ROOFTOP URBANISM Urban Ecology of the Oktapbangs in Changshin-dong, Seoul

Oktapbang, rooftop rooms, are mostly single room unit rentals of illegally converted staircase bulkheads on the rooftop of 3-5 story multifamily low-income housing buildings called “villas”. Due to the lack of affordable housing especially for the growing population of single person households, Okatapbangs have become ubiquitous throughout the low-rise residential districts of Seoul. Recent K-dramas have romanticized the Oktapbang as a transition space for young people with big dreams, with its large open rooftop terrace with glamorous views of the city. But in reality Oktapbangs are illegal housing that have barely working plumbing, leaks and no proper heating and bare minimum insulation during the winter. Renters have minimum protection against forced evictions and rent increase. In 2014 the government initiated a program to allow legalization of illegal Oktapbang construction but due to additional cost required to process additional architectural documents and surveys, the program was not successful. We investigate the urban typology and ecology of the Oktapbang to identify the problems and possibilities of rooftop housing. We propose to facilitate more single-person housing utilizing the rooftops but with construction systems that can meet basic code and living standards. We also propose federal and city grants and subsidy programs that can facilitate the owners to actively expand on a new type of rooftop housing for the city and also protect tenant rightsh. This in turn will help regenerate the commercial fabric of neighborhoods through the influx of young single person households.

URBAN STRATEGY / Process Currently, Changsin 3-dong, which is the target site, is composed mostly of low-rise residential areas, and there are lots of unauthorized illegal rooftop houses. Also, the rooftop houses are in poor condition due to the poor facilities and structure. Also the commercial facilities nearby are also lacking or have been closed for a long time. Therefore, one street of the site is selected as the rooftop activation area as a way to revitalize the urban revitalization of the area.

STEP 1 / Initiate new prototype development for rooftop housing To legalize illegal rooftop houses and fix the existing safety, hygiene, institutional and structural problems. And propose prototype of new module house concept and promote rooftop residence space. The majority of the rooftop houses are originally in the form of illegal buildings, and the rented residents are suffering from inconveniences due to lack of management. Therefore, proceed with the process of legalization of the rooftop room as a way to improve various problems in the rooftop house.

STEP 2 / Increase single-person rooftop housing stock At present, the majority of young people in one household are living in poor housing due to high rent price. One of those poor residential house is the rooftop housing. Therefore, proposing a new rooftop housing with the concept of modular house to provide the residential place according to the minimum residential space standard.

STEP 3 / Activate community spaces for single-person households The youth population will also increase with the increase in the occupancy rate of young people. And according to the demand for community space and commercial space for young people, Increase economic efficiency and value added by revitalizing low-rise commercial space that not managed and used on the first floor and changing the usage of low-rise residential buildings. Therefore, it is aimed to revitalize the new rooftop housing for young people and activate the commercial area.

The minimum housing area standard of Korea was measured based on ergonomics and housing situation. However, due to the absence of Plan layout data, proposed a module based on actual housing plan layout based on US Architectural Standard.

Propose a new housing module type to accommodate the container module size flexibly. According to the minimum housing size recommended in Architectural Standard.

URBAN STRATEGY / Master Plan Proposal of Rooftop Housing Modules

Master Plan New rooftop modular housing will activate underdeveloped commercial buildings and help regenerate low-rise residential area at street level.

The owners want to rebuild the old facilities on the rooftop housing, but they can not afford it, because of the money. Therefore, reconstruction or replacement of the new rooftop housing will legalize the unauthorized rooftop housing. It also increases the number of rooftop houses that can be rented by increasing the existing floor area ratio from 210% to 250%. Up to two storeys can be built with a combination of modules within a limit of 250%.

Changing building use

In accordance with the needs of commercial facilities and community facilities, the lower floors of multi-houses(᳋⬟᳧㋣㫄,᳋ᗧᝓ㋣㫄) on the 3rd to 4th floors of the ground are re-used as neighborhood living facilities(buildings). The first floor department is used as a commercial space, and the government subsidizes the cost of the expansion work. And Low-rise commercial facilities offers rental price at 30% less than existing rental price.
