Veterans' interests raised in address to Congress President Joe Biden delivered his inaugural address to a joint session of Congress on Wednesday, April 28. The address broached a couple items of interest to veterans. The entire speech is available at the White House’s official YouTube channel.

President Joe Biden mentioned a few things of interest to veterans when he gave his first address to a joint session of Congress on Wednesday, April 28. Presidents’ inaugural addresses to Congress aren’t dubbed “State of the Union,” but they serve the same political purposes — seeking momentum for presidents’ biggest aims.

American Rescue Plan Biden’s only use of the word “veterans” was while talking about the American Rescue Plan of 2021, which the president signed into law on March 11. “We’re making one of the largest onetime investments ever in improving healthcare for veterans,” he told Congress. The bill did a few significant things for veterans. For one, it greatly expanded the number of veterans and connected individuals eligible at the Veterans Health Administration for vaccinations against SARS-CoV-2/COVID-19. The bill, ARP, increased the number from about 9.5 to more than 33 million. On the day Biden addressed Congress the Department of Veterans Affairs reported that its healthcare arm has fully vaccinated 2.6 million individuals. Among them were 2.3 million veterans. The “one-time investments” Biden mentioned in the address was the about $15.3 billion allocated to the VA for ramping up services such as surgeries post pandemic. Additionally, part of that is going to housing support for about 37,000 veterans who are, or are at risk for becoming, homeless. Adequate housing is directly related to health and healthcare. Additionally, the American Rescue Plan allocated $750 million to states for constructing, rehabbing and equipping their veterans nursing homes, such as the Emory L. Bennet State Veterans’ Nursing Home in Daytona Beach. In all the VA is receiving about $17 billion on top of its annual budget through the ARP. Congress appropriated $17.2 billon to the VA under the Coronavirus Aid, Relief, and Economic Security Act, which received votes from Republican and Democratic lawmakers, in 2020. That money was directed toward numerous uses related to ramping up pandemic responses. The American Rescue Plan Act received support only from Democratic lawmakers. While there are overlaps in what the two appropriations can fund at the VA there are differences, too.

erans is as personal and heart-wrenching as it gets. His son, Beau Biden, was a major in the Delaware National Guard who served in Operation Iraqi Freedom. Biden has stated he believes Beau died in 2015 as a result of invisible injuries from serving in the warzone. The younger Biden deployed to Joint Base Balad on Nov. 19, 2008. The base had a burn pit that reportedly went through about 147 tons of waste a day as late as 2010. Biden has publicly attributed his adult son’s glioblastoma — brain cancer — to toxins released into the air by Joint Base Balad’s burn pit. In the address Biden urged the creation of an advanced research projects agency within the National Institutes of Health similar to the Defense Advanced Research Projects Agency, DARPA. “And that would — here’s what it would do: It would have a singular purpose, to develop breakthroughs to prevent, detect and treat diseases like Alzheimer’s, diabetes and cancer,” the president said. “I’ll still never forget when we passed the cancer proposal in the last year as vice president, almost $9 million going to N.I.H.” Biden took a moment to express gratitude to the most powerful Republican in Congress. “You’ll excuse the point of personal privilege,” continued the president. “I’ll never forget you standing, Mitch (McConnell), and saying name (the cancer bill) after my deceased son. It meant a lot.” The president went on, “But so many of us have deceased sons, daughters and relatives who died of cancer. I can think of no more worthy investment. I know of nothing that is more bipartisan. So let’s end cancer as we know it. It’s within our power. It’s within our power to do it.” The VA explains “cancer” is an umbrella term for more than 200 diseases. Their relation is the growth of abnormal or excessive cells. The most common types of cancer among veterans are prostate, lung

and bronchial, colorectal, urinary and bladder, and skin melanomas. Veterans have much higher rates of some types of cancer and some are presumptive service-related conditions. Maj. Biden received the Bronze Star and, posthumously, the Legion of Merit. Additionally he posthumously received the Delaware Conspicuous Service Cross.

Afghanistan Biden broached his son once more when talking about ending American military involvement in Afghanistan, Operation Freedom’s Sentinel, which he announced on April 14. “I am the first president in 40 years who knows what it means to have a son serving in a war zone,” he said. John William “Jack” Carter, son of President Jimmy Carter, served in the Navy during the Vietnam War. “We went to Afghanistan to get the terrorists who attacked us on (Sept. 11, 2001),” the president’s prepared remarks read. Biden strayed from the script ad-libbing, “And we said we would follow Osama bin Laden to the gates of hell to do it. And if you’ve been to the Upper Kunar Valley, you’ve kind of seen the gates of hell.” He returned to the prepared script saying, “And we delivered justice to bin Laden. We degraded the terrorist threat in Afghanistan. And after 20 years of valor and sacrifice, it’s time to bring our troops home.” The Commander in Chief has directed the Department of Defense to have a full withdrawal of the about 2,500 servicemembers still deployed in Operation Freedom’s Sentinel by the 20th anniversary of the Sept. 11 attacks. Former president Donald Trump issued a supportive statement. The drawdown of Operation Freedom’s Sentinel started with an agreement his administration reached with the Taliban in 2020.

‘OH, THE HUMANITY’ Airship Hindenburg went down on May 6, 1937, in New Jersey Mary Kemper STAFF WRITER

On this May 6 in 1937, the airship Hindenburg, the largest dirigible ever built and the pride of Nazi Germany, burst into flames upon touching its mooring mast in Lakehurst, New Jersey, killing 36 passengers and crewmembers. Frenchman Henri Giffard constructed the first successful airship in 1852. His hydrogen-filled blimp carried a three-horsepower steam engine that turned a large propeller and flew at a speed of six miles per hour. The rigid airship, often known as the “zeppelin” after the last name of its innovator, Count Ferdinand von Zeppelin, was developed by the Germans in the late 19th century. Unlike French airships, the German ships had a light framework of metal girders that protected a gas-filled interior. However, like Giffard’s airship, they were lifted by highly flammable hydrogen gas and vulnerable to explosion. Large enough to carry substantial numbers of passengers, one of the most

famous rigid airships was the Graf Zeppelin, a dirigible that traveled around the world in 1929. In the 1930s, the Graf Zeppelin pioneered the first transatlantic air service, leading to the construction of the Hindenburg, a larger passenger airship. On May 3, 1937, the Hindenburg left Frankfurt, Germany, for the first of 10 scheduled journeys across the Atlantic to Lakehurst’s Navy Air Base. On its maiden voyage, the Hindenburg, stretching 804 feet from stern to bow, carried 36 passengers and crew of 61. While attempting to moor at Lakehurst, the airship suddenly burst into flames, probably after a spark ignited its hydrogen core. Rapidly falling 200 feet to the ground, the hull of the airship incinerated within seconds. Thirteen passengers, 21 crewmen, and 1 civilian member of the ground crew lost their lives, and most of the survivors suffered substantial injuries. Radio announcer Herb Morrison, who came to Lakehurst to record a routine voice-over for an NBC newsreel, immortalized the Hindenberg disaster in a famous on-the-scene description in which

he emotionally declared, “Oh, the humanity!” The recording of Morrison’s commentary was immediately flown to New York, where it was aired as part of America’s first coast-to-coast radio news broadcast. Lighter-than-air passenger travel rapidly fell out of favor after the Hindenberg disaster, and no rigid airships survived World War II. The famous Goodyear blimps are not only non-rigid, but filled with helium, a safter substance than hydrogen. According to Wikipedia.org (sourced): “The Goodyear blimps were non-rigid (meaning their shape is not maintained by a rigid internal structure) dirigibles (directable/steerable airships). Inside their exterior envelope, the Goodyear blimps are fitted with air–filled ballonets. As the blimp ascends or descends, the internal ballonets expand or contract to compensate for density changes and to maintain uniform pressure in the envelope. The latest craft, a Zeppelin NT is a departure from this tradition, as it is a Semi-rigid airship that makes use of a structural truss inside the envelope to provide some of its structural strength.”

'Lion of Fallujah' Grappler hero, ‘The Snake’ led his warriors by example

Douglas Alexander Zembiec, born April 14, 1973, in Kealakekua, Hawaii, was blessed with athletic ability and drive. His passion was wrestling. For two years, 1990 and 1991, he was the New Mexico state high school wrestling champion. Following high school, Zembiec attended the U.S. Naval Academy. As a collegiate wrestler at the academy, he compiled a 95-21-1 record, finishing as a two-time National Collegiate Athletics Association All-American. While at the academy, he acquired the nickname “The Snake” for his anaconda-like grip on his opponents. Coach Reginald Wicks said Zembiec was the best-conditioned athlete he’d ever been around. After graduation from the academy on May 31, 1995, Zembiec was commissioned a second lieutenant in the Marine Corps. In 1996, Zembiec was a rifle platoon commander with B Company, 1st Battalion, 6th Marines. A year later, he joined 2nd Force Reconnaissance Company, where for almost 3 years he was a platoon commander, operations officer and company commander. Zembiec’s rifle platoon was among the first special operations forces to enter Kosovo during Operation Joint Guardian in June 1999. In July 2003, he took command of Echo Company, 2nd Battalion, 1st Marine Regiment, 1st Marine Division. Zembiec earned the nickname the “Lion of Fallujah” as a result of his heroic actions commanding E Company during Operation Vigilant Resolve in 2004 in Iraq, leading the assault into the city of Fallujah. Zembiec’s wife said her husband referred to his Marines as lions in letters he wrote to her from Iraq. That’s how he earned the nickname. As a result of that epic battle, Zembiec earned the Silver Star Medal, the Bronze Star Medal and two Purple Heart medals. In 2005, Zembiec was promoted to major. Shortly after that, he separated from the Marine Corps and joined the Central Intelligence Agency’s Special Activities Division in Iraq. On May 11, 2007, he was killed by enemy small-arms fire while leading a raid in Baghdad.

Florida Independent Blues muster New military units join forces with the Confederate States Patrick McCallister FOR VETERAN VOICE

It was May 12, 1860, in St. Augustine. About 70 folks got together to talk about defense of the city. That meeting included some of the most prominent folks in the Old City, including James Marcus Gould, the local newspaper publisher and former sheriff. The attendees decided to form a city militia, and they picked a name — The Florida Independent Blues. But, everybody would just call that militia the St. Augustine Blues. About eight months after the St. Augustine Blues started up, Florida became the third state to secede from the United States following the electoral successes of the upstart Republican Party in 1860. Then it applied to join the nascent Confederate States of America. The CSA admitted Florida on April 22, 1861. Now the state needed to contribute some troops for the Confederate army, so it formed 11 infantries, a couple cavalries, and five artillery companies. The St. Augustine Blues was turned into Company B of the Third Florida Infantry at Fort Marion on August 5, 1861. Florida was a sparsely populated state, so a lot of the volunteers traveled some distance to join the Confederate military units. There were about 148,000 living here, and 40 to 50 percent of them were slaves. According to a period Samuel Augustus Mitchell map, most of the modern Veteran Voice coverage area had a population of two people for every square mile. Seems likely some of those volunteers for the Third Florida Infantry Company B traveled the King’s Road that stretched from New Smyrna to St. Augustine to sign up. We can say with good certainty that members of the Blues served in New Smyrna during the Civil War.

St. Augustine had a tradition of volunteer militias St. Augustine was adept at having volunteer and citizen militias. Throughout the first Spanish period there were always citizen militias in and near the city. Then during the British period the East Florida Rangers, a volunteer militia of loyalists, formed there and saw action in Georgia during the Revolutionary War. Castillo de San Marcos, the oldest masonry fort in the U.S., has long been a prominent part of St. Augustine. Not a stretch to speculate it’s affected the atmosphere and culture of the city much like modern military bases do, and that’s just made St. Augustine a place where volunteer militias thrived.

ing reports. The first of those volunteer militias that got the governor’s approval was the Florida Rangers established in St. Augustine in 1826. After participating in the Second Seminole and Mexican-American wars the Florida Rangers appears to had become, for all practical purposes, defunct. He reportedly donned his Confederate uniform and attempted to enlist in the U.S. military to serve in The Great War, World War I. By then he was in his late 70s. This is a 1917 photograph of him.

The British renamed Castillo de San Marcos to Fort St. Mark when they held it for two decades. The Americans renamed it Fort Marion, after Revolutionary War hero Francis Marion. Congress restored the original name in 1942. When Florida became a territory in 1821, the federal Militia Act of 1792 applied here. Congress had enacted the law, which created the basis for the modern National Guard, in two parts on May 2 and May 8 in 1792. Florida became a U.S. territory through the Adams-Onis Treaty in 1821. Florida’s territorial legislative council passed its first act organizing the Florida Militia in 1822. All free, able-bodied, white males ages 18 to 45 were officially part of the state’s militia. They were required to have some basic military supplies in case they were called up to service and to show up for some regular drills. According to the State Library and Archives of Florida, few of the enrolled militia units ever met for required drills or filed required reports. There were some volunteer units — they were allowed in lieu of state service with a nod from the governor — that did much better with having equipment, making drills and fil-

Civil War comes to Florida at St. Augustine By all accounts St. Augustine enthusiastically greeted the idea of secession and what was — given the politics of the time — the sense of inevitable war to follow. Even as the deceptively-named “Convention of the People of Florida” was happening in Tallahassee to debate secession — it was really a foregone conclusion before the convention — Florida’s first Civil War battle happened in the Old City. OK, “battle” isn’t the word. On January 7, 1861, about 25 militiamen from Fernandina headed to St. Augustine with the intention of invading Fort Marion, kicking out the Union soldiers, and taking its cannons. The U.S. Army had one caretaker at the fort, Sgt. Henry Douglas. Douglas had lots of advantages if things came to shooting, and probably could have held off a small sieging force for hours if not days. Instead, Douglas told the invaders if they gave him a receipt and left him be they could call the fort theirs. The Fernandina boys gave the sergeant a receipt. It’s reportedly in the U.S. Army Archives. It’s not clear if any members of the St. Augustine Blues participated in the takeover of Fort Marion. The Blues did, however, help occupy the fort afterwards. Some of the fort’s cannons went with the Fernandina crew to arm up Fort Clinch for the war everybody knew was coming.

Three days later, the Tallahassee convention voted for secession, and St. Augustine threw a party at the news. The city’s folks were also proud of their militia that was already in place to go off and fight a war. Prominent women in the city got together and made the Florida Independent Blues a flag. It was blue with a cotton boll in the center. The flag had seven stars and the slogan, “Any fate but submission.” The original St. Augustine Blues flag is in the collection of the American Civil War Museum in Richmond, Va.

St. Augustine Blues go to war The Blues had a quiet start to the Civil War. They helped build sand batteries on barrier islands, and with building some other defenses along the eastern part of the state. Things didn’t stay quiet for them. The Blues ended up hopscotching around the South under various commands to be part of battles such as Murfreesboro in Tennessee, the Siege of Vicksburg, and the battles of Chickamauga and Chattanooga. The Blues even fought a Union general who’d spent part of his early military career getting Florida sand in his boots while stationed at Fort Pierce — Gen. William T. Sherman. But one of the likely Blues’ battles was a lot closer to home — the Skirmish at New Smyrna. That name might not appear in most Civil War history books, but that’s what Volusia County folks dub it. The “Florida Civil War Heritage Trail” booklet — produced by the Florida Department of State’s Division of Historical Resources — says members of Third Florida Infantry, were on hand for it. During the war Union ships blockaded Florida’s coasts to deny the Confederacy trade and supplies. That choked the larger, more obvious ports, so Southern blockade runners used smaller facilities to get supplies into Florida and throughout the South. A wharf at New Smyrna was one such place. Indeed, Gen. Robert E. Lee specifically mentioned in orders to invest heavily in defending New Smyrna. “The cargoes of the steamers are so valuable and vitally important, that no precaution should be omitted,” he wrote.

The war heads to New Smyrna The coquina wharf at New Smyrna that extended into the Mosquito Inlet — part of the Indian River Lagoon — was built in the 1770s. Some of it remains to this day and is an archaeological site. Fort Marion and St. Augustine fell to the Union on March 11, 1862. The Union occupied the city for the remainder of

the war. Around the same time, Union officers from the USS Penguin and USS Henry Andrew set up an expedition into the Mosquito Inlet. Those officers took a handful of small boats with about 40 sailors and Marines on a search-and-destroy mission. The Union men sailed south past the wharf, and, unknowingly, past a small contingent of Third Florida Infantry soldiers under the command of Cpt. Matthew H. Strain. He wisely ordered his soldiers to hide. The Gray watched the Blue sail past south toward Oak Hill and Titusville. The Union sailors and Marines decided to investigate the wharf on the way back to the ships. Right after they landed, Strain made his move. He showed

himself and demanded the Union boys to lay down their arms. But the Union commander reportedly aimed a pistol at Strain, who, by all accounts, had been acting with restraint to that moment. The hidden and barricaded Grays let loose a lead storm on the vulnerable Blues. Five of the Union Sailors and Marines died in the initial volleys. Another three would die during the retreat. Pretty much all the rest were wounded. Seven were taken prisoner. The Henry Andrew was nearby and attempted to enter the fight, but it ran aground and hoisted a flag of truce. The Confederates had no causalities that day. That good luck came to an end later. Union ships went back to New Smyrna in 1863. On July 26 that year they lobbed a couple warning shots then shelled the town into utter oblivion, then went ashore to burn the fallen buildings. There were no casualties on either side, but the damage made using the wharf for blockade running much harder. Still, the Confederates eventually went back to using it. The Union Army returned to New Smyrna in May of 1864, captured two loaded schooners, and shut down the wharf for the rest of the war.

The Civil War ends for Florida On May 10, 1865, the Union’s Brig. Gen. Edward McCook and his troops marched without resistance into Tallahassee, and started accepting surrenders and military supplies and issuing paroles that were contingent on the surrendering Grays never taking up arms against the United States again. The last of Florida’s Confederate soldiers surrendered on May 13, 1865. On May 20 there was a formal transition of power putting Florida back under federal authority.
