World War II was raging in 1944. American troops were instrumental in the effort to take back France, including the beach landings in Normandy that caught the Germans off guard. American forces took possession of Rome, and a Soviet counterattack pushed Germany back into Poland. In the Pacific, Japan had gained more Chinese territory, but the communists’ presence (and unsung Allied assistance) limited Japan’s success. The Allies fought back by taking Saipan and invading the Philippines. Meanwhile, in Philadelphia, 24-year-old nurse Regina Benson and three of her nursing school classmates joined the Army Nurse Corps right after graduation to serve their country. They were assigned overseas and remained lifelong friends. Benson’s three brothers were also serving, so for her, joining the Army as a patriotic duty was not unusual.

“She was kind of fearless,” her daughter, Phyllis Benson, said in a recent interview.

100 years of memories Benson, of McLean, Virginia, is now 100 years old. She visited the Pentagon recently and was interviewed about her Army Nurse Corps service in Japan, Hawaii and Okinawa, from September 1944 until April 1946. While in Hawaii, 2nd Lt. Benson met her future husband, Army 1st Lt. William Benson, who was a supply officer and a company commander. He stayed in the Army Reserve, reaching the rank of lieutenant colonel. When Regina left the Army in 1946, she became a civilian surgical nurse, her daughter said. Benson had some harrowing experiences during her wartime service in the Pacific. “We were on a ship going across the Pacific, and we hit a bad storm,” Benson said. “So, the captain decided we would go down with the ship, and of course, everybody got

on their knees and prayed and promised God many things. Then all of a sudden, the ship calmed down, and we went through the eye of the storm and everybody went back to what they were doing.”

Healing wartime scars After the Japanese announced their surrender on Aug. 15, 1945, and formally signed an agreement Sept. 2, American service members were welcomed into the homes of Japanese, Benson said. “We ate dinner with them, talked to them and stayed in some of the Japanese homes,” she said, adding that the Americans shared their rations with the Japanese. Benson remembers well, the day the Japanese surrendered. “I was delighted, but the Japanese [troops] in the hills didn’t know that World War II was over, and they came down [from the hills] shooting at us,” she said. She said she jumped for joy when the war was over so she could return home, get married and work as a civilian nurse.

‘Love [your] country’ Benson believes “the United States is the greatest country in the world because of its freedoms and because people can carry out their dreams.” If she could speak to younger generations today, she said she would tell them “to love their country, and remember the price [service members] paid for your freedom. Remain true to your country. We can pursue our dreams and hopes.” Regina Benson worked 12hour shifts in Army hospitals in the Pacific, on wards and in operating rooms. She said the most important thing she did during the war was “to give comfort to those troops who were dying.” According to Benson, the most rewarding part of her Army nursing career was to be able to tell the mother of a young service member that her son did not die alone, because she was there with them.

Isolationists and Congress aimed to keep America out of World War II Roosevelt looks for loopholes

This year is the 75th anniversary of the end of World War II. On Sept. 2, 1945, a Japanese delegation boarded the USS Missouri and signed surrender documents that officially ended the war. Less remembered is almost exactly 10 years before that, President Franklin D. Roosevelt signed Senate Joint Resolution No. 173, the Neutrality Act of 1935, on Aug. 31, 1935. America was worried about getting into another European war. By the 1930s, the country was by and large convinced getting into the Great War, we now call it World War I, had been a huge mistake. The term “merchants of death,” to describe large bankers and munitions makers was commonplace on the political left and right. Another term started appearing on posters, pins and other media: “Keep U.S. out of war.” See what they did there?

Isolationism prevails Throughout the 1930s, isolationism was ascendant in the Republican and Democratic parties. The (Sen. Gerald) Nye Committee, Special Committee on Investigation of the Munitions Industry, held 93 hearings questioning hundreds of witnesses and came out with a series of blistering reports that accused President Woodrow Wilson of withholding intelligence from Congress when it declared war on the German Empire in 1917. The committee — along with journalists and activists — repeatedly alleged that big bankers pressed the White House to go to war

in 1917 to protect their business interests. Florida was generally less isolationist than the rest of America during the 1910s and 1930s. Phosphate mining was among the state’s largest industries throughout the 20th century, and that industry depends on international trade. Phosphate is used in a wide variety of things — fertilizers, soaps, and, yes, munitions. But, also, Florida has always

had an international bent, because of its proximity to the Bahamas, Cuba, the Caribbean and Central and South America. In the early to middle 20th century there were Floridians aplenty who remembered a global war on this state’s doorstep — the Spanish-American War. Floridians knew better than most that oceans didn’t isolate America from global problems.

Roosevelt was also less isolationist than America in general, and openly disliked the Neutrality Act of 1935. However, his political fortunes for re-election in 1936 might have hung on whether he’d go to loggerheads with Congress over the Act, so he signed it. What Roosevelt disliked most was the Act prohibited “the export of arms, ammunition, and implements of war to belligerent countries,” but made no distinction between aggressor or targeted countries. In a signing note, Roosevelt wrote: “It is conceivable that situations may arise in which the wholly inflexible provisions of section I of this Act might have exactly the opposite effect from that which was intended. In other words, the inflexible provisions might drag us into war instead of keeping us out.” The Neutrality Act had sunsetting clauses, so it was followed by additional ones with tweaks in 1936, 1937 and 1939. During those years, Germany, Japan and Italy made aggressive military moves on and into other nations. Roosevelt got concessions from Congress, such as the “cash-and-carry” clause with some sales, which was specifically designed to aid Britain without saying it was specifically designed to aid Britain. The clause inadvertently stood to aid Japan after that country invaded its neighbors starting in 1937. Roosevelt quietly chipped away at the neutrality acts through legal maneuvering and congressional lobbying to assist attacked nations. He became more overt in calling for intervention to help attacked nations.

I pick up the meals, averaging 10-13 meals at 11 a.m., and deliver them to the seniors, placing them on a chair or table outside the home. The seniors will open the door once I ring the bell, but they are very cautious and practice social distancing. Many of the meals are delivered to veterans across the Treasure Coast. We are still a work in progress. Our country, that is. Well, and even ourselves. “When the going gets tough, the tough get going.” In these times of COVID pandemic, we’ve been getting going, all right. And no one does it better than us veterans. Who helps each other out in times of trouble? First responders. Police, firefighters, paramedics. Medical technicians, nurses, doctors. Receptionists. Lab technicians. Cleaning staff. Thousands and thousands of us behind the scenes. Not just medical professionals. People like you and me. We’re still here. And we will stay here.

‘Over there!’ It wasn’t that long ago that we Americans were asked to step into and help solve European conflicts. Again and again. These were our brothers from other mothers. We did our bit. We thrilled to the sound of George M. Cohan and other songsters, who asked us to go “over there.” The First World War became the First World Pandemic, and we knuckled down. Millions died. We didn’t give up. We’re not giving up now. Hungry? Thirsty? Who makes sure you get what you need? Truck drivers, that’s

Stars and Stripes first raised Sept. 3 … maybe for a new nation, others didn’t. At that point the army was fighting under the authority of the Declaration of the Causes and Necessity of Taking up Arms, which the Congress enacted on July 6, 1775. That resolution left uncertainty as to what Congress thought the ultimate mission was. Thomas Paine’s essay booklet “Common Sense,” published in January of 1776, would provide the colonials with compelling argumentation for outright declaring independence from Britain and starting a whole new nation. In the meantime, the general needed a symbol, a powerful, unifying symbol. Jones’ Alfred flag combined the colonies’ British heritage — the red cross of St. George and white saltire of St. Andrew on a blue field — with a nod to their stubborn individuality — the Rebellious Stripes. Today we know that flag as the Grand Union flag, and we know with reasonable historical certainty that Washington hoisted that direct predecessor to the modern American flag for the first time on the morning of Jan. 1, 1776.

Like most everything history, there’re some nitpicking disputes. Historians can get picky on details much like baseball fans can on stats. But, according to a lot of historians the first reliable record of the Stars and Stripes that we’d now recognize being raised in battle was at Cooch’s Bridge in Delaware on Sept. 3, 1777. Gen. William Maxwell, in this take on history, ordered the new national flag raised. Others say it was first raised in battle on Aug. 3, 1777, at the Siege of Fort Stanwix in New York. Some, a minority, like to hold out for the Battle of Brandywine Creek, which happened on Sept. 11, 1777.

Getting to the Stars and Stripes The Stars and Stripes we now have — because of the Continental Congress passing the Flag Resolution of 1777 on June 14 — was built out of a couple contemporary components. The resolution stated that “the flag of the United States be thirteen alternate stripes red and white” and that “the Union be thirteen stars, white in a blue field, representing a new Constellation.” The stars representing states on a blue background was Gen. George Washington’s standard, the flag flown wherever Washington was. The “union,” in flag terminology, is also called the “canton.” The “field,” or “ground,” of the flag is the 13 alternating stripes. That part — the “Rebellious Stripes” — comes to us from the True-born Sons of Liberty flag first flown in 1767. It was a monumental “screw you” to British authorities. The British authorities instantly hated and banned it, so a lot of the American colonists loved and flew it. There were two versions. One had horizontal stripes; the other vertical ones. Colonial seamen took to flying the horizontal stripes, so that’s the version which spread. In 1775 the famous Lt. John Paul Jones lifted a new flag over the warship Alfred. The flag had the Rebellious Stripes, but in the upper left the flag it had the red cross of St. George and white saltire of St. Andrew on a blue field. Washington noticed that flag. Till then he had troops fighting under a variety of banners ranging from the Tauton flag — the Queen Anne flag with “Liberty and Union” written on the red field — to the much better remembered Gadsden flag. You know, the yellow flag with a timber rattlesnake warning “Don’t tread on me.”

Flags, flags, flags The general had an important job. Today we’d say he had to create unit cohesion. The Continental Congress had named Washington supreme commander of the upstart Continental Army barely six months earlier. The army was mostly made up of soldiers from the 13 colonies and some rowdy local militias such as the Green Mountain Boys. Washington had to turn a mishmash of 13 militaries and assorted militias into one fighting force if there was to be any hope of defeating the well-organized British, who had a clear mission — crush the rebellion and return the colonies firmly under the king’s control. Washington’s job wasn’t even as simple as the already complicated-sounding problem might seem. The Declaration of Independence was still six months in the future. Colonies and their soldiers had varying opinions and ideas about what the Continental Army’s mission was. While some of Washington’s troops saw themselves fighting

Congress makes the Grand Union the Stars and Stripes It’s safe to assume Washington’s adoption of the Grand Union flag, along with “Common Sense,” had a profound effect on soldiers, sailors, Marines and citizens alike. About six months after he hoisted the Grand Union, Virginia delegate to the Second Continental Congress Richard Henry Lee introduced the Resolution for Independence. Congress passed it on July 2, 1776. America was born. Then it was clear what the upstart Americans were fighting for. Total independence. Congress set out to create the nation’s first constitution, the Articles of Confederation and Perpetual Union, a national document the Grand Union flag would represent. By the next year, Congress adopted a national flag that dropped the red cross of St. George and white saltire of St. Andrew and replaced them with Washington’s commander-in-chief flag. OK, neither the Grand Union or Stars and Stripes ever totally replaced the variety of flags upstart Americans opted to fight under during the War for Independence. Indeed, Congress may not have been trying to craft a new national flag. The adoption of the Stars and Stripes might have been intended for maritime use. But, eventually the Stars and Stripes, Old Glory, the Star-Spangled Banner, the American flag caught on everywhere. Now it’s almost certainly one of the most recognized national flags in the world.

How about sanitation workers? How about mechanics, working on our cars that might transmit the virus? Those of us who are “challenged” when it comes to care of your cars know that a good mechanic is like gold. This occurred to me one day not too long ago. Veteran Voice serves veterans, but also their families, friends and neighbors. I thought, why not thank them with some goodies? I bought cookies and left them at one of my stops, St. Lucie Battery and Tire in Jensen Beach. I have no idea who ate them, nor saw anyone eat them. I just wanted to thank them. Did the same thing with the Martin County Fire and Rescue. Just a few boxes of cook-

ies and a note. This is what we do.

Masks and love I spoke with Kenita Tills the other day. She is a public affairs officer with the West Palm Beach VA Medical Center. I wanted to know if anyone was caring for our veterans during this pandemic. “Oh, gosh,” she said. “We have been overwhelmed.” She told me about a group who had hand-knitted masks for anyone who needed them. No one asked them to do this. And it was only one example. In an email, she related this: “On April 27th the Palm Beach County Sheriff’s Office deputies visited the VA medical center in West Palm Beach to pay tribute to their colleagues in public service. “The emergency department staff at West Palm Beach VA medical center received a

special treat as Officers rolled up on motorcycles and in a caravan of vehicles to deliver lunch for the team. There were smiles all around as the VA staff held up signs of gratitude and took pictures with the Sheriff’s Office deputies that came to the facility. The caravan was conducted by the sheriff’s office as a tribute to heroes helping heroes amid COVID-19.”

Awful acronyms to put together include PTSD and SARS-CoV-2. One is post-traumatic stress disorder. The other is severe acute respiratory syndrome coronavirus 2. Dr. Elizabeth Bosarge is the PTSD program manager at the West Palm Beach VA Medical Center. She said together they can spell bad trouble. The novel coronavirus is affecting everybody, but — “A lot of the issues (those with PTSD) have are not different from what the average person might have, but they’re magnified with PTSD,” Bosarge said.

SARS-CoV-2 SARS-CoV-2 is the virus that causes the infectious disease COVID-19. The disease was first identified in Wuhan, China, in December last year. It’s also identified as 2019-nCoV acute respiratory disease. There is, famously, a lot we don’t fully understand about SARS-CoV-2/ COVID-19. Whoever is the world’s foremost expert on it only has about eight months experience, so there’s a lot to learn. Of course we know a lot about the general family of coronaviruses. But like

each person in a family there’ll be similarities and differences between different viruses in the grouping. Coronaviruses are related RNA viruses that use mammals and birds as hosts. They have varying abilities to spread and usually cause respiratory tract infections. In some creatures coronaviruses cause seemingly unrelated conditions such as diarrhea or encephalitis. Some of these viruses are quite mild — most forms of the “common cold” are coronaviruses. Others, such as the SARS-CoV and MERS-CoV, are deadly. The viruses’ common identifier is clubbed spikes that look kind of like the solar corona, or crown. Corona is a Latin word borrowed from Greek and passed on to others such as Spanish and French. One thing that’s certain about SARSCoV-2/COVID-19 is it’s better to not get it, which has led to governmental and individual social distancing with varying degrees of success against a global pandemic.

veterans, they’re one of the highest risk groups to develop the condition and are therefore the most frequently associated with it. According to the National Institute of Mental Health, people are wired to detect and respond to danger. The so-called “fight for flight” survival response that generally serves us well. PTSD, essentially, is when a person remains in the alert state long after danger has passed to the point that it’s negatively affecting his or her daily life. Other manifestations develop as a result of this. For example, unwanted recollection, flashbacks and nightmares. Another manifestation is avoidance, in which a person with PTSD structures her or his life to dodge sights, sounds, scents and other things that remind her or him of the underlying traumatic event or events. This is almost always an unhealthy strategy that can include excessive drinking and drug use. The existence of PTSD as a primary anxiety disorder was once controversial. It wasn’t until 1980 that the condition was formally recognized in the “Diagnostic and Statistical Manuel of Mental Disorders,” DSM. Although PTSD as a primary disorder

It was there he decided to ring loud the warning bell against isolation in what’s remembered as the “Quarantine Speech.” “The political situation in the world, which of late has been growing progressively worse, is such as to cause grave concern and anxiety to all the peoples and nations who wish to live in peace and amity with their neighbors,” the president said. Those were the softest of the speech’s words. Roosevelt vividly described the massive deaths of civilians in unprovoked warfare by aggressor nations. “The present reign of terror and international lawlessness began a few years ago,” the president said. “It began through unjustified interference in the internal affairs of other nations or the invasion of alien territory in violation of treaties; and has now reached a stage where the very foundations of civilization are seriously threatened. The landmarks and traditions which have marked the progress of civilization toward a condition of law, order and justice are being wiped away.” He warned it was only a matter of time before militarized hyper-nationalist forces would preemptively attack America, too. “It is true that the moral consciousness of the world must recognize the importance of removing injustices and well-founded grievances; but at the same time it must be aroused to the cardinal necessity of honoring sanctity of treaties, of respecting the rights and liberties of others and of putting an end to acts of international aggression,” he said, and continued — “It seems to be unfortunately true that the epidemic of world lawlessness is spreading. When an epidemic of physical disease starts to spread, the community approves and joins in a quarantine of the patients in order to protect the health of the community against the spread of the disease.” Florida politicians, including senators Charles Andrews and Claude Pepper, were by then already sold on intervention-

Claude Pepper From the time Pepper — who holds legendary status in Florida — entered the Senate in 1937 he was deeply concerned that the rise of fascism in Europe and aggressive militarism in Japan directly threatened America. He served on the Senate Committee on Foreign Relations, so visited Germany in 1938. He reported back to Roosevelt and Congress that the Nazis were not just Europe’s problem, but America’s. In September of 1939 Germany invaded Poland after having already annexed Austria and the Sudetenland area of Czechoslovakia. Pepper called for the U.S. to join Britain and France in declaring war. America wasn’t ready. By 1940 Pepper was perhaps the loudest backer of the Selective Training and Service Act. He warned America had to get ready for a coming war. He also drafted the Lend-Lease resolution and twice was unsuccessful in getting it passed in Congress. Isolationists hanged Pepper in effigy in front of the Capitol. Newspaper editorials around the country scathed him. Other senators and representatives were unwilling to draw that much heat to themselves. Pepper and a few others kept pushing for Lend-Lease. By March of 1941 Congress passed his resolution under the official name, “An Act to Promote the Defense of the United States.” Whatever isolationists thought and said of Pepper and Roosevelt and their predictions, war sought out America on Dec. 7, 1941, and the country didn’t shrink from it. Pepper won re-election in 1944 to see the nation through the war. He lost a re-election bid in 1950, but later won elections to the House of Representatives, where he was respectfully called “Senator.” In 1989 the lifelong liberal Democrat who’d been a frequent thorn in the 1980s Republican White House’s side, received the Medal of Freedom from World War II veteran George H.W. Bush — who’d survived being shot down by the Japanese while on a dive-bombing mission on Sept. 2, 1944.

Navy, Coast Guard seize more than $5M in drugs interdiction

Patriot Golf Day, a nationwide initiative to raise awareness and scholarship funds for the families of fallen and wounded Veterans, will take place over Labor Day Weekend, Sept. 4-7, to honor the sacrifice of America’s heroes. Folds of Honor, a nonprofit that provides educational scholarships to spouses and children of fallen and disabled Veterans, and PGA HOPE (Helping Our Patriots Everywhere) will host Patriot Golf Day. Beginning this year, the two organizations have joined together to expand and grow annual fundraising efforts for both Folds of Honor and PGA HOPE to better serve the needs of Veterans and their families through the game of golf. The Arleigh Burke-class Destroyer USS Nitze (DDG 94) with embarked U.S. Coast Guard (USCG) Law Enforcement Detachment (LEDET) seized 82 kilograms of suspected cocaine and 2,961 pounds of suspected marijuana, July 29. While on routine patrol, the go-fast vessel (GFV) was spotted and Nitze was vectored in for a long-range intercept. Upon interception, Nitze deployed one of her helicopters, assigned to the “Jaguars” of Helicopter Maritime Strike Squadron 60 (HSM 60), who observed the vessel jettisoning packages over the side. They continued to provide overwatch and ensure compliance while the embarked LEDET on Nitze and small boats arrived to achieve positive control of the GFV. The vessel was searched and four suspected drug traffickers were detained. Nitze and the embarked LEDET recovered a total of 82 kilograms of suspected cocaine worth over an estimated wholesale value of $3.1M and 2,961 pounds of suspected marijuana worth an estimated wholesale value of $5.2M.

Co. awarded cybersecurity contract by Air Force Mocana, a developer of cybersecurity solutions for IoT and operational technology in critical infrastructure, has been awarded an Air Force Phase II Small Business Innovation Research (SBIR) contract to provide advanced cyber protection for military systems. Mocana will work with the Air Force to provide a solution securing the digital chain of custody, ensuring the integrity and non-repudiation of data while reducing the likelihood of cyberattacks on key embedded systems.

Marines conduct successful rapid-response exercise 3rd Marine Expeditionary Brigade Marines conducted a Joint Humanitarian Assistance Survey Team rapid deployment drill in support of continued Alert Contingency Marine Air Ground Task Force training in Okinawa Aug. 18. The drill was conducted to ensure that the ACM remains postured and ready to deploy in response to crisis throughout the Indo-Pacific, in spite of the ongoing COVID-19 pandemic. In less than 12 hours, a contingency of about 30 MEB Marines arrived at Kadena Air Base from their home stations across Okinawa and boarded an MV-22 Osprey, taking off in a simulated rapid deployment. Upon landing back at KAB, the team established a secure communications link with the III Marine Expeditionary Force command center, simulating the first steps in a real-world deployment of the JHAST.

Air Force general transferred, promoted in Space Force Maj. Gen. B. Chance Saltzman was the first U.S. Air Force general officer transferred and promoted to lieutenant general in the U.S. Space Force during a ceremony at the Pentagon Aug. 14. During the ceremony, members of the Air Force Honor Guard simultaneously furled the Air Force major general flag and unfurled the first-ever Space Force lieutenant general flag, marking the first promotion of a general officer in the new service.

Tribes, National Guard team up to combat rural COVID threat From the Duckwater Shoshone Tribe in Nye County to the Fort McDermitt Paiute and Shoshone Tribe along Nevada’s northern border with Oregon, the Nevada National Guard aided tribes and rural communities around the state in their efforts to track the spread of COVID-19 this summer. During the past two months, the Nevada National Guard set up and operated 27 drive-thru collection sites – 10 of them on tribal land. These “strike teams” collected more than 10,000 test swabs in rural and tribal communities.

was controversial, its existence had long been noticed by those in the medical and psychological professions and given many names — “battle fatigue,” “shell shock,” and even “railway spine,” a presumed neurological condition doctors noted among train wreck survivors in the 1800s. Train wrecks were commonplace at the time, and survivors often complained about debilitating sleeplessness and agitation.

PTSD and SARS-CoV-2 Bosarge said the coronavirus pandemic is generating numerous stressors including health worries, money short-

ages or financial panic, and disrupted routines and forced social isolation. “When you have stress, it can reactivate your (PTSD) symptoms,” the psychologist explained. Therapists sometimes describe several manifestations of PTSD as “doing things that are rational in dangerous situations that become irrational in normal ones.” So, a complexity arises. Actions that were rational for a soldier in, say, Iraq that were irrational in Florida have become rational here. Avoiding crowds, for example. “Some of our veterans are relieved almost,” said Bosarge. “Some of the pressure to go out has been reduced.” She later added, “For them in some ways in the short run (the coronavirus pandemic) feels like a relief to them. They’re behavior looks the same as everybody else’s right now.”

She said those with PTSD have to diligently monitor themselves for when they’re acting on good medical advice to avoid others and reduce public exposure and when they’re acting on manifestations of PTSD using COVID-19 as a maladjusted avoidance strategy with the pandemic for cover. When it’s the latter— “Please reach out,” Bosarge said. “We do have for the veterans with PTSD the 800 number. The help line is there 24/7. The VA still offers all its mental-health services.”

Reaching out safely keeping social distancing In Florida, veterans along with their family, friends and advocates have a few resources. One is the Florida Veterans’ Care Coordination Program at 1-844-MyFLVet (693-5838). That is a statewide

211-type number answered by Florida veterans. In addition to being equipped to help veterans find mental-health support, it can assist with referrals to help with emergency financial needs. Veterans experiencing any mental-health crisis can also call the Department of Veteran Affairs’ Veterans Crisis Line at (800) 273-8255, extension 1. Veterans can also contact the crisis line by texting 838255, or by visiting www.VeteransCrisisLine.net. Friends and family members can also call the Veterans Crisis Line if they’re concerned about a veteran. If a veteran seems to be immediate danger, call 911 and stay with the person. “Please don’t suffer silently or alone,” Bosarge said. “Do not suffer alone and think there’s no hope. We’re all in this together to help each other.”
