INTRODUCTION Created on 3rd July 2017 Abidjan (Corte d’Ivoire) by Ninety (90) Chief Technical officers (CTOs) from forty-one (41) African Countries Network of Directors & Heads of Technical Departments of 2000 Cities in 42 African countries Represents the voice & interests of senior staff of local and subnational Government Aims to capacitate networking, peer learning and professional exchanges among the senior staff Technical arm for provision of basic local public services 3

OBJECTIVES Setup Database of CTOs of Local governments Contribute to work of the observatory on access to local public services Develop data collection & analysis methods & tools Setup Benchmarking mechanism to compare performances in local public access to services and define related reference ratios & targets Contribute to the publication of a state of access to local public services to be published at occasion of AfriCities Summit Scheduled for 4th to 8th Dec., 2018 in Brazaville Congo Participate in Multi stakeholder dialogues on assessment of the decentralization policies against service delivery Enrich positive narrative on decentralization policies 5


MISSION

Participate through debates, proposals and exchanges of information and experiences in the reflections conducted within UCLG Africa on the following issues Definition, implementation, monitoring and evaluation of policies and strategies pertaining to provision of public services at grass root level, to improve public governance and To implement the national & intranational development agendas.

ROAD MAP Report of Workshop to be circulated Secretary General UCLG Africa to write letters to the Ministers for Local Government or Council of Governors of 41 Countries introducing the elected leaders of Africa TechNet and requesting for support of their activities. Inventory of all Chief Technical Officers Each Country to set up a network. The CTOs who attended the first General assembly in Abidjan, Corte D’Ivoire be the country contact persons Each Vice president to be responsible for its region City Profiles to be provided as per attached template Level of Services to be provided for listed services

RECOMMENDATIONS Energies 2050 in collaboration with UCLG Africa to provide technical assistance for local authorities to prepare bankable projects for financing under the Green Climate Fund Africa Local Government Academy to prepare specific training courses for technical officers eg “bankable projects proposals under climate change by 2020� Database on the Chief Technical Officers, service delivery levels for all local governments and cities in Africa to be tabled the 8th Africities summit in 4th to 8th Dec, 2018

Local Authorities to support new leadership Training by ALGA- Quality approach in education, training, capacity building & service delivery Support information sharing through bench marking on best practices for African grown solutions Innovation Public participation & ownership Monitoring & Evaluation Result Orientated management CTOs can be vehicle for pushing African charter on values & principles 10
