This Report seeks to support the preparations for the United Nations Conference on Sustainable Development, or Rio+20, where one of the themes will be green economy in the context of sustainable development and poverty eradication. It is authored by a panel of independent experts who examined a number of public policy options, including macroeconomic, technology, industrial and trade policies, as well as the role of the international community for promoting a widespread and equitable pursuit of a green economy transition, particularly for developing countries. By taking a structuralist approach, the authors underline that the transition to a green economy involves no less than a technological transformation, with deep impacts on production structures as well as on consumption patterns.

The Intergovernmental Panel on Climate Change (IPCC) is the leading international body for the assessment of climate change and its potential environmental and socio-economic impacts. Its Special Report on Renewable Energy Sources and Climate Change Mitigation examines the potential role of renewable energy in the mitigation of climate change for policymakers, the private sector, academic researchers and civil society. It covers six renewable energy sources — bioenergy, direct solar energy, geothermal energy, hydropower, ocean energy and wind energy — as well as their integration into present and future energy systems. It considers the environmental and social consequences associated with the deployment of these technologies, and presents strategies to overcome technical as well as non-technical obstacles to their application and diffusion.

Energy and water are crucial to development. 2011 Global Assessment Report on Disaster Risk Reduction: Revealing Risk, Redefining Development

The Global Assessment Report on Disaster Risk Reduction (GAR) is a major initiative of the UN International Strategy for Disaster Reduction (ISDR). It contributes to the achievement of the Hyogo Framework of Action through monitoring risk patterns, trends and progress in disaster risk reduction (DRR). In addition, the GAR provides strategic policy guidance to countries and the international community. The overall objective of the GAR is to increase political and economic commitment to risk reduction, as well as the effectiveness of risk reduction policies and strategies; it also offers guidance on the most effective strategies and actions to reduce risk and adapt to climate change. The 2011 GAR shaped the strategic dialogue on the DRR imperative at the international, regional and national levels, and proved an essential source document for the Third Session of the Global Platform on Disaster Risk Reduction, launched on 10 May 2011.

Healthy ecosystems provide invaluable functions and services that are essential to the marine environment and to human well-being. Unfortunately, some human activities have had an adverse impact on the structure and functioning of marine ecosystems. A multitude of stressors, such as pollution, overfishing, coastal development, invasive alien species, and climate change, have impaired the ability of these ecosystems to provide essential goods and services. This training manual focuses on the development and implementation of an ecosystem approach to the management of human activities and their impacts on the marine environment. An ecosystem approach is essentially an evolution of integrated coastal and ocean management, with a greater emphasis on ecosystem goals and objectives and their outcomes.

The United Nations Children's Fund (UNICEF) - Innocenti Research Centre (IRC) Report Card series provokes debate on child well-being in wealthy countries. This book critically explores the concept of the PWPs and questions their social protection performance in the context of chronic poverty. It reviews over 200 PWPs in eastern and southern Africa, using original research drawn from extensive field analysis, interviews and survey work, and examines case studies of six international PWPs — in India, Argentina, Ireland, Ethiopia, Indonesia and the USA. It is argued that the current PWPs approach may not look so attractive from the beneficiary's perspective.

As countries take ownership of the development agenda, enhancing sustained abilities for countries to do things for themselves takes centre stage as a critical element of development effectiveness. The United Nations Development Programme’s (UNDP's) support to this nationally-driven process plays a critical role in enhancing its leadership role in capacity development. The model applied by UNDP is, however, largely a supply-driven model which is not bolstered by adequate organizational learning and incentive systems. The evaluation recommends that UNDP continue to enhance its lead role at the international level while developing and applying a model which is nationally driven, and seek to develop increased conceptual and managerial integration within the organization consistent with the objectives of the strategic plan. Of particular importance is rigour in engaging governments in all contexts in addressing the longer term requirements of capacity development.

A growing sense of increased economic insecurity has emerged worldwide. Though many parts of the world have seen increasing prosperity in recent decades, economic progress has been accompanied by highly volatile markets, rising inequality, greater job insecurity, and weakening or non-existent social protection. Concerns about income security have been compounded by new global threats like climate change and increasingly destructive natural disasters. The global financial crisis revealed the potentially devastating risks of inadequately regulated markets. Until recently, these heightened economic risks have often been met with the response that the forces behind them are autonomous and irresistible, beyond our collective political control. This book argues that such complacency is the wrong response to increasing levels of economic insecurity. Instead, it calls for more active and integrated policy responses.

The world continues to wrestle with the dual nature of nuclear energy. The League of Nations: From Collective Security to Global Rearmament

In the wake of the First World War, at the Peace Conference at Versailles, US President Wilson called for the creation of a League of Nations for the purpose of affording mutual guarantees of political independence and territorial integrity to great and small nations alike. For the first time, conflicts between nations were a matter of global concern. Numerous key areas — social, economic and statistics, health, labour — were dealt with either directly by the League or indirectly by its specialized agencies. The League’s lifetime (1919-1947) saw the creation of bodies that would be at the origin of the International Labour Organization, the United Nations Educational, Scientific and Cultural Organization, the World Health Organization and the United Nations High Commissioner for Refugees. Their achievements were manifold and though some of them were "revived" as United Nations offices or specialized agencies after the Second World War, they were inherited from the League of Nations.

Providing humanitarian assistance amid conflict has always been a dangerous and difficult endeavour. However, over the past decade, violent attacks against aid workers — resulting in killing, kidnapping and serious injury — have tripled, reaching over 100 assaults per year. From 2005 onwards, the largest numbers of security incidents on humanitarian personnel have been concentrated in a limited number of countries representing the most difficult and volatile operating environments. Even as aid workers come under increasing attack, however, they find ways to continue delivering life-saving services and providing protection to people in need. This study documents, across different types of security contexts and risk patterns, a variety of good practices and innovative strategies that enabled humanitarians to maintain presence and ensure uninterrupted delivery of services.
