Using Maslow’s Hierarchy of Needs – a theory of motivation that states that fve categories of human needs dictate an individual’s behaviour, including physiological, safety, love and belonging, esteem, and self-actualisation – in a simplifed format, does the
environment created on the Estate point towards meeting at least some of these ambitions?
Our physiological needs are certainly met – a beautiful environment with fresh food readily available from the Wellness Farm, restaurants and delis on the Estate, and nearby farming communities. At the next level, safety and security on the Estate tick all the boxes. A place has been created that allows residents to be liberated by not having to contend with security issues that
beset many urban areas. We also belong to a thriving community where health and wellness are prioritised, and quiet and considerate neighbours surround us. We experience the change of seasons. Close to the Cape Peninsula, residents feel the effects of its Mediterranean climate while being protected from prevailing winds by the encircling mountains. Allowing children to be children, walking or cycling around the Estate in safety, echoes our upbringing, where walking barefoot on grass or in the dust was just a part of living and which modern children never get to experience in concrete carpeted
cities. Going fshing on the weekend without a major journey, spending time with the family, having a picnic by the river, or just taking a slow walk around the neighbourhoods on the Estate are all priceless.
Country living is a state of mind and can sometimes mean putting up with minor irritations in order to be able to revel in the benefts; perceived pests such as fies or mosquitos are outweighed by watching swallows swooping over the gardens and lakes, feeding on these insects that are an essential part of the ecosystem. The bird calls, which include the occasional raucous hadada ibis passing over, are all iconic sounds that city dwellers miss out on, being surrounded by the roar of traffc and other artifcial sounds. To listen to the wind in the trees or to smell the rain is not to be sneezed at, hay fever aside.
Investing in Our Future
Recently, questions have arisen regarding the Val de Vie HOA’s fnancial management of electricity and water services to its residents. Recognising the critical need for seamless services, especially amid broader national service delivery challenges, utilities are now managed internally. This approach allows for innovative solutions and risk mitigation in relation to electricity and water supply. It is important to note that the rates charged for water and electricity by Val de Vie Estate are promulgated by Drakenstein Municipality. Deviation is not permitted. Val de Vie Estate’s charges align precisely with those imposed on other residents across the wider Municipality.
Electricity
Part of the strategy involves a fnancial framework designed to responsibly handle fnancial surplus generated from electricity sales to Val de Vie Estate residents. Any surplus is reinvested into Val de Vie Estate’s electrical system, which is primarily allocated to:
• Advancing the Energy Master Plan to render the Estate load-shedding proof.
• Operating and maintaining electrical networks
• Providing emergency support services, including materials, tools, vehicles, equipment, and labour
• Covering metering, billing, revenue collection, and related charges
The tariffs are structured to align with these objectives; however, should the surplus exceed the predefned costs set out above, additional funds are allocated as follows:
• 50% to Rural Management (the utility service provider)
• 25% to the Val de Vie HOA
• 25% to the Developer
The Developer’s management of these funds originates from their service agreement with Drakenstein Municipality, established in 2003. The Municipality faced fnancial constraints (a 20 MW substation had to be erected during this time), leading the Developer to assume responsibility for this critical infrastructure, such as the Val de Vie II electrical network, at an approximate cost of R62 million. As per the agreement with the Municipality, the Developer owns and fully fnanced this network. Upon the amalgamation of Val de Vie I and Val de Vie II, the Developer generously ceded half of the Val de Vie II electrical network to the HOA, enabling a collaborative 50/50 partnership in operating the electrical network, as outlined in the Val de Vie Constitution (Clause 52.2). The current fnancial management of the electricity system is transparent, fair, and effcient. Furthermore, the Val de Vie Energy Master Plan underscores an ongoing commitment to a secure and sustainable future. By incorporating a diverse energy mix, including diesel, solar, generation, advanced energy storage technology, and a private distribution line, the Estate is on track to achieve a load-shedding proof situation.
Water
Similarly, surplus revenue from the sale of water is reinvested in the HOA’s infrastructure maintenance. Rural Management and the Developer do not make any profts from the sale of water. Notably, during the 2018 water crisis, the Developer was instrumental in establishing the water fltration plant that ensured uninterrupted water supply to all Val de Vie Estate households. Transparency in the administration of utilities is essential, and we value continued communication and clarity on any issues that concern homeowners.

A Tail-Wagging Reunion
Nine Golden Retrievers from the same breeder, who all live on Val de Vie Estate with their owners, met up for the frst time at the dog park. Benson, Bentley, Blue, Charlie, Isla, Izzy, Millie, Nala, and Wilson, who range in age from 18 months to six years old, played together, swam, chased balls and had lots of fun during their reunion. Closing for the Season

Earlier this year, Environmental Offcer Simon Allen rehomed 180 rescue tortoises from the SPCA within the Estate’s bio-diversity corridor. Conservation efforts for these precious creatures are critical due to habitat loss and the illegal wildlife trade, which threatens many species. Four species of chelonians (reptiles characterised by their bony shells) can now be found on Val de Vie Estate, including the leopard tortoise, angulate tortoise, green parrot-beaked tortoise and pan terrapin
Named for its striking leopard-like markings, the leopard tortoise is renowned for its sizable stature and slow, deliberate movement. These tortoises primarily feed on vegetation and possess powerful jaws for crushing tough plant matter. They are also known for their elaborate courtship displays during mating season, where males perform head-bobbing and circling rituals. Despite their impressive size, leopard tortoises are surprisingly agile and can easily navigate diverse terrain.
Please adhere to the speed limit to avoid endangering our tortoises. Areas with high tortoise trafc are clearly indicated.
The angulate tortoise is native to the arid landscapes of South Africa and is distinguished by its angular shell and earthy hues. This species thrives in rocky habitats, where it blends seamlessly with its surroundings. Angulate tortoises are solitary creatures, preferring to forage alone in their territories. Despite their slow pace, they are adept diggers, excavating burrows to escape the scorching heat of the African sun.
Green parrot-beaked tortoises are a marvel of biodiversity with their vibrant green hues and distinctive parrot-like beaks. These arboreal tortoises are often found climbing trees or basking in the dappled sunlight of the forest canopy. They have a varied diet, including fruits, leaves, and occasionally insects, making them important seed dispersers in their ecosystems. They possess specialised limbs and claws for grasping branches, showcasing their adaptation to life above ground.
The pan terrapin, also known as the African helmeted terrapin, is a semi-aquatic species found in wetland habitats throughout Africa. Its streamlined shell and webbed feet make it well-adapted to both land and water. Pan terrapins are opportunistic omnivores, consuming a variety of prey, including insects, small fsh, and aquatic plants. Highly social animals, they can often be found congregating in groups known as bales or foats. Despite their aquatic lifestyle, they require access to dry land for basking and nesting.

For this reason, we assumed that the harvest would begin slightly later; however, wind and warm conditions throughout December and some very hot days during January resulted in sugar levels climbing quickly and grapes ripening much earlier than expected, with some grapes in certain areas being ready in the frst week of January. At L’Huguenot Vineyards, we harvested the Pinot Noir grapes for the Leopard's Leap Culinaria Pinot Noir 13 days earlier than in 2023. We also received the frst Chenin Blanc grapes, which will be used for the Val de Vie The Perfect Host, two weeks earlier than last year.
Another assumption was that because of all the rain, this year would be a bumper crop yielding a high volume, but many of the grapes that came in, from white grapes right through to some of the early reds, show that it will be a very light harvest. So far, the estimation is about 25% less on weight than the previous year. The bunches and the berries are smaller but still packed with lots of good, concentrated favours, and the fermentations in the cellar are captivating – we look forward to sharing these exciting 2024 vintages with you.

Clinical Psychologist, Nicole Pottas, recently opened a private practice at A103 at the Polo Village Offces. A Fresh Delivery
Under the guidance of Michele de Witt, a group of volunteers from Val de Vie Estate harvest fresh vegetables each week from the Wellness Farm, which are then donated to drug-resistant TB patients living in our Valley. The vegetables are collected from the Estate by NorSA Community Care, an organisation that develops, manages, and facilitates communitybased projects. NorSA Community Care invests in the lives of impoverished communities to ensure that they can develop to their full potential. Introduced in August 2023, the produce from the Wellness Farm is
weighed, re-packaged and then distributed to those in need, with each patient receiving a bountiful hamper twice per month. NorSA and the Department of Health currently have 67 drug-resistant TB patients on the programme, of which six are pediatric patients under 18 years of age, including a child who is 20 months old. Since the programme was introduced, 50 patients have been cured, with 3,380 kilograms of produce harvested and donated to approximately 96 patients, with over 1,500 indirect family benefciaries.

Building Futures
The Val de Vie Foundation is proud to have made a signifcant difference in the lives of underprivileged children across our Valley since its inception in 2016. This includes education initiatives such as @HomeLearning and investing in NGOs supported by Valcare. It has also supported the non-proft organisation Khula Development Group, a team dedicated to helping vulnerable and disadvantaged primary school children.
Using the funds raised at the 2023 Celebrity Golf Day, which was held at the Pearl Valley Jack Nicklaus Signature golf course, as well as fnancial support from the Val de Vie Foundation, two prefabricated classrooms were installed at Orleansvale Primary School and Paarlzicht Primary School. Both openings were a cause for celebration, with principals and teachers treated to muffns and coffee generously donated by Monarch, along with fower arrangements from Cosmafolia, while 2,000 apples were donated to learners by Top Fruit. Each classroom provides a safe space for Khula Development Group staff to work with at-risk children during weekly sessions, helping support and develop their emotional and social skills.

Marking the End and Beginning of a New Era
On a late summer’s evening, with the polo feld at the Polo Pavilion as backdrop, the Val de Vie Foundation hosted the Valediction Event for Haroon Mahomed, Deputy Director General, Western Cape Education Department (WCED). Together, Haroon Mahomed, the Western Cape Government (WCG), Hope Through Action (HTA), and the Val de Vie Foundation have been the driving force behind the award-winning WCED @HomeLearning Programme. It was only ftting that this event be held here on our beautiful Estate, with the esteemed WCED team gathered to celebrate in this beautiful enviornment. A letter of thanks stated: “Your support played a pivotal role in making this event a resounding success, and we are incredibly thankful for your contribution. We want to extend our sincerest thanks to the Val de Vie Foundation and the @
HomeLearning Programme for their unwavering support and generosity. Your commitment to our community is truly commendable.”
The Val de Vie Foundation’s focus on education started in 2019, prompted by the concerning government results of systemic reading tests, revealing that 80% of learners were unable to read ‘with meaning’ by age 10, which has major implications for the country, the Western Cape, and the Valley we call home. With the onset of COVID-19, the Val de Vie Foundation was instrumental in working with the WCED to devise a programme that would serve our learners who had no access to the internet and it literally “took the school to the learners.” It was named WCED @ HomeLearning, and Khula Development Group was tasked
with running a pilot. HTA was then appointed to roll out the programme. The programme has been running for over three years, and the WCG has invested over R60 million to date, expanding its reach in 2023 to:
• Five WCED districts,
• 70 partner schools,
• 500 @ Home Yeboneers (previously unemployed matriculants recruited to the programme, with over 80% securing full-time employment),
• 4600 referred learners who remained in primary school,
• 185 000 learner activations (homework revision, learning through play, basic literacy and maths),
• Administration of a twice-yearly monitoring and evaluation survey to track and evaluate progress,
• WCED is committed to continuing as a multi-year programme.
