PRECEDENT STUDIES Precedent studies offer tried-solutions to problems solved in similar projects. These projects offer strategies that can be applied to the Wahiawa Civic Center. The range of civic center precedents presented in this section are located in the United States but vary in building and property size, and civic population. Contents Each precedent study includes quick facts, diagrams, and photos. A co-location map shows where the civic center is located relative to other state or city agencies. A site plan illustrates circulation and programming. Additionally, a program adjacency diagram indicates how programs within the project are related to one another. Layered on top of these program adjacency diagrams are architectural features that appear in many of the precedents. Painted pale turquoise underneath and yellow around the sides, this expansive canopy creates a shaded area for approaching visitors on the sun-drenched south facade.

The design team took this opportunity of the hillside site to focus on environmental goals such as earth sheltering, rainwater harvesting, daylighting, and natural ventilation. One of the prominent features on the site is a stepped terrace with a central vertical circulation core. DESIGN STRATEGIES:

The Council Chambers’ offices feature a distinctive “sail” roof pattern while the City Hall Administrative Building features wave-like roofs that float above glass curtain walls. The Civic Green and the 15-acre park provide a mixture of natural and landscaped areas for community events and leisure. DESIGN STRATEGIES:

CIVIC CENTER KEY TAKEAWAYS Design and Programmatic Takeaways The synthesis of the research data identifies patterns and typologies. While not all precedents utilize all design strategies and architectural features listed, we can extrapolate what a typical civic center should include. Radar diagrams on the following spread suggests that most civic centers can enhance community connections and make public spaces comfortable and welcoming. However, civic centers have a more difficult time fostering local democracy and celebrating community identity. In terms of architectural features, most civic centers have some sort of public stair, plaza and a dedicated pedestrian street.
