Welcome to VAPE LIVE Europe!
We are delighted to return to the VOXPO platform to bring you the third instalment of VAPE LIVE, this time with a European focus.
The world is slowly starting to open up but uncertainty remains, so it will likely be a while before the global events circuit is back on its feet. The coronavirus and global lockdown has given the vape industry yet another huge hurdle to overcome after years of FDA battles, bad science and relentlessly hostile media reporting.
But true to form, our industry continues to find innovative ways to rise to the challenge. The VOXPO platform is one such innovation.
Our inaugural event in July attracted thousands of visitors from all over the world drawn in by their favourite brands, amazing competitions and giveaways and the chance to learn. But it was also an opportunity to connect – something many of us were missing during the shutdown.
At our US event in November, we celebrated the best and brightest from our incredible industry at the fifth annual Vapouround Awards. What a pleasure it was to honour all that our industry achieved in what was surely the most challenging year since its inception.

WHO POLICY DEFIES ALL LOGIC
World Health Organization proposals to outlaw open vape devices could put millions of vapers at risk by forcing them back to cigarettes, say critics. Nancy Loucas, from Asia Pacific pro-vape body CAPHRA, said the move ‘defies all logic’ but was consistent with the WHO’s longstanding antivape agenda. She said: “If countries adopt the ban on opensystem vapes, years of hard work by ex-smokers, as well as good public policy, will be rendered meaningless.”
SMOKE-FREE WORLD
Smoking may be a thing of the past after new data suggests cigarettes could be obsolete within a generation. Experts predict that, if people continue to switch to less harmful alternatives such as vaping, many countries could be smoke-free by 2050. Analyst Owen Bennett said: “With regulators and tobacco ambitions increasingly aligned…no smokers within a generation could become a reality. “If smoke-free is to happen, it is only achieved with the support of reduced risk products.”
FOLLOW THE UK
Malaysian policymakers are being urged to develop progressive regulations following new evidence in favour of e-cigarettes. The call comes after the latest Public Health England report identified vaping as the most popular and successful quitting aid for UK smokers. Syed Azaudin Syed Ahmad, Malaysian Vaping Chamber of Commerce president, said: “Malaysia must acknowledge the growing evidence that shows vaping is an effective quitting tool. “The industry has significant potential that can be unlocked with practical and comprehensive regulation.”
CHINESE VAPE THREAT
The Chinese vape industry is under threat after the government plans to regulate it the same as traditional cigarettes. The move would treat vape businesses as tobacco companies, potentially halting the rapid growth of the sector. Manufacturers may also need special selling permits and could face increased taxation under the proposed changes. Experts say that while they ‘applaud’ the regulation of the vaping industry, they’re ‘baffled’ that the government has prioritised this over crucial measures against cigarettes.
EX-SMOKERS ‘AT RISK’
CANADA: Prince Edward Island (PEI) policymakers have implemented a ‘harmful’ flavour ban, ignoring both the science and warnings from advocacy groups. The ban, which began in March, was criticised for forcing vapers back to cigarettes and putting a strain on public health.
Darryl Tempest, Canadian Vape Association (CVA) Executive Director said: “PEI has effectively put 90 percent of exsmokers at risk of returning to tobacco…the CVA is deeply saddened by the ban on flavoured vape products.”
GLOWS BOTH WAYS
Innokin says it has invented the world’s first vapourizer to use alternating current to “extend coil lifespan and enhance flavour.” It says the revolutionary “fourth generation vape technology” found in the Innokin Sensis gives users more control over device settings and enhances e-liquid quality. Earlier generations of vaporizers all used direct current to power coils in a single direction while AC mode sends electricity through the coil in both directions. The company said it was “looking forward to discovering the full potential of this exciting new technology.”
KEEP YOUR MITTS OFF OUR FLAVOURS
Former presidential candidate Mitt Romney is once again campaigning to remove flavoured e-liquids from store shelves across the USA. The call came during the confirmation hearing of Surgeon General nominee, Vivek Murthy, with Romney citing alleged youth uptake as reason for the move. The Republican Senator previously introduced legislation to ban flavoured vape products from sale in 2019, but the bill failed to gain enough support and was dropped.
SUN, SEA, SAND BUT NO SMOKING
Smoking will be banned at four of Barcelona’s most popular beaches in a bid to promote a ‘healthier, smokefree city.’ It will run from May to September and, if successful, could be made permanent and extended to the city’s other six beaches as well as parks and bus stops next year. The restriction aims to improve Barcelona’s air quality and protect public health. Officials say it is not designed to punish smokers and won’t result in a direct fine for non-compliance.
FEASIBLE AND HIGHLY EFFECTIVE
Vaping high-strength nicotine could be crucial in helping smokers with schizophrenia quit, according to new research. “Smoking is the primary cause of the 15-25 years mortality gap between users of mental health services and the general population,” said Riccardo Polosa, one of the lead researchers. “This study demonstrates that switching to highstrength nicotine e-cigarettes is a feasible, highly effective smoking cessation method for smokers who have schizophrenia.”
EVERY VAPE YOU TAKE (I’LL BE WATCHING YOU)
A Thai man could be charged for breaching consumer protection laws after allegedly selling illegal reduced risk alternatives such as e-cigarettes and other vaping products. Banglamung police conducted a sting operation involving multiple officers, who seized six devices and 33 bottles of e-liquid from the market store owner. Advocacy groups continue to lobby against Thailand’s strict anti-vaping laws, but the ban on harm reduction remains firmly in place, with officials claiming it as an effort to ‘protect public health.’
KEEP IT RATIONAL
Vapers have criticised Health Canada over plans to impose a 20mg nicotine cap on e-cigarettes. Consumer group Rights4Vapers submitted 2,000 letters calling for ‘a rational and pragmatic’ approach to improving public health.
A Rights4Vapers spokesperson said: “Nicotine caps may not seem like a big deal, but they are to vapers.
“We’re calling on Health Canada to include the voice of Canadian vapers in this and any future regulatory process.”
RIP IT UP AND START AGAIN
EU chiefs urged to revise its new cancer plan to reflect the role vaping can play in saving lives
Words: Patrick GriffinThe European Union has been accused of having “a religious antipathy towards anything that resembles smoking” and should do more to encourage vaping instead.
US-based health care policy expert Jeffrey A. Singer says the EU should promote vaping to smokers as part of its ambitions new plan for cancer prevention, treatment and care.
The new EU cancer strategy recognises that
smoking is the main risk factor for cancer death in Europe but fails to recognise the important role that vaping can play in saving lives.
Mr Singer said: “If they’re really interested in reducing cancer in Europe, then they should take a page out of what Public Health England has done, and actually promote vaping as a means of getting off tobacco smoking because they seem to be too heavily focused on nicotine.
“The cause of cancer from smoking comes
from the carcinogens in tobacco smoke and not from the nicotine it contains.”
Referring to the EU’s approach, the Senior Fellow at the Cato Institute think tank in Washington, DC, added: “This is almost a religious antipathy towards anything that resembles smoking when we should be focusing on the harmful effects of smoking instead.
“This is ironic as Europe is so far ahead of the United States when it comes to appreciating harm reduction for a lot of other illicit substances including opioids and cocaine.
“The EU gets harm reduction much better than they do in the US and yet, in this one area, they have this blind spot.”
He was speaking at a webinar organised by European Students for Liberty called ‘Vaping: Escaping Paternalistic Doctrine’ alongside UKVIA director general John Dunne and World Vapers’ Alliance director Michael Landl.
Webinar host Liza Katsiashvili said vaping was one of several industries which could face “severe restrictions” under the European Commission’s plan.
John Dunne said vape regulations should not be so broad that they restrict freedoms
of choice of consulting adults.
He said: “Overall, I’m in favour of a cancer plan. I lost both of my parents to cancer, so I have first-hand knowledge.
“But if you look at it from the vaping perspective, vaping is not smoking, there is no combustion going on with vaping at all but what this European Commission has basically done is ignored science.
“They have gotten totally on the moralistic antinicotine perspective.
Taxation of vaping products will drive the cost up and make it less accessible to smokers looking to make a better choice in their lives.”
He described flavour bans as a “huge, huge mistake” adding: “Flavours encourage smokers to make a choice to disassociate themselves from tobacco and the tobacco taste.
“They are also crucial in keeping them from switching back to tobacco. If you are limited to tobacco e-liquid flavours, vapours will quickly get bored with that, so there’s
a good chance they could revert back and that’s totally opposite to what vaping is trying to do.”
Michael Landl said the EU was in complete denial about the harm-reduction concept by making the mistake of equating smoking with vaping. He said: “As it stands this version of the EU cancer plan will not be helpful in the fight against cancer. The main problem is that the concept of harm reduction is completely missing.
“We all know that this very old zero tolerance approach is not very successful. This plan has idealised goals for a tobacco-free world instead of practical solutions to the problem.”
John Dunne said it was a “skewed public health message” where governments sought to raise vape taxes to replace the funds they were losing from tobacco revenue.
He said the lower cost of vaping compared to smoking was one of the main factors for
smokers to switch, while Michael Landl said such policies disproportionately impacted low-income groups as they tended to have the highest smoking rates.
Mr Singer, who is also a medical doctor, accused many politicians of having “an emotional antipathy towards anything that resembles smoking.”
He said raising taxes only encouraged a vaping black market adding: “If I was a smuggler of vaping equipment, I would definitely lobby for the tax to go up because this would help my business.”

VAPING ‘CRUCIAL’ TO HELP SMOKERS QUIT
Combining vaping products with stop smoking service support should be available to all people who want to quit smoking, says Public Health England report.
Words: Patrick GriffinNicotine vaping products could have a “crucial role” in reducing smoking’s massive adverse health impact, according to the latest Public Health England e-cigarette report.
While smoking remains the single biggest risk factor for death and years lived in ill-health in England, the report pointed to an obvious solution for many. It said: “Alternative nicotine delivery devices, such as nicotine vaping products, could play a crucial role in reducing the enormous health burden caused by cigarette smoking.”
The government wants to see the end of smoking in England by 2030 with smokers “quitting or moving to reduced risk nicotine delivery systems, such as vaping products.”
However, if the goal is to be achieved, the report said more resources would be needed to help smokers quit and possibly new laws requiring tobacco manufacturers to finance a ‘Smokefree
2030 Fund’.
Vaping among young people
The report said: “Vaping and smoking prevalence among young people in England both appear to have stayed the same in recent years and should continue to be closely monitored.
“Enforcement of age of sale regulations for vaping (and smoking) needs to be improved.
“Misperceptions of the relative harms of smoking and vaping should be addressed.
“More research is needed on the addictiveness of different types and strengths of nicotine vaping products among young people and the extent to which they are using illegal products.”
Vaping among adults
Smoking among adults in England continues to fall and there is an estimated six to seven million smokers in the country compared to 2.7 million adult vapers.
The most common reasons for vaping
were to: quit (29.7 percent), stay off (19.4 percent) or reduce (11.2 percent) smoking tobacco.
Most vapers (around 75 percent) used tank models while fruit (31.6 percent), tobacco (25.2 percent) and menthol/ mint (20 percent) were the most popular flavours used.
The report said: “The proportion of long-term vapers is increasing over time and further research into this group is needed. All smokers should be supported to stop smoking completely, including dual users.
“A greater emphasis needs to be placed on how best to communicate evidence of relative harm to smokers so that they can consider all the options available to them to quit smoking completely.”
Effect of vaping on smoking cessation and reduction

Using a vaping product is the most
popular aid used by people trying to quit smoking.
Vaping is positively associated with quitting smoking successfully. In 2017, over 50,000 smokers stopped smoking with a vaping product who would otherwise have carried on smoking.
The extensive use of vaping products in quit attempts compared with licensed medication suggests vaping products may reach more people who smoke and
so have more impact.
The report said: “Compared to the 2018 review, there is stronger evidence in this year’s report that nicotine vaping products are effective for smoking cessation and reduction.
“Combining vaping products (the most popular source of support used by people making a quit attempt in the general population), with stop smoking service support (the most effective type
of support), should be an option available to all people who want to quit smoking.
“Local authorities should continue to fund and provide stop smoking services and all stop smoking services should have a consistent approach to using vaping products.
“Further research is needed into the barriers and enablers to using vaping products as part of a supported quit attempt in stop smoking services.”
Greater emphasis is needed to communicate evidence of relative harm to smokers so that they can consider all options available to quit smoking completely.
VAPEFRIENDLY EUROPE: THE END?
EU lawmakers want to impose stricter regulation and higher taxes on reduced-risk nicotine products
Words: Patrick GriffinForthcoming revisions of the EU’s Tobacco Products and Tobacco Taxation directives, could deal a double blow of misery for Europe’s vapers.
Regulators could use the shake up to impose new vape taxes and toughen up the existing regulations as part of the new EU Beating Cancer Plan.
Critics say the logic is flawed because the plan fails to differentiate between cigarettes and new-generation nicotine products such as vaping.
It is feared that instead of protecting the health of European smokers – one of the key groups targeted in the EU initiative – it will actually lead to more deaths by encouraging vapers to return to smoking.
European Health Commissioner Stella Kyriakides, explained the approach at a webinar entitled: “Ending Tobacco epidemic – an essential step for beating cancer.”
She said: “Our understanding of how tobacco smoke damages our health has never been greater.
“Yet smoking rates in the EU remain high, at around 25 percent and now, new products like electronic cigarettes, heated tobacco products and nicotine pouches are entering the market.”
She said Europe’s Beating Cancer Plan proposed “bold and ambitious actions on prevention” through reducing tobacco use to achieve a smoke-free generation in Europe by 2040.
The health commissioner added: “To meet this target, this means enforcing EU tobacco legislation more strictly and helping it keep pace with new developments so that it can address the endless flow
of new products entering the market.
“We will start by reviewing the Tobacco Products Directive to make product regulation stricter, the Tobacco Taxation Directive to increase tobacco taxes and the rules on cross-border tobacco purchases.”
She said the proposals also included updating the Council Recommendation on Smoke-Free Environments to emerging products, such as e-cigarettes and heated tobacco products and creating more smoke-free environments.
The commissioner went on: “We must focus on vaccination, environmental and behavioural risk factors, including tobacco use.
“Over a quarter of all cancers are attributed to tobacco use. With no tobacco use, nine out ten cases of lung cancer could be avoided.”
We will review the Tobacco Products Directive to make product regulation stricter, the Tobacco Taxation Directive to increase tobacco taxes and the rules on cross-border tobacco purchases.

It’s 100% user-friendly.
Q. HOW DID VAPE LIVE COME ABOUT?
It was something we had on our radar as far back as the end of 2019. We always have a schedule of upcoming products and initiatives and we like to keep everything fresh and evolving. The VOXPO platform is one of many things we planned but we pushed it forward due to the terrible things happening around the world with COVID-19 and its effect on physical travel. Over the past five years we’ve met a lot of people and made a lot of friends in the vape and CBD industries and we felt VOXPO was something that could also help their businesses through
a difficult time if we brought it forward.
Q. HOW DOES VAPE LIVE WORK FOR VISITORS?
We have worked hard to keep the entire experience nice and simple. Firstly you register to attend. There’s no charge at all for attending. When you access the expo you’ll see both a VAPE LIVE and a CBD LIVE hall, plus an auditorium. Let’s say you head into the vape hall. As you would with a physical expo, you’ll then have a large selection of booths to visit. When you visit a booth, you’ll have various options such as video presentations, brochures, catalogues, spec sheets – essentially anything you might need to find out more about their products. If you like what you see, you’ll be able to link to their online e-commerce presence and buy. If you want further information, then there will be various ways to get in touch with the exhibitors.
Q. WILL YOU BE ABLE TO TALK TO THE EXHIBITORS LIKE YOU CAN AT A PHYSICAL EXPO?
Yes. VAPE LIVE will be live for 365 days but within that period we will have four “live expos”, each lasting for three days where all the exhibitors will have members of staff in their offices or home offices sitting ready to answer any questions you might have.
Q. HOW ARE YOU GETTING AROUND THE FACT THAT PEOPLE CAN’T SAMPLE PRODUCTS?
There’s a two-fold way of looking at that. Firstly, in the current climate and with social distancing and hygiene, do you really think that many people, even if given the chance, would feel totally comfortable sampling products at a physical expo? Secondly, you’ve got to think about VAPE LIVE in terms of its length and duration. At a physical expo you’ve got two to three days to push a deal over the line – that’s your window.
At VAPE LIVE, you’ve got the full year. There’s time to engage fully with any contacts you make there. Time to send the samples and then follow up.

Q. DO YOU SEE THIS REPLACING PHYSICAL EXPOS?
Absolutely not. Physical expos are a cornerstone of the industry and as media partners to many of them we can’t wait for them to get up and running again. The ultimate aim of VAPE LIVE is to complement physical expos and not to replace them. There’s more than enough room for both physical and virtual expos.

The auditorium is at the very core of VAPE LIVE. This is the place where you can find some fantastic guest speakers

The main focus of her work has been around the use of e-cigarettes to potentially reduce health inequalities, and to explore how e-cigarettes can be used to help people access nicotine in a much less harmful form. Her research has a par ticular emphasis on smoking cessation and tobacco dependence within communities facing severe and multiple disadvantages.
Jeff Connell and Tom Klingensmith, Founders, Innevape
Jeff Connell and Tom Klingensmith met in 2012, after each overcoming their own long-standing addiction to smoking and transitioning to less risky e-cigarettes. She voted for flavour bans, believing she was doing the right thing to protect the health of the citizens she represented. But then, in a surprising twist…she had a change of heart. Casimiro, who has served as a member of the Rhode Island House of Representatives since 2017, was moved by the impassioned pleas of local vapers.
They told her how e-cigarettes were the only thing that had helped them quit and explained how a range of flavours kept them from returning to harmful combustible cigarettes.
She said: “When all of the hospitalisations and deaths started occurring, I immediately asked for a ban on flavoured vaping products.
“But I was soon bombarded with emails, phone calls and social media posts from people who use vaping to quit smoking.
“So, I sat down with shop owners and experts in the field who quickly changed my mind.”
She also spent some time visiting local stores to observe customer habits, and soon discovered the crucial role that flavours play in helping adult smokers quit.
Julie highlighted that Rhode Island is already seeing the negative effects of the ban, similar to that of Massachusetts, which suffered a surge in black market activity and a loss in tax revenue after its prohibition of e-cigarettes.
“I’ve heard stories of people who are making their own flavoured
products in their basement and that’s not okay,” said Casimiro.
“When vaping first started, there were no regulations in place…and the knee-jerk reaction of politicians has been to ban flavours.”
Julie, alongside a lobbyist for the Vaping Technology Association, is now standing against the ban, launching her own bill that would impose more stringent regulations on the industry, but allow the sale of vital vaping products.
“The main differences between the new bill and the old one are that flavours would be allowed, but the purchasing age would be raised to 21,” said Casimiro.
“It would also regulate ingredients and nicotine potency.”
She continued: “The next stage is to get the bill out of committee and onto the house floor for a vote.
“It’s not going to be easy; I know a couple of people in the chamber will just say no and argue that we have to keep the kids safe…but what about the adults?”
For a policymaker to change their perspective after hearing the pleas of vapers is rare, especially in an age of ideology-driven regulations and baseless restrictions.
But the question now is how do we keep this momentum going?
Julie stressed that it’s about being vocal, highlighting that vapers can enact change in their own state, but they need to ask for it.
“We had a tremendous amount of people sign up with verbal testimony when the bill was heard in the house,” she said.
“Even if I hear from 10 or 20 people on one bill, that’s a lot and it gets my attention.
“It’s important for vapers to advocate for themselves. They can’t just sit back and hope for the best, they need to get out there and lobby.”

Around 14 percent of adults in the UK are unable or unwilling to stop smoking despite the well-known health risks. Tobacco is directly linked to 78,000 deaths each year from a number of severe illnesses including lung cancer and heart disease. Quitting smoking is tough and, for some people, it may feel that stopping is futile as the damage is already done. But you might be surprised at just how quickly your body will start feeling the benefits after you stop smoking.

Where does vaping fit into all this?
If you want to stop smoking, there are plenty of options out there, from nicotine replacement therapy (NRT) to hypnotherapy.
However, a number of recent studies have shown that e-cigarettes are much more successful than traditional NRT and keeping people from smoking, especially when used in conjunction with behavioural support.
A 2019 Queen Mary University (QMU) study found that smokers are twice as likely to successfully quit with e-cigarettes than with nicotine patches or gum.
The randomised controlled trial was the first of its kind to compare traditional nicotinereplacement therapy (NRT) with e-cigarettes, which are not licensed medicines.
All participants were also given behavioural support. By the end of the year, 18 percent of the e-cigarette users had successfully quit smoking, compared to 10 percent of the NRT group.
Also in 2019, a cross-sectional survey of almost 20,000 quit attempts revealed that vapers were 95 percent more likely to successfully quit smoking than those who went cold-turkey. Traditional nicotine-replacement therapy (NRT) such as patches and gums had a quit rate of just 34 percent.
NRT was only successful when prescribed, reinforcing the importance of stop-smoking support for this quit method. No wonder they are the most popular smokingcessation aid in the UK.

During this time many smokers took the opportunity to switch to vaping but many more are still apprehensive to take that first step. This guide was written to provide smokers with the information they need to make the switch
There are three main sources for vape products: online stores, convenience stores/supermarkets and vape shops. Online stores offer the pros and cons you would normally associate with online shopping.
Pro: there is a huge range of products available at competitive prices. Con: You don’t get the personal touch of the in-store experience. When it comes to vaping, this can be crucial.
However, many online shops offer great customer service. A good online vape shop will have the expertise to help you find the best device for you.
Convenience stores and supermarkets provide an increasingly wide variety of vapes, e-liquids and peripheries at competitive prices. However, with a few exceptions, staff are rarely trained on how to advise customers on the most suitable products.
Vape shops are by far your best option. There’s a huge variety of products, from basic pod systems to more advanced devices and a massive selection of e-liquids to choose from. But the best thing about vape shops is the expertise. Many vape shop staff are former smokers with the experience to guide you on your journey to a smoke-free life.
Starter kits come in many shapes and sizes these days. And your choice of device will depend on a number of factors, from price to availability to ease of use. However, a good place to start is with a pod system or all-in-one (AIO).
Pod systems are simple, lightweight devices that contain either pre-filled or refillable e-liquid cartridges. With these vapes, there’s no need to worry about replacing the tank or battery and they are incredibly easy to use.
All-in-one (AIO) devices offer a little more flexibility than pods as you can use replacement coils (the heating element in a vape) rather than a disposable pod, should you so wish. You can also adjust the power output of the device to tailor to your vaping and flavour preferences.
Whether you use a cartridge-based pod device or an AIO, you’ll need the right e-liquid for the job.
Your first consideration should be nicotine. If you’re a heavy smoker, you will want a higher nicotine content to ensure than the transition to vaping is as smooth as possible.
E-liquids are capped at 20mg/ml in the UK so many heavy smokers will start at the maximum level and then reduce their nicotine content over time.
Regulated e-liquids use two carriers, the first being propylene glycol (PG). PG is less viscous than VG and is often sought after for its ‘throat hit’. This is one aspect that smokers often neglect when they switch.
Vegetable glycerin (VG) is sweeter and thicker than PG and is also significantly smoother. One major downside of VG is that it tends to batter your coils, so that’s something to think about if cost is an issue.
Thankfully, many e-liquids are available in PG/VG ratios that give you the best of both worlds.
Freebase nicotine is the ‘default’ nicotine found in both e-liquids and cigarettes. It is extracted directly from the tobacco plant and can also be found in nicotinereplacement products, such as gums and patches.
Salt nicotine is the same as freebase nicotine but also includes benzoic acid. This addition makes salt nicotine e-liquid a much smoother vape, allowing you to consume higher nicotine e-liquids without a harsh throat hit.

FLAVOURS REALLY DO MATTER
Huge new Europe-wide survey says smokers rely on a variety of flavours to help them quit tobacco.
Words: Caroline BarryVaping plays a key role in helping smokers quit, according to a new European survey of almost 30,000 people across 27 countries.
According to the Eurobarometer survey on attitudes towards tobacco and e-cigarettes, 57 percent of smokers used e-cigarettes to kick the habit.
Perception of harm was also a key factor, with 37 percent reporting that they were encouraged to switch to e-cigarettes because they believed vaping was less harmful.
Flavours were also shown to be a major factor in helping smokers quit tobacco and stay off cigarettes with one in five vapers saying they preferred flavours other than tobacco.
In terms of popularity, fruit flavours came out on top, with 48 percent of adults saying they preferred these.
One in five surveyed preferred candy flavours such as chocolate or vanilla while more exotic e-liquids including champagne and whisky were at the bottom of the popularity table.
Despite an increase in menthol bans - such as the one introduced in the UK in 2020 - there has been an eight percent increase in the use of menthol e-cigarettes since the 2017 survey.
When it came to age, the older respondents were more likely to prefer tobacco flavoured e-cigarettes while the youngest preferred fruit and menthol flavours.
Michael Landl, director of the World Vapers’ Alliance, tweeted: “Most adult vapers are using flavours: Banning flavours would ruin the experience and send many back to smoking. What we need is choice and variety!
“It is clear that the EU Commission needs to take their own research into account and #BackVapingBeatCancer. Proposals for higher taxes and flavour bans need to be dropped. Anything else would be a disgrace.”
Other key facts from the survey included:
- 31 percent of smokers were able to quit due to the use of e-cigarettes and another 27 percent reduced the amount they smoked - double the numbers from three years ago.
- Almost nine out of ten (87 percent) of current smokers said they started with cigarettes, with only a mere two percent reporting that they tried vaping before they began smoking.
- Of those who had switched to vaping, some liked that you could vape where smoking was not allowed while others said they were encouraged by vaping friends.
- Less than one in ten said they were attracted to e-cigarettes for their ‘cool’ factor.
Greece topped the European league table of smokers with more than four out of ten people (42 percent) still hooked on cigarettes.
Bulgaria came in second with 38 percent and Croatia was third with 36 percent according to the survey which took place online between August 3 and September 19 last year and asked 28,229 people across 27 countries for their views on smoking and vaping.
When it comes to smoking rates, Sweden recorded the lowest in Europe at seven percent and their use of snus – a reduced risk oral tobacco product - will have played a large part in that number.
In all but seven of the countries included, one in five people are smokers despite attempts to reduce these numbers with a series of campaigns and other measures. Since a similar survey was conducted in 2017 there was only a two percent decrease in the numbers of people who were recorded as ‘current smokers.’

VAPERS SPEAK OUT AGAINST BLOOMBERG’S ASIAN CRUSADE
Advocacy groups say blanket ban proposals are ‘ill-conceived and prejudicial’

The billionaire has used his considerable influence and financial clout to lobby for flavour bans and he also funds a number of anti-vaping NGOs, including the Campaign for Tobacco-Free Kids (CTFK).
But Bloomberg’s reach stretches well beyond America’s shores.
In 2020, Bloomberg-funded International Union Against Tuberculosis and Lung Disease (The Union) called for vaping to be banned in all low and middle-income countries (LMICs).
Now, after a political storm in the Philippines that saw The Union accused of meddling in international affairs, vapers are fighting back.
Nancy Loucas, executive co-ordinator of the Coalition of Asia Pacific Tobacco Harm Reduction Advocates (CAPHRA), said: “The recommendation by the International Union Against Tuberculosis and Lung Disease for a blanket ban on electronic nicotine delivery systems is ill-conceived, prejudicial to LMIC consumers and detrimental to public health.”
CAPHRA and the International Network of
Nicotine Consumer Organisations (INNCO) argue that banning vaping will hinder, not help, efforts to eliminate tobacco use in the region.
INNCO gave ten reasons why vaping products should not be banned outright and argued that bans were an ‘overly simplistic solution to a complex issue.’
Its president Samrat Chowdhery dismissed The Union’s claims that LMICs do not have the capacity to regulate themselves as “patronising” and added: “As the world is moving toward equality and parity, here comes a well-funded organisation that says, while it’s OK in the west, people in the developing nations should not have access to these products.”
INNCO believes that smokers should have the right to choose how they quit and that vaping could contribute to the aims of global tobacco control, as the World Health Organization acknowledges the role harm reduction can play in reducing tobacco use.
It said: “By removing reduced harm alternatives from the market — while leaving the significantly more dangerous cigarettes available—countries would remove this right from the individual.”
Earlier this year, The Union was accused of trying to influence the Philippines’ tobacco
control policy when it released funds to the country’s Food and Drugs Administration (FDA).
University of Ottawa Centre for Health Law and Policy advisory committee chair Professor David Sweanor said that the funding could take away the FDA’s impartiality when implementing guidelines on vaping and heated tobacco products.
Sweanor said: “It is essential that regulatory bodies have the trust of the public. Accepting foreign funding from sources with a vested interest in compromising the FDA’s independence can rapidly destroy that trust.
“In this case, the money ultimately comes from a US entity with an abstinenceonly agenda on low-risk alternatives to cigarettes.”
In March, the FDA admitted receiving donations from the anti-vaping NGO in order to hire employees to draft new regulations banning vape products in the country.
FDA director General Rolando Enrique Domingo admitted that the department had applied for funding from The Union but maintained that it remained objective and would listen to all stakeholders when drawing up vaping regulations.
“It is essential that regulatory bodies have the trust of the public.”
DENMARK’S RASHER REGS
Did the government supress a report that could have saved the industry?
Words: Gordon StriblingOne of the things that makes vaping so attractive is the huge array of flavours. This is one of the few indisputable facts that both the pro and anti-vaping camps agree on.
It’s whether this abundance of e-liquid is attracting nonsmokers, particularly children, to nicotine that remains a source of contention the world over.
On April 1, Denmark became the latest EU nation to crack down on vaping by introducing a US-style ban on the manufacture of most flavoured e-liquids. Retailers have a year to clear their shelves of all but tobacco and menthol. The Danish government says that the initiative has been introduced to ‘reduce the number of smokers, particularly for fewer young people to start smoking or become addicted to other nicotine products.’
The new smoking regulations also:
• Require plain packaging for all e-liquid and mods
• Require that vaping products are hidden from view in shops
• Prohibit products from being displayed on websites: only names, ingredient lists and prices are permitted
• Ban all discounts and promotions
• Prohibit customer comments and recommendations on sales websites
The legislation was drafted after an alarming 2018 report showed that Denmark’s smoking rate had increased for the first time in 20 years. The European Tobacco Harm Reduction Association (ETHRA) and Danish consumer group DADAFO wrote to the health ministry in August 2020, stating: “The Bill will increase smoking by making safer nicotine products less accessible, more expensive, and less
appealing to adult smokers. “We urge you to consider the welfare and health of Denmark’s adult smokers and to listen to the experiences of consumers.”
But health minister Magnus Heunicke was unmoved. And in December, DADAFO declared the end of vaping in Denmark, posting a ‘here lies vaping’ tombstone on its website and social media accounts. The story may have ended there, were it not for a shocking revelation earlier this year.
In February, Danish media reported the health ministry received that year’s version of the smoking report in November 2019. The new report showed that the 2018 smoking increase had reversed and fewer people aged 15-29 were smoking daily.
The report was finished just as the parties were negotiating the new smoking regulations. But the health board had not told minister Heunicke of the findings, so negotiations continued on the understanding that young people’s smoking was up, not down.
Liselott Blixt of Dansk Folkeparti (Danish People’s Party) said: “We were not told that the figures now showed something completely different than what we had gone to negotiations with.”
A majority in the Folketing (Danish parliament) accepted the action plan against children and young people’s smoking. Unaware of the new statistics, the new regulations were written into law. Lars Boje Mathiesen, health spokesperson of the Nye Borgerlige (New Right) party, said: “We have a long tradition in Denmark that we can rely on the information we receive from the agencies. But now it basically shakes whether the National Board of Health is really neutral.”

JUMPING ON THE BANS-WAGON
Lawmakers across the US continue their war on vaping, with proposals for new bans, sales restrictions and many other barriers for smokers wishing to switch.
Words: Caroline Barryespite endless pleas from vapers and warnings from the scientific community, policymakers across the US continue to impose stringent and baseless flavour bans. Here are some of the states which are currently proposing new measures.
MARYLAND
Maryland officials are campaigning for two new bills that would heavily limit the sale and availability of vaping products.
Not only would electronic ID be required to enter specialist stores, but online and remote sales would be completely banned under the proposed regulations.
Alex Clark, CEO of Consumer Advocates for Smoke-free Alternatives Association (CASAA) said: “The bills in Maryland are just a few examples of legislation proposing to take low-risk alternatives away from adult consumers.
“Just like bills in several other states, if passed, Maryland residents would be limited to purchasing tobacco flavoured products only, regardless of whether they are combustible or not.”
He added: “In some cases, sales of vapour products in flavours other than tobacco will be restricted to adult-only establishments, like a vape shop with a policy in place prohibiting anyone under the age of 21 from entering. “Meanwhile, combustible cigarettes will still be allowed for sale in convenience stores and gas stations, relatively free from competition by safer alternatives on neighbouring shelves.”
VERMONT
Vermont is once again considering a wide-reaching ban on vaping and tobacco products.
The bills, which were proposed pre-pandemic but were soon halted by lockdown, would prohibit the sale of flavoured vape devices, e-liquids and combustible cigarettes. They would also eliminate the existing penalty for the possession of e-cigarettes and nicotine products, instead expanding current policies for the seizure and destruction of illegal tobacco products to include vape devices and e-liquids. A number of senators have already offered their support to the ban, falsely citing increased youth uptake as reason to pass the bill ‘as quickly as possible.’ Menthol cigarettes were originally exempt from the proposed legislation but have now
been included in the updated version.
FLORIDA
Policymakers in Florida are considering new vaping regulations after recommendations to outright ban flavoured products were vetoed last year. While the original bill gained the support of anti-vape groups, it was critised and ultimately curbed for being too restrictive.
The latest proposals aim to:
• Raise the minimum buying age to 21
• Prevent any vape retailers from setting up shop within 1,000-feet of a school
• Impose mandatory age checking for any online purchases
• Make active military personnel of any age exempt from the minimum buying age
Vape shop owners across the state would also need to get a special selling license, however, they would not be required to pay the application fee.
KANSAS
First put forward in 2020 before losing the support of its sponsor, Kansas’ flavour ban
could gain traction once again at some point this year. If passed, it would ban the sale of all flavours, as well as raise the minimum purchasing age to 21 and prohibit the use of e-cigarettes in smoke-free areas. There’s also the chance of additional amendments being added to the bill in the event that it resurfaces. CASAA is encouraging Kansasbased vapers to reach out to lawmakers and urge them to oppose the ban, should it reappear.
NEW HAMPSHIRE
New Hampshire policymakers have already proposed a bill that blocks the sale of all vape flavours, excluding menthol and tobacco.
Projections suggest that a ban in New Hampshire could also impact vapers in Massachusetts, who place orders from across the border to avoid their own regulations and access reduced risk alternatives.
A prohibition on flavoured products could also impact state revenue, with local vapers ordering products online or travelling to other states to buy their e-liquids.
