Public Works and Social Protection in Sub-Saharan Africa
Public Works Programmes (PWPs) are widely implemented in developing countries, often with funding from major international donor agencies. They are perceived as a ‘win-win’ policy option, providing employment to the chronically poor while also creating assets for the state, and in this way offering a welfare transfer which is also a tangible economic investment. This book critically explores the concept of the PWP and interrogates its social protection performance in the context of chronic poverty. It reviews over 200 PWPs in eastern and southern Africa using original research drawn from extensive field analysis, interviews and survey work, and examines case studies of six international PWPs – in India, Argentina, Ireland, Ethiopia, Indonesia and the USA. The author explores the function and limitations of PWPs, and argues that the current PWP approach may not look so attractive from the beneficiary perspective. This book is of interest to academics and students in economics and sociology, policy-makers and -designers, and donor officials.

Buildings and Climate Change: Summary for Decision-makers

Preliminary Overview of the Economies of Latin America and the Caribbean 2010
This publication reveals that although Latin America and Caribbean (LAC) economies are set to grow, subregional performance has been varied. The growth observed in 2010 is consolidating the recovery that the majority of the economies in the region began to experience in 2009. This growth had positive effects on employment and private consumption. However, diverse factors came together in 2010 to create a less optimistic situation for the international economy that together with diminished public spending efforts suggest a decreased dynamism in LAC in 2011. In 2009, the countries of Latin America and the Caribbean experienced the brunt of the global financial crisis on their levels of activity, so that the region experienced a decline of 1.9% of GDP. However, since the second half of the year, most countries in the region have begun a vigorous recovery that should strengthen in 2010 with a regional GDP expansion of approximately 5.2%. The factors behind a more positive performance are both external and internal in nature. Amongst the former, can be included the continued dynamism of some key Asian economies, whose sustained demand for products from this region has created important conditions for a recovery in exports, especially in the case of South America. Least Developed Countries Report 2010: Towards a New International Development Architecture for LDCs

The evaluation relied on documents, interviews with approximately 200 individuals, including beneficiaries, Somali authorities, donors, civil society, representatives of international organizations and independent observers. The evaluation found that UNDP contribution to development results in Somalia has varied considerably depending on the region where activities were implemented. The report highlights several challenges and shortcomings in programme management. It concludes that, despite these challenges, UNDP Somalia continued to seize opportunities as they emerged through the peace process and enjoy a privileged relationship with the authorities and donors.

Independent Human Rights Institutions for Children, often established as ‘Ombuds for Children’, have gained considerable importance in implementing the Convention on the Rights of the Child, and as key contributors to policy processes for child rights. Blood and Borders: The Responsibility to Protect and the Problem of the Kin State
Map lines delineating statehood can become blurred by bloodlines of nationhood. Inter-ethnic conflict and genocide have demonstrated the dangers of failing to protect people targeted by fellow citizens. When minority groups in one country are targeted for killings or ethnic cleansing based on their group identity, whose responsibility is it to protect them? The Financial and Economic Crisis of 2008-2009 and Developing Countries
This book is a collection that examines how developing countries were affected by and responded to the global economic and financial crisis. It reflects on what was learnt and on the policy agenda necessary for supporting such countries. Contributions fall into three categories: 1) general issues on the causes of the crisis and its transmission to the developing world; 2) country and regional case studies, and 3) policy recommendations. It reveals that based on the perception of the respondents in five selected countries in Asia, formal trade agreements were not considered a major driving force in strengthening international production networks (IPN). Instead, the strengthening of an IPN relies on market initiatives. In addition, the exclusion of specific industries from trade agreements resulted in the industry involved not receiving the benefits from efforts dedicated to regional liberalization. Another factor that contributes to the perception that regional trade agreements do not greatly affect the strengthening of IPNs is a firm’s scale of operations. This study relies on primary data and information collected through interviews and focus group discussions. It takes into account both primary data and statistical data from secondary sources.

Foreign Direct Investment in Latin America and the Caribbean 2009
Due to the global crisis, in 2009 FDI flows to the region shrunk by 42% with regard to the historical record set in 2008. This decrease is explained by a combination of factors: a fall in world production, prevailing uncertainty and the deceleration of growth in several countries of the region, which discouraged FDI in search of local markets. In addition, falling commodity prices in late 2008 warded off investment in the exploitation of these resources, while the recession in North America restrained investment in export platforms. The report notes that most announced FDI in manufacturing continues concentrated in low and medium-low technology intensive activities, while FDI in high-tech sectors and research and development projects is still scarce. This reveals that two decades after FDI flows were liberalized, the region still has difficulties attracting hightechnology investment and participating in high value-added links in global production chains. The report suggests policies for productive development focused on innovation and strengthening local capabilities.

Investment Policy Review: El Salvador
El Salvador made a firm strategic choice to develop as an open market economy decades ago, and it has long adopted an open attitude towards FDI. A large number of reforms have been implemented in the past decades that reflect this choice: regional economic integration has been fostered and crucial free trade agreements have been concluded, the US dollar was adopted as legal tender, competition rules have been enforced and key segments of the economy have been privatized. This strategy has allowed El Salvador to gain macroeconomic stability and attract beneficial FDI inflows. The League of Nations: From Collective Security to Global Rearmament
In the wake of the First World War, at the Peace Conference at Versailles, US President Wilson called for the creation of a League of Nations for the purpose of affording mutual guarantees of political independence and territorial integrity to great and small nations alike. For the first time in history, small countries had the possibility of playing a role in and having an influence over international relations. For the first time, conflicts between nations were a matter of global concern. Numerous key areas—social, economic and statistics, health, labour—were dealt with either directly by the League or indirectly by its specialized agencies. Haiti may well be the only country in the Americas with a last name. References to the land of the “black Jacobins” are almost always followed by the phrase “the poorest country in the Western Hemisphere”. 1. Retail and wholesale customers: Books must be returned no sooner than 90 days from date of invoice and no later than one year from date of invoice. 2. All other customers: Books must be returned within 60 days from the date of the invoice. 3. Books must be in resalable condition. 4. For full credit, a returns form must be completed and a copy of the invoice must be enclosed with returns. Returns without invoice will be credited/ refunded at 40% of the net invoice value. 5. CD-ROMs and other electronic products can be returned for replacement only. Posters or gift items cannot be returned. 6. All items must be returned at customer’s expense. To ensure receipt, all returns must be shipped via traceable means. We will not be responsible for lost shipments. 7. Books returned which are purchased from other sources will be discarded and no credit will be issued. 8. Examination Copies United Nations Publications is pleased to provide examination (review) copies of any title in our catalogue at a 50% discount off the list price and free shipping. You may purchase up to five examination copies per year at this special price. Once you have selected a publication, please write us on your institution’s letterhead stating its title, and ISBN and send your request by mail or fax to 1-717-794-3803. If you decide to adopt the title as a course textbook, a refund may be claimed for the examination copy you purchased. To request a refund, please write or fax us on your institution’s letterhead providing information on the order (quantity, date, semester) placed by your institution’s bookstore.
