A sustainable project « Economic-Flexible-Inclusive »

How to impose a dual role: from the manager process to the strategic planner

MANAGER 

Role of organizer of the hierarchy

Have people who work hard for them.

Effectiveness of the organization of the activity

Use of authority and power to achieve

Starting from existing means to set a realistic goal

Actor who only asks to manage the existing

Head imposed by the hierarchical authority and its status

Deal with efficiency and performance

LEADER 

Visionary, strategist and people-centric

Being followed by people working with them

Continuous motivation for teams

Use of flexibility and finesse to achieve

Starting from the objectives and giving oneself the necessary means

Actor who imagines and often shares his vision

Chef recognized by the social relations he knots

Deal with change and transformation

CONCLUSION…

The success of a development project "between Participative and Representative approach"

CONFLICTS OF LEGITIMACY: BETWEEN DECISION-MAKING AND URBAN ACTION X

Temporal settlement

Spatial Planning

Urban project

Legal urban planning based on a vertical path of the operation (Law-> Decree-> Order-> Article ...)

Inter-legal urban planning based on a horizontal path of the operation (Information -> Consultation-> Concertation -> Codecision ...)

Actors the operation

Urbanism institutionalized hierarchically at the decision level: from top to bottom (National-> Public-> Private-> Inhabitants ...)

Spatial process

Systemic urban planning imposing the most powerful strategies of actors on the strategies of the other actors (Code -> Plan-> Cahier-Charge-> Authorization ...)

Urbanism inter-institutionalized linearly at the level of the decision: passing from the general to the particular (Directors-> Experts -> Chefs-projet-> Executors ...) Inter-systemic urbanism imposing overall strategies in anticipation of all actors (Strategy -> Charter -> Program -> Attitude ...)

Introduction

Public facilities in an understudied location Thèmes

From the confrontation between the PAU of 2008 and the current situation of the municipality, we were able to raise the following problems:

The non-conformity of the routes of some roads programmed in the last PAU with the limits of the parcel plans. A misguided layout of the X20 belt programmed by the PAU, because it will create a break between the different entities of the city,

Difficulties of accessibility and parking that create an enclavement for the owners of the plots, Some equipments are programmed in the PAU, but are not well studied and a difficulty of access to certain public equipments. The restructuring of some cities that do not comply with urban planning regulations is required. Obligation to find solutions to problems related to the proliferation of spontaneous habitat in green spaces, Some urban areas, including residential areas and amenities, are located in agricultural and industrial areas.

• Ensure the supply of land and social housing necessary to mitigate the proliferation of haphazard neighborhoods and meet the housing needs of all socio-professional categories • Enhance architectural and urban heritage and develop green and natural spaces • Ensure better accessibility to regional or national facilities such as El Kassab Hospital, Errazi Hospital .... • Provide for the rehabilitation of industrial zones through the programming of centers of life and areas of small trades and linking the area to research centers and faculties ... • Preserve the environment by protecting the agricultural zone and the green zones, while declassing the part of the agricultural zone already started by the habitat, in order to better manage its extension. • Strengthen the commercial function of the municipality which must play its role as the governorate's chief town, and ensure the attractiveness of high-level trade, • Strengthen the level of equipment throughout the municipality from a qualitative and quantitative point of view based on the comparison with the equipment grid • Guarantee rehabilitation and renovation operations allowing the integration of underequipped and degraded neighborhoods, which will therefore have to be restructured, Conclusion
