Trade and Environment Review 2009/2010: Promoting Poles of Clean Growth to Foster the Transition to a More Sustainable Economy
Environment & Urban Issues
While several rapidly industrializing developing countries have not seen a major slump in their growth by the recent economic and financial crises, UNCTAD´s Trade and Environment Review 2009/2010 (TER 09/10) focuses on the 140 plus low-income and least developed countries, which have not caused the economic, financial, climate and food crises, but have to bear the full brunt of these crises. The stress of the global financial crisis - as well as concerns about climate change and food prices - should be used by developing countries to shift towards “clean” growth. Because so little has been done in such nations huge gains can be realized in improving energy efficiency, enhancing sustainable agricultural methods, and stimulating the use of rural, “off-grid” renewable energy. But to make this progress happen, governments must eliminate market barriers and policies that prevent the flow of capital into these promising sectors.

Guidance on Water and Adaptation to Climate Change
Climate change will result in significant impacts on our water resources and some of the effects are already visible now. Moreover, climate change impacts on water resources will have cascading effects on human health and many parts of the economy and society, as various sectors directly depend on water. The Guidance aims to spur climate change adaptation that takes into account the transboundary dimension of water management. It is a novel and innovative product which focuses on the transboundary setting and illustrates the steps needed to develop an adaptation strategy.

Transboundary Flood Risk Management: Experiences from the UNECE Region
Floods are natural phenomena that are necessary for the survival and health of the ecosystem. Floodplains have historically attracted socioeconomic development and continue to support high densities of human population. This is particularly important where land resources suitable for human development are scarce. Especially in arid and semi-arid areas, flood waters represent a vital water resource. Floods can, however, also lead to widespread damage, health problems and the loss of human life. Transboundary flood risk management enables sharing and redistributing risks and resources. This publication is based on the practical experience from 10 river basins in the UNECE region, and gives analysis of situations, problems, challenges, and possible solutions.

Global Trends in Sustainable Energy Investment 2009: Analysis of Trends and Issues in the Financing of Renewable Energy and Energy Efficiency Global investment in sustainable energy reached $155 billion in 2008, a modest increase of 5% over 2007. Following several years of over 50% growth, this marks a dramatic slowdown as a result of the global economic downturn. The report provides an overview of different types of capital flows and an analysis of the trends in sustainable energy investment activity in developed and developing countries. This information is intended to be a strategic toll for understanding the status of sustainable energy development and for weighing future public and private commitment to the sector.

Economic Insecurity and Development
A growing sense of increased economic insecurity has emerged worldwide. Though many parts of the world have seen increasing prosperity in recent decades, economic progress has been accompanied by highly volatile markets, rising inequality, greater job insecurity, and weakening or non-existent social protection. Climate change and increasingly destructive natural disasters are affecting economic livelihoods, especially in the developing world. The global financial crisis revealed the potentially devastating risks of inadequately regulated markets. This book calls for more active and integrated policy responses to help communities better manage the new risks of increasing levels of economic insecurity and ideally, to prevent them from ever becoming a serious threat in the first place.

The 2010 HDR rigorously reviews the past two decades of human development trends and challenges – and reinvigorates the original Human Development Index with newly available data and supplementary indices weighing the effect of income inequalities, gender disparities and household-level poverty.

Millennium Development Goals Report 2010
The report shows that some hard-won gains are being eroded by the climate, food and economic crises. But even though the economic crisis took a heavy toll on jobs and incomes around the world, the world is still on track to achieve the MDG target of cutting the rate of extreme poverty in half by 2015, the report notes. It also cites big gains in getting children into primary schools in many poor countries, especially in Africa; strong interventions in addressing AIDS, malaria and child health; and a good chance to reach the target for access to clean drinking water.

The 2010 report urges the international community to accelerate work towards strengthening the Global Partnership for Development since there are only five years left to the target year for achieving the MDGs. The global economic crisis has taken its toll on the partnership as the delivery of Official Development Assistance slows down, multilateral trade negotiations remain stalled, the debt situation weakens in an increasing number of countries, access to affordable essential medicines is not improving and investment in technology weakens.

Assessment of Development Results: Maldives
The evaluation found that in the past six years UNDP in the Maldives has coped with two major transformational events: the 2004 tsunami and the changes in its political system. It concludes that UNDP has been particularly effective in its support at the policy level, especially in the area of governance, but less so at the atoll and island level. The Assessment finds that gender equality and youth remain major areas requiring effective support while capacity development is the most significant barrier to sustained progress.

Assessment of Development Results: Zambia
This report states that UNDP Zambia has in general been effective in its contributions to development in the country. However, programme resources were spread too thinly across many initiatives and insufficient attention was given to ensuring sustainability. While cooperating partners and nongovernmental organizations would have preferred UNDP to play a stronger role in advocacy, the government appreciates UNDP as a consistent partner.

World Economic and Social Survey 2010: Retooling Global Development
The Survey points out promising directions for reform, including strengthening government capacities for formulating and implementing national development strategies; doing more to ensure that official development assistance is aligned with national priorities; strengthening the international trade and financial systems so that countries with limited capabilities can successfully integrate into the global economy; creating new mechanisms for dealing with deficiencies, such as specialized multilateral frameworks through which to govern international migration and labour mobility and international financial regulation. The Survey also highlights the need for a strong mechanism for global economic coordination which establishes coherence across all areas of global economic governance.

The publication is UNDP’s forward-looking review of the factors that shape the Millennium Development Goals (MDG) progress, along with the constraints and bottlenecks that have hampered MDG achievement in many countries. The findings build on MDG assessments in 30 countries that were undertaken for this review. The report shows that while there has been notable progress on many targets and indicators across countries, it is clear that much more needs to be done for MDG achievements to be realized by 2015. Accelerated MDG achievements will depend on unlocking constraints in these four key factors that shape progress at the country level: policy choices and programme coherence; governance and capacity deficits; fiscal space constraints and aid effectiveness; national ownership: political will and partnerships. Since each country faces a unique context and set of challenges, breaking the bottlenecks will require a country specific approach.

Beyond the Midpoint: Achieving the Millennium Development Goals
African Women’s Report 2009
This publication is based on the results of piloting the African Gender and Development Index (AGDI) in 12 African countries across the five subregions of the continent. Making a case for countries to invest in sex disaggregated data collection, the outcomes provide an indication of the general situation of women across the continent. The report confirms existing MDG status reports which indicate remarkable progress being made with respect to MDG2 on universal access to basic education. With the aid of systematic collection of sex aggregated data, the report calls for enhanced commitment towards accelerated implementation of gender equality as outlined in frameworks such as the ICPD+15, Beijing+15, the Convention of the Elimination of All Forms of Discrimination Against Women and the African Women’s Protocol.

Report on the World Social Situation 2010: Rethinking Poverty
This report begins with an overview of global, regional and selected country poverty trends over the period 1981-2005. It critically examines the conventional policy framework and popular poverty reduction programmes, argues that a commitment to eradicating poverty and to enhancing equity and social integration requires consistent actions directed towards sustainable economic growth, productive employment creation and social development, entailing an integrated approach to economic and social policies for the benefit of all citizens. It recommends consideration of the policy approaches that have dominated the disclosure on growth and poverty thus far.

Assessment of Development Results: Bosnia & Herzegovina
The Assessment of Development Results in Bosnia and Herzegovina covered the period from 2001-2008 and offers lessons that can strengthen UNDP programming in Bosnia and Herzegovina as well as contributing to the organization’s effectiveness and accountability. The evaluation found that in the context of transition, UNDP quickly established itself as a capable and reliable implementing agency for the government as well as donors. In particular, UNDP has contributed to policy development and dialogue, including the incorporation of pro-poor concerns and the Millennium Development Goals into the national development strategy. National human development reports and strategic research on key issues have also been important in informing policy. Other UNDP-supported initiatives, in human security, governance and social protection, have contributed to capacity development at various levels of government.

Children in Immigrant Families in Eight Affluent Countries: Their Family, National and International Context
Among the critical knowledge gaps concerning children is a lack of systematic and validated evidence on the situation of children who have migrated with their parents. While this gap exists for virtually all countries, it is particularly striking for industrialized countries where data on children and families is otherwise generally complete. This Innocenti Research Centre (IRC) study presents internationally comparable statistics on the family contexts in industrialized countries in which different groups of immigrant and native children live. It is intended to promote a greater understanding of the situation of these children and the barriers to inclusion they may face, and to make policy recommendations. The research is complemented by a review of literature on the experiences of immigrant children outside the home: their access to social services, vulnerability, situations of conflict with the law, and inclusion and socialization in resident societies. Sources of information include national censuses, surveys and registration data as well as current literature from eight countries – Australia, France, Germany, Italy, Netherlands, Switzerland, the United Kingdom and the United States.

Human Development Report 2009: Overcoming Barriers - Human Mobility and Development
For many people around the world moving away from their home town or village can be the best – sometimes the only – option open to improve their life chances. The report explores how better policies towards mobility can enhance human development. It traces the contours of human movement – who moves where, when and why, and argues for practical measures that can improve prospects on arrival, which in turn will have large benefits both for destination communities and for places of origin. The report fixes human development firmly on the agenda of policy makers who seek the best outcomes from increasingly complex patterns of human movement worldwide.

Guidelines for Improving Data on Child Adoption Questions on whether adoption serves the best interests of children, who should be allowed to adopt, and the role of Governments in regulating such decisions, are frequent subjects of debate. Yet, despite the heightened attention to these issues, much of the information on adoption remains anecdotal. This publication is an extract from the larger report entitled Child Adoption: Trends and Policies, the first study of its kind undertaken by the Population Division of the Department of Economic and Social Affairs of the United Nations Secretariat. Guidelines for Improving Data on Child Adoption highlights some of the main findings of Child Adoption: Trends and Policies, and provides guidelines on how to improve the collection, compilation and dissemination of information on adoption.

Child Adoption: Trends and Policies Adoption is one of the oldest social institutions. Nevertheless it still raises highly emotive issues because of its fundamental implications for familial ties. This publication provides a solid foundation for furthering research on child adoption and, more specifically, on the demographic factors that shape the demand for and the availability of adoptable children. The focus of this report is on the nexus between adoption policies and trends at the national and global levels. Understanding adoption policies and their origins is all the more important today because, as adoption has become global, inconsistencies among the legal principles and traditions regarding adoption in different countries are increasingly coming to the fore.

Not There Yet: Canada’s Implementation of the General Measures of the Convention on the Rights of the Child
This case study, developed in collaboration with the UNICEF National Committee in Canada, forms a component of the Innocenti Research Centre’s (IRC) research on the implementation of the Convention on the Rights of the Child. This wider project has examined law reform and the implementation of the Convention in 62 countries. Assessment is currently underway of the progress under other General Measures of implementation of the Convention in the same countries. In-depth case studies of countries in different regions of the world provide the opportunity to illustrate good practices, lessons learned and remaining challenges within the framework of the General Measures. Canada represents an important and multifaceted case to examine as a large federal state in which responsibility for the protection of children’s rights is shared between provincial governments and the national government. The study identifies progress that has been made and gaps remaining to be filled in addressing the General Measures of implementation of the Convention in the Canadian context.

The State of the World’s Children 2010: Statistical Tables - Special Edition
On 20 November 2009, the global community celebrates the 20th anniversary of the adoption by the United Nations General Assembly of the Convention on the Rights of the Child, a unique document that sets international standards for the care, treatment and protection of all individuals below age 18. To celebrate this landmark, the United Nations Children’s Fund is dedicating a special edition of its flagship report The State of the World’s Children to examining the Convention’s evolution, progress achieved on child rights, challenges remaining, and actions to be taken to ensure that its promise becomes a reality for all children. The statistical tables presented in this volume assist in meeting the demand for timely, reliable, comparable and comprehensive data on the state of the world’s children.

While indigenous peoples make up around 370 million of the world’s population – some 5 per cent – they constitute around one-third of the world’s 900 million extremely poor rural people. Every day, indigenous communities all over the world face issues of violence and brutality. Indigenous peoples are stewards of some of the most biologically diverse areas of the globe, and their biological and cultural wealth has allowed indigenous peoples to gather a wealth of traditional knowledge which is of immense value to all humankind. The publication discusses many of the issues addressed by the Declaration on the Rights of Indigenous Peoples and is a cooperative effort of independent experts working with the Secretariat of the Permanent Forum on Indigenous Issues. It covers poverty and well-being, culture, environment, contemporary education, health, human rights, and includes a chapter on emerging issues.

Rule-of-law Tools for Post-conflict States: National Consultations on Transitional Justice
For transitional justice efforts to be effective, they must be grounded in international human rights standards. Above all, they must be human rights-based: consistently focusing on the rights and needs of victims and their families. A human rights-based approach to transitional justice demands that programmes should be designed in a context of in-depth consultation with affected communities. International human rights law requires national consultations to be undertaken. Consultation can particularly benefit the design of specific aspects of transitional justice programmes, such as determining the best formal role for victims to play, highlighting the experience of otherwise neglected victim groups. In addition, national consultations can revitalize stalled or excessively slow-moving peace processes or make it difficult for peace negotiators and other decision makers to back out of their commitments to transitional justice.

No Entry Without Strategy: Building the Rule of Law under UN Transitional Administration
For international actors seeking to consolidate peace and democracy in disrupted states, the importance of establishing the rule of law is now well-recognized. UN peace operations have struggled to ensure lasting security against violence and to build legitimate structures to redress disputes peacefully. UN actors have confronted a fundamental dilemma: if embedding the rule of law rests on complex political and social transformations regarding conflict, power and the state, can external actors make a difference? The book investigates the challenges faced by UN transitional administrations in establishing the rule of law in Cambodia, Kosovo and East Timor. In so doing, it explores conceptual understandings of the UN’s state-building agenda and speaks to broader questions about the role of external actors in disrupted states.

A Common Regulatory Language for Trade and Development Trade and Investment Guides No.10
This publication examines changes in the regulatory landscape in the member States of the United Nations Economic Commission for Europe (UNECE), including the recent trend towards “better regulation”, i.e. regulations with a greater focus on desired outcomes and more flexibility. This approach can help remove barriers to trade created by differences in national standards and technical regulations. The current volume brings together contributions and research papers prepared by some of the speakers and participants of the International Forum on “Common Regulatory Language for Global Trade”, held in June 2006, as well as by the UNECE secretariat. These contributions, which were written after the event and since updated, reflect the thinking that the Forum helped generate, which is of continued policy relevance.

This 20th anniversary edition draws attention to investing in a low-carbon economy. It illustrates global and regional trends in Foreign Direct Investment (FDI) followed by recent policy developments. Global FDI witnessed a modest, but uneven recovery in the first half of 2010. Developing and transitional economies attracted half of global FDI inflows, and invested one quarter of global FDI outflows. Overcoming barriers remains a key challenge to attract FDI for small, vulnerable and weak economies. The chapter on leveraging foreign investment for a low carbon economy describes characteristics and the scope of low-carbon foreign investment; its drivers and determinants; strategies and policy options; and sums up with global partnership to further low-carbon investment for sustainable development.

Sixty Ways the United Nations Makes a Difference
The United Nations was created more than 60 years ago to save succeeding generations from war, protect human rights, establish conditions for justice, and promote social progress and better standards of life. These fundamental objectives remain as critical as ever. At the same time, over these six decades, new challenges have emerged—from international terrorism to climate change, to the spread of infectious diseases and other threats that transcend national borders. These global problems can never be resolved by any one country acting alone. As the world’s only truly universal institution, the United Nations offers the best—if not the only—forum to galvanize global action to meet the challenges ahead. Through brief and specific examples, this brochure illustrates some of the achievements of the United Nations so far, and how it can continue its valuable work in the future, for the sake of generations to come.
