Observatory on Decentralization and Local Governance For each of these programs, the secretary general should elaborate a feasibility document that will identify for each program line: 1. A technical facilitator (moral entity or individual expert) that will work with the secretariat in order to define the overall goal of the program and its expected impact, the targeted beneficiaries, specific objectives, expected outcomes,

timeline,
