2012 has been a year of many changes for the United Way of Midland, beginning with saying farewell to long-time Executive Director Cindy Benson. Cindy impacted so many lives and made such a difference in our community through her United Way work. In her new role she will continue to make Midland a better place to live.

How inspiring to work with a cadre of committed and compassionate volunteers. How exciting to be part of such wonderful and welcoming community.

After spending seven years as the Executive Director of the Greater Longview United Way and 17 years in nonprofit management, in June I began my journey with the United Way of Midland. Some 2012 highlights include: • The 2011-2012 campaign chaired by Vice President Resource Development Karmen Bryant raising $3,314,207, the most ever by the United Way of Midland. • The UWM Board of Directors voting to take the lead on a Transitional Housing initiative for families with case management, which has long been identified as an unmet need in Midland. • Serving as the fiscal agent for Midland Shared Spaces, as they began their vision to bring nonprofits together to share resources and work collaboratively. The real highlights, however, are the lives that were improved through our programs and initiatives, like the homeless young man, who was adopted by a loving family; the domestic violence victim, who received an education and can now support her family; the young boy, who overcame multiple disabilities to earn an academic achievement award; and the homebound elderly couple, who receives a nutritious meal every day. I am looking forward to, with your help, continuing to improve lives in Midland through program funding, collaborative initiatives, and community grants. It has been a fantastic first nine months and I am excited about the future of the United Way of Midland and our community. Community Impact United Way of Midland knows that large-scale problems, such as homelessness, access to affordable health care, high-school dropout rates or families in financial crisis, cannot be solved by a single organization. Finding solutions to these challenges requires the coordinated effort of our entire community. This is where United Way provides the leadership as a convener and catalyst to help our partners to make lasting change.

COMMUNITY COLLABORATIONS

United Way of Midland is focused on three areas of need: education, self-sufficiency, and health. These three focus areas were selected because they are topics that address local high-priority needs and are areas where United Way believes its strengths and resources will be able to make a significant, measurable improvement in lives and community conditions.

• Afterschool Childcare Advisory Council

We work with a broad range of local partners such as government, businesses, residents and other service organizations to assess and identify the needs of the community. Based on these needs, United Way develops initiatives, supports collaborations, funds programs, convenes experts and fosters new and needed community services.

• HEB Feast of Sharing

To ensure your contribution makes the maximum impact in our community, all aspects of our finances are subject to an annual independent audit.

• Midland Coalition

FUNDING OPPORTUNITIES Program Funding United Way of Midland funds individual programs that address an identified United Way of Midland community outcome in one of the three Focus Areas: education, selfsufficiency and health. Direct program funding takes place through 3-year funding cycles. This type of funding is only one component of how we make a difference in our community. United Way also impacts local issues through Community Initiatives and Community Grants. Community Initiatives At the discretion of the Community Impact Committee, Community Initiatives are made available to collaborative efforts (3 or more partners) that address an identified United Way of Midland Community outcome in one of the three Focus Areas: education, self-sufficiency and health. Community Grants The United Way of Midland Community Grant Program provides support to nonprofit health and human service organizations for immediate and creative responses to pressing identified needs in our community. For a complete list of community outcomes and programs receiving United Way funding, see page 5.

UNITED WAY INITIATIVES XY-Zone Targets at-risk 15-18 year old boys. The purpose is to reduce risky behavior and improve the students’ attendance, behavior and academics. The Whole Child – A New Direction in Education trains and equips teachers, staff and volunteers to identify and work with students who are dealing with a loss or change – such as death, incarceration, substance abuse, and domestic violence. The end result is to develop healthy coping skills for all students.

Community Impact TRANSITIONAL HOUSING INITIATIVE Transitional Housing with case management for families has been identified as an unmet need in Midland for 10 or more years. Transitional Housing is temporary housing ranging from 90 days to two years. United Way of Midland’s most recent Community Needs Assessment results showed that three out of four renters have virtually no “rainy day” savings or assets to cushion against a temporary loss of income. In addition, 20% of renters live in poverty and 70% live in asset poverty. Although Midland is currently enjoying a booming economy, Transitional Housing will be a community need regardless of the state of the economy. Studies show that affordable housing enables families to become self-sufficient and build assets. It also contributes to the health and well-being of both parents and children. Because Transitional Housing is so vitally important to our community and touches all three of United Way of Midland’s focus areas, Education, Self-Sufficiency and Health, the UWM Board of Directors voted to take the lead in bringing Transitional Housing to Midland. A steering committee composed of local community leaders and United Way board and staff members was formed in August. The committee includes: Sylvester Cantu, Herb Cartwright, Alice Freidline, David Henry, Ellen House, Linda Hamblin, Wilson Heidelberg, Alison King, Donna Mahurin, Kim McKandles, Todd Meade, Tom Miller, Martin Ruehl, Valerie Tinker and Liz Zenteno. The Transitional Housing Committee began meeting in September and has met five times to date. The committee agreed that the program would serve families and that intensive case management would be provided to help those families become self-sufficient. Case management, including goal setting, would be customized for each family. Case management might include budget/money management, parenting skills, and job or educational training, depending on

the needs of the family. The Transitional Housing Committee continues to explore location options and has identified Family Promise of Midland as a partner. Family Promise currently serves homeless families. Many other Family Promise affiliates all over the country provide Transitional Housing programs and that concept has been a vision of the local organization. In February, members of the Transitional Housing Committee traveled to North and South Carolina to visit two Family Promise affiliates providing transitional housing programs. Although the programs visited had different approaches, the committee members learned about best practices for each type of program. The Committee is looking forward to formulating a plan to begin work on Midland’s Transitional Housing Program in the coming months.

2012 COMMUNITY NEEDS ASSESSMENT The United Way of Midland partnered with the Center for Public Policy Priorities (CPPP) in Austin to conduct a Community Needs Assessment study in early 2012. The research team surveyed a wealth of existing data sources available, as well as studies and reports that have been completed by various groups that address education, selfsufficiency and health. United Way also conducted focus group sessions throughout the community. This process enabled the CPPP to incorporate into their findings and recommendations the experiences and insights of health and human service providers as well as those seeking services. United Way is using this assessment as a tool to identify both community gaps in service and barriers to unmet needs in order to determine our community priority issues. Community Impact COMMUNITY INVESTMENT UPDATE United Way of Midland 2012-2013 Program Funding and Community Grants United Way of Midland has the resources, the reach and the experience to handle the big issues of our community. To make Midland a better place to live and work, our efforts are focused on education, self-sufficiency and health – the building blocks of a good life. Each year, the United Way of Midland accepts applications for funding from nonprofits. The Community Investment Committee oversees the annual program allocation process. Volunteer panels review funding applications and make onsite visits. The Committee then brings the panel recommendations to the United Way Board of Directors for approval. The 47 programs receiving funding through the program allocation process are listed below by Focus Area. In addition to Program Funding, United Way offered Community Grants to nonprofits health and human service organizations for immediate and creative responses to pressing identified needs in Midland. Grant applications were reviewed by the Community Investment Committee and then brought to the Board for approval. A steering committee composed of local community leaders and United Way board and staff members was formed in August. The committee includes: Sylvester Cantu, Herb Cartwright, Alice Freidline, David Henry, Ellen House, Linda Hamblin, Wilson Heidelberg, Alison King, Donna Mahurin, Kim McKandles, Todd Meade, Tom Miller, Martin Ruehl, Valerie Tinker and Liz Zenteno. The Transitional Housing Committee began meeting in September and has met five times to date. The committee agreed that the program would serve families and that intensive case management would be provided to help those families become self-sufficient. Case management, including goal setting, would be customized for each family. Case management might include budget/money management, parenting skills, and job or educational training, depending on

the needs of the family. The Transitional Housing Committee continues to explore location options and has identified Family Promise of Midland as a partner. Family Promise currently serves homeless families. Many other Family Promise affiliates all over the country provide Transitional Housing programs and that concept has been a vision of the local organization. In February, members of the Transitional Housing Committee traveled to North and South Carolina to visit two Family Promise affiliates providing transitional housing programs. Although the programs visited had different approaches, the committee members learned about best practices for each type of program. The Committee is looking forward to formulating a plan to begin work on Midland’s Transitional Housing Program in the coming months.

2012 COMMUNITY NEEDS ASSESSMENT The United Way of Midland partnered with the Center for Public Policy Priorities (CPPP) in Austin to conduct a Community Needs Assessment study in early 2012. The research team surveyed a wealth of existing data sources available, as well as studies and reports that have been completed by various groups that address education, selfsufficiency and health. United Way also conducted focus group sessions throughout the community. This process enabled the CPPP to incorporate into their findings and recommendations the experiences and insights of health and human service providers as well as those seeking services. United Way is using this assessment as a tool to identify both community gaps in service and barriers to unmet needs in order to determine our community priority issues. Community Impact COMMUNITY INVESTMENT UPDATE United Way of Midland 2012-2013 Program Funding and Community Grants United Way of Midland has the resources, the reach and the experience to handle the big issues of our community. To make Midland a better place to live and work, our efforts are focused on education, self-sufficiency and health – the building blocks of a good life. Each year, the United Way of Midland accepts applications for funding from nonprofits. The Community Investment Committee oversees the annual program allocation process. Volunteer panels review funding applications and make onsite visits. The Committee then brings the panel recommendations to the United Way Board of Directors for approval. The 47 programs receiving funding through the program allocation process are listed below by Focus Area. In addition to Program Funding, United Way offered Community Grants to nonprofits health and human service organizations for immediate and creative responses to pressing identified needs in Midland. Grant applications were reviewed by the Community Investment Committee and then brought to the Board for approval.
