Congressman Bill Posey is turning a constituent’s good idea into law. Garren Cone — president of the American Veterans Empowerment Team Project at Patrick Air Force Base — has been talking with Posey about the cost not-forprofit organizations pay to ship care packages to overseas service members. Posey, R-Rockledge, asked some United States Postal Service and Department of Defense brass about reducing or eliminating those costs by putting care packages on military flights at no charge when space permits.

“We send planes over (to Afghanistan) half full,” he said. “Every time we asked about it before, they said, ‘We don’t have the authority,’ (I said) ‘I’ll give you the authority.’” Earlier this year, the Congressman introduced the Deployed Troops Support Act of 2013 to “authorize the Secretary of Defense to transport to any country, without charge, supplies that have been furnished by a nonprofit organization and that are intended for distribution to members of the Armed Forces.” “It’s got to be something (service members) can use, not perishable, and be distributed,” Posey said. The mission of Veteran Voice is to publish a weekly source of information that will provide, in one place, a listing of resources available to veterans, articles about changes in policies or organizations affecting veterans and events of interest to veterans as well as articles about veterans of interest to the general public. Veteran Voice LLC is organized as a partnership of experienced newspaper executives with an interest in veterans and in the communities of Florida veterans and friends. Veteran Voice is a start-up intended to address a perceived lack of information readily available to veterans on programs and policies affecting them and objective reporting of veteran affairs to the public. To our knowledge, and based on comments from leaders of local veterans organizations, there was no media or website currently meeting this need until the launch of Veteran Voice. MOAA to award nine scholarships at luncheon The Military Officers Association, Cape Canaveral chapter, will award nine $3,000 college scholarships at their July luncheon. There were 31 applicants and the selection committee deliberated more than six hours in selecting the nine winners. Seven of the winners are from Brevard County. The luncheon is on Tuesday, July 16, at the Patrick AFB Club, The Tides. Social is at 11:30 a.m.; call-to-order at noon, and the program is scheduled to begin at 12:20. Representatives as an amendment on the National Defense Authorization Act. At press time, that bill is in the Upper Chamber awaiting a vote. It could be amended out. However, Posey said there’s been no opposition to the amendment in the Senate. “I consider it a done deal,” he said. “As soon as (President Barack Obama) signs it.” Posey said the act won’t necessarily eliminate all costs notfor-profit organizations pay to ship care packages to service members. He noted that the bill authorizes the Secretary of Defense to examine ways to ship those packages without charging the senders. Cone said it’s still good news. “For the last three years, the cost of a box going to the troops has gone up three times,” he said. Among other things, AVET has shipped care packages, what it calls “empowerment kits,” to service members in Afghanistan for about three years. He said AVET has shipped thousands of packages to service members in Operation Enduring Freedom from Florida and Oregon. Cone said the average cost of a box would be about $50, except for the $14.85 charge for sending a military flat rate box through the United States Postal Service. That adds about 30 percent to the cost AVET’s donors must raise to send the packages. Those USPS flat-rate boxes are 12-inch squares, 8 inches deep. There’s also a rectangular version that fits the same volume. Those shipping charges have

In October, the St. Lucie County Fire Department’s Honor Guard will be attending a ceremony honoring the passing of Lieutenant Mark Morrison at the National Fire Academy in Emmitsburg, Md. Roughly 15 or so members from the team will be attending and the department is looking to help raise some funds for the travel expenses. So, to accomplish this, the department is raffling off an iPad mini. There are 250 tickets available at $10 each. STUART — July 3 marked a sad homecoming for one of Martin County’s own. At 10:30 a.m. Wednesday, the body of slain U.S. Army Sgt. Justin Johnson, a Martin County native who was killed June 18 during a Taliban mortar attack in Afghanistan, was scheduled to arrive at Stuart Jet Center at Martin County Airport. In recognition of the courageous and selfless service of Sgt. Johnson, whose military deployments included Haiti and Iraq as well as Afghanistan, the U.S. Army, Martin County Sheriff’s Office, Martin County Fire Rescue and the Patriot Guard Riders, a group of motorcyclists who attend the funerals of soldiers, firefighters and police at the family’s request, were scheduled to provide per-

sonnel and equipment to honor his return. Fire Rescue planned to display the American flag from two ladder trucks and conduct Johnson the water cannon salute over the aircraft upon arrival. Sgt. Johnson’s funeral is scheduled on Saturday, July 6. Once the service is complete, Martin County Fire Rescue will present the American flag on Bridge Road and Lantana Boulevard for the procession to travel under.

TITUSVILLE -- Tess Brady just wanted to get a few packages to troops serving in Afghanistan in time for Independence Day. Brady is the co-founder of Operation America Standing In Support, OASIS of Central Florida, a notfor-profit that creates and sends care packages to service members stationed in Afghanistan. 25. Brady said an employee wrongly cut her off from shipping all the packages to service members. The United States Postal Service said its investigation confirmed that events happened generally as Brady said. Her shipping was cut short. In fairness, Brady said she arrived at the post office about 10 minutes before closing. The USPS said she arrived about five minutes before closing. Additionally, a postal employee was taken off his regular duties to assist her. Nevertheless, that was that matter of a postal employee cutting the shipment short. “I won’t go back there again,” Brady said in a telephone interview a few days after the incident. The spat’s settled now, but there are some important lessons for folks who send care packages to service members. If one gets to a post office before closing, employees are supposed to stay at the task of prepping packages until the last. But, it’s a good idea to find out ahead of time what the packages will need in the way of paperwork, go to the post office long before closing, and take advantage of offerings at USPS.com. “The Postmaster … called me yesterday and met with me today to apologize personally,” Brady wrote in a Facebook post after the interview that got Veteran Voice involved. “He’s new and trying hard to put a positive spin on the Post Office.” Brady said 27 of the packages she had were ready with the needed paperwork. Another five needed customs forms filled out. A woman Brady at the time thought was the postmaster shut down part of the mailing. “I told her this was the last day I had to mail these so they’d get to the troops in time for July 4,” Brady said. No dice. Brady said the woman said the post office had a timetable to keep, and she’d passed it. “What a postal worker told me is she is new and he’s never heard of this before,” Brady said. “He said, ‘This is BS — you’re being thrown out of here.’” Turned out that the postal worker was not only new, but on temporary assignment. Enola Rice, spokeswoman for the USPS, said that Brady was correct that workers were supposed to complete the mailing. However, the delivery truck could leave on time whether or not all the day’s mail was on it. “We apologize for any inconvenience that Ms. Brady experienced during her recent visit to the Post Office,” Rice wrote in an emailed response to queries. “Her entire mailing should have been processed and mailed. We appreciate the fact that this incident

was called to our attention so that we can take corrective action to prevent such occurrences in the future.” In a telephone interview, Rice added, “(The worker) wasn’t aware of the policy. She should have been aware, but she’s aware of it now.” Spat was over at that point, said Brady. “It makes me very happy that they’re on the side of the customer in abiding by their rules,” she said in a follow-up interview. “I appreciate the apology.” Brady started OASIS about six years ago. She said it’s prepared and mailed “a couple thousand” of packages to service members in operations Enduring Freedom and Iraqi Freedom. Most are holiday theme packages. The Independence Day ones had a poker theme: cards, chips, cigars. “We try to do fun packages for the troops to keep their mind off the dreary situation they’re in,” Brady said. She’s only encountered one other unpleasant situation at a post office while sending the care packages. That one, too, happened at the Titusville Post Office. It was a couple years ago. Rice said that the USPS is very favorable to individuals and groups sending care packages to service members. After all, she noted, nationally about 108,000 of its employees are veterans. One of them is the Titusville Post Master, Brady said in her Facebook post. “He himself is a veteran, and he thanked OASIS for supporting our troops,” she wrote. “So they have redeemed themselves and hopefully everyone learned something from this.” Rice said it’s always best to have all paperwork for packages completed before going to a post office. The forms are in the lobbies and can be picked up in advance of mailings. Rice added that the post office understands that people have busy lives. “We also want to remind customers that our website www.usps. com provides the opportunity to send mail and packages from their home or business, eliminating a trip to the Post Office,” she wrote in the email. “Customers can weigh their packages at home or office and go online to complete addressing forms, fill out customs forms and pay for postage. The packages are picked up free of charge by their letter carrier the next day.” Brady had another tip for veterans and their supporters who encounter problems. “Don’t go postal, go media,” she said. FORT PIERCE — Christopher “Doc” Bailey has a passion for flying. He is the owner of sport aircraft manufacturer Renegade Light Sport and moved his business from Missouri to the St. Lucie County International Airport in February. Now, Bailey hopes to share that passion with disabled veterans. He and other volunteers will teach them to fly in the hope that it will fulfill their dreams and heal their spirits. Bailey was a medevac helicopter pilot for the U.S. Army and the Missouri National Guard. He saw soldiers with terrible injuries on the battlefield. When he returned to visit them in the hospital, many with missing limbs or other disabilities, he saw the despair in their eyes. “I picked up a lot of wounded people and took them to the hospital,” he said. “We used to go to the hospital to see how they were doing. Some were paralyzed or didn’t have an arm. When

reason Bailey is offering these lessons. “I hope to give them confidence,” he said. “(They can say,) ‘I have a license, maybe I can start a business or go to work for someone. They’ve had the attitude they were invincible. When they’re not anymore, they’re devastated. The goal is a sense of accomplishment. “There was a mom whose son was sitting in bed, doing nothing. His eyes lit up when he saw a story about this. He asked his mom, ‘Do you think I can do this?’ She sent an email. It was the first time in weeks he was excited about something. We have an appointment to see him.” Bailey is looking for sponsors to adopt a vet, financial contributions, volunteers, and businesses and organizations to step up with accommodations and access to free fun activities, like fishing charters, that will make the stay here a little vacation. “We want them to visit different areas and places where they can go for free,” Bailey said. “It’s a mini-vacation with a pilot’s license as a benefit.” “We want them to have a sense of accomplishment to take forward in the rest of life,” Bailey said. “They’ll hold their heads higher and walk straighter. He calls his project “Broken Wing.” “If they are physically and mentally able, we can teach them how to fly,” he said. “It doesn’t mean they have to be perfect. Even if they’re paraplegic, (we can teach them) as long as they’re able to comprehend. Some of the brain-injured can’t. That’s a reality, that we can’t help everybody.” Bailey bought airplanes that are equipped with handicapped controls. He can even accommodate quadriplegics. All the vet or a family member has to do is fill out an application that is located on the company’s website. If they have a valid driver’s license, they can by pass a physical. No doctor’s permission is necessary, either. “We can tell when they’re here,” he said. “We talk to them and their families. We put them in a simulator and we have a pretty good idea. We judge on a caseby-case basis. We have the full capability if they think they can do it. We’ll give anyone a shot that wants to give it a try. If they want to fly, we’ll give them every opportunity.” The path to flying takes twothree weeks. It’s an accelerated course where students fly in the morning, attend ground school and fly again at night. During the day they can study or visit some of the area attractions, including the UDT-SEAL Museum and local beaches. Veterans and their families do not pay for the training, which costs approximately $5,000, and includes accommodations, if necessary, insurance, gasoline and other expenses. Bailey has made arrangements with a local Holiday Inn for reduced rate accommodations for those from outside the area. While the goal of the program is a pilot’s license, there is another

They took over their father’s long-standing dental practice in Port St. Lucie. Each brother always felt their good fortune was the blessings America had given their family and all the veterans who served in the military.
