Broken Arrow Announces New Departments, Directors General Services Director Retires After 32 Years BY JENNIFER SWEZEY

T

he City of Broken Arrow is pleased to announce the selection of two new directors that will take over responsibilities of the City’s solid waste and maintenance services operations, respectively, which were previously managed under one department called General Services. Jerry Schuber will lead Solid Waste and Recycling, and Ryan Baze will lead Maintenance Services. City Manager Michael Spurgeon said, “Broken Arrow is a growing community, and it is important

for city operations to reflect and respond to that growth.” He added, “now that the City is providing residential curbside recycling service, the sanitation division requires an updated department model to streamline operations.” To improve organizational effectiveness and efficiency, last year Spurgeon recommended the restructuring of the General Services Department into two stand-alone departments. Changes were also made at that time to move logistics (purchasing) over to the Finance Department and cemetery operations to the Parks & Recreation Department, respectively. In addition, there was an overall focus on asset management needed which will be done through the new department model. The City Council authorized the restructuring proposal in October 2020, including amendments to the applicable city ordinances. The new Solid Waste Department manages sanitation and recycling operations, and the new Maintenance Services Department includes four divisions: Operations, Fleet Maintenance, Building Maintenance and Property Services (Assets). General Services Director Lee Zirk is retiring April 16, after 32 years of employment with the City. Zirk

started as a mechanic in the fleet division and worked his way up to the director position. He recently retired from the military in 2020 and looks forward to enjoying a full retirement this month. Schuber, a California native, brings vast solid waste management experience to Broken Arrow. He most recently worked for the City of Fresno for over 20 years in Solid Waste, Utilities and Planning leadership roles. Schuber also worked for Waste Management Industries for seven years. He holds a master’s degree in business administration and technology management and starts May 10.

The City is also excited to announce the selection of Ryan Baze for the role of Maintenance Services Director. Baze is an Oklahoma native and has tremendous leadership experience in the field of facilities and fleet services. He most recently served as the Director of Facilities for Rogers County for nine years. He starts in Broken Arrow May 4.

New Mayor, Vice Mayor Elected in Broken Arrow Mayor Wimpee and Vice Mayor Gillespie Begin Two-Year Term BY JENNIFER SWEZEY

F

ollowing the swearing-in ceremony for incumbent City Councilor Debra Wimpee (Ward 1) and newly elected City Councilor Lisa Ford (Ward 2), the Broken Arrow City Council voted to elect Debra Wimpee as Mayor and Christi Gillespie as Vice Mayor at their regular meeting on Tuesday, April 20. Wimpee and Gillespie will each serve a two-year term in those roles. With Lisa Ford joining the Council, this is the first time in Broken Arrow history that three women (Ford, Wimpee, and Ward 3 Council Member Christi Gillespie) will serve on the City Council at the same time, according to City records. This is also the first time in Broken Arrow history there has been a female Mayor and Vice Mayor holding office at the same time.

The City of Broken Arrow operates under a council-manager form of government. City Council members are unpaid elected officials. The City of Broken Arrow is divided into four wards, which are redrawn periodically such as after a Census year, in an effort to keep a fairly even population distribution in each. The Broken Arrow City Council consists of five councilors - one member from each of those wards and an at-large member. Each member is eligible to serve four years, with elections held every two years on a staggered schedule (Wards 1 & 2 are elected together, then two years later Wards 3, 4 & at large are elected). One unique aspect of Broken Arrow is that while the four ward representatives must live in their ward, all registered voters in the City are able to vote for each seat.

The primary role of the Council is to serve as the policy makers for the City. Its responsibilities include adopting local codes and ordinances, approving the budget and approving contracts for the City. The City Council is also responsible for hiring the City Manager, as well as hiring the Presiding Judge for the Municipal Court. The Council elects a mayor and vice mayor from among its own members every two years. One of the primary functions of the Mayor and Vice Mayor is to serve as the chairperson and vice chairperson to the Council.

The Heart of Mexico BY SHANNON SMITH

L

ast month I made my third visit to Mexico this year, in my attempt to learn all I could about the Mexican food culture, and the ingredients that make Mexican cuisine so unique. I never dreamed I would meet so many interesting people who were eager to share their recipes and stories! Last month I traveled to Mexico City where I met my chef friend Alondra, who had lived in Mexico City for 12 years, and was excited to show me her city. Along the way, she introduced me to other chefs and friends who were happy to join us in our quest for the best experience in Mexico City, and we managed to fill six days with more food and adventures than most people can do in two weeks! Like nearly every other country in the world, the cuisine is dependent on the region where the food is grown, the traditions of the area, and the recipes of the people who live there. The Mexican food most Americans are accustomed to is just a very small taste of all the varieties Mexico has to offer. Mexico City has so many restaurants that offer food from chefs who cook from all over the country, using recipes passed down from generations. Alondra and her friends took me to the village of San Pedro Actopan where we cooked and ate in the home of a grandmother who had prepared 3 different mole sauces that were traditional from her childhood. We went to a barbacoa, where lamb had

been cooking in a fire pit underground all night. When we arrived, they were removing the covering of agave leaves that kept the heat inside, and soon we were eating smoky lamb stuffed in corn tortillas with salsas in every color. One cannot visit Mexico City without eating street tacos made from soft corn tortillas with local cheese and chiles. After exploring Mexico City I traveled south to the southernmost state of Mexico, Oaxaca. It was there that I learned all about mezcal, the distilled spirit made from the agave plants. I took cooking lessons on how to make mole sauces and visited the market where there were tables piled with dried chiles I had never seen before. Oaxaca is also known for the use of dried insects, including grasshoppers and ants in their cuisine. At first, one might hesitate to try a crispy grasshopper in guacamole, but once you’ve tasted it, you’ll likely be eager to eat them like the locals, in paper bags just like we eat popcorn! Although Oaxaca has a very dry climate, they grow an abundance of food, including tomatoes, mushrooms, greens and chiles. There is no end to the number of mole sauces that are made, some with as many as 25 ingredients, and others with as few as 5. Every chef and home cook has their own recipes, and I was fortunate that several shared them with me. Now is a great time to visit Mexico, where the people are eager to show you their country and cook for you. The restaurants are open, and the artisans are showing their wares on the streets with music playing and smiles on their faces. I’m working on compiling my recipes from Mexico, which will soon appear on my website, chefshannon.com. Grilled Mushroom and Cheese Quesadillas

Makes 3 quesadillas - So much can be cooked on the grill besides steaks and hotdogs! For these grilled quesadillas I sauté mushrooms and onions in a cast iron pan directly over the coals on my grill. The tortillas are filled with the mushrooms and cheese, then folded as they crisp up over the fire, absorbing the wonderful smoky flavors. I love to serve them with Mexican crema mixed with salt and chile powder for the perfect snack! • • • •

1/4 cup olive oil 1/2 small red onion, finely diced 2 cloves garlic, finely diced 1 1/2 pounds assorted mushrooms, such as cremini, shiitake, and portobello, chopped 1 teaspoon kosher salt 1/2 teaspoon ground black pepper 1/2 teaspoon ancho chili powder 2 cups shredded Monterey Jack cheese 3 large flour tortillas

Preheat grill with charcoal pushed to one side of grill. If using gas grill, heat only one side. When coals are hot, place a large skillet on hot side of grill and add 4 tablespoons of olive oil. Add the onions and cook until soft. Add the garlic and cook for 30 seconds more. Stir in mushrooms, salt, pepper, and chili powder. Cook until mushrooms are softened, and all liquid has evaporated, 8-10 minutes. Remove skillet from grill and set aside. Brush the 3 tortillas on one side with olive oil and place them on hot side of grill, oiled side down. On half of each tortilla, top with mushrooms mixture and shredded Monterey Jack cheese. Fold the tortilla in half, pressing down with back of a spatula. When bottoms of quesadillas are lightly browned flip to cook other side. When browned, slide quesadillas to the cool side of grill and close the lid to let cheese melt inside (unless cheese has already melted). After five minutes, remove quesadillas from grill to a cutting board. Slice into quarters and serve.

Dr. James R. Webb Offers Free Bone Density Scans May is National Osteoporosis Month and Dr. James Webb, M.D., a local bone health expert, is offering free bone density scans to qualified patients to improve access to care as well as raise awareness of the disease.

steoporosis can be as deadly as heart disease. In the 1980s, the disease was naturally considered a normal process of aging. As medicine evolved, it became evident that Osteoporosis was connected to fractures. Today, medicine shows that not everyone with Osteoporosis has low bone density and people can have ‘fragility fractures’ as a result of the disease’s progression. “There are thousands of doctors who do kyphoplasty in the U.S. and very few actually treat the underlying osteoporosis. As an interventional musculoskeletal radiologist, there are very few of us who actually focus on treating osteoporosis and not just fixing fractures. I was the first in Oklahoma to have a free standing clinic focused on treating osteoporosis, not just the fractures with kyphoplasty, but medically treating the underlying osteoporosis. There is probably somewhere around 20 people around the country that I know that do this to the high degree that we do,” explained Dr. Webb.

Though the majority of Osteoporosis patients are 40 and older, he has treated patients as young as 18, and many in their 30s. He is helping drive research for vertebral fractures. Dr. Webb is offering free bone density scans to qualified patients to improve access to care as well as raise awareness of the disease.

“I really wanted to offer free screening to all patients who needed it--to raise awareness of bone health and to give back to this community that has been so supportive of us.” “Most people hear the word ‘osteoporosis’ and they think of a ninety-year-old grandmother with a hip fracture. Unfortunately, problems with bone health can impact younger patients and it also affects men.” Webb said.

“Like heart disease or a stroke, people think it can’t happen to them until it’s too late. Fractures from bad bone health are a common cause of misdiagnosed back pain. A bone density scan compares bone density to the bones of an average healthy young adult. The test results can help determine if you have osteoporosis, are at risk for it, and can be used to determine the overall risk for having a fracture. Osteoporosis occurs when the body’s bones become weak from low bone density, low bone quality, or both. As a result, bones become weak and may break from a fall or, in serious cases, from something as slight as sneezing or minor bumps. Most often, osteoporosis is a silent killer until a fracture occurs. “There is hope for slowing down and even reversing the effects of bad bone

health,” said Webb. “The key is to catch it as early as possible and then treat it medically to reduce the risk of future fractures.” Osteoporosis is often underdiagnosed. At least once a month he sees a patient who has been told they don’t have osteoporosis when in fact they do have the disease. One of the ways doctors screen is by using a DEXA bone density scan. This test does two things: Screens for risk in asymptomatic people; and helps determine if a person’s bone density is low enough to be put on medication. Screening is good if you have a family history or any concern about Osteoporosis. “Advanced CT scans and X-ray’s can miss half the fractures; and two-thirds of the unfound vertebral fractures heal before they receive medical treatment,” explained Dr. Webb. “A physical exam is the most technical way to detect a fracture. We treat the patient and not the imaging because we know that even a small fragility fracture can take up to two weeks to collapse.” He specializes in innovative less invasive treatments

by a doctor, get an MRI, figure out what’s wrong and derailed several times due to insurance circumstances and ‘medical judgment.’ From the beginning of her fall from a ladder, November 2014, she had been to several doctors who said that she would have to live with and manage the pain because there was nothing that could be done. The experience of losing height and managing her chronic pain from vertebral fractures from her fall were agonizing for nearly six years until late February 2020 when she found Dr. James Webb and his expertise in Kyphoplasty. Dr. Webb’s staff arranged for Dorothy to be seen within a week of her call. They expeditiously scheduled her for an MRI March 3, and she had her first procedure by March 10. Dorothy is now in her fourth treatment and for the first time since the accident, her compressed spine has straightened and her pain, thus far, has been reduced by 75 percent which has made her life incredibly better. Her struggle to find the care she needed had finally arrived. Marvett In 2004, Marvet’s life was dramatically changed after a lifealtering auto accident. She suffered from multiple broken vertebrae, a

broken neck, shattered left forearm and head lacerations. Stampede Rodeo Week promises to be filled with fun for the whole family! The events kick-off Friday, May 21, with the inaugural Cowboys 4Kids Golf Tournament, which will be held at Heritage Hills Golf Course. An amazing day of 18-hole golf will be held in partnership with Rogers County Youth Services, with proceeds from the tournament will benefiting their programs, as well as the Will Rogers Stampede. Teams may enter the tournament by calling Visit Claremore offices. The Rodeo

events begin Thursday, May 27, with Food Truck Thursday taking place from 6-9 p.m. in downtown Claremore. Commemorative posters, T-shirts, and rodeo tickets will be for sale at the event. At 7 p.m., the Clem McSpadden Tub-Handle Classic Steer Roping will be held at the Stampede Park, and tickets are general admission for $5 each. On Friday, May 28, Rodeo Slack starts at 8 a.m. at Stampede Park, and Rodeo performance at 7 p.m., gates open at 6 p.m. On Saturday and Sunday, May 29-30, the Rodeo performance will begin at 7 p.m. at the Park, gates open at 6 p.m. Concessions will be available during the rodeo on Stampede grounds at the Pendleton Saloon, and there will be vendors with items for sale, such
