Veteran Voice is a weekly publication designed to provide information to and about veterans to veterans and to the broader community. Veterans are an integral part of their Florida communities, which currently have individual organizations of their own, such as the Veterans of Foreign Wars, the American Legion, the Vietnam Veterans of America and many other groups with a narrow focus, but no convenient way to connect to a wider population of veterans and to the community in general within a limited geographic area, their community. The mission of Veteran Voice is to publish a weekly source of information that will provide, in one place, a listing of resources available to veterans, articles about changes in policies or organizations affecting veterans and events of interest to veterans as well as articles about veterans of interest to the general public. Veteran Voice LLC is organized as a partnership of experienced newspaper executives with an interest in veterans and in the communities of Florida veterans and friends. Veteran Voice is a start-up intended to address a perceived lack of information readily available to veterans on programs and policies affecting them and objective reporting of veteran affairs to the public. Army Chief Warrant Officer Jack Proctor just wanted to get home after his tour of duty in Vietnam. He didn’t pursue the Bronze Star he was in line to receive until some 40 years later. “I know several people who were up for medals and never received them,” he said. The Cocoa resident received his Bronze Star on Monday, July 1. Congressman Bill Posey, R-Rockledge, pinned the medal on Proctor’s chest during a ceremony at the National Navy UDT-SEAL Museum, Fort Pierce. “On behalf of a grateful president, a grateful Congress, and grateful nation, I’m honored to present you a Bronze Star,” the Representative said during the ceremony. Proctor may have aged a few years since serving in the military, but his stand didn’t betray it. The elderly man’s eyes glistened with pride and emotion as his Congressman pinned the Bronze Star to his chest. “I knew I was put in for it way back when,

The Bronze Star Medal is awarded to any person who, after Dec. 6, 1941, while serving in any capacity with the Armed Forces of the United States, distinguishes himself or herself by heroic or meritorious achievement or service, not involving participation in aerial flight. but I forgot about it,” Proctor said after the ceremony. Back on Aug. 4, 1971, Proctor was a section leader for Company B, 554th Engineer Battalion in Vietnam. He was the only officer at a camp when it came under enemy fire. Two soldiers were wounded and needed medical evacuation. He made the call and rushed to care for the hurt men. No medevac would come. A rainstorm kept the fleet grounded. But a helicopter landed nearby. Proctor exposed himself to the elements and enemy to ask the pilot to transport the wounded soldiers to the Binh Thuy Air Base Hospital. The pilot terminated a mission and took the men for much-needed medical care. One lived. The other died. Proctor would head home a few months later and get on with his life. He knew that an officer recommended he receive the Bronze Star, but now it was just so much water under the bridge. That’s a common story, said Rob Medina, Posey’s communi-
ty and military affairs representative. “A lot of times, service members get home and say, ‘I don’t care about the medal. I just want to get home,’” he said. But sometimes, years later, a veteran wants to claim that medal he or she earned. It is, of course, impossible to know how many veterans went home without medals they were recommended for. It’s also impossible to know how many are trying to get them now. Medina said that often getting those medals years, or decades, later takes persistence, patience, and an acquaintance with someone who’s done the ropes a few times. “In most cases, the (Department of Defense) won’t even acknowledge the request, unless as a correction of records,” he said. Medina’s got tips for veterans who had medals coming they didn’t receive — get records together and call your representative. He said representatives’ offices have resources to help veterans gather

Bob Ravener knows a lot about missions. After graduating from the U.S. Naval Academy, he was a strategic weapons submarine officer. Now he’s an executive vice president and the chief people officer for Dollar General and he’s on a mission to hire veterans. Lots and lots of veterans. “We know that we’ve hired more than 7,000 veterans in the last two years alone,” he said in a phone interview. Back in 2012, Ravener helped launch the “Paychecks for Patriots” veterans hiring initiative in Tennessee. Earlier this year, he brought it to Florida. Gov. Rick Scott declared May 10 as “Paychecks for Patriots Day.” The Florida departments of Economic Opportunity and Veterans Affairs teamed up with about 120 employers to host “Paycheck for Patriots” veterans hiring fairs at 10 locations. But Ravener said every day is a “Paychecks for Patriots” day at Dollar General. Since leaving the Navy, he’s worked for a few companies that had veterans hiring flourish under him, including Home Depot. “I think, (veterans) are tremendous assets,” he said. “You’re already getting someone prescreened to be a great employee.” He said the military gives young men and woman an unusual opportunity to learn responsibility. He said the military puts them into positions working with multimillion dollar equipment leading those under and following those above. “How many people outside the military get that kind of experience?” he said. While the recent economic downturn hurt many companies, Dollar General thrived. The company opened about 2,500 stores and two distribution centers in the last five years. That added about 25,000 employees. Ravener said nationally the company has about 100,000 workers. The company plans to add more than 600 stores this year. That’ll

That project has gotten a number of county folks excited, because it’s in a state-designated Enterprise Zone. An Enterprise Zone is a package of available tax incentives targeted at attracting businesses to an area in need of economic development or revitalization. Ravener has become a bit of a human resources rock star among companies wanting to swell their ranks with veterans. Talent Management, a human resources trade magazine, featured him in its June issue. “I’ve done a paint-by-numbers kit for anyone interested in starting a military hiring outreach,” he said. Ravener said veterans, their spouses and family members don’t have to wait for job fairs such as “Paychecks for Patriots” to apply at Dollar General. “We’ve created on our website a military page,” he said. Tim Dougher, executive director of the Business Development Board of Martin County, said he’s excited that a veterans-friendly company is opening in Indiantown and other places. “Veterans are coming back with an above-average skill base, but need training for the jobs out there,” he said. James Ransone, and read during the presentation by Rep. Bill Posey, R-Rockledge, who assisted Proctor with obtaining his medal after 42 years. To CW2 Jack W. Proctor CW2 Jack W. Proctor, United States Army, distinguished himself by exceptionally Meritorious Conduct in the performance of outstanding service to the United States Army as section leader, B Company 554 Engineer Battalion, Bao Loe, Republic of Viet Nam from 25 May 1971 to 19 January 1972. Under combat conditions, CW2 Proctor demonstrated outstanding professional skill, knowledge and leadership in maintaining the heavy equipment used to construct QL-20, a major highway in the Central Highlands. Through his constant striving to keep this equipment operational the 554 Engineer Battalion was able to complete their mission. He was also very concerned about the safety of his men when they were working along this highway, insuring they had the proper equipment for protecting

themselves as the Viet Cong had previously carried out several ambushes which resulted in death and wounds to our soldiers. On 4 August 1971, CW2 Proctor was the only officer on our camp when two of our soldiers were seriously wounded in a shooting incident, being one of the first on the scene he immediately ran to our CP to have a call placed to Battalion to request the doctor and call for a Medevac, he then returned to assist our company medics in rendering aid, however it was soon learned that the Medevac could not fly due to a heavy rain storm. CW2 Proctor then noticed a helicopter land at a nearby MACV detachment and requested assistance. They terminated their own mission and transported our wounded soldiers to the Binh Thuy Air Base hospital. CW2 Proctor did all he could possibly do that day to help save the lives of our two soldiers, but later learned that SPS Raymond Rose had succumbed to his wounds and pronounced dead upon arrival at the hospital. His actions are in keeping with the finest traditions of the military service and reflect distinct credit upon himself, this command, and the United States Army.

what they need to get the Department of Defense to respond to post-service medal requests. “Of course, there’s got to be proof, and that’s where the rubber meets the road,” Medina said. Medina said that the difficulty in getting a medal after service varies due to a number of factors. In Proctor’s case, the officer who’d recommended him for the medal was still alive and willing to help. With his narrative, the Department of Defense agreed to award Proctor the medal he earned. MELBOURNE — Little sisters have a way of looking up to big brothers, but few are impressed enough to write a book about their achievements. “Two + Two = Five: A Measure of This Man” by author Dolly Rice recounts life on the farm for her close-knit Dutch immigrant family and traces the path to greatness of her entrepreneur/adventurer brother, Larry Sietsma. Founder of two national homebuilding companies, Sietsma has an astounding list of accomplishments. He was a Marine fighter pilot in Vietnam, a commercial pilot for Eastern Airlines, is a proficient black diamond level snow skier, distance bicyclist, Ferrari auto enthusiast and amateur race driver. In retirement, he has traveled to the North Pole on a Russian icebreaker and reached Antarctica aboard a scientific research vessel. Rice, who took writing courses and gathered family history before beginning “Two + Two = Five,” reveals her motivation for the two-year writing project. “Larry does more, sees more and achieves more than the average person because he is not average,” said Rice. “He has an unshakable moral compass that has guided him since we were children, and I wanted to share his story to provide an example for future generations. Larry can always be counted on to do the
right thing, without hesitation.” She added, “How many people do you know like that?” The author came to Palm Bay from Franklin Lakes, N.J. in 1961. After graduating from Melbourne High School in 1962, she married and lived in upstate New York for more than 20 years, where she and husband Jim Rice raised their family. They returned to Palm Bay in 1985 and worked 20 years for Holiday Builders Inc. Dolly began as office manager and retired as vice president of finance. The couple’s three children and three grandchildren live in Palm Bay. Since retiring, Dolly and Jim spend their summers in the lovely Nantahala Mountains of western North Carolina.
