n a significant move aimed at strengthening regulation within the vaping industry, the UK government has introduced a new licensing scheme for vape retailers under the Tobacco and Vapes Bill.
This scheme, welcomed by the UK Vaping Industry Association (UKVIA), is seen as a crucial step toward fostering a fairer marketplace for law-abiding businesses while curbing the sale of illegal and counterfeit products.
The inclusion of the licensing scheme is a substantial victory for the vaping industry, as it addresses long-standing concerns about the lack of oversight and uniform standards among vape retailers.
In recent statements, the association emphasised that the scheme will help legitimate businesses operate on a level playing field, as they have often struggled to compete against vendors selling unregulated or non-compliant products.
John Dunne, the Director General of UKVIA, has expressed strong support for the licensing scheme, stating that it will “enhance consumer trust and ensure that all products sold meet the highest safety and compliance standards.”
The new licensing requirements will ensure that retailers must demonstrate a commitment to selling compliant vaping products and preventing sales to minors.

he All-Party Parliamentary Group (APPG) on Smoking and Health has voiced robust support for the reintroduction of the Tobacco and Vapes Bill to Parliament.
Describing it as a critical step toward reducing youth vaping and establishing the UK as the first country to create a ‘Smokefree Generation’.
This cross-party group of parliamentarians has consistently championed stricter tobacco control measures, and the reintroduced legislation is seen as pivotal in achieving these goals.
Action on Smoking and Health (ASH), an anti-smoking charity that coordinates the APPG’s activities, has played a central role in advocating for the bill’s return.
Since its initial inclusion in the King’s Speech in July, ASH has organized events to highlight the legislation’s urgency, including a meeting in October with smoking survivors and bereaved families, attended by the Public Health Minister.
The Tobacco and Vapes Bill outlines several significant measures to address smoking and vaping concerns.
One key proposal is a rolling age ban on tobacco sales, which would incrementally raise the legal age for purchasing tobacco products.
This aims to prevent younger generations from starting smoking altogether…additionally, the bill introduces a licensing scheme for tobacco and vape sales to better regulate retailers, ensuring compliance with sales laws and providing enforcement mechanisms against violations.
It also seeks to expand the number of smokefree areas, reducing public exposure to second-hand smoke, and aligns vaping restrictions with smoking bans by prohibiting vaping in designated smokefree places.
Another prominent aspect of the bill is the introduction of stricter regulations on vape advertising, sponsorships, and product design.
By limiting promotional activities and controlling how products are displayed and flavoured, the legislation seeks to reduce vaping’s appeal to minors.
These measures have gained widespread support within the APPG, Conservative Co-Chair Bob Blackman welcomed the reintroduction, emphasising the importance of creating a smokefree generation and urging swift parliamentary action.
Blackman said: “I am pleased to see that the Bill includes the introduction of a licensing scheme for tobacco and vapes…this is something which I proposed as an amendment to the Bill in the last Parliament and will make it easier to prosecute retailers who break the law.”
He pointed out that these measures have previously received strong cross-party backing, making their implementation even more vital.
Labour’s Mary Foy, another Co-Chair, lauded the bill’s provisions to tackle youth vaping and promote a smokefree society.
She expressed satisfaction that her earlier efforts to regulate vape marketing to children are now reflected in the proposed legislation. Similarly, Lord Chris Rennard of the Liberal Democrats highlighted the urgency of the bill by referencing the alarming rate of young adults taking up smoking daily.
He stressed the importance of supporting disadvantaged groups in quitting smoking to ensure equitable progress toward the smokefree goal.
Labour Vice Chair Jim Dickson called the bill’s return a historic step in eliminating the extensive health and economic damages caused by tobacco.
He reiterated the importance of comprehensive support to prevent any smoker from being left behind in the shift toward a healthier society.

LABOUR LAWS, LICENSING &
The change of government, a raft of new legislation and vape licensing kept the UKVIA busy in 2024

t is no exaggeration to say that 2024 has been an exceptionally busy year, where media interest was intense from start to finish and regulatory change came thick and fast.
Vaping was never out of the news and I lost count of all the early morning and late-night live interviews for national TV and radio which punctuated my entire year.
With the introduction of the Tobacco and Vapes Bill – first by the Conservatives and then by Labour – the single-use vapes ban and the decision to impose a new vape duty, there were no shortage of things to talk about.
In February, the UKVIA was involved in the development and unveiling of a first-of-its-kind vape retailer and distributor licensing framework.
It was immensely disappointing that the Conservative government saw no merit in a plan to block inappropriate businesses from selling vapes, impose harsh penalties for those who flout the law and provide self-sustaining funding for enforcement bodies.
The Conservatives tried to rush through its Tobacco and Vapes Bill without proper scrutiny and without carrying out a critical risk assessment into its impact but ran out of time when the general election was called.
The Bill was reintroduced by Labour with several amendments including the provision for vape licensing, and while we feel that the government needs to go further with their licensing, this is a very good start indeed.
We have been campaigning hard for a vape retail and distributor licensing scheme because it is right for the industry, right for consumers and affords better protection for under 18s who should not be using an age-gated adult product.
Licensing would ensure that toy shops, hairdressers, fast foot outlets and other unsuitable establishments would not be allowed to sell vapes and set high standards for vape retailers to ensure they comply with the law.
This would also provide more than £50M every year to allow enforcement bodies such as Trading Standards and Border Force to clamp down hard on those who flout the law by selling to minors or selling illegal products.
Throughout 2024, we also published the results of several Freedom of Information requests on a number of vaperelated issues including how important flavours were in helping adult smokers switch to vaping and stay off cigarettes.
Data gathered from Stop Smoking services across England showed how flavoured vapes were being used to help smokers give up cigarettes and fruit flavours and almost 70 percent of respondents reported fruit options as or amongst the most popular choice for adults.
We also released FOI data showing a lack of enforcement action against those flouting their environmental responsibilities and highlighted a shocking lack of investment in vaping and smoking public education under the Conservatives.
The UKVIA also responded to several government consultations on proposed vaping legislation and will continue to work with governments, regulators, enforcement bodies and other relevant stakeholders to ensure that vaping reaches its full potential to help smokers quit.
I have no doubt that 2025 will be just as busy and I would like to take this opportunity to thank all of our members for the sterling work they have done and will continue to do to lead by example and show how vaping is saving millions of lives.

Vietnam takes bold action to ban e-cigarettes and heated tobacco products in a bizarre move to ‘safeguard’ public health and protect younger generations

ietnam has officially announced a comprehensive ban on e-cigarettes and heated tobacco products (HTPs), with the prohibition set to come into effect in early 2025.
This decision was overwhelmingly approved by the National Assembly on 30 November 2024, with 95 percent of members voting in favour.
The new law will ban the production, import, sale, transportation, and usage of these products, making Vietnam one of the strictest nations in the region regarding vaping and new tobacco alternatives.
The driving force behind this measure is Vietnam’s Minister of Health, Dao Hong Lan, who has been outspoken about the growing risks associated with e-cigarettes.
She has raised concerns over their increasing popularity, particularly among young people, highlighting the potential for nicotine addiction and other long-term health effects.
The Ministry of Health argues that these products pose significant public health challenges and that their rapid adoption necessitates urgent action.
Vietnam’s decision has garnered praise from international health organisations, including the World Health Organization (WHO).
WHO Director-General Tedros Adhanom Ghebreyesus applauded the ban, calling it a bold step to protect the nation’s citizens, especially its youth.
This move aligns with Vietnam’s broader efforts to position itself as a leader in tobacco control and public health within Southeast Asia.
The prohibition follows in the footsteps of several neighbouring countries that have also adopted stringent measures against e-cigarettes and HTPs.
Thailand, Singapore, Cambodia, Laos, and Brunei already have comprehensive bans in place, creating a regional trend towards more restrictive policies on vaping products.
Proponents of the ban argue that such measures are essential to curbing the harmful impacts of nicotine addiction and reducing the health burden associated with tobacco use.
Vietnam has long been recognised for its strict anti-smoking policies, and this ban represents the latest escalation in its fight against tobacco-related harm.
By targeting emerging products like e-cigarettes, the government aims to prevent a new wave of addiction among younger generations.
Authorities have expressed particular concern over how these products are marketed, with critics alleging they appeal disproportionately to teenagers and young adults.
Criticism of e-cigarettes has also centred on the lack of robust scientific consensus around their safety.
While some studies suggest they may be less harmful than traditional cigarettes, health experts in Vietnam argue that the risks, particularly to vulnerable populations, far outweigh any potential benefits.
This sentiment has been echoed by the country’s leadership, which views the ban as a preventive measure to avoid the costly health consequences seen in other parts of the world.

The World Vapers’ Alliance (WVA) has rallied over 100,000 supporters to voice a clear message to the European Union: stop hindering harmreduction efforts.
This significant petition, driven by consumers across Europe, calls for evidencebased policies to support vaping as a safer alternative to smoking.
Director of the WVA, Michael Landl, criticised the EU’s increasing restrictions, warning of potential public health setbacks.
Policies under review include flavour bans, outdoor vaping restrictions, and increased taxation, which Landl argues could drive former smokers back to combustible cigarettes.
He stated that the EU’s misguided crusade against vaping and harm reduction is a public health disaster in the making.
The discussion surrounding vaping policy coincides with Sweden’s success in becoming a near smokefree nation, boasting a smoking rate just above 5 percent.
The WVA attributes much of this achievement to the country’s open harmreduction strategies, contrasting sharply with the EU’s cautious stance, which places the bloc 60 years behind Sweden in its smoke-free goals.
The petition, titled *#EveryLifeCounts*, highlights the staggering loss of 700,000 lives annually across the EU to smokingrelated illnesses.
It details a strong message on the site, stating: “This isn’t just a petition; it’s a
demand for the protection of harm-reduction products, which are vital for public health. Your support is more than valuable—it’s crucial for advocating sensible, lifesaving policies.”
The WVA stresses that restrictive measures targeting safer nicotine products, such as vaping and nicotine pouches, are counterproductive.
Instead, they advocate for consumer-friendly policies to enable adults to access safer alternatives.
The petition emphasises the importance of preserving flavoured vaping products, which many ex-smokers credit for their successful transitions.
It calls for a commitment to harm-reduction strategies, ensuring that safer nicotine products remain affordable and accessible.
Additionally, it pushes for risk-based regulations that recognise the significantly reduced harm posed by vaping compared to combustible tobacco.
The World Vapers’ Alliance plans to present the petition to the EU Parliament’s PETI committee, urging them to reconsider the upcoming revisions to the Tobacco Products Directive (TPD).
The WVA warns that failure to adapt could jeopardise what they describe as the most successful smoking cessation tool in history.

GIVEN THE SIGNIFICANT REGULATORY CHANGES ON THE HORIZON, I WAS EAGER TO SEE HOW THE UKVIA FORUM 2024 WOULD TACKLE WHAT’S SHAPING UP TO BE A DEFINING MOMENT FOR THE VAPING INDUSTRY.
With disposable vape bans, the Vaping Products Duty, and proposed licensing schemes looming, this year’s event promised to be an essential meeting of minds.
Held at the London Marriott Hotel Regents Park, the day kicked off with the usual buzz of familiar faces, industry leaders, and eager delegates filling the exhibition area.
Not only were there some notable names present— Hangsen, Alchem, NicSelect, and Greentank Technologies among them—but innovation took centre stage, especially during the afternoon’s Innovation Showcase.
The agenda, expertly overseen by co-chairs John Dunne and Jeannie Cameron, ticked off all the pressing issues facing the sector.

With insights from experts like Clive Bates and Dr Cheryl Olson, the message was clear: rebuilding trust is critical to ensure vaping remains a recognised harm reduction tool.

Evidence from study reveals vaping helps prevent smoking relapse and supports long-term cessation

groundbreaking study from University College London (UCL) has revealed that one in five individuals in England who have successfully quit smoking for a year or more now use e-cigarettes.
Published in BMC Medicine and funded by Cancer Research UK, the research underscores the significant role vaping plays in supporting long-term smoking cessation and preventing relapse.
The study analysed data from over 54,000 adults in England, collected between 2013 and 2024, focusing on individuals who had either quit smoking or attempted to do so.
Findings indicate that the rise in e-cigarette use is closely tied to the growing adoption of vaping as a quitting aid.
While the NHS advises against rushing to stop vaping immediately after quitting smoking, it highlights the importance of gradually reducing usage to lower the risk of relapse.
Dr Sarah Jackson, the study’s lead author from UCL’s Institute of Epidemiology and Health Care, noted that the increase in vaping among ex-smokers aligns with its growing use as a cessation tool.
Previous studies have demonstrated that many individuals who quit smoking with the help of e-cigarettes continue to vape long after their initial quit attempt.
Dr Jackson emphasised that while long-term vaping may pose some risks, it remains a far safer alternative to returning to smoking.
She said: “The general increase in vaping among ex-smokers is in line with what we might expect, given the increasing use of e-cigarettes in quit attempts. NHS guidance is that people should not rush to stop vaping after quitting smoking, but to reduce gradually to minimise the risk of relapse.
Previous studies have shown that a substantial proportion of people who quit smoking with
the support of an e cigarette continue to vape for many months or years after their successful quit attempt.
“However, it is a concern to see an increase in vaping among people who had previously abstained from nicotine for many years.
“If people in this group might otherwise have relapsed to smoking, vaping is the much less harmful option, but if relapse would not have occurred, they are exposing themselves to more risk than not smoking or vaping.”
The study also identified distinct patterns among ex-smokers who vape. Younger age groups and heavier drinkers were more likely to take up vaping.
For instance, 59 percent of 18-year-olds who had quit smoking over a year earlier reported vaping, compared to just 11 percent of those aged 65 or older.
Similarly, 35 percent of heavy drinkers who had quit smoking more than a year ago now vape.
These findings suggest that vaping serves as a crucial alternative for groups particularly at risk of smoking relapse.
Among individuals who quit smoking before 2011, when e-cigarettes first gained popularity, the prevalence of vaping has risen significantly.
In 2013, only 0.4 percent of this group reported vaping, but by 2024, this figure had increased to 3.7 percent—equating to around 212,000 people.
For these long-term quitters, vaping offers a less harmful way to manage nicotine cravings or satisfy behavioural habits associated with smoking.
Professor Lion Shahab, a senior author of the study, highlighted the ongoing debate about vaping’s long-term impact on relapse risk.
While some argue that the behavioural similarities between vaping and smoking could maintain nicotine dependency, others contend that vaping reduces relapse risk by offering a less harmful alternative to cigarettes.
Further research is needed to determine which outcome is more prevalent.
As the debate continues, the study reinforces the importance of vaping as a harm-reduction tool, offering hope to millions of ex-smokers seeking to avoid relapse while minimising health risks.

The vaping industry has faced stringent oversight, with many arguing that current regulations hinder smokers seeking less harmful alternatives.
Kennedy’s leadership could lead to a re-evaluation of these policies, potentially easing restrictions and promoting vaping as a harm reduction tool.
President-elect Trump’s previous support for vaping adds another layer to this development…in 2019, he intervened to preserve flavoured vaping products, acknowledging their role in helping smokers quit.
In an address Trump said: “For too long, Americans have been crushed by the industrial food complex and drug companies who have engaged in deception, misinformation, and disinformation when it comes to Public Health.”
During his campaign, Trump reiterated his commitment to ‘save vaping,’ criticising opponents for advocating bans that could harm small businesses and limit consumer choices.
The potential policy shifts under Kennedy’s leadership could have significant implications for public health.
Advocates argue that recognising vaping as a viable smoking cessation method could lead to reduced smoking rates and associated health risks.
Conversely, critics express concern that relaxed regulations might increase youth vaping rates and undermine tobacco control efforts.
The nomination also raises questions about the future direction of the FDA’s Center for Tobacco Products.
Under Kennedy, the centre might adopt a more lenient stance toward vaping products, focusing on their potential benefits rather than solely on risks.
This approach could encourage innovation within the vaping industry, leading to the development of products that better serve smokers seeking alternatives.

UKVIA calls for stricter penalties to ensure vape businesses comply with environmental regulations and uphold best practices

The UK Vaping Industry Association (UKVIA) has urged regulators to impose stringent penalties on vape businesses that neglect their environmental responsibilities.
This call follows a Freedom of Information (FOI) request revealing that between 2022 and May 2024, no vape businesses were fined or prosecuted for non-compliance with Waste Electrical and Electronic Equipment (WEEE) regulations.
The Environment Agency (EA) clarified in its FOI response that while there are no civil sanctions, including monetary penalties, for WEEE regulation breaches, producers can face unlimited fines if found guilty of an offence.
The Office for Product Safety and Standards (OPSS), overseeing environmental regulations for vape retailers, reported a lack of data on fines or prosecutions due to the sector’s rapid growth and evolving landscape.
Instead, the OPSS has focused on educational initiatives to inform businesses of their environmental duties.
These efforts include publishing an informational video on takeback requirements, collaborating with the non-profit Material Focus to create a retailer briefing guide downloaded over 3,000 times.
He highlighted parallels with inadequate enforcement concerning underage vape sales and advocated for the application of existing policies that allow for unlimited fines.
He said: ““It’s great to see that the OPSS is working hard to educate vape retailers on their environmental responsibilities, and this is something that needs to continue, but businesses in breach of their obligations need to face the consequences.
“We are seeing the same enforcement issues when it comes to retailers selling vapes to minors.
“The Environment Agency tells us that the amount of fines that can be handed out are unlimited, so let’s put this policy into practice.
Despite this, no fines or prosecutions occurred during the specified period… additionally, the EA noted that vape producers are not required to specify their role—be it retailer, distributor, or manufacturer—when registering or reporting data, complicating enforcement efforts.
Contributing to the Association of Convenience Stores’ guidance distributed to 49,000 members, and providing advice to 23 national businesses between 2022 and May 2024.
John Dunne, Director General of UKVIA, acknowledged the OPSS’s educational efforts but emphasised the necessity for enforcement against non-compliant businesses.
“We were pleased to see the government include powers to introduce vape licensing in the new Tobacco and Vapes Bill and – as was suggested in the industry’s comprehensive framework – would like to see any scheme that is put forward include licensing as part of its eligibility criteria.
“In addition, we continue to campaign for the Medicines and Healthcare products Regulatory Agency (MHRA) to have powers where they only grant vape product notifications for brands who can prove they are registered with one of the producer compliance schemes.
“One of the challenges that we face is that the organisation registering for a Producer Compliance scheme may be a distributor or an importer on behalf of a number of brands, making it difficult to see which manufacturers maybe breaking the law.
“It’s therefore key we understand who they’re representing.
“We will be working with the regulators and our members to identify those businesses who are compliant and those that are not so appropriate action can be taken.”
This appeal coincides with the impending ban on disposable vapes set for June 2025, anticipated to introduce new waste management challenges and potentially stimulate the black market.
The Association of Convenience Stores projects that the ban could lead to a £645 million annual increase in illicit product sales.
In response, UKVIA recommends incorporating environmental compliance into a proposed licensing scheme for the vaping sector.
The association suggests that the Medicines and Healthcare products Regulatory Agency (MHRA) should approve only those vape products whose brands are registered with a producer compliance scheme.
Dunne noted the difficulty in identifying non-compliant
manufacturers, as distributors or importers often register on behalf of multiple brands.
He stressed the importance of transparency in these relationships to facilitate appropriate action against violators.
This initiative aligns with the Department for Environment, Food and Rural Affairs’ consultation on reforming the producer responsibility system for WEEE, with recommendations expected soon.

Battery life
One of the most impressive aspects of the Sonder Q2 is its battery life. At 1350mAh, it boasts one of the largest capacities in its class.
A single charge can easily last a full day, or even two depending on your usage, eliminating the constant need for recharging…a major advantage for busy vapers who are always on the go.
Adjustable airflow
While the Sonder Q2 prioritises simplicity, it doesn’t completely omit customisation.
It features an adjustable airflow control slider located on the side of the device…this allows you to fine-tune the draw according to your liking.
Using the 0.8ohm pod included with the kit you’ll expect the airflow to be mouth to lung (MTL) vaping only.
A loose MTL vape is achievable with the airflow open, which allows more cloud production. To get a tight MTL vape, close the airflow slider down.
For an RDL vaping experience, you will need to purchase either the 0.4ohm or 0.6ohm Q Pods.
What refillable pods are compatible with the Sonder Q2?
The Sonder Q2 utilises the Geekvape Q pod series. If you already have a Geekvape device that uses Q pods, it means you will be able to use them with this device too!
There are two styles of Q pods; top fill which features a popoff top and 2ml capacity, and a new side fill style which is available in 2ml and 3ml capacity.
Both types can be refilled without removing the pod from the device, which is very handy.
The new side fill pods have undergone a significant upgrade with the introduction of a rubber plug on the side to stop leakages and new colours to coordinate with their coil resistance.
The Q Pods utilise Geekvape’s VPU mesh coil technology, which is renowned for its flavour and vapour quality production.
On top of that, the Q Pods come in a variety of coil resistances (0.4ohm, 0.6ohm, 0.8ohm, and 1.2ohm) to cater to different vaping preferences.
Lower resistance coils are ideal for those looking for more cloud production and a restricted draw, while higher resistance options provide a more discreet and cigarette-like experience.
The 0.8ohm Q Pod is included in your Sonder Q2 kit, however, if you want to switch to a different coil resistance you will need to buy the other pods separately.
Performance
While the Sonder Q2 might not be a cloud machine, it still is able to deliver a surprisingly good amount of vapour production if you require.
The overall wattage range is 5-30W and the Sonder Q2 will automatically set the wattage to the ideal level for the pod that you are using. The 0.8ohm pod that comes with the device has a wattage range of 12-18W.
The pod kits capability to accurately reproduce the nuances of different e-liquids is a delight.
Whether you enjoy sweet and fruity flavours or rich and complex blends, the Sonder Q2 does a commendable job of bringing them to life thanks to the VPU mesh coils.
When drawing, the pod produces a warm and satisfying vapour. I have to say overall, it’s a very nice mouth-to-lung experience.
I also accidently dropped the Sonder Q2 a couple of times but I’m pleased to say it withstood any battering enforced on it.
Verdict
The Geekvape Sonder Q2 is a simple yet quality piece of kit that anyone, regardless of experience, can enjoy. Even though its designed to be budget friendly, it really doesn’t feel that way when using.
The upgraded aspects of the Sonder Q2 is greatly welcomed and a vast improvement on the original Sonder Q.
Thanks to its straightforward approach, the Sonder Q2 kit is an easy recommendation for beginners, but also has the power and capabilities for experienced vapers to enjoy too.
