If you are sick with COVID-19 or think you might have COVID-19, follow the steps below to help protect other people in your home and community.

Stay home except to get medical care. • Stay home. Most people with COVID-19 have mild illness and are able to recover at home without medical care. Do not leave your home, except to get medical care. Do not visit public areas. • Take care of yourself. Get rest and stay hydrated. • Get medical care when needed. Call your doctor before you go to their office for care. But, if you have trouble breathing or other concerning symptoms, call 911 for immediate help. • Avoid public transportation, ride-sharing, or taxis.

Separate yourself from other people and pets in your home. • As much as possible, stay in a specific room and away from other people and pets in your home. Also, you should use a separate bathroom, if available. Monitor your symptoms. • Common symptoms of COVID-19 include fever and cough. Trouble breathing is a more serious symptom that means you should get medical attention. • Follow care instructions from your healthcare provider and local health department. Your local health authorities will give instructions on checking your symptoms and reporting information.

If you develop emergency warning signs for COVID-19 get medical attention immediately. Emergency warning signs include*: • Trouble breathing • Persistent pain or pressure in the chest • New confusion or not able to be woken • Bluish lips or face *This list is not all inclusive. Please consult your medical provider for any other symptoms that are severe or concerning to you.

Call 911 if you have a medical emergency. If you have a medical emergency and need to call 911, notify the operator that you have or think you might have, COVID-19. If possible, put on a facemask before medical help arrives.

Call ahead before visiting your doctor. • Call ahead. Many medical visits for routine care are being postponed or done by phone or telemedicine. • If you have a medical appointment that cannot be postponed, call your doctor’s office. This will help the office protect themselves and other patients.

If you are sick, wear a cloth covering over your nose and mouth. • You should wear a cloth face covering over your nose and mouth if you must be around other people or animals, including pets (even at home). • You don’t need to wear the cloth face covering if you are alone. If you can’t put on a cloth face covering (because of trouble breathing for example), cover your coughs and sneezes in some other way. Try to stay at least 6 feet away from other people. This will help protect the people around you. Note: During the COVID-19 pandemic, medical grade facemasks are reserved for healthcare workers and some first responders. You may need to make a cloth face covering using a scarf or bandana.

On June 17 President Donald Trump got a roadmap the creators hope will lead to better days for veterans. An interagency task force headed up by the departments of Veterans Affairs, Defense, and Health and Human Services rolled out the President’s Roadmap to Empower Veterans and End a National Tragedy of Suicide, PREVENTS. “We’re gathered together to address an especially urgent struggle,” Trump said at an East Room announcement. “Today we’re unveiling our Roadmap to Empower Veterans and End the National Tragedy of Suicide. A tremendous problem. Tremendous, tremendous problem.” He continued, “My administration is marshaling every resource to stop the crisis of veteran suicide and protect our nation’s most treasured heroes. They’ve been through so much, and it’s such a deep-seated problem. And we’re doing tremendous research and everything you can do, but it is something that nobody quite understands. And they are gaining knowledge, but they don’t quite understand it.”

Ten recommendations The 65-page “PREVENTS Roadmap” highlights 10 recommendations and assigns responsibilities to various federal departments and agencies to implement them: • Create and implement a national public health campaign focused on suicide prevention for Veterans and all Americans. • Identify and prioritize suicide surveillance and research that focuses on a veteran’s unique combination of individual, relationship, community, and societal factors to deliver the most effective intervention(s) tailored to meet their needs and circumstances. • Promote foundational changes to the way research is conducted — including improving the speed and accuracy with which research is translated into practice, improving efficiency through data sharing and data curation practices, and using innovative funding techniques to drive team science and reproducibility.

• Develop effective partnerships across government agencies and nongovernment entities and organizations to increase capacity and impact of programs and research to empower veterans and prevent suicide. • Encourage employers and academic institutions to provide and integrate comprehensive mental health and wellness practices and policies into their culture and systems. • Provide and promote comprehensive suicide preav-

ention trainings across professions. • Identify, evaluate, and promote community-based models that are effectively implementing evidence-informed mental health and suicide prevention programs across the country. In doing so, they should leverage relationships with community-based efforts, non-profit organizations, faith-based communities, VSOs, and MSOs focused on saving the lives of veterans.

“A Salute To Our Veterans” deals with many different wars our veteran Seabees have been a part of beginning with W.W. II. Many of the stories are told by the veteran himself about their time in the military and if relevant actual combat experience. Others are told by the author who reveals a lot about the people who make the world a safer place to live. The Seabee volume of “A Salute To Our Veterans” is a wonderful tribute to the many men who get very little recognition for what many take for granted.

The subject of “One Wounded Pilot And the Family that Lovers Her” intrigued me for a number of reasons as a novel of a female combat pilot, but shortly into the work, I was disillusioned, as it needed a severe edit job in several areas, among them over usage of many words, typos and a major formatting problem with the structure on the page that made “One Wounded Pilot” unreadable for me shortly into the story. I do not recommend “One Wounded Pilot And the Family that Loves Her” in its present form.

Denise Boulet lived with abuse, until she cut the cord with her family, to enlist in the military. For over 20 years she was connected to the Navy where she excelled. She details her unhappy childhood, thru her career in the Navy in “1 Navy Woman” She reveals that anyone can take control of their lives and succeed no matter what the circumstances are. Boulet was able to travel the world as well as move up the ranks to serve the country. “1 Navy Woman” is one woman’s journey through life, that should be a role model for others to follow.

“Why” reminded me of the movie Article 99, where there were abuses of the VA system. The film covered veteran’s medical care in the hospital. “Why” takes on the administrative portion. Both reveal abuse of the system that should not be ignored. 15 veterans from all branches of service and different wars, join together for one last battle, to right a wrong of the VA. Their campaign is for all veterans who have had benefits cut while higher ups have stolen funds from the system. Now they feel they have nothing to lose so they form into a unit to take on the administrative offices in one last hurrah. “Why” is a gripping “what if ‘scenario that should focus on ways to fix the VA.

Good to remember America was born in policy debates and sometimes low opinions of others Column by Patrick McCallister FOR VETERAN VOICE

It’d be easy to hate on Edward Rutledge, South Carolina delegate to the Second Continental Congress. I mean, c’mon, what red-blooded American can forgive him for opposing the Resolution for Independence, the document Congress passed on July 2, 1776, that freed us from tyrannical Britain and birthed our nation? Rutledge was also no fan of the Articles of Confederation and Perpetual Union that Pennsylvania’s delegate John Dickenson was working on as Congress debated independence. He saw certain disaster in both. (By the way, this Patrick McCallister is not the Jonathan Dickinson for whom the state park in in Martin County is named for.) “If the Plan now proposed should be adopted nothing less than Ruin to some Colonies will be the Consequence of it,” he wrote to New York delegate John Jay on June 29, 1776. But, Rutledge did vote for independence and signed the Declaration of Independence. He also came closer to facing execution for it than many, if not most, of the other signers. Now more than ever it’s worth remembering our founders weren’t unanimous on declaring independence and disagreed on darn near everything about the proposition. America wasn’t so much born in the glories of battle as it was the much more boring enterprise of seemingly endless policy debates.

Who was Edward Rutledge? Rutledge is one of the Founding Father names we simply don’t remember. He’ll never be on currency. He won’t have any beers or furniture stores named after him. Outside South Carolina, probably

nothing has ever been or will ever be named for Rutledge. Doesn’t mean he was unimportant. Let’s get this out of the way, Rutledge was by any measure a raging racist, which seems to have played a role in his cynicism about starting a country with abolitionists and their sympathizers about. In addition to being a slaver, Rutledge vigorously argued for the Continental Congress to boot all serving free blacks out of the Continental Army pronto. He was in large and prestigious company in that opinion at the time. We have to admit it wasn’t so much an opinion born of the times as the times were made by men of those opinions. The congressional delegate Rutledge seethed at, Dickenson, was a Quaker sympathizer in the process of freeing his slaves at the time. Dickenson was raised by and hung out with Quakers, but totally believed in self-defense war, so didn’t join a Meeting. He wrote the final draft of the Declaration of the Causes and Necessity of Taking Up Arms, which was the de facto declaration of the Revolutionary War in 1775. Rutledge was from to a well-to-do Charleston family and headed to London to study law. After admittance into the bar, he went back to South Carolina to open a firm. In 1776, after expressing his misgivings about declaring independence too soon — Rutledge was for independence, but at the right time — he served in the South Carolina militia. In 1780 the British regulars captured him. He lucked out to be part of a prisoner exchange instead of being hanged. After the Revolutionary War he went on to serve as the governor of South Carolina, among other prominent roles.

His letter to John Jay On June 7, 1776, Virginian Richard Henry Lee, acting under instructions from the Virginia Convention, proposed the Resolution for Independence to the Second Continental Congress. History remembers it as the Lee Resolution. From that day to July 2 delegates to the Continental Congress had a lot to think about. They were proposing a fundamental shift

from fighting on ongoing war for massive reform to fighting for a total overhaul of government from the ground up. Rutledge put into words the buzz-kill what-ifs we don’t think about today — Yeah, and after we shoot the British regulars from our shores, then what? Rutledge put his cynicism in a letter to Jay about the prospects Dickenson and others were cooking up for post-Britain America. “Unless it is greatly curtailed it never can pass, as it is to be submitted to Men in the respective Provinces who will not be led or rather driven into Measures which may lay the Foundation of their Ruin,” Rutledge wrote. We could scoff at his pessimism. Congress would declare independence and make good on the move. Or we could say he rightly foresaw the tensions that grew and erupted in the Civil War about eight

The news these days is full of sound and fury, to paraphrase Shakespeare. Lots of protests, lots of threats to our national identity. On this Fourth of July, we ask ourselves, yet again, if our national experiment is working. Let’s put it into perspective. Back in 1863, the Civil War was anyone’s guess as to the winner, whether Union or Confederacy. Already, many, many thousands of men had died, many from gunshot or shell — diseases like malaria, pneumonia, typhus and others claimed a lot more. Just to drive the point home — thousands. We have lost thousands to COVID 19. We lost thousands to the Spanish Flu of 1918. Mothers, fathers, sons, daughters, friends. We don’t want to lose any

more thousands, whether by gunshot or illness. But we lose them, and probably will to the end of time. The thing is to keep their sacrifices meaningful, and to lessen our losses always, if we can. That’s where our Soldiers, Sailors, Airmen and Marines come in. Gettysburg teaches us lots of lessons for our country today. No accident that the battle happened around our country’s birth. We must never forget. We must always learn. Union or Confederate, liberal or conservative. This is our Fourth of July.

Hungry Confederates Gen. Robert E. Lee knew two things in late June of 1863 — one, the Confederacy must advance into the North to gain not only military, but psychological advantage for his side. And two, his Army was hungry. There were no supplies coming from back home.

That was basically why the Army of the Potomac advanced on Gettysburg — but it was only supposed to be a way station. Union forces rushed to meet Gen. Robert E. Lee’s forces. The key battle of the Civil War was set. Lost, and won.

Putting the meaning together When President Abraham Lincoln arrived at Gettysburg to deliver a brief speech to dedicate a hastily built cemetery for the dead, he was tired. He knew he had to stand up for the Union Soldiers who had given their “last, full measure.” The guy who preceeded him with speeches, Edward Everett, a noted orator, had blathered on for two hours. Lincoln had written a few words on the train heading there. He figured it wasn’t much. But he said:

The Cape Canaveral National Cemetery has resumed committal services. The National Cemetery Administration had stopped them on March 23 due to the SARS-CoV-2/COVID-19 pandemic. The cemeteries resumed committal services on June 9. “We have a lot of work ahead of us,” said Don Murphy, director. “We’re anxious to begin all that work and provide closure for families that have been patient.”

Committal services stoppage In March the National Cemetery Administration shut down interment accouterments, such as volunteer chaplains and honor guards at all 143 national cemeteries and 33 soldiers’ lots across 42 states and territories. Families still had the option to inter qualifying veterans, spouses and dependents. But, interment attendees were limited to 10, and they were required to stay back from cemeteries’ workers during interments. When the staff at Cape Canaveral Na-

Many of the families opted to wait until services were available to inter their loved ones. Murphy estimated interments dropped to about a third of average.

Committal services resumption Murphy said there are still pandemic rules at national cemeteries. “We are still limiting family and friends to no more than 25,” he said. “Face coverings, masks, are required for everyone.” The 25 doesn’t include chaplains, military and veteran service organization honor guards, or cemetery employees. By the way, Murphy said interments do regularly attract more than 25. “It’s actually not uncommon,” he said. He added, “Sometimes there’s only a few. Maybe five to 10 family and friends.” In a press release the cemetery said all branches of the military have confirmed

availability to provide honor guards at Cape Canaveral National Cemetery, but there may be only two individuals at interments for sounding taps and presenting flags. “We’re still asking everyone — even wearing a mask — to socially-distance as best as they can,” Murphy said. He said that new interments are still down from pre-pandemic averages. The cemetery staff is calling families who’d opted to wait for interments after the March partial shutdown of available services. The cemetery has arranged for make-up services from Saturday July 11 to end of September. “Now that we’re slowly reopening and doing services again, we know we’ll be fairly busy from now to the end of September,” Murphy said.

Visitors welcomed, but— The gates of the cemetery at 5625 U.S. Highway 1, Scottsmoor, are open sunrise to sunset. Visitors are welcomed. Murphy said he urges visitors to please wear masks and keep at least six feet from others. Restrooms are open. The visitor center is closed. What we can learn today If Americans have turned out to be adept at anything, it’s policy debate, wrapped in fights and derisive opinions of those who don’t share ours. See, it’s not new. It goes back to our founding. We seem to have a tendency to think of the American Revolution as a clear-cut affair with the Americans lined up straight against the British. It was way more complex than that. And we’re the inheritors of a divisive and sometimes angering process that’s generally worked out for 244 years. Our job is to keep it working. For example, number 8, “Increase implementation of programs focused on lethal means safety (e.g., voluntary reduction of access to lethal means by individuals in crisis, free/inexpensive and easy/ safe storage options).” The “PREVENTS Roadmap” tackles a politically sensitive fact — veterans die by suicide using guns way more frequently than non-veterans, about 70 percent of the time in 2017 according to the 2019 “National Veteran Suicide Prevention Report.” “Veterans who own firearms do so for a variety of reasons,” reads the “PREVENTS Roadmap.” “Some are avid hunters, or collectors, and others may own firearms for self-defense. To be effective in messaging to these individuals, it is critical to work with advocates, leaders, and champions whom Veterans trust and respect.

Working with both individuals and trade associations that promote firearm ownership, as well as firearm safety, is key in educating Veterans about how to save the lives of those who may be struggling.”

PREVENTS rollout colored by local tragedy Trump created PREVENTS with Executive Order 13861 on March 5 last year. The signing ceremony coincidently happened about a week after a distraught veteran took a gun into the West Palm Beach VA Medical Center and threatened to kill himself. On Feb. 27 a despondent 59-year-old Army veteran — Veteran Voice is withholding his name — went to the medical center. By all reports, center staff worked with the veteran for hours, but he was verbally combative. Unknown to the staff, the man was armed. A center employee spotted the veteran loading his gun, but had little time to warn others before the shooting started. Dr. Bruce Goldfeder heroically rushed the gun-wielding veteran, and got shot by the ear. He was, however, able to tackle, disarm and restrain the shooter. Another was also grazed by a bullet in the melee. Secretary of Veteran Affairs Robert Wilkie told the story at the signing ceremony last year to highlight how important the issue of death by suicide among veterans is. The president followed up. “Our mission is to mobilize every level of American society to save the lives of our great veterans and support our heroes in need,” the president said at the ceremony. The executive order created the taskforce including the secretaries of defense, health and human services and homeland security to develop a comprehensive plan for helping veterans in crisis and getting it out to the states. That’s the “PREVENTS Roadmap” announced on June 17.

How to Properly Dispose of Worn-Out U.S. Flags Old Glory, once it is worn out, may be disposed of in many respectful manners.

Many Americans proudly fly the U.S. flag at their homes and places of work, but what do you do with it when it’s old and tattered, and you’re ready for a new one? Don’t just throw it in the trash like any other old item — that’s considered disrespectful. This Fourth of July, and indeed every Flag Day on June 14, it should be remembered that just as there’s etiquette for displaying Old Glory, there’s also etiquette for disposing of flags in a dignified manner.

Flag Retirement Ceremonies Many state and county government offices and Veterans of Foreign Wars posts have flag disposal boxes outside of their buildings. Police stations also collect them. Once the disposal boxes are full, various organizations such as American Legions, VFWs and the Girl Scouts and Boy Scouts collect the flags and hold flag retirement ceremonies. Rules on how to properly fly the flag were established in June 1923, when the National Flag Conference met in Washington. Its members created the Flag Code, which states that “the flag represents a living country and is itself considered a living thing.” The American Legion passed a resolution about flag retirement ceremonies in 1937, and they’ve been an important ritual ever since. According to the resolution, “The approved method of disposing of unserviceable flags has long been that they be destroyed by burning.” The U.S. flag is considered such a sacred symbol that burning it in an undignified manner constitutes desecration. That’s why the ceremonies are held in a specific manner.

aligned in two parallel rows about 20 feet apart, facing each other. A small fire burns beyond the rows of members, opposite the Legion commander. The flags that are no longer serviceable are presented to Legion commanders, who inspect them to make sure they should, in fact, be discarded. When it’s agreed upon that they’ve reached their current worn state due to proper service of tribute, memory and love, a color guard presents the colors and a chaplain offers prayers. As the crowd salutes, the flag detail dips the retired flags into kerosene and puts them on a rack over the fire. A bugler sounds “To the Colors.”

Other Methods of Disposal Flags don’t always have to be disposed of with such pomp and circumstance. If you can’t drop yours off with one of the aforementioned groups, you can have your own small ceremony — as long as it’s still held in a dignified manner. According to the VFW, you first need to fold the flag in its customary manner. Next, salute the flag and say the Pledge of Allegiance or hold a moment of silence. Once the flag has been fully consumed, make sure to safely extinguish the fire — and of course, make sure you’re con-

forming to local and state fire codes and ordinances before doing any of this. Other veterans service organizations say people can also bury the folded flag in a dignified box, or recycle them — an option that’s common for flags made of synthetic or nylon

material that can be hazardous if burned. Some groups, including the nonprofit Stars For Our Troops, carefully cut embroidered stars out of the flags and give them to veterans with a note that reminds them that their service won’t be forgotten.

The U.S. Army is kicking off its first nationwide virtual hiring campaign June 30-July 2 with a goal of recruiting 10,000 new Soldiers to serve in 150 different occupations. Army National Hiring Days is an all-Army effort to inspire individuals across the nation to “Join Us.” As part of the three-day hiring event, Army leaders, operational units, recruiters and community partners across America will focus on encouraging individuals to explore the Army’s career paths, ranging from traditional combat roles to support positions in logistics, engineering and technology. U.S. Army recruiters have focused heavily on virtual communications since mid-March when the COVID-19 pandemic necessitated a socially distant society. 1st F-35C, Lightning II Class graduates TOPGUN

Army soon to deploy shape-shifting drones Soon, the U.S. Army will be able to deploy autonomous air vehicles that can change shape during flight, according to new research presented at the AIAA Aviation Forum and Exposition’s virtual event June 16. Researchers with the U.S. Army’s Combat Capabilities Development Command’s Army Research Laboratory and Texas A&M University published findings of a two-year study in fluid-structure interaction. Their research led to a tool, which will be able to rapidly optimize the structural configuration for Future Vertical Lift vehicles while properly accounting for the interaction between air and the structure. Within the next year, this tool will be used to develop and rapidly optimize Future Vertical Lift vehicles

Pilots from Strike Fighter Squadron (VFA) 125 “Rough Raiders” and VFA147 “Argonauts” were the first TOPGUN students to complete the course in the F-35C Lightning II. Maj. Derek Heinz from the Rough Raiders and Lt. William Goodwin III from the Argonauts successfully completed the 13-week Navy Strike Fighter Tactics Instructor (SFTI) course at the Naval Aviation Warfighting Development Center (NAWDC) at Naval Air Station Fallon, Nev. The SFTI course, otherwise known as TOPGUN, is an individual-level training course loaded with classroom lectures and labs, as well as simulated and live-fly events that are focused on the newest advanced tactical recommendations, and designed to create newly-minted tactics instructors who are ready to return and train the Fleet. While all F-35C tactics instructors have completed the TOPGUN course previously, this is the first time TOPGUN has graduated students who are currently flying the Lightning II, utilizing a syllabus that has been developed, from the ground up, specifically for F-35C integrated operations.

Large-scale AF exercise aimed at forcible entry of paratroops Little Rock Air Force Base and Dyess Air Force Base launched 19 C-130J Super Hercules aircraft in support of the U.S. Air Force Weapons School’s Joint Forcible Entry exercise at the Nevada Test and Training Range, June 6. The exercise, known as JFE Vul, is a large-scale air mobility exercise designed to simulate the joint forcible entry of paratroopers into a contested battlespace. In total, the exercise featured approximately 75 aircraft who engaged in an intricate airdrop operation in a simulated enemy environment where sophisticated Integrated Air Defense Systems were employed. JFE showcased that we as a military are able to maintain readiness on a national scale even amid the COVID-19 pandemic, said Capt. Patrick Waters, 61st Airlift Squadron pilot and 19th Airlift Wing planner for the Little Rock AFB-based aircraft.
