The strategy for the city center is divided in three scales: Axes (Macro Scale) City center (Intermidiate) Neighborhood (Micro Scale)

In the macro scale, two main pedestrian axes will be created, the cultural and the administrative. The cultural axis will connect the train station with the bus station. The administrative axis will connect the Ancient Theater with Ir. Polytechniou street (connects the city with the highway). The administrative axis will be transformed into a low traffic road that enables only buses and delivery services vehicles. working in the area. Open spaces in blocks and close ended streets will be transformed into themed pocket parks. The micro scale focuses on the neighborhoods. The sidewalks will extend where commercial stores are located for providing seating areas. Green spaces will be added at the extend sidewalks to improve the microclimate of the area

The political and economic events of the 20th century resulted in the downgrading of 0 city central core and the loss of its historical memory. The excessive development of private interest to the detriment of the public interest deprived the Frourio area of the role of the historic center. Since then there are have been numerous urban renewals to this area in order to revive its lost historic identity.

The main objective is to revive the areas with cultural interest and connect them with the social and economic life of the city. This research aims to restore the loss identity of the city and to create a multi – functional core. This core will establish a connection between Pineios River, Frourio Hill and City center based on urban heritage principles.
