Florida Veterans Council resumes meetings after summer break; strengthens veterans voices For Veteran voice

The Florida Veterans Council started its 2013-2014 session on Aug. 15. Although little known among many veterans, the council has an unmistakable influence on the Florida Legislature’s veterans-related bills. Folks can keep up with the council’s meetings and make legislative suggestions at its Facebook page. “The focus at this meeting is the legislative priorities for the (coming legislative session),” said Jerry Mullenix, the council’s past secretary and American Legion Department of Florida’s assistant adjutant. The Florida Legislature will be in session from March 4 to May 2 next year. However, committee meetings and bill filing deadlines start up earlier. The council has existed for at least a decade. Member organizations are primarily congressionally-chartered veterans service organizations, such as the Veterans of Foreign Wars, Military Officers Association of America and
Blinded American Veterans Foundation. The council’s mission is to unify veterans organizations behind a couple state legislative proposals every year. “I’d say it was started by the larger organizations, the (Disabled American Veterans), American Legion and VFW,” Mullenix said. “I believe they came together to have a group to stand for veterans in the state of Florida, particularly in the legislature.” The council picked up members from smaller veterans service organizations over the years. The Paralyzed Veterans of America is one. David Rayes is a national service officer for the Paralyzed Veterans working at the Orlando Department of Veterans Affairs Medical Center. He also represents the organization at the council meetings. He said the council amplifies the voice of all the member organizations, and helps smaller ones gain legislative clout they otherwise couldn’t. “A lot of the things we talked about at the Florida Veterans Council meetings were on the (Florida Legislature’s) agenda and acted upon,” he said.
Brodie also told the council that of 42 veterans-related filed bills in the last state legislative session, 11 passed. He said seven were “substantive,” three “ceremonial,” and one “technical.” While that doesn’t seem like many, the Florida legislature generally passes only dozens of hundreds of proposed bills. The council has a close relationship with the Florida Department of Veterans Affairs, FDVA, along with committees and subcommittees in the legislature that deal with military and veterans affairs. The state veterans department is separate from the federal veterans department. Among its duties is working with the state legislature and cabinet to promote veterans issues. Jim Brodie, the department’s former director of legislative and cabinet affairs, told the council that the state legislature approved a $100,000 study to see where best to build a new veterans’ home during its last 60-day session, March to May. That was at the council’s last meeting, May 16. Funding for the study, which the council advocated, became available after July 1, when the state began its 2013-2014 fiscal year. The state has six nursing homes with 120 beds each, and
an assisted living facility with 150. “Your Department of Veterans Affairs had a very good session,” Brodie said at the meeting. Brodie also told the council that of 42 veterans-related filed bills in the last state legislative session, 11 passed. He said seven were “substantive,” three “ceremonial,” and one “technical.” While that doesn’t seem like many, the Florida legislature generally passes only dozens of hundreds of proposed bills. Among the bills that passed in the last legislative session was one toughening regulations against groups misrepresenting themselves as veterans organizations when seeking donations. we haven’t seen any activity in that area.” Cone’s veterans-interest talk show is on WMEL, AM 1300, Melbourne. Most of the law’s major components start in 2014, including a mandate requiring most people to prove they have some accepted form of health insurance, or its equivalent. Those who don’t risk paying fines. On Oct. 1, a primary component of the ACA starts — the Health Insurance Marketplace. That’s supposed to make it easier for folks to find affordable qualifying insurance. The Republican dominant House of Representatives has taken about 40 votes to repeal all or major parts of the ACA. The Democratically-controlled Senate is unlikely to take up similar legislation, so the House votes have been largely symbolic. Besides, the president is certain to veto any that passed Congress while he’s in office. Ray Kelley, national legislative director of the Veterans of Foreign Wars, said Cone isn’t alone in hearing barely a peep from veterans worried about or outraged over the Affordable Care Act. He said the VFW hasn’t been getting many questions or complaints about the law, either. “When this came out, there was a big, concerted effort to make sure any (Department of Veterans
Affairs) healthcare qualified,” Kelley said. “When we got that, our members seemed to be satisfied.” Of the about 22.3 million veterans in the U.S., as of 2012 almost nine million were enrolled in the VA’s healthcare system. VA reports having 6.3 million “unique patients” last year. That is individuals who used its healthcare facilities once or 100 times. Florida has about 1.6 million veterans, and almost 680,000 are enrolled in VA healthcare, a large minority in both cases. The VA estimates that nationally there are about 1.3 million veterans, along with about 950,000 spouses and children, without healthcare coverage. It also reports most of the veterans would qualify for VA healthcare. Kelley said that many other veterans are on Medicare. About 43 percent of veterans are 65 or older and qualify for Medicare, according to the VA. Some of them are also enrolled in VA. Those without insurance and not enrolled in the VA are the ones most affected by the healthcare law. “Get to VA; get signed up,” Kelley said. “(Veterans) still have to have some coverage for the family. Being in the VA doesn’t cover their spouses.” There’s a caveat, however, said

In the language of the VA, that caveat is “Priority Group 8, subpriority G.” That’s the veterans who don’t meet any of the requirements needed to enroll in VA healthcare. “You don’t have anything in 8 G,” Reese said. “You’re just like someone without any health insurance at all.” Reese noted that many veterans who don’t meet income thresholds to enroll in VA likely have jobs that provide qualifying insurance, or are affluent enough to already have private policies. But there are those who couldn’t get individual coverage, or couldn’t get individual coverage
without exceptions, no matter how affluent they were. Those with pre-existing conditions — a term that covers a wide variety of conditions and circumstances. Those previously denied coverage due to pre-existing conditions will be able to get private insurance under the ACA. Kelley said that may move some currently using the VA to move out of it and onto other healthcare providers. How that could affect VA is uncertain, because Congress appropriates its budget. Fewer veterans using VA healthcare could cause budget cutbacks, which could leave less healthcare for those remaining. Alternately, Congress may not appropriate enough extra dollars to meet a growing number of veterans using VA due to the Afford-
able Care Act. “We have really tried to get a handle on that,” Kelley said. “Everything the VA has indicated says they believe it’s going to be a wash of people who would qualify and choose an alternative and those who go toward the VA. I think there’ll be a pretty good uptick of enrollees.” He said the VFW and other veterans organizations are taking a cautious wait-and-see approach to how the new healthcare law affects the VA’s future budgets. The VA has set up a website to help veterans with questions about the Affordable Care Act — va.gov/health/aca. Additionally, veterans can call 1-877-222VETS (8387). Shinseki. “We must do all we can to deliver the high-quality care our service members and veterans have earned and deserve.” The Consortium to Alleviate PTSD, a collaborative effort between the University of Texas Health Science Center – San Antonio, San Antonio Military Medical Center, and the Boston VA Medical Center will attempt to develop the most effective diagnostic, prognostic, novel treatment, and rehabilitative strategies to treat acute PTSD and prevent chronic PTSD. The Chronic Effects of Neurotrauma Consortium, a collaborative effort between Virginia Commonwealth University, the Uniformed Services University of the Health Sciences, and the Richmond VA Medical Center will examine the factors which influence the chronic effects of mTBI

A key point will be to further the understanding of the relationship between mTBI and neurodegenerative disease. Since Sept. 11, 2001, more than 2.5 million American service members have been deployed to Iraq and Afghanistan. Military service exposes service members to a variety of stressors, including risk to life, exposure to death, injury, sustained threat of injury, and the day-to-day family stress inherent in all phases of the military life cycle. To improve prevention, diagnosis, and treatment of mental health conditions, the president released an Executive Order directing the federal agencies to develop a coordinated National Research Action Plan. The Department of Defense, Department of Veterans Affairs, the Department of Health and Human Services, and the Department of Education came forward with a wide-reaching plan to improve scientific understanding, effective treatment, and reduce occurrences of Post-Traumatic Stress Disorder, Traumatic Brain Injury, co-occurring conditions and suicide.

Best practices learned from existing programs at ED and VA provided the foundation for the “8 Keys to Success,” specifically best practices from the highly successful VA “VetSuccess on Campus” programs. The “8 Keys to Success” include the following: 1. Create a culture of trust and connectedness across the campus community to promote well-being and success for veterans. 2. Ensure consistent and sustained support from campus leadership. 3. Implement an early alert system to ensure all veterans receive academic, career, and financial advice before challenges become overwhelming. 4. Coordinate and centralize campus efforts for all veterans, together with the creation of a designated space (even if limited in size). 5. Collaborate with local communities and organizations, including government agencies, to align and coordinate various services for veterans. 6. Use a uniform set of data tools to collect and track information on veterans, including demographics, retention and degree completion. 7. Provide comprehensive pro-
fessional development for faculty and staff on issues and challenges unique to veterans. 8. Develop systems that ensure sustainability of effective practices for veterans. More than 250 community colleges and universities in 24 different states and D.C. will fully adopt the “8 Keys to Success” and more are expected to rise to the challenge in the coming months. At Western Nevada College, for example, the school hosts a “Veterans Orientation” to make sure returning service members begin college on the right track, and that every veteran has a counselor assigned to work with him or her on adjusting to the classroom environment, performance expectations, personal challenges and program completion. “This commitment made by colleges and universities will help veterans better transition from military service into the classroom, graduate, and find a good job to help strengthen our economy,” said Secretary of Veterans Affairs Eric K. Shinseki. “Given the opportunity, veterans will succeed because they possess exceptional character, team-building skills, discipline, and leadership.” Another example of postsecondary institutions working to implement the keys is Virginia’s Community Colleges, where schools are leveraging partnerships to

The keys build on the administration’s work to provide veterans and military families with a high-quality, affordable education. In April 2012, President Obama signed an executive order establishing the Principles of Excellence, which provide protections for our nation’s military, veterans, and their families. To further veterans’ success in higher education and employment, the VA is also expanding its VetSuccess on Campus and Veterans Integration to Academic Leadership programs, which connect veterans to VA resources. Thousands of colleges and universities are developing or expanding their Veterans Success Centers as a result of the VA’s VSOC and VITAL
investments. VSOC is currently located at 32 campus sites in 16 states and is expanding to additional campuses in 2013. The Post-9/11 GI Bill has also played a large role in helping returning service members attend college. VA has issued approximately $30 billion in Post 9/11 GI-Bill benefit payments since its inception in August 2009, and helped nearly one million service members, veterans, and their families pursue an education. The Post-9/11 GI Bill is the most extensive educational assistance program since the Serviceman’s Readjustment Act of 1944, more commonly known as the GI Bill, was signed into law. The administration will continue to build on its work to ensure veterans’ success by acting on our nation’s commitment to place higher education within reach for all who are willing to work for it.

Veteran Voice is a weekly publication designed to provide information to and about veterans to veterans and to the broader community. Veterans are an integral part of their Florida communities, which currently have individual organizations of their own, such as the Veterans of Foreign Wars, the American Legion, the Vietnam Veterans of America and many other groups with a narrow focus, but no convenient way to connect to a wider population of veterans and to the community in general within a limited geographic area, their community. The mission of Veteran Voice is to publish a weekly source of information that will provide, in one place, a listing of resources available to veterans, articles about changes in policies or organizations affecting veterans and events of interest to veterans as well as articles about veterans of interest to the general public. Veteran Voice LLC is organized as a partnership of experienced newspaper executives with an interest in veterans and in the communities of Florida veterans and friends. Veteran Voice is a start-up intended to address a perceived lack of information readily available to veterans on programs and policies affecting them and objective reporting of veteran affairs to the public.
