Frosh representative Sheila Cherfilus-McCormick made her debut on the House Committee on Veterans Affairs. On March 16 she appeared at a Subcommittee on Economic Opportunity legislative hearing. She’s the newest member of the subcommittee. “Are there any statistics about where we see the rising number of the most homeless Veterans?” she asked Monica Diaz, the Veterans Health Administration’s homeless program director. “And, also, are there any statistics about how that population has been decreasing or increasing in certain areas?” Cherfilus-McCormick’s district covers parts of Broward and Palm Beach counties. It includes the Department of Veterans Affairs West Palm Beach Medical Center at 7305 N. Military Trail. The Democrat assumed office on Jan. 18. The subcommittee was examining 12 bills, including two draft bills aimed at increasing the VA’s flexibility to help homeless Veterans. “We look at the (Point-inTime) count results and determine that there is a trend — that most of us are aware and looking at — the communities at the West Coast hold the majority of the homeless Veterans — population in numbers,” she said. “Now, the last PIT count number has now given us the total number for the shelter population as well. So, we will need to assess that as well as we move forward.”
Point-in-Time Count Every community receiving federal homelessness-assis-
tance grants must participate in the annual Point-in-Time Count. It’s a Department of Housing and Urban Development program. The counts are conducted in January. There were some changes staring in 2020 in how some receiving VA homelessness-prevention services are counted. HUD released its “2021 Annual Homeless Assessment Report Part 1” on Feb. 4. It found that between 2020 and 2021 “the number of Veterans experiencing sheltered homelessness decreased by 10 percent.” In the report Secretary of Veterans Affairs Denis McDonough said the decline is positive. It was the largest since 2015 to 2016. “The 10% decline in sheltered homelessness among Veterans between January 2020 and January 2021 suggests that the measures put in place to protect our most vulnerable Veterans and keep them in stable housing during the pandemic and beyond have had encouraging impacts,” said McDonough in the report. “VA remains committed to actively working with our federal, local and non-profit partners to sustain existing and implement new evidence-based programs and policies to permanently house or rapidly re-house Veterans who are experiencing or at risk of homelessness because every Veteran has earned and deserves a safe place to call home.” According to HUD, the PIT count found 704 Veterans in Florida’s various emergency shelters in 2021. It found 879 in various transitional and subsidized housing programs. Nationally, the PIT count found 19,750 Veterans in emergency shelters and transitional and subsidized housing. In general, there are about

40,000 homeless Veterans without shelter at any given time. That’s down by about 40 percent in the last decade. Veterans are about 10 percent of the homeless adults at any time.
New representative isn’t afraid to ask Rep. Cherfilus-McCormick made obvious effort to use the opportunity speaking to the VHA’s homeless program director to learn. “Are there any kinds of interventions that can help prevent homelessness that you’re aware of,” she asked Diaz. Diaz seemed happy to be an educator. “(The VA provides) many of those interventions that include prevention and preventive measures and supportive services,” she told Cherfilus-McCormick. “It includes outreach efforts as well that we do. It includes, as well, making sure that we have availability for offering transitional beds across the country and rapid rehousing for the Veterans that need it. So, the homeless programs within the VA do provide a comprehensive portfolio for all the different types of, perhaps, needs that we need to address on the prevention side, but at
the same time rapidly address homelessness when the Veteran is already homeless.” The representative asked Diaz what more Congress can do to help further reduce and end homelessness among Veterans. Diaz said the two draft bills on the subcommittee’s agenda were a good starting place. “In terms of the bills that we have here today, giving (the VA) the permanent authority, making clear the statutory authority, through the bills in some of this in terms of flexibility is extremely helpful,” said Diaz. “I will say, moving forward with those (draft bills) makes it clear in terms of the provision of services and the flexibility we can utilize in the program, which is so critical. Diaz added homelessness is a collective problem with individual manifestations. “Each Veteran has their own needs, and if we are able to take the barriers out, and the walls out, and allow the clinical team to have those flexibilities to individualize a wholistic cure for the Veteran I think is one of the critical helps, besides, obviously, the funding that we have. These bills do provide a lot of that. That’s why we strongly support them.”

National Medal of Honor Foundation breaks ground for future Museum in Texas Mary Kemper STAFF WRITER

On Friday, March 25, Medal of Honor Day, something big happened. Something that, it is hoped, will truly honor those who went above and beyond for their country. Groundbreaking was held for a future Museum dedicated to Medal of Honor recipients in Arlington, Texas, and it heralds the culmination of many long, hard efforts that will come to fruition in only two more years’ time. The groundbreaking ceremony was packed with VIPs, as you’d expect — speakers included former President George W. Bush, Army Gen. Mark Milley, chairman of the Joint Chiefs of Staff, along with Medal of Honor recipient Army Maj. Gen. Patrick Henry Brady. Not as well known, but there to be honored, were 15 other Medal of Honor recipients, including Marine Corps Veteran Hershel “Woody” Williams who, at 98, is the last surviving World War II recipient, having been awarded the medal for his actions on Iwo Jima.
Woody’s continuing legacy Williams founded the not-for-profit Hershel Woody Williams Congressional Medal of Honor Education Foundation, Inc., which was established “to honor Gold Star Families, relatives, and Gold Star Children who have sacrificed a loved one in the service of their country.” (Wikipedia.org, sourced) It was his foundation’s mission to see that every state in the union had memorials to Gold Star Mothers and Families. Florida now has two. Thanks to the efforts of the late Roy Brewer, Air Force Vietnam Veteran, former serving officer at the United Veterans of St. Lucie County, and close advocate with the Medal of Honor Foundation, Williams made a personal appearance as keynote speaker in 2016 at Veterans Park, Port St. Lucie, to help dedicate one such Gold Star monument. While in town for the ceremony, Williams visited area schools and held children enthralled with his talks about the importance of serving one’s country. At 98, Williams looks and acts 20 years younger, and remains fully active with all matters Medal of Honor related.

jets, and performances by the U.S. Marine Corps Silent Drill Platoon, the U.S. Army Band, and the U.S. Naval Academy Glee Club. American Airlines, which calls Arlington, Texas home, unveiled a specially designed Airbus A321 plane that features special livery on its fuselage honoring Medal of Honor recipients. The airline also donated $1 million toward the Museum’s building fund. The 16 Veteran medal recipients who attended the ceremony represented 66 total living recipients, all of whom gave input into the Museum’s conception.
Place to honor all recipients When completed, the Museum will contain exhibits relating to all 3,511 Medal of Honor recipients and their branches of service, backgrounds and the stories behind their bravery under fire. The first Army Medal of Honor was awarded to Private Jacob Parrott during the American Civil War for his role in the Great Locomotive Chase. The first Navy recipient was Ireland native and Paymaster Steward Michael Ahearn, who was awarded the medal for bravery in action when his ship the USS Kearsarge fought and destroyed the Confederate Navy commerce raider CSS Alabama off Cherbourg, France. The first African American recipient for this award was William Harvey Carney who, despite being shot in the face, shoulders, arms, and legs, refused to let the American flag touch the ground.
The only female Medal of Honor recipient is Mary Edwards Walker, a Civil War surgeon. Her medal was rescinded in 1917 along with many other non-combat awards, but it was restored by President Jimmy Carter in 1977.
Looking ahead Foundation CEO Chris Cassidy shared how enthusiastic he is about the upcoming Museum. He told Fox News: “The city of Arlington gave us a fantastic plot of land, right in the center of the entertainment district. Co-located with the AT&T football stadium, the Texas Rangers Globe Life Field, the old Texas Rangers Globe Life Park, or Choctaw Stadium now. Six Flags is nearby. It’s centrally located, the area is, with DFW Airport. Congress eyes long-term care Veterans Affairs subcommittee discuss legislative options by Patrick McCallister • For Veteran Voice • pmccallister@veteranvoiceweekly.com America’s getting older, and that includes Veterans. The House Committee on Veterans Affairs health subcommittee considered the questions that raises at a hearing on pending legislation at a March 16 meeting. The subcommittee discussed, among others, H.R. 6823, the Elizabeth Dole Home and Community Based Services for Veterans and Caregivers Act, and the in-draft Long-term Care Veterans Choice Act. Anthony Lewis, the associate national legislative director, told the subcommittee the Disable American Veterans strongly supports both. “One of DAV’s critical policy goals is to increase access to long-term care,” he said. “As you likely know, the number of Veterans in the oldest age group, those 85 and older, is expected to increase significantly. The number of (Veterans Health Administration) enrolled Veterans in this age group will grow by almost 40 percent, and the percentage of Veterans who are both 70-percent disabled and 85 and over, is expected to grow by 588 percent.” Yes, he said 588 percent. That’s not a typo. Last year, Dr. Scotte Hartronft, the executive director of geriatrics and extended care at the VHA, testified at a hearing: “For the first time in U.S. history, adults over the age of 65 are on pace to outnumber children under 18 by 2034. As Veterans age, approximate-
ly 80 percent will develop the need for long-term services and supports.” Hartronft was also a panelist for the Department of Veterans Affairs at the recent subcommittee hearing.
Florida’s problem Florida is especially prone to the problem of providing Veterans with long-term care as they age. About 790,000 of the state’s about 1.5 million Veterans are 65 or older, according to the Florida Department of Veteran Affairs. And more head to the Sunshine State every year. The state is about to accept residents at the Ardie R. Copas State Veterans’ Nursing Home in Port St. Lucie, the seventh state Veterans nursing home in Florida. The state will also open a 112-bed state Veterans nursing home in Orlando likely this year. With those opened, Florida will have eight state Veterans nursing homes and one state Veterans assisted living facility, which offers a lower level of medical care than nursing home. That’ll be 1,102 state beds for aging Veterans. That’s about 2,950 beds short of the need, according to VA’s projections. To get the 4,050 beds the VA figures Florida needs, the state would have to construct another 26 homes. The state
built seven and the assisted living facility over 32 years. On the lowest end, state Veterans nursing homes are now at least $60 million each to construct. The federal government pays for 65 percent of the construction. The state would be looking at, on the low end, $520 million to undertake such an ambitious project of building 26 homes, which doesn’t include operating and staffing costs once they’re opened. Of course, inflation is driving up the cost of building homes every year. The state Veterans department is counting on Veterans getting alternative long-term care benefits from the VA, so they can age in place and don’t have to seek the constricted supply of beds at state Veterans homes. Florida’s problem and proposed solution aren’t unique. Other states are experiencing similar challenges.
Disabled American Veterans’ testimony The DAV’s panelist at the Veterans health subcommittee meeting, Lewis, said by and large Veterans hope to age in place. “Recent studies tell us that most aging Veterans, around 90 percent, prefer to age at home, or receive long-term care through non-institutional programs in their communities,” he said. “Some of the words these
seniors use when asked were ‘security,’ ‘independence,’ and ‘autonomy.’ “That’s why DAV is pleased to support H.R. 6823, the Elizabeth Dole Home and Community Based Services for Veterans and Caregivers Act, and the Long-term Care Veterans Choice Act. These important pieces of legislation make wide-ranging improvement to VA’s home and community-based long-term programs, like Veteran-directed care, home-based primary care, and the homemaker health aide programs. “Many of the problems Veterans experience with VA’s home and community-based services are addressed in the Elizabeth Dole Home and Community Based Services for Veterans and Caregivers Act. Such as, inconsistencies in the eligibility standards from one VA medical center to another, and geographic alignment of long-term care. In other words, providing these services where Veterans live. “DAV strongly supports the mandate in the bill that the Veteran-directed care program, the homemaker home health aide program, the home-based primary care program, and purchase skilled home care program be made available at all VA medical centers. For the full benefit of home and community-based programs to be realized, they must be widely available and easily accessible.”

As Norman Whitfield’s famous lyrics ask, “War! What is it good for?” As the world watches the intensified events in the eight-year-old Russo-Ukrainian War, the answer seems to be getting closer to the song’s self-answer. “Absolutely nothing.” More accurately, there are militarily powerful nations for whom wars of self-aggrandizement are getting closer to always being a net losing proposition. It’s a day President Woodrow Wilson seems to have foreseen. “There is such a thing as a man being too proud to fight,” he said on May 10, 1915, in Philadelphia. “There is such a thing as a nation being so right that it does not need to convince others by force that it is right.” Wilson didn’t say “RMS Lusitania” in that speech, but it was obvious to all at the time that’s what he was talking about. A large swath of Amer-
ica wanted war against Germany, because 128 fellow Americans died when U-20 torpedoed the Lusitania three days earlier. The president laid his chips on promoting peace at a moment when it was iffy whether that was smart politics. Turned out it was, and Wilson successfully used “He kept us out of war” for his 1916 campaign slogan. What tipped Wilson into willingness to go to war in 1917 was the intercepted Zimmerman Telegraph. Germany covertly sought a military alliance with Mexico and expansion of the Great War into the Americas. The Germans were behind the 1916 Black Tom Island explosion, too. The Bureau of Investigation — the predecessor to the FBI — and others strongly suspected German-linked terrorists. But, inconclusive evidence about German terrorism in the Black Tom bombing didn’t matter. The Zimmerman Telegraph was enough to see Germany was in the business of exporting war to the Americas, so we took it to Germany.

Pai gow One of my favorite games is pai gow. No, not pai gow poker with the familiar playing cards. I mean the game played with decks of 32 dominoes that are commonplace in eastern parts of Asia. Casino aficionados are often familiar with the game. Veterans have told me they’ve seen pai gow, or similar games, played in Japan, Korea and Vietnam. I’ve had to introduce pai gow to most people I’ve played. Players get four domino tiles from which they make two pairs, the rear and front hands they’re called. If a player has the strongest rear and front hands, she or he wins. But, no matter how good the rear hand, the two tiles with the highest value, if the player loses the front hand, the less valuable combination, it’s a push, a draw. The game strategy lies in how players use their four tiles to form the front and rear hands. One doesn’t automatically pick the strongest rear hand, because then a weakened front

Painful victory In the modern, highly interconnected world, a regional or global military power might be able to win a traditional victory against a weaker nation, or group, but most should now bet on it being a painful win at

ensure that MOAA Grant funds go to deserving local Veterans and their families. Their Good Deeds Foundation (GDF) also supports NVHS. The relationship with NVHS began in 2021 when growing numbers of Brevard Veterans struggled to keep up with bills and avoid homelessness. Between a MOAA grant of $3,500 and the GDF’s $1,600 in assistance, nine Veteran families with more than 12 children were assisted through NVHS. It will likely be an important connection for MOAACC and GDF in the years to come as they try to assist more Veterans and their families in distress.

best. There are a growing number of opportunities and ways for folk on the ground to video and even livestream war. Military victories are always ugly up close. Good international relations are important for any nation big enough to be a major military power. The power of people with smartphones to besmirch national reputations is a growing threat in warfare. Additionally, as we’re seeing today, thanks to computerization, other powerful nations can now effectively wage largescale war on aggressor nations without it being war. All the arcane cyberwarfare stuff aside, nations can more effectively than ever create devastating no-buy zones. That is, they can engage in economic warfare that none dare call economic warfare — coordinated sanctions. Nations unifying for economic sanctions are increasingly able to extract more cost to a war than an aggressor military power can gain from one. Of course, sanctions can become a queen’s sacrifice with things such as higher gasoline prices. War always hurts all sides —
When a weaker nation is able to keep fighting well against a stronger one, the stronger one’s fight transforms to seeking a humiliating victory. A stronger nation has an increasing loss of stature every day this goes on. Not to mention prolonged wars sap treasuries. This generation of weapons, such as the FMG-148 Javelin and Swedish AT4, are increasingly turning moderately trained pedestrian fighters into real threats to the best armored fighting vehicles. The FIM-92 Stinger and other MANPADS, man-portable air-defense systems, too, make moderately trained pedestrian fighters real threats to even sophisticated air power. None will win a traditional military victory with such weapons, but for the smaller forces, keeping in the fight is often victory enough for their purposes. If other nations are willing to supply enough such weapons and training, that can force a major military power to fight for a painful, humiliating victory for years. That’s what happened in the 1979-1989 Soviet-Afghan War. The United
I believe that regionally and globally stronger nations have increasingly realized there are diminishing opportunities for beneficial victories in wars of self-aggrandizement against smaller, weaker ones. I argue we’ve seen a corresponding drop in powerful nations using aggressor warfare as a means for self-aggrandizement. But, clearly, the world needs more progress on this front. For this evolving reality of futile warfare to work well we need strong democracy all over the world. We need strong reasoned free speech. We need strong defense of human
rights. Those are the most powerful weapons against existing and potential aggressor states and warfare. Wilson — who, yes, had his inexcusable failings — saw all this back in 1915. He put responsibility for embracing and promoting democracy around the world to all of us Americans. That project, in Wilson’s view, started at home. “My urgent advice to you would be not only always to think first of America, but always, also, to think first of humanity,” he said in that 1915 speech. “You do not love humanity if you seek to divide humanity into jealous camps. Humanity can be welded together only by love, by sympathy, by justice, not by jealousy and hatred. I am sorry for the man who seeks to make personal capital out of the passions of his fellow men. He has lost the touch and ideal of America, for America was created to unite mankind by those passions which lift and not by the passions which separate and debase.”

Union Sailors save ship in Civil War, earn highest honor By Katie Lange

During the Civil War, Union naval forces in the south worked to divide the Confederacy by conquering the Mississippi River. One of the many ships involved in that mission was USS Richmond. During one intense battle, the ship was in danger of exploding, but thanks to four of the ship’s firemen, it survived to see the war’s end. All four firemen — Navy 2nd Class Fireman John S. Hickman, Navy 1st Class Fireman Matthew McClelland, Navy 1st Class Fireman John Rush and Navy 1st Class Fireman Joseph E. Vantine — received the newly created Medal of Honor for their bravery.
Background Not a lot of information can be found online detailing the early lives of these men other than where they grew up. Hickman was from Altoona, Pennsylvania; McClelland was born in Ireland before his family emigrated to Brooklyn, New York; Rush grew up in Washington, D.C., while Vantine was from Philadelphia. By the time the Civil War broke out, all four men were sailors in the Union Navy stationed aboard the wooden steamship USS Richmond. The Richmond spent the first part of the war in the Caribbean
before joining the West Gulf Blockading Squadron, which aimed to divide the Confederacy at the Mississippi River by cutting off its main southern supply and communication route. By the spring of 1862, New Orleans — the Confederacy’s busiest commercial port — and nearby Baton Rouge had been captured by the Union. The only portion of the Mississippi that remained in Confederate hands was a roughly 150-mile-long stretch of territory between Vicksburg, Mississippi, and Port Hudson, Louisiana.
Mission to attack port In December 1862, Navy Adm. David Farragut — he of the famous naval phrase “damn the torpedoes, full speed ahead!” — was in charge of the West Gulf Blockading Squadron. He and other military leaders learned that the Confederates were making improvements to their defenses at Vicksburg and Port Hudson, about 15 miles upriver from Baton Rouge. So, they started making plans to complete their mission sooner rather than later. Farragut was tasked with getting his flotilla past Port Hudson. On March 14, 1863, Farragut ordered seven ships, including USS Richmond, to make their move. Farragut was expecting a coordinated
attack by the Union Army to divert enemy fire that would damage the ships, but that inland support arrived too late. The ships ended up facing the full force of Confederate artillery shelling.
Leaping into action The Richmond was the second ship in line in the flotilla. Between the enemy fire and the river’s strong current, it struggled to continue its journey upstream. Before it could round a curve in the river to get past the fort, Richmond was hit by a 6-inch shell that shattered the starboard safety-valve chamber and damaged the port safety-valve chamber. This ruptured the ship’s steam lines, which caused the engine room to immediately fill with steam. If something wasn’t done quickly, the ship would explode. As firemen, Hickman, McClelland, Rush and Vantine knew what to do and immediately jumped to it. Without concern for themselves, each man wrapped wet cloth around their faces and ran into the steam-filled room to put out the furnaces. The men relieved each other when they were overcome by heat and kept this up until the threat of explosion dissipated. Their actions saved the ship, which had to turn back and abort the mission to continue past Port Hudson.
Bravery rewarded While that battle wasn’t very successful — only two of the seven ships in the convoy succeeded in getting past Port Hudson — the bigger mission eventually triumphed. Four months later, the Union Army and its naval ships, including the Richmond, captured Port Hudson. A few days prior, a nearly two-month siege of Vicksburg to the north also ended in a Union victory, finally bringing the entire Mississippi River under Union control. For their bravery under fire, Hickman, McClelland, Rush and Vantine were awarded the newly (in 1862) created Medal of Honor on July 10, 1863. All four men survived the rest of the war. Hickman went back to his hometown and lived there until he died on Dec. 24, 1904. Vantine returned to Philadelphia and got an education. He eventually married, settled in Newcastle, Delaware, and became an engineer at an iron works company. No details on McClelland’s post-war life were available, but he died in Philadelphia on Jan. 30, 1883. Rush returned to D.C., eventually changed his name to Israel Little and got married. Of the four men, he lived the longest — to age 79 — and died on April 29, 1916.
