UNIVERSITY OF LATVIA Universitas Latviensis – the University of Latvia – established on September 28, 1919 was one of the symbols of the Republic of Latvia – the independent state founded only several months earlier – on November 18, 1918. University of Latvia coat of arms bears inscription – “Scientiae et patriae” – to science and fatherland. The motto emphasizes that the University of Latvia has always been a research university and perceives research as an integral part of the education process at the University. Of course, not everybody who graduates the University of Latvia necessarily becomes a professor at a higher education institution or a scientist at a research institute. However, participation in a real research project, whether fundamental or applied, is the most efficient way to provide training for students. Besides, the common wisdom of the Western world proves that university research is the most efficient way to generate new knowledge, which is a driving force behind the knowledge-based economy. This approach has proved to be very fruitful, and the graduates of the University of Latvia have always played a crucial role in the country. Many intellectuals, scientists, leaders of industry and financial institutions, as well as the heads of the parliament, prime ministers and members of the cabinet of ministers have graduated the University of Latvia. UNIVERSITY OF LATVIA History and Symbols The University of Latvia (UL), named at that time The Higher School of Latvia, was founded on September 28, 1919, on the basis of the former Riga Polytechnic (established in 1862). In 1923 the school received its present name – the University of Latvia (Universitas Latviensis). In the period between 1919 and 1940, the University of Latvia was most significant centre of higher education, science and culture in Latvia. The former building of the Riga Polytechnic in 19 Raina Boulevard is the symbol of the University until today. In the pre-war Latvia it was possible to obtain academic higher education not only at the University of Latvia but also at the Conservatoire of Latvia and the Academy of Arts. The University of Latvia is the first of classical universities in the history of Latvia and follows the motto “Scientiae et Patriae”. In the course of time, such higher education establishments as the Latvian University of Agriculture, the Latvian Academy of Medicine, and the Riga Technical University separated from the University of Latvia and became well-known centres of education and research. After restoration of Latvia’s independence, the Supreme Council of the Republic of Latvia confirmed the Constitution of the University of Latvia on September 18, 1991. The Constitution states that the University of Latvia is “a state establishment of academic education, science and culture which serves the needs of Latvia and its people”. Alongside the constitution, the flag, the anthem, the University’s emblem, the Rector’s chain of office and the official garments of Rector, Vice-Rector and deans were reinstated as the attributes of the University of Latvia.

International Cooperation The University of Latvia has always been actively involved in development of international collaboration. The overall current objective is to focus on the content and quality of international cooperation, to make internationalization an integral element in education and research, and to promote its international recognition and to strengthen its reputation.

UNIVERSITY OF LATVIA The internationalization processes are implemented in the following directions: ◆ bilateral cooperation agreements (with 127 universities in 42 countries); ◆ membership in international university organizations and networks; ◆ participation in international educational and research programmes and projects; ◆ exchange of students and teachers; ◆ international cooperation at faculty, institute, departmental and individual levels. By participation in international university organizations IAU (International Association of Universities) and EUA (The European University Association) as well as active membership in networks, for example, UNICA (Network of Universities from the Capitals of Europe), BSRUN (Baltic Sea Region University Network), CAMPUS EUROPAE and UTRECHT Network, the University of Latvia strives to intensify different types of exchanges and to provide the opportunities for further internationalization of studies and research. Active cooperation with partners, the concluded bilateral agreements and European programmes endorse the University of Latvia as a good partner for joint activities within the ERASMUS programme. The number of agreements with European partner universities has grown tremendously within the last 5 years, anticipating an even more intensive exchange of students and teachers. At present the University of Latvia has signed more than 600 agreements with 363 institutions in 31 European countries. In cooperation with partner universities, the University of Latvia has developed and successfully implemented intensive programmes in history, education and economics. Successful participation in five Erasmus Mundus Action 2 projects has remarkably increased the number of international exchange and degree students from Western Balkan countries, Russia, Central and Southeast Asia. The University of Latvia is a partner in Erasmus Mundus Action 1 project MISOCO Joint master’s degree programme International Migration and Social Cohesion.

UNIVERSITY OF LATVIA The University of Latvia is an attractive place to study both for full time students and exchange students from abroad. The number of available programmes and courses in English increases every year. Faculties actively involve the visiting professors in the study process. Research cooperation implemented by the University of Latvia is extensive and productive. Participation in the RTD Framework Programmes, EU, UNESCO, NATO, Nordic, Volkswagen Fund projects has ensured unity of studies and research. The University of Latvia supports innovations for technology transfer and has developed the Innovation Centre and Biotechnology Science Park. UNIVERSITY OF LATVIA Degree Programmes at the University of Latvia The University of Latvia offers European level higher education and skills necessary for labour market, scientific research and self-development through more than 130 study programmes. Higher education system of Latvia has adopted the Bologna process and correspondingly follows the so-called 3-cycle system, where the 1st cycle includes an academic or a professional bachelor’s degree, the 2nd cycle includes an academic or a professional master’s degree and finally the 3rd cycle includes the doctoral degree. University of Latvia offers 11 undergraduate study programmes in the fields of anthropology, chemistry, computer science, economics, medicine, optometry, and philology taught in English, and a bachelor’s degree or professional qualification is awarded after a successful completion of the programme. UNIVERSITY OF LATVIA Course Attendee International students who would like to select courses from the UL study offer are welcome to register as a Course Attendee at University of Latvia. The University of Latvia offers courses in all scientific directions and areas. The courses are of a varying complexity, from language courses intended for beginners to higher mathematics, microbiology and courses taught in foreign languages. The courses are delivered by experts highly respected and knowledgeable in their respective fields. These courses are open to anyone with the compliant level of education. Secondary education is required to attend the undergraduate courses and the higher education is necessary for master’s level courses. Attendee’s status gives the opportunity to participate in the study process, take examinations, use the library and e-resources. Attendees can acquire and expand knowledge in their own specialities as well as new directions without becoming enrolled in the respective bachelor’s, master’s or professional study programme. It is a good opportunity to obtain an insight into a possible future profession, to learn gradually, take examinations and collect credit points that are recognised in future studies at the University of Latvia or other universities. The certificate for completing these courses can be issued both in Latvian and English.

Continuing Education Faculties and study centres at the University of Latvia offer continuing education, vocational education or professional development programmes to enhance people’s knowledge and skills. The University offers continuing education programmes in business, Montessori pedagogy for specialists in paediatrics, pedagogic professional development programmes for school and university personnel, programmes for sworn advocates, as well as for those working with radiation-generating equipment, and medical personnel. The language courses, including Latvian are provided either by the UL Language Centre or the UL Faculty of Humanities. For those who wish to learn Chinese, the Confucius Institute offers the language courses taught by teachers from China, while the Centre for Indian Studies and Culture introduces the Hindi courses.

Study programmes are based on inorganic, organic, physical and analytical chemistry. In the spring of 2012, ECTNA (European Chemistry Thematic Network Association) acknowledged the conformity of the bachelor’s degree of Natural sciences in Chemistry to Eurobachelor level, awarding the Eurobachelor label to the bachelor’s degree study programme Chemistry. According to the number of students, the Faculty of Chemistry is one of the smallest faculties of the University of Latvia. However, it provides a wide range of entertainment and sports activities and has developed many traditions. At the end of May, The Chemists’ Days are organized. This one-week event includes the competition of students’ research projects, meetings with employers, traditional and untraditional sports activities and outdoor picnics.

However, its traditions started with the establishment of the Computing Department in the Faculty of Physics and Mathematics back in 1992, in fact, even earlier – with the construction of the first computer in Latvia in 1960. The UL Faculty of Computing in cooperation with the UL Institute of Mathematics and Computer Science provides higher academic and professional education, as well as conducts research in the fields of computer science and information technologies. In the spring of 2012 the bachelor’s and master’s degree study programmes Computer Science at the Faculty of Computing received Euro-Inf Quality Label for 5 years. The Programmer Days held since 1986 have become an anticipated event for the Faculty students, employees and everyone interested in computing. The event allows to break away from the routine at least once a year and to look at the profession in the context of historical events and other scientific disciplines. During The Programmer Days the leading computer science specialists give popular lectures and most outstanding students receive awards of the world’s first programmer Ada Lovelace and the author of the first universal computing machine Charles Babbage.

The Faculty of Law is still the largest law school in Latvia with a wealth of traditions and achievements. After 47 years, the Faculty of Medicine was reinstated at the University of Latvia in 1998. Study programmes in the Faculty of Medicine include such study fields as pharmacology, surgery, microbiology, venereology, histology, oncology, paediatrics, pathology, genetics, biochemistry and history of medicine. Lectures and clinical practice classes take place in several hospitals, maternity homes and health centres.

Presently it is the only ecumenical academic educational institution in Latvia that offers bachelor’s, master’s and doctoral degrees in major areas of theology and religious studies in the framework of internationally accredited study programmes. The University of Latvia Faculty of Theology is proud of its long history and contemporary scientifically critical approach to the issues of theology and religious studies. During its entire existence, the Faculty has been gathering students who prefer a wide and comprehensive humanitarian education, comprising studies in the classical disciplines of theology, the Hebrew and Greek (koine) languages, as well as subjects related to world religions, history, philosophy, psychology, ethics and others. The research encompasses the areas of hydromechanics, physics of magnetic pheno mena, engineering physics, heat and mass transfer. The extensive experience of the Institute of Physics in the work with different liquid metals and the appropriate experimental equipment, specific methods and pro cedures of measurements allow to conduct a high level basic research, for example, on MHD self-excitation of magnetic field (the Riga-Dynamo experiment, since 2000). On the basis of physical research several original MHD methods have been developed for controlling the hydrodynamic and heat/mass transfer in various technologies. Liquid metal applications for nuclear engineering (EM pumps for fission and future fusion applications, for neutron spoliation devices etc.) are also considered. Numerous versions of electromagnetic pumps are developed for ferrous and non-ferrous metallurgy, for composite material production and for single semiconductor growth technology. The Institute of Physics publishes the journal Magnetohydrodynamics. The journal deals with problems of fundamental and applied magnetohydrodynamics of incompressible media, including magnetic fluids. Institute has two observatories. The astrophysical observatory in Baldone has the wide field Schmidt system telescope (80x120x240 cm), which is largest in Baltic states and equipped with a 4 degree objective prism and CCD camera. The satellite laser station Riga in Riga (Kandavas Street 2) operates a 1 m laser ranging telescope and it is the only operating satellite laser ranging system in Baltic states. SLR station Riga is a member of ILRS (International Laser Ranging Service) and EUROLAS. The laser telescope is capable to measure distances to satellites with the approximate accuracy of 1 cm (target dependent), including high orbiting satellites like GNSS (Global Navigation System

RESEARCH INSTITUTES Satellites). Station also operates a permanent GNSS station capable of measuring signals from all contemporary satellite navigation systems: GPS, Galileo, Glonass and Beidou. The scientists participate in international research programmes that offer extensive opportunities for studies in foreign institutes and observatories. A public observatory is located in the main building of the University of Latvia. At the Planetarium of Astrophysical observatory in Baldone the visitors can admire objects of Milky Way and planets of Solar System with magnification up to 10 000 on a daily basis.

It is known under its current name since 1994, while its factual predecessor, the Laboratory of Spectroscopy Problems of the University, was established in 1967. Today, it specialises on biophotonics, atmosphere physics, photochemistry, theoretical physics, high-resolution spectroscopy, and light source technologies. Some more recent research directions include applications of photonics technologies and frequency combs, and joint project initiatives with small and medium size enterprises (SMEs). The Institute is the coordinator of the association FOTONIKA-LV – a member of EPIC and a European Commission’s Centre of Excellence on photonics supported by the EU Framework Programme 7. With the budget of 3.8 MEur, the project is one of the largest contracts ever won by Latvian scientists in an open international competition. The Confucius Institute has organized the international Chinese Proficiency Test (HSK) and the competition Chinese Language Bridge already twice in 2012 and 2013. In 2013, twelve students from Confucius Institute of the University of Latvia have received the Hanban (Confucius Institute Headquarters) scholarships for the Chinese language studies in China. As of the academic year 2012/2013, the Confucius Institute of the University of Latvia offers two level Chinese language courses (Beginnersâ&#x20AC;&#x2122; level and Intermediate level), in the academic year 2013/2014 also the Advanced level Chinese course has been launched. Besides the language studies, the Confucius Institute organizes the Spring Festival and Mid-Autumn Festival celebrations, Sinology lectures held by professors from China and different Chinese culture activities like Calligraphy and Chinese traditional painting.

The BG occupies 15 ha, collections comprising about 6000 plant species and cultivars. The greenhouses offer to view more than 1600 species of tropical and subtropical plants. The Botanical Garden is more than just a pretty park – it is the only place in Latvia where bananas are grown and harvested. The blooming of more than 100 azalea sorts delights during February and March. The exotic tropical butterflies surprise viewers in the Tropical butterfly house. The garden offers to examine about 400 species of plants which are native to Latvia, including rare and protected plants. The Biological and Morphological groups of plants give an insight into the ways of plant adaptation, pollination, dissemination, exterior features of plants that have been formed as a result of different external conditions. The exposition of Poisonous plants represents 64 wild poisonous plants growing in Latvia. The collection of herbs encompasses 290 species – both recognized in medicinal science and the ones used in popular medicine. Perennial ornamental plants, dahlias, lilies are located in the central part of the garden. The Arboretum represents under 1000 taxons, majority of them have been introduced to Latvia. The most important ones are the collections of rhododendrons, magnolias, lilacs, apricots and peaches. Four buildings dating from the 18-19th centuries, the Wolfschmidt inheritors’ property, have been preserved in the garden territory. These buildings have been granted the status of wooden architecture monuments of national significance. The territory of the garden hosts the University terrestrial satellite monitoring station which also includes the geodesic starting point of the triganometric network of Latvia.

For example, a small room in the University of Latvia’s main building preserves the evidence about the time when students who had failed to return library books in due time could be punished by deprivation of liberty for several days. OTHER UNITS Nursery of Rhododendrons Babite Spilve, Babite municipality, LV-2101, Latvia Phone: +371 67913107 E-mail: rodod@lanet.lv Home page: www.rododendri.lu.lv Rhododendron breeding and testing nursery Babite covers 11.8 ha of breeding facilities in a pine forest near Riga. Currently Babite is the only specialized nursery of rhododendrons in the Baltic states. Within the blooming season more than 15 000 visitors use the opportunity to visit colorful exposition of nursery’s famous planting objects. Rhododendrons as exceptionally ornamental plants are widely used in parks and gardens. In the collection of the Nursery, there are 72 rhododendron species and 205 cultivars most adapted to Latvia’s climatic conditions. 78 of cultivars have been selected by Prof. R. Kondratovics and all of them are registered in the International Rhododendron Register, the Royal Horticultural Society. The first research work on introduction of rhododendrons started in the Botanical Garden of the University of Latvia in 1957. As a result of intensive selection work hundreds of the most valuable and perspective hybrids were developed. To provide the necessary space for expanded scientific and breeding activities, new facilities were required, and in 1980 the rhododendrons’ nursery Babite was founded. Professor R. Kondratovics was the main initiator of rhododendrons’ selection work and research in Latvia. For more than 50 years he has developed the theoretical basis and practical methods of large-scale cultivation of rhododendrons in Latvian agro-climatic conditions and introduced several agro-technical methods for rhododendron propagation. Today the major activities of Babite include the following: ◆ Introduction and selection of rhododendrons for the Latvian agro-climatic conditions; ◆ Improvement of existing and development of new generative and vegetative propagation methods; ◆ Improvement of breeding agro-techniques and disease and pest control methods; ◆ Participation in student training; providing facilities for related bachelor’s, master’s and doctoral work; ◆ Selling cultivars and providing public information on rhododendrons.

In the University students can choose any of the most popular sports offered by the UL SSC – basketball, football, volleyball, floorball, handball, athletics, aerobics, frisbee, baseball, skiing, table tennis and kendo. Students can train professionally or for recreation, as well as to raise the overall level of physical fitness.

Each year, the UL cup competitions are held in various sports. Team sports like basketball, volleyball and soccer have gained increasing popularity. Leagues in these sports conclude with the final matches, competitions and cheerleader dances. Sports’ games, football nights, aerobics marathon, mini-football cup, streetball and other activities provide the students with healthy recreation and opportunity for a career in sports. Top athletes are included in the UL teams that participate in competitions of various scale – Latvian and World Championships, SELL Student Games, World University Games, etc. The best students of UL teams can apply for a reduced tuition. A unique project is the collaboration with the football school Metta, which has resulted in creation of a football team, FS METTA/University of Latvia. The football team is training in a professional environment and have the necessary equipment in order for players to improve their skills and become high class athletes. Trends are similar in other sports, especially basketball, where UL is represented in Aldaris Latvian Basketball League, Students League as well as international tournaments. UL highly appreciates the importance of sports in students’ personal growth.

The Students’ Council of the University of Latvia is the student representative body that unites student representatives from all 13 faculties of the largest university in Latvia. The Council is actively involved in the University decision making process, being the main promoter of student interests in the educational, social, economic and cultural fields. The Council actively organizes various events for students to involve them into the decision making process and to increase their sense of belonging to the University. It has also played a part in organizing and participating in various international projects, for example, Ride for your Rights project, UNICA conferences, the international opinion forum Linking labour market aspirations with content of Higher education. Youth Perspective, as well as welcomed visitors from all over the world, the most recent ones being a group of students from St. Olaf college (USA). The University of Latvia Students’ Council consists of elected representatives from 13 faculties students’ councils, of whom a chairperson and, accordingly to his or her proposed model, the Board members are elected. All the representatives are elected for a term of one year. The Board with the approval of the Council, if needed, can hire additional office staff.

New student broadcasts and news reports were introduced, for example, reviews on education, science and culture. In 2013 the total of 89 broadcasts and 153 news reports were aired devoted to the themes of education and UL. Altogether 43 broadcasts were made on a regular basis, and 89 people were involved in the implementation thereof, 47 of those were UL students or graduates. In terms of participation of new students in the programme development, the leading positions are taken by FSS, FEM, FEPA, FHP and FGES students. The number of Radio NABA listeners is estimated at 20 000. The regular self-promotion of the programme is implemented successfully. NABAKLAB is the music club which was founded in 2009 and, similarly to Radio Naba, also represents noncommercial music. The authors of various Radio Naba programmes and the clubâ&#x20AC;&#x2122;s guest artists participate in the events of NABAKLAB offering musical, poetry, literature, theatre and cinema nights, exhibitions and fashion shows, creative lectures and workshops.
