GREENING AFRICA’S INDUSTRIALIZATION

The 2016 edition of the Economic Report on Africa (ERA 2016) focuses on greening industrialization and highlights sustainable and people-centred industrialization. Given the impacts of climate change, resource scarcities and environmental degradation, measures for de-risking Africa’s development are critical. The form and pattern of Africa’s industrialization, shaped by its abundant natural resources especially water and renewable energy sources, are discussed within the scale and scope that tackles inequality and promotes inclusivity. The report employs a value chain approach in analyzing the decoupling needs of key economic sectors towards low carbon intensive economic growth in Africa. Country case studies are used in demonstrating ongoing greening activities across key sectors.

TRANSFORMATIONS FOR SUSTAINABLE DEVELOPMENT

United Nations Natural resources represent a large share of foreign direct investment (FDI) inflows to the Asia-Pacific region. Covered in this study are oil, gas, mining, hydropower, and large tract plantations such as palm oil and rubber (but not agriculture). This study provides a review of the issues, challenges, instruments and tools related to responsible business and sustainable FDI in the natural resources sector in the Asia-Pacific region. The ultimate objective of the study is to promote FDI that brings a satisfactory return on investment for the business or investor and a positive social return on investment for the host country whilst ensuring environmental sustainability.

Transformations for Sustainable Development

Promoting Environmental Sustainability in Asia and the Pacific United Nations This report underlines that the Sustainable Development Goals (SDGs) will only be achieved when key Asia-Pacific megatrends are managed in a way that creates opportunities for achieving sustainable development outcomes. It supports national and regional efforts to implement the 2030 Agenda. Regional megatrends such as urbanization, trade and economic integration and rising consumption and changing consumption patterns are already shaping the future patterns of resource use, and defining who will be the ‘winners’ and who will be the ‘losers’. It examines the critical determinants of the relationship between the economy, people and nature as targets for a fundamental transformation – social justice, resource efficiency, investment flows and economic structures. Valuing Waste, Transforming Cities United Nations ‘Valuing Waste, Transforming Cities’ provides guidance, lessons and recommendations on how to accomplish the paradigm shift from viewing waste as a problem to a valuable resource. It explores a low-cost, lowtechnology, community-based and decentralized waste-to-resource model called the ‘integrated resource recovery centre’. The publication articulates key lessons learned by ESCAP and its partners in establishing integrated resource recovery centres across cities in Asia and the Pacific since 2009. These lessons are grouped around four important areas for waste-to-resource initiatives: (i) partnerships; (ii) awareness raising and behaviour change; (iii) facilities management and operational performance; and (iv) replication and scaling up.

United Nations Human Settlements Programme The analysis of urban development of the past twenty years presented in this maiden edition of the World Cities Report shows, with compelling evidence, that there are new forms of collaboration and cooperation, planning, governance, finance and learning that can sustain positive change. The Report unequivocally demonstrates that the current urbanization model is unsustainable in many respects. It conveys a clear message that the pattern of urbanization needs to change in order to better respond to the challenges of our time, to address issues such as inequality, climate change, informality, insecurity, and the unsustainable forms of urban expansion.

Recent economic trends and the challenges posed by the global crisis reinforce the importance of implementing strategies for development as opposed to leaving the economy to market forces. Countries need a strategic compass for long-run economic development, either explicitly or implicitly. This comprises macroeconomic policies, sectoral policies (including the financial sector, trade and industrial policies), institution building in key areas and development-friendly global governance. The authors of this publication share the notion that developing countries can and should learn more from each other, as well as from their own past experience. Seven country studies contribute to this approach.

Survey of Economic and Social Developments in the Arab Region 2014-2015

In addition to conflicts and security disruptions in the Arab region, a significant fall in oil prices and their uncertain prospects have become a predominant economic concern. Nevertheless, member countries of the Gulf Cooperation Council (GCC) have continued to lead growth in the region. The present edition looks at the continued expansion of the non-oil sector as it maintains GCC economic growth. Lower oil prices have not yet negatively affected the GCC economically, although confidence has dropped with weakening stock markets and real estate transactions. Lower oil prices have benefited oil-importing Arab countries by easing their balance-of-payment and fiscal constraints.

Assessing Regional Integration in Africa VII (ARIA) Innovation, Competitiveness and Regional Integration United Nations This edition of Assessing Regional Integration in Africa (ARIA VII) examines how the three elements of regional integration, innovation and competitiveness are interlinked. It explores the prospects for harnessing them within the framework of Africa’s normative regional integration development model for structural change. Evidence shows that growth has been achieved through factor accumulation rather than through innovation. The report makes recommendations as to how regional integration may boost Africa’s capacity for innovation and competitiveness. It provides an overview of integration trends, including an analysis of data from the African Regional Integration Index.

It highlights how economic growth and productivity growth declined after the 2008 economic and financial crisis. It examines underlying trends of productivity growth and argues that the 2030 Agenda can strengthen productivity as investing in the SDGs can foster productivity growth, creating a virtuous cycle between sustainable development, productivity and development.

The Way Forward: 10 Years of Achievement 2005-2015 United Nations

The 10th anniversary of the International Committee on Global Navigation Satellite Systems (ICG) provides an opportunity to recognize the vital role that satellite technology has played in sustainable development. The United Nations Office for Outer Space Affairs, as the Executive Secretariat of the ICG, worked with Member States to enhance the compatibility and interoperability of global navigation satellite systems (GNSS) constellations so that satellite technologies remain accessible for all. This publication highlights the role of GNSS technology for the management and protection of the environment, disaster risk reduction, agriculture and food security, emergency response, improving the efficiency in surveying and mapping, and to enhance the safety and effectiveness of transportation by land, sea and air.

Preliminary Overview of the Economies of Latin America and the Caribbean

This publication highlights a regional slowdown in GDP growth. It argues that the currency depreciation seen in several countries in the region could, if sustained, increase incentives for investment in tradeable sectors other than the region’s traditional exports (commodities), while redirecting expenditure to ease pressure on the current account. Growth-supporting industrial, trade, environmental, social and labour policies that take into account the needs of small and medium-sized enterprises, could help lessen the region’s structural heterogeneity. Growth combined with greater equality would thus gain economic and social sustainability, with greater reliance from investment and exports than before. It is argued that this combination would be aided by social covenants for investment. Publication Date: May 2016 ISBN: 9789211219111

A Look at the Case of Myanmar United Nations

With the ASEAN Economic Community (AEC) coming into effect, the purpose of this publication is to serve as a resource to businesses, particularly in Myanmar and the other CLMV countries, in navigating the coming changes. Despite the numerous opportunities the AEC will provide to the private sector, most CLMV businesses will need to focus on remaining competitive domestically in a more open and regionally integrated environment. This is due to several disadvantages they face in comparison to companies from the more economically powerful countries in the region. This includes underdeveloped domestic and cross-border infrastructure, less competitive human resources, lower quality technology and equipment, and a more challenging business environment. The World Investment Report series provides the latest data and analysis foreign direct investment (FDI) and other activities of transnational corporations, as well as the policies to regulate them at the national and international levels. It aims to analyse the cross-border activities of translational corporations and related policy measures with a view to helping policymakers formulate appropriate policy responses. The special theme of the 2016 Report examines the ownership of multinational enterprises and the control of affiliates, analyzing related key and emerging policy issues. These include entry conditions for foreign investors and treatment of established investment, as well as investment promotion and facilitation.

Africa has major development aspirations in the broader context of a global and continental economic development agenda. This calls for substantial financial resources at a time when the global development finance landscape is changing, from a model centred on official development assistance and the coverage of remaining financing needs through external debt, to a framework with greater emphasis on the mobilization of domestic resources. This report examines some of the key policy issues that underlie Africa’s domestic and external debt, and provides policy guidance on the delicate balance required between financing development alternatives and overall debt sustainability.

Climate Change Resilience: an opportunity for reducing inequalities

United Nations The World Economic and Social Survey 2016 addresses the challenge of building resilience to climate change, and contributes to the debate on the implementation of the 2030 Agenda for Sustainable Development. The survey argues that the differential impact of climate hazards on people and communities is determined largely by the prevalence of multiple inequalities in respect of the access to resources and opportunities. Policies aimed at building climate resilience provide an opportunity to address the structural determinants of poverty and inequality in their multiple dimensions.

Report on the World Social Situation 2016 United Nations In adopting the 2030 Agenda for Sustainable Development, world leaders committed themselves to leaving no one behind in pursuit of the eradication of extreme poverty and protection of the planet. Galvanized by the Millennium Development Goals, the world has made progress in reducing poverty, but social exclusion persists in both developed and developing countries. This volume of the RWSS will focus on social inclusion. In particular, it will examine patterns of social exclusion and will assess whether growth and development processes have been inclusive, paying particular attention to the links between poverty and inequality trends, changes in the world of work and inclusion–or exclusion. The report highlights policy options to promote inclusive development through social and macroeconomic policies.

The State of the World’s Children 2016 A Fair Chance for Every Child

United Nations Children’s Fund The State of the World’s Children 2016, a UNICEF flagship report, argues that progress for the most disadvantaged children and families is the defining condition for delivering on the 2030 Sustainable Development Goals. Millions of children’s lives around the world are blighted for no reason other than the country, gender or circumstances into which they are born. Failure to reach them now will fuel intergenerational cycles of disadvantage that will imperil their future and the future of the world. We have a clear choice to make: Invest in accelerated progress for the children being left behind, or face the consequences of a far more divided and unfair world by 2030.

Measuring Corruption in Africa - The International Dimension Matters This 4th edition of the African Governance Report provides a critique of perception-based measurements of corruption as well as an assessment of existing alternative, mostly mixed, measures of corruption. It highlights that pure perception-based measurements are highly subjective and do not provide insights into the institutional and policy reforms needed to combat corruption and improve economic governance. They also fail to take into account the international dimension of corruption. The report argues that the problem of corruption has to be assessed and addressed in the context of overall economic governance, taking into consideration both its domestic and international dimensions.

Harnessing Science, Technology and Innovation for Inclusive and Sustainable Development in Asia and the Pacific United Nations The Study calls for governments to put in place action-orientated science, technology and innovation (STI) programmes aligned to development strategies to meet the ambitions of the Sustainable Development Goals (SDGs). It proposes a conceptual framework for STI that is bound by the principles of openness, inclusivity and collaboration, and moves the focus beyond the economic to integrate the social and environmental pillars of sustainable development. The Study concludes by recommending areas for action by Member States to create an enabling environment for STI, fully integrating the three pillars in to STI policy, and to facilitate regional STI collaboration.

The goal of this first edition of the Assessing Arab Economic Integration Report is to provide a quantitative assessment of regional economic integration efforts, and generate practical and implementable policy advice for Member States of the United Nations. This report shows that Arab countries’ abilities to unlock the potential for further intra-regional integration rely partly on their capacity to address a number of cross cutting structural features that act as facilitators and condition their performances. It makes a clear argument that economic integration is a means by which Arab countries can ensure their growth and diversification, thus bringing both individual country-level and communal regional-level benefits.

Enhancing Regional Connectivity

Towards a Regional Arrangement for the Facilitation of Cross-border Paperless Trade United Nations Current implementation of paperless trade systems in the Asia-Pacific region is limited predominately to the national level. Yet given the fact that those countries in the region that are benefiting from implementing paperless trade at domestic level, it is not difficult to see that efficiency gains will be considerably greater when the flow of trade information is facilitated across borders. This will, in turn, undoubtedly lead to major improvements in regional connectivity. This publication comprehensively assesses the current status of paperless trade in the region and beyond, elaborates on the need for having regional arrangements to facilitate cross-border paperless trade, and provides specific direction and details for putting a practical regional arrangement in place.

International Production Sharing and Exchange Rates of Asian Countries United Nations Recent years has seen a sharp increase in the trade of intermediate goods between ASEAN countries and China, reflecting the emergence of China as a regional “assembly centre and sourcing the bulk of parts and components from countries in South-East and North-East Asia in the production of final goods for export to the United States and the European Union. This expansion of trade in intermediates is closely linked to the spread of international production networks (IPNs) in Asia. The expansion raises important new analytical and policy challenges generating rapidly growing literature. This study focuses on how new patterns of production and trade influence the effects of exchange rates on international trade flows of manufactured goods, and draws attention to several ways in which IPNs have altered the nature of international production and trade.

United Nations Population dynamics can contribute to unsustainable patterns of production and consumption, and as a consequence to water scarcity that consists of the most significant environmental challenge in the Arab region. The report provides recommendations on how to improve policies and programmes addressing water scarcity and enhance resilience of populations at risk. It looks at water scarcity through a population lens in order to enable policymakers and governments to develop targeted and people-centered policies and programmes to tackle their water scarcity issues and to address its differential impact on specific population groups which might be more vulnerable to and less capable of coping with water scarcity.

United Nations This report assesses the levels and effects of exposure to ionizing radiation. The scientific findings underpin radiation risk evaluation and international protection standards. It clarifies the philosophy of science as well as the scientific knowledge for attributing observed health effects in individuals and populations to radiation exposure, and distinguishes between that and inferring risk to individuals and populations from an exposure. It reviews the latest thinking and approaches to quantifying the uncertainties in assessments of risk from radiation exposure, and illustrates these approaches with application to examples that are highly pertinent to radiation protection.

T H E L E AG U E O F N AT I O N S ’ WORK ON SOCIAL ISSUES VISIONS, ENDEAVOURS AND EXPERIMENTS

This edited volume offers a fresh look into the history of the League of Nations. It uses the League of Nations’ involvement in social issues as a unique prism for understanding the League’s development, as well as the development of interwar international relations more generally. Off the beaten path of diplomatic history, this perspective allows the authors to trace less familiar actors and unexpected alliances. It enables contributors to reassess the League’s impact on European societies, their colonial possessions, and non-European states. As such, it also marks a paradigm shift in the League’s Eurocentric historiography toward one that acknowledges its global reach.
