The Florida Veterans Foundation is asking the state legislature for $245,000. This isn’t new. “There have been funding requests in the past, and the legislature hasn’t granted any of these funding requests,” said Bob Asztalos, chairman. Rep. Fiona McFarland, who’s serving in the Navy Reserve, filed HB 2559 — Florida Veterans Foundation Veterans in Crisis Emergency Fund — to get the foundation that money. She’s a freshman member of the Florida House of Representatives. At press time there’s no companion bill in the Florida Senate. However, there likely will be. Asztalos said a couple state senators have expressed interest in sponsoring one.
The Florida Veterans Foundation The Florida Legislature created the foundation during the 2008 legislative session. It’s a not-for-profit created to assist the Florida Department of Veterans Affairs. Before creation of the foundation, the state’s Veterans department got calls from Veterans needing help. It couldn’t offer much more than sympathy. The Florida Department of Veterans Affairs, FDVA, operates the state’s six current Veteran nursing homes, along with an adult living facility. It also has workers to help with filing claims and making appeals to the federal Department of Veterans Affairs. What the state Veterans department couldn’t and doesn’t do was help Veterans with crises such as facing eviction pay rent. When the legislature

created the foundation, it did so with faith in Floridians to help and has never appropriated any money to it. Because of the tight resources, the foundation does a lot of leveraging. For example, doing massive outreaches to educate Veterans about getting to the county Veteran services officers to find out what benefits they may have coming. The logic being that if a Veteran is getting her or his earned benefits, she or he may not face urgent economic crises and need help in the future. Additionally, the tiny foundation staff will also sometimes use their credibility to negotiate for Veterans in crisis — say talking to
COVID-19 Project Relief Fund The foundation does get some funding from sales of Veteran- and military-themed specialty license plates. It also gets some cash and in-kind donations. For example, last year the foundation started its Veterans Ride Program with an allocation of 1,000 trips donated by Uber through the federal Department of Veteran Affairs. Also last year the American Legion Department of Florida and foundation got together to create the COVID-19 Project

Veterans Health Administration turns 75 Patrick McCallister

The Veterans Health Administration turns 75 this year. With 170 medical centers and nearly 1,100 outpatient sites, the VHA helps see to the medical needs of 9 million Veterans. With 376,000 budgeted positions, it’s the largest single healthcare system in the U.S. and inarguably the Department of Veteran Affairs’ greatest mission. Dr. Ramon Cuevas-Trisan, associate chief of staff for education and research at the West Palm Beach VA Medical Center, said in the end the VA medical system is about the Veterans. “It’s their place,” he said. “They should really embrace it. We’re here to help them.” A lot of inspirational people went into shaping the VHA. Gen. Omar Bradley, for example. President Harry S. Truman appointed him to lead the Veterans Administration as World War II was coming to a close. Bradley led the then independent federal agency from Aug. 15, 1945, to November of 1947. Reader’s Digest proclaimed, “In two years General Omar Bradley has transformed the medical service of the Veterans Administration from a national scandal to a model establishment.” But the inspiration to give
Veterans gold-standard medical care goes back long before Bradley.
Early history Arguably the American tradition of government caring for Veterans as a sacred duty goes back to the Plymouth Colony. In 1636 the colony enacted a law requiring itself to care for those wounded in its war with the Pequots. In European tradition it’d long been that military service for the ruler was expected, and it was the job of families and neighbors to care for any who survived war wounds. Not many did. That novel tradition of caring for war Veterans wound through the development of the American colonies. In 1776 the Continental Congress enacted a law to pay pensions for those injured in the War of Independence. In 1811 Congress authorized the first Veterans domiciliary, but it’d be limited in its medical services and take decades to get built. Construction on the Philadelphia Naval Asylum started in 1827. It opened in 1834. The nation was then about 27 years away from having its first large influx of wounded warriors who, unlike previous generations, were largely urbanized and couldn’t count on community charity to get by. than previous wars, because of logistics and medical advancements. Additionally, American communities were decimated by losses of working-age men to wartime death and injuries. They just didn’t have the resources needed to help care for their wounded warriors. The only entity with the resources to respond to the Civil War social crisis was the federal government. Katie Delacenserie, the VHA’s historian, spoke on an hourlong docu-video at www. va.gov/vha-history. “The federal government has been providing healthcare to our nation’s Veterans since the first Soldiers’ homes opened at the end of the Civil War,” she said. Weeks before the end of the Civil War President Abraham Lincoln signed a bill creating the National Asylum for Disabled Volunteer Soldiers, a network of medical and housing facilities for Union military Veterans. They existed from 1866 to the 1930s. Due to growing negative connotations of the word “asylum,” the name changed to the National Home for Disabled Volunteer Soldiers in 1873. It’s tempting to compare the 19th century Soldiers’ homes to modern assisted living facilities, but that’s off the mark. The homes had small hospitals and nursing facilities, but they also had barracks for able-bodied Veterans. They were Veterans’ communities in
their own right. Populations at the Veterans homes peaked in 1905 as older Civil War Veterans entered them for a variety of reasons.
Early 20th century In 1917 the U.S. entered The Great War — World War I — and sent almost five million service members to Europe and other places. The 19th century systems of Veterans healthcare and benefits were obsolete to the new generation of wounded warriors, so Congress had the Bureau of War Risk Insurance and Public Health Service create a system of hospitals for the returning Veterans. Those were transferred to the Veterans Bureau created in 1921. The Veterans Bureau was plagued with corruption. In 1930 President Herbert Hoover signed an executive order aimed at curtailing the bureau’s corruption. It elevated the bureau to an independent federal agency — the Veterans Administration. In the early 1940s World War II would see some 16 million Americans go to war. Many come home with a wide range of injuries that needed long-term care. Similar to the Civil War, medical advances in World War II increased combat-wound survival rates. “There were nearly half a million Veterans needing medical

Lake Baldwin Clinic’s Negative Effect on Veteran Healthcare To the Editor: VA Clinics are critical to Veteran healthcare. According to the US Department of Veteran Affairs, “Almost 9 million Veterans are enrolled to receive health care from VA — a unique, fully-integrated health care system, the largest in the nation.” Although a large system, it has had its shortcomings. In 2013, the VA closed its specialty clinics located at Lake Baldwin in Orlando, which was 5 miles from the center of town. Simultaneously, VA moved all its
specialty clinics to Lake Nona, which was much farther and harder to travel to. This caused a great hardship for aging and ill Veterans, and must be fixed immediately. Lake Baldwin was easily accessible due to its closeness to the center of town. Lake Nona, however, is nearly four times the distance and harder to get to. For the past few years, I have been fighting tirelessly to move the clinics back. I have been working since 2013 to try and relocate the clinic closer to town. I have spoken with several local VA
officials since 2013 to convince them to relocate, but they have done very little. I have protested against this broken system that has failed to provide Veterans with the proper care that they need. The VA, however, has done nothing to help sick and dying Veterans, and refuses to move the majority of the specialty clinics back. My chief volunteer, Aaroosh Mishra, has been helping me with my efforts. We have made some progress, (a few clinics have moved) but we have not succeeded in getting the VA to move the
majority of the clinics back. That is why we need your support. Our organization requires signatories for our petition and we need volunteers. Florida’s 60-day legislative session starts on March 2 with 21 military Veterans ready to serve as state representatives and senators. Some are still in the Florida National Guard. The Florida Legislature has 160 seats — 120 in the state House of Representatives and 40 in the Senate. While Veterans make up about 8 percent of the national adult population, they now make up about 13 percent of the Florida Legislature. If the legislature adopts a budget on time — its only constitutionally-required duty — April 30 will be the last day of the 2021 legislative session. The biographies below are courtesy of the Florida Veterans Foundation. Veteran Voice has edited them to Associated Press style and consolidated most. even before she could vote. Her Florida House Dist. 26 seat includes much of mainland Daytona Beach stretching into DeLand and Orange City. She was born in DeLand and on the 40th anniversary of Pearl Harbor. So, it was natural for her to join the Florida Army National Guard in 2011. Fetterhoff completed her three-year enlistment by serving at Camp Blanding. Fetterhoff served as a campaign coordinator, a public affairs specialist, assistant legislative coordinator, and a legislative office coordinator. After high school, she moved from DeLand to Tallahassee to pursue her career in government affairs. The representative worked for various lobbying firms and interned in the Governor’s Office of Policy and Budget. While working in Tallahassee, she earned an associate degree from Talla-
hassee Community College in 2004 and a Bachelor of Science in political science degree from Florida State University in 2009. She then returned to the DeLand area and began working as a legislative assistant to State Sen. Dorothy Hukill, who died of cancer in 2018. After a five-year stint with Sen. Hukill, Fetterhoff became the government affairs director for the New Smyrna Board of Realtors.

military Veteran, Renner is a former prosecutor and local business attorney. He began his legal career as an assistant state attorney. Renner served as an officer on active duty and in the Reserves. He joined the Navy and earned his commission as a surface warfare officer. He served during combat operations onboard the USS McInerney (FFG-8) in support of the ground offensive to liberate Kuwait in Operation Desert Storm. He also served as small boat officer for the destruction of floating Iraqi contact mines. As a commander in the Navy Reserves, Renner received orders to serve as an intelligence officer in Afghanistan in 2011. He led a team focused

ARR, MATEYS! A brief look at Naval lingo on the anniversary of ‘port and starboard’ at attention, sometimes for hours on end, until they presumably changed the error of their ways.

On this Feb. 18 in 1846, the U.S. Navy Department had a problem. The terms for left on a ship — “larboard” — and right, “starboard,” were confusing Sailors and officers alike because they sounded so similar. Such confusion was dangerous in the throes of a howling gale. So the Department issued a General Order: From then on, “larboard” was changed to “port,” which referred to the fact that the left side was traditionally used as the side for loading cargo at ports. (“Starboard” referred to the rudder, which, before center-line placement, was located at the right of the stern. Navigators used the stars to plot the course, and they relayed the information to the tillerman.) Job done for the Navy. But a fair number of Naval and sea-going terms and traditions stayed the same as they had been since the 1400s and beyond — the Sailor’s Hornpipe dance, for example, first recorded in 1485, was, by the 1600s, well known, and no less than Captain Cook approved of it as good exercise for the Sailors. Hornpipes, too, stayed basically the same — they were very similar to the recorder, but with a mouthpiece of deer or elk antler horn attached to a cylinder of wood with holes drilled in for different notes. From those early years we also get “bosun” (boatswain) and “coxun” (coxswain). The word “swain” comes from Old Norse, “sveinn,” meaning a boy apprentice or servant. The boatswain, eventually shortened to bosun, was a non-commissioned officer responsible for keeping order on all things related to the deck — sails, ropes, weapons, neatness and protocol. With his pipe, with which he issued various orders, the bosun evolved into the “gatekeeper” of those embarking and debarking the ship. Coxswains were also assigned to deck duties, but were given the additional responsibility of being helmsmen. At first, they were in charge of the small cock or cockboat that was kept aboard for the ship’s captain and which was used to row him to and from the ship. Coxswains still do this, albeit in modern motor launches, but with the passing of time the coxswain became the helmsman of any boat, regardless of size.

Arr! was a real thing

Every Sept. 19, since 1995, people greet each other with “Arr, matey!” on International Talk Like a Pirate Day. But it wasn’t just pirates who used the term. “Arr” is a pronunciation of “Aye,” long a word meaning “Yes.” The pronunciation comes from Sailors from Cornwall and Devon, regions in southern England that saw sea-going as a popular vocation. There, they (and the Irish) use hard R’s as we Americans do, rather than the soft R’s of the rest of England, Wales and Scotland. Pirates took it on, but also privateers, ship captains legally allowed by the King or Queen to plunder enemy ships at sea. Even Navy Sailors took it on, until the upper-crust officer corps smothered it out of use and reinstated “Aye” or “Aye-aye” as a formal response. A “mate” was indeed originally a spouse, but also a good friend and companion (from the German and Dutch “maat”). It stuck, and eventually even became codified ranks in Navies in the U.S. and around the English-speaking world. The word “lubber,” or “landlubber,” was even more insulting than it is today, when it was coined in the 1500s. From a Scandinavian word, it meant a big, fat, clumsy, lazy oaf. “Landlubber” became the term to make fun of a Sailor or civilian inexperienced with the sea.
Modern terms So, what’s the latest scuttlebutt? By the 1600s, scuttlebutts were the office water coolers at sea. Sailors would gather around butts — casks of drinking water and other liquids — with scuttles, or holes drilled in, to insert taps. Sailors would share the latest news, gossip and rumors the same as people do today. Over time, the term “scuttlebutt” became a Naval catch-all. Most people aren’t aware that another term from that time — “toe the line” — was actually a Naval one. It was alternately a tool for making sure formations of Sailors were precisely dressed left and right before briefings and inspections, or a punishment. Based on the common practice of building in a series of parallel planks of a different color of wood in ships’ decks, Sailors would line up their toes on the seam of a designated plank. As punishment, they would be made to stand there
Few people know that terms like “radar,” “sonar” and “scuba” began life as acronyms. RADAR stands for RAdio Detection And Ranging. SONAR stands for SOund Navigation And Ranging, while SCUBA stands for Self-Contained Underwater Breathing Apparatus. There are so many Naval and sea-going terms that we still use today, like “slush fund” — which refers to slush, the greasy substance cooks obtained by boiling or scraping the fat from empty salted meat storage barrels. It was sought after for use in keeping rigging running smoothly, and it was the cook’s right to sell or trade it (often for booze). The money obtained, or fund, would be used for the good of the crew (or cook). He was awarded the Defense Meritorious Service Medal for his “direct and significant contribution to the disruption of foreign facilitation networks [that] led to the capture or arrest of numerous key network leaders, delivering a considerable blow against the enemies of our Nation.” Renner served on active duty and in the Reserves for 23 years. He was raised in northeast Florida, where he attended public schools. He earned his Juris Doctorate at the University of Florida, Levin College of Law, and his Bachelor of Arts in history at Davidson College in North Carolina. He lives in Palm Coast with his wife and daughter.

Smith attended Texas A&M University on a military scholarship and graduated in 1982 with a bachelor’s degree in business management. Upon graduation, he was commissioned a second lieutenant in the Marine Corps. Smith earned his Wings of Gold at Naval Air Station Pensacola, launching his career as a UH-1N helicopter pilot. He flew more than 4,500 accident-free flight hours during his career and was a designated weapons and tactics instructor. He made six extended deployments overseas or aboard ship, including a combat tour flying in Opera-
tion Iraqi Freedom. In addition to his flying duties, Smith also had multiple assignments as a program manager overseeing military procurement contracts. After graduating from the Defense Acquisition University, he was selected by the Marine Corps as one of their first acquisition professionals. Smith also holds a master’s degree from the Florida Institute of Technology in business management. He had command assignments or program management responsibility for three separate billion-dollar programs, and his final Marine Corps assignment was leading a military and civilian workforce at the Central Florida Research Park that managed $1.4 billion worth of simulation and training projects. After 30 years of service, Smith retired at the rank of Colonel. He has worked in the private sector of Central Florida’s simulation and training industry for the last seven years. He owns a business consulting company. Smith lives in Winter Springs and is active in community affairs. He is a Paul Harris Fellow at the Winter Springs Rotary Club, a member of the Seminole County Regional Chamber of Commerce, Veterans of Foreign Wars Post 5405, and multiple other Veterans’ organizations and local non-profit groups. Additionally, Smith is a member of Leadership Orlando class #78 and Leadership Seminole class #26, and the CrossLife Church in Oviedo. He is one of the few combat Veterans in the legislature.

Reactivated Army V Corps ramps up combat-ready training After being reactivated in October following a seven-year pause, V Corps will be tested in several exercises as it seeks to be combat ready by this fall, its commander said Feb. 4. V Corps, which was inactivated in 2013 as part of a drawdown in Europe, is currently split-based in the U.S. and Europe. While the corps is headquartered at Fort Knox, Kentucky, a forward headquarters was recently established in Poland as it prepares to help oversee assigned

Rep. Joseph A. Casello, Air Force, House Dist. 90, part of Palm Beach County, Democrat Originally from Massachusetts, State Rep. Joe Casello and his wife Josephine reside in Boynton Beach. The son of a Navy World War II Veteran, Rep. Casello honorably served as a noncommissioned officer in the Air Force in the early 1970s. Assigned to the 212th Air National Guard Unit, he was responsible for installing radio transmission sites throughout the country. Drawing on his past experiences as a firefighter and service in the Air Force, Casello has been a strong and vocal champion for first responders, police, and firefighters, as well as military Veterans. He has sponsored legislation strengthening medical benefits for firefighters who contract cancer in the line of duty. He also worked with his colleagues to pass a joint resolution allowing the surviving spouses of deceased, disabled Veterans to continue claiming the same tax credits to which their families were entitled before death.

Rep. Mike Giallombardo, Army National Guard, House Dist. 77, part of Lee County, Republican State Rep. Mike Giallombardo is a husband, father, combat Veteran, and businessman dedicated to serving his community. His military roots run deep. His father, Robert, was stationed in South Korea with the Army’s 2nd Infantry Division when he met a Korean woman, his future wife, named Sun. Giallombardo was born in 1982. After college the representative enlisted in the Army and was deployed to Iraq to support Operation Iraqi Freedom. During his deployment, he served with the 4th Infantry Division and supported special operation missions. Giallombardo was a liaison to the Iraqi military and other coalition forces supporting Iraq’s counterinsurgency effort. He was
awarded the Army Commendation and Army Achievement Medals. Giallombardo currently serves as a warrant officer in the Florida National Guard, where he serves as a State Emergency Response Team liaison. He was activated for multiple hurricanes working with multiple counties to ensure that the citizens receive support from the Florida National Guard. The representative is a member of the Military Officers Association in Cape Coral, Veterans of Foreign Wars in Cape Coral, Southwest Florida Military Museum, ESGR, South Florida Defense Alliance, and serves as a mentor to more than a dozen women and Veteran-owned businesses. Reflecting on his service Giallombardo said, “Serving in this nation has been the honor of my lifetime, whether with the Army in Iraq or with the National Guard testing for potential COVID patients in the U.S. I’m looking forward to building on this record of service in the Florida House.”
State Rep. Tommy Gregory is a native Floridian who served in the Air Force for 20 years and achieved the rank of lieutenant colonel before retiring in 2014. He began his military career by earning a Bachelor of Science in economics from the Air Force Academy. He deployed to Southwest Asia for operations Southern Watch, Iraqi Freedom, and Enduring Freedom. Gregory served as a prosecutor in the Air Force Judge Advocate General’s Corps. His career included serving as staff judge advocate for the 48th Fighter Wing in England. He also served as a senior counsel for the Air Force Space Command legal office in Colorado. Gregory said, “I consider it a great honor to have served our country in operations Iraqi Freedom and Enduring Freedom. During my career in the Air Force, I was taught and used a decision-making process called the OODA loop — OODA being an acronym for Observe, Orient, Decide, Act. This four-step approach to decision-making focuses on rapidly gathering information, putting it in the historical and current context, deciding appropriate actions, and then executing. It is a powerful tool for quickly zeroing in on the best answer to complicated questions and then repeating the steps as the situation changes. OODA can be applied outside the military.”

After being commissioned in the Army Reserve in 1970, Maney served his country for over 36 years, retiring as a brigadier general in 2007. Commissioned as second lieutenant upon graduating from college, Maney saw service in Panama, Haiti, Bosnia, and Afghanistan. A defining moment in Maney’s military career came in 2005. While deployed to Afghanistan, an improvised explosive device detonated, throwing his vehicle into the air and causing significant injuries. Although he would survive this attack, he was wounded and would spend almost 20 months recovering at Walter Reed National Military Medical Center. After regaining his health, Maney returned to the bench with a renewed passion for helping Veterans and their families. In 2008, he led local efforts to establish a community-based homeless Veterans stand-down and a Veterans Treatment Court. In 2012, the Florida Legislature passed the “T. Patt Maney Veterans Treatment Intervention Act.” The representative was honored as the national 2019 Disabled American Veterans’ Outstanding Disabled American Veteran, and named Military Order of the Purple Heart National Patriot of the Year in 2010. He was also given the United States Army War College Outstanding Alumni Award (2019) for his community service after military retirement. Maney was induct-
Like her grandfather did in 1938, State Rep. Fiona McFarland graduated from the Naval Academy in 2008, where she majored in political science, was captain of the crew team, and First Lieutenant of the Brigade of Midshipmen. She was commissioned as an ensign and spent eight years on active duty. She served as a surface warfare officer, completing tours of duty as an engineering officer on board the Arleigh Burke-class guided-missile destroyer USS Preble (DDG 88), as an inaugural crewmember on Littoral Combat Ship USS Coronado (LCS 4), as well as in the Navy Office of Information in the Pentagon. In 2016, McFarland transitioned to the Navy Reserves and married a Naval Academy classmate and native Floridian, Matthew Melton. In the Reserves she participated in multinational antisubmarine warfare exercises above the Arctic circle with the US European Command and the US Africa Command to promote cooperation and understanding among regional African allies and partner nations. McFarland has received two Navy/Marine Corps commendation medals and three Navy Achievement Medals.
Rep. Spencer Roach, Coast Guard, House Dist. 79, part of Lee County, Republican State Rep. Spencer Roach was a Coast Guard Judge Advocate General (JAG) officer who spent his first 10 years in service as an enlisted
man serving as a search-andrescue coxswain and counter-narcotics officer. Roach enlisted in the Coast Guard in 1996. During his two decades of service Roach’s assignments included tours of duty in Alaska, a six-month combat deployment to the Middle East enforcing UN sanctions against Iraq, and service in New Orleans after Hurricane Katrina ravaged the Gulf Coast. He was selected for the prestigious Judge Advocate General Program and attended the University of Miami School of Law on a military scholarship. His most recent assignment as a JAG was representing returning Soldiers and Sailors injured in the line of duty to ensure they received the medical care they deserved. He retired from the Coast Guard in 2016. His actions earned him the Meritorious Service Medal, Coast Guard Commendation Medals, Coast Guard Achievement Medals, Navy and Marine Corps Achievement Medal, all with Operational Distinguishing Device. While serving on active duty, Roach attended Edison Community College and Florida Gulf Coast University, earning a degree in political science and graduating summa cum laude from FGCU. He is licensed to practice law in Florida and Texas. After retiring from the Coast Guard, he returned to Lee County, where he had been a resident since his assignment to Coast Guard Station Fort Myers Beach in 2000. Roach said: “My career in the Coast Guard, first as an enlisted man, then as a junior officer, and finally, as a JAG shaped my character and developed my work ethic. I traveled the world and experienced different cultures. It paid for both my undergraduate degree and a law degree at a private, tier-one law school. Asztalos said the $245,000 is specifically also for helping Veterans economically harmed by the SARS-CoV-2/COVID-19 pandemic. “This is a very specific (bill), and something that’s needed,” he said. “This is for Veterans in crisis because of COVID.” From July to December the foundation and Legion got a lot of Veterans asking for help. “It’s 283,” said Asztalos. The bill has, at press time, been referred to the House’s Appropriations Committee and Health Care Appropriations Subcommittee. Neither has taken a vote on it. care,” historian Delacenserie said in the docu-video. “What awaited them were only 100 existing VA hospitals that were often located in rural areas and were overcrowded and understaffed.” Bradley was probably one of only a handful of people who could convince America to meet the challenge of large numbers of catastrophically injured Veterans by thinking much bigger than it ever had.
Bradley takes charge When Bradley took charge of the Veterans Administration he pulled Maj. Gen. Paul Ramsey Hawley over with him. Hawley had been the command surgeon of the European Theater of Operations for the Army in World War II. The two cooked up an aggressive and multi-faceted plan to turn Veterans healthcare into the best around. “Determined to remake the largest independent administration in the federal government, and armed with the unprecedented support of the public, the president, Congress, and the media, Bradley set out with a battlefield mentality toward reforming healthcare for Veterans,” Delacenserie said. They took their plan to build and staff a premier medical
system to Congress and Truman, who was a Great War Veteran. On Jan. 3, 1946, the president signed the bill creating the Department of Medicine and Surgery, the forerunner of the Veterans Health Administration. Bradley and Hawley wasted no time. From 1946 to 1947 the two oversaw construction of 28 Veterans hospitals at a cost of about $500 million. That’s about $6.7 billion in today’s money. In a promotional film from the time, Bradley laid out his aims. “When you stop to consider, gentlemen, that by 1975 we expect to have around 300,000 beds, you can appreciate what we mean when we say right now we are laying the groundwork for the greatest medical program in the history of the world,” he said. “And, gentlemen, it’s not only the greatest, it’s also going to be the best. We mean to give medical care second to none. We are absolutely sincere about this.”
Department of Veterans Affairs For all the advances the Veterans Administration made, it was still an independent agency created by an executive order. It was relatively weak in the federal-government structure. Omar’s big thinking was shrinking in practice as America got further from World War II. Then came the Gulf of Tonkin

incident and the Vietnam War that followed. Vietnam Veterans almost universally disliked the Veterans Administration. Among them was Ron Kovic, a paralyzed Veteran who brought poor care at Veterans hospitals to national attention by organizing a group of Veterans to do a 17-day hunger strike at the offices of Sen. Alan Cranston in the middle-‘70s. By the 1980s, a Veteran of the U.S. Army Air Forces occupied the White House — President Ronald Reagan. He believed that the Veterans Administration should be turned into a federal department elevated to the Cabinet to give it more power to get what it needed to help Veterans. But, it was politically risky for the Gipper. Republicans and conservative Democrats in Congress were wary of the proposed move to create a new federal department. But in Congress there was a Democrat who agreed with Reagan, Gillespie V. “Sonny” Montgomery — author of the G.I. Bill of Rights, also called the Montgomery G.I. Bill. He joined with Reagan to make an irresistible push for the Veterans Administration to be elevated to the Cabinet as the Department of Veterans Affairs. The bipartisan powerhouses moved the mountains of resistance out of the way. In 1988, the Congress enacted legislation the pulled a seat for Veterans up to the president’s table. Reagan signed Public Law 10-527 on Oct. 25 that year. That was the Department of Veteran Affairs Act. His successor — George H.W. Bush, a World War II Veteran — would oversee the
transition from Veterans Administration to Department of Veteran Affairs.
The VHA today Cuevas-Trisan said thanks to the efforts of so many the VA medical system is almost unarguably the most important healthcare innovator on the planet. “There has been a huge emphasis on the development of new technologies, procedures and management to not only save the lives of the warriors when they’re injured, but to improve the quality of their lives,” he said. Cuevas-Trisan was in medical school and residency from 1988 to 1996. But, he started his healthcare education before leaving Puerto Rico as a young adult. He volunteered at the VA medical facilities on Puerto Rico when he was in high school. “As I trained in residency, I did quite a few rotations at the VA in New Orleans,” he said. He also did rotations at the VA in Los Angeles. Cuevas-Trisan’s experience is common. “At least over a third, maybe half of the people who train for medicine in the U.S. train at the VA,” he said. Rep. Anthony Sabatini, Army National Guard, House Dist. 32, part of Lake County, Republican State Rep. Anthony Sabatini was elected to the Florida House of Representatives in 2018, representing District 32, a district encompassing most of Lake County. In his first term, four of his bills passed the Florida House, two of which made it through the Senate and signed into law. One bill signed into law was HB 205, Unlawful Use of Uniforms, Medals, or Insignia, which passed in the 2020 session. The new law expands the prohibition of misrepresenting oneself as a service member or Veteran to prohibit the use of military uniform, medals, or insignia or misrepresentation as to a member or Veteran of the military for professional or political benefit. Sabatini attended the University of Florida, graduating magna cum laude in 2012. Having completed the University’s ROTC program, Sabatini was commissioned an infantry officer in the Florida Army National Guard upon graduation in 2008. He currently serves as a Brigade Planning Officer in the 83rd Troop Command. He was activated for several hurricanes and emergencies, most recently hurricanes Matthew, Irma, Michael, and Dorian.
Rep. Michelle Salzman, Army, House Dist. 1, part of Escambia County, Republican State Rep. Michelle Salzman
is a wounded warrior and full-time community volunteer who began her philanthropy journey while attending the University of Western Florida over a decade ago. She served in the U.S. Army for five years and transitioned into the civilian community by completing a degree in computer analytics and a degree in business administration. She served on the March of Dimes Committee for two years and moved on to help her fellow Veterans as a volunteer with the Department of Veteran Affairs’ local vocational rehabilitation office. Her parents settled into her family home in Pensacola when she was in elementary school. In 1995, she graduated from high school and joined the Army at age 17. She entered basic training as the youngest in her class and then attended advanced individual training. After graduation, she left for Hanau, Germany, joining a unit already preparing for deployment. Four weeks later, she shared a former SCUD missile barracks in Kaposvar, Hungary, with the other Soldiers in her battalion. Army supply clerk Pvt. Michelle Hisle (her maiden name) spent her first journey away from home in a six-person advance party rolling into Tuzla Valley, Bosnia. The trip by convoy to Tuzla took two days. Pvt. Hisle drove the whole way, intrigued by the war’s impact on the region. She was tasked with helping set up a forward operating base (FOB), Comanche Base, for other American Soldiers serving as part of the NATO Force. For three weeks, she shared a four-person tent with five other Soldiers at a site that lacked latrines and only getting an occasional cold shower. Her duties included stringing concertina wire around the camp’s perimeter and distributing the contents of crates five times her size. The FOB was in a combat zone, so she could not safely leave the flight line because of snipers in the surrounding area and landmines that saturated the area. She was awarded numerous commendations
for developing and implementing inventory control systems that saved the 1st Armored Division millions of dollars. Commendations included: an ARCOM (Army Commendation Medal), several AAMs (Army Achievement Medal), and Armed Forces Expeditionary Medal, among others.
Sen. Victor Torres, Marine Corps, Senate Dist. 15, Osceola and part of Orange counties, Democrat State Sen. Victor “Vic” M. Torres Jr. is of Puerto Rican descent and was born and raised in New York City. His lifetime of service began when he enlisted in the Marine Corps after graduating from Harren High School in 1966. He joined as the Vietnam War was raging. During his four-year enlistment, Torres was stationed in Okinawa Japan, rose to sergeant, and was awarded the Good Conduct Medal. In 2019 Senator Torres wrote: “It was not until I served in the Marine Corps, though, that I fully understood what makes America truly great.” He went on, “The Marine Corps taught me, and exemplified, that America stands up for the oppressed. We are the guiding light for freedom lovers across the globe to look toward in times of despair. Above all, we defend the defenseless. I carried these values with me as I continued my career of service as a member of law enforcement. It was in this job that I kept my neighbors safe, protecting back at home all we hold dear. I carried with me to the Florida House and subsequently to the Senate these same sacred values.” Once completing his service in the Marine Corps, he ensured safety and order in his community as a police officer for the New York City Transit Police. In 2012, Torres was elected as a State Representative for Florida House District 48 in Orange County; and for the 2014-2016 legislative cycle,
he was tapped to be the Democratic Deputy Whip. He has served on numerous Senate committees, including the Military and Veterans Affairs and Space Committee.
Rep. Keith Truenow, Air Force, House Dist. 31, parts of Lake and Orange counties, Republican State Rep. Keith Truenow is the founder of Lake Jem Farms based in Mount Dora, in addition to being a farmer and rancher who focuses on producing sod sold throughout the State of Florida. Following graduation from high school, Keith, at 17 and with parental consent, enlisted in the Air Force. He served his country from 1987 until honorably discharged in 1991. Following his military service, he returned home to Lake County and his agricultural roots. Truenow reflected on his military service, “I bring a devotion to duty that was instilled in me first by my parents and then by the United States Air Force. Regarding my value to the legislative process, at a time when Florida’s economy and natural resources are at a critical stage. I believe my background will prove to be invaluable.”
