We look now to a new political era in Congress and the BidenHarris Administration who are tasked with drafting policies that grow our small minority-owned businesses and support our collective Hispanic community, 62.5 million citizens strong in America. The USHCC along with our corporate partners, chambers of commerce, and respective constituencies is ready to collaborate and advocate for strategic policies that grow Hispanic business, place Hispanics in positions of power in both government and corporations, and provide necessary access to capital and technical assistance to revitalize the American economy. A Message from our Legislative Summit Event Chair

Dear Chamber Members & Business Leaders,

Welcome to Washington, DC! It is an honor to co-chair the United States Hispanic Chamber of Commerce’s 2023 Legislative Summit as a representative of our company. And this year, as the Vice Chair of the Board of Directors, it is even more special as we convene around a bold advocacy agenda that will highlight our membership, identify business opportunities and re-introduce the USHCC Policy Platform.

We have a record number of Hispanic Business Enterprises and Chambers coming to Washington, DC this week. I want to thank the Board of Directors, especially Board Chair Nelson Reyneri, and the entire staff, led by the unflappable President & CEO Ramiro Cavazos, for the vision, creativity, and hard work, to make this happen!

As communities of color and women continue to bear the brunt of the COVID-19 Pandemic, we are accelerating our efforts to advance pathways for economic inclusion. Message from our Board of Directors Chair & President & CEO

Dear Hispanic Business Leaders,

It is an honor to welcome you to the 2023 USHCC Legislative Summit! Thank you for being a part of America’s largest Hispanic business organization. Our theme this year is “Hispanic Business Building America’s Economy.”

Creating wealth and supporting Latino commerce is at the heart of our mission. The USHCC is a pro-business, nonpartisan organization that is dedicated to strengthening America’s 5 million Hispanic-owned businesses, that together, contribute more than $800 billion to the American economy each year.

We are proud to advocate on behalf of America’s dynamic Hispanic business community, workforce, and our national network of more than 250 Hispanic Chambers of Commerce. Before the COVID-19 pandemic’s effect on the national economy, Latino entrepreneurs were starting businesses at a rate three times faster than the national average of non-Latino entrepreneurs. Over the past 10 years, Latina entrepreneurs, specifically, have created businesses six times faster than their non-minority counterparts.

We are guided by our mission to empower our community by providing resources and adding value to our members. Our vision at the USHCC is to be the leading voice of advancing Hispanic business potential to drive our American economy. To this end, we have focused our advocacy on behalf of our Hispanic-owned businesses, Hispanic Chambers of Commerce, and Corporate Partner Members guided by “Three C’s”:

Capital – Expanding equitable access to capital through traditional and innovative partnerships, Capacity – Building capacity through programming, training, and new grant investments, and Connections – Establishing connections through matchmaking, procurement, and advocacy.

With these three strong pillars, we will solidify our collective voice as America’s largest Hispanic business organization to advocate for more equity and a seat at all decision-making tables in the U.S. Congress, the Administration, and in America’s largest corporations on behalf of our Latino community. We believe that as a nation, we must continue to expand access to capital, education, and procurement opportunities to unleash the potential of the $2.85 trillion GDP contributions Latinos make every year. Together, we will create generational wealth in our Latino community through education and entrepreneurship, and we will work to strengthen America’s economic recovery.

SENIOR EXECUTIVE CORPORATE ADVISORY BOARD (SECAB)

The Senior Executive Corporate Advisory Board (SECAB) of the United States Hispanic Chamber of Commerce is composed of a diverse ensemble of the nation’s most respected, experienced, and effective senior level executives who are active members of the USHCC through our Corporate Partner Membership Program (CPM). This advisory board assists in implementing best practices for promoting diversity and inclusion, both within a company’s structure and its auxiliary supply chains, helps raise awareness on issues impacting American businesses, assists in fundraising activities, and informs members on public policy and other issues affecting business interests in both the Hispanic Business community and Corporate America.

PROCUREMENT COUNCIL ADVISORY BOARD (PCAB)

The Procurement Council Advisory Board (PCAB) works with the United States Hispanic Chamber of Commerce, local chamber affiliates and Hispanic businesses to educate, provide guidance, and develop strategies that will advance the level of procurement opportunities for Hispanic businesses within corporations, government, prime contractors and suppliers. It ensures that best practices, policies, and programs that are developed by the Council are reflected within their organizations’ procurement practices. The Procurement Council Advisory Board is composed of members of major corporations from different industry sectors and the USHCC President and CEO. Members are individuals that have decisionmaking authority or can influence the buy of major corporations. These corporations are committed to support the mission of PCAB and actively engage in its activities and the constituency of the USHCC.

ANHEUSER-BUSCH FOUNDATION SUPPLIER READINESS BOOTCAMP

The United States Hispanic Chamber of Commerce Educational Fund (USHCCEF) and the Anheuser-Busch Foundation are excited to announce a new expanded partnership to launch a ‘Supplier Readiness Bootcamp’ that supports minority entrepreneurs in navigating the procurement and contracting process. The ‘Supplier Readiness Bootcamp’ program aims to increase supplier readiness by training Hispanic and minority suppliers on important tips and best practices to help strengthen their proposals and their opportunities. Data shows that minorities of color receive less than 2% of all contracting dollars from corporate and federal procurement opportunities.

AVANZAR

Avanzar (‘Advance’ in Spanish) is an eight-month business accelerator program designed for Hispanic small businessesowners who are ready to take their businesses to the next level. The USHCC launched this program in 2019 thanks to an investment from Wells Fargo & Company. Each Latina and Latino entrepreneur participates in courses that develop business plans, strategy, and the leadership skills they need to scale their small businesses. Course topics include building financial plans, streamlining operations, lowering expenses, marketing, leveraging social media, human resources, and obtaining access to capital.

TOYOTA

Greening Toyota’s Supply Chain Through the USHCC Green Builds Business Program seeks to offer business coaching on to their suppliers on proven green best practices. The goal is to enable business suppliers’ ability to identify, design, and implement green projects that achieve triple bottom line results of lower costs, enhanced human benefits, and reduced environmental impacts.

BANK OF AMERICA “IN HER FOOTSTEPS”

Launched in 2018 by USHCC and Bank of America, the “In Her Footsteps” podcast hosts dynamic Latina business owners who are helping drive the American economy and creating change in their communities. It provides listeners with information and resources to better run their businesses, while highlighting the contributions of the Hispanic community and Latina businesswomen. This program is proudly sponsored by Bank of America.

CHAMBER LEADERSHIP ALLIANCE

The USHCC is one of four partners of the Chamber Leadership Alliance along with the National LGBT Chamber of Commerce (NGLCC), the U.S. Black Chambers, Inc. (USBC), and the US Pan Asian American Chamber of Commerce Foundation. Together, these four organizations co-present the Chamber Leadership Development Program, which consists of virtual and in-person trainings to empower and strengthen chambers of commerce and employees.

GROW WITH GOOGLE

In partnership with the USHCC, the Grow with Google program offers free training and tools to help HBEs and entrepreneurs to grow their skills, careers, or businesses. Participants can earn Google Career Certificates and learn job-ready skills in fastgrowing fields like IT, project management, data analytics, and UX design. No experience necessary to enroll.

ELEVATE TOGETHER™

ELEVATE TOGETHER™ powered by Round It Up America® is a nonprofit initiative designed to address systemic discrimination and historical racial disparities in business growth and profitability in Hispanic and Black communities. Through a partnership with the USHCC and the National Urban League, the initiative support Hispanic and Black small businesses with five or fewer employees. The ODPCorporation (parent company to OfficeDepot and CompuCom) is the initiative’s founding partner. The USHCC and the National Urban League are the only two national profit partners leading this initiative with Office Depot.

WELLS FARGO

The USHCC has partnered with Wells Fargo to provide substantial direct funding each year to chambers across the country for programs that strengthen and foster the growth of small business communities. Multiple grants ranging from $5,000 to $15,000 are awarded to select local chambers. These funds support programs that empower female entrepreneurs, promote green energy, and advance diversity and inclusion.

COMCAST UNIVERSAL

Universal Telemundo Enterprises in partnership with the USHCC launched the “Nuestros Negocios” (“Our Businesses”) nationwide campaign under the umbrella of Telemundo’s award-winning platform “El Poder En Ti” (“The Power in You”) .The multiplatform campaign tap into Telemundo’s network, local stations, and digital and social platforms to spotlight small and medium-sized Hispanic-owned businesses impacted by the COVID-19 pandemic and promote their services to help them sustain their businesses through these challenging times.

CORPORATE PARTNER MEMBERSHIP

CPM program provides USHCC Corporate members with access to a vast array of Hispanic Business Enterprises (HBEs), from emerging small ventures to established businesses with revenues of more than 1 billion dollars. Our ability to connect USHCC Corporate members to such a broad network of HBEs is facilitated by the network we maintain with our more than 200 Hispanic chambers across the country, numerous business matchmaking events throughout the year, and our nationally renowned conferences, including the Annual Legislative Summit and the USHCC National Conference — the largest gathering of Hispanic business owners in America.

UPS UNSTOPPABLE

UPS is committed to keeping Hispanic-owned small businesses moving forward. COVID-19 has impacted small businesses across the board, and the minority and small business community has been especially hard hit. UPS has partnered with the USHCC to keep small businesses moving forward by making a donation to provide direct assistance to small businesses in need.

BUSINESS MATCHMAKING

The USHCC’s Business Matchmaking provides a unique forum for Hispanic Business Enterprises (HBEs) to connect with procurement officers from federal agencies and Fortune 500 companies, representing hundreds of millions of dollars in business opportunities. Last year, this event resulted in 4,000 unique appointments. These meetings provide an opportunity for buyers and sellers to discuss specific projects and capabilities. Small businesses or “sellers” must preregister for the event using individual North American Industry Classification System (NAICS) codes or business categories. Each meeting lasts approximately 15 minutes., and all meetings are scheduled on a first come, first served basis.

Google for Startups supports inspiring, diverse founders across the US with capital, community, and products to help them grow.

Over the past three years, Google for Startups has provided $20M in cash awards and support for promising entrepreneurs through its Black and Latino Founders Funds. These investments have created a halo effect by helping founders raise over $190M in venture capital in the US.

The Latino Founders Fund has been huge for my startup. To be a part of a supportive community of inspiring fellow Latino entrepreneurs has been amazing and the visibility we received after being backed by Google helped us raise our $3 million dollar seed round.

GRUBHUB

Local restaurants need delivery and pickup orders now more than ever. The USHCC Educational Fund is proud to join forces with the Grubhub Community Relief Fund. Customers can donate their change to the Grubhub Community Relief Fund at checkout. Donations go to charitable organizations supporting local restaurants and drivers impacted by COVID-19.

HISPANIC BUSINESS ENTERPRISE

Two-thirds of American jobs are created by small businesses. Hispanic enterprises are leading this critical growth;, starting new ventures at a rate three times the national average. The Hispanic Business Enterprise (HBE) program provides a national platform for Hispanic-owned companies that have scaled and grown beyond the scope of local chambers of commerce. In addition to advocating on behalf of HBEs on Capitol Hill and across the country, the USHCC equips members with resources and knowledge to grow their business by raising awareness about procurement opportunities and introducing them to a broad network of decision makers in the public and private sectors.

LYFT

The USHCC received two grants to provide vaccine access codes through Lyft through our chamber network, targeting specific high-risk COVID cities. Consumers could request up to 4four round-trip codes, to allow for rides to and from each of their vaccine dose appointments as well as booster appointments.

SBA COMMUNITY NAVIGATOR PROGRAM

On October 2021, the USHCC was awarded a $5 million Community Navigator Pilot Program grant by the U.S. Small Business Administration (SBA). The USHCC was selected from a pool of more than 5,000 applicants, as one of eight National Tier One awardees for the highly competitive program. The program supports small businesses in historically underserved communities, collaborates with local economic development groups, activates community resource partners, and works with states and local municipalities to amplify and create new accessible resources.

VERIZON SMALL BUSINESS DIGITAL READY PROGRAM

The United States Hispanic Chamber of Commerce (USHCC) announced its plan to help bring a new online curriculum to small businesses across the nation: Verizon Small Business Digital Ready. In partnership with Next Street and Local Initiatives Support Corp (LISC), the Verizon Small Business Digital Ready online curriculum is designed to give small businesses the tools they need to thrive in today’s digital economy, including access to personalized learning plans, coaching from experts and networking opportunities with diverse, industry-specific businesses.

More than 100,000 small businesses closed due to the pandemic, with a disproportionate impact on Latinx and black-owned small businesses. Verizon Small Business Digital Ready offers businesses support, aiming to enable digital readiness and drive digital transformation through a customized curriculum that accounts for industry, size and interests. The USHCC is proud to be working with Verizon to reach those businesses most in need of support within the nation.
