he EasyWay project is the key implementation programme deploying ITS road technologies. EasyWay operates in a coordinated way with the full Trans-European Network thanks to policy instructions from the European Commission (DG Energy and Transport) and 21 Member States. EasyWay is designed to define strategic actions and targets for improving the mobility of European Citizens and identify the set of necessary services to be deployed bined deployments of pan-European services. The first EasyWay Conference is the moment of highest representation of European Road ITS Technologies current policies, the state-of-the-art achievements and the newest technologies for developing a coherent platform for European Services.

The European Policy relies upon Intelligent Transport Systems and Satellite Services to improve the quality of the road transport service, the safety, the environmental sustainability and, finally, enhancing the access to mobility as stated by the European treaty. he European transport system needs smart solutions. We need to make the best use of infrastructure, lower the impact on the environment (“greening�), improve safety and security and connect transport modes close to each other in co-modality. Intelligent transport systems (ITS) clearly contribute to these goals. Many ITS services are mature and are being deployed. Nevertheless there is sufficient scope for accelerated and more harmonious deployment across Europe. Later this year the Commission plans to present an ITS Action Plan for intelligent transport systems in the field of road transport. This ITS Action Plan aims to improve the framework conditions for the EU-wide application of road ITS and connect road better with other modes.
It will enable us to work closely with the Member States, road operators and other stakeholders. The EasyWay project is an important instrument for the Member States and the European Commission to co-operate on the deployment of ITS and it is co-funded from the budget of the trans-European transport networks (TEN-T). It is both a continuation of the emerging cooperation in the Euro-regional projects (2001-06) and an extension of the integration. This conference is the first showcase of this new approach. This conference will be a key event in the European ITS implementation. I expect high the most beneficial approaches and on consensus building. I am very pleased that Italy and the City of Taormina will be hosting this first European conference, and I would like to address a warm welcome to the participants!

Keynote The Traffic information market is and will continue to evolve rapidly as a result of changes in technology and the commercial landscape. Specifically: • advances in floating car and floating cellular technologies are creating new and improved traffic data sets, which are generally owned by private companies rather than by highway operators; • technological advances and evolving consumer attitudes may lead to the adoption of “user communities” within the transport sector, where motorists use web / wireless technology to exchange information directly with each other on travel conditions and diversion options; • significant improvements and cost reductions in wireless communications are facilitating the provision of information on the move and will eventually make the Internet widely available at
high speeds via wireless connections across much of the highway network; • the emergency of position aware devices (through the integration of Galileo / GPS receivers) and specifically of position aware mobile telephones will make traffic information highly personalised and will increase the potential to bundle traffic information with commercial services (advertising, etc); • the rapid adoption of in-vehicle navigation devices has created a new method of communicating with motorists and one over which the highway operator has little influence. The above trends all point to a future where the quality and availability of travel information will increase, but where road operators will have less control over the underlying data that describes traffic conditions or the communications channels used to transmit information to motorists. This will force road operators to rethink their strategy for collecting and providing
traffic information and specifically how they wish to position themselves alongside the private (non road operator) companies that will have a bigger and bigger influence on content and delivery of traffic information to drivers. This paper will draw on work undertaken by Groupe SANEF and IBI Group to develop a road map of how road operators should position themselves in response to the above anticipated changes in the traffic information market to 2013 and beyond. Traveller information services - towards the connected traveller Currently real-time information services for road traffic and public transport are in most cases developed only for a specific geographical area and/or primarily for one individual mode of transport. Although integration and interoperability are strategic issues for the development of the Pan- European transport system, true integration and co-
ordination of information services across Europe is still rather uncommon and realised either on a local scale or in the form of prototype services. The paper will give an status on exemplary services in this field which might act as good examples in order to improve this situation.

Test Platform for Traffic and Travel Information Services in Romania Keynote The Paper presents the status of the Traveller and Traffic Information systems in Romania and a test Information System Infrastructure deployed in order to be used as a test platform for applications in the field of Traffic and Traveler Information and Public Information in case of Emergency Situations. This Test Platform was created as part of EasyWay Romanian activities, in order to develop and test different Public or Traffic information systems like: Emergency RDS text messages, Traffic information using RDS-TMC system and RDS Traffic Announcement (TA). Objective In order to create common traffic information system all the relevant data related to a specific area should be gathered in common infrastructure. One problem is to analyse the information coming from different sources and determine the information accuracy, readiness and relevance to the respective area.The next challenge is to convert all the information in a common format for dissemination and storing. A project proposed by the Ministry of Communications and IT intend to create
a test platform for developing traffic information services. The test Infrastructure is needed for the following goals: analyze the quality of the information provided from different sources, convert it in a common format and test different dissemination systems. The test Information System Infrastructure objective was to create a development, test and operation platform for Information Systems that use the FM radio as transmission medium for sending the information.The Information services that were initially considered to be developed and tested on this platform are: Emergency RDS text messages,Traffic information using RDS-TMC system and RDS Traffic Announcement (TA). System logical architecture has three blocks: • information gathering and formatting to a determined format.This is done using one Operator Workstation in every location. Three workstations were installed one for every organization that generates traffic information: National Roads Administration,Traffic Police and Centre for Emergency Situations; • storage and information processing ac-
cording to the traffic information system needs.This is composed by two central servers that are running the traffic information applications and database; • dissemination to the users. As infrastructure the test platform has connections with five FM Transmitter site equipments. The coverage area of the system is for this test platform the South-East part of Romania, covering about a quarter of the Romanian territory. Five FM transmitters were chosen to be connected to this system. These are from the Romanian National News Radio, FM transmitters with high power and a very good coverage in the designated area.
