President’s Report With the 2020 season abandoned due to the COVID pandemic, it was with great enthusiasm that our entire VAFA community welcomed in 2021. Unfortunately, around the mid-way point of the season, the COVID situation had again become so serious the Government implemented severe restrictions and lockdowns which initially led to the cancellation of some rounds but ultimately to the abandonment of the season. The VAFA Board had met in February and set out our 2021 strategic priorities and post-COVID direction. After a difficult year for member clubs whereby there was no competition, crucial and immediate consideration was given to club sustainability, competitive balance and facilitating clubs’ viability in 2021.

The season started on time and was progressing well. Our clubs and community had returned and the competition at all levels was pulsating, with women’s finals in full swing by July 31. Then the effects of the new COVID wave were felt in our society and the Government authorities implemented strict lockdowns and restrictions. A lot had happened leading up to the official abandonment of the season on September 2nd and subsequently the postseason. The VAFA Board had continued to meet regularly and remotely.

Our policy of ensuring affordability to all clubs and members is critical as we strive to increase VAFA revenue from commercial partnerships. We recognize and thank our key commercial partners William Buck, Holmesglen, Epworth, Community Bank – Malvern East, Anytime Fitness, Base Compression, BJS Insurance, Club Connect, Club Warehouse, Concave Boots, Mecwacare, Orthosport Victoria, RSN 927, Tahbilk, Victor Sports and supply partners CGR, Sherrin, Starsub & TLA-Puma for their continued support during such difficult times. We say thank you as we continue to make all such relationships with the VAFA on the basis of mutual benefit. Stabilisation of, and ongoing growth in, all sections was crucial and the support to all our clubs critical as we returned from COVID was a major focus. Our Umpiring Department, under newly appointed coach Russell Davidson, faced challenges in retention and recruitment of our match day officials and this will remain a key focus for 2022. We continue to develop excellent young umpires and opportunities via pathways to the AFL. Furthermore, a key strategic piece is to encourage and enlist more female umpires over the next few seasons. With so much uncertainty around restrictions, our Big V representative program was again cancelled. Hopefully this will be revived in 2022. Our program has a very positive and unique role in our association and is a major highlight of our season. There was an increased attention on social awareness and engagement, and this was also highlighted with our themed rounds Umpire Appreciation, BCNA, MND – Community Round, TAC and Mental Health – featuring Thick and Thin and Tackle Your Feelings. The Lease and Licence at Elsternwick Park was finalised, and we are working through how best to maximize the opportunities for this precinct for all clubs. Plans are being put in place for our 130th celebrations in 2022. We are delighted that invitations have been accepted by the Hon. Linda Dessau AC Governor of Victoria and The Hon. Josh Frydenberg MP Federal Treasurer to be the new VAFA Patrons.

The Board continues to develop and update all policies and in particular this year our environmental/waste management and diversity policies have been a focus amongst others. The alcohol policy was also updated. Strict concussion guidelines were introduced and a partnership with the Neurology Research Centre at the Alfred Hospital and Monash University implemented. On field, the season was again curtailed and eventually abandoned by the COVID restrictions. However, to recognise club achievements, minor premierships were awarded to teams that were the ladder leaders when their season was concluded. Individual accolades for competition Best & Fairest winners and leading goal scorers were also awarded. VAFA Treasurer, Mr. Michael Overman, will report on the financial results where the combination of Government COVID assistance, strict spending and cost management and club and stakeholders’ affiliation fees and sponsorship revenue all contributed to a modest surplus.

We continue to pursue grants from all levels of Government which are relevant to the VAFA. The VAFA Foundation is edging closer to being established to maximise donation opportunities. Throughout the year, the Board and Admin team continued to make every effort to rein in expenditure across all departments and we will continue to be frugal in every aspect.

The new strategic plan is aiming for exciting innovations in Media, Live Streaming and digital marketing. The Board and Admin team are exploring the maximisation of opportunities for the use of our headquarters at Elsternwick Park and our Governance Team is engaged in the development and implementing of the new constitution. The report of our Commercial Subcommittee Chair, Mr. Adam Kirkwood-Scott, will include new initiatives and also mention the on-field apparel partnerships which are in place. The Board’s plan is still the future introduction of the off-field apparel in a similar agreement as we strive to raise revenue from new channels. The VAFA Advantage program to provide benefits to all members and clubs is also in planning.
The Elsternwick Park 1 facility is excellent, but the precinct desperately needs improved spectator amenities and facilities such as toilets, terracing, landscaping, seating, undercover viewing, media room and score box. We are also looking at funding options for the ground lighting to help cater for the huge demand for the venue to host matches, training, and umpires as well as for security. With the VAFA heading towards our 130th anniversary, our heritage team continue with the aim of cataloguing and protecting our collection and moving forward with our historical records and memorabilia. VAFA community members with an interest in this field are welcome and encouraged to join this group. To our wonderful Board, who give so much of their time, energy, and acumen, thank you so much for your support, efforts, robust debate, and decision making. I would also like to recognise the input of non-board volunteers who make such an impact on our subcommittees and project teams. To our CEO Mr. Brett Connell and the whole VAFA administration team of our executive staff, staff members, to our casual staff, to our scribes, and our tribunal, Integrity Panel and Division, and other volunteers, sincere thanks for all you have done in such a professional and outstanding manner. We continue to strive to be the best Australian football competition in Australia. Spread across Melbourne with people of all backgrounds, we are about the love of the game and our clubs offer more than just football. It is a place for camaraderie, friendships, and a safe haven for all, in addition to the challenges of competition. I am honoured to be President of the VAFA.

Treasurer’s Report Despite a promising beginning, the 2021 football season became compromised and ended in less than favourable circumstances for all VAFA clubs, players and stakeholders. In fact, the continuation of the COVID-19 pandemic interruptions has made the operational landscape for community football challenging - to say the least - and created levels of uncertainty that clubs and the VAFA Administration have not previously experienced. The VAFA Board and Administration continued to work diligently during the course of this extended ‘pandemic’ period, demonstrating fiscal prudence and financial responsibility. In doing so, we are pleased to announce a trading surplus for the 2021 financial year, and one which sufficiently has recouped operational losses of the previous two years.

There are several features and significant factors contributing to the fiscal improvement of the 2021 financial year, including (but not limited to):
The VAFA Board and Administration are very conscious of the financial stress that a compromised football season forces upon clubs, and we are continuing to consider initiatives to alleviate this duress and assist clubs to ensure their financial stability. The Board greatly appreciates the personal contributions to the successful operation of this most demanding year of the CEO Brett Connell, his management and administrative team of staff. The Board would also like to acknowledge the significant support of its sponsor and partners throughout the year. In particular, the ongoing financial support and technical assistance provided by Lindsay Holloway, the William Buck management team and professional staff has been invaluable to the VAFA Board and management team. As well, Bendigo Bank, Holmesglen Institute and our supplier partners who have provided financial support in difficult economic times for which the VAFA is most appreciative. Finally, the Board would like to acknowledge and thank all our member clubs and their administration teams for their ongoing support of our VAFA Administration team, their financial commitment to the competition and the way in which they have continued to manage their own club finances in these challenging times.

The Board and Administration team have significant plans for the forthcoming 2022 season by investing in our clubs, competition and business, including umpire recruitment, club development, expanded commercial activity, and 130 Year recognition events.

Continued review of administrative cost structures with ongoing commitment to member clubs to not increase affiliation fees and minimise financial impacts on clubs

Chief Executive Officer’s Report Season 2021 will be remembered as a year of great hope, disruption and complexity.

As we emerged from COVID enforced lockdowns in late 2020, we entered our planning phase for 2021 with optimism and a deal of uncertainty. Our major focus was putting measures in place to cater for disruptions to our season should COVID again become a factor. We developed two COVID policies, (i) related to our football season and (ii) related to club affiliations. These policies stood us in good stead, and we have taken several learnings from applying these policies during the 2021 season and will build these out for the 2022 season. At the virtual AGM in December, for the first time in a number of years an election was held for Board positions. George Voyage and Mick Overman were returned to the Board, while Frank Dunell joined for the first time. I would like to recognise Jeffrey Jankie for his efforts during his tenure on the Board. Jeffrey was unsuccessful at the election. The Board would again change in the middle of the year when Megan Dwyer retired and was replaced by Cheryl Cartwright after a thorough process. Megan Taberner, former Independent Integrity Division (IID) member, was appointed to the Board to join Terry McEvoy (former Aquinas OC President) as the second Board Appointed Board Member. Nigel Credlin resigned in October after eight years on the Board. While many of our events in 2021 were cancelled, we did hold our Club Conference virtually which enabled us to re-engage with our clubs and explain plans for the season ahead. We were able to hold our William Buck Season Launch which celebrated both 2020 and 2021 Certificate of Merit winners and Life Membership to Peter Nash. Michael Hazell was unable to attend to receive his Life Membership due to ill health but was also recognised. Our season began well on a football front with all clubs returning to field teams from 2019 after the 2020 season was cancelled. Participation numbers equaled 2019 levels testament to the work done throughout 2020 by our clubs. Our umpire numbers did not return to 2019 levels which presented challenges for not only our clubs but the Administration. It was pleasing to see that by May we had returned to a consistent number of umpires to allocate to matches, however it was still below what we ideally required. Recognising this challenge, we will implement a strong and

robust umpire recruiting strategy, with financial investment to build our numbers in this important area of operations. Nigel Credlin (Board Member) as Umpire sub-committee Chair) is thanked for his drive and support in all aspects of umpiring across a challenging year.
To Josh Colman (VAFAUA President) and his committee at the Umpires’ Association, thank you for your support and willingness to work together for the good of the Association. A strong Association and Umpires Association relationship is imperative if we are all to prosper. Financially, the challenges of returning from 2020 remained. With well executed plans, prudent financial management and the excellent support of our sponsor partners and suppliers, as well as our clubs, we have turned around the overall financial position of the Association to a surplus. We are in a solid financial position to now invest in the key areas of umpiring and club development in 2021 and set the Association up for investment at Elsternwick Park amenities (lighting) in 2023 and beyond. I would like to take this opportunity to acknowledge the work done by the Finance and Risk sub-committee made up of Mick Overman (Treasurer), Adam Kirkwood-Scott (VP), Niki Alexopoulos (William Buck), Shona MacInnes (GM, Business & Projects), Amanda Simmons (William Buck) and Susan Miller (Administration Officer) for their guidance, expertise and diligent work in allowing us to record a significant turn around in VAFA finances from the 2020 year. The Association’s Memorandum and Articles of Association have been under review for several years, culminating in a new draft Constitution being put to members in October. Further consultation was requested by members, with a view to making some adjustments and finalising the new

Chief Executive Officer’s Report Constitution in February 2022. I would like to acknowledge the work of Peta Olive (Board Member) and Shona MacInnes (GM, Business & Projects) in relation to this important body of work. On a staffing front, Sean Walker joined us as Manager – Club Development and set about gaining an understanding of the needs of our clubs and areas of key support required. Sean’s role has been vital in making certain the sustainability of all our clubs is at the forefront of our minds. Susan Miller joined the Administration team in June to fill the role of Administration Officer and has been an excellent addition to team in the areas of administration, finance and events.

There were also a number of staffing changes across 2021. Paul Wagland (Partnerships Manager) left in June to pursue other career opportunities. Mikala Sykes (Football Operations Co-ordinator) joined Melbourne FC in July in their football operations department. Matt Dervan (Manager – Umpire Operations) left in November and joined Cricket Victoria as Regional Cricket Manager (Outer West). Nick Armistead (Head of Media) took a role at Racing.com as their Social Media Editor and left in early December, while Lana Ryan (Media Marketing & Events Co-ordinator) will leave us prior to the summer break to take up a marketing consultant role with an international company in the city. While staff turnover at any time can be a challenge, we realise that within a small team further career opportunities are limited. Each team member who has left us does so with our best wishes in pursuit of further career development. Overall, to the Administration team a huge thank you. Yet again we faced extreme challenges on many fronts, your resilience is to be applauded, thank you all sincerely for all your efforts in 2021.

Sam Confait (GM – Football & Umpiring) and his football team once again managed the core business of the Association in an operations sense. A beefed-up integrity process was implemented to ensure the cornerstone of our competition, amateur status, was protected. Much work was done by the football operations team in ensuring the season got underway and assisted clubs when lockdowns hit, being guided by the COVID Football policy. In the end our season stopped on the eve of our men’s finals (11 rounds), with the women’s competition (1) week into their finals’ series. A disappointing result for clubs and the football operations team. Throughout the season, constant playing protocol updates from AFL Victoria meant a challenging time for clubs and Administration. Add to that the introduction of community concussion guidelines and a community transgender policy meant both clubs and Administration needed to remain agile in terms of compliance requirements. Dean Matthews (Football, Growth & Integrity Chair) is thanked for his energy and drive, particularly in face of adversity. Dean’s support of Sam and his team was greatly appreciated. The implementation of the VAFA Masters competition took its first steps and while we were unable to conduct our own stand-alone competition, 2022 is looking promising with an increase in the number of clubs who have indicated that they wish to field teams. We thank the EFNL for allowing all of our Masters Teams to compete in their competition in 2021. With the season ending abruptly and no premiers awarded for 2021, the task of what our 2022 structure looked like was a challenge. The Board determined that there would be no relegation or promotion, except where clubs requested to be demoted or promoted. After many meetings and discussions, Premier B and Premier C will play with uneven numbers in 2022. While certainly not ideal, the decision to move forward with this uneven number of teams was heavily focused on club sustainability. Matt Collister (Manager – Football Operations) oversaw our tribunal and investigation areas, as well as leading our football policy development in all areas of football operations. Rebecca Carter assisted the football and umpire operations teams throughout.
Across 2021 we were also in discussions with the AFL and AFL Victoria in relation to a change of our competition management system. The VAFA, and all metropolitan leagues, decided that we would not change to a new system given we could not be assured that it would be the equal to, if not better, than the current system. To the clubs who were awarded minor premiers and all 2021 award winners, well done on persisting and having outstanding years. I would like to acknowledge all our clubs, the players, coaches and in particular the volunteers and thank them for the resilience and persistence throughout a very stop-start year. It is you who make our competition what it is. Our sponsor partners and suppliers are once again thanked for their support across another challenging year. The Association is indebted to you all for backing us across the last two years. We look forward to more prosperous years ahead for us all. To the VAFA Board led by George Voyage, thank you for your untiring efforts in interests of the Association. As volunteers, your dedication to the Association is highly regarded. Looking to 2022, we are keen to return to the field bigger and better. Renaming the VAFA Football Competitions
Eighteen (18) months without community football saw 12,977 players return to the VAFA in season 2021. To ensure the safety and wellbeing of all our participants and community, the VAFA followed strict AFL Victoria Protocols which aligned with ongoing advice from the Victorian State Government.
At the start of 2021, the VAFA Board approved a recommendation from the VAFA Football, Growth & Integrity Sub-Committee to directly align the naming of the VAFA women’s football competition with the VAFA men’s competition across all VAFA platforms and communications. From that point onwards, as an example, rather than being called Premier B and Premier B Women’s, the two competitions are now referred to as Premier B Men’s and Premier B Women’s.
In order to plan and forecast for COVID-19 related scenarios that might arise during the 2021 VAFA season, a Conditions of Play in a COVID-19 Environment document was produced prior to the season which was to act as a set of guidelines and protocols that were to be followed in the instance that a COVID-19 outbreak, or a lockdown eventuated prior to a round of home and away matches.

The ongoing impacts of the COVID-19 pandemic compromised the 2021 Season with only 11 rounds played out of a total 18 possible rounds (61%) in the Men’s Premier, Divisional and Under 19 competitions, and 10 rounds played out of a total 14 possible rounds (71%) in the Women’s competitions. Due to the incomplete season, the final ladder positions did not truly reflect a fair and equitable fixture for all clubs and the VAFA Board decided not to apply VAFA Rule 13, VAFA Rule 13A or VAFA Schedule E (regarding promotion and relegation for Men’s competitions and Women’s Premier competitions) and alternatively adopted a promotion and relegation club application process to determine final section structures for season 2022.
VAFA Football Advisory Groups Following the successful introduction of the VAFA Football Advisory Groups during the cancelled 2020 season, the VAFA Football Operations team continued to work closely with our four existing Advisory Groups to identify solutions and outcomes that help improve and progress VAFA football across its various competitions. The members and projects of each current VAFA Football Advisory Group are listed below and next season we look forward to also introducing a VAFA Masters Football Advisory Group. Women’s Football Advisory Group Members: Ian Hill (Old Scotch), Geoff Koop (Emmaus St Leo’s), Frankie Freeman (North Brunswick), Tim Habel (UHS-VU), Alex Mackenzie (Old Camberwell), Annabel Brebner (MCCFC), Beth Cook (West Brunswick AFC), Steven McMahon (Therry Penola), Tom Purcell (St Kevin’s), Sarah Delbosc (Hawthorn AFC), Ella Stephenson (Monash Blues), Sam Confait (VAFA) and Matt Collister (VAFA). Projects: Creating a 2022-2024 VAFA Women’s Football Competition Road Map that aims to maximise participation and development opportunities for female footballers in the VAFA; working with the VAFA Umpiring Department to ensure there is greater consistency and alignment when applying the Laws of the Game to women’s football; identifying additional coaching and development opportunities for coaches in VAFA women’s football.

The VAFA hosted all five Under 19 Premier men’s matches at Elsternwick Park and Holmes/Todd Oval as part of the inaugural VAFA Holmesglen Under 19 Footy Festival. An initiative born out of the VAFA Under 19 Football Advisory Group, the day successfully celebrated everything that is great about Under 19 football and the future of the VAFA was on show for everyone to see. The VAFA looks forward to introducing the concept to other VAFA sections in future seasons.

VAFA Under 19 Over-Age Player Policy

Due to the cancellation of the 2020 season, a large number of players were denied their only opportunity to experience and participate in Under 19 football in the VAFA. Identifying how important a season of Under 19 football in the VAFA can be in developing social networks and improving physical and mental health, the VAFA made the decision to revise the VAFA Under 19 Over-Age Player Policy for season 2021 to ensure that those Under 19 players who were unable to experience the fun, enjoyment and socialising of Under 19 football last season were still provided the opportunity to do so this year.
Projects: Addressing issues relating to volunteer shortfalls in VAFA Men’s Divisional football; improving the VAFA Men’s Divisional football umpire feedback process and umpire observer schedule; reviewing the Men’s Divisional football section structure. VAFA Masters Competition This year saw VAFA-affiliated clubs De La Salle, St Kevin’s OB, Oakleigh and Canterbury compete alongside Eastern Football Netball League clubs in the BJS/Mecwacare Men’s Veterans Competition. This was an exciting first step in the VAFA’s overall pursuit to conduct its own VAFA Masters competition in season 2022 and the early interest from other VAFA clubs is certainly encouraging. VAFA Masters aims to capture both new players and past players whilst also providing clubs the opportunity to increase their revenue and volunteer numbers.

Football Operations VAFA Permit Committee The VAFA has listened to feedback received during the year that a more rigorous and transparent Player Permit Application Process needs to be adopted by the VAFA to ensure that the Amateur Status definition is policed more heavily within the competition. Prior to the 2022 season, select players transferring into the VAFA will be subject to the VAFA Player Permit Application Process which will include interviews and investigations conducted by the VAFA Permit Committee.

Club Development 2021 presented many challenges for the VAFA and its clubs, including challenges in the Club Development space. This report allows a chance to reflect on achievements in 2021 while looking forward to the 2022 season with a variety of exciting initiatives and opportunities to support all VAFA clubs.
Tackle Your Feelings Sean Walker Club Development Manager
The VAFA’s partnership with the Tackle Your Feelings program allows the VAFA to support its member clubs by delivering workshops that educate club stakeholders to recognise, understand and manage the mental health conversation. The VAFA delivered 10 workshops to its clubs in 2021 with the support of the committee members and representatives at each club. In total, 164 people attended with a variety of coaches, committee members and players involved. On the back of this year’s success, the VAFA has committed to delivering these sessions again to its member clubs in 2022 and looks forward to supporting the mental health conversation with the support of the team at Tackle Your Feelings. Club Development Health Check In June, the VAFA distributed a Club Development Health Check (CDHC) to all member clubs. The CDHC contained 56 questions across multiple Club Development pillars and all VAFA clubs provided responses which led to a substantial set of data for VAFA HQ. The responses from the CDHC are designed to identify areas of success and areas for improvement across the VAFA network in the identified Club Development pillars. Club Development From the findings, the VAFA can identify interventions or supports to try and increase the Club Development practice in areas that have a high percentage of clubs that do NOT have current measures in place while also identifying areas that VAFA clubs excel in. The Club Development Health Check will be used as a tool in 2023 to measure club development practices again, highlight the outcome of VAFA initiatives and identify new areas for targeted support.
Grants and Funding In a year of challenging financial environments, many VAFA clubs took the opportunity to apply for grants and funding to support their club.

In September, the VAFA had 5 clubs apply for funds through AFL Victoria’s Strategic Community Investment Fund (SCIF). The SCIF supports clubs with a variety of internal initiatives such as recruitment projects, expansion of women’s teams, Club Development support and accounting support to manage club finances. The outcome of these applications will be known in early November. VAFA clubs were able to utilise the Community Sport Sector COVID-19 Survival Package to financially support a loss of revenue due to the pandemic. VAFA clubs were eligible for $1500 through 4 rounds of funding. The VAFA had multiple clubs who were able to access this funding to support their financial downturn through 2021. The VAFA had 14 clubs successfully receive funds of up to $10,000 as part of the TAC Rewards Club program. The TAC Rewards Program aims to support clubs who actively participate in the TAC’s mission to reduce death and serious injuries on our roads. The total amount of funds allocated to the 14 VAFA clubs was $89,000. A special mention to UHS-VU who also utilised the Toyota AFL Good for Footy Raffle to raise a total of $16,510.
Best Community Footy Facility In October, the VAFA nominated St Bedes/Mentone FC for the Victoria Community Footy Facilities Finals for their facility redevelopment. The works between February 2019 and February 2021 included a renovation to their original 1928 pavilion while creating multiple administration offices and function spaces. The club described their new facilities as “a celebration of the clubs’ efforts and a springboard for future generations to enjoy our great game”.
2022 initiatives The VAFA has been in the process of planning and organising a variety of new and continued initiatives for its member clubs in 2022. These initiatives will help to support clubs with their current Club Development practice and will aim to support club committees and volunteers, provide professional development opportunities for coaches and sports trainers and provide clubs the opportunity to engage in mental health discussions. 1.

I would like to thank all the contributions club committee members are making to their individual clubs and the wider association. The role of the committee member and the volunteer is more important than ever and the VAFA is committed to providing support to all stakeholders as we move into 2022.
Umpire Operations The landscape of VAFA umpiring significantly changed in 2021 with a new focus and direction on and off the field. A new umpire coaching structure was introduced along with the implementation of a high-performance program.

We identified that the retention of umpires was going to be a challenge with substantial change in personal and family circumstances providing new opportunities. The 435 registered umpires provided exceptional dedication and commitment to serve the VAFA competition with the best quality standard of umpiring in community football. Whilst our ability to recruit new umpires (120 in 2021) continued to remain at a solid level, for the first time since 2015 our retention level fell below the five-season average of 71% to 60% in 2021. The VAFA will work with the VAFAUA to ensure that in preparation for 2022 our core umpiring base of 2021 can be retained to push our retention levels back to previous years. The VAFA umpiring department have developed with the VAFAUA and umpiring sub-committee a recruitment roadmap from 2022 which we look forward to presenting to clubs so we can continue to lead metropolitan senior football in umpiring numbers and provide as many umpires to games in 2022.
Coaching Led by Russell Davidson, Ryan O’Shea, Bernie Jephson and Matthew Clinton we had an experienced and revitalized panel managing the coaching, training and education of our umpires. We were able to provide every umpire a dedicated coach that they were able to work with and be developed by to reach their full potential. Despite the 11 weekends of VAFA football we were able to have 238 VAFA games across all competitions observed by our coaches and observers averaging just over 21 games per week where our coaches were able to assess, coach and ultimately improve umpire performance. I would like to thank all our coaching staff for their dedication and commitment to providing the best quality coaching in community football at the best community umpiring training facility in the state. The umpiring department created an allocation policy in 2021 which provided all clubs a clear indication of how umpires were to be allocated across the season. This document will be reviewed annually, and we look forward to continuing to provide clubs with information and transparency to how umpires are appointed to VAFA football. During these times connection and support were vitally important and through the work of Guy Hexter we were able to provide a welfare program through Facebook with a dedicated check in space to have umpires connected through activities despite not being able to be together. Supporting our umpires in all aspects is a key priority of the VAFA.
Training Training in 2021 saw Wednesday night at Elsternwick Park and Westbourne Grammar School as the main session with a focus on fitness, coaching and social with great a buy in from umpires as we averaged 100 umpires at training each night. First the first time we were able to offer at home training programs for umpires that wanted to do fitness sessions during the week without having to attend Elsternwick twice a week. The VAFA was grateful for the support of East St Kilda Sports Clinic and Gabriela Pecherskiy for looking after VAFA umpires in providing injury and medical support.

Laws of the Game

2021 saw two new laws introduced as part of the AFL Laws of the Game. Firstly, the player on the mark from a kick post a behind being scored was moved from 10m to 15m with an associated protected area. The VAFA via the relevant sub committees felt this rule didn’t change the essence of the VAFA competition and the way the game was played, and was easy to coach and officiate, with the rule being implemented for season 2021.
The support of the USC through Nigel Credlin (VAFA Board), Sam Confait (VAFA GM – Football & Umpire Operations), Josh Colman (VAFAUA President), Patrick Mathews (VAFAUA Secretary) and Tim Sutcliffe (VAFAUA Life Member) has provided VAFA umpiring a focused long-term strategy that will hold umpiring in good stead as we continue to develop and build our umpiring program. The VAFA and VAFAUA have a wonderful relationship and we look forward to growing this further in the future.
Secondly, the stand rule on the mark was not adopted by the VAFA as it was deemed that in the scope of community football the rule would not add to the competition, and it was one less rule that players, coaches and umpires didn’t need to worry about. The feedback from our clubs aligned with the VAFA’s reasoning’s to not implement this rule. We thank clubs for feedback on our laws of the game and encourage any discussion on rule changes that continue to make the VAFA the best spectacle in community football.
Women’s Academy As we look forward to season 2022, we will continue to develop and provide opportunities for women in umpiring through our BJS women’s academy program. This was excellently led by Mikala Sykes (VAFA Football Operations & Events Coordinator) as well as VAFA umpires Sophie Gleeson, Asha Hinton, and Hannah Bailes. The academy offers female umpires the opportunity to train and interact socially as a group away from the normal training environment to provide a pathway for females to get involved in umpiring.

We are excited to continue our relationships with the SMJFL and YJFL as we look to formalize partnerships in providing their junior umpires a pathway to transition to senior football. The opportunity to host the SMJFL on Monday nights is a great way to support the next generation of umpires and show the pathway into VAFA football. The VAFA also was able to have 22 umpires as part of the AFL talent academy program as they are exposed to elite level coaching and education to provide a pathway for them to vie for state league football opportunities.

Occasionally you can be unlucky and buy a car that turns out to be a lemon. The first few outings it runs like a dream then the faults creep in. It starts, stops, starts again, pauses, chokes into life and then finally conks out. 2021 was a lemon.
Planning and bookings were well underway for the Big V Club Luncheon, the William Buck Finals Lunch and the VAFA Awards Night, before Covid-19 claimed more scalps and all three major events had to be abandoned.
We launched the season with high hopes in the Member’s Dining Room at the Melbourne Cricket Ground. It was great to see everyone back together after an empty 2020. There was a buzz of expectation in anticipation of a ‘normal’ year.
Our Community Partners in 2021 were Breast Cancer Network Australia, Tackle Your Feelings, Thick & Thin and TAC Towards Zero. The PLAY4BCNA Round on May 8 was embraced by 23 of our clubs who variously held lunches, afternoon teas, wore pink socks and raised over $28,000. It’s a fantastic start to our official partnership and we hope to build on this in 2022. Unfortunately, our Mental Health Awareness and TAC Rounds were compromised, although the Tackle Your Feelings Program, which we launched this year, provided much needed support for the clubs who participated in it. 285 people witnessed Certificates of Merit carried over from 2020 presented to Kylie Da Fonte (MHSOB), Stephen Manning (Ormond), Terry Symons (Parkdale Vultures), Scott Williams (Caulfield Grammarians), Phil Skeggs (Ivanhoe AFC), John Pilkington (VAFA Tribunal) and John Robinson (VAFA). The 2021 awardees were Richard Simon (Ormond), Mick O’Leary (Therry Penola) and Gerry Westmore (Uni Blues). Each of the recipients displayed either outstanding service to their club or the VAFA. Peter Nash and Michael Hazell were awarded with much deserved Life Memberships of the VAFA and MC, Natalie Edwards, interviewed special guest speaker, young Australian Test Cricketer, Will Pucovski.
We thank Adam Kirkwood–Scott for expertly guiding the Commercial/Media Sub-committee through another difficult year. Business for our apparel suppliers, CGR, StarSub and TLA did pick up and it was good to see our players out on the ground in some new gear. We thank these suppliers, and Sherrin, for their continued support of the VAFA and our clubs. The on-line store is now ‘pay up front’ which has dispensed with the old inefficient system of invoicing. Next year we are planning a full calendar for events, including a Season Launch Gala to celebrate the 130th year of the VAFA. We have already said goodbye to the lemon that was season 2021, and invested in a brand-new vehicle - polished, reliable and humming, ready to start a year with all the trimmings that make the VAFA the place we love.

Media & Communications With the new year came newfound enthusiasm for what VAFA Media could achieve and, while the season was cut short, it gave us the chance to trial new initiatives to engage the VAFA community while driving audience growth across all platforms.
Live Streaming Following the success of last year’s ‘VAFA Throwback’ live stream series and the strategic aim to promote the competition as widely as possible, a weekly live stream was introduced. This gave VAFA Media the opportunity to broadcast games from Premier Men’s and Women’s through to Division 4, often highlighting key rivalries, club milestones and celebrations. With the weekly radio broadcast, it effectively doubled VAFA Media’s live weekend coverage.

Kicking off with the Old Melburnians and Caulfield Grammarians 100-year centenary match, the stream covered the MUWFC vs Fitzroy women’s pride match, Mazenod’s Foundation Day, Hawthorn AFC’s Wings celebration, Emmaus St Leo’s Breast Cancer Awareness match and West Brunswick’s Westival, among others. The live stream also provided more opportunities for young commentators to learn and hone their craft, with every game streamed with at least two callers. In particular, I’d like to thank Josh Heriot and Mitch Dyer who led the matchday commentary most weeks, along with Joe Pignataro, Blair Morton, Tom Flanagan, and Dane Roy.
VAFA Radio After agreeing to a three-year partnership extension, VAFA Media built upon its relationship with RSN 927 with the weekly matchday broadcast on RSN Carnival. The VAFA Podcast was also broadcast mid-week on Carnival, while pre-round advertisements were released every Friday on RSN 927. The Mecwacare Match of the Day continues to reign supreme as one of the most important VAFA Media assets, with a onehour pre-game program followed by match coverage and a half hour post-game show. It allows interviews with club personnel, light-hearted segments, and additional promotion of VAFA and club sponsors. The integration of VAFA sponsors was a key focus as we created a pool of 30-60-second advertisements, as well as the Man of the Match Award which
was sponsored by Base Compression. The partnership with RSN has allowed expansion into other key areas, in particular additional podcasts (highlights packages from MOTD) and heightened social media coverage with the increased production of audio tiles. I’d like to give sincerest thanks to Joe Pignataro (RSN) who leads the coverage from both a production and hosting perspective and works creatively with me to ensure the best product each week. Brian Waldron has been outstanding yet again on the VAFA Podcast, while our commentators are the best in the business: Simon Petch, Joe Pignataro, Tom Flanagan, Josh Heriot and Andrew Holmes.

Awards Night Broadcasts With the cancellation of the in-person Awards Nights due to ongoing State Government restrictions, VAFA Media produced two three-hour Awards Shows on RSN Carnival. Over two incredible nights on 15 September (D1-4, U19s & U23s) and 22 September (Prem-PC, MVPs, Umpires & Rising Stars) the VAFA recognised all winners and conducted interviews with 16 B&F winners + two MVPs, two Rising Stars and the Umpire of the Year. The awards programs were a fantastic way to conclude the playing aspect of the 2021 season, and I thank everyone who took part in assisting with the coverage, particularly Joe Pignataro, RSN and VAFA Media volunteers.
Amateur Footballer Record Due to the financial strain caused by COVID, clubs were surveyed ahead of the season and the decision was made to move the AF Record to a digital-only edition in 2021. The decision saved $50,000 in printing costs and improved the reporting process for partner advertisements. While the VAFA is no longer printing the record on a weekly basis, we continue to design in a format which makes its printable for clubs or individuals who wish to do so. The VAFA Media team reached an all-time high with every section of senior men’s and women’s covered by scribes, each of whom do an outstanding amount of work that is of the utmost importance to the ongoing coverage of the Association.
VAFA Website The website is the most important asset in the VAFA Media arsenal and drives an incredible amount of traffic throughout the year. Prior to the cancellation of the season, the website was on track to break through the 5 million page views barrier for the first time. This is based largely on higher rates of men’s and women’s content and increased social media followers on all platforms. Improvements were made throughout 2020 to cater for the increased traffic and allow for greater usability. While these changes have helped (including redirecting all fixtures, results, and ladders to the SportsTG website), VAFA Media is currently working on a completely new website for 2022. One of the improvements made at the end of 2020 was a new advertising program for sponsor banners and tiles which has proved an amazing success. With a greater ability to control the rotation of sponsor ads, the new system has allowed VAFA sponsors a 150-300% increase on agreed ad impressions.
Other Providing informative and creative content across all platforms is the modus operandi of VAFA Media and, along with the items listed above, 2021 has seen a continuation of the Newsletter, two successful VAFA Media Days in March, highlights videos, more social engagement, and far greater promotion and re-sharing of club content.

We welcomed 2021 with open arms after an extended offseason, eagerly awaiting the first bounce of Round 1. It was a promising start to the year with an innovative digital website advertising program, new businesses signing sponsorship agreements and fresh media assets to employ, we were hopeful for an abundant year in the sponsorship space. After restrictions and lockdowns were announced and what began as cancelled rounds eventually led to the abandonment of the entire season, we once again were forced to improvise and focus on how to deliver on our agreements in this all too familiar environment. Despite issues and limitations with finals activations, branding and promotions, our digital and social media platforms enabled us to continue working with partners and ensure the best possible outcomes. We would especially like to thank our Premium Partner William Buck Accountants and Advisors for their ongoing support, loyalty and generosity over the past two years with a special thanks to Lindsay Holloway, Jasmine Gribble and the rest of the William Buck team. It has undoubtedly been a turbulent time within the fitness industry, with recent lockdowns severely impacting the viability of our partners at Anytime Fitness. In light of events in the past two years, we have extended our apparel supplier contracts for a further 12 months which will now conclude at the end 2022. BASE Compression joined us in March as the VAFA’s official compression partner and has soared in popularity within our community. Our most exciting development is the newly created BASE Ambassador program, which involved players and umpires to trial, review and promote compression products. To Roger Hawke and Amanda Morrison, we appreciate your support and look to grow and expand upon this exciting partnership venture moving forward. Our newest beverage partner, Club Connect, signed on this season and created promising club connections and distribution channels. Unfortunately, the cancellation of the VAFA Finals Series severely impacted our plans. However, we have already begun planning for 2022 and look forward to working collaboratively with Tim Clarke and Rebecca May and thank them for their commitment and loyalty despite this unpredictable year.

Partnerships After six years affiliated with the VAFA, we say goodbye to Major Partner, Epworth HealthCare, who have elected not to renew their sponsorship. Thank you to Ricci Friedman, the VAFA appreciates Epworth’s long-standing partnership and we wish them all the very best for the future. We would also like to thank Simon Fanning from BJS Insurance, who will also not be continuing their partnership with the VAFA next season. After the successful launch of the BJS Women’s Umpiring Academy and numerous branding and promotional endeavours, we know that the relationship has been mutually beneficial and we wish them a prosperous and successful future.

We excitedly welcome Boob Armour as a VAFA sponsor in 2022. Providing top-of-the-range sports protective breast inserts, Boob Armour will be the first completely femalecentric brand to sign with the VAFA, and we enthusiastically await introducing and promoting these products to our 3,000+ female players. Due to recent lockdowns and the ongoing instability for small businesses, we have suspended the VAFA Advantage Program and look to reignite this initiative in the future. However, despite unexpected upsets and cancellations towards the back end of the season, we executed successful and promising initiatives within the commercial space including the BASE Player Ambassador Program, the Holmesglen U19 Footy Festival, improved EDM promotional campaigns, a 400% increase in sponsorship digital advertising impressions, and sponsored competitions within VAFA Media Days.
We would also like to acknowledge the work of Paul Wagland in the partnership and supplier space. Paul left us in June to pursue other opportunities and there is no doubt he has left this area of the business in a good space, despite the difficulties faced due to the far-reaching effects of COVID across the last two years. To conclude, we would also like to thank the entire commercial team in Shona MacInnes, Nick Armistead, Rebecca Carter, Susan Miller and sub-committee members, Adam Kirkwood-Scott (Chair), Cheryl Cartwright & Frank Dunell for their invaluable support this year, and we eagerly await a promising 2022.
