Innovation in Healthcare Technology As Russia’s population ages, developments in medical and pharmaceutical technologies will become increasingly important. Can Russia support the development of its domestic pharmaceutical and medical technologies industries without import substitution policies? Are intellectual property protections, particularly concerning data exclusivity, sufficient to encourage investment in innovative breakthroughs in the sector? How can regulators improve the incentives for innovation in new, more costly technologies, such as biologics? Leading medical technology and pharmaceutical experts as well as regulatory officials will discuss these and other questions. Preparing the Next Generation of Innovative Thinkers Recognizing the invaluable role the private sector can play in the formation of the next generation of innovative thinkers, this panel will explore thriving partnerships between business and universities in Russia and the United States. Panelists will explore current trends in the labor market and federal funding programs for higher education in Russia as well as examples in both countries of how business incubators, tech transfer centers, in‐house corporate training programs and R&D contracts strengthen local and regional development. A new study that evaluates business partnerships with universities and the preparedness of university graduates for work in innovative workplaces will serve as a springboard for this discussion. Igor Agamirzian Chairman and Chief Executive Officer Russian Venture Company Igor Agamirzian has been the Chairman and CEO of the Russian Venture Company since May 2009. Under his leadership, the company has adopted a development plan aimed at increasing its investments twofold in 2010. Before coming to RVC, Mr. Agamirzian was the General Director of the Software Development Corporation in St. Petersburg from 2007 to 2009. Prior to that position, he was Director of Science and Technology Strategy at Microsoft Russia, where he served as an adviser to the president and led programs on education and work with governmental institutions. He is well known for his promotion of Russian technology abroad, and was the author of the first history of programming in the USSR. Victoria Anashkina General Manager Amgen Russia Victoria Anashkina has been in charge of the Russian office of Amgen since 2006. She began her career in the pharmaceutical industry in 1993 as a medical representative. Before that, Dr. Anashkina held various management positions at Zeneca Pharmaceuticals, AstraZeneca UK Ltd., and Polpharmak, mainly in the marketing, business development and general management fields. Dr. Anashkina holds an M.D. and has a diploma from the Chartered Institute of Marketing in the United Kingdom, in addition to a degree in Organizational Psychology from INSEAD in France. John R. Beyrle U.S. Ambassador to the Russian Federation John R. Beyrle was confirmed as U.S. Ambassador to Russia in June 2008. Previously, he was Ambassador to Bulgaria from 2005 to 2008. A career officer in the Senior Foreign Service with the rank of Minister‐Counselor, Ambassador Beyrle has held policy positions and foreign assignments with an emphasis on U.S. relations with Central and Eastern Europe, Russia and the USSR since joining the State Department in 1983. Ambassador Beyrle’s overseas service has included two previous tours at the U.S. Embassy in Moscow, including as Deputy Chief of Mission. Other overseas assignments include Counselor for Political and Economic Affairs at the U.S. Embassy in the Czech Republic and member of the U.S. Delegation to the CFE Negotiations in Vienna. Washington assignments include Acting Special Adviser to the Secretary of State for the New Independent States and Director for Russian, Ukrainian and Eurasian Affairs at the National Security Council. Ambassador Beyrle served as a staff officer to Secretaries of State George Shultz and James Baker, and as a Pearson Fellow and foreign policy adviser to the late Senator Paul Simon. Ambassador Beyrle received a B.A. from Grand Valley State University and an M.S. from the National War College, where he later taught as a Visiting Professor of National Security Studies.


Mikhail Yakovlevich Blinkin Director of Research Programs Transport and Road Engineering Scientific Research Institute Mikhail Y. Blinkin is the Director of Research Programs at the Transport and Road Engineering Scientific Research Institute in Moscow. He has been responsible for numerous major projects in urban and transportation planning for both governmental and public initiatives and has presented reports to the State Duma as well as international and Russian forums on urban and transportation planning, institutional economics, traffic engineering, and road safety. Dr. Blinkin’s main research interests include transportation policy, urban planning, the mathematical theory of traffic flow, and the economic and institutional problems of the transportation sector. He has authored more than 250 scientific articles and is one of the most published and cited Russian experts in the field of transportation. Dr. Blinkin received his M.S. in Mathematics from Moscow State University and his Ph.D. in Operational Research. Elizabeth Buse Group Executive, International Visa Inc. Elizabeth Buse is the Group Executive, International for Visa Inc., with responsibility for overseeing Visa’s global sales and client service functions across Asia‐Pacific, Central Europe, the Middle East, and Africa — Visa’s fastest‐growing geographies. Previously, Ms. Buse was the Global Head of Product for Visa Inc., leading all aspects of product strategy, development and growth. Prior to this role, she was Executive Vice President of Product Development and Management for Visa USA, where she was responsible for the product development cycle — research, product innovation, new product development, and product deployment — and for managing Visa USA’s consumer, small business and commercial products. Before joining Visa USA in 1998, she served as Vice President of Strategic Initiatives for the electronic funds division of First Data Corporation (FDC) and was a Senior Engagement Manager at Windermere Associates. Ms. Buse received her B.A. in Spanish Linguistics from the University of California, Los Angeles and her M.B.A. from the Haas School at the University of California, Berkeley.


Gail H. Cassell Vice President, Scientific Affairs; Distinguished Lilly Research Scholar for Infectious Diseases Eli Lilly and Company Gail H. Cassell is Vice President for Scientific Affairs and Distinguished Lilly Research Scholar for Infectious Diseases at Eli Lilly and Company. She joined the company in 1997 as the Vice President for Infectious Diseases Research and Clinical Development. Dr. Cassell is a Professor in the Comparative Medicine and Pediatrics departments of the University of Alabama at Birmingham, where she is also the Director of the Mycoplasma Diagnostic Laboratory and a Senior Scientist in the Center for AIDS Research, the Cystic Fibrosis Center, and the Multipurpose Arthritis Center. Dr. Cassell joined the faculty of the University of Alabama in Birmingham in 1973, and has taught at the Massachusetts Institute of Technology and the University of Bordeaux, France as a visiting professor. Dr. Cassell holds a Bachelor’s degree in Bacteriology from the University of Alabama in Tuscaloosa and M.S. and Ph.D. degrees in Microbiology from the University of Alabama in Birmingham. Anatoly Chubays Chairman and Chief Executive Officer RUSNANO Anatoly Chubays has been the Chairman and CEO of the Russian Corporation of Nanotechnologies (RUSNANO) since 2008. Previously, he was Chairman of the Board of Directors of RAO Unified Energy System of Russia from 1998 until the completion of the energy monopoly’s restructuring in 2008. From 1997 to 1998, Mr. Chubays was First Deputy Prime Minister and Minister of Finance of the Russian Federation. He was also a member of the Duma and Chief of Staff under then‐President Boris Yeltsin. In 1992, he was appointed First Deputy Prime Minister for Economic and Financial Policy, where he developed Russia’s privatization program and oversaw its technical preparation. Mr. Chubays holds a degree in Engineering from the Palmiro Togliatti Leningrad Institute of Engineering and Economics and a degree from the Moscow Energy Engineering Institute for Problems of Contemporary Energy Generation. James F. Collins Co‐Chairman of the Board U.S. Russia Foundation for Economic Advancement and the Rule of Law Ambassador James F. Collins is Co‐Chairman of the Board of the U.S. Russia Foundation and Director of the Russia and Eurasia Program of the Carnegie Endowment for International Peace. He is an expert on the former Soviet Union, its successor states, and the Middle East. Prior to joining the Carnegie Endowment, he served as Senior Advisor at the public law and policy practice group Akin, Gump, Strauss, Hauer & Feld, L.L.P. Ambassador Collins was the U.S. Ambassador to the Russian Federation from 1997 to 2001. Before his appointment as Ambassador to Russia, he served as Ambassador‐at‐Large and Special Advisor to the Secretary of State for the New Independent States in the mid 1990s and as Deputy Chief of Mission and Charge d'Affaires at the U.S. Embassy –


Moscow from 1990 to 1993. In addition to three diplomatic postings in Moscow, he also held positions in the U.S. Embassy in Amman, Jordan, and the Consulate General in Izmir, Turkey. Ambassador Collins holds a B.A. from Harvard University and an M.A. from Indiana University. Marthin De Beer Senior Vice President of the Emerging Technologies Group Cisco Systems, Inc. Marthin De Beer is Senior Vice President of the Emerging Technologies Group at Cisco Systems. Mr. De Beer formed this group over two years ago and is responsible for cultivating a steady stream of new businesses that can create $1 billion worth of revenue and take Cisco into new adjacent markets. Within this team and under his leadership, he has led the development of Cisco TelePresence, Digital Media Systems, Linksys One, IP Video Surveillance, and Cisco IPICs. Previously, Mr. De Beer was responsible for Cisco’s Global Enterprise IP Communications solutions and led the introduction of Cisco’s Architecture for Voice, Video and Integrated Data solution (now Cisco Unified Communications). He played a key role in taking Cisco’s IP communications business from inception to a large profitable business. Mr. De Beer has been at Cisco for 13 years, directing key platforms such as the Cisco Catalyst switching platforms and Cisco IP telephony and VoIP systems. Mr. De Beer holds a Bachelor’s degree in Engineering from the University of Pretoria, South Africa.

Arkady Vladimirovich Dvorkovich Aide to the President of the Russian Federation Arkady V. Dvorkovich is an Aide to the President of the Russian Federation and Russia’s Sherpa to the G8. In addition, he is Chairman of the Supervisory Board of the Russian Chess Federation. Prior to his current position, he was Head of the Presidential Experts’ Directorate of the Presidential Executive Office from 2004 to 2008 and was Deputy Minister of Economic Development and Trade from 2001 to 2004. Mr. Dvorkovich was an Expert in the Strategic Development Center and Adviser to then‐ Minister of Economic Development and Trade German Gref from 2000 to 2001 and was Adviser and then Head of the Economic Expert Group of Russia’s Ministry of Finance from 1995 to 2000. Mr. Dvorkovich holds a degree in Economic Cybernetics from Moscow State University as well as a degree from the New Economic School (Moscow). He holds a Master’s degree in Economics from Duke University.


Dorothy Dwoskin Senior Director, Global Trade Policy and Strategy Microsoft Corporation Dorothy Dwoskin is Senior Director for Global Trade Policy and Strategy at Microsoft. She is an experienced international trade negotiator and expert in trade policy and is responsible for leading the company’s policy efforts to promote open markets and fair trade in software and services, collaborating with government agencies, Congress, international organizations, and foreign governments. Ms. Dwoskin previously served as the Assistant U.S. Trade Representative for the World Trade Organization (WTO) and Multilateral Affairs at the Office of the U.S. Trade Representative (USTR). She was also the senior career official responsible for the Doha Development Agenda (DDA) negotiations and the Uruguay Round of GATT negotiations. She served as lead U.S negotiator on a variety of trade policy issues in the WTO, APEC and OECD, including the Information Technology Agreement (ITA). She led teams resulting in successful bilateral WTO market access agreements and multilateral accession negotiations with Russia and the Ukraine, and concluded membership negotiations for the accession of Vietnam and Saudi Arabia to the WTO, among others. Ms. Dwoskin graduated from the School of International Service at American University. C. Cato Ealy Senior Vice President of Corporate Development International Paper C. Cato Ealy is Senior Vice President of Corporate Development for International Paper. In this position, Mr. Ealy is responsible for the company’s domestic and foreign acquisition and divestiture programs. He is also a Director of ILIM Holding, S.A., International Paper’s 50/50 joint venture in Russia. Mr. Ealy joined International Paper in April 1992 as Director of Corporate Development and was named Vice President in 1996 before being promoted to his current position in 2003. Prior to joining International Paper, Ealy was a Director at Charterhouse Inc., and was Vice President of Mergers and Acquisitions at PaineWebber Inc. Mr. Ealy holds a Bachelor’s degree in Economics from Yale University and a Master’s degree in Management from the Massachusetts Institute of Technology’s Sloan School of Management. Piotr Galitzine Chairman TMK IPSCO Piotr Galitzine is the Chairman of TMK IPSCO and Deputy General Director of the American Division and Business Development at OAO TMK. Prior to his current position, he was General Director of ZAO BASF and Moscow Chief Representative of BASF AG from 2004 to 2008. He has also served as Director General of Galitzine Consulting Ltd., and Chief Representative in Russia and the CIS for Mannesmann AG. Mr. Galitzine has worked with such companies as Federated International Management Ltd., Michelman SNC, Cochlea, Dialight Corp./North American Philips, Avitech Corp., and Hydrotechnic Corp. His area of management expertise covers international technological and trade transfer and a multicultural approach to the challenges of global business.


Mr. Galitzine earned his B.S. in Mechanical Engineering from the Massachusetts Institute of Technology and his M.B.A. from New York University. Michael Gann Senior Director of Global Healthcare, World Ahead Program Intel Corporation Michael Gann is currently Senior Director for the Global Healthcare Segment within Intel’s World Ahead Program. In this capacity, he is responsible for developing global business strategies, sales campaigns and partnerships with the healthcare ecosystem to improve the quality and cost of and access to healthcare. Mr. Gann is also responsible for leading Intel’s strategic efforts for improving the access to healthcare within developing nations. In his previous role, Mr. Gann was the Director for High Performance Computing and Life Sciences within Intel’s Sales & Marketing Group. His group was responsible for working with strategic partners and tipping point accounts to accelerate the adoption of Intel‐based systems. Prior to his employment with Intel, Mr. Gann worked for Oracle Corporation and Chevron‐Texaco Corporation in business consulting, technical marketing and process engineering. Mr. Gann holds a Bachelor’s degree in Chemical Engineering from Oregon State University and an M.B.A. from the University of Oregon. Evgeny Gavrilenkov Managing Director; Chief Economist Troika Dialog Group Evgeny Gavrilenkov is Managing Director and Chief Economist at Troika Dialog Group. Before joining Troika Dialog in 2002, Dr. Gavrilenkov worked at the RF Bureau of Economic Analysis, where he served as Deputy Director General and Acting Director General. Simultaneously, he was a Scholar in Residence at the Carnegie Moscow Center and served at the Higher School of Economics (HSE) as Pro‐Rector and Director of the Institute of Macroeconomic Research and Forecasting. In 1997, Dr. Gavrilenkov created and was Editor‐in‐Chief of the HSE Economic Journal. Between 1992 and 1996, he worked at the Center for Economic Analysis, a government think‐tank, first as Head of Department, then Deputy Director and Acting Director. In the mid 1990s, Dr. Gavrilenkov was a guest professor several times at Hitotsubashi University, Japan, and a visiting researcher at the Economic Research Institute (run by the government of Japan). He has also been a guest researcher at the Bank of Finland, a visiting professor at the Sorbonne Pantheon University in Paris and a visiting researcher at the International Monetary Fund (1994 and 2001). Dr. Gavrilenkov holds a degree in Mathematics from the Moscow Aviation Institute and a Ph.D. in Economics.


Karl Johansson Managing Partner, CIS Ernst & Young Karl Johansson is the Managing Partner, CIS at Ernst & Young in Moscow. Previously, he was Regional Partner for Eastern Europe, including the CIS, in Vienna and was Managing Partner of Ernst & Young CIS based in Moscow from 1995 to 2000. Mr. Johansson has served as Global Vice Chair of Tax and member of the Global Practice Council, and he has also worked in China to assist in the development and expansion of Ernst & Young China, serving as COO of the Tax Practice and member of the Management Committee. Mr. Johansson joined Ernst & Young in 1975 and became the Partner in charge of tax for the Minneapolis office in 1985. He coordinated the combination of the Arthur Andersen/Ernst & Young practices in the CIS, Eastern Europe, Baltics, Nordic countries, and the Middle East and has significant experience in serving multinational accounts and the senior executives of these accounts. He has coordinated international tax engagements, mergers and acquisitions and due diligence projects in key global markets. Mr. Johansson has coordinated the Foreign Investment Advisory Council to the Russian government and advised senior members of the Russian government on issues affecting foreign investments. He has been a member of the Emerging Europe Business Council and Corporate Governance Task Force of the World Economic Forum, and other advisory groups in the CIS and Eastern Europe. Mr. Johansson holds a B.A. from the University of Minnesota and a law degree from the University of Pennsylvania. Richard H. Jones Deputy Executive Director International Energy Agency Richard H. Jones took up his duties as Deputy Executive Director of the International Energy Agency in October 2008. Ambassador Jones, a former American diplomat, brings to the IEA more than 30 years of diplomatic and policy experience on issues ranging from Middle East politics to trade negotiations and energy security. After a rapid rise through the ranks of the U.S. Foreign Service, he served as the U.S. Ambassador to four countries: Israel (2005‐2008), Kuwait (2001‐2004), Kazakhstan (1998‐2001) and Lebanon (1996‐1998). Ambassador Jones also acted as the U.S. Secretary of State’s Senior Advisor and Coordinator for Iraq Policy from February‐August 2005. During his diplomatic career, Ambassador Jones gained a wide range of policy experience in energy policy. As Ambassador in Kuwait, he held discussions with international oil companies and with the Minister of Petroleum on production‐sharing proposals. In Kazakhstan, he was the key liaison between the U.S. government and the Presidency on the Baku‐Tbilisi‐Ceyhan pipeline and other critical energy issues. Ambassador Jones holds a Bachelor’s degree in Mathematics from Harvey Mudd College and M.S. and Ph.D. degrees in Business/Statistics from the University of Wisconsin.


Sergey Ivanovich Kislyak Ambassador of the Russian Federation to the United States Sergey I. Kislyak, a career diplomat, was appointed as Ambassador to the U.S. in 2008 after having served as Deputy Minister of Foreign Affairs from 2003 through 2008. In that capacity, he led the Russian delegation at the six‐party denuclearization talks with Iran and talks with the United States over the missile defense program in Europe. From 1998 to 2003, he was posted in Belgium serving simultaneously as Russia’s Ambassador to Belgium and as Permanent Representative of Russia to NATO. Ambassador Kislyak headed the Foreign Ministry’s Security and Disarmament department from 1995‐ 1998, and, prior to that, he held other senior posts at the Ministry of Foreign Affairs of Russia/USSR. Ambassador Kislyak graduated from the Moscow Engineering Physics Institute and from the USSR Academy of Foreign Trade. Klaus Kleinfeld Chairman and Chief Executive Officer Alcoa Dr. Klaus Kleinfeld is Chairman and Chief Executive Officer of Alcoa, a position he has held since May 2008. Prior to this post, he was President and Chief Operating Officer of Alcoa from 2007 to 2008. Before joining Alcoa, Dr. Kleinfeld was the President and Chief Executive Officer of Siemens AG, a global electronics and industrial conglomerate, from January 2005 to June 2007. He served as Deputy Chairman of the Managing Board and Executive Vice President of Siemens AG from 2004 to 2005 and was President and Chief Executive Officer of Siemens Corporation, the U.S. arm of Siemens AG, from 2002 to 2004. Prior to his U.S. assignment, Dr. Kleinfeld was Executive Vice President and a member of the Executive Board of the Siemens AG Medical Engineering Group in Germany from January to December 2000. Mr. Kleinfeld holds an M.B.A. and a Ph.D. in Strategic Management. Andrei Vadimovich Kortunov President New Eurasia Foundation Andrei V. Kortunov is the President of the New Eurasia Foundation in Moscow, Russia, as well as the President of the Information Scholarship Education Center (ISE) and a member of the Educational Board of the Open Society Institute. Mr. Kortunov previously served as Deputy Director of the Institute for U.S. and Canadian Studies, where he was also Head of the Foreign Policy Department. In the late 1990s and early 2000s, he served as an advisor on the Committee on International Relations of the Russian State Duma. In the early 1990s, Mr. Kortunov was Head of the Moscow Public Science Foundation. Mr. Kortunov’s teaching experience includes the design and conduct of specialized courses tailored to different academic levels and audiences at several U.S. and Russian universities, including the University


of California (Berkeley), University of Miami and the Moscow State Institute of International Relations (MGIMO). Mr. Kortunov holds a degree in history from the Moscow State Institute of International Relations. Igor Viktorovich Kosov General Director OAO Special Economic Zones Igor V. Kosov is the General Director of OAO Special Economic Zones. Prior to his current position, he was the Director of Investment Banking at the international financial group ING, where he oversaw the largest international and Russian clients. Mr. Kosov has 15 years of experience managing development projects for large private, public and government companies. Mr. Kosov holds degrees in Economics from the Russian University of Peoples’ Friendship and studied financial management at Calvin College. Sergey Kravchenko President Boeing Russia/CIS Sergey Kravchenko was named Vice President of Boeing International and President of Boeing‐Russia in August 2002. He is responsible for leading all Boeing business activities in Russia, Ukraine, Kazakhstan, Uzbekistan, and other countries within the Commonwealth of Independent States (CIS), and directing a country team comprised of business unit leaders from each sector of the company. Prior to this appointment, Dr. Kravchenko was the Boeing Commercial Airplanes (BCA) Vice President of Cooperative Programs and Business Development for Russia/CIS. In this role, he coordinated and directed BCA strategy development, industry participation, technology design, commercial aviation services, and new business development programs. Dr. Kravchenko also served as the Director of international engineering cooperation programs in Russia. He managed the Boeing Technology and Design Centers in Moscow, which now consist of more than 750 engineers and scientists working for Boeing at seven different sites in the Russian Federation. Before he joined Boeing in 1992, Dr. Kravchenko worked as a Professor and as the Lead Scientist of the Russian Academy of Sciences. He also taught in Moscow and worked as a research consultant in Europe, the United States and Asia. Dr. Kravchenko holds two Ph.D.s in Applied Mechanics and Mechanical Engineering. Peter N. Loukianoff Managing Partner Almaz Capital Partners Peter Loukianoff is Co‐Founder and Managing Partner of Almaz Capital Partners, a venture capital firm focused on Russian‐related technology investments. Prior to establishing Almaz, he was a partner at Alloy Ventures from 2001 to 2008 and was on the founding teams of Autonomy, Inc. (US), a pioneer in Internet search, and Ubiquinet, Inc., a location‐based services and software company.


Mr. Loukianoff was one of the first Americans to establish joint ventures with prominent Russian scientific institutions, including the Kurchatov Institute, Troitsk Triniti Research Center and the Russian Academy of Sciences. These joint ventures served to facilitate technology‐licensing arrangements with U.S. companies, such as Apple, Sun Microsystems and General Atomics. He is a co‐inventor of several patented mobile messaging technologies that are enabling a new and exciting market in voice and visual mobile advertising. Mr. Loukianoff earned a B.S. in Engineering and an M.B.A. and from the University of California, Berkeley. Mikhail Margelov Chairman, Committee on Foreign Affairs Federation Council of the Russian Federation Mikhail Margelov is Chairman of the Committee on Foreign Affairs of the Federation Council of the Russian Federation, as well as the Chairman of the European Democrat group of the Parliamentary Assembly of the Council of Europe. He was re‐elected to the Federation Council to represent Pskov in December 2004. Prior to his service in the Federation Council, Mr. Margelov served as a consultant to President Vladimir Putin’s electoral headquarters in 2000, and was Director of the Russian Information Center (Rosinformcentr) from its creation in October 1999 until 2000. From May 1998 to September 1999, he was a Manager at RIA‐Novosti. Mr. Margelov was Head of the Public Relations Department of the Presidential Administration from 1996 to 1999, after having served as Chief Coordinator for Advertising during President Boris Yeltsin’s 1996 re‐election campaign. In 1995, Mr. Margelov was a Project Director at Video International Group, overseeing the publicity campaigns of Grigory Yavlinsky and the Yabloko party. Mr. Margelov is a graduate of the Institute of Asian and African Countries, which is affiliated with Moscow State University. Vladimir Milov President Institute for Energy Policy Vladimir Milov is the President of the Institute for Energy Policy, an independent Russian energy policy think tank. Prior to joining the Institute in 2002, he was Deputy Minister of Energy of the Russian Federation. Mr. Milov joined the Ministry of Energy in 2001 as an advisor to the Minister of Energy and headed an expert team within the Moscow‐based Center for Strategic Research (CSR), a government‐ linked economic think tank that was responsible for the development of strategic economic programs under the Mikhail Kasyanov government. At CSR, Mr. Milov was responsible for the design of Russian power sector reform legislation, which was adopted in 2003. From 1999 to 2001, he headed the Economic Analysis Department of the Federal Energy Commission of Russia, which he joined in 1997. Mr. Milov is a co‐author of Russian state gas, electricity and railway sector reform programs, Russian energy and transport strategies, and subsoil regulation legislation.


Rod Nelson Vice President, Communications Schlumberger Limited Rod Nelson is Vice President of Communications for Schlumberger Limited, as well as Vice President of Innovation and Collaboration. In these positions, he is responsible for all internal and external communications and identifies external technologies and innovations applicable to the oil and gas industry. He joined Schlumberger as a wireline field engineer in 1980. Mr. Nelson serves on a number of joint industry steering committees and boards, including the corporate advisory boards of the American Association of Petroleum Geologists and the Advanced Energy Consortium. He led the technology task group for the 2007 landmark National Petroleum Council’s global oil and gas study “Facing the Hard Truths about Energy”. Alexander Valentinovich Novak Deputy Minister Ministry of Finance of the Russian Federation Alexander V. Novak has been Deputy Minister of Finance of the Russian Federation since September 2008. In this role, Mr. Novak coordinates and oversees funding issues for different sectors of Russia’s economy and organizes discussions among federal agencies that are administered by the Ministry of Finance. Prior to joining the Ministry of Finance, Mr. Novak served in the Krasnoyarsk Territory Administration from 2002 to 2008, first as Head of the Main Financial Agency, than as Deputy Governor, First Deputy Governor, and, finally, Prime Minister of Krasnoyarsk Territory. From 2000 to 2002, Mr. Novak served in the Norilsk City Administration, where he was Deputy Mayor for Financial and Economic Affairs and then First Deputy Mayor. Steven Parker heads up Visa’s businesses in Russia, CIS and South‐Eastern Europe. His responsibilities include all business development, client management, government and regulatory relationships and overall direction of Visa’s business in the 19 markets across this diverse geography. Mr. Parker joined Visa in 2006, leading the Central Europe, Middle East and Africa (CEMEA) Marketing and Products division, which covered all brand marketing, sponsorship, product development, and innovation and merchant acceptance activities. His recent roles have also included management of all Business Development functions for CEMEA and General Manager for the Sub‐Saharan Africa region. Before Visa, Mr. Parker was with the Royal Bank of Scotland, where he was Head of Operations and Planning for the Direct Sales division. His career has spanned a variety of organizations from HSBC and Standard Chartered to Booz & Co. (strategy consultants) and Holiday Inn (hotels). Prior to this position, he was Managing Director of Chevron Nigeria Ltd., one of Nigeria’s leading petroleum exploration and production companies. Lucian Pugliaresi President Energy Policy Research Foundation (EPRINC) Lucian Pugliaresi has been President of the Energy Policy Research Foundation (EPRINC) since 2007 and managed the transfer of the organization from New York to Washington, DC. He previously served on the Board of Trustees of EPRINC (previously named PIRINC) before taking over the presidency. Since leaving government service in 1989, Mr. Pugliaresi has worked as a consultant on a wide range of domestic and international petroleum issues. He has served in a number of government posts, including the National Security Council, Departments of State, Energy and Interior, and the Environmental Protection Agency. Dana Rohrabacher Member, Foreign Affairs Committee; Ranking Member, Subcommittee on International Organizations, Human Rights and Oversight U.S. House of Representatives Currently serving his eleventh term in Congress, Dana Rohrabacher represents California’s 46th District. Charles E. Ryan Chairman UFG Asset Management Charles Ryan is Chairman of UFG Asset Management, a position he has held since 2008. Prior to this role, he was Chairman of Deutsche Bank in Russia after having served as Chief Country Officer and CEO of Deutsche Bank Group in Russia, a position he held for three years. Mr. Ryan founded United Financial Group in 1994, an independent Russian investment bank in Moscow, which was later acquired by Deutsche Bank in 2006. From 1991 to 1994, he was an Associate and Principal Banker with the European Bank for Reconstruction and Development in London, where he played a crucial role in the city of St. Petersburg’s privatization program for industry and real estate. Mr. Ryan began his professional career in 1989 with CS First Boston, where he was a Financial Analyst. Mr. Ryan holds a degree in Government from Harvard College. Nikolay Savchuk President and Chief Executive Officer ChemDiv, Inc. Nikolay Savchuk is President and CEO of ChemDiv, Inc., Director and Managing Partner of Torrey Pines Investment, Chairman of the Chemical Diversity Research Institute (Moscow), Chairman of Viriom, and Director and Member of the Board of ChemRar (Moscow). Prior to this position, he was President of BP Azerbaijan, based in Baku from 2006 to 2009 and was CEO of BP Angola from 2004 to 2006. After the Amoco and ARCO acquisitions, Mr. Schrader ran BP’s upstream businesses in Indonesia and served as Associate Country President. In 1996, he was appointed leader of the Forties field in the UK North Sea in BP’s Upstream Division. Mr. Schrader was General Manager for BP’s Marine Fuels business from 1994 to 1996 and Production Manager at BP’s Ferndale Refinery in Washington state from 1991 to 1994. He began his career with BP in 1980 as a chemical engineer, working in operations, business development and marketing for BP’s petrochemical business in the U.S. and UK. The Honorable Arnold Schwarzenegger Governor State of California Arnold Schwarzenegger is the 38th Governor of California, a position to which he was first elected in 2003. He was Head of the Federal Agency for Culture and Cinematography from 2004 to 2008 after having served as Minister of Culture from 2000 to 2004. Mr. Shvydkoi was Editor‐in‐Chief and Deputy Chairman of the All‐Russia State Television and Radio Broadcasting Company (VGTRK) from 1997 to 1998 and Chairman of the VGTRK from 1998 to 2000. He was Deputy Minister of Culture from 1993 to 1997. Mr. Shvydkoi holds a degree in Theater Studies from the State Institute of Dramatic Arts in Moscow. John Steele Director, International Government Affairs Eli Lilly and Company John Steele is currently Director, International Government Affairs for Eli Lilly and Company. In this role, he directs the company’s Washington‐based lobbying efforts for key emerging markets, including Turkey, Russia, Latin America, and the Middle East. He is also responsible for achieving reimbursement and access to the company's products. Previously, Mr. Steele served as Corporate Affairs Director for Africa, the Middle East, Russia, and CIS for Eli Lilly and Company. Mr. Steele joined Eli Lilly and Company in 2001 and has been in his current position for just over a year. Previously, he was chief legislative aide to Representative Jack Kingston (R‐GA) and Representative David McIntosh (R‐IN) for a total of seven years. He was an advisor on a diverse set of legislative issues, including national security and foreign policy, as well as domestic issues such as health care and banking. Alexander Porfiryevich Torshin First Deputy Chairman Federation Council of the Russian Federation Alexander P. In addition, he is a member of the National Anti‐ Corruption Committee. Senator Torshin is a member of the Agriculture, Information Policy and General Regulations Committees in the Federation Council and is in charge of links and coordination with the Russian Constitutional Court, Russian Supreme Court, General Prosecution Office, and public and non‐profit organizations. He was first appointed to the Federation Council in 2001 representing the Republic of Mari‐El, and became Deputy Chairman of the body in 2002. Viktor Feliksovich Vekselberg Chairman Renova Group Viktor F. Vekselberg was one of the founders of Renova in 1990, which today is a leading Russian private business group operating in 34 regions of the Russian Federation, the CIS, Switzerland, Italy, South Africa, and the United States. In March 2010, President Dmitry Medvedev appointed him President of the Skolkovo Foundation Council. John S. Watson Chairman and Chief Executive Officer Chevron Corporation John S. Watson is Chairman and Chief Executive Officer of Chevron Corporation, a position he assumed on January 1, 2010. He served as Executive Vice President for Strategy and Development from 2008 to 2009, and he was President of Chevron International Exploration and Production from 2005 to 2008. ExxonMobil brings to Russia worldwide experience in energy development as well as extensive financial, technical, environmental, and management expertise. The company’s affiliates have been active in Russia since the late 1980s. The Sakhalin‐1 project, operated by ExxonMobil subsidiary Exxon Neftegas Limited, is one of the largest foreign direct investment projects in Russia and brings significant economic and social benefits to the country. ExxonMobil also has an interest in the Caspian Pipeline Company and sells lubricants, petrochemicals and technology licenses in Russia.

International Paper is a global paper and packaging company with manufacturing operations in North America, Europe, Latin America, Russia, Asia, and North Africa. Its businesses include uncoated papers and industrial and consumer packaging, complemented by xpedx, the company’s North American distribution company. Headquartered in Memphis, Tenn., the company employs about 56,000 people in more than 20 countries and serves customers worldwide. Net sales were more than $23 billion in 2009.

PepsiCo is one of the world’s largest food and beverage companies, with annual revenues of nearly $60 billion. The company employs approximately 285,000 people worldwide, and its products are sold in more than 200 countries. In 2008, PepsiCo acquired Russia’s largest juice business, Lebedyansky. Today, PepsiCo products (Pepsi beverages, Lebedyansky juices and Frito‐Lay snacks) are produced in nine manufacturing plants across Russia, and the company has announced plans to invest $1 billion in the Russian market. In 2009, PepsiCo opened a new beverages plant in Domodedovo (Moscow Region) and is opening another snacks plant in Azov (Rostov Region) in October 2010, creating several thousand new jobs in those communities.


Renova Group of companies is Russia’s leading private business group, which consists of asset management companies and direct and portfolio investment funds. Renova Group is a stakeholder and strategic investor in leading Russian and international companies, including such world‐class companies as TNK‐BP, UC Rusal, Integrated Energy Systems, Oerlikon, and Sulzer. Renova Group integrated direct investment funds and management companies operate in the energy sector (IES, Avelar Energy), real estate development (Renova StroyGroup), portfolio investments (Svarog Capital Advisers, Columbus Nova), telecommunications (Akado Group), the chemical industry (Renova Orgsintez) and precious metals (Zoloto Kamchatki). UFG Asset Management is a Russian region‐focused alternative investment group established in 1996. Allied domestically in a strategic partnership with Deutsche Bank Russia, which acquired in full UFG’s top‐rated 1,000‐employee investment bank in 2005, UFG AM invests in Russia across the capital spectrum. The firm was able to withstand and expand amid the worst of the recent global malaise, raising nearly $500 million since January 2009. UFG AM is run by its co‐founder, Charles Ryan, and manages $1.4 billion in debt and equity hedge funds, mutual funds, real estate/agriculture, traditional private equity funds, and separately managed accounts. UFG Private Equity is a value‐added investor in Russian media, technology and telecom infrastructure‐ focused companies, and was one of the first financial institutions to introduce pure VC investments in Russia. Through UFG’s real estate arm, the firm also owns a sustainable grain farm in Bryansk, Russia, which utilizes international cutting‐edge farming technologies.

Philip Morris International (PMI), a leading international tobacco company, has three affiliates in Russia: ZAO Philip Morris Izhora (PM Izhora) in the Leningrad region, OAO Philip Morris Kuban (PM Kuban) in Krasnodar and OOO Philip Morris Sales and Marketing (PMSM) with offices in approximately 100 cities throughout Russia. To date, overall investments amount to over $1 billion. The annual production capacity of the two manufacturing facilities in Russia amounts to approximately 100 billion cigarettes. The factories also export their products to countries in Eastern and Central Europe and Southeast Asia. PhRMA represents the U.S.’s leading pharmaceutical research and biotechnology companies, which are devoted to inventing medicines that allow patients to live healthier lives. PhRMA members alone invested an estimated $45.8 billion in 2009 in discovering and developing new medicines. Industry‐wide research and investment reached a record $65.3 billion in 2009. The Philip Morris International cigarette brand families sold in Russia today include Bond Street, Chesterfield, L&M, Marlboro, Muratti, Next, Optima, Parliament, Apollo Soyuz, and Virginia Slims. The brands are manufactured locally at the PM Izhora and PM Kuban facilities, while PMSM is focused on their sales and marketing.

In the 1970s, Boeing was a part of the historic U.S.–Soviet space mission, Apollo‐Soyuz, when spacecraft from both countries docked in orbit. Since 1992, Boeing has worked closely with the Russian aerospace and IT industries, as well as with airlines in Russia. The company also works with leading Russian and Ukrainian aerospace companies on space programs. From 1991 to 2009, Boeing’s investment in Russia/CIS exceeded $5 billion. Over the next 30 years, Boeing expects to invest a further $27 billion — some $18 billion in titanium purchases, $5 billion in design and engineering services and $4 billion in other services and materials. Boeing has also created the Ural Boeing Manufacturing (UBM) joint venture with Russian titanium producer VSMPO‐AVISMA. The 50/50 equity JV produces titanium parts for the Boeing 787. In 1992, the company established the Boeing Technical Research Center (BTRC), which is responsible for all research projects in Russia and involves more than 700 scientists and IT specialists in more than 20 Russian research institutes. Today, there are more than 1,200 Russian contract engineers working at the BDC together with nearly 150 direct employees, including project managers and lead engineers. The BDC has played a significant role in the design of the all‐new Boeing 787. For more than 80 years, Caterpillar Inc. has been making progress possible and driving positive and sustainable change on every continent. With 2009 sales and revenues of $32.4 billion, Caterpillar is the world’s leading manufacturer of construction and mining equipment, diesel and natural gas engines and industrial gas turbines. Caterpillar opened the first representative Russian office in 1973 and has operated a fully‐owned manufacturing facility in Tosno, Leningrad Oblast since March 2000. The Caterpillar dealer network covers 100 percent of Russia with five authorized dealer organizations in the country. The Caterpillar Distribution Center, located near Moscow, was built on the company’s global distribution experience, providing customized integrated solutions and outstanding service to its customers.

Ford Motor Company, a global automotive industry leader based in Dearborn, Mich., manufactures or distributes automobiles across six continents. With about 159,000 employees and about 70 plants worldwide, the company’s automotive brands include Ford, Lincoln and Mercury. The company has announced that production of the Mercury brand will be ending in the fourth quarter of 2010. Ford provides financial services through Ford Motor Credit Company. Ford has had a long association with Russia, appointing its first dealer there in 1907. Sales of cars, trucks and tractors were so successful that the company established a plant in Nizhny Novgorod in 1930 to produce the Model AA. Ford pioneered the automotive industry in Russia with the establishment of the Nizhny Novgorod plant, which is now the home of the second‐largest car manufacturer in Russia, Gorkovsky Avtomobilny Zavod (GAZ). Ford’s operations include its wholly‐owned, full production cycle automobile manufacturing car plant in Vsevolozhsk, Leningrad Oblast. Since the plant’s opening in 2002, Ford has manufactured more vehicles in Russia than any other foreign producer — more than 340,000 — and the Ford Focus has been the best selling foreign model since the launch of its Russian production over seven years ago. In 2009, plant manufacturing capacity was increased to 125,000 units per year and production of the Ford Mondeo was launched in March. Today, the plant employs about 2,700 workers. Ford also sells the Fusion, Fiesta, Grand C‐MAX, Kuga cars; S‐MAX and Galaxy vans; Ranger compact pickup truck; and Transit and Transit Connect light commercial vehicles in Russia. Founded in 1975, Microsoft Corporation is the worldwide leader in software, services and internet technologies for personal and business computing. The company offers a wide range of products and services designed to empower and enrich people in the workplace, at school and at home. Microsoft products are available in more than 30 languages (including Russian) and sold in more than 100 countries. Microsoft Corporation opened its CIS subsidiary in Moscow in 1992. Today, Microsoft in Russia is present in 70 cities across Russia, spanning 9 time zones. The key objectives of the company’s Russian subsidiary are Russian IT market development, building a strong partner ecosystem and localization and deployment of Microsoft products, technologies and services.


Schlumberger is the world’s leading supplier of technology, integrated project management and information solutions to customers working in the oil and gas industry worldwide. Employing more than 105,000 people representing over 140 nationalities and working in approximately 80 countries, Schlumberger provides the industry’s widest range of products and services from exploration through production.

TNK‐BP is a major Russian oil and gas company, 50 percent owned by BP and 50 percent by Alfa Access Renova group (AAR). It is Russia’s third‐largest oil company and a top‐ten private sector oil producer globally. TNK‐BP operates a diversified upstream portfolio in West Siberia, East Siberia and the Volga‐ Urals and produces close to 1.9 million barrels per day. The company owns and operates four refineries in Russia and one in Ukraine, and retails through a network of more than 1,200 sites working under the TNK and BP brands in Russia and Ukraine.

The Bank for Development and Foreign Economic Affairs (Vnesheconombank), wholly owned by the Russian government, was established to promote the competitiveness, diversification and modernization of the Russian economy. The bank participates in a range of investment projects, including financing infrastructure development, stimulating economic growth in “special economic zones,” facilitating Russian exports, protecting the environment, and financing Russian credit organizations and legal entities that support small‐ to medium‐sized businesses. The bank finances development projects using its own funds and funds provided by Russian and foreign co‐investors, and actively seeks the involvement of foreign investors with the necessary expertise and/or funding to facilitate the realization of Russian development projects.
