PRESS RELEASE UCLG AFRICA PREPARES TO LAUNCH THE COLLEGE OF PARTICIPATORY BUDGET OF THE AFRICAN LOCAL GOVERNMENT ACADEMY As part of the operationalization of the African Local Government Academy (ALGA) of UCLG Africa and under the implementation of its Strategic Plan (2017-2021) for training and capacity building for African local authorities and their networks in terms, the Academy will make continuous training one of its priorities through the setting up of a series of Colleges around themes that are crucial for decentralization, local governance and local development. Under these themes, ALGA will launch the College of Participatory Budget. Since its inception in 1989 in Porto Alegre, Brazil, the adoption of Participatory Budgeting (PB) has multiplied in Africa, Latin America, North America and Europe. 3000 case studies were recorded globally using different modalities and goals. UCLG Africa has played a significant role in the dissemination and promotion of the PB process in Africa over the past 15 years with local governments and particularly regional authorities who have used the process as a lever contributing to the implementation of the new Global Agenda, and in particular the Sustainable development Goals, particularly SDG 11: “Make cities inclusive, safe, resilient and sustainable” and SDG 16: “Promote peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective, accountable and inclusive institutions at all levels”); the New Urban Agenda and the Climate Agenda. In the opinion of the experts, the adoption of the PB approach implies several advantages for the regional authorities, in particular the promotion of decentralization serving citizens and communities; the emergence of local multi-stakeholder governance; the anchoring of good governance at the local level (responsibility, participation, transparency, accountability); and the effectiveness and efficiency of local finances, including better allocation and targeting of resources. It is in this context and building on the experience accumulated to date that ALGA aims to set up a college dedicated to PB offering short-term continuing education courses open to all stakeholders and relevant stakeholders. In this light, a workshop for the pedagogical preparation of the Participatory Budgeting College will be held in Rabat, at Hotel RIVE on April 20 and 21, 2017. The meeting will be moderated by outstanding experts from Burkina Faso, Cameroon, France, Senegal and Morocco and with the support and partnership with the Interior Ministry, the Moroccan Association of Presidents of Municipal Councils (AMPCC) and the International University of Rabat (UIR).
