Chairman’s Report A warm greeting to all homeowners from the Homeowners’ Association offices and administration.
T
he Special General Meeting, held on 13 May 2015, to consider and vote upon certain amendments to the Constitution of the Homeowners’ Association (HOA), was well attended and the result was overwhelmingly in favour of the proposed resolutions. The Directors of the Development Company recently sent out a letter with regard to the further developments, and specifically noted that the larger vision should realise major benefits for homeowners including: • cost savings through economies of scale • many additional communal amenities • a more diverse residential product offering • additional road infrastructure, including a bridge over the Berg River • many kilometres of additional trails and green areas • access to the Pearl Valley 18-hole Jack Nicklaus golf course • and increased liquidity in terms of property sales. They further stated that it was heartening to see the trust being placed in the Development Company directors, homeowner trustees and development sub-committee and that they will continue to implement the larger vision in the same responsible manner.

In terms of the original constitution, the Development Company has amongst others the right to, as it deems fit, unilaterally incorporate any adjoining properties as further phases of the Development. However, in the spirit of cooperation and consistent with the manner in which it has implemented its strategy, the Development Company has chosen again, as in the past, to embark on a process of homeowner participation and to subject the whole concept to a vote, thus ensuring that the proposed developments carry the support of homeowners and allow for the homeowners’ wishes to be considered in the development planning. The HOA’s participation in the process will continue, as many detailed operational matters must still be finalised. The resolutions, now accepted, created a framework for incorporation. Within this framework, the HOA can follow an integrated process and implement detail measures to • achieve maximum benefits associated with the incorporation of the planned new phases; • protect itself from financial risk; and • remain in control of its own destiny. The larger Val de Vie would include a wider property proposition and many new additional shared facilities available to all homeowners. These include:

• A new bridge across the Berg River, which will significantly shorten the trip to e.g. Southern Paarl, Stellenbosch, and the Airport for a large number of current Val de Vie homeowners. This bridge will be an architectural landmark and aesthetical feature. • Two additional entrance gates will spread the traffic load across the larger development and alleviate the traffic at the current main gate. These new gates will have a total of 14 new lanes, one gatehouse with 3 lanes in and 3 lanes out; and a second gatehouse with 4 lanes in and 4 lanes out. The two new gatehouses will also have improved facilities, such as a visitor centre, contractors enrolment centre, a specifically designed drop & go area, etc. • A new sports centre, four times the size of the current one, will enhance the facilities available to all residents with: ◆

Reciprocally, the Pearl Valley homeowners will have access to the road leading to the bridge, although not through any inner lane booms to private areas. • Some 99ha will be green areas, comprising 61 ha’s of farm land and 39ha’s of nature reserve areas, all partly accessible to homeowners. • A commercial and retail development, directly outside the gatehouse on the R45, will have a fuel station as well as commercial and retail rental space, ideally suited for a food retailer and hardware store as an example. • Additional self-storage units • Commercial offices • A dog park, where animals can be let off the leash to enjoy equipment and spaces specifically designed for them.

• More stables, grazing paddocks and working paddocks. These facilities, together with the existing facilities, will be accessible to all homeowners, including the current Val de Vie homeowners. The property market keeps strengthening with the average erf price in Val de Vie rising from R1 415 p/m² in 2014 to R2 131 p/m² in 2015. House sales are achieving above R15 000 p/m². This trend will continue as the estate becomes more built up and the supply of erven decreases. Building activity is also on the decline, as expected, and the number of construction sites have dipped below 50. Back to some household matters. For some time we have not used a speed radar gun in the enforcement of our 40km/h speed limit, however, due to the overwhelming support for the use thereof, we decided to continue with this practise with new and improved equipment. We therefore appeal to homeowners, once more, to use our internal roads responsibly and to abide by the 40km/h speed limit. Any transgressors of the Estate speed limit will be stopped and issued with a fine as provided for in our Estate Rule Transgression Chart. We would also like to remind you that the Estate Rules confine the driving of motorcycles, and other motorised vehicles, to

Chairman’s Report We urge all pet owners to take responsibility for your animals and ensure that they do not cause any nuisance to other residents.
the main roads, driven by persons over the age of 18 and in possession of a valid driver’s license. We have still not achieved full cooperation with our rules regarding animals on the estate, especially with regard to dogs running around unsupervised as well as dogs causing a noise disturbance to neighbours. We urge all pet owners to take responsibility for your animals and ensure that they do not cause any nuisance to other residents. If you are experiencing problems with your neighbour’s animals, please remember to contact security and they will investigate immediately. Planning around recurring power cuts have become part of our daily routines and many homeowners have enquired about the use of generators on the Estate. As we mentioned in the previous issue, generators will be allowed provided that the maximum sound pressure level is 51dB and its location is clearly indicated, however we do not recommend the use thereof. We much rather promote the green alternative of using solar power. You can store generated electricity in batteries and you are also able to sell the over-supply back into the Drakenstein Municipality grid. This means that you will pay off your investment over
time. With the technological advances in battery technology and the increasing price of grid power, the yield on your investment makes financial sense. The HOA has taken the step in installing rooftop solar on the sport centre and we are well on our way in achieving 22%+ IRR. This is something we would like to encourage. Please remember to submit your plans to the HOA prior to installing solar panels and ensure that it is in accordance with the Val de Vie Aesthetic Guidelines. The winter rains are late this year and we are taking extra care to manage our water resources. In comparison to the same time last year, we have received 270ml less rainfall this year. The unusually windy and dry conditions this past summer have taken a heavy toll on the trees and we eagerly await the rains. Like the previous year, we will use the irrigation downtime during the coming rainy months to implement landscaping and irrigation upgrade projects and to conduct preventative maintenance to the whole irrigation network. he season is fast changing and we see the beautiful shades of autumn taking effect on our Val De Vie Estate as winter sets in. I am pleased to report that as the property market continues to strengthen, the sales on the Val de Vie Estate continue to gain momentum with the evidence of prospects increasing by the day. The upsurge on the market value for built houses, as well as the last remaining vacant stands, have drastically increased due to the continued demand for the sought after lifestyle with security living and all that Val de Vie has to offer towards perfect living. The sales for the first quarter of this year demonstrate a significant increase in property value acceptance. Within Phase 1, vacant stands are virtually sold out and the limited stock available attributes to us growing a healthy reserve list for the future Developments on Val de Vie. This also includes interest in the soon-to-be launched Gentleman’s Estate. These are large portions of land whereby an owner can do
selling price over the past 6 months as opposed to prices for the previous year. The recently launched new Vines Development, within Phase 1 of Val de Vie Estate, hits the sweet spot as it attracts a broad spectrum calibre of buyers who desire secure estate living within the price range of R3 million to 5 million. Since going to market in early April, more than 40% of Phase 1 and 2 of the Vines has been sold. Building your Building your dream dream home home
B
uilding your dream home should not only be a joyride but also a rewarding experience. This journey involves numerous important decisions, which also include choosing the correct professional team players, who can respectively add value to your home building process. The value chain of the professionals you employ is only as strong as the weakest link in this chain, which makes the employment decisions such a critical part of your home building process. The purpose of this article is to guide you through the various stages of the building process, with the basic principles that need considering throughout the building process. The benefit of designing and building your home to suite your lifestyle requirements can easily outperform the purchase of an existing house. However, it is just as important to be aware of the risks associated with the building process and to mitigate and manage these risks by appointing an experienced professional team. The information published in this article is done in good faith and in an attempt to assist potential homeowners who have elected to build their dream home.
Choosing a stand or “plot and plan” When selecting to build your dream home, the first step to consider is budget, security, lifestyle, views and personal preferences when choosing the stand. Buying a stand and building your home implies that the transfer duty to register the stand in your own, or a legal entity’s name, will only be calculated on the stand price and not on the total value of the property to be built. Although the building contract value does not attract transfer duty it does however include VAT. Obtaining bank finance for the purchase of your stand normally requires a bigger deposit (± 50% of vacant land value) whereas purchasing on a “plot and plan” basis the finance is obtainable for up to 80% from the mortgage bank. Financing your home is a matter of structuring your transaction in the best possible way in order to optimise your gearing and finance requirements. The best possible financial structure is a topic on its own and will be dealt with in a future publication.

Design and plan your home The design and planning stage is considered to be the phase where the homeowner needs to spend the most of his / her available time and energy. A cleverly designed and planned home with detailed drawings will be beneficial in a number of ways, such as: • Meeting with the homeowner’s specifications and lifestyle requirements • Easy flow of building and construction process, planning and timing thereof • Limited variance orders (V/O’s) for changes (Changes to the plan after contractual agreement is expensive) • Saving cost and construction time for builder and homeowner • Optimising your floor area and living space • Value for your money spent When planning a dream home, it is important to make notes of your requirements, such as: • Contemporary / classic / modern • Number of bedrooms / family size / privacy • Living area / flow/ feeling of space • North facing / sun utilisation / views • Wind factor, the South East being a challenge in summer time • Winter rain factor, coming from the North West • Number of garages • Storage space • Housekeeper room / facilities • Pool and water features • Boundary walls • Complying with the Homeowners’ Association guidelines • And most importantly, your budget.
Professional architect Prepare yourself for a proper briefing with an Architectural Professional as it lays the foundation for the eventual success of the project. It is advisable for the architect to also visit your stand with consideration to views, directions and dynamics of the stand, as well as wind and rain directions. After a proper briefing by the homeowner, the Architect will summarise and expand on the brief outline before starting with the sketch design. Upon receiving the sketch plan, in theory the

homeowner will then do some amendments (if any) and instruct the final design proposal. Even at this early stage of the planning process, it is important to pay attention to design detail such as: flow of the living area; optimal placement of bedrooms and bathrooms; privacy of bedrooms; bathroom layout and toilet placements; etc. When the basic design concept is complete, it is advisable to calculate the bill of quantities and obtain a rough cost estimate. The estimate of the construction costs needs to be compared with the budget, and any amendments to the plans need to be made accordingly. The homeowner also needs to consider the cost of finishing specifications, pool, boundary walls, paving and landscaping. The most common mistake made by homeowners who select a building contractor, is to base their decision primarily on price (since

The best advice I can give you during the design and planning phase is to allocate sufficient time and energy to this very important stage, since it could avoid mistakes which are extremely expensive and can affect the flow, timing and budget of your building project. Beware of being quoted with a Rand per square metre rate. Square meter rates can merely be used as a rough cost estimate (Up to 20% tolerance). The factors such as foundation, big door and window openings, double glazing, roof structures, staircases, bathrooms, kitchen standards, lights, and finishing standards are

The cheapest quote may turn out to be more expensive and goes hand in hand with possible building headaches and inferior quality. During the design phase, some detail of the kitchen layout, and possible interior design should already be included at this early stage. The ceiling, bulkheads, hidden curtain rails, home automation, central vacuum systems are all considerations which are essential to a proper home plan. From experience, the most common mistakes / shortcomings in the design are related to: • Insufficient detail specifications of finishing and features • Staircase flows / turns and size • Insufficient cupboard space • Poor bathroom layout • Cramped garages despite the fact that it is a relative low cost item, etc.

The professional team The appointment of the professional team, and selection of the most suited professionals, is essential to a smooth building experience and a quality final product. The major players in the professional team consists of: • Architectural Professionals • Principal Agent • Engineer • Building Contractor • Landscape Designer For some inspiration I can recommend the website www.houzz.com for ideas on kitchens, bathrooms and general home design. In order to manage the various risks associated during the construction process, we need to first identify the risk areas, where after we manage and mitigate these risk areas accordingly. The best solution in this regard is to employ the services of an experienced Principal Agent who can add value to your home building project.
Principal agent value proposition In terms of the requirements and conditions of the JBCC (Joint Building Contracts Committee) Building Contract and the Val de Vie HOA (Homeowners’ Association) architectural guidelines, it is required to employ the services of a Principal Agent.

The smart approach in this regard is to utilise this requirement to your advantage and consider the value contribution that can be made by employing the services of an independent Principal Agent.

• The value proposition of an independent Principal Agent can be summarised as follows: • The Principal Agent represents the homeowner’s interests and should be independent from the Building Contractor, Architect and other professional parties involved in order to remain totally objective at all times. • The Principle Agent is primarily responsible for quality control and the compliance of construction and engineering standards. The compliance with regards to foundations, building and finishing quality throughout the building process provides peace of mind to the homeowner. • Practical challenges will arise during the building process and, in this regard, the Principal Agent can make the decisions best suited to resolve the issue. These challenges are matters such as floor

levels, door openings, appliance water supply placements and matters not clearly specified in the plans. The Principal Agent arranges regular (weekly) meetings with the Building Contractors and other professional team members as and when required. The objective is to manage the building process and building timetable. This platform also serves to communicate the discrepancies or quality issues (if any). Decisions and choices related to light fitting placements, plug points, window frame colour, cornice choice, internal door choice, etc. are facilitated between the homeowner and Building Contractor.

In the event of disputes arising between the various parties, the Principal Agent will act as mediator to resolve disagreements and disputes, using the JBCC building contract as a guideline. The Principal Agent visits the building site on a regular (2x weekly) basis to verify and control building standards. In the process, he also considers potential challenges and risk areas and in a pro-active manner, resolves these challenges with the Builder / Engineer / Architect. The controlling and verifying of the monthly drawings (payments) presented by the Building Contractor as correct for submission to the homeowner and / or mortgage bank. It is advisable to involve your Principal Agent at the earliest possible stage since he can be a soundboard and provide practical guidance with your home design and implications learned from his experience. The Principal Agent can also assist with obtaining comparative building quotes from the shortlisted Building Contractors as well as analysing and comparing these quotes with you.

2. Plant Species Integration Plant species on private property are to enhance and integrate the character of the adjoining street and / or open space landscape.
3. Landscape Design Integration The integration of the landscape design of open spaces and street reserves with that of private property is encouraged.

W
e live in a wonderful Estate surrounded by the majestic mountains and winelands of the Boland. These surroundings together with a county lifestyle and tranquillity are more than enough reasons to meet the people sharing these values, and the neighbourhood, with you. These facts were the inspiration for organising such an event. What better way to bring together the neighbourhood than to enjoy good wine, have a typical South African braai and to meet wonderful people? The high level of participation (> than 70%) by residents in our street was encouraging, and during a late Friday evening, there was a common theme of “we must do this more frequently.� With the braai fires burning high, the residents enjoyed their wine whilst meeting neighbours sharing their street and the Val de Vie

Agile movement = sharp minds

raditionally, we have linked our children’s need for movement to the outdoor spaces that we call playgrounds. This is unfortunate, because children need to move all the time, both indoors and outside. Movement is an indispensable part of learning and thinking, and each movement becomes a vital link to learning and thought processing. In this article, we as Kinder Ark teachers want to just briefly address the importance of movement for young children, as well as give some great movement ideas you can do together as a family, indoors or outside. Movement and action are essential to children’s development in general and to intellectual development in particular. Movement is the gateway to sensing, acting upon and being affected by the world around us. Between birth and the age of six, children’s bodies, as much as their minds, are the organ of intelligence. Their “body-minds” require that they move and be moved by their surroundings. A facet of learning to read may help to illustrate

recently read an article on why it is important to teach your child to swim, written by Leanne Mc Laran, a physiotherapist with a special interest in paediatric aqua therapy, and would like to share a few of her comments with you. It seems like an obvious life skill that all little ones should learn, but a recent Carte Blanche insert on ‘learning to float,’ showed that this is not as apparent to many parents. Drowning is a horrible and frightening reality. Leanne mentions in her article that the toddler drowning rate is three times higher than in any other age group. Fortunately, toddlers can learn to save themselves should they fall into water, if they are properly trained to do so. It is important to note that this learning experience should not be a traumatic one. Swimming lessons should not be at the expense of the child’s emotional wellbeing. According to Leanne,“The traumatic techniques like ISR (Infant Self-Rescue) and other methods that require forcefully submerging or rolling a child under the water do cause emotional trauma and fear. An obvious sign of this would be if the child starts
screaming or crying when they are being taught this technique. Sometimes the effects of this trauma only come out years later though, even into adulthood.” “The AQUATOTS programme is one that is child-directed, developmentally appropriate, and fun. Babies are taught to flip onto their backs and to stay afloat until rescued. Toddlers, who can walk and spin around on land, are taught to float but, more importantly, they are taught to get back to the side of the pool or their point of entry – far easier and safer for toddlers to do. Their lessons are done in groups, as it is more fun for them to be in a group and as they get older they learn more by watching and interacting with others as well. A parent is in the pool with them. Without a parent, the child will be anxious, and an anxious child cannot learn.” The purpose of this article is to urge parents to teach your child to swim, and to investigate the swim school you choose thoroughly. rail running is fast becoming one of winter’s most popular sports. Warm and insulated sports clothing these days give us no excuse to train during the cold winter months. Trail running is packed full of adrenalin, with its unstable surfaces, up hills, down hills, puddles of mud and sometimes even wild animals. Besides the fact that trail running is extremely good exercise, it gets you out into nature leaving a sense of wellbeing and achievement. Trail running ranges from simple 5km runs to ultra-trail marathons. If you are used to
road running, this will definitely be a challenge on the new trail adventure.
What you need to know • Yes trail runs are much harder than road runs, you need to pay attention and lift your feet. In road runs we tend to injure joints like knees; in trail runs our ankles are the Achilles heels of the sport. • Trails runs vary from flat surfaced to steep inclines in a short distance. The trail is often full of surprises, like water puddles, stones and ditches, therefore slow down and adjust your focus. Trails can be very rocky and technical;
this is totally opposite from the road and quite a challenge for the first time trail runner. • Start to run for a set amount of time, not mileage. If you are used to the road this will frustrate you in the beginning, but be assured that time is more important on your average trail run. Rather focus on completing your time goal than your current road mileage. • Lift your feet. The more time you spent on the trail, the less time you would be worrying about falling. You will improve your trail running technique in time. Practice makes perfect. Val de Vie

• Don’t be afraid to walk, since trail running is much more of a challenge, rather be safe than sorry. Walking will bring your heart rate down to ensure more energy to continue your run without burn out. • Don’t be afraid to get dirty, mud and water is part of the package. Embrace and enjoy the thrill of it. • Safety first. Always remember to have your name, phone number, emergency contact list and ID number on you if you are running on your own. Do not run after dark. • Also if you drive to the trailhead, leave a note on your dashboard Val de Vie

Serves 4
Ingredients: Phyllo tart base 4 sheets of phyllo pastry 50g melted butter Mushroom and goat’s cheese filling 500g wild / exotic mushrooms 50g butter ½ tsp fresh / dried thyme 100g goat’s cheese / 1 log Tamarind vinaigrette ¼ cup olive oil 2 Tbsp red wine vinegar 1 Tbsp tamarind paste 1 tsp sugar Wild rocket for plating
Equipment: Large muffin tray pastry brush whisk frying pan
Method Phyllo tart base • Set oven to 180°C. • Lay 2 sheets of phyllo pastry on a flat surface,
in half, width ways. Press each piece into a greased muffin tray and bake for 5-10 minutes
set aside. Tamarind vinaigrette • Whisk vinegar, tamarind paste and sugar together. • Slowly add the olive oil whilst continuously whisking.

Crispy Bacon and Homemade Sundried Tomato Pesto Pasta Served with buffalo mozzarella, balsamic reduction and deep fried basil
Serves 4
Ingredients: 250g streaky bacon 2 balls of buffalo mozzarella 500g packet of pasta OR Homemade pasta 400g flour - preferably “00”, but normal will work too 4 eggs Sundried tomato pesto 3/4 cup sundried tomatoes in oil 1/3 cup pine nuts 2 garlic cloves, chopped 1/2 cup olive oil 1/3 cup finely grated Parmesan cheese Balsamic reduction 1 cup balsamic vinegar 4 Tbsp honey Deep fried basil Handful of fresh basil leaves – picked off stems 400 ml sunflower oil
Equipment: Pasta machine (if you are planning to make your own pasta) blender / food processor oven tray 2 small pots 1 medium pot slotted spoon
Method • Set oven to 200°C. • Lay bacon strips out on oven tray and place in oven to cook until crispy, approximately 10-15 minutes depending on the strength of your oven. Once cooked, drain off fat and let cool completely. Then chop up into little bits, ready to mix through your pasta when serving. • Rip mozzarella balls into bite size shreds, place in a bowl, covered, in the fridgeuntil serving. Balsamic reduction • Place balsamic vinegar and honey in a small pot over a medium-high heat. • Heat to a simmer, then turn down and keep at a

Once everything is combined, pour into a pot ready to heat when serving. Deep fried basil • Pour the oil into a small pot, place on a medium heat and let warm for 3 minutes. Test if it is ready for frying by dropping a bread crumb or a little piece of basil in. • Once up to temperature, drop your basil leaves in; be very careful, as it will spatter a bit. Fry until the basil starts to turn a very light

• Let cool and store in an airtight container until needed for serving. Pasta • If using store bought pasta, follow the cooking instructions on the packet. • If making homemade pasta, see method below.
To serve • Heat up the pesto in the pot over a low heat. Cook pasta and toss into the warm pesto as soon as it is ready, spoon a little of the pasta water into the sauce to loosen it up a little. • Mix in the bacon bits. Once nicely combined, spoon into bowls and place a few pieces of ripped buffalo mozzarella on top of the pasta. • Drizzle the balsamic reduction over the pasta and sprinkle with the deep fried basil (if you have any bacon bits left over, sprinkle those on top as well). flour to prevent sticking, and store them under a damp towel to keep them moist until cooking. • When cooking your pasta, bring a pot of water with salt and a little olive oil to the boil. Ingredients: Éclair ½ cup warm water 60g butter, cut into small cubes ½ cup cake flour 2 eggs 200g dark chocolate, finely chopped Cream filling 200ml fresh cream ½ tsp vanilla paste / extract Dark chocolate sorbet 600ml water 200g caster sugar 50g cocoa 50g dark chocolate, finely chopped Fresh berries and finely chopped dark chocolate for plating

Pipe out four éclairs, approximately 11cm length x 4cm width. • Sprinkle with water and place in oven to bake for 15-20 minutes depending on the strength of your oven. Do not remove until éclairs are baked completely, otherwise they will collapse. They must be a dark golden brown and firm to the touch. Let them cool completely. • Melt chocolate over a double boiler, and dip each éclair to coat the top. Replace on paper to cool and set. Then slice open éclairs, ready to fill when serving. Dark Chocolate Sorbet • Mix the sugar and cocoa together. Bring water to

To serve • Fill each éclair with vanilla cream as well as fresh berries and place on the plate. Spoon a small pile of the finely chopped chocolate alongside the éclair, place a scoop of sorbet on top of chocolate. Sprinkle with finely chopped chocolate, and a dusting of icing sugar if you like. al de Vie Events recently had the honour hosting the wedding of Springbok and Bulls rugby player, Marcel van der Merwe and the lovely Merike Jonker. Hailing from Pretoria, the two were a joy to work with: so lively, bubbly and energetic. From the start we knew that it was going to be a wonderful occasion! Held on a picture-perfect day, the wedding was a beautiful celebration of the couple’s love. Merike was a dazzling sight in a Gert van der Merwe gown, with edgy pink heels completing the look. Marcel wore a perfectly tailored navy suit and a knitted pink boutonniere, which we thought was a wonderful personalised detail. After the ceremony, guests enjoyed cocktails and pre-dinner canapés on the terrace, which boasts spectacular views of the polo fields and the surrounding countryside. Much to everyone’s delight, a game of polo was played which honoured the memory of Marcel’s late mother, who lost her battle against cancer. As a special touch, we pleated pink ribbons into the polo ponies’ tails and sprayed the polo ball pink. When
Marcel threw in the ball, we’re sure his mother was proudly looking down from heaven on the special moment. The reception was held in our opulent ballroom, which was elegantly styled by Nico Laubscher from N Concepts and Designs. A palette of gold, blush and white created a soft, romantic ambience that took our breath away. An abundance of roses and lilies formed part of the floral decor, complemented by crisp table linen and crystal glassware. As guests entered the room, the young and upcoming duo, Bad Peter, provided entertainment with their toe-tapping folk rock. The atmosphere was wonderfully festive, filled with smiles, laughter and joy. A decadent dinner by Dish Food and Social was followed by a night of dancing and celebration that continued into the early hours of the morning. inter has crept in, all the raincoats and gumboots have come out to play and of course our equine steeds of Val de Vie have their designer winter woollies to show off! What a wonderful and action packed polo season we had, sporting the most tournaments during a season yet here in the Western Cape. It was a very exciting and energising season and we experienced some of the most exciting high goal polo that South Africa has to offer! The ponies played their hearts out and they deserve every bit of their winter holiday. The polo ponies are all taking full advantage of rolling around in the mud and watching the world go by. The 2015/2016 Polo season will commence again in October and I am sure it will be even more exciting and jam-packed than the last. Although the polo ponies have settled well into their winter break, the rest of us are still training hard for all the winter season competitions. Val de Vie

Maureen and Thembelani on their fit steeds ‘Cruiser’ and ‘Spirit’ recently completed another gruelling 40km endurance ride in Rawsonville. Our show jumpers and dressage riders are doing very well and bringing home the ribbons too. Lara McPhail and her gelding ‘Beaufort’ are currently competing in the 90cm/1m grades and cleaning up. Erin Pape and her gelding pony ‘Leo’ are currently competing in the 1.10m grades and also achieving superb results and lots of rosettes! Megan Cleary and Penny Cleary have been doing superbly on their horses ‘Double or Quits’ and ‘Callaho Fabula’ in both dressage and show jumping, and

e are at the start of the winter season and the cold nip in the air can be felt in the morning. During the months of June and July there are a number of activities that have to take place in the garden. I would like to list a few of these from Keith Kirsten’s book, Garden Guide for South Africa. During June we need to prepare the soil for new trees, vines or roses. The equipment for pruning needs to be checked. We need to feed the winter annuals and take out old flowers. Sweet peas need to be tied to their stands and be fertilized. We need to spray plants for insects where needed. Towards the end of June you can start pruning fruit

trees and vines and treat them. For those who would like to plant vegetables, it is time to plant cauliflower, broccoli, cabbage, salad, radish, onion and carrots. During July, you can sow Petunias and Begonias and keep them in a sheltered warm place. Remove all dead flowers from winter annuals. You should plant or transplant roses now. It is also time to prune all the existing roses. New fruit trees can also be planted in July. All fruit trees need to be pruned and treated with lime-sulphur that is diluted for winter use. It is important to use sharp and clean secateurs. We need to water the irises. The lilies must be watered only once a month. It is also, now

in winter, a good time to work compost into beds that you would like to plant up in spring. Shrubs like Barleria Obtusa, Berberis, Brunfelsia, Cuphea Ignea, Duranta, Hibuscus, Lavendulla, Ligustrum, Pentas, Rosmarinus, Sutera Grandiflora, Viburnums and various others need to be pruned. Vines can also be pruned and shaped. During the winter months it would be the time to fix pergolas, pathways of paving, fences and walls behind some plants, as you can now prune them back to work there. On the Estate we have been working to get a better definition between the various plant groups in the hedges at the circles in the main axle. The grassed area around the sport centre has been levelled in order to create a larger green belt around the building. Naas and Vonnie are in the process of installing irrigation on a large portion of the grassed areas where houses are built up. This would help us in the next summer period to irrigate more effectively and save water for the estate. The result of this
would be that there would be fewer men needed to water verges, as the remaining men will only concentrate on trees. The olive trees in Village 5 have grown so much since we planted them, in beginning of 2013, that we had to support them with stakes in order to keep them upright. We have treated the London Plain trees with Kohinor to keep the red spider mites at bay. After that we found some mite activity on the Water berry trees. They were all treated with growth regulators and some systemic insecticides. Subsequently we found that some of the Nuxia Floribunda had been attacked by some insects as well. It appears as though the treatment worked and new life is visible again. We will remove the dead wood in early winter. Naas has also created a channel for water to drain away next to the fence of the game camp to prevent the pathway from flooding. On the other side of Palomino Way, the pathway were lifted and the grass has been established.

are either South African or that they have a valid work permit. The onus will remain with the respective residents who are responsible for their employees. At present we do criminal background checks on contractors by choosing them randomly. If a person has a criminal record, it is carefully scrutinised in regards to the type of crime committed, the time frame, etc. It is then taken forward to the Security Committee to discuss further with the necessary recommendations. If criminal records indicate any of the following: sexual crimes, murder, attempted murder, robbery, house breaking, kidnapping, serious assault, hijacking etc., the person is not allowed onto the Estate. We are in the process of randomly doing criminal background checks on domestics, gardeners, butlers, etc. Should any resident require a crime check to be done on someone they wish to employ at their residence, they are more than welcome to contact the security office for assistance and for arrangements to be made. Part of our access control is to also screen for driver’s licenses which is not only a legal requirement in South Africa to drive a vehicle on our roads, but
is also a prerequisite to enter and drive a vehicle on the Estate. The Val De Vie Home Owners’ Association and Trustees go to great lengths and expense to ensure everyone’s security and safety on the Estate. Unfortunately we have a few residents who do not adhere to the Estate Rules and regulations. One particular area of concern is the 40kmph Estate speed limit, which is exceeded daily. The Estate has purchased a traffic radar gun (the same type used by our traffic and law enforcement agencies on our roads), which is calibrated annually, as is required by law. The radar gun is operated by security personal on the ground whereupon any transgressors of the Estate speed limit are caught and issued with a traffic fine. It is our duty and responsibility to ensure that our roadways remain safe at all times and we all adhere to the Estate speed limit. We are all accountable for ensuring that we keep our Estate safe and secure from any possible risks or threats, this includes any guest, visitor, contractor or person we employ and who we grant permission to enter our Estate. When are Levy payments due, and how does the extra levy affect me? 1st of the month, in advance. When you buy a plot from 1 September 2012 in the extra levy phase, you have a 4-month grace period from date of transfer, to do your planning and to start building before the extra levy is applicable. When building starts, you then have an additional 11-month period to complete the project, in which the extra levy will again not be applicable.
How do I update my personal information with the HOA? Please update your personal information on the Val de Vie Community Portal. For more information, please contact the HOA at: hoa@valdevie.co.za.
How and when can I do my security gate enrolment?
How, and when can I obtain a remote for the inner lane booms/river frontage gates? Remotes are available to residents only, at a cost of R220 per remote. Landowners that are in the planning phase, may request the building control office to motivate an application for a remote. Remotes can be ordered, and paid for, at the HOA reception.
How and when do I obtain my Post Box Key? The post box key can only be obtained after the property was transferred into your name, during office hours at the HOA reception.
What is my Val de Vie postal address? Name and Surname ... (your SG number) Val de Vie Estate, Paarl, Kliprug Minor Road, 7646
How often is postage sorted? Postage is retrieved from town, and sorted daily. You will receive a notification slip in your box for parcels that are too big for the box. These letters/ parcels need to be signed for, and collected, during office hours at the HOA reception.
How do I apply for a dustbin?
How many pets are allowed? No more than three animals may be kept per unit with a limit to two animals of a kind, for example, two dogs and one cat. Only domestic animals posing no danger, noise, or odours may be kept. All domestic animals must at all times bear a tag which reflects the name, telephone number, and SG number of their homeowner.
What fish have been established in the dams, and is fishing allowed? Grass Carp, Kurper, and Bass have been stocked in our dams. Fishing is only allowed on a catch-and-release basis. Please respect these resources.
How do I gain access to the Picnic Area? The HOA Picnic Area is located on the banks of the Berg River, on the Northern side of the Estate. Access to the River Frontage and Picnic Area is controlled, and only possible to residents via pre-programmed remote controls (with the same remote as for inner lane booms). Access is only possible via three gates - the Southern Gate, the Gate at the Picnic Area, and the Northern Gate. Access is limited to non-motorised transport, during daylight hours only.
New HOA Members: Gate enrolment can only be done after the property was registered in your name, during office hours at the HOA reception and proof of identification is required.
It is the homeowner’s responsibility to apply for a dustbin, once Drakenstein occupation is issued. Use your SG number as reference, and phone Drakenstein Municipality at 021 807 4715.

The Estate is part of the municipal door-to-door recycling service. Each week, on the same day as your refuse removal, your recyclable material will be collected. All you need to do is put your ‘dry’ recyclable waste into the free clear bag you are provided with. Then place it next to or on top of your refuse bin, ready for collection. Homeowners can also make use of the paper and glass banks at the Maintenance Centre.
