. This handy booklet provides you with an understanding of the objectives, missions, activities, and achievements of UCLG ASPAC. It also gives you a glimpse on the profile of members and partners of UCLG ASPAC. UCLG ASPAC is the largest local government organization in the Asia-Pacific Region, a growing and diverse region in terms of political, social, economic and cultural contexts. In spite of the challenges, cities and local governments in AsiaPacific have enormous opportunities to create more liveable and fulfilling places to live that will stimulate positive changes around the world. UCLG ASPAC, the voice of local government in the region, unites and supports cities and local decision makers in proactive ways. We promote the exchange of experience amongst our members and partners in key and emerging issues, such as sustainable development, social inclusion, resilience, good governance, as well as investment promotion strategies. We also implement practical and concrete activities that produce tangible results for our members, since after all local governments are the most effective players in bringing change to its citizens and communities. It is our long time vision and dream to build a prosperous and vibrant Asia-Pacific Region. UCLG ASPAC OVERVIEW
The history of United Cities and Local Governments Asia Pacific (UCLG ASPAC) goes back to the emergence of the International Union of Local Authorities (IULA). IULA was established in 1913 in Belgium with headquarters in The Hague, while IULA ASPAC was set up in September 1989 during the 29th IULA World Congress in Perth with Jakarta as its headquarter. UCLG ASPAC is one of the eight Regional Sections of United Cities and Local Governments (UCLG), an amalgamation of International Union of Local Authorities, United Towns Organization (UTO), and World Association of the Major Metropolises (METROPOLIS), which began on 1 January 2004 with its headquarters in Barcelona, Spain. UCLG ASPAC is the new entity of IULA ASPAC, established in Taipei on 14 April 2004 during the 28th IULA ASPAC Executive Committee and Extraordinary Council meetings, following the unification of IULA and UTO at world level. UCLG ASPAC is the key knowledge management hub on local government issues in the region. UCLG is a worldwide association and the only local government organization recognized by the United Nations, and nominates 10 out of 20 members of the United Nations Advisory Committee of Local Authorities (UNACLA), the first formal advisory body of local authorities affiliated with the UN. The Asia and Pacific region is the biggest of the eight sections in UCLG with linkages to more than 7,000 local governments. It represents well over 3.76 billion people – more than half of the world population – and incorporates economically fast developing countries such as China, India and Indonesia. 8 |

VISION
UCLG ASPAC is the united voice and advocate of democratic local self-government, which promotes cooperation between governments and within the wider international communities in the Asia-Pacific Region.

UCLG ASPAC ORGANIZATION
Based on the constitution of the organization, UCLG ASPAC consists of five principal organs: The Regional General Assembly The Regional General Assembly is the supreme organ of the Section. It has responsibility for the overall policy, direction and oversight of the Section. The Regional General Assembly comprises all members of UCLG in the region, through their duly appointed representatives. The Regional Council The Regional Council is the principal policy-making body of the Section. It decides the Sectionâ&#x20AC;&#x2122;s policies in a collegial way and ensures that general policies decided by the Regional General Assembly are implemented. The Executive Bureau The Executive Bureau is responsible for initiating proposals and carrying out the decisions of the Regional Council and for any other matter delegated to it by the Regional Council. It is in charge of the Sectionâ&#x20AC;&#x2122;s administrative and financial management. It prepares the meetings of the Regional Council and of the Regional General Assembly. The Presidency The Presidency, comprising the President and six Co-Presidents, is elected by the Regional Council from among local government members representing the different sub-regions, for a renewable term between two ordinary sessions of the Regional General Assembly. The Presidency represents the four sub-regions as well as associate and international members and includes the Co-President (from the host city of the Secretariat) and the Founding President. The Secretary General The Secretary General is the chief executive officer of the Section. He/she directs the daily activities of the Section and carries out the decisions of the Regional General Assembly, the Regional Council and the Executive Bureau. The Secretary General manages the General Secretariat and the activities, programmes and finances of the Section under the guidance of the Presidency and reporting to the Executive Bureau.

STATUTORY MEETINGS
The Regional Statutory Meetings consist of the General Assembly, Council and Executive Bureau Sessions. The regular Statutory Meetings assure transparency and planning by consensus among members in running the organization. These meetings have been held in conjunction with other strategic events which aim to facilitate the exchange of knowledge between members.
The Regional General Assembly shall be convened every two years normally at the time of the Regional Congress to which both the Section members and non-members are invited. The Regional Council shall meet at least once a year, as convened by the President or at the request of at least one third of its members. The Executive Bureau shall meet at least twice a year, as convened by the President or at the request of at least one third of its members.

UCLG ASPAC SECRETARIAT The UCLG ASPAC Secretariat in Jakarta consists of five divisions: Member Services The Member Services Division is responsible for assisting the Secretary General in dealing with statutory issues and preparing the statutory meetings such as the Executive Bureau, Council and General Assembly meetings. The division also prepares business papers for meetings, reports to the President, and supports members on membership policy and membership fee issues. Capacity Development The Capacity Development Division is responsible for organizing various events related to skills development and knowledge sharing. The division is also responsible for cooperation programmes with international/regional organizations and networks and implementing the international/regional programmes of UCLG ASPAC and UCLG ASPAC partners such as training, forums, congress, workshops, and regional courses on local government issues. Office Administration and Finance The main function of the Office Administration and Finance Division is to provide regular financial reports and manage membership subscriptions as well as office matters. The division is also supporting the Secretariat with the administration of personnel. Communications and Information The main function of the Communications and Information Division is to provide members and related stakeholders with information related to local government issues, events, best practices and membersâ&#x20AC;&#x2122; activities. Further responsibilities are to provide information materials such as newsletters, organization profile, brochures, annual report as well as to develop and maintain the website. Strategic Services The main task of the Strategic Services Division is to provide support to on-going operations ensuring high quality, accuracy and consistency of the organizationâ&#x20AC;&#x2122;s work. The division is also responsible for maintaining relationships with external organizations such as UN agencies, the European Union and the ASEAN Secretariat.

SUPPORT TO DECENTRALIZATION IN DEVELOPING COUNTRIES (SDDC)
The European Commission (EC) funded project SDDC in cooperation with UCLG ASPAC is designated to support the decentralization and local democracy process in developing countries in order to strengthen local development and good governance. A Regional Study on Decentralization in Southeast Asia has been completed by the end of 2012. This study was undertaken in seven countries in Southeast Asia, namely Cambodia, Indonesia, Laos, Malaysia, the Philippines, Thailand and Vietnam and it resulted in suggestions for decentralization issues including capacity development of Local Authorities (LAs) and Local Government Associations (LGAs). The EC extended the length of the project for an additional seven months until June 2013. The collaboration with UCLG ASPAC mainly focuses on supporting the implementation of a survey on local authorities and the realization of regional workshops on decentralization and basic services.

GLOBAL OBSERVATORY OF LOCAL DEMOCRACY AND DECENTRALIZATION (GOLD)
The GOLD programme was launched by UCLG World in 2006 as part of its objective to become a main source of information on the state of decentralization and its evolution, self-government and local governance across the world. Since then, three periodic Global Reports on Decentralisation and Local Democracy have been published: GOLD I (2008) – Global Report on Decentralization and Local Democracy in the World GOLD II (2010) – Global Report on Local Government Finance: The Challenges of the 21st Century GOLD III (2013) – Global Report on Decentralization and Local Democracy: Basic Services for All in an Urbanizing World GOLD III deals with governance, management and financing of basic local services by local and regional governments. Activities in the Asia-Pacific region are managed by UCLG ASPAC. At this moment, UCLG ASPAC is focusing on the research for the production of the new phase. GOLD has also published the “Country Profiles” since 2007. The profiles include updated information and data for 102 selected countries (13 from the Asia-Pacific region) including specific facts on the state of local democracy and decentralized governance. The profiles have been produced by local experts in coordination with the Research Network on Local Government in Europe (GRALE), University of Paris. Data on decentralization and local governance are compiled by UCLG with the sponsorship of UN-HABITAT and the French Foreign Ministry. 18 |

PARTNERSHIP FOR DEMOCRATIC LOCAL GOVERNANCE IN SOUTHEAST ASIA (DELGOSEA)
UCLG ASPAC has been promoting and applying good governance principles in cities and local governments from ASEAN members under the framework of DELGOSEA. It has worked in 24 cities and local governments, by identifying good practices and transferring them elsewhere. The first phase of the DELGOSEA from 2010 to 2012 was funded by the European Commission and co-funded by Konrad-Adenauer-Stiftung (KAS) of Germany with funds originated from the Federal Ministry for Economic Cooperation and Development (BMZ). The project has facilitated the establishment of a network of Local Government Associations, local authorities, non-governmental organizations and academic institutions in the Philippines, Indonesia, Vietnam, Thailand and Cambodia. Starting from November 2012 onwards, DELGOSEA, co-financed by KAS Manila, continues its 2nd phase with the objective to further exchange knowledge at the local level among countries in Southeast Asia and to advocate and lobby with national governments for empowering cities and local governments. In 2013, the framework has conducted several activities, including workshops for DELGOSEA Network, internal meetings of the Standing Committee and identification as well as dissemination of new good practices. www.delgosea.eu

THE EUROPEAN VOICE OF LOCAL AND REGIONAL AUTHORITIES FOR DEVELOPMENT (PLATFORMA)
PLATFORMA has been the voice of local and regional authorities for development in relation to the EU since its creation in 2008. Its activities are supported in the framework of the ‘Non-State Actors and Local Authorities in Development’ (NSA/LA) thematic programme, launched in 2007. PLATFORMA obtained the support of the European Commission from 2012 to 2015 for the project “Dialogue and Capacity Building of Local and Regional Authorities (LRAs) in EU Partner Countries in the Development and Local Governance Fields”. For these three years, UCLG ASPAC and its members are implementing this project in the Asia-Pacific region. One of the activities is to conduct a survey on members for an assessment of the state of play of Local Government Associations in the Asia-Pacific region. www.platforma-dev.eu

ENHANCE WOMEN IN LOCAL GOVERNMENTS
The need for the enhancement of women in Local Government is critical. As a product of partnership between the United Nations Development Programme (UNDP), the United Nations Development Fund for Women (UNIFEM, part of UN Women), UCLG ASPAC and the Commonwealth Local Government Forum (CLGF), the Women’s Representation in Local Government in Asia-Pacific Status Report 2010 forms a baseline measure of women’s representation in Local Governments in Asia-Pacific on a country-by-country basis. UNDP and UCLG ASPAC have reviewed the status of Women’s Participation and Leadership in Governments at the Local Level for Asia-Pacific 2013. Based on the survey and in cooperation with relevant partners, UCLG ASPAC will focus on tangible programmes to raise the number of women in local governments, promote South-South cooperation, and so on. UCLG ASPAC has made a concrete action of appointing its first female Secretary General in July 2013. Further actions include the formation of a Standing Committee on Women in Local Government and the new Co-Presidency on Women in Local Governments.

LOCAL GOVERNMENT CLIMATE ROADMAP (LGCR) As the worldwide representatives of local and regional authorities, the International Council for Local Environmental Inittiatives (ICLEI) and UCLG have joined their efforts in tackling climate change. They have also persistently called for the recognition of the role of local governments in the implementation of the National Climate Change Strategy. UCLG ASPAC supported the establishment of the program in the Asia-Pacific region and it has been implemented in Indonesia, China, and India. www.iclei.org/climate-roadmap
ZERO WASTE IS POSSIBLE IN OUR PLACE
A research on “Zero Waste Is Possible in Our Place” has been conducted with support of interns. These activities are performed as part of knowledge management of the Secretariat. UCLG ASPAC assists its members to implement recycling and explore the possibilities of the recycling industry by building their capacity to minimize waste as well as changing our society’s mentality that “Trash Is Cash’.
LOW CARBON SOCIETY PROJECT The Low Carbon Society Project has been initiated in 2014 by the Wakatobi Regency Government in an effort to develop an ecological developing model for small island territories. UCLG ASPAC is at the fronr row in the movement. It in fact created a platform for collaboration between Yokohama City University and the Cleansing Agency of Wakatobi, with the research on policy strategies and the ecologically sound practices ongoing in parallel. 22 |

DISASTER RISK REDUCTION (DRR) The DRR is a systematic approach at the core of the mission of the UNISDR. As UNISDR’s strategic partner, UCLG ASPAC plays actively in engaging local governments to implement the Hyogo Framework for Action 2005-2015 (HFA) – Building the Resilience of Nations and Communities to Disasters. In formulating the successor framework of DRR, UCLG ASPAC has agreed to be the coordinator of the Stakeholder Group of Mayors and Local Governments for DRR in Asia. In November 2013, the “Regional Consultation with Local Governments: Towards a Post-2015 Framework for Disaster Risk Reduction” was organized in Colombo, Sri Lanka. The session has discussed and delivered inputs from local governments for further framework of DRR in HFA2.
LOCAL OFFICIALS PROFESSIONAL EXCHANGE PROGRAMME (Peer-to-Peer learning mechanism since 2013)
The “Local Official Professional Exchange Programme” is a Peer-to-Peer learning mechanism created by UCLG ASPAC Secretariat, aiming to increase the performance of services to its members. The programme is also intended to enhance the cooperation between members and UCLG ASPAC. Upon completion of duties and a satisfactory conclusion, dispatched officials will receive a Certificate of Service signed by the President and Secretary General of UCLG ASPAC.

INTERNSHIP PROGRAMME
In an attempt to enhance the performance of UCLG ASPAC Secretariat, the internship programme was established in 2013. The programme features on-the-job capacity building at the Secretariat and it provides university students or fresh graduates with professional involvement in different programmes and activities. Upon satisfactory completion, the interns will receive a Certificate of Service signed by the Secretary General of UCLG ASPAC.

RESOURCE MOBILIZATION
UCLG ASPAC’s major source of finance for operational activities is subscriptions which are paid by members on an annual basis. Other income sources are related to external funded projects and activities though cooperation with international organizations and partners. A major challenge for UCLG ASPAC is to achieve financial sustainability by means of diversification of funding sources and mobilising internal potentials in an optimal way.

Cities Development Initiative for Asia (CDIA) CDIA’s cooperation with UCLG ASPAC focuses on building the capacity of UCLG ASPAC members with regard to financing urban infrastructure, as well as assisting with the UCLG ASPAC media programme, including web development and the circulation of UCLG ASPAC’s publications. In 2013, CDIA and UCLG ASPAC have worked together in their effort to empower local governments’ financial capacity. www.cdia.asia Cities Today Cities Today is the flagship title of Publishing for Development (PFD) for cities and local governments. UCLG ASPAC and Cities Today produced essential documents such as the UCLG ASPAC Annual Reports and the Organization Profiles, as well as cooperating with UCLG ASPAC members to host events in China and India. www.cities-today.com European Commission (EC) The European Commission represents the interests of the EU as a whole. German Society for International Cooperation / Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GIZ has agreed in helping to build the Secretariat by providing international experts as well as domestic staff to be dispatched at UCLG ASPAC office within the scheme of Centre for International Migration and Development (CIM) programme. www.giz.de/en Konrad-Adenauer-Stiftung (KAS) KAS is committed to fostering democracy and local development, improving the understanding across national and cultural borders, providing assistance for self-help, and combating the root causes of poverty and the destruction of the environment. KAS together with UCLG ASPAC cooperates in implementing DELGOSEA projects and plans to continue the strategic partnership on advocacy with ASEAN and DELGOSEA knowledge management. www.kas.de/wf/en Korean Transport Institute (KOTI) The KOTI is an official research agency for the government of South Korea. World’s Property Market in Asia-Pacific (MIPIM ASIA) MIPIM, the world’s property market, brings together the most influential players from all international property sectors. MIPIM Asia, a 3-in-1 real estate event, is a unique event combining the Investment Summit, Retail Real Estate Summit and newly designed Sustainable Property Expo. UCLG ASPAC has co-organized several sessions on various related issues at the MIPIM ASIA events in Hong Kong during the past years. www.mipim-asia.com United Nations Advisory Committee of Local Authorities (UNACLA) The UNACLA is the first formal advisory body of local authorities to be attached to the UN. United Nations Human Settlements Programme (UN-HABITAT) UCLG ASPAC worked on the preparation of “The State of Asian Cities Report 2010/2011” in partnership with UN-HABITAT and UNESCAP. UCLG ASPAC also received support for the formulation of country profiles and further cooperates with UN-HABITAT on programmes relevant to its membership. unhabitat.org United Nations International Strategy for Disaster Reduction (UNISDR) UCLG ASPAC has been a strategic partner of UNISDR in engaging local governments in implementing the Hyogo Framework of Action (HFA). One of the activities is “Regional Consultation with Local Governments: Towards a Post-2015 Framework for Disaster Risk Reduction,” which was held in conjunction with UCLG ASPAC Executive Bureau and Council Meetings in Colombo, Sri Lanka. www.unisdr.org United Nations Institute for Training and Research (UNITAR) The UNITAR is a training arm of the UN System, serving some 27,000 beneficiaries annually by conducting more than 400 capacity development and research activities around the world.
