Made in Africa – Rules of Origin for Enhanced Intra-African Trade United Nations Conference on Trade and Development (UNCTAD) The African Continental Free Trade Area (AfCFTA) represents a historic opportunity for the continent to boost intra-African trade and accelerate structural transformation. However, this relies on a critical policy instrument: the effective implementation of preferential trade liberalization among the AfCFTA members. Whether in practice African firms will utilize tariff preferences under the AfCFTA depends on a critical factor: rules of origin (RoO) and the net benefits of complying with them. This report argues for the adoption of flexible RoO and a strengthening of institutional capacities to ensure an impartial, transparent, predictable, consistent and neutral implementation of agreed RoO.

Assessing Regional Integration in Africa IX
Next Steps for the African Continental Free Trade Area United Nations Signed by 52 African countries, the African Continental Free Trade Area (AfCFTA) is, by the number of participating countries, the largest trade agreement since the formation of the WTO. This report recognizes that it is not enough for the AfCFTA to be merely negotiated, concluded and ratified. It must also change lives, reduce poverty and contribute to economic development. For this, the AfCFTA must be effectively operationalized, but also supported with complementary measures that leverage it as a vehicle for economic development. Among the most important of the next steps is the phase II negotiations scheduled to commence on intellectual property rights, investment and competition policy in late 2019.

The Least Developed Countries Report 2019
LDC Dependence on External Development Finance and the 2030 Agenda: New Challenges for Structural Transformation? United Nations Conference on Trade and Development (UNCTAD) Least developed countries (LDCs) heavily depend on foreign aid for development financing. This has become even more challenging in recent years for two reasons. First, the Sustainable Development Goals put requirements for additional investment and spending at a much higher level, and LDCs need to mobilize and manage the corresponding financing. Second, international aid is transformed by the emergence of a large array of instruments and actors. This complex and changing landscape presents new challenges for the constrained policymaking capacities of LDC states in their quest for structural transformation.

Ending Violence Against Children by 2030 United Nations This report gathers expert analysis and draws out common findings and perspectives that demonstrate increasing cohesion in the action taken across regions to end violence against children. State of the World’s Indigenous Peoples
Implementing the United Nations Declaration on the Rights of Indigenous Peoples United Nations On 13 September 2007, the United Nations General Assembly adopted the United Nations Declaration on the Rights of Indigenous Peoples. It marked the culmination of decades of struggle among indigenous peoples for a universal framework establishing minimum standards to ensure the survival, dignity and well-being of the indigenous peoples of the world. This publication looks back at ten-plus years of the Declaration’s existence—more than ten years both of implementation and progress and of unfulfilled expectations.

The Convention on the Rights of the Child Celebrating 30 Years United Nations Thirty years ago, world leaders made a historic commitment to the world’s children by adopting the United Nations Convention on the Rights of the Child. This Convention, one of the core human rights instruments, has become the most widely ratified human rights treaty in history and has helped transform children’s lives around the world. But still not every child gets to enjoy a full childhood. Still, too many childhoods are cut short. It is up to our generation to demand that governments, businesses and communities fulfil their commitments and take action for child rights now, once and for all. They must commit to making sure every child, has every right. This book is published to commemorate this momentous anniversary.

African Governance Report V - 2018
Natural Resource Governance and Domestic Revenue Mobilization for Structural Transformation United Nations Exploitation of natural resources has dominated economic activity in Africa but the benefits have accrued only to a privileged few. The continent’s most common strategy of exporting commodities in their raw (non-valued added) form has led to disappointing results, reflected in unsustainable and noninclusive economic growth, marginal improvements in the well-being of the population, and low levels of economic diversification and transformation. This report emphasizes the need to strengthen natural resource governance institutions and frameworks to enhance domestic revenue, the promotion of economic diversification, and structural transformation.

Drivers of Illicit Financial Flows United Nations Inter-regional Crime and Justice Research Institute (UNICRI) This study offers a comparative analysis of 42 countries, examining common trends among causes leading to illicit cross-border money transfers. Its findings support existing theoretical frameworks on the key drivers of illicit financial flows. Our analysis has identified that most countries that experience large transfers to offshore bank accounts are characterized by weak regulatory systems: i.e., shortcomings in the institutional capacities to detect, monitor and prosecute illicit financial flows are the primary drivers behind tax evasion. The growing availability of macroeconomic and governance data on developing countries provides avenues for more detailed research on illicit financial flows in the future. As alternative methodologies for measuring these flows become more sophisticated, there is both a pressing need and a huge potential for the advancement of a research agenda focusing on illicit cross-border money flows.

Progress in Ensuring Adequate Access to Internationally Controlled Substances for Medical and Scientific Purposes Supplement to the Report of the Board for 2018 International Narcotics Control Board (INCB) The preamble of the Single Convention of 1961 highlights the concern of States for the health and welfare of humankind. This fundamental assertion is followed by the recognition of the medical use of narcotic drugs and their indispensable role in the relief of pain for which countries needed to ensure the availability and to make adequate provision. These principles were reaffirmed in the Convention on Psychotropic Substances of 1971 in which it was added that, while it was necessary to restrict the use of controlled substances to legitimate purposes, their availability should not have been unduly restricted. The goal of ensuring availability is still elusive in many countries where people still suffer or die in pain or do not have access to the medications they need. State of the World’s Children
Children, Food and Nutrition – Growing Well in a Changing World United Nations Children’s Fund (UNICEF) For the first time in 20 years, UNICEF’s The State of the World’s Children examines nutrition, providing a fresh perspective on a rapidly evolving challenge. Despite progress in the past two decades, around 200 million under-5s suffer from undernutrition. Adding to this toll is rising obesity, which affects 38 million children. All these forms of malnutrition threaten children’s development, while obesity is creating a lifelong legacy of disease. At the heart of this evolving challenge is a global shift towards modern diets that do not meet children’s nutritional requirements. The report provides unique data and analysis of malnutrition in the 21st century and outlines recommendations to put children’s needs at the heart of global and national food systems.

Key Statistics and Trends in International Trade 2018 International Trade Rebounds
United Nations Conference on Trade and Development (UNCTAD) This annual publication monitors the trends of international trade in goods and services in the medium term. The series is part of a larger effort by UNCTAD to analyse trade-related issues of particular importance for developing countries. The recovery in international trade in the last two years was in part due to nominal factors and in part to increase in volumes. In particular, the price of commodities regained ground and the United States dollar depreciated in real terms against a basket of currencies. Stronger global output growth and investment also played a role.

The Convention on the Rights of the Child protects the right of all children, everywhere, to be free from discrimination, violence and neglect. This means that children: • need to be treated with dignity and respect; • should be cared for, develop and be part of their communities; • have a right to an education, to express their own opinions and to participate in decisions that concern them; • and have the right to be protected against all violence and discrimination, wherever they live, regardless of their ethnic or social origin, property, disability, birth or other status.
