‘REMEMBER THE ALAMO!’ On this day in 1836, Texas declared itself a sovereign Republic separate from Mexico A $5 bill circa 1839 during the days of the Republic of Texas, before statehood.

On March 3, 1836, Texans celebrated the first Texas Independence Day with the signing of the Texas Declaration of Independence, officially breaking away from Mexico, and creating a Republic. The very next year, President Andrew Jackson and Congress recognized the fledgling nation. Naturally, on the signing of the Texas Declaration, Mexican president Gen. Antonio Lopez de Santa Anna was enraged, and insisted on personally leading thousands of his troops to a brutal victory over less than 200 revolutionaries at the Alamo mission in San Antonio. Santa Anna did not have long to savor victory. By April 21, he was defeated at San Jacinto, and the Republic was well and truly born.

Background Around 1820, the then-Mexican state of Tejas began to be a magnet for American settlers, fully half of whom were slave owners wishing to pursue their lifestyle without harassment from abolitionists. The other half wished to become sheep, cattle and horse ranchers, farmers or business owners. The trouble was, slavery had been abolished in 1831 in Mexico, angering the pro-slavery residents who began the rumbles of organized unrest. This, plus the fear of being invaded by foreign nations, propelled the Conservatives under Santa Anna to win the election of 1835. Concerned that the federalist system of individual states, originally modeled after the U.S., was too hard to control, a new Mexican Constitution was established, putting power in a centralized government. Immigration was seen as contributing to the simmer-

ing unrest, so it was severely curtailed. Combined with the stiffening of tariffs and taxes, it was a recipe for revolution.

‘Remember the Alamo!’ Santa Anna sent troops to do battle with the Texians (white settlers) and Tejanos (Hispanic settlers opposed to the government). The Texian Army, with Sam Houston at their head, won against the mostly raw Mexican recruits and conscripts, and captured the Alamo Mission-turned-makeshift fort. “The Texian garrison was woefully undermanned and underprovisioned, with fewer than 100 soldiers remaining by January 6, 1836. Colonel James C. Neill, the acting Alamo military commander, wrote to the provisional government: “If there has ever been a dollar here I have no knowledge of it”. Neill requested additional troops and supplies, stressing that the garrison was likely to be unable to withstand a siege lasting longer than four days. The Texian government was in turmoil and unable to provide much assistance.” (Wikipedia. org, sourced) Houston could not spare enough men to mount a successful defense. Instead, he sent Colonel James Bowie with 30 men to remove the artillery from the Alamo and destroy the complex. Bowie was unable to transport the artillery since the Alamo garrison lacked the necessary draft

animals. Neill eventually persuaded Bowie that the location held strategic importance, and the colonel stayed. Few reinforcements were authorized. Cavalry officer William B. Travis arrived with 30 men on Feb. 3. Five days later, a small group of volunteers arrived, including the famous frontiersman and former U.S. Congressman David “Davy” Crockett of Tennessee.

The battle By the time Santa Anna arrived with more than 6,000 soldiers on Feb. 3, the Texians had prepared for a siege, herding cattle into the Alamo compound and scrounging food from homes abandoned by frightened residents. Aside from some cannonball volleys, not much happened, allowing Santa Anna to distribute his artillery and cavalry units. On March 3, the Declaration of Independence was signed. Just three days later on March 6, battle commenced in earnest. Travis, who had taken over command from an ill Bowie, gathered the Alamo men and gave them the option of either escaping of dying for the cause. The only men who left had their families with them. When Mexican troops stormed the outer walls, Travis, up on makeshift parapets, was one of the first to be killed. In the desperate cat-and-

mouse that chased the defenders from room to room, bit by remorseless bit they were killed. Crockett and his men ran out of ammunition and used their rifles as clubs and fought with knives, but were overcome. Too sick to fight, Bowie was said to fire at the invading soldiers from his cot, and using his famous knife before succumbing. Nearly all of the Alamo defenders were killed, but six weeks later, a large Texan army under Sam Houston surprised Santa Anna’s army at San Jacinto. Shouting “Remember the Alamo!” the Texans defeated the Mexicans and captured Santa Anna. The Mexican dictator was forced to recognize Texas’ independence and withdrew his forces south of the Rio Grande.

The end of the Republic Texas sought annexation by the United States, but both Mexico and anti=slavery forces in the United States opposed its admission into the Union. For nearly a decade, Texas existed as an independent republic, and Houston was its first elected president. In 1845, Texas joined the Union as the 28th state. Today, Texas still celebrates its own Independence Day, in towns and cities from the Panhandle to the Gulf of Mexico. The legacy of its republicans, both the famous and the unknown, and their ill-fated defense of the Alamo lives on.

MISSING?

Mystery over what has happened to the Florida State Guard initiative

I’ve looked everywhere and can’t find the Florida State Guard. On Dec. 2, Gov. Ron DeSantis held a press conference in Pensacola. He stood at a podium draped with the logo of the 1940s Florida State Guard. He had Florida National Guard members on stage with him. That included adjutant general, Maj. Gen. James Eifert. This was a highly choreographed event, because the governor had a big announcement. “So, I’m going to be recommending in the (state’s 20222023) budget $3.5 million to re-establish the Florida State Guard,” he said. “The Florida State Guard will act as a civilian volunteer force that’ll have the ability to assist the National Guard in state-specific emergencies.” That $3.5 million was for a revitalized Florida State Defense Force with 200 volunteers. When the governor’s office released his proposed 2022-2023 budget later in December, the amount requested for reviving the Florida State Guard bumped to $5.4 million. The budget notes said after DeSantis’ Pensacola announcement, so many people contacted the Governor’s Mansion wanting to volunteer that DeSantis opted to increase its proposed membership to 500. On Jan. 11, at the State of the State Address, DeSantis promoted the proposed revival of the Florida State Guard to the convening Florida Legislature proclaiming, “(crickets chirping).” He made no mention of reactivating the Florida State Defense Force. After the choreographed rollout and glowing words in the governor’s proposed budget

about an outpouring of public support, that seemed strange. The State of the State is the governor’s loudest bullhorn to get the Legislature moving on gubernatorial priorities. The state’s only got about 12,000 National Guard members — about half of what it needs. Eifert has repeatedly given the Legislature stark warnings about this. The Legislature’s sending letters to any- and everybody in Washington, D.C., pleading for more National Guard troops. A revived Florida State Guard can’t fix that shortfall, but getting 500 more trained disaster responders in uniform while Florida waits for the National Guard Bureau to get off its butt seems like a really, really big policy priority worth at least an applause-line sentence in the State of the State.

In search of Around Feb. 10 — near the midway point of the 2022 legislative session, which ends March 11 — I started looking

for progress in the legislature on reviving the Florida State Guard. I found it weird it wasn’t mentioned at any meetings of the Florida Senate Committee on Military and Veterans Affairs, Space, and Domestic Security. Whenever there’ll be any legislative discussions about the proposed Florida State Guard, that’s where they’ll be for sure. I looked over the agendas of other State Senate and House committees and subcommittees to see if maybe it was going through different channels. Nada. I combed through the Legislature’s appropriations documents. Nowhere do I find “Florida State Defense Force,” “Florida State Guard,” or any line hinting that’s what an appropriations request is talking about. I put out some contacts to legislative aides to see if they knew anything. But, during the 60-day legislative session those hardworking folks barely have time to breathe, let alone research a

reporter’s question about a comparatively minor legislative matter. I turned to DeSantis’ Facebook feed, figuring it might have some updates. I found nothing. I looked it up on news sites. The only update on the Florida State Guard I could find was by “POLITICO Florida” blogger Gary Fineout. “Remember (DeSantis’) idea to spend money to create a new Florida State Guard?,” Fineout blogged on Feb. 9. “It drew quick condemnation from Democrats. But it’s not in the House and Senate budgets that will go before the main budget committees today, and there’s no legislation to create it either.” Glad to know I’m not the only journalist who can’t find the Florida State Guard in the agendas and appropriations requests. Maybe it’s not my imagination.

My take From where I sit it’s looking a lot like there’s not going to be a Florida State Guard in the 2022-2023 state budget. My reading of the Florida statutes suggests the governor only needs appropriations to reconstitute the Florida State Guard. The legal foundation is already there. Maybe DeSantis has a route and plans to restart the state defense force without a specified appropriation from the Legislature, but I can’t think of what that’d be. If there is such a sibylline way, DeSantis using it rather than working with legislators to get an appropriations request done would provoke backlash. Then it really would smack of DeSantis creating a state-funded private army as some critics hyperbolically claimed in De-

48 National Guard activations

Florida has 11 Democrats and 18 Republicans in Congress. That diverse lot of lawmakers are united in thinking the National Guard Bureau has some ‘splainin to do. On Feb. 15 Sen. Marco Rubio led the Florida congressional delegation on a letter to Gen. Daniel Hokanson, Chief of the National Guard Bureau. “As you may know, the State of Florida experiences the third most damage from natural disasters, per household, of all states in the country,” reads the letter. “Yet, our state has the second smallest Guard presence in the country to assist in these emergencies.” Florida has been pressing hard for additional National Guard units for a couple years, but concerns about inadequate force structure goes back to Hurricane Andrew. That massive disaster came at a time when the military, including the Guard, was undergoing force reductions while the state was rapidly growing. A National Guard Force apportionment report is due on March 1, which is after publication time.

The lawmakers and Rubio continue in the letter, “In the last 28 years, there have been 48 National Guard activations in Florida, and many of these activations required a multi-state response. Hurricane Irma in 2017 required approximately 2,200 Guard personnel from 22 states. FLNG is strained for resources in responding to natural disasters, and with most states still using their Guard personnel for COVID-19 efforts, we are concerned about the lack of Guard resources in Florida in future weather events that typically garner a multi-state response.” The letter points out that Florida’s overburdened National Guard and overdependence on assistance from other states is old news to the bureau. “Furthermore, among the recommendations in the National Guard Bureau’s Impact of U.S. Population Trends on National Guard Force Structure report to Congress last year, the Bureau states, ‘as the U.S. population continues to shift from North and North Central regions of the country to the South and West, the National Guard may need to evaluate re-allocating mission sets to other geographic areas to keep pace with changing demographics across the country.’” The letter pointedly adds, “Despite these statements, the FLNG did not receive any additional forces in the 2021 force re-allocation.”

The issue Maj. Gen. James Eifert, the state’s adjutant general, figures Florida needs about 25,000 National Guard members. It has about 12,000. During his annual report to the Florida Senate’s Committee on Military and Veterans Affairs, Space and Domestic Security in January of 2020 — weeks before the SARS-CoV-2/COVID-19 pandemic reached the Sunshine State — Eifert gave a grim forecast about the FLNG’s ability to meet disasters. “We cannot adequately support the state’s citizens on Florida’s worst day with the size of the National Guard at this point,” he told the committee. However concerned its members may be, the Florida Legislature is powerless to increase the size of the state’s share of the National Guard. The National Guard Bureau allocates units and troop strength among the 50 states and four territories. Nationwide there are about 445,000 National Guard members. That national force structure is shrinking.

53 out of 54 In the letter, the congressional delegation makes a case that the Florida National Guard is unfairly small. “Despite being the third most populous

U.S. Senator Marco Rubio state, the FLNG is ranked 53 out of 54 in the ratio of Guard personnel to total state population,” it reads. Nationally there’s about one Guard member for every 735 people. Florida has about 6.6 percent of the national population, but 2.6 percent of the Guard members. Florida has about one Guard member for every 1,800 people. From the 1950s to middle 1980s the size of the Florida National Guard grew slower than the state’s population, but grew nonetheless. By 1986 the state’s Guard allocation peaked at about 13,200 members. Florida had about 11.6 million residents. The size of the Florida National Guard started shrinking after the 1980s. By 1992 it had less than 13,000 members. Florida had about 13.5 million residents. After Hurricane Andrew revealed the Guard shortfall, then Gov. Lawton Chiles, an Army Veteran, came up with an innovative solution: the Emergency Management Assistance Compact, EMAC. EMAC is a mutual-aid agreement among states that allows them to send National Guard members to one another for short durations. It formed in 1993 and within a decade all 50 states joined, as did the District of Columbia, the U.S. Virgin Islands, Puerto Rico and Guam. But, the SARS-CoV-2/COVID-19 pandemic exposed the lurking weakness of EMAC. It’s possible for every state and territory to be struggling with the same natural disaster. The Florida National Guard put in more than 660,600 total man days for pandemic response alone. For comparison, from Hurricane Andrew in 1992 until March of 2020 when the pandemic started in Florida, the Guard had 750,000 man days of

Get out the birthday cakes. Florida became a state on March 3, 1845. It had become a U.S. territory not quite 23 years earlier on March 30, 1822. What happened between those dates forged Florida and, arguably, decided the course of America in many ways. That was the Second Seminole War.

Fort Florida On Volusia County’s southwestern corner, there’s a small city. DeBary, it’s called. On DeBary’s western side, there’s a 4.5-mile road that until a recent surge in upscale housing development was lonesome and made of dirt. Its name is Fort Florida Road. Locals never much consider how the road got that name. When anyone asks about it, most either shrug, or say there was a Boy Scouts’ camp called Fort Florida on the St. Johns River. But they can’t remember quite where that Boy Scouts’ camp was. That’s because there never was one. Actually, Fort Florida Road was so named because in 1836 Gen. Winfield Scott selected a spot near Guyan Cove

on the St. Johns to set up a fort. There was a surge of fort building on the Florida Peninsula at the time, because of the Second Seminole War that raged from the final days of 1835 to the summer of 1842. That fort near Lake Monroe got the name Fort Florida. In the middle and later 1800s, into the early 1900s, most folks knew the area as Fort Florida Landing, or Fort Florida Point. Later a town that grew up near the old fort was named after a large landowner and hotelier, S. Fredrick de Bary. He built the lavish hunting lodge DeBary Hall in the 1870s. Ulysses S. Grant, Grover Cleveland and other notables visited DeBary Hall. The fact the small city started as a Seminole Wars’ fort is mostly lost to history. That’s common in Florida.

History hidden in the names In modern day St. Lucie County there’s Fort Pierce, the county seat. It got the name from a Second Seminole War fort that was Lt. William T. Sherman’s first duty station. In Seminole County there’s Lake Jesup, named after Maj. Gen. Thomas Jesup, who

established Fort Jupiter in modern Palm Beach County. While Fort Jupiter probably wasn’t the reason Jupiter got its name, it almost certainly solidified it into perpetuity. In 1838 Jesup sent Maj. William Lauderdale south with Tennessee Volunteers to fight some Seminoles and set up a post. That post became a fort. Now, Fort Lauderdale is the 10th largest city in Florida and the county seat of Broward. Fort Maitland was set up in 1838, too. A town built up around the old fort, and took the name Maitland. That’s in Orange County. It could have just as easily become the City of Fort Maitland. Also in Orange County, on the Brevard County line, there’s an unincorporated town with the quirky name Christmas. That’s because Brig. Gen. Abraham Eustis and his troops started building Fort Christmas on Dec. 25, 1837. And, yes, the Lake County city Eustis is named after the general. At least 10 Florida cities and map-worthy towns have “Fort” in their names. Some are so named for Second Seminole War forts, but not all. For example, there’s Fort Myers. The Army fort that bequeathed its name to a city was built between the Second and Third

Seminole Wars. That’s to say it was built due to the Second Seminole War in anticipation of the Third Seminole War. The Florida map is filled with names that go back to the Second Seminole War. That’s not surprising, since the First and Second Seminole wars are major reasons for Florida becoming a territory and later a state.

War with the Seminoles Historians differ on what events date the start and end of the First Seminole War. But, most agree that the pivotal event was Gen. Andrew Jackson leading troops into Spanish Florida in 1818. That helped force the Adams-Onis treaty with Spain in 1819, which transferred Florida from Spain to the United States. One of the primary drivers of the war was Seminoles giving refuge, and tribal membership, to escaped slaves. The Underground Railroad ran south to Florida, too. Through the 1820s settlers entered the new U.S. territory and tensions with the Seminoles grew. Then the Indian Removal Act of 1830 made another hot war with the

Her statue is 11 feet tall — much smaller than what she must have seemed in life. When Mary McLeod Bethune said she wanted the Women’s Army Auxiliary Corps’, WAAC, second basic training center opened in Daytona Beach, the Women’s Army Auxiliary Corps’ second basic training center opened in Daytona Beach even though director, Oveta Culp Hobby, opposed it. In coming weeks, maybe months, a 6,000-pound, marble statue of Bethune will take its place at Congress’ National Statuary Hall where Confederate Gen. Edmund Kirby Smith used to represent Florida. (The installment and unveiling hasn’t been scheduled at press time.) In 2016 then-Gov. Rick Scott signed legislation directing the removal of Smith’s statue. Then there was a public search for an appropriate person to represent Florida in Statuary Hall. The search generated about 3,000 nominations and rounds of voting. In 2019 Gov. Ron DeSantis requested that the Architect of the U.S. Capitol place a statue of Bethune in Statuary Hall. Each state gets two statues. Bethune will join Dr. John Gorrie. His decades advanced understanding of tropical diseases saved countless lives in the 1800s. Florida added him in 1914 after Dr. Walter Reed’s research vindicated Gorrie’s intuitions about combatting yellow fever. The Bethune statue was on display at Daytona State College, but has been packed and sent to Washingto, D.C., to await placement in its permanent home. An 8-foot bronze replica will be displayed at the Bethune Pavilion at Daytona’s Riverfront Esplanade Park. Bethune was by any measure superhumanly accomplished in numerous endeavors. She’s most famous for the school that wears her name, the Bethune-Cookman University in Daytona. Less known is the daughter of former slaves who was a great patriot, and who helped lead America to victory

Beginnings Bethune didn’t start life as a Floridian. She was born in South Carolinea, the 15th of 17 children to Samuel and Patsy McIntosh McLeod in 1875. She attended the Presbyterian Mission School in Mayesville, SC, and went onto Scotia Seminary in Concord, NC. She finished her education at the Moody Bible Institute in Chicago in 1895. Straight out of college Bethune started her teaching career at the Haines Institute in Augusta, Ga. She moved to Florida to teach at the Palatka Mission School in 1899. In 1904 she founded the Daytona Normal and Industrial School for Negro Girls. It later merged with a private institute

Bethune’s National Park Service biography says first President Calvin Coolidge and then President Herbert Hoover named her to the National Child Welfare Commission. Hoover added her to the Commission on Home Building and Home Ownership. Her service in Republican administrations didn’t keep President Franklin Roosevelt from making Bethune a special advisor on minority affairs. She became the director of National Youth Administration’s Division of Negro Affairs. She also became one of Eleanor Roosevelt’s close friends, which gave Bethune broad access to the president. Skipping over World War II for a moment, President Harry S. Truman appointed Bethune to the Committee of Twelve for National Defense in 1951. She was also Truman’s delegate to the second presidential inauguration of Liberia’s William Tubman. Despite her national stature, Bethune stayed involved in service work for her adopted hometown. She was a member of the Good Neighbor Association of Daytona Beach.

World War II When the U.S. was forced into World War II by the Japanese attack, Roosevelt knew he needed to quickly get overwhelming public support for going to war. America had been intensely isolationist for two decades. He needed unwavering public support from all quarters, including Blacks. Many Black Veterans resented mistreatment connected to their service they got during and after the Great War, World War I. Roosevelt turned to Bethune to make the case for World War II to, among others, the Black community. She’d hardly needed convincing. The National World War II

Museum’s biography about Bethune says that in 1941 she made a speech about employment opportunities for Blacks that included a heavy helping of unabashed patriotism for all. It quotes her from a 1941 speech saying — “Despite the attitude of some employers in refusing to hire Negros to perform needed, skilled services, and despite the denial of the same opportunities and courtesies to our youth in the Armed Forces of our country, we must not fail America and as Americans we must not let America fail us.” Bethune reportedly told Roosevelt that in exchange for her help getting support for the war effort, she wanted Daytona Beach to get a WAAC basic training facility. Bethune was looking out for her beloved city, which was suffering from the wartime downturn in tourism. “She led war bond drives, blood donation drives, and encouraged African American women to staff the canteens that dotted the country,” reads the museum’s biography. “Bethune also served as a special assistant to the Secretary of War for the Women’s Army Auxiliary Corps. In the role as Special Assistant, she was responsible for helping establish a training school and recruiting Black women for army officer training. “Bethune was named honorary General of the Women’s Army for National Defense. After the Women’s Army Auxiliary Corps was converted to active-duty status in July 1943, she also served as an advisor for the new Women’s Army Corps. As an advisor to the WAC and WAND, she successfully lobbied President Roosevelt to end segregation in Veteran rehabilitation centers and frequently briefed the President on instances of violence against Black service members in the South.” The NPS biography adds that during the war Bethune was also the director of the Florida Chapter of the American Red Cross, and a board member of the American Women’s Volunteer Services. She visited injured servicemembers and Veterans, too.

Seminoles inevitable. In 1832, the federal government put forward a treaty that promised the Seminoles lands west of the Mississippi River if they’d leave Florida voluntarily. Many did, and the largest population of Seminoles is in Oklahoma. Other Seminoles refused to leave. Much of that owed to chiefs claiming they’d been forced to sign treaty documents, an assertion some military officers corroborated. The Senate ignored the corroborated complaints and ratified the questionable treaty in 1834, and the now-President Andrew Jackson told disagreeable Seminoles he was going to enforce it with the military. On Dec. 23., 1835, Maj. Francis L. Dade left Fort Brooke, Tampa, for Fort King, Ocala, with two companies, 110 soldiers. Yes, Dade County, which is now Miami-Dade County, got its name from the Army officer. A large group of Seminoles shadowed the soldiers for five days. On Dec. 28, 1835, the Seminoles launched an attack near what is now Bushnell as Dade and his men passed through palmetto brush. Details of the day-long battle are scant. The Seminoles only left a few men living. The counts vary a bit.

Florida’s other Seminole Wars names The Second Seminole War was hugely unpopular, and terribly expensive. About half of the Army was in Florida fighting it alongside volunteers from different states.

Background The historic and proposed Florida State Guard is separate from the Florida National Guard. The Florida Legislature and Gov. Spessard Holland created the Florida State Defense Force, Florida State Guard, in 1941. That was allowed through a 1940 amendment to the National Defense Act of 1916.

But, many Americans cheered for the Seminoles. Some of the Seminole fighters took on folk hero status. The most famous example is Osceola. Osceola’s name is famous even if that spelling and pronunciation are a poor anglicization of his Muskogee name Asi-yahola. That’s, most think, a combination of “asi,” a ceremonial drink, and “yahola,” a shout. Osceola’s English name was Billy Powell. Osceola’s name is reverently placed all over Florida, including a county which runs along the western border of Veteran Voice’s coverage area. There’s the Osceola National Forest near Sanderson in the Big Bend. Fort Zachary Taylor in the Florida Keys, which figured importantly in the Spanish-American War and Cuban Missile Crisis, has the Osceola Battery. Florida State University’s mascot is…Osceola and Renegade the horse. The school was one of the few that checked with Native Americans about using their heritage and symbolism for names and mascots. The Seminole Tribe of Florida blessed the use of Osceola’s name and image and helped craft the mascot’s regalia and actions. The name of Osceola shows up for towns, cities and villages in New York, Indiana, Iowa, Wisconsin and Minnesota. During World War II, there was a Liberty Ship named the SS Chief Osceola.

unsettled land south of Palatka that was at least two miles from any active military facilities. Grantees had to clear and cultivate five acres, along with building a house, during their first year on the land. Oh, and they had to be “able to bear arms” against any aggression by the about 300 Seminole men the Army figured were left in the then U.S. territory. The act allowed for up to 200,000 acres to be granted. It was all gobbled up and then some. About 1,300 men, and at least one woman, applied for the land. That moved about 6,000 people to Florida, a huge population boom at the time. With that overnight population growth, Florida was able to become the 27th state just a couple years later. The act was arguably a template and segue for the Donation Land Claim Act of 1850 and Homestead Act of 1862, prominent features to how the 94-year Indian Wars were fought by using armed settlement. The prolonged war with Native Americans with shifting combatants and theaters started by the Indian Removal Act of 1830 ended with the Indian Citizenship Act of 1924. That act made all Native Americans U.S. citizens. The Seminoles in Florida never signed a peace agreement with the federal government.

That act outsourced the remnants of the war to settlers. Under the act. qualifying claimants who made the hurried filing deadline could receive 160 acres of

For context, in October Eifert told the military committee that from Hurricane Andrew until the start of the SARS-CoV-2/COVID-19 pandemic, the Florida Guard had done 750,000 man-days of domestic disaster response. Today, Florida’s population is about 21 million. The National Guard, as mentioned, has about 12,000 to 12,500 members at any time. But, the state can’t say it wants more Guard members and that’s that. The National Guard Bureau has the final say about where units are stationed.
