C. Scott Green took office as the 19th president of the University of Idaho on July 1, 2019. President Green joined U of I as a highly accomplished executive with a career in global finance, operations and administration. He is also a proud alumnus of the university, graduating in 1984 with a Bachelor of Science in accounting. Born in Moscow, Green’s family moved to Boise, where he graduated from Boise High School. Following his degree from the University of Idaho, the third-generation Vandal went to work for Boise Cascade Corporation. He went on to attend Harvard Business School and received a Master of Business Administration in 1989. Green worked for Deloitte and Touche as part of its accelerated career program from 1989-94. He then worked in banking, serving in various management roles for Goldman Sachs and ING Barings. He published two books on the Sarbanes-Oxley Act of 2002, which reformed regulations around auditing and financial reporting. Green went on to leadership in global law firms, including service as CEO at Pepper Hamilton and as executive director at WilmerHale. He most recently served as the chief operating and financial officer for Hogan Lovells, one of the largest law firms in the world, with annual revenues of over $2 billion. Green led all of the firm’s worldwide operations, technology, conflicts and finance functions. He had global responsibility for more than 3,000 employees in more than 30 countries. The first non-lawyer to run an American Lawyer 100 law firm, Green was recognized as one of the Top 50 Big Law Innovators of the Last 50 Years by The American Lawyer magazine in 2013. A certified public accountant, Green was inducted into the American Institute of Certified Public Accountants’ Business and Industry Hall of Fame in 2006. He received the Institute of Internal Auditors Outstanding Contributor Award in 2004 and 2006. Green’s commitment to the University of Idaho over many years has included service on the U of I Alumni Association’s national Board of Directors, the College of Business and Economics Advisory Board and on the U of I Foundation Board. He is also a Vandal Scholarship Fund supporter. Scott and his wife, Gabriella, an interior design project manager, have two adult children: Nicholas and Christina.

Guest Speakers University of Idaho, 2020 Graduation Class Blaine Eckles, Ph.D., came to the University of Idaho in 2015 into the Dean of Students role. He is now vice provost for Student Affairs and Dean of Students. He received his Ph.D. in Adult, Organizational Learning and Leadership in 2011 from the U of I. Prior to the Uof I, Eckles spent many years at Boise State University in various student services roles.

Born into and raised in an Air Force family, Eckles has moved frequently but considers Idaho home, and has lived in the state for the last 26 years. He is dedicated to providing access and education to our students. Eckles has worked on many programs and oversees many of the units and programs that directly provide support to our students including the Counseling and Testing Center, Recreation and Wellness, the Vandal Health Clinic, and Student Involvement which includes ASUI and our fraternities and sororities.
Whether he is advocating for our students or getting to know them by playing Mario Cart, he brings passion and commitment to everything he does. He is truly a champion for our students and fosters an environment of collaboration, respect and responsibility.

Guest Speakers University of Idaho, College of Engineering and College of Natural Resources Mark Peters, Ph.D., is the executive vice president for Global Laboratory Operations at Battelle Memorial Institute with responsibilities for governance and oversight of U.S. Department of Energy (DOE) and U.S. Department of Homeland Security national laboratories for which Battelle has a significant lab management role. Previously, he was the director of Idaho National Laboratory and president of Battelle Energy Alliance, LLC. He was responsible for management and integration of a large, multipurpose laboratory whose mission focuses on nuclear energy, national and homeland security, and energy and environmental science and technology. He managed this national laboratory of approximately 5,000 scientists, engineers, and support staff in multiple nuclear and nonnuclear experimental facilities, with an annual budget of more than $1.4 billion. Peters was recently elected to The National Academy of Engineering (NAE). He served two years as chairman of the National Laboratory Mark Peters Directors’ Council, an independent body that coordinates initiatives and advises the DOE and other national laboratory stakeholders. Prior to joining Battelle, he served as the associate laboratory director for Energy and Global Security at Argonne National Laboratory. Peters serves as a senior adviser to the DOE on nuclear energy technologies, research and development programs, and nuclear waste policy. As an expert in nuclear fuel cycle technologies and nuclear waste management, he is called upon to provide expert testimony to Congress and to advise in formulation of policies for nuclear fuel cycles, nonproliferation and nuclear waste disposal. In 2015, he was honored as a Fellow of the American Nuclear Society (ANS) for outstanding accomplishments in the area of nuclear science and technology. He served on the ANS Public Policy Committee and the executive committee of the ANS Fuel Cycle and Waste Management Division. He received his doctorate in geophysical sciences from the University of Chicago and a bachelor’s degree in geology from Auburn University. He has received extensive management and leadership education and training, including completion of the Strategic Laboratory Leadership Program at the University of Chicago Booth School of Business.

Guest Speakers University of Idaho, College of Law and College of Graduate Studies Jerry McMurtry, Ph.D., is dean of the College of Graduate Studies at the University of Idaho. He has served as a faculty member at U of I since 1995, beginning as an assistant professor in the College of Education (now Education, Health and Human Sciences). Throughout his career, McMurtry has been committed to excellence in education. After working as both a high school teacher and corporate trainer, he earned his master’s and doctoral degrees in Education from Colorado State University before joining the faculty at Montana State University-Bozeman for two years.

McMurtry was born in the mountains of Colorado and raised in both Colorado and Wyoming, which solidified his desire to stay in the West. He was a rafting guide for more than 15 years in four Western states, which is how he met his wife, Amy, who was also a guide. With rivers in their life, Idaho was the perfect place to settle down and launch a successful career and raise a family.
In his 26 years at U of I, McMurtry has mentored and graduated more than 100 master’s and doctoral students, while bringing over $3 million to U of I through service and competitive research projects. He continues to mentor graduate students and to facilitate experiences outside the classroom and laboratory that enhance their deep content expertise. In particular, McMurtry helps graduate students and postdoctoral scholars develop advanced skills in communication, writing and leadership. Although McMurtry doesn’t have a degree from the University of Idaho, his wife, daughter and son are all Vandals.

Guest Speakers University of Idaho, College of Business and Economics and College of Science Ginger E. Carney, Ph.D., was named dean of the College of Science and professor of biological sciences at the University of Idaho in 2017. Prior to arriving at the U of I, she was on the faculty at Texas A&M University for 13 years where she served in a variety of leadership and administrative roles, including associate dean in the College of Science. She ran a National Science Foundation-funded research program that focused on understanding how animal behaviors are controlled by the interplay between genetics, neurobiology and physiology. At Texas A&M, Carney received numerous recognitions, including the Women’s Faculty Network Outstanding Service and Leadership Award, the College of Science and Association of Former Students Distinguished Teaching Award, and the Center for Teaching Excellence 25th Anniversary W Course Teaching Award. She was a Fellow of the SEC Academic Leadership Development Program for 2015-16 and a Fellow in the Western Academic Leadership Academy from 2018-19. Carney has bachelor’s and doctoral degrees in genetics from the University Ginger E. Carney of Georgia. She is now a proud University of Idaho Vandal and has wholeheartedly embraced the Vandal family as her own. She enjoys visiting with her college’s students and alumni and hearing their stories about how they were shaped by their U of I experiences.

the University of Idaho. Before joining the U of I, Corry taught at North Dakota State University for 10 years serving as Interior Design and Facility Management Program coordinators. She joined the University of Idaho in 2001 and has served as term and interim dean, acting associate dean, a member of CAA’s core leadership team, coordinator and head of the Interior Design Program, Athena president and vice president, and director at large for the Interior Design Educators Council Foundation (IDECF) and has served as IDEC Pacific West regional chair. Corry chaired the Idaho Historic Site Review Board for the National Registrar of Historic Places, served on the Fair and Affordable Housing Commission for the city of Moscow, and has received the University of Idaho Hoffman Excellence in Teaching Award, Outreach and Engagement Award of Excellence, and eight Alumni Awards of Excellence for student mentorship from the University of Idaho. Currently, Corry is serving on the Idaho Museum of International Diaspora (IMID) board of directors.
Corry’s research focuses on social justice issues in the built environment, Universal Design, and placemaking. Her teaching interests include environment and behavior, community-based service-learning projects, design studios and history of interiors.

Guest Speakers University of Idaho, College of Letters, Arts and Social Sciences Jerry Kramer overcame a series of childhood injuries to become an excellent football player at the University of Idaho. The guard was drafted by the Green Bay Packers in the fourth round (39th player overall) of the 1958 NFL Draft. He starred for the Packers from 1958 to 1968 playing most of his 11-season career under the direction of Hall of Fame Coach Vince Lombardi. Upon his entry into the NFL, he soon was hailed as one of the best blockers in the game and earned his first All-NFL acclaim in 1960, the same year the Packers lost to the Philadelphia Eagles in the NFL championship game. That game ended up as Kramer’s only career postseason loss. He continued his high level of play all while overcoming several debilitating injuries. In 1961, he missed several games due to a broken Jerry Kramer ankle that required a permanent pin to heal. Then, in 1964, he missed most of the season due to intestinal infections from wood splinters in his abdomen that required eight surgeries to rectify. In each instance, he returned to All-NFL form. Kramer played 130 games as the Packers guard and served as the team’s placekicker for several seasons. His leadership and talents helped the franchise capture five NFL championships and victories in Super Bowls I and II. At the time of his retirement in 1968, he held the NFL Championship Game record for most field goal attempts in a single game (five against the New York Giants in 1962) and the Packers’ team record for most PATs in a season (43 in 1963). He earned All-NFL acclaim five times (1960, 1962-63, 1966-67) and was voted to three Pro Bowls. Kramer was also named to the NFL’s All-Decade Team of the 1960s, the NFL’s 50th Anniversary Team in 1969 and the Super Bowl Silver Anniversary Team. Kramer collaborated with Dick Schaap on his first book, the best-selling “Instant Replay,” a diary of the season which chronicled the life of a professional football offensive lineman. He wrote a second book, “Farewell to Football.” After retiring as a player in May 1969, Kramer briefly worked as a color commentator on CBS’ NFL telecasts. Following Lombardi’s death from cancer in 1970, Kramer edited Lombardi: “Winning Is the Only Thing,” a collection of reminiscences from coaches, players, friends, and family of Lombardi whom Kramer interviewed for the book. In 1985, Kramer wrote “Distant Replay,” which updated the whereabouts of the members of the Packers’ Super Bowl I championship team. In October 2005, he released “Inside the Locker Room,” a CD set that includes Lombardi’s final locker room address as the head coach of the Packers in January 1968, immediately after Super Bowl II. In September 2006, Kramer re-released his 1968 best seller, “Instant Replay.” Kramer was inducted into the University of Idaho Athletic Hall of Fame in 2007 and is being awarded a University of Idaho Alumni Association Distinguished Idahoan Award, their highest award, in 2021. After retirement from the NFL, Kramer lived on a ranch near Parma in southwestern Idaho. He now resides in Boise.

Guest Speakers University of Idaho Boise John McCreedy, J.D., has been president and CEO of The Amalgamated Sugar Company, LLC, and president of Snake River Sugar Company since May 1, 2015. McCreedy graduated from the University of Idaho College of Law in 1987. He previously served as deputy attorney general for the State of Idaho from 1988-92 and then ran a successful private law practice until 2004, when he joined Amalgamated Sugar. He was awarded the University of Idaho Alumni Association Silver and Gold Award in 2021. The award recognizes living alumni who have a distinguished record of achievement and service in his/her specialized area of endeavor, thus bringing honor and recognition to the University. McCreedy’s work at Amalgamated Sugar focuses primarily on the development and implementation of the company’s vision and John McCreedy strategy, and the acquisition and deployment of the talent necessary to implement that strategy. He is a member of the board of directors of The Sugar Association, Inc., and a trustee of the U.S. Beet Sugar Association, Inc. McCreedy served on the Idaho Board of Environmental Quality from July 2014 to July 2018.

Guest Speakers University of Idaho, Idaho Falls Toni L. Coleman Carter is the energetic chief inclusion and collaborator officer who strategically drives an inclusive future for Idaho National Laboratory (INL) in Idaho Falls. She’s a change champion who collaborates with laboratory and community leaders to create environments which empower and engage others to achieve a competitive advantage, further leveraging talent platforms to enhance employee capabilities, build next generation leaders, and drive bottomline results. She also partners as a consultant to create, develop, and oversee inclusion and diversity initiatives, while increasing inclusion awareness and providing governance for INL’s inclusion leadership councils (ERGs).
Toni Carter
Carter has nine years of combined governmental experience, which includes her time as the deputy mayor for the village of Hanover Park, Illinois. Prior to joining INL, she spent 23 years in corporate America working for Motorola Solutions in Chicago, an $8 billion technology organization. Carter also spent time in the pharmaceutical and food service industries. She worked for K&B (Katz and Besthoff, now Rite-Aid) and Phar-Mor Pharmacies as a pharmacy technician and as a manager for McDonald’s and Taco Bell corporations.
In April 2007, Carter was elected as Hanover Park’s first Black council member. Carter’s position at the village allowed her to assist with the recruitment, selection, and appointment of department heads and to help create policy operation strategies. During this time, Carter founded the village’s Cultural Inclusion and Diversity committee, the largest volunteer committee in the village. After two years of confronting challenging opportunities, she became the village’s first Black deputy mayor. In her position, Carter created a homeless prevention task force that focused on providing solutions to reduce the impact of the 2008-10 economic crisis, preventing home foreclosures and providing transitional housing for residents. In 2008, she was appointed to Hanover Park’s Crime Prevention Task Force, a team that helped design crime prevention strategies and methodologies for the village. The same year, Hanover Park named her Inclusion and Diversity Champion, and she received an Outstanding Leadership Award from Motorola’s Women’s Business Council. Carter has earned numerous awards for her humanitarian efforts. In 2020, she was named Idaho National Laboratory’s Community Award recipient. In 2019, she earned Idaho’s Hometown Hero Award Medal and was one of Idaho Business Review’s Women of the Year. In 2018, she was recognized as one of DiversityMBA’s Top 100 Executive Leaders Under 50. In 2015, the National Diversity Council honored Toni with the Leadership Excellence Award for corporate inclusion, and she was named Inclusion and Diversity Champion of the Year by Diversity MBA. In 2013, the Illinois Commission on Diversity and Human Relations honored Carter with the Dr. King Workforce Inclusiveness and Community Activism award. The 2010 issue of Who’s Who in Black Chicago named her one of the most influential Blacks in government. She is a member of the National Society for Human Resource Management, and the Delta Mu Delta International Honor Society in Business. She is a certified diversity practitioner and professional development coach. She is currently pursuing certifications as a change management and organizational development professional. She earned a bachelor and a master of science degree from Roosevelt University in Chicago. Carter dedicates part of her life to helping people who have been abused. Her memoir, “When Trouble Finds You,” is being used as a tool of hope, inspiration, and education for others who may have suffered the way she did as a child. When Carter is not spending time with her three wonderful children - Candes, John, and Taylor - she loves building community relationships and leveraging strategic partnerships.

University of Idaho President’s Medallion The President’s Medallion is presented at commencements to individuals selected by the university president who have made significant contributions to the cultural, economic, scientific and/or social advancement of Idaho and its people, as well as provided exceptional service to the state or nation that has influenced the well-being of humankind.
University of Idaho and Gritman Medical Center Pandemic Response Teams Teams from the University of Idaho and Gritman Medical Center collaboratively and courageously led the way in combatting COVID-19 in the greater Moscow community. In a testament to an unshakable community spirit, dedicated employees of both organizations often put themselves in harm’s way to allow U of I students access to a transformational, in-person, educational experience throughout the 2020-21 academic year. Putting the university first, U of I personnel partnered with Gritman early in the summer of 2020 to build a coronavirus testing operation that has been instrumental in managing the pandemic – both on campus and in the community. The U of I /Gritman lab set the standard for others across the state, leading modeling efforts for Idaho while allowing testing of every student ahead of in-person classes. Along with repeated random testing, testing of wastewater and maintenance of isolation spaces, the two institutions proved cooperation leads to successful results for the community as a whole. Recognizing the effort and sacrifice by countless members of the pandemic response teams at both organizations, the University of Idaho awards its 2021 President’s Medallion to certain faculty and staff at U of I and Gritman Medical Center key personnel. The medallion will be conferred upon: • Dan New, IBEST Lab Superviser, and Kane Francetich, CIO, for their foundational efforts upon which our pandemic response was built; • Kara Besst, President and CEO, on behalf of the Gritman response staff; • Toni Broyles, Special Assistant to the President, Strategy, on behalf of the U of I response staff; • Barrie Robison, Professor, on behalf of the U of I response faculty. A commemorative medallion memento will be given to the other members of the response teams. This honor symbolizes the dedication of several hundred employees at both institutions who demonstrated their profound commitment to putting people’s well-being and their organizations’ missions first. With deep respect to both institutions, the University of Idaho bestows the President’s Medallion honor to the University of Idaho and Gritman Medical Center pandemic response teams as part of the Spring 2021 Commencement Ceremonies. In spring 2021, the President’s Medallion was redesigned by student Megan Biggs to showcase the clock tower and grand architecture that overlook the main entrance of the administration building. This iconic, historic building not only houses the Office of the President but is a symbol of our community’s brave and bold history. Biggs is a junior studying art and design with a minor in professional writing. She was supported on the project by Riley Merithew, a senior studying virtual technology and design with minors in computer science and art. The students were advised by Professor Delphine Keim with the Art and Design Program in the College of Art and Architecture.

A system that sets our students up for success in school, work and life and creates the highly educated and skilled workforce Idaho’s economy needs for the 21st Century.

Gramer spent 38 years working as a reporter, newspaper editor and television news executive. He worked for The Idaho Statesman for 14 years, serving as political editor and editorial page editor and columnist. He spent 10 years as executive news director at KTVB-TV, the NBC affiliate in Boise, including moderating the “Viewpoint” public affairs program. For 13 years he served as executive news director at the NBC station in Portland, Ore., turning KGWTV into the No. 1 source of broadcast news for the Portland metropolitan area. He finished his journalism career as vice president and general manager of Bay News 9, a 24-hour news station in Tampa Bay, Fla.
Gramer is the author of three books: “Fighting the Odds: The Life of Senator Frank Church,” which he coauthored with historian LeRoy Ashby. This definitive biography of Idaho’s longtime U.S. senator won the Evans Biography Prize from Utah State University in 1994. Rod is also the author of a novel, “The Good Assassin.” A third book, “Lucky, The Wit and Wisdom of Governor Phil Batt,” will be published this spring by Caxton Printers of Caldwell. Rod has written articles and commentaries for numerous publications, including The New Republic, USA Today, Changes magazine, and several newspapers throughout Idaho. Gramer serves on numerous community boards, including the University of Idaho Foundation Board of Directors. He also serves on the advisory board for the School of Journalism and Mass Media at the University of Idaho and as chair of the advisory board for the University of Idaho’s WWAMI Medical Education Program, which is in partnership with the University of Washington School of Medicine. He also serves on the Frank Church Institute Board at Boise State University and on the board of the Wassmuth Center for Human Rights. He was a founding board member of the City Club of Boise and served two terms as president of the Idaho Press Club. In 2016, Gov. Butch Otter appointed Gramer to the Education Commission of the States where he still represents Idaho. Gramer is an Idaho native. He graduated from the University of Idaho in 1975 with a degree in both journalism and history. His wife, Julie, is a third-generation Idaho native, and is also a U of I graduate. Rod and Julie have been married for 44 years. Julie is a licensed marriage and family therapist in private practice in Boise. They have two children. Their daughter, Jennifer, recently received her doctorate in history from the University of Wisconsin in Madison, where she lives with her husband, Lukas Wilhelmi. Their son, Robbie, is a reporter for Foreign Policy in Washington, D.C., where he covers diplomacy and national security issues. In recognition of his contributions to Idaho, journalism and education, U of I is proud to bestow on him the Doctor of Humane Letters with all of its rights, honors, privileges and responsibilities.

H o n o r a ry D e g r e e s University of Idaho – Moscow - Honorary Doctorate Colonel William H. “Billy” Shaw III dedicated his years of service to enhancing the quality of life for citizens around the world through the stewardship of refugee camps and the military communities he led around the world. He earned a degree in criminal justice at North Georgia College in Dahlonega, where he was a member of Scabbard and Blade, Order of Colombo and Sigma Nu fraternity. He received a Distinguished Military Award and a regular Army commission as a second lieutenant in 1984. During his distinguished military career, he was awarded numerous commendations from the U.S. Army, including two Bronze Stars. His assignments included professor of military science at Auburn University; assistant to the commandant at his alma mater; missions to establish refugee camps for our Kurdish allies in the Gulf War; commander of Charlie Co. Europe based in Stuttgart, Germany; commander of Special Forces in Colonel William H. Shaw III Djibouti, Horn of Africa; and Camp Morehead/Camp Commando, the mountain training base for Afghan special forces. His last assignment was in Stuttgart as liaison between U.S. special operations and our European embassies. He was a Ranger, Pathfinder and Green Beret who loved skydiving and counted hundreds of jumps. He brought his leadership experience in special warfare and emergency services training to community-based research focusing on adaptation and vulnerability issues. Additionally, he supported transformational leadership development for ROTC candidates and university administrators. Billy became an affiliate with the University of Idaho’s Center for Resilient Communities in 2016 and championed collaborative research on adaptivity and vulnerability in special warfare and emergency services training and technology-induced environmental distancing. Billy was pursuing an interdisciplinary doctorate in this field from U of I at the time of his death. He was researching the subject of “Adaptive Transformation: A Transmedia-Based Extension of Special Forces Narrative Operations to Shape Human Terrain in Highly Asymmetric Theaters.” Billy died in 2019 and is being granted the degree posthumously. Nothing was more important to Billy than his beloved family connections. He leaves behind his mother Nancy Shaw, brother Glenn Shaw, former wife Mary Kay Shaw, and two daughters Bailey Grace Shaw and Shannon Elizabeth Shaw who will accept the honor on his behalf. In recognition of his contributions to the University of Idaho and the world, the university is proud to bestow on him the Doctor of Humane Letters with all its rights, honors, privileges and responsibilities.

H o n o r a ry D e g r e e s University of Idaho – Moscow - Honorary Doctorate Jerry Kramer overcame a series of childhood injuries to become an excellent football ball player at the University of Idaho. The guard was drafted by the Green Bay Packers in the fourth round (39th player overall) of the 1958 NFL Draft. He starred for the Green Bay Packers from 1958 to 1968 playing most of his 11-season career under the direction of Hall of Fame Coach Vince Lombardi. Upon his entry into the NFL, he soon was hailed as one of the best blockers in the game and earned his first All-NFL acclaim in 1960, the same year the Packers lost to the Philadelphia Eagles in the NFL championship game. That game ended up as Kramer’s only career postseason loss.

He continued his high level of play all while overcoming several debilitating injuries. In 1961, he missed several games due to a broken ankle that required a permanent pin to heal. Then, in 1964, he missed most of the season due to intestinal infections from wood splinters in his abdomen that required eight surgeries to rectify. In each instance, he returned to All-NFL form.
Kramer played 130 games as the Packers guard and served as the team’s placekicker for several seasons. His leadership and talents helped the franchise capture five NFL championships and victories in Super Bowls I and II. At the time of his retirement in 1968, he held the NFL Championship Game record for most field goal attempts in a single game (five against the New York Giants in 1962) and the Packers’ team record for most PATs in a season (43 in 1963). He earned All-NFL acclaim five times (1960, 1962-63, 1966-67) and was voted to three Pro Bowls. Kramer was also named to the NFL’s All-Decade Team of the 1960s, the NFL’s 50th Anniversary Team in 1969 and the Super Bowl Silver Anniversary Team. Kramer collaborated with Dick Schaap on his first book, the best-selling Instant Replay, a diary of the season which chronicled the life of a professional football offensive lineman. He wrote a second book, Farewell to Football. After retiring as a player in May 1969, Kramer briefly worked as a color commentator on CBS’ NFL telecasts. Following Lombardi’s death from cancer in 1970, Kramer edited Lombardi: Winning Is the Only Thing, a collection of reminiscences from coaches, players, friends, and family of Lombardi whom Kramer interviewed for the book. In 1985, Kramer wrote Distant Replay, which updated the whereabouts of the members of the Packers’ Super Bowl I championship team. In October 2005, he released Inside the Locker Room, a CD set that includes Lombardi’s final locker room address as the head coach of the Packers in January 1968, immediately after Super Bowl II. In September 2006, Kramer re-released his 1968 best seller, Instant Replay. Kramer was inducted into the University of Idaho Athletic Hall of Fame in 2007 and is being awarded a University of Idaho Alumni Association, Distinguished Idahoan Award, their highest award, in 2021. After retirement from the NFL, Kramer lived on a ranch near Parma in southwestern Idaho. He now resides in Boise. In recognition of his contributions to the University of Idaho, athletics and literary works, the university is proud to bestow on him the Doctor of Humane Letters with all its rights, honors, privileges and responsibilities.

The Award of Legal Merit recognizes the outstanding contributions of an Idaho law graduate whose career exemplifies the best in the legal profession. This annual award is determined by a vote of the law faculty and is based on demonstrated standards of integrity, competence, service and leadership through work as a legal practitioner, service to the legal profession, service to the community, or service to business/state/national interests.
Bart M. Davis was appointed United States Attorney on September 21, 2017 and served until February 28, 2021. At the time of his appointment, Davis was serving his eighth term as Idaho Senate Majority Leader. He had been a member of the Idaho Senate since 1998 and Majority Leader since 2002.

Mr. Davis graduated with a bachelor of arts from Brigham Young University in 1978 and went on to complete his juris doctorate at the University of Idaho College of Law in 1980. Following his graduation from law school, he began his legal career in Idaho Falls practicing commercial, construction, business, real property and bankruptcy law. He is admitted to practice before the Supreme Court of the State of Idaho, United States District Court, District of Idaho and District of Arizona, Ninth Circuit Court of Appeals, and United States Supreme Court. He was co-counsel on a tax case before the United States Supreme Court in 1990. Davis has been awarded the prestigious “AV Preeminent” rating from Martindale-Hubbell, the highest peer review rating in legal ability and ethical standards.
In 2001, Davis became a commissioner to the National Conference of Commissioners on Uniform State Laws (NCCUSL). He served on the Committee on Relations with other Organizations, Committee on Federalism and State Law, and History Committee. He was also the past chairman for The Council of State Governments (CSG). As a member of the CSG and CSG-WEST, Davis’ service included: CSG Chair, CSG-West Chair, Governing Board and Executive Committees, 21st Century Foundation, Committee on Suggested State Legislation, Co-Chair - International Committee, Chair - Futures Committee, Chair - Toll Fellows Selection Committee, Chair - Legal Task Force (12 member “Federalism” national task force to determine amicus curiae participation before the U.S. Supreme Court), National Governance Working Group (organic instruments), and CSG-West Working Group Chair. In 1999, he was awarded the Toll Fellowship. Davis was also a past trustee of the Museum of Idaho. Davis is active in the Idaho State Bar (ISB). He served the state bar, federal bar and the Idaho Supreme Court in many ways, including the Judicial Independence and Integrity Committee. He served the federal courts for six years as a lawyer representative to the Ninth Circuit Judicial Conference (including Conference Executive Committee), 11 years on the Bankruptcy Court Rules Committee (recorder from 1998 to 2001), Chapter 13 Plan Subcommittee (reporter), and Long Range Planning Committee. He is a frequent speaker at legal continuing education programs. He was a founding board member and past chair of the Commercial Law and Bankruptcy Section. He was also the chair and member of the University of Idaho College of Law Advisory Council, on the Idaho Law Review Advisory Board, and the 2007 College of Law Conclave. Davis is a coauthor of “Use of Legislative History: Willow Witching for Legislative Intent,” 43 University of Idaho College of Law Review 585 (2007), and author of “Idaho’s Messy History with Term Limits: A Modest Response,” 52 University of Idaho College of Law Review 463 (2016).

Davis has been designated as Idaho Fraternal Order of Police 2016 Legislator of the Year and has been honored as a recipient of the 2011 Angel in Adoption Award from the Congressional Coalition on Adoption Institute; Cesar Chavez/Dolores Huerta Farmworker Justice Award; ISB Professionalism Award, Commercial Law and Bankruptcy Section; and Special Recognition for Extraordinary Contributions to the Improved Administration of Justice in Idaho, Idaho Judicial Conference 2010. Davis was born in Rapid City, South Dakota, but raised in Idaho Falls. He and his wife, Marion, have six children and 14 grandchildren. He enjoys golf, is active in his church and is a member of the Rotary Club. He is a Paul Harris Fellow.

V i n c e n t i A wa r d f o r E x e m p l a ry S e rv i c e The Vincenti Award recognizes individuals “whose extraordinary and exemplary service to the College of Law reflects the spirit of devotion, loyalty and commitment to the betterment of the College of Law embodied by Dean Vincenti.” The service to the College should primarily be those of time, ideas, energy and internal or external support provided in a capacity other than as a full-time employee. The status as a graduate or non-graduate of the College is irrelevant for purposes of the award.
John Ford Elsaesser, Jr. “Ford,” received a Juris Doctor from the University of Idaho College of Law in 1977. Following graduation, Elsaesser co-founded the Sandpoint, Idaho law firm now known as Elsaesser Anderson, Chtd. Elsaesser has developed a nationally recognize practice in bankruptcy law and has extensive experience in every aspect of insolvency, restructuring and bankruptcy issues, from the most complex Chapter 11s to small business, agricultural and consumer matters. He has served as a Chapter 7 trustee since 1984, handling well in excess of 20,000 cases, and has served as a Chapter 12 trustee for all of the Eastern District of Washington and Northern Idaho since 1986. Additionally, he has served as an expert witness on numerous occasions, testifying as to the standard of care and standard of practice in regard to lawyers, trustees and debtors-in-possession in a wide variety of state and federal lawsuits. Notably, Elsaesser served as a bankruptcy professor at the U of I College of Law for 20 years and and coached the bankruptcy moot court team during that time. He coached the team to a national championship in 2001 and in 2016, his team won the award for Best Brief. In 2011, Elsaesser was recognized by the UI College of Law faculty as the recipient of the Award of Legal Merit and he was named to the University of Idaho Alumni Hall of Fame in 2016.

Idaho’s WWAMI Medical Education Program is a partnership with the University of Washington School of Medicine and the states of Washington, Wyoming, Alaska, Montana, and Idaho. Started in 1972, WWAMI is currently in its 49th year of successfully educating Idaho’s physicians. The WWAMI program is nationally accredited through its partnership with the UW School of Medicine, allowing 40 Idaho medical students to complete their first 18 months of medical training at the University of Idaho, Moscow campus. Idaho’s medical students complete the remainder of their clinical training in Idaho through the WWAMI clinical site in Boise and throughout the five-state WWAMI region.

University of Idaho President’s Medallions
Maces date to the Middle Ages and symbolize strength and authority. Each is unique and reflects the values and characteristics of the institution. The university’s chief marshal, who leads all academic processions, carries the mace.
The first medallion was created by Idaho artists George and Macky Roberts. The President’s Medallion was first used in 1965 at the inauguration of Ernest Hartung, the University of Idaho’s 12th president. The medallion’s base is a three-and-a-half-inch disc of pure Idaho silver. Mounted on the base is a disc of native jasper; a sterling silver sunburst is inlaid in the disc. Inside the sunburst is a modification of the Chinese character meaning “mountain,” which features three upward-pointing prongs. Over the center prong is a gold inlay, thus symbolizing “Light on the Mountain.”
The University of Idaho’s mace, used for the first time at the centennial commencement, is 32 inches long, made of walnut and encircled with bands of Idaho gold and silver in which Idaho garnets and opals have been inlaid. The head is embellished with silver and gold representations of camas plants and syringa flowers. The chair of the university’s Faculty Senate, the marshal of the academic procession, carries the mace in the American tradition, at a 45-degree angle across the chest, while in England, the bearer carries it over the shoulder.
The heavy medallion was worn suspended from a collar woven of Idaho wool, some of which is dyed with dahlia flowers to match the jasper and some of which is from a black sheep. The second President’s Medallion, worn during commencement by then-President Timothy P. White, was commissioned in 2004. This medallion’s base is a goldleafed university seal and is worn suspended by a chain with gold leaf charms, each representing the presidents who have served the university.

Hoods
By observing certain features of the academic apparel, it is possible to learn several things about the academic status of the scholar: the level of the degree attained, the branch of learning in which it was earned, and the college or university conferring the degree.
The length of the hood also varies according to the level of degree. The bachelor’s gown is worn without a hood. A master’s hood is three and one-half feet long, and a doctor’s hood is four feet in length and has panels at the sides. It is from the colors adorning the hood that one can learn two other facts. Lining: the hood is lined with the official color or colors of the college or university conferring the degree (silver and gold, signifying the University of Idaho). Trimming: the hood is trimmed with velvet of a color appropriate to the wearer’s branch of learning. For example, the trimming for the degree of Master of Science in agriculture is maize, representing agriculture, rather than golden yellow, representing science. (In the case of the Doctor of Philosophy degree, the dark blue color is used, representing the mastery of the discipline of learning and scholarship, regardless of the branch of learning.) Colors associated with the different disciplines are listed below:
Gowns The gowns differ according to the level of the degree. The sleeves are the principal indicator — gowns of bachelor’s have pointed sleeves; those of master’s have oblong sleeves with an arc cut away at the front; and doctors have round, bell-shaped sleeves. Bachelor’s and master’s gowns are untrimmed. Doctoral gowns have distinctive velvet facing down the front and three velvet bars on each sleeve. The University of Idaho adopted a doctoral gown of its own in 1989. The silver gown has a panel and sleeve bars of black velvet outlined in antique gold. The beret-styled soft cap is patterned after the Cambridge version instead of the traditional Oxford-style mortarboard. The cap and gown were designed by Emeritus Professor Edmund Chavez in the university’s centennial year and are worn today by officials and university administration.

Honor Cords Honor Cords, worn around the neck and hanging loosely down the front, identify students who are graduating with honors: gold, summa cum laude (with highest distinction); silver, magna cum laude (with great distinction); and bronze, cum laude (with distinction). The cords are provided by the University of Idaho and are worn on this one occasion only.
Caps The color of the tassel worn on the cap varies with the level of degree. The bachelor’s tassel represents the color appropriate to the major field of study (see colors at right); the master’s and specialist’s tassels are black; and the doctoral tassels are old gold.

Idaho Boise
Premier Graduate, Research and Professional Development University of Idaho Boise originated in 1910 when an agricultural Extension program was established in Ada County. In 1953, U of I Boise grew with the introduction of teacher education programs, which were expanded in the early 1980s. A cooperative agreement between the university and the Idaho Department of Fish and Game led to the 1963 opening of the Idaho Water Resources Research Institute (IWRRI) with offices in Boise, Moscow and Idaho Falls. Engineering courses were first delivered in Boise in 1988. Agricultural Extension, regional and state personnel, and several university support offices were located in Boise for greater statewide access and service in the early 1990s. In the late 1990s, Idaho WWAMI opened its doors in Boise and all U of I programmatic, advancement, athletics and other efforts in the community were brought together under the umbrella of U of I Boise. In the early 2000s, the College of Art and Architecture began offering courses in Boise, now including the first two years of its bachelor’s degree in architecture. At the same time, the College of Law started offering externship opportunities and is now offering its complete Juris Doctor curriculum in Boise. Today, students, faculty, researchers and staff work on a variety of topics that include water; natural resources and the environment; education; law; community sustainability and design; family economics; childhood education; nutrition education; pesticide safety and management; food technology, safety and processing; water resources engineering; and public policy. Excellence at U of I Boise can be measured by the success of the many people we serve across the region and by the quality and achievements of our more than 140 faculty and staff members. U of I Boise provides southwest Idaho access to all university resources. The center is focused on community impact, regional economic development and supporting university growth. d’Alene
The University of Idaho Coeur d’Alene shapes the future of North Idaho by bringing university resources into our local communities. The center engages university expertise to transform education, develop innovative research and cultivate a knowledge-based economy. Students can reach higher education excellence in Coeur d’Alene through in-person and distance degree programs led by nearly 20 local faculty. Professional development, microcourses and certificate programs bring continuing education opportunities to leaders in both the public and private sector. Technological innovation is carving a prominent place in the future of North Idaho. U of I Coeur d’Alene elevates this emerging sector with tech opportunities for all. For nearly a decade, Dig’nIT STEM camps and high school internships have provided future Vandals with an enriching summer experience. The Vandal Manufacturing Automation Laboratory, now located at North Idaho College (NIC), is home to the local computer science and cybersecurity degree programs. Coeur d’Alene Computer Science students piloted Co-op Education in 2018, allowing students to spend six to 12 months during their junior and senior years working full time for near-market pay in the regional tech industry. For learners of all ages, the center spearheads Inspire Idaho, which provides free app development training statewide. Surrounded by lakes, rivers and mountains, U of I Coeur d’Alene is uniquely positioned to build programming connected to the rich natural environment. Through the Confluence Project, the U of I Community Water Resource Center (CWRC) and regional partners give hundreds of high school students hands-on water science experience from the shores of Coeur d’Alene Lake to the slopes of Lookout Pass. CWRC also provides lake ambassador training through Bay Watchers, leads community conversations with the Our Gem Collaborative and educates construction workers on stormwater and erosion control. The Coeur d’Alene center strategically plans for the future of the Lake City as an active participant with the North Idaho Higher Education consortium, CDA 2030, chambers of commerce and economic development corporations. The DeArmond Higher Education Center at NIC brings state-of-the-art student services from five higher education institutions under one roof. In Post Falls, the Jacklin Science and Technology Center supports startup companies, U of I research projects and U of I Extension in Kootenai County. Through its degree programs, technology and research centers, and collaborative philosophy, U of I Coeur d’Alene provides outreach and opportunity for all people of North Idaho.

Celebrating more than 65 years in eastern Idaho In Idaho Falls, our core mission is engineering, science and technology. Our campus at University Place features hightech classrooms, excellence in the curriculum offered and renowned faculty who are actively engaged in research. The Center for Advanced Energy Studies research facility is a partnership between the three Idaho universities and the Idaho National Laboratory, the Department of Energy’s lead nuclear research laboratory. University of Idaho has offered degree programs in Idaho Falls for over 65 years. Since our first graduating class in 1955, more than 2,000 students have earned degrees. Many more have completed certificates and courses for professional and personal development. Students, faculty and staff at the Idaho Falls Center are part of a community that extends throughout the entire state of Idaho. University of Idaho has Extension offices located in 42 counties and academic centers in Idaho Falls, Boise, Twin Falls and Coeur d’Alene and the main campus in Moscow. Students can take courses offered by faculty at multiple locations and interact with students from other disciplines.
