STUDY TRIP PROGRAMME These workshops are about cultural exchange in professional and sustainable management planning and aim to participate students in international debates of land-use planning and spatial design. The first workshop is organized by the faculty for civil engineering, architecture and urban planning, represented of Frank SCHWARTZE (Urban Planner) as quality of Prof. Dipl. Ing. at the Lab for Urbanism and Planning (LSO) . The second workshop is organized by the planning department, represented of Abdesselem MAHMOUD (Urban Professor) as quality of Chef of Planning Department at the National School of Architecture and Urban Planning (E.N.A.U.). These workshops are co-organized by the Union of Young Tunisian Planners (U.J.U.T.) represented of OUERGHI Mohamed (Urban Planner) as quality of member charged of the international cooperation.

INTRODUCTION The concept of urban regeneration may be interpreted in a number of ways, depending on the level of development of the country. In the most developed economies, the goal is to promote a “return to the city”, revitalize the city centre, restore activity in a fiercely competitive international context, and implement initiatives to improve the quality of the environment operating in a wide sense towards a smart growth. In general, there are two main regeneration types : • Imposed regeneration after a long period of abandonment of derelict lands (e.g. London Docklands), or severe dilapidation of living conditions in a district. • Opportunistic regeneration where public and private investors are on the lookout for available land for a big project (e.g. Barcelona, Athens, Hamburg, Tunis, Alexandria, Istanbul). Preventive or prospective urban regeneration in areas where the social and economic fabrics have deteriorated (e. g. Istanbul, Aleppo, Alexandria). The Strategic Dimensions of Urban Regeneration urban regeneration has evolved from a simple form of renovation or rehabilitation of obsolete infrastructure and built-up land, to targeting the restructuring of the urban fabric, the renewal of the urban economy, or the city image, while seeking more social interaction and equity, the participation of local populations and their social and professional integration into a multi-functional context. Climate change is a sociological matter because contemporary sociology (Simmel, Park, Burgess, Buttel, Catton, Dunlap, Beck, to cite but a few) addressed social ecology in a a contemporary society where environmental is closely linked to human being action on natural environment. Social phenomenon are not only considered as things but they encompass human feeling, emotion (damasio,2009 jaspers2014…) People interaction with their environmental, social and political surrounding are in the same time biophysical, structural, functional, sociological, and symbolic The term urban regeneration appeared in sixties of the twentieth century meaning the intervention within inner-city (Kennet Stephan, 1980). Regenerate means revive a dead organ in biology. In urban meaning, regeneration is a process of actions to restore, renovate, and rehabilitate a brownfield site (e.g., old harbor, railways, industrial old site, shanty town, quarter…). According to Merlin Choay (1988), the biological metaphor in defining urban regeneration expresses the public power will to ensure modernity values and highlight challenges of present times within historic center core as evaluative. Urban regeneration leads to wonder about town planning 6

concepts and methods as stated by UNESCO and ICOMOS as follows : • Recommendation concerning the historical sites safeguard and their roles within economic life (UNESCO, Varsovie, Nairobi, 1976)(Abdelkefi, 2014) • Historical city charts safeguard (ICOMOS, Washinghton, 1987) Why urban regeneration is required ? 1. After long periods, many sites are abandoned and become derelict lands. Some, quarters (Hafsia Tunis) became in decay and living conditions become very severe for population, the urban regeneration is required. 2. Because of urban high density, speedy urbanization pace, the private and public investors lookout and create new available land(Lake shores of Tunis) to undertake mega urban projects. Urban areas.(e.g., London Docklands, Barcelona, Athens, Istanbul, Tunis, Alexandria, Aleppo) 3. Urban regeneration should prevent or prospect social problems which could occur in deteriorated quarters. Urban regeneration process is driven by myriad of actors according a strategy within a socio, economic, cultural and political context. A sustainable urban regeneration should take into account the need of the present without compromising the needs of future generations (Brundtland Report, 1987). Urban regeneration is multidimensional (Ecological, Social, Economic, and Cultural). Urban regeneration project should diagnose the site specificities, programs, opportunities, obstacles and impediments) and objectives. Several public and private staholders are involved with civil society actors (ONGO’o, Organizations, Associations, individuals, groups). For example, in Tunis ASM Association of Safeguard of the Medina undertook and achieve succefully the Hafsia, Bab Souika, and
Main avenue urban regeneration and renovation project with Tunis Municipality, the State and UNESCO. Private investors (Dubai Holding EMAR) convened with the tunisian state to intervene in Tunis hold harbor south lake regeneration. Le project is still in stand by for many problems (political, institutional, and financial) (2008 downturn). The International Workshop we conducted with our students in second year of Urban Planning Master Degree within Town Planning Department at at National School of Architecture and Town Planning, Carthage University with the Collaboration of Fach Hochschule Lübeck, Faculty of Civil Engineerinü Architecture and Urban Planning, Germany was an opportunity to work together on abandoned derelict site of old harbor, Lübeck, the urban regeneration project of this city which ranked it among the Worl Heritage Cities. Our visit to Hamburg was also an opportunity to study the Hafencity urban regeneration project of old harbor of Hamburg. We tried, during this workshop, as much as we could to focus on interdisciplary approaches. Thus, we conducted a survey in Lübeck old harbor and surrounding areas on place space users perceptions, and representation taking into account the complexity of urban regeneration process as physical, technical, psychlogical, sociological, and cultural one. Our main objective of this Workshop is to contribute in developing socio-spatial approach among town planning students theoretically and empirically. Planning by doing is our aim for a development of a sustainable Urban Town planning. General presentation Tunisia' is the northernmost country in Africa, covering 165,000 square kilometres. The country covers an area of 357,021 square kilometers and includes 16 constituent states. It’s population was estimated to be just under 11 million in 2014.[10] Tunisia's name is derived from its capital city, Tunis, which is located on Tunisia's northeast coast. Geographically, Tunisia contains the eastern end of the Atlas Mountains and the northern reaches of the Sahara desert. Sidi Bou Said , a town in northern Tunisia located about 20 km from the capital, Tunis. Named for a religious figure who lived there, Abou Said ibn Khalef ibn Yahia Ettamini el Beji The town itself is a tourist attraction and is known for its extensive use of blue and white. Souvenirs can be bought in the main street. It can be reached by a TGM train, which runs from Tunis to La Marsa. Sidi Bou Said has a reputation as a town of artists. Artists who have lived in or visited Sidi Bou Said include Paul Klee, Gustave Henri Jossot, August Macke and Louis Moillet. Tunisian artists in Sidi Bou Said are members of École de Tunis (painting school of Tunis), such as Yahia Turki, Brahim Dhahak and Ammar Farhat. French philosopher Michel Foucault lived there for a number of years while teaching at the University of Tunis.

General presentation Germany is a federal parliamentary republic in central western Europe and its capital and largest city is Berlin. The country covers an area of 357,021 square kilometers and includes 16 constituent states. With 82 million inhabitants, Germany is the most populous member state of the European Union. Hamburg is the second largest city in Germany and the eighth largest city in the European Union. It has 1,774,242 inhabitants and considered as a transport hub, since it contains the second largest port in Europe. Hanseatic City of LĂźbeck is the former capital and Queen City of the Hanseatic League. It was founded in the 12th century and prospered until the 16th century as the major trading center for northern Europe. It has remained a center for maritime commerce to these days, particularly with the Nordic countries. Despite the damage it suffered during the Second World War, the basic structure of the old city, consisting mainly of 15th and 16th century patrician residences, public monuments (the famous Holstentor brick gate), churches and salt storehouses, remains unaltered.

I-Morphological analysis of the medieval world heritage site of LĂźbeck 1-Arrival at Hamburg Metropolitan Region (June 4th, 2016)
There is a huge difference between the urban and rural landscape in Germany, this difference is due to activities related to each space, features, people and culture of the land users. Rural territories parceled and exploited for agriculture generally, with the dominance of isolated habitats and some buildings for agricultural use. While the urban landscape is designed in order to facilitate the exploitation of the territory taking into account accessibility and well-being of citizens.

2-Guided Tour Historic City Center Strolling around L端beck :We had a Meeting at the Urban Lab in the City Center where Prof. Frank Schwartze Introduced us firstly the World Heritage Site of L端beck and its main components (historical buildings, morphology, cultural sites, etc) Then, we started our second guided tour / excursion in the site of L端beck, to discover its medieval heritage in-situ. Then, we had a tour in the Harbour Area and we discussed the choice of the perimeter of our future analysis and intervention. During 10 days, on foot, by boat, by subway, and even bicycle, we followed Prof. Frank in his guided tour which helped us to discover the city and its heritage. We had the chance also to talk to the inhabitants and do some interviews with them, which helped us in understanding more the site and its components.

3-Lecture morphological analysis We had a Meeting at the Urban Lab in the City Center, where we had a first work session. We developed many thematic such as the history of L端beck, the planning of the town, its heritage, culture and main problems. This Workshop Analysis was directed by Mr Frank about the Morphological analysis of the medieval world heritage site of L端beck (roads, buildings, parcels...) Another lecture about the site of L端beck potentials (open the debates to the historical sites regeneration, their particularities and their disabilities. The term Old Centre refers to the notion of centrality that reports To spatial planning the urban agglomeration; it returns also to the notion of service that falls within the urban and architectural history.

II-Analysis of the German urban planning system 1-Introduction to the Faculty of Architecture, Civil Engineering and Urban Planning This is our first visit to the Faculty of Architecture and Civil Engineering. It was a good experience to discover a German university, what we appreciated the most is the green landscapes, and the distribution of the buildings which provides a good and a relaxing ambience for the students. In these pictures, we can see the participants in front and also inside of the Faculty of Applied Sciences at the University of LĂźbeck. We have met the teachers, some researchers and the urban planning students who are going to work with us during this workshop. This kind of multinational meetings between students is extremely important in exchanging culture, the city knowledge, the scientific forming and also discovering our mutual roots and backgrounds, but also advantageous in improving our language and our interaction with the German people.

2-Knowledge exchange between urban planning students We started the seminar presentation on urban planning systems in Germany and the link that coexist between regulator urban instruments and the planning challenges for future megacities. The students were working on the topic of Urban planning as a regulatory tool for the management of urban space in Hamburg Metropolitan Region and the reality of zoning in the German land use (limits : infrastructure, ecology, society, economic…) … In this first part of the workshop, we have learned about how the German urban planners works on the weakness in the urban design of their cities and how they overcome them, with a big interest in sustainability and regeneration in particular.

3-Analysis of the urban regeneration projects in Hamburg The first lecture , presented by Christine Ellen , was about the ‘’theory of sustainable regeneration Hamburg ‘’Urban Regeneration and Sustainability An approach to conduct Urban Development Measures in Germany’’. It was about German experience results in how to exploit Sustainable Planning Process as an Approach to adopt urban development measures. The subject of the lecture , presented by Mr AKHIM , was around the ‘’Urban Regeneration Analysis ‘’ in Hafen City , it was about ‘’strategic analysis of regeneration projects’’ and ‘’ the theory of the Strategic analysis Mitte-Altona Project ‘’ to introduce an Excursions in the Hafen City project site witch is the largest urban project in Hamburg. This project is summarized in the transformation of the old harbor for new economic, cultural and social center, to create an urban regeneration process for the whole city. Hafen City is a vast waterfront land and a future solution for urban rehabilitation project of the city, It presents the largest German harbor, the second in Europe. The new town heart role as a catalyst to revitalize the downtown , bring urban life near the water, carry out a sustainable design and offer new spaces to the city .

III-Urban landscape analysis of Lübeck old harbor 1-Preliminary analysis of the site After diagnosing the Old Harbor Site of Lübeck, we undertook space analyses, and re-compositions through readings and psych sociological survey conducted by Pr. Abdesselem MAHMOUD with old harbor space users. The survey concerned a sample of 32 persons chosen by means of stratified quota according to proportions of general population (e.g., Age, Gender, Marital Status, Professional Occupation, place of birth…) We tried to apply on a smaller urban scale Kevin Lynch method on the city ‘imagibility’.

2-Urban perception and representation of Lübeck old Harbor In order to understand the Lübeck old harbor user’s perceptions and representations, I conducted this survey with the workshop team. I designed a questionnaire composed of general information on the interviewee, and questions: multi choices questions, closed and open questions on the neighborhood people living around or working or visiting the harbor for recreation. The sample was chosen by means of stratified quotas according to the initial population number characterized by ageing, feminization. Females rates are slightly more higher than males ones. University education level is more important than primary, and secondary in a developed country Germany, middle classes are very important in the society structures, so we have a majority of the interviewees issued from middle classes, mainly working in private sectors. Population structure is more urban than suburban, and rural in an urbanized area of fishing and sailing activities. Our aim is to reconstitute the harbor image as represented by space users. In our opinion, population perception and representation are very useful for a participative regeneration urban project.

3-Data Analyses and Interpreting As we see in the the graphic 1.(see annexe) : Lübeck population is dominated by female gender, which constitutes 52 per cent. Rise of Ageing population rates characterizes population Structure where Turkish migrants occupy the first place, and after them Polishes, and Russians… Since the biggest part of age class of Lübeck is between 30and 39 old. The female population rate is slightly higher (59%) than male one. German population of our sample is about 72%although the foreigners constitute about 29 per cent of our sample chosen through stratified random. Married people are about 38% tough single ones are about 47%. Most interviewed (69%) population come from for urban milieu while 26% are from rural areas.. The interviewees’ graduated from universities account about (64%). Those who have secondary levels are about 28%, and those who have primary schools levels are only about (8%). As far as social levels are concerned of the interviewees, most of them are issued from middle classes, 11% are from poor classes, and only 8% are from upper middle classes. 675 of the interviewees agree the old harbor renovation. 75 % agree to retrofit the harbor to new functions and 85% agree the harbor transformation to more green public spaces. 79% consider the harbor site as a place of Memory. Concerning the recreation needs in the old harbor, 63% think that we need further recreational areas. Better yet, cultural activities constitute a sensitive need among the interviewees with a rate of (64%).. Among recreational activities, sport benefit of more interest in comparison to those who think that there is enough sport in the area. 72 % of the interviewees agree that the harbor could be transformed into marina and 67% are for Lübeck old harbor renovation and regeneration. Asked if it is necessary to build university institutions in the site, 69% agree of it and 31 % disagree.

4-Conclusion remarks Different scenarios of urban regeneration planning and space concepts of the study of the site prove that the urban regeneration process is required for the safeguard of the harbor as a place of memory and cultural identity of a medieval city of Lübeck. The urban regeneration of the Town of Lübeck is a big success. It succeeded to safeguard the old architectural and urban features and retrofitting them according the dominant old Gothic style. The survey led with harbor space users allowed us to analyze and interpret the harbor ‘imaginability’ (Lynch, 1960) within space user’s minds. When we try to reconstitute their perceptions and representations of the study area, we deduce that the place is a main component of the city identity. According to the majority of interviewees the old harbor of Lübeck should be regenerated and renovated by keeping its constitutive components, managing more green, educational, and recreational space. People sensitivity and emotions in their interaction with physical space is very important for better understanding urban regeneration process. A bottom up policymaking involving space users and local population is required for implementing a sustainable regeneration of the brownfields sites.
5-Recommendations to renew the old harbor Urban regeneration process is very complex and should take into account sustainable urban planning, which is based on ecology, economy and Society. Urban regeneration project inscribes within local and global networked society where an array of stakeholders intervene. Each actor in the process acts according a context and strategies. This urban regeneration process is not a mere a biological intervention. It is biophysical, institutional, economic, politic, and cultural. All of those dimensions intermingle through a dynamic process. The social dimension is compulsory to understand in order to succeed the achievement of any urban planning project. The context prevailing nowadays is characterized by climate changes and economic downturns. Urban generation process, to be relevant and successful should be sustainable. IV-Urban redesign project (case of Lübeck old harbor) 1-Introduction: Proposition to recompose an historical heritage In this meeting, we had a practical workshop on the topic of “Sustainable Urban Regeneration of historical sites” in Germany in general and then in Lübeck in particular. This concept of sustainability is a Recent Development that defines an urban planning objectives and methods of designing "centers Veterans." The goal of the workshop is mostly how to reproduce the urban space and to design Sustainable areas with responsible methods. Our intervention will take place in a close part of the medieval world heritage site of Lübeck “the old harbor” where we will try to introduce the eco-concept in our future conception. To do so, the students were subdivided into three multicultural teams and every group is composed by three or mostly for participants. 2-Scenario team A : continuity of the harbor The team A which was composed of two Tunisians and two German urban planners: AMDOUNI Linda; JAOUADI Mariem; German students Pierre and Marv, worked on their own specific strategy. The strategy: The team was working on continuity between the city and the site by linking them and creating new bridges. On the field, they have noticed a traffic problem, so they tried to solve it by removing the intersection of roads in the site's entrance. Also, they had the idea of transforming the parking area into an urban park for cultural exchange as the principle of our project is to create cultural spaces, with keeping the same urban characteristics of the city of LĂźbeck.

3-Scenario team B : the harbor urban integration
The team which was composed of two Tunisians and one German urban planner: JENDOUBI Amira and OUNI EP CHETIOUI Hela ; German student Simon. The strategy: As the old harbor can be an excellent factor for the development of the city and its blossoming, the team B was working on the urban continuity and the integration of that harbor in the plan of the city center. The new intervention had as a main objective to reconnect both the harbor and the rest of the town, while keeping the same hierarchy of infrastructure, roads and the existing functions of the neighborhood.

4-Scenario team C: the eco social – old harbor This team was composed by two Tunisians and one German urban planner: OUERGHI Mohamed ; ELGHOUL Ikbel and German student Katherine The strategy: The team C worked on THE ECO SOCIAL – OLD HARBOR. The proposition of the students was based on the urban regeneration of business park of the old harbor of Lübeck «Nördl wallhalbinsel». Starting by a deep diagnostic analysis of the business park in SWOT form which showed the strengths, weakness, and opportunities and threatens of the deserted harbour. It was progressively deserted and lost most of its maritime functions after the inauguration of the modern harbor. The strategy was based on creating a sustainable place, a new centrality that includes variety of recreation and entertainment activities to provide a well-accessible and connected space, to provide an ecological district that offers diverse social, green and housing mixities, so the area becomes a green zone for ships and inhabitants.

5-Jury and opening the debates: Rethink LĂźbeck The workshop began with an introduction on the urban regeneration challenges to study the case of the old harbor regeneration. To start , students of both schools are divided into three teams, according thematics set by the workshop organizers . Rethinkinking urban planning in a new sustainable urban regeneration is required for more social mixity, urban density and greening urban planning; social diversity and density Urban centrality in all its states; Urban regeneration is an economic revitalization aimed To create And to create jobs for Tax receipts for municipality , the induced effects are expected socially ; Urban regeneration is a spatial reorganization aimed at sustainable character first; Restrictions on the use of cars mid intra - urban, sensitive habitat improvement for social purposes , the protection and safeguarding cultural heritages. After the fieldwork and data analysis, students are selected to present their work to the jury (President: Frank SCHWARTZE , protractor01 : Prof Abdessalem MAHMOUD ; protactor 02 : Prof. Akhim Laleik ) to evaluate their work and assemble data.

9-Debates about the old harbor regeneration As conclusion of the collection of the jury results, lectures and debates, The Urban regeneration process, as the old harbor project, are innovative approaches to produce housing and directs urban planning and open the door to the participation of citizens with different actors (private and public) . The closure of the workshop was based on two main points : • Urban regeneration challenges • Urban spaces eco-innovation A second part in Tunisia, to apply comparative study and draw lessons from this experience, will follow this work.

Lecture about Tunis metropolitization: City In? City Out? Pr Abdessalem MAHMOUD, the author of the book entitled “ TUNIS ARCHITECTURE AND TOWN PLANNING presented at th end of the Workshop in the Town Planning and Ingeneering Lab led by Frank Swartze a talk about Urban Regeneration experiences in Tunisia. He explained how Association of Safeguard of the Medina(old Town of Tunis) undertook and implement with the collaboration Municipalty of Tunis urban renovation of Hafsia quarter, Bab Swiqa and the Main Avenue Habib Bourguiba. He explained, how within a context of metropolitisation and a speedy urbanization process, sprawling and social exclusion need more attention through bottom up policymakings in order to regenere old urban derelicts. Those brownfield sites became places of poverty and social exclusion. Rethinkinking urban planning in a new sustainable urban regeneration way is required for more social mixity, urban density and greening urban planning.
