CENTRAL BANK ANNOUNCES ESSAY CONTEST WINNERS BY AMBER DERAMUS

Central Bank of Oklahoma was proud to sponsor the Green Country Matters 2018 Essay Contest. Congratulations go out to the winners. Green Country Money Matters, Inc. (GCMM) is a non-profit corporation dedicated to providing financial education to low-moderate income individuals and families in Northeastern Oklahoma. As part of their initiative, GCMM hosted an Essay Contest during the month of October, in which a total of $5,000 in scholarship funds were awarded to contest winners. The prizes were distributed as follows: • $2,500 High School 1st Place • $1,000 High School 2nd Place • $1,000 Middle School 1st Place • $500 Middle School 2nd Place Winners were announced in December during their annual celebration at OSU Tulsa. Winners of the 2018 GCMM Essay Contest sponsored by Central Bank of Oklahoma are Chloe Dean of Broken Arrow High School, Mai Yang of Daniel Webster High School, Trenton Deramus of Berryhill Middle School,

and Caroline Watson of Summit Christian Academy. Each winner was presented with an oversized check. Chloe Dean, 17, wrote her essay about her life experience in watching how her family manages their money. She poignantly explained how money goals and financial stability can sometimes be an uphill battle. “Financial recovery is a journey. This journey can be rocky, but with education and discipline, the stress can be alleviated. For my family, it took hardcore credit recovery and ditching Pepsi runs. For other families, Pepsi may not be the issue; however, frivolous spending is something distracting for all of us at times. Once a family understands money and takes steps to save and manage their funds, it becomes easier to improve financial standings. My family’s struggle taught me how to manage my money more efficiently, and my bank helped me set up a savings account to fit my needs. With education and budgeting, any family can increase their financial stability,” she stated in her essay.

Mai Lia Yang, 17, wrote about the stress and anxiety in families that stem from finances. In her essay, she explains the importance of budgeting. “Three important things can benefit any family that is wishing to improve their financial status. Communication is crucial. Consulting with a professional bank accountant and creating spending plans can lead to successful money habits. Investing and budgeting brings in more money... other ways to learn about money is through fliers, pamphlets or taking financial literacy courses. Be open to share ideas and talk to friends that have a good financial status. Learning about money can come through reading but having good money experiences is a great way to develop money skills.” Encourage your students to participate in next year’s Green Country Money Matters essay contest which is held throughout the month of October.

T

he statistics are startling. A poll of 7th graders across Tulsa County shows 11% have consumed alcohol in the past 30 days. 9% are already using some form of nicotine, and 6% have experimented with prescription medication belonging to someone else. A full 25% of Tulsa teens admit to binge drinking. Teenagers often see this behavior as harmless fun. However, research shows nine out of ten adults suffering from addiction started using before the age of 18. There is no socioeconomic divide when it comes to substance use. Children and teens from all backgrounds are at risk. When these behaviors lead to addiction, the toll is devastating. Substance abuse and dependence may lead to incarceration, expensive rehabilitation, health issues, other risk-taking behavior, and even death. Benjamin Franklin once said, “an ounce of prevention is worth a pound of cure.” This is especially true with substance use. Evidence has shown youth who receive prevention messages repeatedly are substantially less likely to use drugs and alcohol. In a state with some of the highest rates of substance abuse in the nation, one organization has stepped in to reduce addiction: Operation Aware. “If we don’t do something, nothing will change. No one else is doing this level of comprehensive prevention” states Executive Director, Jeni Dolan. For 39 years, the agency has worked in schools across Green Country to prevent children and teens from engaging in dangerous behaviors. They have developed meaningful relationships with students for

decades. Their method involves using evidence-based curriculum over the course of 8 weeks to reach young people, build relationships, and reduce risk-taking behavior. The curriculum doesn’t just teach what not to do. Instead, the organization teaches how to make healthy choices, handle peer pressure appropriately, and develop friendships. The consistency of the message has been shown to reduce substance use in the schools in which the agency operates.

“These pieces, created collaboratively with students and their mentoring artist, are auctioned off at our Gala to raise funds for local prevention Education.” From Jenks and Bixby to dozens of Tulsa Public and Rogers County schools, thousands of children in Eastern Oklahoma are impacted by the program. A mentorship program is also utilized to help their audience find creative outlets. Director of Development, Tara Saylor states “Based on compelling research that extracurricular involvement and mentoring helps to develop better life skills, improved communication skills, less psychosocial problems, fewer risky behaviors like drug use, increased academic achievement and less delinquency and violence, Operation Aware has, for the last six years, offered Operation A.R.T. (Awareness. Reached. Together.). Operation A.R.T. pairs students with Local Artists to create a one-

of-a-kind original art piece. These pieces, created collaboratively with students and their mentoring artist, are auctioned off at our Gala to raise funds for local prevention Education.” This year, presented by the Anne & Henry Zarrow Foundation, the Havana-themed Gala will be hosted at the Mayo Hotel. Green Country residents have the opportunity to participate in preventing addiction while also empowering A.R.T. students. Hosted by Emcee Mike Collier, the evening will start at 6 pm with a cocktail hour and auction preview. Dinner and dessert will be served in the historic venue with live entertainment and a silent auction. The beautiful, impactful evening will end with a live auction in which the masterpieces will be auctioned off. “This Gala is unique in the sense that you get to support prevention while boosting the selfworth and validating the talents of the students by purchasing their art,” says Jeni. Each piece of art is a oneof-a-kind work developed over a 2-3 month period. The process allows students to experiment with different mediums and utilize creative expression while contributing in a meaningful way to the continued work of the agency. The Function, Responsibility and Performance of the

Tulsa County Assessor’s Office BY JOHN A. WRIGHT

M

any people are probably unaware of the effort the Tulsa County Assessor puts forth in order to meet with citizen groups and help them understand how the property tax system in Oklahoma functions. If you own real estate or a business, you can expect to get a tax bill. Most of us would rather not have to pay taxes, but often when people have an opportunity to hear about how the system functions and get answers to their questions, it helps dissipate some of their frustration. Citizens are surprised to discover how structured the functions of

the assessor’s office are. There are constitutional, statutory, regulatory, and professional guidelines that must be followed. And it must be done at the same time of the year each year. The process is statistical in nature because we perform “mass appraisal”, which means we analyze a number of market and other factors and mathematically determine a property’s value. We strive to do a good job of this, and our performance is subjected to a rigorous audit by the Oklahoma Tax Commission every year. That performance is then reported to the State Board of Equalization. Since the audit went into effect in 2012, the Tulsa County Assessor has been at or near the top in the state each year, including three perfect scores. At every meeting with citizens, we take the opportunity to ensure the homeowners are getting the exemptions to which they are entitled. If you own and live in your home on January 1, you can apply for a Homestead Exemption. On average, this will save taxpayers around $132 a year. You need only apply, and it can be done online. If your gross household income from all sources is less than $67,100 and you are 65 years of age or older,

you may qualify for the Property Valuation Limitation (Senior Freeze). This freezes the taxable fair cash value of your home, meaning the taxable fair cash value can’t be raised. In addition, veterans who are 100%, permanently disabled can apply for a 100% exemption from property taxes. April of 2008,” he said. “We live in Owasso and know a lot of people in the area, so it made sense for us to start our business there.” Although, until recently, WaterStone only had the Owasso location, they had customers throughout Tulsa and the Tulsa metro area, including Jenks,

Glenpool, Broken Arrow, Bixby, all of whom were serviced with the valet pick up and delivery. “Over time, some of our south Tulsa customers began expressing an interest in having some kind of outlet a little closer to where they are, to have a drop-off location where they could get same day service – so that if they bring an item in by 9 in the morning, they could pick it up later that same day – including Saturday,” he said. “Because we had customers asking for this, we finally relented and agreed to have an additional location – at 92nd and Sheridan – where they could use our service on a day that’s not regularly scheduled.” Waters said he attributed the business’s growth and expansion to WaterStone’s exceptional customers service and work quality. Many of the people who know me through my work have known me for years, they’ve seen my kids grow up and since I live in south Tulsa, I’ll run into my customers outside of work all the time.” “It’s one thing to work somewhere and take care of business there, but when you live in the city where you also work, you have an added incentive to take extra care of those customers because you’re all the more invested in the community,” Waters said. WaterStone Dry Cleaners offers traditional dry cleaning and laundry, shirt service, cleaning household items such as comforters and quilts, shoe shining, alterations, and offers a 24-hour drop-off window for the convenience of the customer. WaterStone also uses environmentally-friendly chemicals in its cleaning of garments, recycling all the hangers and plastic which are brought in – even those of competitors, and they handle leather items, formal wear such as tuxedos and wedding dresses.

“One thing that sets us apart from our competitors is our mindset about what we do,” he said. “We all have a servant’s mindset. We’re here to serve the customer, first and foremost, and I know I take it very personally should I ever hear that we’ve provided anything less than perfect service for someone, it bothers me, it bothers Crystal. “Another thing that sets us apart, I think, is that I’m in the business every day,” he continued. “I’m not an absentee owner – this is my life, this is my livelihood and the livelihood for the people who work here. I want to do everything I can to make it a success. If a customer needs something, we’ll just do whatever we have to do to try and make it happen.” All items are barcoded for identification, with the garment and owner’s specifications kept on record. When a customer’s order is ready, they receive a notification text. Should the customer then decide they would rather have the item delivered, WaterStone can accommodate them, even if that was not the original agreement. “A couple of Saturdays ago, we got a call from a customer who dropped an item off at the Tulsa location, and later asked if we could deliver it to them, giving us a narrow delivery window,” he said. “So I left the Owasso store, came here, “If a customer needs something, picked the item up and took it to the we’ll just do whatever we have to customer’s house.” “And that was do to try and make it happen.” Thanksgiving weekend, by the way,” Crystal added.

“Oh, that’s right – I forgot about that,” Waters said. “There are other examples – we’ve had weather events where we’ve had to close and I would get a call or text from a customer at 10:00 at night, telling me they couldn’t come to get their items (because of the weather) but they needed them before an early morning flight. So, we worked it out and we made arrangements to go down to the shop, unlock the door and take care of them outside or normal hours – I know that’s not the case with anybody else.” “Once people come in and get to know us, allow us to do some work for them, they realize we provide a good quality product at a price that’s either less than or equal to what other dry cleaners are providing,” he said. WaterStone Dry Cleaners has two locations, one in South Tulsa at 92nd and Sheridan, and one in Owasso at 96th and Garnett. Regular hours of operation are 7 a.m. to 7 p.m. Monday through Friday, and 9 a.m. to 3 p.m. on Saturday.

In every country, I am blessed to meet interesting people, learn new cultures, and try all kinds of delicious food. I take cooking classes, join food tours, meet with chefs, and often dine with people in their homes or restaurant kitchens. I’ve lived in Tulsa for 30 years, and I love teaching people how to cook, especially dishes learned while traveling around the world. Some of my favorite cuisines are Indian, Moroccan, Turkish, Israeli, and Italian, although Indian is the cuisine that makes me the happiest. Shaved Brussels Sprouts Salad Serves 8-10 Salad

• 3 pounds raw Brussels sprouts, finely shredded on a mandolin or in a food processor • 2 stalks of celery, sliced very thinly • 2 shallots, sliced very thinly • 2 green onions, chopped • 2 tbsp. toasted pine nuts

Combine all salad ingredients in a large bowl, and sprinkle with 1/2 tsp. of salt. In a small bowl, combine dressing ingredients and whisk until combined, adding salt and pepper, to taste. Pour dressing over salad and toss. My refrigerators are filled with nuts, cheese, and dried fruits I’ve brought from other countries. And my spice cabinets contain a menagerie of exotic and odiferous seeds, pods, and dried herbs that I use so many ways. Jewelry art is my other favorite activity. I create jewelry from beads and trinkets collected on my travels, including amber from Russia and Estonia, glass from Murano, Italy, paper beads from Rwanda, and old Yemen prayer capsules from Israel. I have an Indian friend who has some

of the most beautiful semi-precious stones that he cuts into beautiful shapes. Several times a year, I attend national bead and jewelry shows where I search for unusual items to complete my creations. Many more adventures are planned for 2019, and I’m excited to share them with you in my monthly column in Values Magazine, including recipes, cooking tips, interviews with my favorite Tulsa area chefs, cookbook recommendations, travel stories, my favorite local food trucks, and ways we can give our time and talents to our fantastic community of Tulsa, Oklahoma. The Claremore Home & Garden Show is an annual event at which vendors from across the state converge to make their business, product, and/or services available to the public at one of the best-attended events of its kind in the region. “Being an exhibitor at this event is an ideal way to let people know within the Claremore and Rogers County communities that we offer all of the same services found, say, in Tulsa County,” Burkhead said. “By

if they were to appear at a similar show in the Tulsa area.” Burkhead said she and Claremore Expo staff are flexible with vendors at all of their events, such as the Home & Garden Show. “We provide our exhibitors with all the essential materials they would need to get set up, such as pipe & drape, tables and chairs, electric, and wi-fi are all included in the exhibitor fee,” she said. “We always assume they’ll need at least one table and two chairs, but they may request more without being charged. Setup time is on Thursday from noon to 8 p.m. and Friday from 8 a.m. to 10 a.m. – if it’s just kind of an informational thing and they want to bring a tablecloth to cover the table and set up their materials. ervice Manager Cliff Koger recently released some exciting news, that South Pointe Chrysler Jeep Dodge Ram Service Department is now open each day, Monday through Friday, until 12:00 midnight. This makes the service opportunity window accommodating to most anyone. “For many customers it is just near impossible to find time to bring vehicles in for service or recommended maintenance,” explained Koger. “Our staying open until midnight five days a week throughout the year opens the door to a welcomed convenience for our valued customers.” You could now drop your car off for service on your way to church Wednesday evening and pick it up

Or if you can’t deliver your vehicle to the Service Department before beginning work, just drop it off any evening and pick it up after work the next day. “Large or small businesses operating service fleets have welcomed the news with open arms,” said Koger. “They will now be able to bring business vehicles in when they are out of service and hit the streets the next morning.” Residents and travelers having automotive problems on local streets or highways will have a safe and secure place to leave vehicles overnight while getting needed services. You may file for your 2019 property tax exemptions at the Tulsa County Assessor’s Office. We are located on the second floor of the Tulsa County Administration Building at Sixth and Denver in Downtown Tulsa. In addition, the locations listed below are available, on the days noted, for you to file the following exemption applications and other documents. For questions, please call our office at 918-596-5100. You can also visit our website at assessor.tulsacounty.org to obtain more information or to download forms. Homestead Exemption - To be approved for the year 2019, the Single Homestead Exemption must be applied for by March 15, 2019, or within 30 days from the issue date of an assessment notice. You need to apply if your Real Estate property has changed ownership during 2018 or you have not previously applied for homestead exemption. If filed after March 15th, the single homestead exemption will be allowed for the following year, 2020. Your deed must be notarized before January 1st and filed in the County Clerk’s Office by February 1st to allow the exemption in the current year. If you did not move or change your deed in any way and have previously filed for the exemption on your residence, you are not required to re-file an application. Additional Homestead Exemption - To be approved for the year 2019, your gross household income must be $20,000 or less during 2018. You must file between January 2nd and March 15th or 30 days from the issue date of an assessment notice. To file you will need to bring proof of income for 2018 such as all 1099 and W2 forms from all income sources. The additional homestead exemption requires annual filing, except persons who are 65 years of age or older or who are permanently disabled. Senior Property Valuation Limitation - To be approved for the year 2019, you must be 65 years of age before January 1, 2019 and have a gross household income of $67,100 or less during 2018. If you qualify for this exemption, you must file between January 2nd and March 15th or 30 days from the issue date of an assessment notice. To file you will need to bring proof of income for 2018, such as all 1099 and W2 forms from all income sources. Seniors who have qualified are not required to re-file. Veterans - There is an exemption for veterans honorably discharged from active service in any branch of the Armed Forces of the United States or Oklahoma National Guard and who have been certified by the United States Department of Veterans Affairs to have One Hundred percent (100%) permanent, service connected disability or be the surviving spouse of such head of household. Exemption is for the full amount of the fair cash value of the homesteaded property. The unmarried spouse of a veteran killed in action may also qualify for an exemption. Agricultural Renditions - You may file your 2019 agricultural renditions including your Agricultural Tax Exemption Permit. Renditions must be filed by March 15th to avoid penalty. Business Renditions - Business owners must file a 2019 business personal property rendition by March 15th to avoid penalty. Manufactured Home Renditions – Personal property manufactured home renditions (you do not own the land) must be filed by March 15th to avoid penalty. To have your Manufactured Home assessed or to file for the homestead exemption, you will need to bring the Title or Registration for the Manufactured Home. Manufactured Home Exemption – To be approved for 2019, you must be at least 62 years of age or older, the head of household, and own and reside in a manufactured home on land you do not own. Property Tax Refund – If your gross household income from all sources (except gifts) is $12,000 or less, and you are at least 65 years of age or totally disabled, you may be eligible for a property tax refund by filing state form 538-H. Filing deadline is June 30th.

ATTENTION SENIOR CITIZENS! The Department of Housing and Urban Development (HUD) has changed the household median income in Tulsa County and Osage, Creek, Rogers, and Wagoner Counties. This change will impact senior citizens’ ability to qualify for a Property Valuation Limitation for Ad Valorem tax purposes. For 2019, the new maximum annual gross household income is now $67,100. Seniors who are qualified are not required to re-file. To be approved for year 2019, you must be 65 years of age or over as of January 1, 2019 and have a gross household income of $67,100 or less during 2018. You must file between January 1st and March 15th or within 30 days from the issue date of Notice of Increase in Valuation of Real Property. To file you will need to bring proof of income from 2018, such as Social Security, 1099 and W2 forms from all income sources.
